3101. Abusing History: A Critical Analysis of Mainstream International Relations Theory Misconduct

Abstract:
In Political Science, the discipline of IR has been widely regarded as an “American Science” ever since Stanley Hoffman published his renowned essay in 1977. This “American Science” is mainly dominated by a single theoretical approach – that of Neorealism – which relies primarily on the concept of historical recurrence to ground its arguments. Other “new” theoretical approaches which challenge this parochialism, namely feminism, constructivism and Critical Theory, remain outside the “official boundaries” of the field. These boundaries are largely set by the Neorealist agenda and its variations, which rarely diverge from an unquestioned central rationalist-empiricist theme. Thus, with respect to its methodological and epistemological stance, Neorealist theory implicitly views History as a vast field of objective data and primary sources ready to reveal their truth to the social scientist. To test and/or prove the validity of Neorealist theory in the field of International Relations, one must refer to historical data and confront theory with “straight facts”. What I propose to do here is to analyze the ways in which the Neorealist approach to International Relations makes use of history, and subsequently to consider some crucial epistomological and theoretical debates in the field of History that are ignored by Neorealists like Waltz.

Abstract:
In the wake of September 11, the U.S. Superpower once again became a target. This time, the attack was carried out by means of the Internet. How effective is American cyberstrategy? Examining the hacking scene in the last couple of years, it is clear that it is not an adequate response to present – and future – cyberthreats. Therefore, it is fair to say that the United States has a national security problem rather than a cybersecurity problem and to conclude that as things stand at present the American government is steering the United States toward a cyber-9/11.

Abstract:
We analyze foreigners' and domestic institutional investors' positions in U.S. equities. Controlling for many factors, we uncover a common preference for large firms and firms that are diversified internationally. The domestic preference for internationally diversified firms implies that investors might obtain substantial international diversification by investing at home. Using an international factor model, we show that exposure to foreign equity markets is indeed greater for domestic firms that are more diversified internationally, suggesting that at least some of the home-grown foreign exposure translates into international diversification benefits. After accounting for home-grown foreign exposure, the share of 'foreign' equities in investors' portfolios nearly doubles, reducing (but not eliminating) the observed home bias.

3104. The Performance of International Portfolios

Abstract:
This paper evaluates the performance of U.S. investors' portfolios in the equities of over 40 countries over a 25-year period. We find that these portfolios achieved a significantly higher Sharpe ratio than foreign benchmarks, especially since 1990. We uncover three potential reasons for this success. First, U.S. investors abstained from momentum trading and instead sold past winners. Second, conditional performance tests provide no evidence that the superior (unconditional) performance owed to private information, suggesting that the successful exploitation of publicly available information played a role. Third, the documented preference for cross-listed and well-governed foreign firms appears to have served U.S. investors well. We conclude with a short discussion of the implications of our findings for the home bias literature.

The Proliferation Security Initiative (PSI) is a global initiative aimed at stopping shipments of weapons of mass destruction (WMD), their delivery systems, and related materials worldwide, announced by President Bush, May 31, 2003. It stems from the National Strategy to Combat Weapons of Mass Destruction issued in December 2002. That strategy recognizes the need for more robust tools to defeat the proliferation of WMD around the world, and specifically identifies interdiction as an area where greater focus will be placed.

Abstract:
We analyze welfare maximizing monetary policy in a dynamic two-country model with price stickiness and imperfect competition. In this context, a typical terms of trade externality affects policy interaction between independent monetary authorities. Unlike the existing literature, we remain consistent to a public finance approach by an explicit consideration of all the distortions that are relevant to the Ramsey planner. This strategy entails two main advantages. First, it allows an accurate characterization of optimal policy in an economy that evolves around a steady-state which is not necessarily efficient. Second, it allows to describe a full range of alternative dynamic equilibria when price setters in both countries are completely forward looking and households' preferences are not restricted. In this context, we study optimal policy both in the long-run and along a dynamic path, and we compare optimal commitment policy under Nash competition and under cooperation. By deriving a second order accurate solution to the policy functions, we also characterize the welfare gains from international policy cooperation.

We examine the performance of forward-looking inflation-forecast-based rules in open economies. In a New Keynesian two-bloc model, a methodology first employed by Batini and Pearlman (2002) is used to obtain analytically the feedback parameters/horizon pairs associated with unique and stable equi-libria. Three key findings emerge: first, indeterminacy occurs for any value of the feedback parameter on inflation if the forecast horizon lies too far into the future. Second, the problem of indeterminacy is intrinsically more serious in the open economy. Third, the problem is compounded further in the open economy when central banks respond to expected consumer, rather than pro-ducer price inflation.

3108. Sand in the Wheels of the Labor Market: The Effect of Firing Costs on Employment

Abstract:
This paper examines the effects of firing costs in a dynamic general equilibrium model where firms face stochastic demand. It derives analytically two simple closed-form equations, one for the supply of labor, the other for its demand. These equations determine the comparative static effects of changes in firing costs on the labor market. When negative shocks are more likely to occur than positive shocks, and when the frequency of these shocks is high, firing costs have a substantial negative impact on aggregate employment. In addition, product market integration, as it has occurred in the formation of the European Union, induces firms to be more wary of future possible downturns and therefore intensifies the negative consequences of firing costs.

Abstract:
We consider monetary-policy rules with inflation-rate targets and interest-rate or money-growth instruments using a flexible-price, perfect-foresight model. There is always a locally-unique target equilibrium. There may also be below-target equilibria (BTE) with inflation always below target and constant, asymptotically approaching or eventually reaching a below-target value, or oscillating. Liquidity traps are neither necessary nor sufficient for BTE which can arise if monetary policy keeps the interest rate above a lower bound. We construct monetary rules that preclude BTE when fiscal policy does not. Plausible fiscal policies preclude BTE for any monetary policy; those policies exclude surpluses and, possibly, balanced budgets.

3111. Cash Flows and Discount Rates, Industry and Country Effects, and Co-Movement in Stock Returns

Abstract:
This paper examines the relative importance of global, country-specific, and industry-specific factors in both the cash flow and discount rate components of equity returns between 1995 and 2003. Our framework draws upon previously separate literatures on country versus industry effects and (forward-looking) cash flow versus discount rate components of equity return innovations. We apply the Campbell (1991) decomposition for industry-by-country, all-country, global industry, and world market index returns so we can produce a richer characterization of same-industry and same-country effects in stock returns. Unlike previous equity return decomposition papers, we exploit information in equity analysts' earnings forecasts when projecting future variables from our reduced-form equation systems. Our findings confirm previous research that finds patterns of correlation that suggest a richer underlying structure than just a single common global factor. Furthermore, our results suggest that global, within-country, and same-industry effects are all important for both of the two key components of stock returns: news about future dividends and news about future discount rates. In particular, within-industry covariation in news about future discount rates appears to be just as important as within-country covariation in news about future discount rates. We also find that the idiosyncratic component of cash flow news is more important than the global component, while the reverse is true for news about future discount rates. Our results are broadly consistent with co-movement in future discount rates arising from perceptions of common elements of risk, rather than national market segmentation.

Abstract:
Although far from Washington and Mexico City, it is perhaps only a slight exaggeration to say that U.S.-Mexico relations begin and end at their shared 1,933-mile-long border. Indeed, the degree of harmony or conflict in the relationship increasingly depends on how the border and border control matters are politically managed. The border is both one of the busiest and one of the most heavily policed territorial lines in the world, where many of the most critical and sensitive issues in the bilateral relationship, such as trade, migration, and drug trafficking, come together. In fact, much of U.S. policy toward Mexico has been driven by the twin objectives of facilitating authorized border crossings and deterring unauthorized crossings. Balancing these tasks has always been politically and bureaucratically frustrating and cumbersome, but both the challenge and the stakes have grown substantially as counterterrorism has been added to and redefined the border control agenda since September 11, 2001.

The year 2003 was a difficult one in U.S.- Russian relations, and 2004 promises to be even more challenging. Disagreements between Washington and Moscow over Iraq were the most visible in a series of events that also included American concerns about Chechnya, the authoritarian tilt in Russian domestic politics, Russia's fading media freedom, selective prosecution of independent-minded businessmen, and meddling in the internal affairs of its neighbors. Together, these events add up to a trend that spells trouble for the ambitious U.S.-Russian strategic framework inaugurated by President George W. Bush and President Vladimir Putin in 2002. Yet rarely if ever has the need for greater cooperation between the two countries been more urgent than it will be in 2004 and the years to come.

While much of the world is fixated on China's booming economic growth and its ravenous appetite for energy, untidy diplomatic loose ends in the form of territorial disputes with neighbors have many of the countries bordering the Asian giant nervous. Though Beijing's claims over Taiwan remain the focus of world attention, China is embroiled in unresolved territorial maritime and land issues with no less than thirteen of its neighbors. Given that China's military capability is growing apace with its economy, the potential for military conflict over the disputed regions is similarly on the rise. While China up to now has attempted to address these issues diplomatically, the fact that many of the unresolved border disputes involve potential energy reserves might prompt China to use military force to resolve issues of strategic economic interest.

The soon-to-be-announced appointment of former Vice-Foreign Minister Wang Yi as Chinese Ambassador to Japan is emblematic of efforts by the Hu Jintao-Wen Jiabao leadership to improve Sino-Japanese relationship. In the past year, bilateral ties have deteriorated due to a host of issues ranging from “the question of history” – and compensation for World War II-related damages – to altercations over rights to oil and gas under the East China Sea. Protests by nationalistic Chinese groupings outside the Japanese Embassy in Beijing, banned until about two years ago, have become almost routine. Ugly scenes at a recent soccer match between the two national teams in the Chinese capital demonstrated the hostility with which many Chinese regard their nextdoor neighbor. And in Japan, the “China threat” theory is fast gaining ground owing to the perception that an economically and militarily strong China is throwing its weight around and threatening Japanese interests everywhere.

In April, the European Union (EU) dodged a bullet by refusing to take up the issue of overturning its 15-year-old ban on selling arms to China. Supporters of lifting the embargo, led by France and Germany, are unlikely to abandon their quest, however, and the issue will likely come up again for review, perhaps as early as this summer. If it lifts the ban, the EU risks further damaging a transatlantic alliance already strained over Iraq and other issues, with very little likelihood that its defense industry would see much, if any, benefit.

The unusually effusive reception that the Chinese leadership accorded Dear Leader Kim Jong-Il last week has buttressed speculation that Beijing and Pyongyang probably reached some form of a deal even prior to the long awaited visit. According to diplomatic sources in Beijing, Kim agreed during discussions with his Chinese hosts to take a “more serious and proactive stance” toward the ongoing six-nation talks on dismantling his country's weapons of mass destruction (WMD). Moreover, the sources said the reclusive leader pledged that unless there was further “provocation” from the United States, Pyongyang would not engage in tension raising gimmicks such as testing bombs or missiles. And, at least for the time being, a freeze would be put on the development of new WMD.

The Chinese Communist Party (CCP) leadership has been at pains not to appear to be gloating over the American quagmire in Iraq. Yet in terms of geopolitical calculus, there is little doubt Beijing sees America's worsening problems in Iraq as beneficial to China's global standing, diplomatically and militarily. Capitalizing on fissures in the international community over Iraq and America's war on terror, China has strengthened ties with key members of the European Union and the United Nations in an effort to counterbalance U.S. hegemony. Meanwhile, Chinese experts' scrutiny of the exploits as well as challenges of American and Allied Forces in Iraq will have a big impact on the People's Liberation Army's (PLA) ambitious modernization drive.

The two rounds of six-party talks in Beijing on the Korean nuclear standoff have demonstrated China.s unusual support for a multilateral solution to the conflict. This is symbolic of the country.s new diplomacy under Hu Jintao and Wen Jiabo. As is typical, Beijing is seeking to maximize its diplomatic gains for reasons related to national prestige and regional stability. What is new, however, is that the two leaders are trying to achieve these goals by having China act as a status quo power rather than through revisionist behavior. This change is vividly reflected in the fact that China has proven more willing to cooperate with the United States and is more determined to pressure North Korea. This brief article attempts to evaluate some of the domestic and international factors that are driving China to sponsor the six-party talks. conflicts on the Peninsula.with severe security implications for China. In the last few years two schools of thought have emerged in Beijing with respect to Chinese policy toward the DPRK. The first of these is the .buffer zone. school. It argues that, Pyongyang.s ill intentions and unpredictable adventurism notwithstanding, North Korea.s very existence remains of great strategic value to a China whose worst security nightmare is that of another Korean war. Moreover, any regime change that might occur in the DPRK as a result of war could bring the deployment of U.S. troops to positions close to the Sino-Korean borders. And taking into consideration a possible showdown between China and the United States in the Taiwan Strait, this could result in a hostile military presence right on China.s doorstep. Indeed, it was precisely this worst case scenario that China fought a war fifty-four years ago to prevent.

There are two very different stories that can be told about EU security policy during 2003. On the one hand, some argue that the deep division among important EU countries in relation to the Iraq war is a final confirmation of the absence of an EU security policy. On the other hand, some argue that the last year has been a year of considerable intensity in relation to EU security policy–despite the fact that EU cannot yet be characterised as a unitary actor. One of the reasons for these very different stories is that they are based on fundamentally different ideas and theories about the basic mechanisms in international relations. In this paper Pernille Rieker will contrast how two different approaches, namely Rationalistism and Social constructivism would analyse EU security policy. The paper starts with a short presentation of the meta-theoretical foundation of these approaches. The second part discusses how each of them views the conditions for multilateral cooperation and security. In the third part these perspectives on EU security policy will be discussed and some empirical data that support each of them will be presented. Finally, the paper ends on a discussion concerning whether these approaches must be seen as being alternative or complementary approaches.

When the Russian Federation began its transition toward a market based economy, promoting competition and regulating anticompetitive behavior - issues never previously needing to be addressed - arose as new and unfamiliar subjects for state policymaking and law enforcement activities. In order to address these issues, the Russian Federation created a competition authority and basic law in 1991, quite early in its transition period. Support for competition was expressed in the 1993 Constitution, as well as in other fundamental legislation. As part of a larger study of regulatory reform, the OECD in 2003 undertook a detailed assessment of Russia fs decade of experience with competition law and policy. The Report concludes that despite early legislation on the issue and strong expressions of support for competition in the laws, the creation and protection of competition on domestic markets has not been a policy priority. Emphasis on rapid privatization limited the scope of pre-privatization restructuring to promote competition and the competition authority has been expected to serve as a general regulator of behavior in markets, assigned to fill legislative gaps and to enforce against a variety of undesirable practices in markets. Overly broad responsibilities and a lack of credible sanctions have significantly limited the impact of the competition laws.

Abstract:
The major economic challenge facing Russia is the achievement of long-term, sustainable growth that would allow for a relatively rapid convergence between living standards in Russia and the OECD economies. The nature of this challenge is largely determined by Russia\'s economic structure. At present, Russia\'s economy is highly dependent on the export of a limited range of natural resources, chiefly hydrocarbons and metals. This presents policymakers with a number of specific problems. In particular, resource dependence makes the Russian economy especially vulnerable to external shocks. It is therefore difficult to overstate the importance of prudent macroeconomic policies, especially as the budget relies heavily on resource taxes and is thus influenced by volatile energy prices. Hence, exemplary fiscal discipline, in particular, is crucial to reducing Russia\'s vulnerability to commodity-price cycles. Yet while resource dependence brings with it certain macroeconomic risks, economic performance will continue to depend to a great extent on the performance of resource-exporting sectors for the foreseeable future. This makes reform of the natural gas sector an urgent priority. In the absence of substantial reform, the gas industry, which is critical to both exports and the domestic economy, could well stagnate or decline.

In the past year the 'war against terror' and perceptions of state failure within the post-colonial Pacific have sparked an Australian-led initiative to deepen and widen regional integration in Oceania. This paper argues that behind the seeming unanimity of the 2004 Auckland Declaration and agreement by Pacific Islands Forum leaders on a 'Pacific vision' and a 'Pacific plan' are several contending visions of regional community, and of community-building. The political and moral legitimacy of each vision depends significantly on how these visions answer the question of who is Oceania for, and who has the right to speak for it? The seemingly dominant vision (that of the Australian government) is problematic in this regard. Past practice of Pacific region-building suggests that it may therefore not receive the legitimacy it requires for sustainability. This therefore is in danger of producing an unintended consequence: the replication at a regional level of the legitimacy problem associated with the so-called failing state.

According to International Relations (IR) orthodoxy, the story of three Great Debates accounts for the most important theoretical developments in the discipline. Over the last decade, critical historiographers have established that the story of a First Debate, which tells of a struggle between idealism and realism between the 1920s and 1940s, is a misleading caricature of early academic international thought. This article adds to this critical literature by tracing the manner in which the story of a First Debate became a part of disciplinary orthodoxy between the 1950s and 1980s. Our analysis reveals that a myth of a First Debate was produced when more recent scholars detached the concept of a struggle between idealism and realism from both the unique historical milieu in which this dichotomy was conceived, and the rhetorical purposes for which it was employed. We use these findings to make the case for a contextual approach to disciplinary historiography, and to illuminate the historical contingency of contemporary notions of scholarly purpose in IR.

This paper focuses on a significant puzzle in international security today: why did small arms control become prominent on the international agenda during the 1990s? And why did the international community attempt to regulate these weapons? This paper illustrates the emergence of small arms and light weapons on the international agenda and draws some parallels with the land mines case. Moreover, I outline how norm building processes is a fruitful research guide to examine these pressing questions of land mines and small arms proliferation management. The creation of international norms and the setting of widely agreed upon standards to control small arms and light weapons is central to the multilateral coordination of international responses to tackle the problems associated with their proliferation.

This paper addresses one of the key issues in the international security agenda today: the control of the proliferation and availability of small arms and light weapons. It shows how the topic has become one of concern to the international community. It also indicates who the main actors involved in this process are. In addition, this paper examines the reasons why there is so much availability of small arms in the world today. These reasons are connected to changes in the international arms trade patterns after the Cold War. It seeks to demonstrate some implications of the rise of the issue of small arms into the international agenda, for the study of international relations and for education in defense and security. I am especially interested in the literature on norms and ideas that helps to explain the advancement of normative change. The present paper utilizes transparency as a case study with two aims. First, I want to illustrate how the rise of the norm of transparency sheds light on the study of norms in international relations. Second, I will contend that the rise of the small arms issue has also contributed to fostering the norm of transparency.

The central theme of this article is the introduction of scenario planning in the negotiation of the settler, refugee, and immigration issues in Cyprus and other divided societies. While advocating support for the United Nations Plan for the Comprehensive Settlement of the Cyprus Question (the .Annan Plan.), the article proposes alternative ways of linking its immigrant, Turkish settler and Greek Cypriot (GC) refugee quotas. The Turkish Cypriot (TC) community is provided with a choice between a community-homogeneous future with fewer settlers and refugees, and a multicultural one with more of each. Subsequently, an explicit link is made between the numbers of the Greek Cypriot refugees and those of the Turkish settlers, immigrants, and TC émigrés. This paper argues that a TC constituent state which accommodates more of the latter should also be in a position to welcome more GCs under a low percentage of the TC population: a potentially win-win situation. Finally, we address the scenario in which TCs opt for a multicultural future but GC refugees do not actually resettle, with a safeguard provision that compensates the GC side in another issue such as security, government, or even territory. By compensating possible losses in one area with favorable readjustments in another, these safeguards eliminate worst case scenarios for both sides, preserve the initial balance of the negotiated settlement, and maximize the negotiability and credibility of the Annan Plan. At the same time, the settler, refugee, and immigration issues are linked in new and innovative ways to emphasize a better human rights environment for all.

While traditional understandings of international affairs would predict the formation of a balancing coalition against the dominant U.S. position in world affairs, some analysts now contend that the U.S. advantage is so comprehensive and so unprecedented that we have not seen and will not see balancing behavior on the part of second tier powers like China, Russia, Japan, and Germany. It would be a mistake, however, to assume that the absence of balancing means the United States will not face any meaningful opposition in the international arena. Though in the short term a bloc of states is unlikely to form a counter-coalition. the historical form of resistance to dominant powers other states still find important ways to resist U.S. dominance.

3150. Encouraging Job Advancement Among Low-Wage Workers: A New Approach

While their employment rates have risen considerably, most former welfare recipients continue to earn very low wages. Similarly, the earnings of less-educated U.S. workers more broadly have also stagnated or fallen in recent years. Using a new dataset from the Census Bureau, some recent research suggests that low earners' advancement prospects are closely tied to the characteristics of the employers for whom they work. Employment in certain high-wage sectors and especially at firms that pay wage premiums and offer career ladders is strongly correlated with earnings gains over time for initially low earners. Job mobility often results in higher earnings gains than does staying in the same job. "Work first" approaches—such as immediate job placement for those on welfare—produce modest gains over time, while early work at a higher-wage employer or with a temp agency generates larger gains. Policymakers should therefore encourage better job placements for low earners as well as targeted training that is integrated with these placements. Policies to support the creation of more higher-wage jobs for the unskilled should be considered as well. Private labor market intermediaries can play important roles in both processes.

One factor in the dollar's decline is the U.S. trade deficit, which is partly due to the undervalued Chinese yuan. The involvement of China, which is not a G-7 member, illustrates both the glaring gap in global governance and the increasing economic and policy interdependence between industrial countries and major emerging market economies (EMEs). The federal government is spending about $500 billion a year more than it is raising in taxes. If nothing is done, that gap will widen to around $700 billion annually by 2014 and accelerate rapidly thereafter, as baby boomers begin to retire. Persistent deficits of this magnitude are likely to lower standards of living, make us dangerously dependent on the rest of the world, and pass on large fiscal burdens to future generations. Balancing the budget, while politically difficult, must be a priority. In an effort to stimulate debate over a compromise that would appeal to different groups, we present three ways to achieve balance over the next ten years. One option emphasizes spending cuts and leads to a smaller government. A second relies on tax increases and leads to bigger government. Economists and insurance experts have studied the industry for many years and have developed a series of theoretical concepts to explain how insurance markets function. The prevailing view of the demand for insurance was summed up by one conference participant who noted that an economically rational consumer would understand that apart from certain tax benefits, when you buy insurance, you're making a bet with an insurance company, which the insurance comp any wins on average because it must cover administrative costs and earn a competitive return for its shareholders. This study analyzes the political economy of European Union policy-making in regard to EU trade in beef and dairy with developing countries. The way the EU makes its agriculture and trade policies involves three levels: the EU member state, the EU itself, and the international trading system. The study also considers a fourth “level,” developing countries, that is affected by EU policy-making. We present criticism from various sources concerning negative international effects of EU agriculture and trade policies. Recognizing the great range of trade-related interests among developing countries, the study analyzes relevant issues of four categories of such countries. EU trade and agriculture policy is strongly influenced by international factors, particularly by multilateral trade negotiations. Change in relevant EU agriculture and trade policy affecting developing countries has been part of or directly linked to - and in the future will require additional reform of - the EU's Common Agricultural Policy (CAP). Recent reform of the CAP has been affected by and linked to the current Doha Round of multilateral trade negotiations conducted under the auspices of the WTO.

Fulvio Attiná examines the concept of “regional security partnership” both theoretically and in the context of Euro-Mediterranean region-building. He argues that this partnership is an intermediate venture on the road to the possible appearance of a Euro-Mediterranean security community. Metin Heper discusses the formation of Turkey's identity, which came to encompass both an "Eastern" and a "Western" (or European) dimension. Against this background, Heper discusses three main issues within the politics of Turkey that have remained problematic from the perspective of the EU: Islam in politics, nationalism and the consideration of Turkey's ethnic minorities, and the political role of the military. Richard Gillespie concentrates on the promotion of democracy as one of the instruments of Euro- Mediterranean region building in the framework of the EMP. In particular, this paper assesses the record of the EU's democracy promotion in North Africa. Gillespie emphasizes the obstacles, and the causes for hesitation within the EU to an effective promotion of democracy. He further examines the set-backs in light of post-Barcelona international events, such as the breakdown of the Middle East peace process, 9/11, the Iraq war, and the eastern enlargement of the EU. Gillespie argues that, in spite of constraints, the EMP could still prove to be a valuable framework for the promotion of democracy in the long run. This paper lays out a normative approach to the study of power in International Relations. This approach emphasizes the role of cooperative security practices, region building, and pluralistic integration in order to achieve peaceful change. The paper discusses the challenges to cooperative security practices in the Euro-Med process, a process that aims to promote the construction of a Mediterranean “region” of stability and peace. In order to understand what lies behind the EU's use of use of these practices, this paper suggests that they represent the application of “normative power” (Manners 2002: 240) in international relations. The practice of normative power differs significantly from a traditional understanding of the use of power in international relations. The paper assess the potential this concept of normative power to promote a shared sense of security in, and peoples' regional identification with, spaces and socially constructed regions that transcend the cultural and civilization borders of the Mediterranean region.

Joel Peters focuses on the failed peace-making practices of the Middle East multilateral track process launched at Madrid in 1991. He thus uses the dynamics within Arab-Israeli relations to inform an assessment of the Euro-Mediterranean Partnership. Peters shows that conflicts of interests and rivalries among the participating parties emerged as soon as the multilateral peace talks moved from the discussion of ideas to the stage where decisions on the actual implementation of cooperation projects had to be reached. Thus, the demise of the multilateral talks and the subsequent slowdown in the Israeli-Palestinian peace process were underway before the launching of the EMP. The failure of developing peace-making practices within the multilateral Arab-Israeli peace talks inevitably spilled over to the EMP from the outset.

Stephen Calleya focuses on sub-regionalism as a tool of region building within the EMP. This paper's main concern is the question of whether, in view of the present EMP difficulties, subdividing the southern Mediterranean into various sub-regions (such as the Maghreb and the Mashreq) may be an efficient tool of region building. By taking account of regional relations among southern Mediterranean states and sub-regional initiatives, Calleya discusses several options and conditions under which sub-regionalism within the EMP could contribute to Euro- Mediterranean region building. Realist theory occupies a special place in the theoretical development of International Relations discipline. As the dominant theory of the discipline from mid-1930s up until mid-1980s, realism has often been dubbed as the theory of the International Relations because of its overwhelming influence on IR academia. In addition to controversial concepts it brought into IR discussions, realism has served the discipline by pioneering the study of international developments through conceptual analysis instead of traditional methods based on historical, legal, and philosophical studies. Although its various fundamental aspects (such as its conservative approach to world politics, emphasis on state and power, failure to define national interest convincingly, deterministic approach to international politics) have been criticized over the years from many perspectives, realist tradition has re-emerged time and again as the leading conceptual explanation of the discipline. Finally, despite all its exposed weaknesses, the realist theory of IR, with its clear and simple explanations, is still the most widely used approach in the area.

The political logic (i.e., political perceptions of the ruling elite in a given country and nature of the political relations with other countries) determines economic activity, not the other way around, among the proto-capitalist states of the Middle East. As the political ties has primacy in the region in determining the course of economic relations, even market oriented democratic (or quasi-democratic) countries have to accept the prominence of political-strategic relations when dealing with such states. Globalization, frequently attributed to the Post-Cold War era, ignites discussions in different disciplines of social sciences. It also affects the IR theory. In the process, while various new paradigms are added to IR discipline, some of the current paradigms have lost their influences on the discipline. Today there is neither a consensus on naming the era in which we live in, nor a general paradigm, capable to explain the dynamics of the era under consideration. Globalization, at the same time, is considered as a joker concept, which can fill the vacuum between international system and international relations paradigm. Although globalization is not accepted as a system by itself, it is quite clear that it contains certain elements that contribute to the construction of a new international system. Multiactor global funds (MGFs) are emerging as important new mechanisms for the financing of development and other global priorities. MGFs like the Global Fund for AIDS, Tuberculosis and Malaria are distinctive because they are administered and financed by multiactor coalitions of governments, international organizations, the private sector and civil society, they operate independently of any one institution and are tied to particular issue or policy areas. This paper considers the desirability of MGFs as instruments for international financial mobilization, resource allocation and as a form of experimentation in global governance. It is argued that MGFs hold considerable promise as focal points for generating additional public and private resources to address urgent global problems and to finance global public goods. They may be more operationally nimble than traditional mechanisms and capture some of the benefits of collaboration among different actors. However, MGFs may also result in a less coherent response to global problems, duplicate existing structures and be weakly democratically accountable.

This study is premised on the view that reports circulating in the 1990s, claiming foreign aid was in terminal crisis, were premature. Aid's reviving fortunes are explained in terms both of a growing awareness of the uneven implications of globalization and the after-effects of the terrorist events of 11 September 2001. However these two 'drivers' make uneasy partners. Furthermore, aid for democratization, argued in the 1990s to be an instrument for indirectly addressing socioeconomic weakness and improving development aid's effectiveness—making it a positive feature in a bleak decade—is increasingly seen as problematic. For now, aid's resurgence should target pro-poor development rather than democratic reform, although the likelihood is that old fashioned determinants of realpolitik will continue to get in the way.

The conclusion of the Cold War between 1989-1991 opened new horizons for the United Nations and created expectations that the UN would emerge from the margins of world events to the focus of world politics. But many events since then -- in Somalia, Rwanda, Bosnia, and Iraq -- have undermined confidence in international institutions. A history of the UN's activities since the end of the East-West conflict conjures up names of recent infamy, such as Sarajevo, Mogadishu, Kigali, and Srebrenica, and revisits images of failure and impotence in the face of violence. These crises undermined much of the optimism that greeted the end of the Cold War at the United Nations. The founding dream in 1945 of a community of nations defending human rights and promoting collective security still seems as far from being realized as it did during the height of the Cold War.

With the accession of ten states to the European Union (EU) in May 2004, Eastern Europe strode firmly into the international spotlight. A few months earlier, Bulgaria and Romania had joined the North Atlantic Treaty Organization (NATO), further extending the membership of Eastern, Central, and Southeast Europe in the alliance. These developments support the region's ongoing policy of integration into the West and its emergence as a socio-political landscape entirely distinct from that imposed by the Warsaw Treaty Organization (WTO) until its demise in 1991. Central Asia is often portrayed as a hotbed of potential conflict. With this report, the Small Arms Survey seeks to determine whether the Kyrgyz Republic, by virtue of its location, should indeed be grouped with its friction-prone neighbours. Weak state structures, a history of ethnic tension, inequality, and poverty – features that characterize the Kyrgyz state – are factors that normally fuel the proliferation of arms. The ripple effects of the fragile situation in Afghanistan are also expected to have effects on Central Asian countries. This in-depth study has found, however, that small arms are less of a problem in Kyrgyzstan than commonly assumed: few families own arms; demand is limited; and trafficking is modest. While the proliferation of small arms may pose a serious threat in countries such as Afghanistan and Tajikistan, this assertion cannot be applied to Central Asia as a whole. This report highlights the need for the disaggregation of regional generalizations and seeks to explain why Kyrgyzstan is different from its southern neighbours.

Now, the United States has embarked upon an ambitious mission to remake the Middle East – rebuilding war-ravaged and leader-abused countries in Afghanistan and Iraq, seeking to settle the conflict between Israelis and Palestinians, blocking further nuclear proliferation, pushing the region to embrace political moderation and reform, and hopefully improving America's image in the region in the process. There are unintentional though unavoidable echoes of the “best and the brightest” in this campaign as the U.S. embarks upon a global crusade (call it what it is) to help re-direct the course of one of the world's dominant civilizations and the institutions that have served it so poorly. This uniquely American sense of mission and manifest destiny is apparent in a range of endeavors worldwide but it is in the Middle East where U.S. ambitions approach the point of audacity.

Apart from brief references to the arrest in May 2003 of suspected members of Jemaah Islamiyah in Phnom Penh and the later revelation that Hambali (Riduan Isamuddin) had spent six months in Cambodia before being captured in Thailand, the international media have paid little attention to Cambodia's 'indigenous' Islamic community, the Khmer Islam (Islamic Cambodians), numbering around 500,000 in a total population of 12-13 million. Generally described as 'Chams', the majority are the descendants of immigrants from the once-powerful kingdom of Champa located on the central coast of modern Vietnam. But Cambodia's Islamic community also includes the descendants of Malay settlers, perhaps 15% of the total. Members of this latter group are known as Chvea. For the most part living apart from the ethnic Cambodian population both during colonial times (1863-1953) and following independence, the Khmer Islam community played little part in politics. During the Pol Pot regime (1975-79) members of the community suffered grievously, with an estimated 90,000 dying from executions, overwork and hunger and disease out of a total of250,000. Following the fall of Pol Pot the position of the Cambodian Islamic community has attracted the interest of co-religionists in the Middle East and Southeast Asia who have contributed substantial funds for the construction of mosques, the support of Koranic schools and financing of participation in the haj. At the same time there has been a substantial growth in the interchange between members of the Khmer Islam community and fellow Muslims in southem Thailand and Malaysia. Overall, the community remains generally poor and disadvantaged and so potentially unlnerable to external influences.

Beijing's successful bid for the 2008 Olympic Games gives China a unique opportunity to signal its emergence as a leading player in the mainstream of international affairs. The Games will provide a unique opportunity to showcase to the international public, as well as to foreign governments and international business, China's technical and organisational capabilities, its cultural and social achievements, and its standing and potential as a global economic power and partner. The ongoing strong commitment to the Games by the national Government, and the rapid and efficient progress made to date by the Beijing Olympic organisers, are impressive; from a technical point of view, China's challenging Olympic project is on track. The Games will make some limited contribution to the extraordinary economic and technological development China is making, particularly in environmental protection. Similarly, the Games have the potential to make some incremental contribution to improving human rights in China. Their significance as a force for change in this area should not be overestimated, however, and the evidence is that the Olympic influence on China's human rights has so far been limited. Despite the good cooperation at the Olympic level that has developed between China and Taiwan in recent years, the hosting of the Games would not stand in the way of drastic action by China if Taiwan pursued independence beyond the limits of its tolerance. Australia's cooperative Olympic links with China, developed during Beijing's bid, add a valuable dimension to the strong and important relationship between the two countries.

Building on the 1989 Canada-US Free Trade Agreement (CUSFTA), the NAFTA contains dispute settlement provisions in six separate areas. NAFTA Chapter 11 is designed to resolve investor-state disputes over property rights; Chapter 14 creates special provisions for handling disputes in the financial sector via the Chapter 20 dispute settlement process (DSP); Chapter 19 establishes a review mechanism to determine whether final antidumping and countervailing duty decisions made in domestic tribunals are consistent with national laws; and Chapter 20 provides government-to-government consultation, at the ministerial level, to resolve high-level disputes. In addition, the NAFTA partners created interstate dispute mechanisms regarding domestic environmental and labor laws under the North American Agreement on Environmental Cooperation (NAAEC) and the North American Agreement on Labor Cooperation (NAALC), respectively. This chapter examines the first four dispute settlement systems; the NAAEC and NAALC systems are evaluated in the environment and labor chapters of this book.

The term “Washington Consensus” was coined in 1989. The first written usage was in my background paper for a conference that the Institute for International Economics convened in order to examine the extent to which the old ideas of development economics that had governed Latin American economic policy since the 1950s were being swept aside by the set of ideas that had long been accepted as appropriate within the OECD. In order to try and ensure that the background papers for that conference dealt with a common set of issues, I made a list of ten policies that I thought more or less everyone in Washington would agree were needed more or less everywhere in Latin America, and labeled this the “Washington Consensus.” Little did it occur to me that fifteen years later I would be asked to write about the history of a term that had become the center of fierce ideological controversy.

On September 11, 2001, the world was introduced to a new type of terrorism, one that was truly global in its organization and its impact. In both Europe and the United States, it was immediately clear that an effective response would require new levels of cooperation across the Atlantic and around the world. The initial response was in part military, as NATO invoked its mutual defense clause for the first time ever and a military campaign began in Afghanistan. But equally important was the decision by both the European Union and the United States to boost the capacity of their domestic law enforcement agencies and judiciary to respond to global terrorism and to look for ways to cooperate with each other in doing so. Since then, U.S.-EU cooperation in combating terrorism has been one of the success stories of transatlantic relations.

The 1990s saw a cascade of contentious sanctions legislation. Congress passed the Antiterrorism and Effective Death Penalty Act of 1996, including an amendment to the Sovereign Immunities Act, which permits lawsuits against governments on the terrorism list – a major step in denying foreign governments normal immunity from suit in U.S. courts. The Iran–Libya Sanctions Act (ILSA) was also passed in 1996, with the goal of discouraging third–country companies from investing in Iran or Libya. This sparked outrage from European countries, which objected to the act's “extra–territorial” reach, and from the European Union (EU) institutionally, which responded with a law barring any European company from complying with the legislation (and with similar provisions regarding Cuban trade under the controversial Helms–Burton Act).

In the process of constructing a safety structure in the South Eastern Europe one must bear in mind the assumptions on which the new global safety structure is based, and those are: 1. Europe, and the surrounding area of the region, is becoming more stable and peaceful, and there are no indications that there will be any armed conflicts between states in the near future. 2. The situation of volatility and insecurity is spreading globally due to unconventional threats, like international terrorism, weapons of mass destruction, drug-trafficking, illegal immigration etc. 3. The EU, as an institution of international integration, and NATO, as an international organisation, are starting to see eye to eye and are co-ordinating their activities on the basis of compatible civilisation values against the stated threats and in attempt to further economic development of the EU. 4. The role and the importance of multilateral organisations are diminishing. The emphasis is being put on the importance of bilateral relations, especially by the last superpower, the USA, whose policy of unilateralism will surely dominate international relations for some time to come. 5. Other stakeholders in the domain of international relations, with the potential to become partners of the USA in the process of reaffirming multilateral relations. The EU, the People's Republic of China, the Russian Federation and the UN have just begun adapting to new relations and there are no indications that the position of the USA as the leading world power would be contested. 6. The globalisation process dominates all aspects of international relations on the basis of scientific and technological revolution, as well as revolution in the communication of information. It will be a consistent mechanism of transferring the model of liberal democracy internationally.

This study tests competing hypotheses about popular support for European integration. It introduces anti-immigration sentiments as a key variable for understanding reluctance towards integration. Drawing on survey data, it is found that anti-immigration sentiments, economic considerations, and the evaluation of domestic governments are the strongest predictors of both support for integration and individuals' propensity to vote “Yes” in a referendum on the enlargement of the EU. When extrapolating the findings to future referendums on issues of European integration, it may be predicted that such referendums will result in a “No” outcome under the conditions of high levels of anti-immigration sentiments, pessimistic economic outlooks, and/or unpopularity of a government.

On January 26, 2004, the topic of the CES-Berlin Dialogues was “The 'New World Order': From Unilateralism to Cosmopolitanism.” It was the second in a series of four meetings organized in Berlin under the heading “Redefining Justice.” The session was intended to examine successful and failed arenas of cooperation between the US and Europe; political misunderstandings and conscious manipulation; and models for future transatlantic relations. The presenters were Jeffrey Herf, Professor of History, University of Maryland, and Prof. Dr. Jürgen Neyer, Professor of International Political Economy, Ludwig-Maximilians-University of Munich, and Heisenberg Fellow of the Deutsche Forschungsgemeinschaft at the Department of Political and Social Sciences of the Freie Universität Berlin. Jeffrey Herf was asked to speak on the basic tenets of U.S. foreign policy in the administration of President George W. Bush, and Jürgen Neyer focused on the European view of international relations and conduct in the period since the invasion of Iraq.

There can be no doubt that the Bush Administration's policies have massively contributed to a hitherto unprecedented deterioration in European-American relations. However, European antipathies towards many things American date back at least to July 5, 1776, if not before. Following a conceptual discussion of anti-Americanism, the paper then turns to an account of these historical dislikes and anchors them particularly among Europe's elites. A discussion of anti-Semitism in relation to anti- Americanism follows in the subsequent section. A summary of an analysis of newspaper articles collected in the decade of the 1990s highlights the widespread nature of anti-American sentiments in Britain, France, Germany, Italy. Lastly, anti-Americanism's functionality as a useful ingredient in Europe's burgeoning state building process concludes the paper.

On Jan. 30, 2003, the United Nations Security Council (UNSC) adopted resolution 1460, which reaffirms the council's previous resolutions (1261, 1314, and 1379) on children and armed conflict and calls on all parties to armed conflict to stop using child soldiers. Resolution 1460 also requests that the UN secretary general list the progress made by the 23 parties to conflict on the Security Council's agenda (S/2002/1299), including governmental armed groups that continue to use or recruit child soldiers. In response to Resolution 1460, and in advance of the Security Council's fourth open debate on children in armed conflict, the Coalition to stop the Use of Child Soldiers published a report that lists 17 countries where child soldiers were being used from January 2003 through September 2003. While the report does not cover every situation where children are being deployed, it specifically includes all of the countries covered on the Security Council's agenda, as well as other situations deemed critical by the coalition.

It was Turkish membership in the European Union that the Viennese social worker quoted in the Guardian was against. As the Commission of the European Union has recently delivered a report that suggests the opening up of EU accession negotiations with Turkey, old fears seem to be awakening on the continent; “Turcophobia”, as the Guardian calls it. The liberal Viennese news weekly Profil the same week described the prospect of Turkish membership as “not so much a risk as a danger” in an editorial titled “The Turks at the Gates of Vienna.” But not only Turks are experiencing a resurrection of animosities that many thought were long since buried. In the aftermath of the attacks on September 11, anti-Arab sentiments surged along with verbal and physical attacks on Muslims in both Europe and the U.S. Perhaps the secretly held view of too many in Europe and the “West” is that of Britain's Robert Kilroy-Silk. According to his column in the Sunday Express on September 25 of this year, Arabs are no more than "suicide bombers, limb-amputators, women repressors". This essay digs deep to find the historical roots of today's images of Turks, Arabs, and Muslims.
