101. Addressing Excessive Risk Taking in the Financial Sector: A Corporate Governance Approach

Abstract:
Excessive corporate risk taking by systemically important financial institutions (SIFIs) is widely seen as one of the primary causes of the global financial crisis. In response, an array of international reforms, under the auspices of the Group of Twenty’s (G20’s) standard-setting bodies, has been adopted to try to curb that risk taking. However, these reforms only impose substantive requirements, such as capital adequacy, and cannot by themselves prevent future systemic collapses. To complete the G20 financial reform agenda, SIFI managers should have a duty to society (a public governance duty) not to engage their firms in excessive risk taking that leads to systemic externalities. Regulating governance in this way can help supplement the ongoing regulatory reforms and reduce the likelihood of systemic harm to the public.

Abstract:
Since the debt crisis of 2010-2012, sustained efforts toward deeper integration, supported by accommodative monetary policy, helped promote the recovery of the euro-area economy and dispelled fears of a breakup of the single currency. Fiscal rules were tightened and macro surveillance tools were set up for crisis prevention. Yet significant challenges remain to be tackled. Gaps remain in the euro-area architecture; limited progress has been made in establishing the Capital Markets Union and the banking union remains incomplete. Today’s environment of solid growth remains an ideal time to advance the reform agenda. There is wide agreement that building a well-functioning and resilient monetary union in Europe requires further steps to break the bank-sovereign doom loop and to increase risk sharing among members of the union. Many competing proposals have been tabled to make the governance of the euro area more robust. Views differ on the shape and sequencing of reforms, and on the degree of integration that is ultimately desirable, with some observers arguing for a full fiscal union with shared risk, and others going all the way to full political union through the creation of a federal state. This paper assesses and prioritizes key proposals that are economically sound and politically feasible.

103. Measuring Venezuela Emigration with Twitter

Abstract:
Venezuela has seen an unprecedented exodus of people in recent months. In response to a dramatic economic downturn in which inflation is soaring, oil production tanking, and a humanitarian catastrophe unfolding, many Venezuelans are seeking refuge in neighboring countries. However, the lack of official numbers on emigration from the Venezuelan government, and receiving countries largely refusing to acknowledge a refugee status for affected people, it has been difficult to quantify the magnitude of this crisis. In this note we document how we use data from the social media service Twitter to measure the emigration of people from Venezuela. Using a simple statistical model that allows us to correct for a sampling bias in the data, we estimate that up to 2.9 million Venezuelans have left the country in the past year.

Ülkelerin gelişmiş veya gelişmekte olmasına bakılmaksızın karşılaştığı sorunların başında ekonomik krizler gelir. Dünya ekonomisinin değişimi ile birlikte ekonomilerin kırılganlıklarının artması sonucu yaşanan krizlerin açıklanması daha da önem kazanmış ve krizlerin tahmin edilebilmesi, politikaların belirlenmesi açısından katkılar sağlar olmuştur. Dünya ekonomisi içinde yakalamış olduğu yüksek büyüme oranları ile önemli bir yeri olan Türkiye ekonomisinde iç ve dış kaynaklı birçok kriz yaşamıştır. Bunun yanında son dönemde faiz ve döviz kurundaki artışlar ekonomide kriz ortamının oluşmaya başladığı yönündeki düşünceleri artırmıştır. Kriz ortamının oluşup oluşmadığının değerlendirilebilmesi ve öngörüde bulunabilmek amacıyla reel göstergelerin değerlendirilmesi önem arz etmektedir. Çalışmada ekonomi üzerinde artan baskının ölçülmesi ve politika uygulayıcılarına yön vermek amacıyla krizleri öngörmek için yapılan çalışmalarda başarılı tahmin gücüne sahip olan Kaminsky, Lizondo ve Reinhart tarafından geliştirilen KLR sinyal yaklaşımı ile reel göstergeler değerlendirilmeye alınmıştır. Türkiye ekonomisinin 1999:01- 2017:12 dönemine ait aylık ve üç aylık verilerden yararlanarak uygulanan analiz sonucunda; kriz dönemi için sinyal verme başarısı açısından cari denge / ulusal rezerv, ithalat ve kapasite kullanım oranı göstergeleri başarılı olmuş ve aynı zamanda kriz olduğunda sinyal verme olasılıkları oldukça iyi değerler almıştır. Sinyal yaklaşımı neticesinde anlamlı sinyal veren göstergeler kullanılarak 2016:01-2017:12 dönemi değerlendirilmesi sonucunda cari denge / ulusal rezerv ve ithalat göstergeleri birer sinyal vererek ekonominin kötüleşme eğilimi içinde olduğunu göstermiştir.

2008 Küresel finans krizi, kriz literatüründe ölçeğinin büyüklüğü ve küresel boyutta yaptığı etkiden dolayı önemli bir yer arz etmektedir. ABD’de 2008 yılında konut piyasalarında geri dönmeyen kredilerden kaynaklı başlayan finansal kriz başta Avrupa ülkeleri olmak üzere küresel çapta büyük bir yayılım göstermiştir. Bu doğrultuda krizin etkilerini gidermek amacıyla para ve maliye politikaları ülkeler tarafından önemle uygulanmıştır. Bu çalışmada 2008 Küresel finans krizi sonrasında Türkiye’de hükümet tarafından uygulanan maliye politikalarının önemli bir aracı olan kamu gelirleri ile istihdam oranları arasındaki ilişki öncelikle teorik olarak açıklanmaya çalışılmıştır. Teoriye ilaveten 2006Q1-2016Q4 dönemleri arasında kamu geliri politikalarıyla istihdam oranları arasındaki ilişki Toda-Yamamoto nedensellik testine göre analiz edilmiş ve kriz sonrası uygulanan kamu geliri politikalarından istihdam oranlarına doğru tek yönlü Toda-Yamamoto (1995) Granger nedenselliği tespit edilmiştir.

Abstract:
The central argument of this essay is that, in order to understand the reasons behind the Greek economy’s inability to recover sooner from its 8-year recession, analysis must focus on the institutional, political and cultural traits of the country rather than take a primarily “economistic” approach and simply blame “excessive austerity” and/or the euro. In fact, it will be argued that Greece’s positive performance under the euro (until government actions derailed the economy) is generally underappreciated, suggesting that if the country’s institutional weaknesses are addressed, the economy will grow. If they are not, the country’s long-term economic potential will almost certainly remain unfulfilled.

107. Double Whammy: Implicit Subsidies and the Great Financial Crisis

Abstract:
This paper concerns itself with the joint effect of implicit subsidies that are built into the US housing-finance system and financial safety net. These subsidies are implicit because they are channeled through the regulatory, supervisory, and tax systems in hard-to-observe ways. In the last two economic booms, the stealthy way banks have pursued these subsidies allowed hidden leverage and arcane loss exposures to build up to a disastrous degree. When lenders' safety-net support was finally tested by creditor runs, the struggle to reallocate losses and loss exposures away from the banks that had concealed them pushed the world's financial system into open crisis. Post-crisis regulatory reforms seem to have blunted the force of these subsidies, but the instruments assigned to this task are too weak to work for long. With the connivance of regulators, US megabanks are already re-establishing their ability to use dividends and stock buybacks to rebuild their leverage back to dangerous levels. Meantime a number of European megabanks (exemplified by Deutsche Bank) have remained in a zombie or near-zombie condition throughout the last decade. In the coming years, these banks' perilous condition and the possibility of extending safety-net coverage to support subsidized loans for bankrupt students, pension funds, and state and local entities could easily trigger another crisis. Besides trying to avoid future crises and directing bailouts when a crisis occurs, top regulators seem to believe that an important part of their job is to convince taxpayers that the next crash can be contained within the financial sector and won’t be allowed to hurt ordinary citizens in the ways that previous crises have. This paper seeks to convince readers that, until the law begins to hold individual bankers civilly and criminally responsible for using the safety net to enrich themselves by recklessly putting their banks' survival at risk, these rosy claims are bullsh*t.

Abstract:
Throughout the long postwar period, crisis was a conjectural phenomenon and the exception in a normalcy of growth and social progress. Many key concepts of the social sciences – indeed, our understanding of democracy, embedded markets, enlightened electorates, benevolent political elites, and problem-solving progressive alliances – seem inapt for understanding today’s societal upheaval. In the wake of the financial crisis of 2008, we have witnessed the breakdown of majority alliances, the return of populism on a grand scale both in the Western world and globally, and the eruption into chaotic and sometimes violent social protests. The forces that underpinned the framework of welfare capitalism seem obsolete in the face of financial and political elites who are paradoxically both disconnected from national territory and sometimes in direct alliance with nationalist and populist movements. Politics of resentment, politics of place, and new politics of class interact in ways that we do not yet understand. Perhaps the greatest paradox of all is that neoliberalism has spawned authoritarianism. At the same time, these processes are not at all new, but must be put in the context of the socioeconomic and cultural cleavages produced by the shift to neoliberalism since the 1970s. The paper presents arguments by leading scholars in economic history, economic sociology, and political economy in brief thinknotes that were prepared for the MaxPo Fifth-Anniversary Conference on January 12 and 13, 2018, in Paris.

Abstract:
The recent wave of financial innovation, particularly innovation related to the application of information and communication technologies, poses a serious challenge to the financial industry’s business model in both its banking and non-banking components. It has already revolutionised financial services and, most likely, will continue to do so in the future. If not responded to adequately and timely by regulators, it may create new risks to financial stability, as occurred before the global financial crisis of 2007-2009. However, financial innovation will not seriously affect the process of monetary policymaking and is unlikely to undermine the ability of central banks to perform their price stability mission.

Abstract:
This paper contrasts the impact of the 1929 and 2008 world crises on the Polish economy. Her much better performance during the recent crisis can be explained by two groups of factors: first, by very different stabilization policies and second, by distinct structural developments (resulting both from authorities' structural policies and spontaneous processes). It is emphasized that several factors responsible for Poland's superior performance during the 2008 crisis also contributed to her economic success vis-à-vis other European Union countries.

The financial crisis and its ensuing effects have brought back into the limelight the issue of cycles and of policies which fuel or mitigate crises. Cognitive and operational models in economics and business are questioned. There is a specter of much lower economic growth in the industrialized world. Central banks are over-burdened. This makes central bankers’ lives much more complicated and obfuscates the boundaries between monetary policy and fiscal policy, especially when financial stability gets to center stage. New systemic risks show up in capital markets. The eurozone has escaped collapse owing to the European Central Bank’s extraordinary operations and large macro-imbalance corrections in its periphery, but major threats persist. This paper focuses on economic cycles and policies in an international (European) context. Attention is paid to linkages between domestic cycles and the European financial cycle, drivers of financial cycles, finance deregulation and systemic risks, ultra-low interest rates, the international policy regime, and global stability. The experience of European emerging economies is taken into account.

112. Economic Distress and the Inevitability of an Economic Recovery Programme

Abstract:
Zambia is emerging from a major economic downturn. The copper price collapse, electricity shortages, huge fall in the value of the Kwacha and high inflation in 2015 left the economy stalling. Growth in 2015 was 2.9% and possibly 3.4% in 2016, significantly below the long-term average rate of 6.9%. The downturn was compounded by a tightening of monetary policy which made it harder for businesses to borrow, and by a continuation of expansionary fiscal policies which increased the budget deficit and Government debt. Because the scale of the challenge was so significant, the Government announced it would launch Zambia Plus, a home-grown recovery programme to put the economy back on track. A credible recovery programme will be essential to instill fiscal discipline, create conditions for growth, and support poverty reduction. A failure to the programme will result in significant adverse consequences for the economy and Zambian households. Without Zambia Plus, the budget deficit (measured as a percentage of GDP) is likely to continue performing worse than the authorities’ targets. Thus, the overall debt level will keep growing, possibly reaching an average of 58.6% of GDP over 2017-2021, up from an average of 23.3% over 2007-2014. More debt will mean a bigger budget taken to meet debt servicing obligations. For instance, in 2017 alone the Government allocated almost ¼ of the budget to debt servicing and arrears payments. This is the equivalent of over K15 billion that could otherwise be spent on tackling poverty or supporting growth. The current path is unsustainable, and the consequences of failing to act are likely to be felt hardest by the poor, who already bear the brunt. Analysis of the 2015 Budget reveals that when the economic downturn set in the most significant underspends were on social cash transfers, the economic empowerment fund and the public service pension fund. So, the absence of Zambia Plus will do bigger and longer lasting damage to the lives of poor Zambians than will the few challenges of the programme.

Tarihsel analizler, Türkiye Ekonomisinin en temel sorununun dış açık olduğunu ortaya koymaktadır. Kalkınma girişimlerini kesintiye uğratan bu sorunu aşmak için 1980’li yılların başında ithal ikameci büyüme modeli terk edilerek ihracata dönük büyüme modeli benimsenmiştir. 1980’li yılların sonuna doğru bu modelin sürdürülebilir olmadığının görülmesi üzerine, 1990’lı yılların başından itibaren yüksek faiz ve düşük kur beklentisine odaklı kısa vadeli sermaye girişlerinin [portföy yatırımları] uyaracağı tüketim talebine dayandırılmış yeni bir büyüme modeli hayata geçirilmiştir. Ne var ki bu model, iktisadi yapının kırılganlığını artırarak 1994, 2000 ve 2001 yıllarında ağır finansal krizler yaşanmasına sebep olmuştur. 2001 Krizi’nin ardından mali disiplin, sıkı para politikası ve bankacılık reformu temelinde kurgulanmış bir program izlenerek yeni bir büyüme dalgası yakalanmıştır. Bu dönemde enflasyonun denetim altına alındığı, bütçeden yapılan faiz ödemelerin azaldığı, devletin borçlanma gereğinin ve toplam borç yükünün hafiflediği görülmektedir. Diğer taraftan 2005’den itibaren doğrudan yatırım girişlerinin keskin bir biçimde artmaya başlaması ile birlikte dış açık’ın finansmanında kısa vadeli sermaye girişlerine duyulan ihtiyaç azalmıştır. Bütün bu gelişmeler sayesinde Türkiye Ekonomisi, 2008’de vuku bulan Küresel Finans Krizi’ni minimum hasar ile atlatmayı başarmıştır. Bu krizin bir sonucu olarak 2008 ve 2009 yıllarında hafif bir sarsıntı geçiren Türkiye Ekonomisi [işsizlik ve dış açık sorunlarını henüz çözememiş olmakla birlikte] 2010’dan itibaren hızlı bir biçimde toparlanmıştır.

This report conducts an analysis of the corporate bond market in Korea and the changes in interest rates and term structure since the 1997 Asian financial crisis. The potential risks and solutions for stabilizing the corporate debt market are discussed. Corporate bonds not only play an important role in financing long-term corporate investments but also have a positive and persistent influence on enhancing the capital markets. Thus, the authorities in Korea have attempted to increase the proportion of corporate bonds, which is a means of direct financing, rather than bank loans. Implementing specific plans to stabilize the corporate debt market that are mentioned in this report are critical to sustaining the Korean capital markets as a means towards continued economic growth and prosperity.

In the United States and abroad, a populist surge threatens the assumptions and achievements of politicians and policy makers from mainstream parties. In the United States, populist discontents have been fueled by an array of factors, including the Great Recession that resulted from the 2008 financial crisis; the failure of past reforms to stem the tide of illegal immigration over the country’s southern border; the economic consequences of sweeping technological change; and the rise of an education-based meritocracy that has left less-educated citizens in outlying towns and rural areas feeling denigrated and devalued. Today, some parties on both the left and right are calling into question the norms and institutions of liberal democracy itself. Growing insecurity has triggered a demand for strong leaders, and forms of authoritarianism that many believed had been left behind for good a quarter-century ago are threatening to resurface. These developments illuminate the historical case for liberal democracy, as well as the sources of its current weakness.

In this paper we seek to explain why bank performance has varied so dramatically during and after the financial crisis on Europe’s periphery, both across states and within them. Our dependent variable is bank performance defined in terms of credit provision and banks’ contribution to financial stability. Our independent variable is the particular mix at play between political/social purpose and what we call ‘market authority’ - the importance of market incentives, signals and pricing within a particular financial ‘ecosystem’. “Economic nationalism” or the politicization of local and regional banks has often imbued banks with social and political goals, serving the economy at different levels, and is one major source of political/social purpose. But the latter must be constrained by market authority. We argue that for optimal bank performance, economic nationalism or political/social purpose must be constrained by market authority, otherwise a political logic (e.g. cronyism, a lack of professionalism, and deficits in banking expertise) can easily subvert or distort credit provision and undermine financial stability.

In recent years, the International Monetary Fund has become a global leader in highlighting the inequality crisis; consistently identifying it as a major threat to human progress and prosperity. This is a significant shift from its previously held position that rising inequality was a necessary trade-off for achieving greater economic growth. What is the IMF doing in practice to operationalize its agenda for tackling inequality? The IMF’s main initiative has been a series of pilots that integrate inequality analysis into its economic surveillance of countries. This paper outlines Oxfam’s evaluation of these pilots and finds that they are not promoting policies that reduce inequality. It gives recommendations for the IMF to systematically incorporate the fight against inequality into its research and its actions on the ground

118. The Undead World of Mainstream Economics

I first put forward the idea of zombieconomics in 2008, to reflect two fundamental aspects of mainstream economics in appealing to the metaphor with the monster genre. One is what I have termed one-dimensions economics; it is not just that it is one-dimensional but it collapses structured determinations of economy and society, and their meanings, into a number of single, simultaneous dimensions such as the interaction of supply and demand. The exact content of this parallel with the flat motives and movements of zombies is drawn out in section 2 alongside an account of how this condition came about. The second aspect in deployment of the zombie metaphor is the way in which mainstream economics has infected not only the study of the economy at the expense of other livelier and multi-faceted schools of thought (generally gathered under the term heterodox) but has also increasingly extended its influence over social science more generally, in what is termed economics imperialism. This monstrous extension from the economic to the social is covered in section 3. In section 4, I offer some observations on how zombieconomics has responded to the Global Financial Crisis, GFC, in ways that equally reflect the continuing momentum of the zombie genre.

Research on links between the level of a country’s public debt and its broader economic developments has been heatedly debated in the economic literature. Two strands of the research stand out — one linking the level of debt to a country’s GDP growth rate and the other examining the debt level as an EWI of economic crises. As a broad generalization, research at the moment favors the view that high levels of debt are not a cause, in and of themselves, of low growth nor are they particularly good predictors of impending economic or even debt crises. In principle, the empirical findings have obvious implications for policy makers confronting the question of how to fashion policies (and fiscal policy in particular) when a country has a high debt burden. The IMF, as both a contributor to the literature and an adviser concerned with preventing or dealing with debt crises, has a particularly important stake in navigating the findings. Whether in its surveillance (routine annual advice to all member countries) or the construction of its lending programs to support countries in or near crisis, the IMF must answer the question “how much does the level of debt matter?” Despite the empirical research that casts doubt on the importance of debt, the level of debt figures prominently in the algebra of debt sustainability and the IMF’s real world policy advice. This policy brief examines the nexus of the relatively strong conclusions coming from the academic research and the IMF’s policy advice. It addresses the following question: given that the broad conclusion from the academic literature is that the level of debt itself is not systematically bad for growth or stability, why does the debt level seem to figure rather prominently in the IMF’s policy advice and conditionality?

Abstract:
The past 20 years have witnessed a profound change in the types of non-resident investors who provide funding to emerging market economies (EMEs) and the financial instruments through which emerging market (EM) corporations borrow from abroad. Until the beginning of the new millennium, private capital flows to EMEs were mainly intermediated by large global banks, and EMEs were subjected to massive volatility in their external payments balances, exchange rates and domestic financial systems. But since the early 2000s the role of bank-intermediated credit has declined, as the base of investors willing to take on exposure to EM corporate debt has become much larger and more diverse. These structural changes have encouraged a vast growth in flows of funds, not only from the mature economies to EMEs as a group, but also among EMEs themselves.
