Abstract:
The European Union in contemporary international relations is presumed as a regional organization dedicated for promotion of human rights, rule and law and governance. The EU has an image of a normative international power but contrary to it several issues in past raises serious questions on its liberal political, social and organizational structures. Roma population is the single largest ethnic minority in Europe but lately faced several problems. The decision of the French government to deport Roma settlers from its territory led to intense debate on human right issues in the EU. This article focuses on the debate and how it is linked with overall international impression of the EU.

Abstract:
This paper mainly focuses on the mobility of the 31 highest Chinese administrational governors from 1999 to 2007, which includes their promotions, remains and literal transfer and so on. Through collecting and analyzing the information of those governors' personal as well as the provincial economic and social development conditions by logit regression model. It shows that the popular theory by Professor Zhou that supports a connection between cadres' promotion and economic performance has its own limited. This paper therefore has given a more comprehensive analysis on the possible factors that influence the promotion of the highest Chinese provincial governors.

Abstract:
This article sought to encourage the adoption of novel ethical approaches at the interstice between political and international relations (IR) theory, and character-based approaches in particular. It was argued that though the Fourth Debate has encouraged debate about the ethics of IR theory, surprisingly, character-based approaches have not been discussed, with communitarian and cosmopolitan performative ethics maintaining a conceptual hegemony. The concept of Jus in Bello was nominated for deconstruction since it has traditionally been understood cosmopolitan or communitarian manner based on performative ethic. An Aristotelian vocabulary was adopted in order to deconstruct the concept of Jus in Bello, with Jonathan Haidt's moral psychology, Lawrence Kohlberg's moral development psychology, Immanuel Kant's ethics, and social contract theory all being used to supplement the nominated Aristotelian reading of Jus in Bello. It was concluded that an Aristotelian reading of Jus in Bello is a viable alternative to and hence an Aristotelian vocabulary could be adopted when attempting to understand certain concepts and phenomena at the interstice between political and IR theory.

Abstract:
The current paper investigates the cross-national relevance of Latin American 'dependencia theory' for five dimensions of development (democracy and human rights, environment, human development and basic human needs satisfaction, gender justice, redistribution, growth and employment) on a global scale and tries to confront the very basic pro-globalist assumptions of the 'Lisbon process', the predecessor of the ongoing EU-2020 strategy, which was the policy target of the European leaders since the EU's Lisbon Council meeting in March 2000 to make Europe the leading knowledge-based economy in the world with a 'Latin American perspective'. A realistic and politically useful analysis of the 'Lisbon process' has to be a 'Schumpeterian' approach. First, we analyze the 'Lisbon performance' of the world economy by multivariate, quantitative means, looking into the possible contradictions that might exists between the dependent insertion into the global economy and other goals of the 'Lisbon process'. Dependency from the large, transnational corporations, as correctly predicted by Latin American social science of the 1960s and 1970s, emerges as one of the most serious development blockades, confronting Europe. Secondly, we analyze European regional performance since the 1990s in order to know whether growth and development in Europe spread evenly among the different regions of the continent. It emerges that dependency from the large transnational corporations is incompatible with a balanced, regional development. Finally, we discuss cross-national and historical lessons learned from the views of dependency and Schumpeterian perspectives for current policy-making in Europe, and opt for an industrial policy approach in the tradition of former EU-Commission President (1985-1995) Jacques Delors.

Abstract:
This article aims to study the British modalities of managing Kurdish nationalism in the vilayet1 of Mosul in the 1918-1926 period, when both Kurdish nationalism and Iraqi state-building were in their formative (if not infancy) period. There are two inter-dependent arguments: First, the new British policies of the post-WWI period were also in their formative period, since they were being formed through the issue of a geo-political and frontier re-structuring necessitated by the new international order. Second, Kurdish nationalism in the Mosul province evolved in the prism of the British policies, constituting both a trump card for and a challenge to the Kurdish population. This duality, I will argue, became the main characteristic of Kurdish nationalism in the future configurations in Iraq in particular, and in the Middle East, in general. This duality was the direct outcome of the British policies in the post-WWI period, which were stamped with a considerable polyarchy and tergiversations, due both to the uncertainties generated by the post-WWI period, the necessity of adapting to the new principles of the international order and inter-departmental competition. These polyarchy and tergiversations became manifest in the Iraqi state-building process, especially before the settlement of the Mosul question, the old Ottoman province with a substantial Kurdish population. In other words, it was in the vilayet of Mosul during this period (1918-1926) that the re-structuring of the British policies in the post-WWI era was crystallized -with all their ups-and-downs.

59. Public Perceptions and Reactions : Gauging African Views of China in Africa

Abstract:
While economic and political ties between China and Africa have grown substantially in the last years, our understanding of African perceptions of China is still limited. Those pieces of cross country survey data which are available draw a positive picture of African perceptions of China but surveys are not comprehensive and only consider various African countries as a whole. Starting from here, this paper looks into how opinions on China form in different parts of African society, using case studies from unions, political elites and civil society. It comes to the conclusion that trade has an overall bigger impact on popular perceptions of China than FDI, which has been the focus of much literature. While a rising trade deficit has an overall negative impact on perceptions of China, increased Chinese trade is perceived positive by consumers that get more competitive prices and small scale vendors. Civil society organizations in Africa sometimes show critical opinions but are also increasingly engaged by China. Western Media generally tends to portrait China's relations with Africa in a more negative way, than it is perceived by most Africans. Several studies confirm that Africa is the continent that on average holds the most positive views on China.

Abstract:
The 21st century has witnessed the intensification of relations between Zimbabwe and the East and other favorable states, Russia among them. Historically under the socialist rhetoric the two countries shared a common political ideology. Zimbabwe-Russia relations dates back to the era of the liberation struggle. The Soviet Union aided Joshua Nkomo's Zimbabwe People's Union and later the Patriotic Front which included Mugabe's Zimbabwe National African Union. The Soviet Union aided the Patriotic Front freedom fighters with training, material and logistical support. After Zimbabwe's independence in 1981, diplomatic relations between Russia and Zimbabwe were efficiently established. These relations were interrupted in 1989 with the collapse of the Soviet Union. Russia maintained her ties with Zimbabwe during this interruption but all the same the relations were non-eventful. The inception of the 21st century witnessed the revival intensification of relations between the two states. Russia's ties with Zimbabwe were re awakened following the invasion of Iraq by the US led coalition of the willing in March 2003which coincided with the unprecedented pressure on Zimbabwe following the 2002elections. The revival of these relations is depicted by trade agreements signed between the two states, actions of government officials concerned, in the diplomatic and academic circles as well as by the media reports. The aim of this paper is to highlight how common ideology, foreign policy principles and objectives and commonality of interests between the two states have led to cooperation. Issues characterizing the revival and intensification of relations between the two states will be highlighted and these will provide the appropriate framework upon which the relations between Zimbabwe and Russia could be understood. The paper brings to evidence that the revival of relations between the two states is partly driven by the deterioration of relations between Zimbabwe and the West.

Abstract:
The effects or indeed impacts of ongoing globalization have been quite fundamental in all facets of human endeavours. The world has become closely more interconnected, interdependent within the context of a global village. Consequently, sovereign national borders have been increasingly breached with impunity and in alarming frequencies by events occurring in very remote locations across the world. There are now obvious constraints on the manner states have to make and formulate their policy decisions, knowing fully well that they could almost invariably affect trends in far flung locations worldwide. Viewed then against this backdrop, it is obvious that the borderline that traditionally separates domestic from foreign policies now also appear blurred increasingly by such intervening influences of globalization. If we then take this position as given, there appears to be an urgent need to rethink the basic theoretical props utilized over time in analyzing government policies generally. The intention here is to devise a common analytical model that could be readily applicable to both domestic and foreign policies. This paper examines critically the so-called 'Kitschelt Model' and submits that, as an analytical frame, and under the intervening influences of ongoing globalization, there is a veritable basis now to analyze almost any government policy whether they are oriented towards the domestic or foreign context from a central point of convergence.

The last months of 2008 witnessed what is being called the worst financial crisis since the Great Depression of 1929-30. The first indications of a serious crisis appeared in January 2008. On 15 January, news of a sharp drop in the profits of the Citigroup banking led to a sharp fall on the New York Stock Exchange. On 21 January a spectacular fall in share prices occurred in all major world markets, followed by a series of collapses. A number of American and European banks declared massive losses in their 2007 end of the year results.

Abstract:
All environmental problems in one way or another are involved in the question of justice. The concept of “environmental justice” has been in circulation for some time underlining the justice dimension of environmental issues. Given the globalization of environmental problems since 1970s, the environmental justice discourse has been increasingly used to frame various international or global environmental issues like toxic waste trade, ozone depletion, biodiversity protection, and global warming. There is now quite a number of phrases that can help us to think environmental justice outside state borders: “global environmental justice,” “transnational environmental justice,” “international environmental justice,” and “international environmental equity.” Environmental scholars using these terms often fail to draw meaningful distinctions among them. I argue that this multiplicity of phrases signifies more than an inadvertent inflation of terminology. The terminological diversity we encounter in IR literature actually corresponds to different modes of environmental justice in world politics.

This article argues that the causes for participation in Global Governance are to be found in part in the mere structure of it. In the debate about Global Governance, largely, the issue of power is neglected. However, we certainly deal with a hegemonic constellation. Therefore, the power is present and exerted in Global Governance. It is argued here, that the exertion of power in Global Governance by the United States is causal for participation in it. The study looks at the Global Governance of Counterterrorism, i.e. the Global War on Terrorism, and the regional organizations of ASEAN and the EU.

Abstract:
After the American invasion of Iraq in 2003, it became evident that Iraq's Shia majority would dominate the future government if a free election was going to be held. In 2004, Jordan's King Abdullah, anxiously warned of the prospect of a “Shia crescent” spanning Iran, Iraq, Syria, and Lebanon. This idea was then picked up by others in the Arab world, especially Egypt's President Mubarak and some elements within the Saudi government, to reaffirm the Iranian ambitions and portray its threats with regard to the Middle East. This article seeks to unearth the main causes of promoting the idea of a revived Shiism by some Arab countries, and argue that it was basically proposed out of the fear that what the American occupation of Iraq unleashed in the region would drastically change the old Arab order in which Sunni governments were dominant. While Iran downplayed the idea and perceived it as a new American conspiracy, it was grabbed by the Bush administration to intensify its pressures on Iran. It also sought to rally support in the Arab world for US Middle East policy in general, and its failed policy toward Iraq in particular. Thus, to answer the above mentioned question, a close attention would be paid to both the Arab and Iranian agenda in the Middle East after the overthrow of Saddam Hussein in order to establish which entities benefit most from the perception of a Shia crescent.

Abstract:
This paper seeks to contribute to our understanding of the issue of collective identity in the EU, and its relation to the process of enlargement. Through an analysis of the European Parliament's (EP) debates on the accession of Turkey, I will show that the issue of European collective identity is essential for understanding the EP's position towards Turkey. I will explicate the view on inclusion and diversity in the EU, implicit in speeches made in the EP. My analysis will show that there is a complex, two-way relation between the members of the European parliament's (MEP) views on inclusion and diversity in the EU, and their position towards Turkey. Another conclusion has to do with the relation between state nationalism and European integration. My findings suggest that the EP is quite indifferent towards state-national identities and cultures, and does not see them as assets to be preserved.

This article aims to analyse Turkey's foreign policy towards Asia, which is part of Turkey's emerging universal foreign policy vision. The notion of geographic imagination is provided to theorize Turkey's emerging policy attitudes and behaviors. Turkey's involvement in Asia will focus on the development of economic relations, security cooperation, supporting Asian political schemes for a multilateral world order and playing a facilitator role in Asia's encounter with the West. This new foreign policy orientation links the reform and change in the domestic landscape and Turkey's new activism in Asia, which has opened new horizons in its relations with Asian states and has encouraged policy-makers in their search for a central role in a number of regions ranging from Africa to Asia.

This paper aims to analyze ever growing trend among Turkish nationalist toward creation of a common literary language for all Turkic peoples. The issue is not indeed new. It may trace back to the nineteenth century, but got a great acceleration during the establishment of Turkish Republic in the first quarter of the twentieth century. Although the modernization movement led by Mustafa Kemal Ataturk and his comrades had a different agenda excluding and/or ignoring Turkic elements of Central Asia, this policy faced severe resistance from traditionalists, that is, from both Turkist-nationalists and Islamists since the very beginning of the modernist reform movement.

The collapse of Communism at the turn of the twenty-first century attracted much interest in the affairs of the central Asian region, which was the Muslim area of the former Soviet Union. Since then, not only the Muslim world but also the Western world has been involved in this region. The re-emergence of Islam in the newly independent republics of Central Asia sparked the emergence of an ideological battle ground. Much debate is taking place among policy makers to discuss a return to civil society, but so far no one has come up with an acceptable variant. Yet, in addition to educational and cultural programs, the Islamic groups in the region are involved in political activities in the age of globalization.

Abstract:
The fundamental changes and deterioration in state-news media relations since 9/11, particularly in the relations between the United States, US' allies in the war on terror and international news networks in the post-9/11 world, have necessitated a reassessment of existing theoretical framework that describes the state-media relations. This paper, after providing a brief summary of theoretical framework for the press-state relations within a historical context, analyses the impact of the post-September 11 events on the freedom of expression and press freedom to introduce the changing and deteriorating environment for the press-state relations since then. The paper concludes that the power politics applied widely by states in domestically and internationally in the post-9/11 world have caused serious violations of the freedom of expression in general, these therefore resulted setbacks and deteriorations in press freedom in particular. The paper also concludes that this new state of affairs consequently necessitates new theories and approaches to explain the post-9/11 state-media relations.

This article is a follow-up of the 'grand' theoretical debate on Normative Power Europe and it seeks to engage with the surprising lack of in-depth historical investigation of this research program. The article attempts to contribute to the existing literature by trying to identify the origins of EU's 'normativeness', i.e. to locate a significant normative shift in the EU's becoming as a normative power. In doing so, it will advance the premise that the innovative model of governance of the European Union, which inspired other processes of regional integration elsewhere, constituted and validated the EU as a normative power long before the EU itself assumed such a role. Such forms of “silent”, quiescent and “passive” normative behavior were a priori to conscious political endeavors to promote new norms and structural change in the world. This means that the normative ontology of the European Union was first acquired through its ideational impact and the emulation of its system of governance beyond Europe, in different other forms of regional integration. The exploration of this largely under-theorized and empirically uninvestigated strand of enquiry will hopefully bring valuable reflections and perspectives on the normative content of the EU system of governance.

Turkish foreign policy has made a remarkable achievement in recent years, raising the influence of Turkey in surrounding critical regions, extending from the Balkans to the Middle East and as well as in international politics. With Harmonizing Foreign Policy: Turkey, the EU and the Middle East, Mesut Ozcan sets about to explicate a part of this picture, that is, the shift in Turkish foreign policy towards the Middle East, which, the author argues, becomes more visible in policies towards Iraq and the Israeli-Palestinian conflict. 1999 is the beginning of the aforementioned shift, according to Ozcan, a year in which the EU gave Turkey a candidature status and Abdullah Ocalan, the leader and founder of the PKK, was arrested. This was also a year that provided Turkish decision makers with a democratic opening in foreign policy—a shift from security-oriented foreign policy to a democracy-oriented one. From that time onwards, Turkey, according to Ozcan, has been exposed to the process of Europeanization of foreign policy, a process that has taken Turkey away from a foreign policy under American influence.

Democracy, one of the basic values of Western politics, has undergone a comprehensive development process still in progress during the course of European integration. Although at the initial phase of the integration, even no hint of democracy was on the fore, it has become one of the most discussed subjects in the Union. With the recent development of the Lisbon Treaty, the question of democratic legitimacy, transparency and efficiency of the EU was put at the center. Thus, it has been given much more attention and its credentials have been improved day by day in the EU. However, democracy, which is a very comprehensive subject incorporating several issues related to the EU, such as the principles of the EU, the institutional structure, legislative procedures, fundamental rights and the principles of subsidiarity and proportionality, despite all this improvement trend in force, is still not sufficient. In this context, in which there still exists “democratic deficit” in the EU, after a brief historical background of the issue, the Lisbon Treaty is analyzed in terms of the novelties, advances it brought to democracy in the EU basically in two parts, namely the democratic principles, and the institutional and functional aspects of European democracy in this study. In the light of this analysis, it is aimed to figure out the advantages and limits of the improvement trend in European democracy, which would open the way for further developments in this issue.

Abstract:
The paper aims to present a constitutive constructivist interpretation of the Palestinian refugee question by examining the speeches and other public documents. The proponent questions the perennial inadequacy of mainstream theories particularly realism, thus its purpose is to present an alternative theoretical framework, and with the help of a method to deeply understand the problem. The constitutive version of constructivism differs from the conventional strand because it gives importance to the potency of the use of language. This will be undertaken through the verbs-incontext-system (VICS) method of content analysis. Consequently, the findings are not as good as we would hope for because based on the calculative verbs that were gathered using VICS, it gave us a negative and even pejorative interpretation whether all of the agreements and public statements were done in the spirit of pacta sunt servanda. However, there are glitches in the evaluated statements stating some plethoric and unbinding declarations. Most, if not all, were unilaterally declared based on their perspectives and insinuate some argumentative issues particularly on the right of the refugees to return to their homeland or acquire their lost properties.

This article engages critically with the question of sovereignty, with a focus on the post-colonial state. Building on Stephen Krasner's arguments, it will point to the risks of employing European-centered/ inspired concepts for understanding processes in former colonies. Both believe that man is born evil but they differ on the question if man can improve. Augustine also believes that the statesman has a moral purpose while Morgenthau believes that the consequences of man's nature can only be counterbalanced. This difference is rooted in Morgenthau and Augustine's different views of the meaning of peace. To Morgenthau, peace is power balance and stability and a permanent peace cannot be achieved. Augustine, however, describes two kinds of peace, the earthly peace and God's peace. The article discusses these differences and how it impacts their views on moral and war. These different views have similarity with the different views that led to the Reformation in the 1500's and their difference is as great.

Postcolonialism as theory, contrasted with postcoloniality as reality, was born sometime during the earlier period of the Cold War that had developed Sphinx-like following the World War II announcing the death of Europe and the rise of two extra-European superpowers. Naturally, the end of the War also began a decade-long process of decolonization, marking the end of European political domination over most of Asia and Africa. The collapse of the continent that owned almost one half of the globe generated a profoundly unsettling soulsearching and re-examination of the values and norms of metropolitan civilization informed by the Enlightenment masculist and quasi-racist rationality, although a critique of Western bourgeois views and values dates back to the works of Friedrich Nietzsche (1844-1900) and later Rudolf Pannwitz (1881-1969), author of The Crisis of European Culture (1917), and Oswald Spengler (1880-1936), author of The Decline of the West (1918).

At present, more than 55 percent of the World's population lives in internationally shared river basins. Shared waters could be either a source of conflict or a source of cooperation and prosperity. Today, the growing need for water resources for development has brought intense political and economic tensions among the countries that share rivers that flow across two or more countries. The aim of this paper is to identify the economic, social and political benefits of the transboundary cooperation by using the Nile Bain Initiative (NBI) as a case study. It also attempts to identify the obstacles that hinder transboundary cooperation in the Nile Basin. The paper argues that the riparian states in the Nile Basin should work for “benefit-sharing” rather than “water-sharing” and this should be the basis for their transboundary cooperation. It also claims that implementing the concept of benefit-sharing would help in solving problems that are caused by divergent interests among the riparian states in the Nile basin and the up stream-down stream problems frequently manifested in the area. The paper concludes by suggesting the main points that have to be considered in transboundary cooperation.

This article provides an analytical discussion on post-Cold War developments and the emerging world order in that era. In this regard, some of the main characteristics of the international system, basic trends, and new threats in international relations are addressed, in that order. It is argued that while classical inter-state wars tend to decrease in the post-Cold War era, there are many other serious threats to international peace beyond the full control of nation-states, most notably ethnic conflicts, religious militancy, terrorism, North-South conflict, and unfair economic competition. The future of the world is stressed to depend on whether major powers are able to, and willing to, work on these threats in a cooperative manner.

This paper unpacks the crisis in the Niger Delta of Nigeria with reference to its external dimensions by which is meant the involvement of international non-governmental organisations in the politics of local environmental governance. It takes as its point of departure the events (in the 1990s) that underpinned the international community's engagement with an issue that could have been regarded as Nigeria's domestic affair and follows with an assessment of the impact of internationalisation of the crisis on the major actors in the region. It is noted that the crisis in the Niger Delta has been predicated for over four decades on a number of complex issues in Nigeria's geo-political landscape. The emergence of organized pressure groups (in the early 1990s) and their protestations against human rights abuses and environmental problems in the region added a 'new' dimension to the crisis. In tackling its thematic concern, this paper interrogates the involvement of the international civil society in the Niger Delta and concludes with an appraisal of the extent to which the internationalisation of the crisis engendered both attitudinal and policy shifts on the part of the main actors.

The sudden collapse of the Soviet Union has, on several levels, brought about many novel complexities to world politics. On the global level, the collapse of the Soviet Union ended the bi-polar world politics in the dangerous confrontations between Soviet ideology and power and that of the United States. The impact of the disintegration of the Union of Soviet Socialist Republics (USSR) has been seen at the regional level as well. In particular, Central Asia and Caucasus, Eastern and Central Europe, and Baltic countries have escaped from direct Soviet domination, and so new competitions for domination have arisen. However, the most important and challenging changes have been witnessed at the individual level, insofar as fifteen new independent states have emerged post-collapse. After escaping from the domination of the USSR, these emerging states have been perplexed by the challenges of nationhood, identity politics, and state-building, re-reformulating their economic system, and entering into a global situation as independent but weak states. Thus, the collapse of Pax Sovieticus has raised a series of new foreign and security challenges, posing various obstacles and dilemmas for them.

Though terrorism has existed for more than 2,000 years, the 9/11 attacks on the U.S. brought international repercussions unlike any previously experienced. In response to the attacks, the U.S. immediately attempted to build a broad-based anti-terrorism coalition in what is known as the “War against Terrorism” (WAT) or “War on Terrorism.” Malaysia has its own experiences with terrorism, such as during the 'communist emergency' of the 1950s. In light of Malaysia's unique history in overcoming terrorism and the present-day WAT, this study aimed to explore Malaysian's perceptions of the WAT. Findings from the study indicate that Malaysians hold mostly negative views on the WAT, i.e.: they doubt the intentions of the US government; they view the WAT as a fight against Muslims and as a means for US control; they view the military approach as ineffective; they perceive a conscious effort to link terrorism to Islam; they view the Western media as being insensitive to non-Westerners and they believe that the WAT has had little impact on reducing terrorism due to hidden political agendas. Qualitative findings from the study stress the need for counter-terrorism policy makers to identify the root-causes of terrorism in order to develop appropriate socio-economic programs for the poor, marginalized, discontented and discriminated groups in societies.
