During the first decade of seismic aftershocks associated with the end of the Cold War, the humanitarian community has experienced tensions along numerous fault lines. Tensions that have loomed largest include those between organizations that deliver life-saving emergency assistance and those committed to protecting basic human rights, those between practitioners confronting daunting choices in the field and researchers examining the options available and choices made, and those between professionals in North America and in Europe seized with these issues.

Watson Institute for International Studies </p><br /><br /><p><font size="+1">Summary</font> </p><p>This study begins by discussing a historical case similar in many ways to the landmines campaign—the banning of the dum dum bullet in the nineteenth century. It then provides a detailed account of the emergence and development of the campaign from initial attempts to restrict landmines in the 1970s, through the birth of the international nongovernmental organization campaign in the early 1990s, to the signing of the Landmines Convention in December 1997. It also provides a thorough assessment of the key factors accounting for their success and a discussion of the broader significance of the campaign.</p><p>Two broad conclusions are drawn. First, while much of the credit for the successful banning of landmines has deservedly gone to the ICBL and to NGO advocates, the success of the campaign can be explained only through an examination of three other sets of actors: the International Committee of the Red Cross, the United Nations, and key governments. Each of the four sets of actors played a distinct and indispensable role. At the same time, important circumstances completely outside the control of the campaign were also decisive, particularly the end of the Cold War and decisions by the U.S. government.</p><p>A second conclusion questions the widely perceived novelty of this initiative in humanitarian advocacy and stresses instead its similarity to earlier initiatives. Indeed, observers differ on the broader significance of the campaign. For some, it was an aberration, impossible to replicate. For others, it was a harbinger of a new diplomacy, revitalizing if not revolutionizing humanitarian politics. Stark parallels exist with the style of negotiations before World War II on humanitarian law and disarmament, particularly the 1899 Hague Convention's ban on dum dum bullets. Civil society organizations played a major role in the negotiations, and stringent provisions were pursued even though they posed a threat to universal agreement.</p><p>The study concludes with a discussion of an emerging model for humanitarian politics. The examination of the campaign to ban landmines is complemented by a brief analysis of three comparable campaigns from the 1990s: the creation of an International Criminal Court, the Optional Protocol on child soldiers, and attempts to limit the proliferation of small arms. Taken together, these experiences suggest that a model for effective humanitarian advocacy is emerging with three broad dimensions. They are the pursuit of stringent standards with widespread but not necessarily universal support; political coalition building among NGOs, states, and international organizations; and negotiating environments that allow for voting rather than consensus decisionmaking, access for NGOs, and the selection of a supportive chairperson.</p><blockquote><p> (PDF)</p> </blockquote><p> </p><p> </p>

The world's response to the Kosovo crisis dramatizes the increased role of international military forces in humanitarian action. Some people view this development positively as the harnessing of the military for humanitarian tasks; others are alarmed at the perceived militarization of humanitarian action. A workshop convened by the Netherlands Foreign Ministry in The Hague on November 15-16, 1999, assessed these different perspectives on the Kosovo experience in the light of research it had commissioned.

Abstract:
A review of current and forthcoming developments in the European defense industry (which here means mainly Britain, France, Germany, and Italy) would lead, I believe, to some fairly clear conclusions. The relationship between sectoral and national (including regional) economic development is changing profoundly. This is above all because the defense industry currently represents a major and extremely significant instance of globalization. However, this is not the kind of globalization described in many summaries.

Abstract:
The large-scale corporation is at the core of the process of introducing new technologies, developing new organizational and managerial methods, and commercializing new products and services – in plain English, of creating the wealth of nations (Chandler et al. 1997). The manner and extent to which corporations will promote a country's economic and social development depends largely on how well the institutions of the market, on the one hand, and of government, on the other, work together in that country. Modern history suggests that such firms emerged and evolved differently in various economic, political, and social settings. Many thought that trade opening, capital market liberalization, and the convergence in consumers tastes and economic ideologies would lead to a convergence in the forms of organizing, managing, and financing business activity. Nonetheless, even in OECD countries, globalization has not brought about the expected convergence of institutions towards a unique model of interrelations between business, governments, markets, and the society at large. This outcome strengthens the hand of those arguing that purely economic, technological, or legal explanations fail to explain the contours of big business and their behaviours. This is almost a truism in all countries, but it appears particularly challenging in analyzing changes in emerging countries undergoing a series of deep economic, political, and social transformations.

It then assesses recent developments in the fields of culture and language, and presents the recently adopted (October 1999) Language Act of Kalmykia. The following discussion highlights the key features of the Act, and argues that it reflects a thoroughly modern approach to linguistic diversity, in particular in its handling of the respective position of the Russian and Kalmyk languages.

57868. Insular Autonomy: A Framework for Conflict Settlement? A Comparative Study of Corsica and the Åland Islands

Abstract:
The aim of this paper is to undertake a comparative evaluation of autonomy as a method of conflict settlement based on two case studies of insular regions in Western Europe: the Åland Islands and Corsica. It will highlight the factors which have contributed to the success of conflict settlement in the case of Åland and draw some lessons from the failure of conflict regulation thus far in Corsica. It then proceeds to analyse the "Matignon Process" (December 1999-July 2000) which culminated in a compromise document presented by French Government on 20 July 2000 to the Corsican representatives. Although its prospects for success are mixed, this is the most significant effort to date by the French Government to resolve the conflict in Corsica through an open and democratic political dialogue with elected representatives of the Corsican population. The measures proposed will result in a third statute and a limited form of autonomy for Corsica, pending constitutional revisions by 2004. This paper will also offer some thoughts on the potential impact of the Corsican reforms on other French regions and territories.

57869. The New Slovak Language Law: Internal or External Politics?

Abstract:
In Central and Eastern Europe, where language is the central defining element of the ethnic group, language policy becomes the cornerstone of constructing the identity of new states. In the multiethnic state or plural democratic state, policies aimed at promoting the language of the titular nation become the primary means of validating the moral worth of one ethnic group over the others. The example of independent Slovakia illustrates the political importance of language in Central and Eastern Europe and the virulence of the conflicts which arise between majorities and minorities over language issues. The continuous disputes between the Slovak leadership and the Hungarian minority over minority issues in general, and language-related issues specifically, have shown how sensitive language demands are during the early phases of state-building. In Slovakia, where the emphasis was on the ethnic rather than the civic dimension of nationhood, language policy served a twofold purpose: by giving the Slovak language a dominant position in the state, it sought to foster Slovak ethnic identity as the identity of the Slovak nation-state; and it was at the same time a method for promoting the assimilation of non-ethnic Slovak citizens. In reality, anti-minority policies in Slovakia (or policies perceived as such) fell within a broader set of anti-opposition policies as the State attempted to extend control and establish moral monopoly over not only language but also the fields of culture, education, economy, etc.

Abstract:
This paper applies a model of ethnic democracy elaborated by Professor Sammy Smooha of Haifa University, Israel, to Estonia, a case which is usually regarded as marginal in this regard. This application shows that Estonia can be characterised as a combination of a strongly-defined ethnic democracy (citizens of the core ethnic nation are dominating the other citizens) and a control system (citizens of the core ethnic nation are dominating the stateless individuals of non-core ethnic origin). As the number of stateless persons is diminishing, the system of control slowly disappears and ethnic democracy may prevail. The legal foundation of ethnic democracy in Estonia is in the Preamble of its Constitution.
