Abstract:
This paper provides background information on Kalmykia, one of the least known constituent republics of the Russian Federation. It then assesses recent developments in the fields of culture and language, and presents the recently adopted (October 1999) Language Act of Kalmykia. The following discussion highlights the key features of the Act, and argues that it reflects a thoroughly modern approach to linguistic diversity, in particular in its handling of the respective position of the Russian and Kalmyk languages.

57662. Insular Autonomy: A Framework for Conflict Settlement? A Comparative Study of Corsica and the Åland Islands

Abstract:
The aim of this paper is to undertake a comparative evaluation of autonomy as a method of conflict settlement based on two case studies of insular regions in Western Europe: the Åland Islands and Corsica. It will highlight the factors which have contributed to the success of conflict settlement in the case of Åland and draw some lessons from the failure of conflict regulation thus far in Corsica. It then proceeds to analyse the "Matignon Process" (December 1999-July 2000) which culminated in a compromise document presented by French Government on 20 July 2000 to the Corsican representatives. Although its prospects for success are mixed, this is the most significant effort to date by the French Government to resolve the conflict in Corsica through an open and democratic political dialogue with elected representatives of the Corsican population. The measures proposed will result in a third statute and a limited form of autonomy for Corsica, pending constitutional revisions by 2004. This paper will also offer some thoughts on the potential impact of the Corsican reforms on other French regions and territories.

57663. The New Slovak Language Law: Internal or External Politics?

Abstract:
In Central and Eastern Europe, where language is the central defining element of the ethnic group, language policy becomes the cornerstone of constructing the identity of new states. In the multiethnic state or plural democratic state, policies aimed at promoting the language of the titular nation become the primary means of validating the moral worth of one ethnic group over the others. The example of independent Slovakia illustrates the political importance of language in Central and Eastern Europe and the virulence of the conflicts which arise between majorities and minorities over language issues. The continuous disputes between the Slovak leadership and the Hungarian minority over minority issues in general, and language-related issues specifically, have shown how sensitive language demands are during the early phases of state-building. In Slovakia, where the emphasis was on the ethnic rather than the civic dimension of nationhood, language policy served a twofold purpose: by giving the Slovak language a dominant position in the state, it sought to foster Slovak ethnic identity as the identity of the Slovak nation-state; and it was at the same time a method for promoting the assimilation of non-ethnic Slovak citizens. In reality, anti-minority policies in Slovakia (or policies perceived as such) fell within a broader set of anti-opposition policies as the State attempted to extend control and establish moral monopoly over not only language but also the fields of culture, education, economy, etc.

57664. Ethnic Democracy and Estonia: Application of Smooha's Model

Abstract:
This paper applies a model of ethnic democracy elaborated by Professor Sammy Smooha of Haifa University, Israel, to Estonia, a case which is usually regarded as marginal in this regard. This application shows that Estonia can be characterised as a combination of a strongly-defined ethnic democracy (citizens of the core ethnic nation are dominating the other citizens) and a control system (citizens of the core ethnic nation are dominating the stateless individuals of non-core ethnic origin). As the number of stateless persons is diminishing, the system of control slowly disappears and ethnic democracy may prevail. The legal foundation of ethnic democracy in Estonia is in the Preamble of its Constitution.

Abstract:
The global effect of the September 11 terror attacks on New York and Washington, DC demonstrated yet again that, in today' s world, national security no longer is confined within national boundaries. Fully one-third of the more than 3,000 people killed in the attacks were non- Americans, citizens of more than 60 countries. The economic and social impacts of the terror attacks were similarly global; in addition to the loss of hundreds of thousands of jobs in the US and worldwide, World Bank President James Wolfensohn estimated that that“ between 20,000 and 40,000 more children” would die, and millions of people would be “ condemned to live below the poverty line” because of the global recession that became more severe because of September 11.

As we went to press, the election of a new US President was still undecided. More than a week after 100 million Americans went to the polls, the ultimate margin of victory for either George W. Bush or Al Gore appeared to hinge on several hundred Florida votes. Whoever does take office on January 20, the next American President (and Commander in Chief), the man with ultimate authority over the world' s largest nuclear arsenal, will begin his term in office in the most politically tenuous position of any American president in perhaps a century.

Abstract:
The half-island nation of East Timor was a colony of Portugal for some 450 years. After the Portuguese dictatorship fell in April 1974, the Indonesian government began to intervene in the decolonization process. When it became clear that it had little political support in East Timor, the Indonesian regime launched a military offensive from West Timor and fomented a civil war in the summer of 1975.

It was a striking juxtaposition, U.S. Secretary of State Madeleine Albright and North Korean leader Kim Jong Il sitting side by side at a display of mass gymnastics in Pyongyang this last October. “Spectacular and amazing,” Albright called the coordinated movements of the 100,000 performers. When a picture of the August 1998 Taepodong rocket launch was displayed, Kim Jong Il confided that it would be his country's first and last such launch. The North Korean leader was a man with whom she could do business, Albright concluded at the end of her visit. The U.S. and North Korea, technically at war for over fifty years, had never before been on quite such cordial speaking terms.

Some two million Sudanese—nearly 8% of the country's population—have lost their lives to war or famine-related causes since 1983, when fighting resumed in Africa's longest running civil war. Millions more have been displaced, many fleeing to neighboring states. Despite competing peace initiatives on the table today, there is no end in sight to the conflict. Instead, the prospects are for intensified combat as the war spreads to new areas of the country.

Abstract:
In September 2000, Bolivia, South America's poorest country, was rocked by a series of civilian protests, including roadblocks throughout the country. Unionists, teachers, peasant coca farmers, and others have demanded that the Bolivian and U.S. governments stop trying to completely eradicate coca growing and cease construction of three new military bases in the Chapare region. Among the other demands, protesters also want the government to improve alternative development programs in the coca growing region. In mid-October, the two sides reached a 19-point “truce”, but protesters vowed to reinstate the roadblocks in 30 days if the government did not adhere to the the agreement.
