251. Rhetoric Meets Reality in Jawlani’s Push for Self-Sufficiency

Abstract:
As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

The group’s international profile has risen substantially with help from China, Turkey, and other states, but Western leaders should curtail their engagement so long as Kabul keeps gaslighting them about its al-Qaeda ties. When the Taliban first ruled Afghanistan from 1996 to 2001, only Pakistan, Saudi Arabia, and the United Arab Emirates recognized its “Islamic Emirate.” Yet while no country has officially recognized the new government established after the group recaptured Kabul one year ago, the Taliban is far less isolated today than it was during its first iteration. In March, for example, Turkish foreign minister Mevlut Cavusoglu called for international recognition of the Islamic Emirate, while his Russian counterpart Sergei Lavrov argued that it should be granted a seat at the United Nations. Just how extensive is this diplomatic momentum? And how might it be affected by the July 31 targeted killing of al-Qaeda leader Ayman al-Zawahiri, who was reportedly being sheltered in Kabul by Taliban interior minister Sirajuddin Haqqani?

Abstract:
Although the country currently lacks the unity and rule of law needed to safely pursue a process as fraught as amending the constitution, there are several alternatives that could get it on the path to systemic reform. Spurred by dysfunctional governance and political gridlock, Iraqis have increasingly been calling to amend the country’s constitution, with many arguing that the post-Saddam sectarian system failed to engender stability or prosperity and has therefore run its course. Even among more-hopeful observers, the democratic norms and minority rights put forth in the constitution remain aspirational at best. Accordingly, some political leaders are publicly signaling that they will heed such calls. Yet attempting to amend the constitution in the current political circumstances is not viable. Apart from the existing charter’s problematic technical deficiencies, Iraq remains mired in a profound lack of constitutionalism and respect for rule of law.

Abstract:
The unrest has shown that many young people are not only rejecting the regime, but also steering away from long-time actors such as the clergy, reformers, and dissident politicians inside and outside the country. Since erupting on September 16, Iran’s latest wave of street protests has begun to pose a serious security and political challenge to the Islamic Republic, placing regime leaders in a uniquely puzzling situation. Interestingly, Supreme Leader Ali Khamenei has not commented on the turmoil, which was ignited by the torture and death of a young woman, Mahsa Amini, at the hands of the regime’s morality police (Gasht-e Ershad, or Guidance Patrol), reportedly for disrespecting regulations on wearing a hijab. Yet he and his circle are no doubt concerned about the movement’s novel aspects. Anti-regime protests are nothing new in the Islamic Republic. The largest one was sparked by massive fraud in the 2009 presidential election, bringing millions of people to the street until authorities cracked down on the movement’s leaders, Mir Hossein Mousavi and Mehdi Karrubi (Mousavi is still under house arrest to this day). The most recent round of widespread protests took place in 2019, after the government’s sudden decision to raise gasoline prices. At the time, the Islamic Revolutionary Guard Corps and police forces killed more than 1,500 people, a shocking record even by the regime’s brutal standards.

255. Scoring Iraq’s New Government: Metrics for Preserving U.S. Interests

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

Despite the regime's crackdown, Iranian protestors are showing unprecedented resilience and unity in their demands, making the international community's next steps even more crucial. Once again, Iranians have come out into the streets to protest against their government, its policies, and its leaders. Once again they face a regime that has proved itself tone-deaf to widespread public discontent—responding instead with brutality, arrests, mass trials, and executions. But this recent wave of protests has proved different. The regime is being confronted by its own children—a generation of young women and men who seek not just reform, not just an easing of controls, but a regime change. The protest movement was triggered when 22-year old Mahsa Amini died while in police custody, beaten to death by the morality police on September 16 because the form of her hijab was not to their liking. Protests quickly erupted immediately after her death, and they are now in their third month.

Abstract:
A look back at the group’s track record and unchanging core ideology shows why its gestures toward democracy and inclusivity should not be mistaken for true moderation. On December 14, Hamas celebrated the thirty-fifth anniversary of its founding. In addition to unveiling a new logo, the group held a rally in Gaza City, where it showed off the gun of slain Israeli soldier Hadar Goldin, released numerous statements reiterating its goals, and hinted at future conflicts with Israel. Such hostile displays are no surprise given the course of the group’s ideological and political development over the past four decades.

Abstract:
On 15th of December 2022, the Institute for Democracy and Mediation presented the key findings of the 2021 Civil Society Organizations Sustainability Index (CSOSI). This annual index, presents the status and development trends of civil society in 74 countries around the world, focusing on the legal environment, organizational capacity, financial sustainability, advocacy, service provision, sector infrastructure and public image. The 2021 CSOSI on Albania provided an assessment of the enabling environment for the civil society sector by analyzing a number of important developments that took place during 2021. Although the overall sustainability of CSOs did not change, there were slight deteriorations in the legal environment, advocacy and public image dimensions. The legal environment suffered a decline due to some changes in the legal framework affecting CSOs. Prolonged restrictions on gatherings, limited transparency, and the lack of opportunities to consult with the government hindered CSO advocacy initiatives, while the public image of the sector slightly deteriorated as a result of ongoing attacks on CSOs and activists. Other dimensions of CSO sustainability remained largely unchanged. The report on Albania was written by IDM in partnership with FHI 360 and International Center for Not-for-Profit Law, with the support of USAID. It is based on discussions with a panel of Albanian experts, primary data gathered through qualitative research methods, as well as data gathered from a survey administered with local CSOs.

Abstract:
While the gradual improvement of the quota system increased the number of women in parliament, experiences so far show that the quota system has been used as an electoral tool by a political class that exploited affirmative action measures to seize more representative seats through kinship and personal connections. This paper looks at the contexts surrounding the implementation of the women’s quota in the Moroccan electoral system, its advantages and disadvantages, as well as the possibility of redirecting the quota system to achieve true political empowerment for women.

The 2021 agreement on holding elections was perceived by many Libyans as the light at the end of the dark tunnel of civil war and a reset to the political stagnation and the legal crisis. More than 2.5 million Libyans registered to vote, only for them to watch on the media a deliberate sabotage by those who were trusted in the process to commit to the agreement. While Libya is again setting the ground for future elections, this paper puts forward three points on why elections will not happen in Libya.

Given the fact that almost all ecological, economic, political, and social problems around the world are essentially urban issues today, the democratization of urban governance is becoming even more vital of a concern. In order to be able to speak of democratic local governance, all stakeholders of the city are expected to be involved in urban government. One way to achieve this is to plan, implement, and monitor partnerships between municipalities and civil society in a way that strengthens local democracy. When thinking of cooperation with the public sector, civil society organisations (CSOs) in Turkey still tend to think of the municipalities first. In reality, these kind of partnerships tend to be generally far from democratic due to different political, legal, technical and cultural barriers. The analysis and discussions in this report examine the legal framework regarding cooperation between municipalities and CSOs, the policy trajectory in development plans, the factors that support and hinder cooperation, as well as efforts undertaken to strengthen it, in particular TESEV’s Empowering Civil Society for a More Democratic Local Governance Project, which the foundation carried out within the scope of the European Union’s Partnerships and Networks for Enhancing Cooperation Between the Public Sector and CSOs funding program.

Abstract:
A study of democracy is incomplete without a study of one of its most fundamental components—political parties. In India, works on the country’s political parties so far have explored, among other things, the direct and indirect relationship between the nature and type of political parties and the different facets of the state and governance. One such recurring theme is the exploration of the overall structure of federalism i.e relationship between the centre and state governments(Gardner 2013; Jenkins and Roscoe 2014; Borges 2011). The influence of political parties on the level of centralization and decentralization has not only impacted the federal structure of the country but has also influenced voters in choosing national parties over regional players(Chhibber and Kollman 1998). This ability of the national political parties to overall influence state-level politics has majorly impacted the regional autonomy of states(Gardner 2013). The transition of the Indian political system into a dominant party system centred around the BJP in the past decade provokes us to see how the changes in the party system are translated across states in India. Initially, we will consider broad and empirical evidence to study the formation, survival and dissolution or exit of parties in India. Here, we show how and when parties in India are formed, what factors impact their survival and what causes their eventual decline and exit. This section is the product of research conducted on a dataset developed over the course of the year. This dataset profiles all parties in all Indian states for legislative assembly elections conducted between 1962 and 2021inclusive. We first start by looking at periods of high formation and dissolution of political parties and find how many of India’s parties fail to last, ending up exiting the competition after a single election. We subsequently differentiate between the types of parties being formed: are they new and organically arising, or are they the product of splintering and shifting within existing parties? Our research does show that many successful parties are not entirely new and there are a significant number of key parties in states that have links to older national parties. This is especially true for the several parties that split from the INC, or ones that emerged from the breakup of the Janata Parivar of parties. Later in this section, we also look at state-wise trends of entry and exit of parties in any given election, and how new entrants perform in comparison to more established players. The results suggest that except in certain regions, the hold of older parties has increased, specifically post-1989,whilstsignificantchange happened before it. It also goes on to suggest that the polity of India’s states may be far more stable than frequently suggested. In the second part of the report, we see how national and regional parties are changing across states in three broad fields—ideologically, in their support bases and in their mobilization strategies and organizational capabilities. We have approached state-level experts in political parties and elections through an online survey to evaluate the parties in the above-mentioned parameters. Insights available from elite surveys(or expert surveys)conducted in the past decades present a national picture of major players in Indian politics in terms of their presence and organizational strength, but we have little to no insights into regional parties and how national parties organize themselves at the state level.

Democracy promotion emerged as a US foreign policy priority during the late 20th century, especially after the Cold War. Scarce resources, however, require policymakers to make difficult choices about which countries should receive democracy aid and which ones should not. Previous studies indicate that a variety of factors shape democracy aid allocations, including donor strategic interests and democratic openings within potential recipient states. Research has also shown that media coverage plays a significant role in these decisions. We model the conditional effects of media attention and regime shifts on US democracy aid decisions, controlling for other recipient and donor variables. We argue that these factors are contingent on the salience, in terms of broad interest profiles, of a particular country for policymakers. The donor’s overall level of interest in a potential recipient systematically shapes the effects of media attention on democracy assistance. Broadly speaking, low-interest conditions elevate the agenda-setting impact of media attention and regime conditions/shifts while high-interest conditions reduce that effect. To assess these contingent relationships, we examine US democracy aid from 1975-2010. Our results support our argument and present a more nuanced explanation of the relationship between the media’s agenda-setting role, recipient characteristics and donor interests.

The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

267. Conference on the Future of Europe: the complex implementation of high ambitions

On 9 May after a year's work the Conference on the future of Europe delivered its conclusions to chart the way for a "new, effective and more democratic Europe (...) sovereign and capable of acting", to quote one of its co-chairs, Guy Verhofstadt (BE, Renew). The Conference, which was an unprecedented exercise in participatory democracy at EU level, involving citizens, experts, representatives of the institutions and politicians, will only have achieved its objective if Europe, and in particular its Member States, follow and appropriate at least part of its recommendations. A first discussion is taking place at the European Council on 23 and 24 June, whilst the Parliament has already expressed its position and expectations. While a debate on the timeliness of revising the treaties was quickly launched around a few strong measures such as the abolition of unanimity when taking certain decisions, the questions raised by the Conference mainly concern the content and purpose of European policies and the participation of citizens in the definition and development of these policies. Initiated before the Covid-19 pandemic, launched and conducted between different phases of health restrictions, and concluded in the midst of the war in Ukraine, the Conference is both a review of the European project at a time of profound change as well as a call for its renewal. It is therefore fitting to examine its proposals and the possibilities of their implementation. The Conference on the Future of Europe was suggested in March 2019 by French President Emmanuel Macron in his letter to Europeans, to "to propose all the changes our political project needs, with an open mind, even to amending the treaties". The idea was taken up by the President of the European Commission, Ursula von der Leyen, with the support of the Parliament. Delayed by lengthy discussions between institutions on its functioning, and then by the pandemic, the Conference opened on 9 May 2021 under the joint presidency of the Parliament, the Commission and the Council. In a joint declaration, the presidents of the three institutions stressed that this was a "citizens-focused, bottom-up exercise" exercise and pledged to "listen to Europeans and follow up the recommendations made during the Conference". By including citizens in a broad institutional debate, the European Union has aimed to strengthen its democratic legitimacy and reinforce the link between the institutions and citizens. The Conference was based on the principles of inclusion, openness and transparency, and on the respect for European values. This complex mechanism was designed to cross perspectives by multiplying scales and actors. A total of 6,465 events were organised in the 27 Member States, with 652,532 participants. An online platform in all official languages registered five million visitors, with 52 346 active participants sharing 17,671 ideas and leaving 21,877 comments. National citizens' panels were held in six countries: Belgium, France, Germany, Italy, Lithuania and the Netherlands. Four thematic panels, comprising 200 randomly selected Europeans, were organised and produced 178 recommendations. These were assessed and synthesised by the Conference plenary assembly, which was made up equally of representatives of the three institutions and representatives of national parliaments, as well as citizens and representatives of the social partners and civil society. This final report was drafted by an Executive Board of nine representatives from the Parliament, the Commission and the Council, in collaboration with the Conference plenary. In total, the Conference conclusions contain more than 320 measures divided into 49 proposals on nine main topics.

Faced with the brutal and unjustified military aggression of Putin's Russia against Ukraine, the vast majority of European citizens have realised what seemed unlikely until now: the possibility of a war in Europe[1]. A cruel and devastating war, both materially and morally, a war of occupation of a sovereign country and a free people. Undoubtedly the aggressor will be held accountable for his crimes before the international community and nothing will be forgotten. The EU is watching, perplexed but united and in solidarity with the heroic struggle of the Ukrainian people who are valiantly defending their independence and their freedom, which is also ours. The borderline between Western civilisation based on values and respect for human rights and authoritarian regimes that trample on the dignity of their citizens has been crossed in the blood of the victims, many of whom are civilians. The European Union, as a global actor, is facing its limits as it tries to curb the hideous logic of war against which it was built 72 years ago.

269. Only game in town? Inequality and demand for democracy in Africa – a micro perspective

In this paper, the author explores whether perceived inequality is associated with demand for democracy among Africans. Past research has diverged on whether macro-level inequality should increase or decrease support for democracy, with some arguing that people might see democracy as a solution to inequality, and others that people might see it as a cause. I advance this literature by using a perceptual measure of inequality from Afrobarometer: how people feel their living situation compares to others’ in their country. I find that perceived equality is significantly associated with greater demand for democracy, while perceptions of relative deprivation and relative advantage are both associated with lower democratic demand. There are many reasons to believe democracy and democracy promotion are imperative in the great power competition with China, which is occurring with ever-greater intensity in Latin America and the Caribbean (LAC). LAC has played host to great power competition in previous eras, but in grand strategic terms, competition with China in the twenty-first century is fundamentally different than the rivalry of the Cold War against Soviet Russia. Whereas during the Cold War the United States supported friendly, anti-communist military regimes in LAC, success against China in the twenty-first century will necessitate robust support for democracy, liberal institutions, and democracy promotion. The Kirkpatrick Doctrine—which advocated for supporting “friendly authoritarian” regimes that went along with Washington’s aims—applied so deliberately to LAC during the Cold War, is outmoded and likely to be highly counterproductive today. On the contrary, there are many reasons to believe that successfully countering China in great power competition will be intimately linked to the democratic health of LAC as a region. This is the democracy imperative. This paper begins with background on U.S. policy toward LAC during the Cold War. Then, it places the question of a Kirkpatrick Doctrine for the twenty-first century within the context of great power competition with China and Russia’s invasion of Ukraine, which has prompted the Biden administration to consider re-engaging pariah regimes such as the Maduro dictatorship in Venezuela. The paper will then adumbrate reasons why great power competition with China is fundamentally different than previous iterations of competition against Soviet Russia, which saw U.S. support for anti-communist military regimes.

Protecting the environment is one of the most pressing issues countries face today. Yet, nations disagree over how to achieve this goal. In international fora, states often fail to coordinate on protecting the environment. For example, for two decades, countries at the World Trade Organization (WTO), unsuccessfully discussed how to protect the ocean’s biomass. Governments spend $35 billion of taxpayers’ money annually on subsidies to support the fishing industry. Two-thirds of these subsidies directly contribute to overfishing—that is, fishing beyond environmentally sustainable limits. Yet, WTO member countries couldn’t agree on restrictions on environmentally-destructive fishing subsidies.

Brazil heads into the second round of its general election on Sunday, October 30. This will include runoffs for the governorships in 12 of Brazil’s 26 states, including São Paulo, the most populous and wealthy state. However, most eyes are on the presidential race in which incumbent Jair Bolsonaro is seeking his second term in office and former president Luiz Inácio Lula da Silva is seeking his third. In the first round on Sunday, October 2, Lula received 48.4 percent of the vote and Bolsonaro received 43.2 percent. This analysis paints three scenarios for Brazil’s election. The baseline for these scenarios is Lula’s narrow win, and a narrow win for Lula remains the most plausible outcome. If the trends prevalent in September have accelerated through October, Bolsonaro could win narrowly. Conversely, if the trends of September decelerate or even reverse in October, Lula could win handsomely. Based on the first-round results, earlier runoffs, and simple election math, a major Bolsonaro victory is not a realistic outcome.

Over the past century, Asia has been transformed by rapid economic growth, industrialization, and urbanization—a spectacular record of development that has turned one of the world’s poorest regions into one of its richest. Yet Asia’s record of democratization has been much more uneven, despite the global correlation between development and democracy. Why have some Asian countries become more democratic as they have grown richer, while others—most notably China—haven’t? Slater and Wong demonstrate that Asia defies the conventional expectation that authoritarian regimes concede democratization only as a last resort, during times of weakness. Instead, Asian dictators have pursued democratic reforms as a proactive strategy to revitalize their power from a position of strength. Of central importance is whether authoritarians are confident of victory and stability. In Japan, South Korea, and Taiwan these factors fostered democracy through strength, while democratic experiments in Indonesia, Thailand, and Myanmar were less successful and more reversible. At the same time, resistance to democratic reforms has proven intractable in Singapore, Malaysia, Hong Kong, China, Vietnam, and Cambodia. Reconsidering China’s 1989 crackdown, Slater and Wong argue that it was the action of a regime too weak to concede, not too strong to fail, and they explain why China can allow democracy without inviting instability. The result is a comprehensive regional history that offers important new insights about when and how democratic transitions happen—and what the future of Asia might be.

American democracy is at a dangerous inflection point. The moment requires a step-change in strategy and support. Without such momentum, the country faces a democratic setback potentially as serious as the ones already occurring in India and Hungary (both now ranked only “partially free” by Freedom House) and the nearly one-hundred-year reversal that occurred following America’s Reconstruction era. Many Americans view this moment with concern, but their worry is measured: America’s system is creaky, but the world’s oldest democracy has strong institutions and will pull through. However, since the end of the Cold War, most democratic failure globally has been caused by elected governments using legal methods, such as gerrymandering and technical rule changes, to derail democracy. Their destructions of their own democracies have been supported by pluralities or majorities of their citizenries, whose polarization leads them to back policies that harm democracy to ensure their side prevails. America is on precisely this path. The age and consolidation of U.S. democracy provides resilience—but Americans should not expect too much from the country’s historical strength. Many of the laws that form institutional guardrails were written poorly in the aftermath of the Civil War, with loopholes that are easily challenged given a lack of precedent. Moreover, the country’s age means that much of what are presumed to be laws and institutions are, in fact, simply norms. These norms are eroding quickly. Other organizations and philanthropists already understand the danger America is in. They are pouring time and money into getting more people to vote, particularly minorities and swing voters, to win back democracy. These efforts are necessary—but not sufficient. America’s democratic decline has accelerated despite record numbers of people, minorities, and swing voters voting. And for those on both sides of the aisle for whom these voting measures are proxies for partisan preferences they believe will save U.S. democracy, democratic decline in many states has accelerated despite Democratic control of both chambers of Congress and the presidency at the national level. The community supporting U.S. democracy needs a better strategy.

278. Understanding and Responding to Global Democratic Backsliding

Over the past two decades, democratic backsliding has become a defining trend in global politics. However, despite the extensive attention paid to the phenomenon, there is surprisingly little consensus about what is driving it. The most common explanations offered by analysts—ranging from the role of Russia and China and disruptive technologies to the rise of populism, the spread of political polarization, and democracies’ failure to deliver—fall short when tested across a wide range of cases. A more persuasive account of backsliding focuses on the central role of leader-driven antidemocratic political projects and the variety of mechanisms and motivations they entail. This paper identifies and analyzes three distinct types of backsliding efforts: grievance-fueled illiberalism, opportunistic authoritarianism, and entrenched-interest revanchism. In cases of grievance-fueled illiberalism, a political figure mobilizes a grievance, claims that the grievance is being perpetuated by the existing political system, and argues that it is necessary to dismantle democratic norms and institutions to redress the underlying wrongs. Opportunistic authoritarians, by contrast, come to power via conventional political appeals but later turn against democracy for the sake of personal political survival. In still other backsliding cases, entrenched interest groups—generally the military—that were displaced by a democratic transition use undemocratic means to reassert their claims to power. Although motivations and methods differ across backsliding efforts, a key commonality among them is their relentless focus on undermining countervailing governmental and nongovernmental institutions that are designed to keep them in check. As international democracy supporters continue to refine their strategies of responding to democratic backsliding, they must better differentiate between facilitating factors and core drivers. Such an approach will point to the need for a stronger focus on the nature of leader-driven antidemocratic projects, identifying ways to create significant disincentives for backsliding leaders, and bolstering crucial countervailing institutions. Moreover, they should deepen their differentiation of strategies to take account of the diverse motivations and methods among the three main patterns of backsliding. Only in this way will they build the needed analytic and practical capacity to meet the formidable challenge that democratic backsliding presents.

“Democracy,” a word seldom used in public debate at the start of the nineteenth century and negatively associated with tumult, disorder, and direct rule, in a few decades became linked to representative government and increasingly employed with positive connotations. This paper argues that these conceptual changes should be explored in their political and social contexts, since the term “democracy” was invoked to (de)legitimate certain political practices and social sectors. Therefore, in exploring this non-linear process in Spanish America, these pages focus on the interactions between the emerging language of democracy and its varied meanings and uses in urban politics. These interactions were part of the factional disputes on how to implement the principle of popular sovereignty. Starting with an overview of selected emerging political practices during the Independence period, the paper then focuses on Lima and Buenos Aires, two regions with contrasting colonial pasts, responses to Spanish crises, and post-independence paths, showing how the concept of democracy could be put to varied uses according to different contexts and political objectives.

Citizens across the Middle East and North Africa (MENA) are growing increasingly concerned about the potential problems associated with a democratic political system. Over the last decade, but particularly within the last five years, there has been a dramatic increase in the degree to which the region’s citizens believe democracies are bad for economic performance, stability, and decisiveness. In some countries, the degree to which concern about these potential problems has increased is especially dramatic. For example, Tunisians and Iraqis are now nearly 50 points more likely to say that democracy has some of these limitations than they were just a decade ago. Ultimately, citizens across MENA seek solutions to major problems in their lives. These include but are not limited to stagnant economies, high unemployment rates, rising cost of living, and, in some countries, internal instability. Until recently, many appeared to believe that democracy was a system that could solve such challenges. Over the last 75 years, democracies have tended to be wealthier, more politically stable, less corrupt, and more efficient at meeting the basic needs of citizens than authoritarian alternatives.1 In recent years, however, many non-democratic systems may appear more attractive, including the Chinese system that has led to rapid economic growth over the last 40 years. In this new global environment, many in MENA appear uncertain if democracy can effectively deliver solutions to their country’s problems.2 Moreover, looking at the experience of MENA countries over the last decade, it is perhaps not surprising that the region’s citizens have increasing doubts about the benefits of democracy. Tunisia, Lebanon, and Iraq are the countries across the region where elections have been the most meaningful over the past decade, with each having experienced a change in government based on results at the ballot box. Yet, their collective experience clearly demonstrates that democracy has not been a panacea for their respective challenges. The People’s Republic of China and Afghanistan established diplomatic relations in 1955. In the following decades of the Cold War, however, relations between the countries were limited, which was due to the main directions of the foreign policies of both countries. Afghanistan focused on balancing the influence of the USSR and the US on its territory. China, in turn, adopted a rotational stance towards superpowers, and in the region, it strengthened political, economic and military cooperation with Pakistan (Zaborowski 2012, 142). In the 1970s, China supported the pro-communist Shu’lai Javid (Eternal Flame) party operating in Afghanistan. Members of Parcham, the pro-Moscow wing of the People’s Democratic Party of Afghanistan (PDPA), contemptuously described its members as Maoists (Levi-Sanchez 2017, 46). During the Soviet occupation of Afghanistan, Beijing allowed Xinjiang Uyghur Muslim fighters to pass through the Wakhan Corridor into Afghanistan to support the mujahideen insurgency there. At that time, political relations between states were maintained only at the consular level.By February 1989, the Soviets withdrew their troops from Afghanistan, and in September 1992 the last communist president - Mohammad Najibullah (09.1987-09.1992) was overthrown. However, this did not end the civil war, as individual mujahideen groups fought for influence in the country. The war destabilized not only Afghanistan, but also the border areas of neighboring countries, including the Western border of the PRC. In 1992, the President of Afghanistan - Burhanuddin Rabbani (06.1992-09.1996) tried to normalize relations with Beijing, but due to increasing military operations in 1993 China withdrew its diplomatic representation from Kabul. When the Taliban took power in Afghanistan in 1996, the country fell into international isolation in which China participated. During the Taliban regime, Afghanistan hosted al-Qaeda, which trained around 1,000 Uyghur fighters in the camps there. In Beijing, this caused serious concern and encouraged the Chinese authorities to intensify security cooperation with Pakistan. According to leaders of the Chinese Communist Party (CCP), most of the security problems in the Muslim-dominated Xinjiang province were to be caused by neighboring Afghanistan. For example, the 1997 incidents in the province, known as the Yining riots, were considered to be Taliban-inspired (Cheema 2002, 308)

This book is the collective effort of participants from the 2018 Global Action-Research Workshop for Young Human Rights Advocates, which Dejusticia has been organizing annually since 2013. These workshops aim to strengthen the abilities of young activists from the global South to achieve a greater impact in their human rights work and to reach a wider audience through new forms of narration. This book is just one of the many outcomes of the 2018 workshop. The talented and committed authors of this volume—all contributors to previous editions as well—hail from countries as diverse as Brazil, Ghana, Russia, and Venezuela. They came together again in 2018 to think about the intersection between research and activism and what it holds for the future of human rights. That is why our selection process for the 2018 workshop participants sought to ensure that two people from each cohort were working from a transnational perspective. The specific goal of this particular workshop was to reflect on the future of human rights, for we sensed that we were at a crossroads. With the recent rise in populist authoritarian governments, the global increase in inequality, and the worsening climate crisis, a number of thought leaders have wondered whether we have reached “the endtimes of human rights” (Hopgood 2013). We thus wished to use this workshop as an opportunity to respond to some of the most frequent criticisms of the efficacy and legitimacy of the human rights movement by drawing on historical and empirical arguments and responding to the reflections of Kathryn Sikkink—one of the workshop’s instructors—in her book Evidence for Hope (2017). Human rights defenders and activists are working in a world that is constantly changing. It’s a more multipolar world; powerful voices have emerged from the global South, which has reshaped the way that human rights work is being done across the globe. Furthermore, the Arab Spring and other social mobilizations that have since taken place have put the spotlight on civil society’s ability to act and its convening 12 Jessica Corredor-Villamil authority. Nonetheless, despite the fairly positive outlook for civil society participation and the emergence of new voices, it is necessary to review the strategies that we have been using thus far and explore how to make them more effective. This book is extremely relevant today, three years after the workshop, as we are living in a transformative time. The COVID-19 pandemic has had unprecedented socioeconomic and political impacts, including increases in inequality, unemployment, states’ abuses of their emergency powers, and the concentration of presidential power. Moreover, social networks have played a critical role in the sociopolitical arena, not only in light of their capacity to massively mobilize but also due to their propensity to foster political polarization and the use of misinformation for political ends. Thus, although we face a different context from the one in 2018, this volume serves as a guide of sorts to help us reconsider the effectiveness of our strategies as a human rights movement as we look toward the challenges being posed by the third century of this decade. The contributors to this book question traditional methods and explore new ways and visions of advancing human rights in the troubled context in which we live. Do the struggles of small-scale miners in Ghana, the use of strategic litigation in Lebanon, and the recognition of the rights of nature in India represent evidence for hope? Or is the opposite true, and, as shown in the chapters on martial law in the Philippines, the treatment of wastewater in Argentina, and in the internal conflict in Yemen, human rights have failed to deliver on their promises?

As part of its primary role of promoting the values of democracy, justice, human rights, and dialogue among Palestinian youth, Pal-Think for Strategic Studies has conducted the “Civic Education 2” project funded by the National Endowment for Democracy (NED) for the second consecutive year. The project’s goal is to amplify Palestinian young men and women’s skills and background on democracy and human rights issues. This book marks the conclusion of the theoretical and practical training program that empowered 25 youth to conduct awareness-raising meetings and discuss their issues in radio interviews. Afterward, the participants prepared five research papers that addressed various issues from a youth perspective in an analytical way and in line with the IMRaD format. Finally, Pal-Think would like to thank everyone who contributed to producing this youth-centered, informative effort, whether through reading or discussing the papers. Pal-Think affirms its determination to continue its work, plans, and programs that aim at improving youth’s access to policy-making centers and promoting their social role.

285. WeChat’s role in Australian democracy: A grassroots view

The social media messaging app WeChat is often portrayed in expert and media commentary as being inherently incompatible with democracy in Australia because the platform is subject to the scrutiny and censure of China, an authoritarian one-party state. This study provides the first in-depth snapshot of how politicians and everyday Chinese-Australians use WeChat at the grassroots level during council elections. It finds that WeChat, in these circumstances, can be broadly compatible with liberal democracy and significantly enhances democratic participation in a multicultural society. Using the December 2021 New South Wales (NSW) local elections as a case study, this paper analyses qualitative data collected from private group chats, interviews with Chinese-Australian politicians, and editors from media outlets on WeChat. The study finds that, overall, the app expanded, rather than restricted, Chinese-Australian voters’ access to quality news content to better inform their choices at the ballot box. The platform was used to bridge gaps in the provision of public services and information to Chinese-Australian communities and facilitated their civic engagement. Despite its benefits, WeChat is afflicted by issues relating to censorship, transparency, online polarisation, and mis- and disinformation. Australia’s stark political differences and fraught bilateral relations with China add additional layers of complexity to managing these challenges. However, improved oversight and governance arrangements, alongside enhanced funding for reliable Chinese-language online media, would help offset the risk of foreign influence and better harness the platform’s utility for bolstering the participation of Chinese-Australian communities in Australia’s democracy.

Taiwan held “nine-in-one” local elections on November 26, 2022, and the ruling Democratic Progressive Party(DPP) lost many seats amidst negative campaigns, while the KMT emerged as the winner of the election. However, Kai-Ping Huang, an Associate Professor of Political Science at National Taiwan University, evaluates the biggest losers are voters who were not offered quality campaigns. Professor Huang defines the campaign’s major issues as Scandals of Plagiarism, Poor Quality of Infrastructure, Discredited Pandemic Control Performance and Economic Difficulties and Anti-China Campaign Backlash. In addition, she states that it is too early to say whether the KMT will have an advantage in the upcoming presidential election. The KMT must clarify its position on national identity. The Taipei voters don`t appreciate what the Taiwan People’s Party (TPP) has done to the capital, and most voters do not believe that the TPP is a credible alternative to the two mainstream parties. Therefore, TPP needs to coordinate with the KMT to defeat the ruling DPP can be an option.

The war situation regarding Russia and Ukraine seems to be changing, as Kherson has recently returned to Ukraine. Yang Gyu Kim, a principal researcher at the East Asia Institute, considers the Russia-Ukraine war a “war of value,” and stresses that Ukraine’s victory is highly important, since it involves the restoration of global governance and has strategic implications in various regions around the world. Considering the post-war measures, Kim argues that the most contentious issue to be addressed is the genocide committed by Russian troops toward Ukraine civilians. While various reports confirm the allegations of genocide, he explains establishing its allegations and filing the case to the International Court of Justice remain challenging. Finally, Kim suggests three things that the Korean government can consider to help Ukraine: closely cooperating with the United States and Japan to sanction Russia, providing further humanitarian aid to Kyiv, and supporting Ukraine to win the legal fight in proving the war crimes as genocide.

Abstract:
The Kremlin recently announced a partial mobilization decree amid the continuing war between Russia and Ukraine. Along with the partial mobilization decree, the Kremlin also amended the Criminal Code that stipulates severe punishment for voluntary surrender and people who deserted from military service. While the Mongolian government holds an abstemious position towards the Russian invasion of Ukraine, Mr. Ariunbayar Bazarvaani, CEO of The Academy of Political Education, states that the non-governmental organizations in Mongolia are keeping an eye on the Russian migrants who had fled from Russia to evade mobilization. He also introduces a survey addressing Russian refugees` challenges and urges the Mongolian government to consider these issues and approach the crisis with an awareness of democracy, human rights, and freedom. Specifically, he argues that the Mongolian government should actively involve Mongolian NGOs to offer a favorable environment, including employment, and thus be recognized as a country that endorses democracy and human rights.

Along with the rise of geopolitical competition within the region, there have been upcoming threats toward Asian democracy such as the ongoing Russia-Ukraine war. Dr. Jagannath Panda, Head of the Stockholm Center for South Asian and Indo-Pacific Affairs, discusses how the Russian-Ukraine war reveals the lack of integrity and unity among Asian democratic countries, as each states displays different attitude towards the sanctions against Russia. He considers Russian-Ukraine war as an example of how an autocratic power can undermine the international liberal order and violate the inherent democratic principles. While the Quadrilateral Security Dialogue (Quad) has the potential to develop into a broader multilateral security framework and a countermeasure towards autocratic countries in the region, Dr. Panda stresses that the search for an effective democratic partnership driven by Asian states such as a new Regional Cooperation and Integration (RCI) should be ongoing in order to reinforce the resilience of smaller democratic states and counterbalance the influence of autocratic states in the region.

Abstract:
Political polarization in elite politics of South Korea has remained a serious issue in the past decade. Seungwoo Han, Adjunct Lecturer at the Rutgers, the State University of New Jersey, examines the development of political polarization in the National Assembly by analyzing the political language and expressions used in the subcommittee meeting minutes through natural language processing. The result demonstrates that while the political polarization has waxed and waned over time, a surge in polarization was spotted during the 20th National Assembly. Han attributes the intensification of polarization to the impeachment of President Park Geun-hye and the following Moon Jae-in government’s attempt to correct the injustice of the mischief of previous governments. Author also warns that severe political polarization can only lead to a deadlock in legislative decisions, thus neglecting the need of citizens in important matters irrelevant of ideological dichotomy.

In this issue briefing, Dr. Niranjan Sahoo, Senior Fellow at the Observer Research Foundation in New Delhi, provides an analysis of five countries across Asia on the worrying trend in the erosion of civil liberties of minorities in recent years. In the case of India, Bangladesh, Nepal, and Mongolia, he first identifies how the existence of legal and constitutional provisions to protect minorities was only nominal in nature. Minorities have suffered from a lack of civil and political representation, and have faced restrictions on their religious freedoms in practice. He also points out the limited influence of global human rights actors due to a lack of coherent and sustained pressure. Sahoo, while noting the successes of Thailand’s LGBTQ rights, concludes that the inability and apathy of state institutions, lack of resources, and majoritarian politics, provide a bleak projection of the state of minority rights.

In this issue briefing, Dr. Francisco A. Magno, Director of the Jesse M. Robredo Institute of Governance at De La Salle University, provides an overview and analysis of the seven country case studies included in ADRN’s Working Paper Series on Direct Democracy in Asia. Magno highlights the disparity between theoretical legal frameworks for direct democracy and the actual implementation of said initiatives across three categories of democratic mechanisms: formal direct democratic mechanisms, namely referendums, recalls, and petitions; participatory planning and budgeting mechanisms; and platforms for digital citizen engagement. He concludes that, though new trends in formal and informal citizen participation are promising, direct democracy is being stifled by the dominance of existing representative democratic systems and officials, and the participation of civil society in governance is often only nominal in nature. Asian democracies will need to achieve a better balance between representative and direct democracy if they aim to genuinely pursue democratic ideals.

In this issue briefing, Dr. Bustanul Arifin, Professor of Agricultural Economics at Lampung University, and Dr. Maria Monica Wihardja, Economist and Visiting Fellow at the ISEAS-Yusof Ishak Institute, analyze the impending food crisis in Indonesia. First, they provide an overview of the global food economy and the factors affecting food price inflation in Indonesia, including COVID-19, the war in Ukraine, and rising oil and gas prices. Then, they discuss the policy measures Indonesia has adopted to bolster food security, which include initiatives to increase agricultural production and address problems at all levels of the distribution chain, including creating social welfare programs to expand food access. Looking to the future, the authors argue that protectionist and isolationist policies like import/export bans are counterproductive. Rather, food supply chains should be considered a global public good; international cooperation on protective mechanisms like global and regional food buffer stocks can help to ward off crises when unexpected disruptions in the food supply chain occur.

295. The 2022 Israeli elections: Change, but no change

On 1 November 2022, Israelis will cast their votes to elect a new parliament for the 25th time since 1948. Between 1949 and 2019 (70 years), Israelis went to the polls 20 times. Each parliamentary assembly (Knesset) averaged 3.5 years. But between 2019 and 2022, Israelis voted four times. Each parliamentary assembly averaged only nine months. This brief examines some of the causes of Israel’s political turmoil and assesses whether it matters for two issues of European concern: Israel’s status as ‘democratic’ ally and the occupation of Palestine. Despite their evident shortcomings with regard to Israeli Arabs and Palestinians, we do not expect the Israeli elections of November 2022 to downgrade the country’s allied status across European capitals. Neither do we anticipate the Israeli elections to moderate the country’s policy of annexation in the West Bank and East Jerusalem. Our analysis suggests instead that future Israeli governments will maintain majoritarian Jewish rule and expects it to be propelled by a more unapologetic and repressive ethno-nationalism. This will lead Israel further down the path of exclusionary governance and large-scale human rights violations that risks backfiring in the long term. It will also further erode the moral credibility of the European Union, including the Netherlands, in the areas of human rights and accountability.

Democracy thrives on the vibrant exchange of ideas, transparency, and confidence in government institutions. Corruption can have disastrous effects on democracy, from derailing a government’s response to a public emergency to driving distrust in democratic institutions and damaging the credibility of governments, both at home and abroad. Holding governments accountable and limiting opportunities for abuse is instrumental to maintaining public trust and to helping countries weather shocks to democracy. Independent governmental institutions – including Supreme Audit Institutions, National Human Rights Institutions, Anti-Corruption Authorities, Ombuds Institutions, and Election Management Bodies — are an essential part of the democratic fabric. These institutions should serve as guardrails to keep democracy on track, but, absent safeguards, can become ineffective, irrelevant, or even tools for state capture. This Guide draws on IFES’ evidence-based Autonomy and Accountability Framework (AAF) to support an assessment of threats, risks, and weaknesses in the autonomy and accountability of independent institutions at any stage of establishment or development. An institution can use the assessment to help insulate itself from political interference and conflicts of interest, shore up its ability to execute its mandate effectively and efficiently, and build or preserve public trust. The AAF also provides a blueprint for legislatures seeking to enshrine effective protections for new institutions in the law. This Guide can be used by an institution on its own or in collaboration with partners to conduct a thorough, introspective review of its own autonomy and accountability mechanisms, or by a civil society organization seeking to advance the work of a specific institution or inform the design of advocacy campaigns. For several years, the northern countries of Central America—El Salvador, Guatemala, and Honduras—have seen some of the highest levels of criminal violence globally. 5ey are also ground zero for two of the most brutal street gangs in the Western Hemisphere: the Mara Salvatrucha (MS-13) and the 18th Street Gang (Barrio 18). Di6erent government administrations have imple- mented various policies to address gangs and criminal violence; however, no policy has been more controversial or frequently used than the zero-tolerance, or mano dura (iron fist), crackdowns. Zero-tolerance crackdowns were introduced at different moments in all three countries but have been a dominant feature of state response to crime in Central America in the last two decades. In this essay, I examine the latest installment of hard-on-crime policies in El Salvador and how they contributed to the democratic erosion of the country. This case exemplifies how Central American governments have repeatedly used the fight against crime as a justification to strengthen security forces without oversight, ignore human rights standards, and leverage the justice system to serve corrupt government officials.

En este trabajo examinamos el impacto que la introducción de las tecnologías digitales y la inteligencia artificial está teniendo en materia de igualdad y discriminación. El análisis de la arquitectura global de gobernanza existente, y de las propuestas para su remodelación, demuestra que existen numerosos aspectos que aún no se encuentran lo suficientemente desarrollados, lo que produce el riesgo de exacerbar las desigualdades y perpetuar las discriminaciones. La regulación de las actividades de las empresas multinacionales para anticipar y mitigar los impactos negativos sobre los derechos humanos que se derivan de las mismas y para que rindan cuentas por posibles daños, se presenta como elemento esencial en este contexto. Igualmente se precisa la adopción de acuerdos internacionales que se apliquen con carácter general a aquellas tecnologías que, por su propia naturaleza, tienen el potencial de poner en riesgo la paz y la seguridad internacionales. Este proceso debe perseguir el objetivo de ofrecer igualdad de oportunidades a los ciudadanos, la protección de los valores compartidos entre los Estados y, en definitiva, el bien común de la humanidad.
