901. Do Parents Help More Their Less Well-off Children?: Evidence from a Sample of Migrants to France

Abstract:
Through an investigation of parental motives, this paper examines how parents decide on the allocation of their resources within the family when there are several offspring. From a theoretical viewpoint, inter vivos transfers may be explained either by altruism or by an exchange motive. Though unequal sharing is expected under both hypotheses, under altruism parents should direct their assistance to less well off children. Analogously, under an exchange motive we expect support to be channeled to children who live nearby their parents. We assess the relevance of the two transfer motives using the PRI survey, conducted in 2003, on a sample of immigrants living in France. Unequal sharing is frequently observed, and children are more likely to receive financial transfers when they are in poor circumstance, but not necessarily when living in proximity to parents. This is the case even after controlling for unobserved heterogeneity with fixed effects models. We also emphasize the role of cultural factors, especially religion, as determinants of the parental allocation among children.

The concept of diaspora, which was incorporated into the literature on politics in the 1960s, has become a significant notion in current international politics. This study aims to present a theoretical assessment of the diaspora concept, followed by the organisation and the evolution of the Caucasian diaspora(s) in Turkey, which include Armenians, Azeris, Georgians and other North Caucasian peoples. It discusses their transformations from emigrants to diaspora, their views regarding each other as well as the changes that took place within these groups after the collapse of the Soviet Union which had a dramatic impact on their relations with their homelands. The second part of this study shifts the emphasis to the recent developments in Abkhazia and Chechnya, and to the activities and increasing influence of the diaspora over Turkish Ministry of Foreign Affairs and the political leaders in Turkey.

Abstract:
The resolution of the ―village guards‖ question and the ―return to village‖ of persons displaced during the armed conflict in East and Southeast Anatolia is clearly among the most pressing issues that Turkey will encounter in the near future. The European Union’s (EU) Progress Report dated October 6, 2004 contains a section entitled ―Economic and Social Rights‖ which addresses the situation in East and Southeast Anatolia and notes the improvements concerning security and fundamental rights; however, the report also describes the situation of internally displaced persons as ―still critical.‖ The steps the government have taken so far to solve the problem are limited to the ―Return to Villages and Rehabilitation Project‖ which intends to secure the economic infrastructure for return, and the ―Law on Compensation of Losses Arising from Acts of Terror and the Measures Taken to Fight Against Terror‖ (Law no. 5233), enacted by the Turkish Parliament in July 2004. However, it is generally felt that these measures do not suffice to solve the problem, and that the village guard system, the landmines, the region’s economic under-development, the danger of renewed armed conflict, and other factors present obstacles to return. TESEV—with its mission to support Turkey’s efforts towards democratization and EU membership—has decided to approach the problem from a different and more comprehensive perspective and to evaluate the problem and the solution efforts from a new vantage point. Although the efforts to overcome the obstacles to return to villages in the context of the EU membership are commendable, we believe that it is wrong to reduce the problem simply to one of ―return to village‖ and to limit the geographic scope of the problem to the region of East and Southeast Anatolia. The topic goes beyond the ―technical‖ measures that need to be implemented during the EU accession process, as it is one of a more profound, social nature. The armed conflict has not only resulted in all types of ―pecuniary losses,‖ but also in the violation of citizenship rights of a number of citizens in this country, as expressed in the 1998 report of the Turkish Parliament’s Investigation Commission. At the same time, ―the health‖ of not merely those left behind, but also of the entire society has been affected at a much more profound level. With these ideas in mind, TESEV has decided to address the issue in a way that diverges from state-centered modes of thinking, which have been hardened and immobilized by the conflict, and that does not favor any kind of ideological position or camp; in a way that aims at the restitution of citizenship rights and social rehabilitation; and in a way that addresses the human dimension of the problem from multiple angles. This report has been put together by expert and academic members of the ―TESEV Working and Monitoring Group on the PostDisplacement Restitution of Citizenship Rights and Social Rehabilitation.‖ It considers the problem from social, political, psychological, legal and other aspects, and it is the first product of a much broader study. Furthermore, the members of this group are co-authoring a book, containing a review and evaluation of international and national literatures, reports on fieldwork conducted in Diyarbakır, Batman, Istanbul and Hakkâri, as well as recommendations for solutions. This book will be published by TESEV within the next few months.

Abstract:
Against the background of increased human mobility over the last three decades, resurgent interest in the migration-development nexus has stimulated new lines of academic inquiry and pushed policy considerations in new directions. This paper outlines current discussions around the links between migration, development and conflict. It also considers the complex nature of 'mixed flows', the difficulties in distinguishing between forced/political and voluntary/economic migration, and the links to development from these various–and often overlapping–types of flows. The paper uses migration from Somalia/Somaliland as the main example. This case–like the cases of most other sending countries–is of course specific. Still lessons can be drawn that are useful in other contexts, and may provide a basis for constructive discussion of potential opportunities in the current migration and international cooperation regimes.

Abstract:
In 2003, the Global Development Finance Annual Report took formal notice of remittances as an important source of external development finance for the first time, listing Morocco as the 4th largest remittance recipient among developing countries. This paper examines the positive and negative results of remittances on Moroccan development, as well as of other migration-driven social changes. It offers a brief historical background to Moroccan migration and examines more closely Moroccan emigration to the EU from the early 1960s. Remittance practices are discussed, as is the issue of return migration. The paper concludes by discussing prospects for general development in the country and summarizing policy options in the field.

The current appreciation of remittances as a development tool is recent and several questions on how best to capture their development impact remain. This working paper addresses some of the fundamental questions pertaining to the role of remittances in the migrationdevelopment nexus. Apart from offering a conceptual tool for understanding of the importance of remittances for developing countries, the paper gives a global overview of various types of remittance flows, the dynamics of such flows and their possible developmental impact on developing countries, including those experiencing conflicts. The paper concludes by offering some ideas on how appropriate policy measures could contribute to making remittances into an effective development tool.

Abstract:
This paper examines the relationship between migration and development in the contest of Somaliland, where an estimated 25-40 per cent of the population receive regular remittances from abroad. The importance of remittances to the local economy and the impact of diaspora activities on local development are the main focus of the paper. In distinguishing four main waves of migration the paper presents a short history of the formation of the Somali diaspora. The paper also estimates the volume, importance and social distribution of individual and collective remittances to Somaliland. Finally the paper gives an overview of the functioning financial institutions in Somaliland and identifies the challenges ahead for an economy that is heavily dependent on remittances.

On the background of the recently increased political interest in protecting and assisting refugees in their 'regions of origin' this working paper lays out a conceptual framework for analyzing the strategies, conditions and options for support to refugees areas in neighboring countries to countries in conflict. In particular relations between security–or the 'securitization of refugees'–and development and local integration are discussed. The working paper identifies the confinement and lack of freedom of movement of refugees as the major obstacle to local, or rather regional, integration of refugees. Finally, the working paper makes recommendations for action and research in relation to the strategy of protecting and assisting refugees close to the countries they have left.

Abstract:
The central theme of this article is the introduction of scenario planning in the negotiation of the settler, refugee, and immigration issues in Cyprus and other divided societies. While advocating support for the United Nations Plan for the Comprehensive Settlement of the Cyprus Question (the .Annan Plan.), the article proposes alternative ways of linking its immigrant, Turkish settler and Greek Cypriot (GC) refugee quotas. The Turkish Cypriot (TC) community is provided with a choice between a community-homogeneous future with fewer settlers and refugees, and a multicultural one with more of each. Subsequently, an explicit link is made between the numbers of the Greek Cypriot refugees and those of the Turkish settlers, immigrants, and TC émigrés. This paper argues that a TC constituent state which accommodates more of the latter should also be in a position to welcome more GCs under a low percentage of the TC population: a potentially win-win situation. Finally, we address the scenario in which TCs opt for a multicultural future but GC refugees do not actually resettle, with a safeguard provision that compensates the GC side in another issue such as security, government, or even territory. By compensating possible losses in one area with favorable readjustments in another, these safeguards eliminate worst case scenarios for both sides, preserve the initial balance of the negotiated settlement, and maximize the negotiability and credibility of the Annan Plan. At the same time, the settler, refugee, and immigration issues are linked in new and innovative ways to emphasize a better human rights environment for all.

914. Return International Migration and Geographical Inequality: The Case of Egypt

This paper explores entrepreneurship amongst return migrants, how their business locations and characteristics differ from other businesses, and the implications for rural urban inequality. First, we examine, amongst returnees, the determinants of investment in a project/enterprise. Second, we study the impact of return migration on the characteristics and nature of non-farm small enterprises using a sample of return migrants and non-migrant owners of enterprises. Our data indicate that although the share of return migrants originating in urban areas is almost equal to those from rural areas, and that migrants tend to return to their origin region, urban areas benefit more than rural areas from international savings. The empirical evidence suggests that overseas savings, and the duration of stay overseas, have positive separate effects on the probability of investing in a project/enterprise amongst returnees. Furthermore, returnees from urban-origin are more likely than rural ones to invest in a non-farm enterprise. The findings also indicate that there is a regional bias in the location of firms and jobs created by returnees compared to non-migrants, in favour of the capital city. Thus, overall, the results support a positive impact of return migration on enterprise investment in urban areas driven by the preference of returnees to invest in urban areas.

When Israeli-Palestinian permanent status negotiations resume, a key stumbling block is likely to be the Palestinian refugee question. The plight of the refugees and the demand that their right of return be recognised has been central to the Palestinian struggle since the 1948 Arab-Israeli War. Palestinians warn that a dissatisfied, angry refugee community whose core demands remain unmet could undermine any peace agreement. For their part, Israelis reject any significant return of refugees, which would spell the end of the Jewish state. They suggest that the issue has been kept artificially alive by the Palestinian leadership and Arab states; improvements in the desultory living conditions of camp refugees coupled with substantial resettlement plans in host or third countries could, they argue, dilute the intensity of the demand for return.

This article examines the difficulties of managing the migration of domestic workers from Burma to Thailand. It suggests that, although measures can be taken to attract registrants, in order for the management process to be successful, policy makers must take into account the acute vulnerabilities associated with domestic service, including workers’ isolation, exposure to sexual harassment and abuse, and lack of legal recognition under Thai labor laws. In addition to tracing recent trends in Burmese labor migration and Thai immigration policy, the article identifies six main challenges faced by migrants. The author’s policy recommendations, influenced by interviews with relevant stakeholders, seek to address these challenges directly, while providing a foundation for better protection, transparency, and enforcement of labor rights in Thailand.

Public health insurance coverage increased—and rates of uninsurance decreased—between 1999 and 2002 among two groups of low-income, U.S. citizen children: those with parents who are native or naturalized U.S. citizens and those with at least one immigrant parent who is not a U.S. citizen (referred to as mixed-status families). The improvements followed efforts on the part of the states and the federal government to expand coverage of children under Medicaid and the State Children's Health Insurance Program (SCHIP) and the introduction of policies directed at improving Medicaid and SCHIP access for immigrant and non-English-speaking families. Nonetheless, more than one in five citizen children in low-income mixed-status families remained uninsured in 2002—a rate 74 percent higher than that of children with citizen parents.

While it may have as many meanings as people who invoke its name, development generally has positive, though perhaps ambiguous, connotations. Uneven development is a bad thing and sustainable development is a good thing but, for the most part, under- developed countries and communities seek to become more developed, whether that is through improving health and livelihoods, expanding educational opportunities, or building infrastructure. But, as the citations above suggest, development does not benefit everyone equally and for some—indeed, for millions of people around the world—development has cost them their homes, their livelihoods, their health, and even their very lives. The suffering of those displaced by development projects can be as severe, and the numbers as large, as those displaced either internally or internationally by conflict and violence. What follows is an examination of the often-overlooked phenomenon of development-induced displacement, its causes, consequences and challenges for the international community.

The share of U.S. children under age 18 with an immigrant parent or parents increased between 1999 and 2002. Poverty among these children fell slightly during the same period, and the shares with health insurance and access to a usual source of health care rose. However, most other measures of economic well-being did not change significantly between 1999 and 2002, and children of immigrants continued to face greater hardship than children of native parents.

The federal welfare reform act of 1996 (the Personal Responsibility and Work Opportunity Reconciliation Act, or PRWORA) dramatically revamped the welfare system, turning it into a block grant program run by the states, imposing new, stricter work requirements and setting a five-year lifetime limit on benefit receipt. For immigrants the law did all that and much more. In a major departure from previous policy, the law sharply curtailed noncitizens' eligibility for welfare and other major federal benefits.

Immigrant integration is now a key issue for communities across the nation. States and communities that had seen few immigrants as recently as 1990 are now welcoming new arrivals in unprecedented numbers. Although new immigrants continue to settle in the traditional U.S. centers of immigration—including California, Florida, New York, and Texas—the states with the currently fastest growing immigrant populations have not seen similar inflows for almost a century, if ever. According to the 2000 Census, these new destination states include North Carolina, Georgia, and Tennessee (at the top of the list) and other states in the Southeast, as well as states across the Midwest and up into the Pacific Northwest.

In 1996, debates about welfare reform and immigration converged and reshaped federal policies about the eligibility of legally admitted immigrants for means-tested public benefits programs, including the Food Stamp Program (FSP), Medicaid, Supplemental Security Income (SSI), and Temporary Assistance for Needy Families (TANF). Before the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) was enacted in 1996, legal immigrants were eligible for benefits on terms similar to those of native-born citizens. The new law significantly limited the eligibility of legally-admitted immigrants for means-tested federal benefit programs, particularly immigrants entering the United States after the welfare reform law was passed in August 1996.

Remittances surpass foreign aid, and tend to be more stable than such volatile capital flows as portfolio investment and international bank credit. Remittances are also an international redistribution from low-income migrants to their families in the home country.

The most important economic feature of immigration to the United States in the post-1965 period has been a significant deterioration in the economic performance of successive immigrant waves. The policy reaction to this trend would obviously differ if the entry wage disadvantage disappeared quickly, as the immigrants assimilated in the American economy and acquired skills and information valuable in the American labour market. This paper examines the determinants of economic assimilation, and discusses how the experience of earlier immigrant waves can provide valuable information about the assimilation process the new immigrants will likely experience.

In Peru, a country with an astonishing variety of different ecological areas, with 84 different climate zones and landscapes, with rainforests, high mountain ranges and dry deserts, the geographical context may not be all that matters, but it could be very significant in explaining regional variations in income and poverty. The major question this paper tries to answer is: what role do geographic variables, both natural and man-made, play in explaining per capita expenditure differentials across regions within Peru? How have these influences changed over time, through what channels have they been transmitted, and has access to private and public assets compensated for the effects of an adverse geography?

This article examines the policy responses of Western countries in the realm of asylum. We begin by explaining the reasons why the asylum issue has made its way up the political agendas of liberal democratic countries in recent years. While applications for asylum have risen in the last two decades, we also highlight the way rights-based constraints and financial costs have contributed to controversy around the issue. We then examine in detail the major policy responses of states to asylum, grouping them into four main categories: measures aiming to prevent access to state territory, measures to deter arrivals, measures to limit stay, and measures to manage arrival. Moving then to explore the efficacy of these measures, we consider the utility of policy making from the viewpoints of states, asylum seekers and refugees, and international society. The article concludes with the presentation of four new directions in which policies could move in order better to square the professed interests of Western states with the needs of refugees for protection.

Increasingly, immigration policies tend to favour the entry of skilled workers, raising substantial concerns among sending countries. The 'revisionist' approach to the analysis of the brain drain holds that such concerns are largely unwarranted. First, sustained migratory flows may be associated with an equally large flow of remittances. Second, migrants may return home after having acquired a set of productive skills. Finally, the ability to migrate abroad may boost the incentive to acquire skills by home residents.

We examine the ways in which candidate countries which are to join the EU in 2004 are responding to increasing asylum migration from the East and assess the impact of accession on their asylum and immigration laws and policies. It will be argued that recent changes in asylum and immigration laws in candidate countries have been largely affected by current EU efforts to devise a common immigration policy and a possible common asylum system. Instead of devising their own response to asylum migration, candidate countries are merely aligning their asylum policies with EU practice and expectations.

Irregular migration is increasing in the Caribbean while the opportunities for applying for asylum hardly exist. The policy regarding most Caribbean irregular migrants is based on the view of the potential destinations, namely that the migrants are economic rather than political refugees. Whatever the specific cause of a migrant's departure, the movement is rooted in a complex amalgam of political, socioeconomic and (increasingly) environmental, factors. Thus irregular movements are part of the wider Caribbean migration process. The irregular movements differ from other forms of migration in that they represent the informal sector of migration, providing an alternative to those sectors of national populations that for political or economic reasons fall outside the immigration categories for entry to the United States. Locations in the Caribbean largely provide the intended transit stops to the United States, but with the implementation of policies to interdict migrants at sea, many of these intermediary locations become final destinations and, ultimately, marginalized communities of the migrants themselves and successive generations. These centres are the nodal points of an established transnational network that sustains the ongoing process of irregular migration. The economic and emotional cost and risks faced by the migrants are high, and the economic and political cost and challenges faced by host governments are also high. Irregular migration and the issue of asylum poignantly reflect various aspects of poverty and the vast economic disparities that exist within the region. Further, irregular migration and the question of asylum greatly affect diplomatic relations between Caribbean countries of migration source and destination. Better and more thoughtful policies are needed to address the continuing issues relating to irregular migration.

In this paper we elaborate on the findings produced by an applied equilibrium model that is used to calculate the annual efficiency gains from free international migration. These findings suggest that we can expect significant gains from liberalizing international labour flows. In particular, we expand on two implicit aspects of the estimates: the actual number of migrants being generated by the various counter-factual scenarios, and the per-migrant cost/benefits associated with each. These estimates are then compared with contemporary migration flows and the findings of studies that analyse their economic impact. In light of these comparisons, we conclude that our original findings are not unreasonable.

The paper focuses on the problems of low income among immigrants, analysed by using comparable panel datasets for two Scandinavian welfare states. After a brief survey of a few earlier studies on immigrant poverty, we present Denmark and Sweden as interesting cases for comparative research. Cyclical profiles have been very different since the 1980s and both countries have experienced considerable differences with regard to the number and composition of immigrants from the less developed countries. Poverty rates, analysed relative to different background factors, are fairly high, in particular when considering the welfare state background of Denmark and Sweden. A number of differences are found in spite of the institutional similarities between the two countries.

This paper explains the evolution and effects of Mexico-US migration, and highlights the NAFTA approach to economic integration, viz., free up trade and investment while stepping up efforts to prevent unauthorized migration. The European Union approach is different: provide aid first, and later free up trade and migration in the expectation that moves toward convergence will ensure minimal migration because trade has become a substitute for migration. The paper concludes that NAFTA will reduce unwanted Mexico-US migration in the medium to long term, and that different initial conditions in Europe mean that there will be relatively little east-west migration when nationals of new entrant EU members achieve freedom of movement.

This paper describes and analyses the case of Iraqis who, in the 1990s, have arrived in Jordan as forced migrants, and have continued to Western Europe or Australia as asylum migrants. The argument put forth is that trends of asylum migration cannot be fully understood without looking at a set of interrelated issues in the countries of first reception of the forced migrants: reception standards, the migrants' poor socioeconomic conditions, further violations of their human rights, but also the functioning of the migrants' social networks and of human smuggling rings.

The purpose of this paper is to outline trends and patterns in movements of asylumseekers to Western so-called industrialized countries from 1990-2001. The paper begins by characterizing three distinct phases of asylum migration since the end of the Second World War. It then provides background material on global refugee and asylum movements, using statistics from UNHCR. The data for selected receiving countries and regions is discussed, followed by some remarks on changing routes used by asylumseekers. The selected countries and regions are Australia, Canada, the EU and the USA. Finally, we examine some of the causal factors behind asylum migration and attempt to identify their significance upon flows migration.

At the turn of the twentieth century, a large number of Europeans, mostly from Italy and Spain, left their homelands and headed to the distant shores of Argentina in response to the good economic opportunities, fertile land and hopes for a better future that were to be found there. At the time, Argentina was one of the most vibrant world economies. Between 1870 and 1930, around seven million people migrated from Europe to Argentina, although nearly three million returned at some different point during those years. Also foreign capital responded to the opportunities offered by Argentina, and British financial institutions funded an important part of the construction of national infrastructure needed to support growth. In contrast, European migration to Argentina virtually stopped in the 1950s, and in the next 30 years or so the country become a net exporter of professionals who were fleeing economic decline, poor opportunities and authoritarian regimes. Moreover, during this period, financial capital steadily left Argentina looking for safer places. Nowadays, and in contrary to the flow of people a century ago, Argentineans are leaving in large numbers to Spain, Italy and other destinations. Emigration this time is associated with the collapse of the country's currency experiment of the 1990s which left a legacy of massive output decline, high unemployment, financial crisis and lost hopes.

This paper computes the worldwide efficiency gains from the elimination of global restrictions on labour mobility using a multiregional CGE model. A distinctive feature of our analysis is the introduction of a segmented labour market, as two types of labour are considered: skilled and unskilled. According to our results, the elimination of global restrictions on the mobility of skilled and unskilled labour generates worldwide efficiency gains that could be of considerable magnitude. When only skilled labour migrates, the worldwide efficiency gains are smaller, as this type of labour represents a small fraction of the labour force in developing regions.

Whereas asylum seekers and the systems for adjudicating their claims to refugee status in developed countries have garnished considerable attention and, often, have been at the centre of political controversy, there has been relatively little research on their actual impact on receiving countries. This article discusses the factors that determine the impact of asylum, as distinct from other forms of migration, concluding that the number of asylum seekers, government policies and socioeconomic characteristics all determine the impact of asylum. Hence, the impacts of asylum can differ significantly from country to country. Even within the same country, one could expect to see varied impacts depending on the age, education and skill level of individual asylum seekers. The paper then examines the fiscal, economic, and social impacts of asylum, as well as its impact on foreign policy and national security. It concludes with an examination of the impact of developed countries' asylum policies on the protection of refugees in developing countries. When refugee protection has been weakened in economically strong states and asylum restrictions are perceived as burden shifting, international protection in the developing world where most refugees try to survive has been undercut.

Governments in the OECD note rising immigration with alarm and grapple with policies aimed at selecting certain migrants and keeping out others. Economists appear to be well armed to advise governments since they are responsible for an impressive literature that examines the characteristics of individual immigrants, their absorption and the consequences of their migration on both sending and receiving regions. Economists are, however, much less well armed to speak to the determinants of the world migrations that give rise to public alarm.

The purpose of this paper is to synthesize what is known about the influence of asylum migration on countries of origin. It combines an analysis of data, a review of the literature and empirical examples from our own research. In the first section we consider the effects of the absence of refugees on countries of origin, focusing on the scale of movements, the characteristics of refugees, where they go and their length of time in exile. In the second section, we review the evidence about the influence of asylum-seekers and refugees on their country of origin from exile. Third, we consider the implications for countries of origin of the return of asylum-seekers and refugees. The conclusion acknowledges the limited state of current knowledge and draws out some policy implications.

947. Asylum-seekers as Pariahs in the Australian State: Security Against the Few

During the last decade measures of overt and covert surveillance, information sharing and deterrence of the illegal movement of people has increased within and between states. Border security has come to dominate international relations, and increasingly to deflect the needs of asylum-seekers who search for a state that will offer them substantive protection under the Refugee Convention. Measures of internal and external deterrence diminish the reality of protection to genuine refugees as some of the most vulnerable individuals in the world today. Australia, as a country of relative geographic isolation, has not experienced the large-scale influxes of asylum-seekers seen in many parts of the world. Notwithstanding this, the Australian Government has in recent years implemented harsh policy and administrative measures directed at asylum-seekers with a substantial measure of public support. In August 2001, an incident involving 433 asylum-seekers was branded in popular discourse an 'asylum crisis'. This incident involved a Norwegian freighter, the Tampa, which picked up survivors from a sinking boat who were making their way to Australian waters in order seek protection under the Refugee Convention. The Tampa was repelled by Australian security forces from disembarking the people they had picked up in distress on Australian soil. In this article, I explore the Tampa incident against the backdrop of refugee policy development from 1999. I argue that rather than responding to a crisis, the Australian government has generated the perception of a crisis in the Australian community. Implications of the Australian response to asylum-seekers are significant not only in the Asia/Pacific region, but further afield, as policy responses toward asylum-seekers by receiving states have converged in the recent past.

Le rapatriement et la réinstallation rapides d'environ un million de Burundais ne pourront se faire dans de bonnes conditions que s'ils bénéficient d'une préparation minutieuse. Aujourd'hui, le gouvernement de transition comme la communauté internationale n'ont pas pris la mesure des conséquences politiques qu'un tel retour pourrait avoir sur le pays, notamment pour la gestion de la question foncière. Les conflits fonciers pourraient en effet devenir une nouvelle source de déstabilisation pour la transition au lendemain de la signature d'un cessez-le-feu définitif.

This ICG report argues that it is paramount that much more decisive action be taken immediately to confront Colombia's humanitarian crisis. Massive human hardship and suffering has become a constant feature of life as the armed conflict has expanded and intensified. The government's humanitarian policy has encountered many difficulties, largely because of the magnitude of the crisis, the lack of state capacity, the reluctance to divert fiscal resources from military to social programs, and the wide gap between policy planning and reality.The launching of the Inter-agency Humanitarian Action Plan (HAP) by the UN in 2002 reflects a growing international awareness that more coordinated and effective action is urgently needed. But even more needs to be done, including achieving better coordination between the government and humanitarian organisations and increasing current levels of international humanitarian aid.
