Abstract:
As countries worldwide attempt to address a series of global and domestic environmental challenges, the pollution haven effect remains an ongoing concern among trade and environment researchers and policymakers. This paper examines the pollution haven effect in the context of global value chains using inter-country input-output data at the manufacturing industry level from 1995-2009. This paper pays special attention to the issue of “doublecounting” caused by intermediate trade. The analysis utilizes two outsourcing measures and two revealed comparative advantage measures appropriate for analyzing global value chains. I propose women’s political power as a novel instrumental variable to address the endogeneity of environmental regulation. Regression results show that more stringent environmental policies are not a significant determinant of manufacturing outsourcing and competitiveness in global value chains. At the same time, women’s political power is associated with more stringent environmental policies.

14952. Regulated Market, Trapped Workers: The Impacts of the "Tolerant and Prudent" Policy on Labour Precarity in China’s Online Ridehailing Sector

Abstract:
Since 2017, China has adopted the "tolerant and prudent" policy in regulating emerging digital platform industries. The impacts of this policy on labour precarity have been rarely studied. Drawing on an original survey of over 600 ridehailing drivers in two Chinese cities, Nanjing and Beijing, we conduct a political economy analysis for a three-party framework involving the municipal government, capital, and labour. We find that, in accordance with the "tolerant and prudent" principle, municipal governments stipulated regulations regarding the qualifications of ridehailing vehicles and drivers. These regulations, although they can help reduce labour precarity in the marketplace for licensed drivers, have exacerbated precarity in the workplace. Specifically, in response to the regulations, the ridehailing platforms aligned with thirdparty rental companies that provided licensed vehicles. This arrangement has effectively trapped many ridehailing drivers in the industry: our quantitative analysis shows that drivers bounded by a rental or rent-toown agreement worked significantly longer hours than counterparts who steered their own vehicles.

14953. Does Project-Level Foreign Aid Increase Access to Improved Water Sources? Evidence from Household Panel Data in Uganda

Abstract:
This paper combines geocoded subnational data on the location of water, sanitation and hygiene (WASH) aid projects in Uganda with nationally representative household-level panel survey data to evaluate the impact of WASH aid on access to water and on the burden of water collection. Specifically, it examines whether proximity to aid-funded WASH projects improves household access to improved water sources and reduces the time burden of water collection. Our results suggest that while aid-funded WASH projects increase household access to improved sources of water, households may also see the time burden of water collection increase, as they may need to travel longer distances and also experience longer wait times due to congestion at water service points. This is an indication that the supply of improved water sources is still insufficient relative to demand as measured by the population density.

Abstract:
Interest rates in the U.S. and in other countries have experienced persistent and generalised declines since the 1980s. The main interpretations of this phenomenon ignore the role of monetary factors, such as financial and monetary policy. The essay proposes an alternative interpretation based on the choice of the Federal Reserve (FED) to conduct monetary policy by attributing high priority to financial stability. The interaction between changes in financial regulation, the transformation of "specialized" into "universal” banking, and the concern with financial instability have led the central bank to add to the role of "lender of last resort" that of "lender of first resort," which systematically provides liquidity at a low cost to financial firms. This new conduct of monetary policy has produced the downward trend in interest rates.

Abstract:
China has created a distinct economic system. Yet despite a growing literature with valuable contributions on the institutional arrangements under ‘capitalism with Chinese characteristics,’ the precise economic mechanisms underpinning China’s state–market relations remain undertheorised. In this paper we develop a conceptual framework of what we call China’s state-constituted market economy. We define essential as ‘systemically significant from the perspective of the state.’ We argue that the Chinese state ‘constitutes’ the market economy by creating, participating and steering markets for essentials in order to stabilise and guide the economy as a whole. We draw on China’s statecraft tradition as well as on proposals for financial policy reform in the U.S. to conceptualise the state market-constitution in China.

Abstract:
National development banks remain an important part of modern financial systems in developed as well as developing countries. The attention to the role of national development banks was reinvigorated in the aftermath of the 2008 global financial crisis, and their potential role in promoting access to finance and providing counter-cyclical financing is better appreciated today than in the structural adjustment era of the 1980s and 1990s. In this context, this study examines the landscape of national development banks in Africa and provides empirical evidence of their role in complementing commercial banks to meet the financing needs of the real sector using bank-level data from selected countries and the BankFocus database. The empirical results show that while national development banks do not lend more relative to commercial banks, they tend to focus more on medium-term and long-term lending as prescribed by their mandate. Interestingly, medium-term and long-term lending is associated with lower non-performing loan ratios as well as higher returns on assets. The results are similar for public banks. The evidence suggests that empowering national development banks with enhanced lending capacity and operational autonomy would significantly help alleviate the shortage of medium-term and long-term credit in African economies. The paper includes suggested avenues for further research.

Abstract:
This note provides a model framework for thinking about stabilization policies in the presence of hysteresis after a negative shock like the Covid-19 pandemic. Headline measures of so-called potential GDP published by the Congressional Budget Office represent only one of many possible inflation-neutral trajectories for output. The term potential GDP is misleading since potential implies a unique limit on output. It is much more accurate to consider a range of possible trajectories or multiple equilibria. Repairing the damages from a shock will require overshooting the inflation target and running the economy above its inflation-neutral equilibrium in order to restore the status quo ante level of output and employment. The model assumes constant trend growth so that path dependence takes the form of pure output-level effects.

Abstract:
In this paper, we analyze the contemporary public banking initiatives in the United States. We first provide a brief historical account of public-oriented banking in the United States. We then map out the central nodes in the contemporary public banking advocacy networks. Based on an online questionnaire and semi-structured interviews we held with public banking organizers and experts across the country, we provide an overview of the achievements of this growing movement, describe the central socio-economic issues they organize around, and examine the challenges they face. We demonstrate that the interest in public banking is a reaction to a number of socio-economic and ecological issues the United States faces, including the infrastructure crisis, ecological crisis, financial exclusion, and problems stemming from the management of state and local government resources. We argue that public banking can be an important tool in addressing these problems and suggest how the federal government, through the Treasury and the Federal Reserve, can support these initiatives.

Abstract:
This paper reexamines the argument that alcohol policies were the major factor behind the mortality crisis in postsocialist Russia. We show that the correlation between the Gorbachev anti-alcohol campaign (rebound hypothesis), alcohol prices in the 1990s (affordability hypothesis), and mortality reported in previous analyses is not robust to splitting oblasts into Far- East and the rest of Russia. Our analysis conducted on a sample of 534 towns in the European part of Russia also finds no robust evidence supporting the two hypotheses. In contrast, findings linking privatization to mortality are robust to controlling for the anti-alcohol campaign and the affordability of alcohol.

Abstract:
An unprecedented mortality crisis struck Eastern Europe during the transition from socialism to capitalism. Working-class men without a college degree suffered the most. Some argue that economic dislocation caused stress and despair, leading to adverse health behavior and ill health (dislocation-despair approach). Others suggest that hazardous drinking inherited as part of a dysfunctional working-class culture and populist alcohol policy were the key determinants (supply-culture approach). We enter this debate by performing the first quantitative analysis of the association between economic dislocation in the form of industrial employment decline and mortality in postsocialist Eastern Europe. We rely on a novel multilevel dataset, fitting survival and panel models covering 52 towns and 42,800 people in 1989-1995 in Hungary and 514 medium-sized towns in the European part of Russia. The results show that deindustrialization was significantly associated with male mortality in both countries directly and indirectly mediated by adverse health behavior as a dysfunctional coping strategy. Both countries experienced severe deindustrialization, but social and economic policies seem to have offset Hungary’s more immense industrial employment loss. The policy implication is that social and economic policies addressing the underlying causes of stress and despair can improve health.

Abstract:
In this exploratory research, we examine the effect of economic and noneconomic indicators on the creation of Chinese state-owned enterprise policies. Using a VAR model, we find indicators that explain state-owned enterprise policy creation variance, which means that we can explain, to some extent, the incidence of state-owned enterprise policies. This reduces economic policy uncertainty, thereby having the potential to increase economic activity and reduce costs.

Abstract:
David Gordon was, at once, a highly creative economist with an enormous range of interests, while also uncompromising in maintaining rigorous research standards. He was focused equally on hard-core academic research and pressing policy issues. He was also openly committed to the political left, with this commitment animating all his work. One distinctive feature of Gordon’s work was his keenness to dive into the most important topics engaging mainstream economists and to inject explicitly left political economy perspectives into these mainstream debates. This paper focuses on two important examples of Gordon’s contributions that examine front-and-center mainstream macroeconomics questions. The first is the relationship between aggregate saving and investment. The second is the development of the concept of the ‘natural rate of unemployment.’ The evolution of mainstream research on these two questions played a critical role in overturning what had been, over the first two post-World War II decades, a prevailing Keynesian/social democratic consensus, at both the levels of analytic economics as well as economic policy. As the paper reviews, Gordon challenges the analytic findings and policy implications of these perspectives at their core. Gordon’s own basic premises and results are straightforward. He argues that, in fact, investment decisions, not saving rates, are the main driver of economic activity in capitalist economies and that operating capitalist economies at something akin to genuine full employment—i.e. in the range of 2 – 3 percent official unemployment—is a realistic goal. As such, these papers by Gordon contribute significantly toward envisioning a post-neoliberal social structure of accumulation that is committed to the egalitarian principles that were central to Gordon’s life work.

14963. Financialization and Militarization: An Empirical Investigation

Abstract:
Based on Arrighi (1994), we empirically investigate whether financialization and militarization are mutually reinforcing phenomena in the U.S. during the post-WW II period. Military spending during the 1950s and 1960s in the U.S., along with other external stimuli, such as a rising sales effort and expansion in finance, insurance, and real estate, counteracted the stagnation of the monopolistic stage of capitalism. Monopoly capital was transformed into finance monopoly capital as the intensity of financial capital increased during the late 1970s in response to stagnation. Considering alternative financialization variables commonly used in the literature and the profit rate in the financial sector, and using several parametric and non-parametric methods, we found a significant relationship between financialization and militarization in the U.S. for 1949-2019. The findings show that the decline in the profit rates lead to a decline in military expenditure. The overall results suggest that the rise in financialization is parallel to the decline in the profit rates, leading to larger military expenditure in total, but with relatively smaller share in GDP.

Abstract:
In this exploratory research, we examine the effect of economic and noneconomic indicators on the creation of Chinese Banking and Insurance Regulatory Commission policies using a VAR model. We find that CBIRC policies are predicted by State Council construction policies and policies set by the State Administration of Foreign Exchange. This indicates that the CBIRC is inward-looking, observing what other regulators are doing rather than responding to changes in the real and financial economy. This may be a product of market distortions due to China’s unique blend of state-oriented and market-based institutions.

The paper analyzes the relation between premature deindustrialization in Latin America with what is termed premature financialization. Premature financialization is defined as a turn to finance, organized as an industrial concern, which is a vehicle for accumulation before the process of industrialization has reached maturity. This contrasts with developed countries where financialization occurs after an advanced stage of economic and social development is reached, and where the growth of the financial sector, beyond a certain threshold, can be detrimental to economic activity. The paper examines the consequences of premature financialization for investment, growth, and financial stability.

Abstract:
We deploy a socio-spatial approach and use a spatially representative survey that we conducted in Hyderabad and Mumbai to analyze the relation between city space and religion. After documenting the relative status of religious groups in urban India and different types of cities using secondary databases, we identify poor-ghettos and elite-enclaves in Hyderabad and Mumbai. In both cities, ghettos have a high proportion of Muslims, while enclaves are dominated by non-Muslim inhabitants. Ghettoization of Muslims is far more pronounced in Hyderabad than in Mumbai. A key finding on the relation between city space and religion is that compared to segregated neighborhoods, mixed (“grayer”) neighborhoods produce better economic outcomes like lower poverty. We argue that while Indian cities are becoming less integrated along religious lines over the last 3-4 decades, this process is far from complete, and needs to be reversed.

14967. Stranded Fossil-Fuel Assets Translate into Major Losses for Investors in Advanced Economies

Abstract:
The distribution of ownership of transition risk associated with stranded fossil-fuel assets remains poorly understood. We compute global stranded assets of US$1.4 trillion in the upstream oil and gas sector as expectations change to be consistent with stated climate policies. We trace the equity risk ownership from these 43,439 assets through a global equity network of 1.8 million companies to their ultimate owners. Most of the market risk falls on private investors, overwhelmingly in OECD countries, including substantial exposure through pension funds. Financial markets are exposed to a US$690 billion correction, comparable to the mispricing that triggered the 2007-08 crisis. The ownership distribution also shows the large stake OECD investors have in the continued operation of fossil-fuel facilities incompatible with climate change mitigation goals.

Globalization, one of the important phenomena of today, has led to political, social and economic changes in both regional and national scale. These rapid changes seriously affect the phenomenon of migration, its target and the quality of life. Especially in EU and OECD countries, various policies have been implemented to prevent the increasing migration rate, fulfill the requirements of the global economy, and to eliminate the developmental differences between countries, regions and sub-regions. Thus, it is of great importance to investigate the causes of international migrant mobility that deeply affects the economic and social structure of nations. The present study aimed to determine the factors that affect international migration towards the OECD countries. A current data set consisting of 79 variables defining the social, economic, environmental structure was created and correlation and regression analysis methods were used to determine the factors that affected international migration in OECD countries. With this work; it has been observed that there are strong relationships between international migration and various economic and social development variables. Hence, it is envisaged to make a descriptive and statistically valid, reliable assessment, to make predictions, and to contribute to the scientific literature in the context of international migration policies.

This study aims to explore the influence of the European Union (EU) and Common Security and Defence Policy (CSDP) on non-EU countries and the foreign and security policies of associated states. It argues that the scope of EU’s transformative impact is not limited to the EU members and their economy, rule of law and democracy. Although it is at a relatively few and new, the EU has an increasing impact on non-EU countries and the security, defence and foreign policies of EU members. The findings of study reveals that the influence of the EU on non-EU members and on the security, defence and foreign policies of EU members occurs in four ways: a) adaptation to the EU/CSDP norms and values through socialisation and experimental learning, b) adaptation to the EU/CSDP requirements, norms and values as an outcome of the EU calls and conditionality, c) adaptation to the EU/CSDP requirements, norms and values to achieve diplomatic and national goal at international level and d) adaptation to the EU/CSDP requirements, norms and values as an outcome of the effect of the EU on the domestic balance of power and the ‘domestic sources’ of external policy.

In contemporary world politics, India and Iran occupy great strategic significance. Both countries have huge convergence of national interests. Collaboration and cooperation between the countries would resolve their respective domestic issues and challenges and play a determining role in strengthening their role in global affairs. For a fast-growing economy and energy deficit country like India, Iran provides access to a huge amount of natural resources and opens up its vast untapped market for Indian finished goods and services. In addition to that, Iran, due to its geographic location can act as a transit route for India to reach strategically important countries in Central Asia and Afghanistan. Being the second-largest Shia populated country in the world after Iran and one of the highest energy importing countries, India occupies an important place in the strategic thinking of Iran. In the past, India was the second-largest oil-exporting destination for Iran and an important trading partner for Iran. Taking the structural realism as a theoretical framework, the article attempts to seek an answer to the questions, why despite belonging to a single-family, living together for many centuries and sharing common social, religious and traditional values, the two countries have been unable to transform their mutual understanding into a long term strategic partnership, and how the global events have affected their mutual understanding and replaced it with trust deficit.

Following decades of authoritarian rule and highly centralised governing system, the people of Iraq adopted a democratic Constitution in 2005, designed to put Iraq on an evolutionary roadmap for democracy, rule-of-law and economic prosperity. The Constitution consists of 144 Articles which, together, define the main pillars of a democratic governance and provide frameworks and boundaries for their enactment, with or without mandating new legislations. However, translating the Constitution into reality proved extremely challenging. Over the past 16 years, the political and institutional leaders have engaged in overt sectarian political dynamics that proved detrimental to the state-building process. They were highly selective in enacting, key constitutional Articles. Many essential institutions and/or legislations that are mandated by the Constitution are awaiting establishment, some of which are critical for enhancing the rule-of-law, safeguarding the Constitution, streamlining the legislative cycle, institutionalising the centre-periphery relations, empowering the local government and optimising the management of national resources and assets. As a consequence, there are currently numerous structural and functional gaps or weaknesses in Iraq’s governing system, which have added to the country’s fragility and acted as independent drivers of conflict. In this report, attempts are made to: (a) Identify the key structural and functional gaps or weaknesses in the governing system that have arisen from inadequate implementation of the Constitution; (b) highlighting the relevant historical context and political barriers for progress; and (c) offer appropriate policy recommendations to stakeholders.

Launched a quarter of a century ago, the Barcelona Process began a process of reflection and unification regarding Spanish and European Union (EU) policies towards the Mediterranean. However, this has not always translated into coherent, prudent, and timely policies given the changing structural conditions that occurred in the region, such as the 2010/2011 anti-authoritarian revolts. A more anticipatory approach needs to be applied to policy-making, re-examining both the vision and policies. This document undertakes an in-depth foresight analysis of the Southern Neighbourhood, with a view to the medium- and long-term horizons of 2030 and 2050 respectively. Consequently, it aims to contribute towards developing long-term, proactive strategies both nationally and within Europe, which commit to developing coherent and responsible policies that could help the region’s societies develop inclusively, sustainably, and democratically. As such, this exercise aspires to identify the paths, realities, and phenomena that can lead to somewhat sustainable and friendly scenarios for the affected populations in the future. The work identifies of these scenarios. This involves reporting six megatrends in the nine dynamics. Based on available data and knowledge gleaned from interviews, they can define the evolution and range of possible directions in which the Southern Neighbourhood countries are heading. This document profiles and compares two of them: one positive, characterised by the appeasement of social conflicts, the adoption of good governance practices, and greater regional stability; and a second scenario that will bear witness to a worsening of political, social, and economic issues and conflicts, within a context marked by the stiffening of authoritarian trends and a deepening of social inequalities. The difference between each scenario resides in the will of Southern Neighbourhood countries to adopt measures aimed at better governance and the adoption of more multilateral action frameworks that favour cooperation. Both scenarios offer a set of opportunities, applicable mainly to the Southern Neighbourhood countries, with Spain and the EU eventually joining them on the process. These opportunities point to areas of particular importance in order to achieve a sustainable future for the region’s societies.

Solidarity is one of the oldest but still ambiguous principles of the European Union (EU). In the year 2020, COVID-19 took its place among many other previous litmus tests over solidarity. Initial reluctance of European instutions and lack of effective joint counter-disaster mechanisms, to cope with the unprecedented social and economic devastation caused by the pandemic, triggered once more a wave of harsh criticism of solidarity principle. Although the pandemic did not reach to its end, and it is still too early to measure its overall results in the EU, the article asserts that, a positive tendency for European members’ adherence to solidarity principle is on rise.

Abstract:
The New Security Legislation (NSL) passed through the Japanese Diet in 2015 has created concerns among the public and some parts of the academia about whether Japan’s potentially unhindered actions will destabilize the region. By adopting a civilian power ontology within the neoliberal framework, this study analyzes the 2015 NSL and its implications through three hallmark civilian power credentials: internationalization; the scope of the use of force; and the autonomy of security policy. The analysis and empirical evidence suggest that even after allowing for collective self-defense through the 2015 constitutional reinterpretation and the ensuing expanded scope for international security activity, Japan can still be narrowly considered a civilian power.

A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. This paper will discuss three essential scenarios for the EU’s political and economic future direction, namely, French leadership, German leadership, and a Franco-German partnership, for the post-Brexit period.

Even as the literature on work in the Global South acknowledges the importance of forms of non-waged work, it has not sufficiently incorporated consideration of the labor of social reproduction. We propose understanding work through four conceptual dyads: waged productive labor, non-waged productive labor, waged reproductive labor, and non-waged reproductive labor. Through an in-depth description of three specific cases from a Time Use Survey we conducted in rural Punjab, India, we argue not only that all four dyads are required to encompass the world of work, but that this more expansive conceptualization can help us produce richer analyses of the intersections of class, caste, and gender.

This paper critiques the trilemma framing of the political economy of globalization, and offers an alternative framing rooted in the construct of national policy space. Globalization causes changes in policy space that have drop-down implications for national sovereignty and democratic politics. Globalization involves choices regarding the “degree,” “type,” and “dimensions” of international economic integration. Contrary to the trilemma, the multi-faceted nature of the choices means there are no inevitable implications for sovereignty or democracy. Globalization is an intrinsically political project. To the extent it is now driving a nationalistic anti-democratic turn in politics, responsibility lies with political elites.

Angola’s “paradox of plenty,” as a country with rich resources and poor development outcomes, makes it ideal for the study of capital flight. With the fifth largest economy in sub-Saharan Africa, the country is known not for what it has done with its vast natural resource endowment, but what it has failed to do with it. The country features prominently in the literature on the ‘resource curse,' as the discovery and exploitation of petroleum has suffocated the development of other economic sectors while profiting the national elite and its foreign partners. This has been accomplished notably through establishment of a powerful parastatal to manage oil, Sonangol, which observers have described as “an island of competence” yet has been instrumental to wealth extraction. Angola’s oil and diamonds also played a critical role in motivating and financing the country’s prolonged and devastating civil war.

It is difficult to find much to celebrate about the current conjuncture, marked as it is by deeply destructive incoherence. The best that can be said is that we are in an interregnum. But I suggest that today’s incoherence also includes productive and even transformative moments. I argue that incoherence in global financial governance should be understood as productive in several respects. It is creating and widening alternative spaces in which some of the values, practices, tools, objectives, and goals associated with embedded liberalism can be rearticulated in a world in which there is no “order,” American-led or otherwise. The silver lining of incoherence is that it creates space for experimentation and innovation unconstrained by an overarching “ism.” Incoherence is creating exits or leakages from noxious national and global policy environments, rendering it less poisonous than it would be in the absence of ideational aperture and contestation, competing policies, institutions, networks, and poles of power. The abdication by the US of its traditional role of global coordination and discipline, as exerted under the post-war embedded liberal or the neoliberal American-led orders, is creating opportunities for more permissive and varied “reembededness” and diverse forms of economic integration. The emerging regime reflects neither your grandmother’s American-led order 1.0 or 2.0. In this morbid post-American interregnum there is no singular “ism” or “alternative order,” a fact that I do not mourn.

UN Security Council Resolution 1325 was unanimously supported in 2000. Twenty years in, even with such broad ranging support, progress towards the goals of Women, Peace and Security (WPS) has been slower than expected. In Canada and the United States, there is a legal mandate to incorporate Women, Peace and Security in the military and civil service sector, but implementation has been met with many challenges. Trainings and educational programs on WPS are created in silos such as academia, military, government, etc., and are often ad hoc. WPS and gender-based analysis must be mainstreamed throughout the entirety of the defense sector. Professional military education (PME) was identified as a key area to target to ensure a broader knowledge base and application of the WPS agenda. Key Findings: Introduce gender analysis/gender-based analysis plus (GBA+) early in the career of military and civil service members, treating it as a core capacity integrated throughout all levels and aspects of training and education; Start with the gender assessment of a situation to mainstream gender at the beginning of a decision-making or project design process; Integrate gender analysis/GBA+ and the WPS framework in operational military planning and training scenarios as taught by PME; Prioritize cross-pollination between PME, academic institutions, and policymakers for successful integration across the field; “real-world” applications, curriculum design, terminology/vocabulary, research, and theory should all inform each other; Ensure frequent consultation with civil society to design, monitor, and evaluate implementation of strategy and commitments; Professionalize the field with regular convenings and budget support that demonstrate institutional commitment to gender analysis/GBA+ and integration.

While technology offers immense potential for humanity, the digital ecosystem has also revealed a darker side - and it is closely intertwined with gender inequality. From lack of participation and access to gender-based bias, harassment, and abuse, women’s experiences in the technology space and with digital platforms are often amplifying inequalities. These issues are not central priorities for technology leaders or policymakers, much like other facets of society. There are pockets of attention on gender dynamics, but they are siloed from one another, and this has prevented a full picture of the landscape or its broader implications. Despite some calls for values-driven or human-centered technology development, and for embedding human rights into technology policy, international policy frameworks that underscore human rights and gender equality are largely missing from the conversation. The proliferation of disinformation, targeting of women political candidates, or marginalized groups such as LGBTQ+ communities on Twitter, Facebook, TikTok, and other platforms, are repeating patterns and events in the digital ecosystem that have significant consequences for society. We were able to identify these system failures as repeating events that affect at least 50% of technology companies’ end-users--and half of the world’s population. For policymakers, the costs of ignoring these trends could lead to new technology, peace and security structures, processes that weaken core human rights, and gender equality norms and obligations around the world.

Outgoing President Donald Trump has left office with his lowest favorability ratings since the summer of 2016. In the wake of the January 6 riot at the U.S. Capitol and Trump’s impeachment for inciting the riot, 31% of Americans hold favorable views of Trump, while 67% hold unfavorable views of him, including a 54% majority of Americans who hold very unfavorable views of him. In November, after the election, 37% of Americans viewed Trump favorably and 62% unfavorably. Then, 44% viewed him very unfavorably.

The divisions within the Republican Party have been on clear display in the wake of the tumultuous end to Donald Trump’s presidency, which included a violent insurrectionist takeover of the U.S. Capitol on January 6. In the aftermath, will the party remain loyal to Trump and embrace its more extremist parts, or will it try to expel the extremists and risk losing considerable support? The answer seems to be leaning toward Trumpism and extremism in some ways, particularly with calls to “move on” from the January 6 riot and the Republican Party’s refusal to sanction Rep. Marjorie Taylor Greene (R-GA) for embracing and championing violence against Democrats. However, some Republicans, including Senate Minority Leader Mitch McConnell (R-KY), have specifically said there is no place for conspiracy theories in the party. But McConnell has notably stopped short of supporting most measures for holding Trump accountable for the events of January 6.

Despite frequent disagreement on how to implement freedom of religion, the vast majority of Americans understand the basic religious protection offered by the First Amendment to the U.S. Constitution. Nearly nine in ten Americans (88%) agree that the U.S. government cannot establish an official religion or favor one religion over another, including 68% who completely agree with this statement. Only 11% of Americans disagree with the idea that the government cannot establish an official religion. Overwhelming agreement with this statement is consistent across all demographic groups. Large majorities of all religious groups agree that the U.S. government cannot establish an official religion or favor one religion over another, including white mainline Protestants (94%), white Catholics (90%), religiously unaffiliated Americans (88%), Protestants of color (84%), and white evangelical Protestants (82%).[1] All partisans are equally likely to agree with the statement that the U.S. government cannot establish an official religion or favor one religion over another, including 91% of Democrats, 88% of independents, and 86% of Republicans.

More than three in four Americans (76%) favor laws that would protect lesbian, gay, bisexual, and transgender Americans from discrimination in jobs, housing, and public accommodation. Less than one in five Americans (19%) oppose nondiscrimination protections for LGBT Americans. Around one-third of Americans strongly favor nondiscrimination protections (34%), compared to less than one in ten who strongly oppose them (6%). Majorities of nearly every subgroup of Americans favor LGBT nondiscrimination protections, across race, age, religious, and partisan lines. The present level of support is higher than any PRRI has recorded in previous years, and is a significant increase from 2019, when 72% of Americans favored nondiscrimination protections for LGBT Americans. Prior to 2019, support for nondiscrimination protections hovered around seven in ten Americans: 69% in 2018, 70% in 2017, 72% in 2016, and 71% in 2015. The increase in support for LGBT nondiscrimination protections since 2015 has largely come among Americans of color and white mainline Protestants. White mainline Protestants and Black Americans have grown 10 percentage points more likely to favor nondiscrimination protections for LGBT Americans from 2015 to 2020 (from 73% to 82% and 65% to 75%, respectively). As the U.S. navigates evolving dynamics related to COVID-19 vaccine hesitancy and access, there has been a dearth of hard data to understand the cultural dynamics of this problem, and even less rigorous data available to understand how faith-based interventions might mitigate vaccine hesitancy and resistance. The PRRI–IFYC Religion and the Vaccine Survey, the largest study conducted to date in this area, reveals that faith-based approaches supporting vaccine uptake can influence members of key hesitant groups to get vaccinated and thus can be a vital tool for the public health community as we work toward herd immunity. Faith-based approaches are influential among vaccine hesitant communities. More than one in four (26%) Americans who are hesitant to get a COVID-19 vaccine, and even 8% of those who are resistant to getting a vaccine, report that at least one of six faith-based approaches supporting vaccinations would make them more likely to get vaccinated.

Abstract:
The far-right conspiracy theory movement known as QAnon emerged on the internet in late 2017 and gained traction throughout former president Donald Trump’s time in office. QAnon’s core theory revolves around Satan-worshipping pedophiles plotting against Trump and a coming “storm” that would clear out those evil forces, but the movement has also been described as a “big tent conspiracy theory” that involves a constantly evolving web of schemes about politicians, celebrities, bankers, and the media, as well as echoes of older movements within Christianity, such as Gnosticism. To understand how this loosely connected belief system is influencing American politics, religion, and media, we fielded three questions, each containing a tenet of the QAnon conspiracy movement.

Abstract:
Parents and guardians of children under the age of 18 are less likely to be vaccine accepters than those without children under 18 in their households, according to data from the latest PRRI-IFYC vaccine report.[1]About six in ten parents (61%) say they have gotten or will get a vaccine, 21% are hesitant, and 17% say they will not get a COVID-19 vaccine. By contrast, Americans without children under 18 in their households are more likely to be acceptant (76%) and less likely to be hesitant (13%) or refusers (10%).

Abstract:
According to new data from PRRI, majorities of Americans say white supremacist groups (59%), former president Donald Trump (56%), and conservative media platforms that spread conspiracy theories and misinformation (55%) shoulder a lot of responsibility for the violent actions of the rioters who took over the U.S. Capitol on January 6. These views have stayed remarkably stable since mid-January, when 62% placed a lot of blame on white supremacist groups, 57% on Trump, and 57% on conservative media platforms that spread misinformation. There are not significant differences between these numbers and January data within subgroups, either. Additionally, about four in ten Americans put a lot of the blame for the Capitol riot on Republican leaders (41%), and 29% put a lot of the blame on white conservative Christian groups. Despite the lack of any credible evidence that substantial numbers of liberal or left-wing groups participated in the riot, 38% put a lot of blame on these groups.
