The determination of regional actors in the Middle East to procure or develop ballistic and cruise missiles shows no immediate signs of abating, and the possibility of even further regional proliferation has driven calls to explore the application of arms controls to manage regional missile developments. This paper surveys the evolving missile landscape in the Middle East and considers some of the possible options for regional missile control. Missiles have long played a key, if relatively understudied, role in Middle Eastern security dynamics. According to Dennis Gormley’s 2017 estimate, over 90% of all missiles used in conflict since the Second World War have been in the Middle East. Today, the determination of regional actors to procure or develop ballistic and cruise missiles shows no immediate signs of abating. Missiles play a growing role in national defence doctrines in the region and many states are driven to acquire them due to the increasing appreciation of their utility as conventional precision-strike systems, as well as symbols of military prowess. Their frequent use by local and external powers in recent and ongoing conflicts in the Middle East and the possibility of even further regional proliferation have driven calls to explore the application of arms controls to manage regional missile developments. This paper surveys the evolving missile landscape in the Middle East and considers some of the possible options for regional missile control. These two themes form the paper’s two parts. The paper starts by exploring some of the key contemporary trends related to missiles in the Middle East. It examines the various regional powers interested in advanced missiles and the emergence of non-state actors as users and developers of missile technology. It also explores the regional appeal of cruise missiles and considers the growing use of advanced missiles as conventionally armed stand-off weapons. Finally, this section explores the regional interplay between offensive and defensive missiles. The second part of the paper charts some of the recent attempts to develop regional arms controls and considers some of the approaches to missile control, including some cross-cutting themes that any missile control efforts might wish to address. While missile holdings in the Middle East have grown in terms of the types, ranges and platforms used, this paper focuses its examination on ballistic and cruise missiles of ranges exceeding 250 kilometres. The value and reach of this range can vary in different sub-regional settings but is used here as a rough metric indicating the ability to target across borders, as well as a reflection of a degree of technical capability. While the paper incorporates land-attack missiles, it excludes missiles that are closely tied with battlefield or tactical missions, such as those with shorter ranges as well as anti-ship and air-defence platforms. Similarly, armed uninhabited aerial vehicles (UAVs) are excluded from the analysis. While their use has grown in prominence, particularly in some regional conflicts including in Syria, Libya and Yemen, they form a separate category of weapons with distinct dynamics, and thus pose different questions for arms control.

Abstract:
Similar to other countries, Lebanon experienced the challenges that the COVID-19 pandemic imposed on its healthcare system. Physicians, among other healthcare workers, felt the large toll of the pandemic. The growing number of physicians infected with the coronavirus has uncovered gaps in the policies and laws meant to protect and ensure physician safety. These include gaps in physician coverage for healthcare, disability, and death, in addition to particular vulnerabilities of trainee physicians, along with the absence of specific laws, strategies, and agencies to ensure the safety of the healthcare work environment. This paper highlights these gaps and proposes solutions to address them.

14556. Environmentalism After Decentralization: The Local Politics of Solid Waste Management in Tunisia

Abstract:
Ten days before the end of 2020, Mustapha Laroui, then Minister of Environment and Local Affairs, was dismissed from his post on suspicion of corruption. Laroui served in Tunisia’s ninth post-revolution government, headed by Hishem Mechichi who also kicked him out of office. He was arrested the same day. The scandal that ended Laroui’s career in government concerns facilitating the transfer of 282 containers equivalent to 480 tons of Italian waste to Tunisia via the port of Sousse.1 The full extent of the scandal was revealed after the investigative TV show “Al Haqa’eq al Arba‘a” (the four truths) ran an episode on 2 November 2020 uncovering the scale of the problem. Twenty-three additional suspects were arrested and questioned in relation to the scandal, including the director of the National Agency for Waste Management (ANGED), who was later released, and a Tunisian diplomat based in Naples. Though it made the news in November, the imported waste had been sitting in the port of Sousse since early 2020. Reports indicate that the deal that brought southern Italian waste to the Tunisian shore was signed between the export-oriented Tunisian firm Soreplast and the Naples-based Italian firm Sviluppo Risorse Ambientali Srl. Contrary to the media narrative – whereby Soreplast had allegedly imported post-industrial plastic waste to process, recycle, and export – the formal contract indicates that the objective was the permanent elimination of the waste in Tunisia, with a price tag of 48 euros/ton, not to exceed 120,000 tons per year, for a total value of 5 million euros. Dirty scandals haunt Tunisia’s solid waste management sector. An investigative report published by Nawaat2 in May 2015 focused on the rampant corruption in the management of the country’s largest controlled landfill, the landfill of Borj Chakir in the municipality of Sidi Hassine, a southern suburb of Tunis with a number of working-class neighbourhoods (quartiers populaires).3 A pithy summary describes the situation: solid waste management is a highly lucrative sector where opacity and corruption are not only endemic but also institutionalized. The report exposes the rigged public tendering process which enabled the French company PIZZORNO Environnement headed by François Léotard to win the contract for the management of the Borj Chakir landfill because of Léotard’s friendship with ousted president Zine El Abidine Ben Ali. The infractions were reported in a 350-page investigation prepared by Abdelfattah Amor, 4 which addresses corruption and embezzlement affairs across sectors perpetrated by the authoritarian regime and its cronies. The creation of ANGED in 20055 as a public non-administrative agency responsible for solid waste management (henceforth SWM) seems to have facilitated institutionalized corruption in the sector. Starting in the 1990s with the acceleration of neoliberal policies, a veneer of awareness-raising campaigns to create environmentally conscious citizens hid institutionalized corruption in SWM from public view. Labib (figure 1) was the emblem of these campaigns. The environment mascot whose statues filled roundabouts across Tunisia is associated with the RCD (Constitutional Democratic Rally), the one-party-state of the authoritarian regime. After the revolution, most of these statues were vengefully destroyed in protest. Those still standing are a reminder of the powerful ideas the authoritarian regime ingrained in citizens’ minds about the environment, and which encompass two elements: aesthetics (decorating public spaces with statues) and moral uprightness, measured in terms of conforming to a specific behaviour, such as not littering. Framed like this, environmental protection was a personal moral responsibility rather than a societal political-economy question related to patterns of consumption, the inevitable waste these patterns create, and ways of disposing of the produced waste. Nonetheless, Labib did help raise awareness about environmental protection. Although the removal of most of these statues is a break from the authoritarian regime, no awareness-raising efforts have replaced the mascot.

As part of rethinking Lebanon’s policies in light of the current crisis, this paper proposes key reforms to make tax incidence more progressive; strengthen tax compliance; and broaden the tax base. It also calls for considering a one-off wealth tax to help resolve the current crisis in a socially fair manner. It posits that the fight for fiscal justice and effectiveness needs to become more central in political debates as a just fiscal system is a requisite of any vision for a “new Lebanon”.

In Algeria, feminism is still perceived as a minority movement; neither the regime nor the opposition gathered under the Hirak seems interested in supporting it. Often subsumed within greater calls for democracy, feminists find themselves a target for slander and accusations of division. This paper explores the interlinkages between the Hirak and feminism and explains how the two can be one movement with a common goal.

The phenomenon of mobilization among the diasporas emanating from the MENA region is in many ways not new. Historic diasporas communities, such as the Armenian, Palestinian, Kurdish, and Lebanese, have existed for multiple decades, and their contributions to their homelands has been both documented in the literature and promoted by policymakers and development organizations alike. This includes both the economic impact of MENA diasporas and the critical importance of financial remittances to supporting development and growth back home,1 but also various forms of political mobilization that have been undertaken by diasporic communities for the purpose of contributing to nation/state-building2 and recognition processes3 or, under certain conditions, contesting homeland regimes.4 In this vein, much of the literature has focused on more traditional forms of diaspora political mobilization,5 including lobbying and advocacy work designed to shape international public opinion and pressure foreign governments. The idea that Arab diaspora communities can be viewed not only as an economic actor but also, potentially, a political one is not in itself new. Yet, much of this literature on Arab diasporas has been focused on unidirectional flow of remittance – from those in diaspora back to the homeland. Likewise, the view of diaspora communities as either a resource to be harnessed or a threat to be contained has been largely informed by the political and geopolitical realities of host and home states.6

14565. The Long Shadow of War: Mobilization Dynamics of the Yemeni Diaspora since 2011

Abstract:
In the aftermath of the 2011 uprising and ensuing descent into protracted conflict, a new wave of Yemeni migration has transpired, marked by different sociopolitical profiles than previous waves of migration but the transformation in places of destination. As a result, existing Yemeni diaspora communities in countries such as the UK and the US have seen important changes in the economic and political make-up of their members, while new diaspora communities have emerged in countries heretofore largely off the radar of Yemeni migration. Importantly, these transformations in Yemeni migration are also a reflection of conflict dynamics, which pattern the destination of migrants but also the relationships within diaspora communities and their mobilization dynamics towards Yemen. This latest wave of conflict-motivated migration is characterized by the large number of intellectual and political elites; however, this has not necessarily translated into sustained political engagement or mobilization for the sake of peacebuilding and/or reconstruction. Looking at Yemeni diaspora communities in three countries of destination – the UK, Egypt, and Turkey – reveals how the space of freedom for organization that each country provides, as well as conflict dynamics back home, impact the nature and positionality of the particular community in question and shape the forms of and possibilities for diaspora mobilization. Based on more than twenty interviews and a review of the activities of more than twelve Yemeni diaspora organizations working in UK, Egypt and Turkey, this paper assesses the political, cultural, and social roles that the Yemeni diaspora is trying to play both towards the diaspora itself and towards Yemen, and how these are impacted by the long shadow of the conflict in Yemen. While the UK diaspora does engage in political mobilization, this is marked by trends of polarization and the external intervention of parties to the conflict that seek to garner support for their cause through their diasporic communities. Meanwhile, for the Yemeni diasporas in Turkey and Egypt, the constrained civic space and fear of exacerbating internal frictions that mirror those back home has meant that mobilization is geared towards the provision of social services and culture activities rather than political remittances towards Yemen. Thus, while diaspora political organization in support of conflict resolution could in theory be possible, the characteristics of these diaspora communities, along with the political opportunity structures of host societies, have translated to a decreased overall capacity for political mobilization for the purpose of peacebuilding.

14566. Straddling Liminality and Active Engagement: Understanding Mobilization Patterns of the Libyan Diaspora

Abstract:
The NATO campaign to unseat long-time Libyan dictator Muammar Gaddafi in 2011 was met largely with support by Libyans living in exile. Many had not set foot in their country in decades – some not even since 1969, the year Gaddafi carried out his coup d'état against King Idris I – and in diaspora they formed a close-knit community of intellectuals, doctors, professors, artists, politicians, and other civil society activists who acted as an opposition force to the regime. With the tragic unfolding of what started as the Libyan uprising in 2011, which morphed into a protracted civil and proxy war, the Libyan diaspora has enlarged to include new categories of activists and political actors seeking refuge abroad but also new socio-economic groups who are fleeing the deteriorating economic and security conditions. Yet despite this diversification in the profiles of those in diaspora, the conflict has never undermined the efforts of Libyans in exile to rebuild a semblance of a community that can mobilize for promoting peace and reconciliation. Building on the rich networks that were made with Western and Arab policymakers during the long years of exile, the Libyan diaspora, which has never been a monolithic entity, has been able to contribute to changes that have occurred in the country since the fall of the Gaddafi regime. This study explores the formation of Libyan exile communities since 2011, the different relationships they harbor vis-à-vis the homeland, and some of the different roles they have assumed in building the imagined community and in participating in the rebuilding of the country. Through exploration of the nature of the diaspora and its geographical distribution, and with particular focus on those in Tunisia vs. those in the UK and US, the study assesses the diasporic character of Libyans in exile. The research finds that issues related to peacebuilding, reconciliation, and the empowerment of women and minority groups act as nodal points for diasporic Libyans who, despite their different ideological, cultural, and tribal affiliations, can find common ground when discussing the future of post-Gaddafi Libya.1 Yet, in exploring the work of Libyan diaspora organizations and contextualizing the different waves and destinations of exodus, the research also observes quite different patterns of diaspora mobilization. More precisely, the research finds that the relationships between those in diaspora and the Libyan homeland differ according to relationship, as do the political opportunity structures, which have an implication on the type of mobilization that occurs. In this way, Libyans in diaspora in Tunisia – who maintain patterns of circular mobility and often harbor hopes of return, and who perceive more threats if engaged in political mobilization – tend to either remain under the radar or to engage through the activities and frameworks of international organizations located in Tunis. On the contrary, those in Western capitals have been able to cultivate relationships with foreign policymakers and international organizations for advocacy and lobbying purposes in favor of transitional processes. In all cases, though, direct political participation of Libyans in diaspora in homeland politics has faced a number of institutional, legal, and perceptional barriers, which nonetheless show signs of being able to be overcome through shared belonging to the Libyan imagined community. Based on structured and semi-structured interviews with four members of the Libyan diaspora, an online questionnaire distributed through a popular Libyan podcast series, a conversation with the Libyan podcast series’ creator and my attendance of two Zoom conferences of a Libyan diasporic organization, and drawing on existing statistical data as well as a qualitative review of social media content of Libyan exile groups, carried out between September 2019-January 2021, the study provides an assessment of how members of the Libyan diaspora relate to the homeland and to each other, and how these relationships contribute to different patterns of mobilization. The study concludes with a few recommendations to Libyan and international policymakers regarding how best to support the Libyan diaspora in the implementation of their efforts designed to promote reconciliation, peacebuilding, institutional reform, and transitional justice for Libya.

14567. The UK Iraqi Diaspora and their Mobilization towards Iraq: Homeland Politics, Internal Dynamics, and the Fragmentation of Diasporic Transnationalism

In 2003, for the first time in decades, Iraqis in the diaspora were able to return to their former homeland and help in the rebuilding of their country. Many returned in 2003 with ambitious plans and ideas to help in the country’s development, some through political parties and others through civil society. Due to political developments in Iraq however, and the subsequent ethno-sectarian political system installed under the US-led intervention, diaspora mobilization has been affected and shaped by homeland politics and dynamics, privileging some while thwarting others. Indeed, the post-2003 political system contributed to the fragmentation of diasporic mobilization along ethnic and sectarian lines due to homeland political dynamics. This, in turn, has shaped the issues and the type of transnational and translocal mobilization carried out by different groups. Focusing predominantly on the UK context and to a lesser extent the Swedish one,[i] this study explores both top-down and bottom-up approaches to Iraqi diaspora transnational mobilization, and assesses the opportunities and constraints for coordination in diasporic transnationalism. Drawing on 15 semi-structured interviews conducted with community gatekeepers, organizational representatives, and professionals working in specific sectors, as well as numerous informal interviews, and supplemented by interviews conducted from 2013 to 2018 in both London and Stockholm, this study assess the different waves of migration and socio-economic profiles of Iraqi migrants, how pivotal moments in Iraq’s recent history have affected diasporic transnationalism, and underlines the hindrances to mobilization. The study finds that where the first waves of UK migration saw the arrival of political and religious elites, medical professionals, and artists, latter waves saw the arrival of less skilled and educated workers, as well as refugees. This provides the background both to Iraqi diasporic mobilization and links to the post-2003 political system and to the fragmentation that would ensue. While some diasporic elites went on to serve in the Iraqi government, other diaspora individuals worked through civil society, providing development, training, knowledge transfer, and social welfare. The study also finds that the instability in Iraq, homeland dynamics affecting the positionality of groups vis-à-vis the country, and lack of funds are major obstacles to broader mobilization. To this point, while there is no denying the will of the diaspora to help in the rebuilding of Iraq, distrust in the diaspora among ethnic and sectarian groups presents a particular challenge to collaboration and cooperation. Building trust and reconciliation, helping to create a platform between diaspora groups, the wider public, and Iraqi organizations, and focusing efforts on cultural, heritage, health, and developmental issues – and avoiding party politics – could help overcome these obstacles to allow the diaspora to play a greater role in supporting the Iraqi state and society.

Historic diasporas communities, such as the Armenian, Palestinian, Kurdish, and Lebanese, have existed for multiple decades, and their contributions to their homelands has been both documented in the literature and promoted by policymakers and development organizations alike. This includes both the economic impact of MENA diasporas and the critical importance of financial remittances to supporting development and growth back home,1 but also various forms of political mobilization that have been undertaken by diasporic communities for the purpose of contributing to nation/state-building2 and recognition processes3 or, under certain conditions, contesting homeland regimes.4 In this vein, much of the literature has focused on more traditional forms of diaspora political mobilization,5 including lobbying and advocacy work designed to shape international public opinion and pressure foreign governments. The idea that Arab diaspora communities can be viewed not only as an economic actor but also, potentially, a political one is not in itself new. Yet, much of this literature on Arab diasporas has been focused on unidirectional flow of remittance – from those in diaspora back to the homeland. Likewise, the view of diaspora communities as either a resource to be harnessed or a threat to be contained has been largely informed by the political and geopolitical realities of host and home states.6 Our observations of diaspora political mobilization dynamics and the role that Arab diasporas can play in shaping homeland politics have been enlarged since 2011. Over the last decade, the many political, social, and economic upheavals that have transpired in the region – spanning national uprisings challenging the existing order, deepened authoritarianism and the closure of civic space, economic collapse and the undermining of collective morale, and the onset of violent intractable conflict – have produced multiple waves of migration of those seeking safe harbor abroad.7 While the image of Syrian migrants partaking in dangerous journeys to reach European shores dominates the popular narrative, the reality of this exodus from the Arab region over the last decade is much more complex.8 Indeed, what has evolved in the post-2011 period are Arab diaspora communities that have different and more diverse sociopolitical profiles from earlier epochs, with different degrees of attachment, identification to, and engagement with their homeland – both among new arrivals but also, importantly, those who have long since been in diaspora or who are second or third generation abroad. These Arab diaspora communities have also seen increased dispersal in terms of the geographic locations of resettlement, including both the enlargement and heterogenization of existing host sites but also the emergence of new destinations. Alongside these transformations in the profiles and locations of these Arab diasporas has been the emergence of new forms of political remittances, involving the transfer of political ideas, norms, and practices in multidirectional flows that challenge the state-bounded concept of transnational politics.9 These new political remittances and forms of diaspora community organization and mobilization are in many cases actively seeking to make substantive changes to homeland politics and to respond to the cascading crises at home. Yet in other cases, they are instead efforts on the parts of diaspora members to navigate the liminal and uncertain status of being caught somewhere along the spectrum of “here” and/or “there.” This collection of studies, written by Oula Kadhum, Houda Mzioudet, and Maysaa Shuja Al-Deen, seeks to investigate more closely these transformations within Arab diasporas in the post-2011, and to shed light onto what is actually “new” about them. Through three in-depth case studies looking at Iraqi, Libyan, and Yemeni communities in different locations abroad, the studies presented here assess the transformations within these diasporas in terms of profiles of members and locations of exile and how conflict dynamics at home inform not only patterns of migration but also relationships within diaspora communities themselves. The studies also expose new forms and directional flows of political remittances that are taking place, and the various factors that mediate the act of remitting politically. This includes assessing how political identity is formed/transformed through the experience of exile and observation of conflict dynamics from quite different external vantage points, as well as the impact of multiple and overlaying political opportunity structures. Finally, the studies shed light on the impact of these political remittances and offer an assessment of the opportunities and constraints that these new Iraqi, Libyan, and Yemeni diasporas face in their own efforts to contribute to rebuilding, reconstructing, and reimagining their homelands.

Decarbonising the current energy system does not secure a sustainable future if challenges beyond carbon emission are ignored and the economic model which continues to exacerbate the challenges we face is not rectified. Genuine environmental reform requires an intersectional approach, one which does not just patch over problems but instigates reform. The socio-political and environmental crises we face are symptoms of the same problem and must be treated as such. In order to reach a sustainable future, policies should resolve current issues without creating or exacerbating existing challenges. If there is a reason for social movements to exist, it is to challenge dominant values as flexible and changeable and to offer alternative ways to live. Across the MENA region, there are growing calls - from experts and activists - for reform in the region to simultaneously deal with wider socio-political issues whilst decarbonizing energy systems. In the MENA region, states are preoccupied with developing renewable energy (RE) at large scale. Examples include Morocco’s Ouarzazate Noor Solar Plant and Dubai’s Mohammed bin Rashid Al Maktoum Solar Park. This is an extension of the existing energy model. Megaprojects are political as much as economic projects. They support exclusionary political regimes and enable states to strengthen existing socio-political systems, and thus further reduce the political autonomy of the individual. Energy megaprojects are projections of state centralization, as they require no input from the localities in which they are placed. They therefore actively reduce political freedom. An alternative model - the decentralised RE model - allows for ownership and operation of RE to remain in the communities where it operates. Solar and wind technology is scalable, whereas previous technology was not. This allows for the creation of an energy system that is not only sustainable but also democratically owned and designed, and socially just. A decentralised system, whereby individuals have a direct say in how their energy systems operate, is vital in ensuring energy justice is achieved alongside climate justice.

A large proportion of Syria’s population lives in informal housing, with estimates that informal housing represented 30 to 40% of total dwellings before the 2011 uprising. Such housing was particularly prevalent in the peri-urban areas that have suffered most of the destruction and displacement during the subsequent conflict. Despite its prevalence, informal housing and the rights of its residents have not received sufficient attention in recent policy discussions around Syria’s reconstruction or with respect to protecting the rights of Syrians to housing. In recent years, the government has approved tens of regulatory master plans in different cities for ‘reconstruction’ and ‘development’. While little actual reconstruction has taken place because of the economic crisis, the economic sanctions, and the absence of international funds, these master plans have paved the way for the government to begin with deliberate mass-scale demolitions in many areas. An examination of the few approved reconstruction projects that have proceeded shows some commonalities: most of the approved master plans are targeting areas of informal urban settlement, and the few projects that have advanced on the ground have tended to be in informal urban settlements. These patterns raise many questions about the government’s intentions and plans for reconstruction and make it clear that informality needs to be a core element in the reconstruction debate. This policy research report aims at mapping and analysing the government’s approach towards informality. It starts by laying a pre-2011 historical background about the interlinks between the rise of informality in Syria and the Ba’ath government’s socialist approach towards housing provision and land management. It provides a critical reading of the trajectory of the legal framework, which underpinned the government policies on land management, arguing that informality was a natural product of the government’s chronic and systematic failure in coping with the increased needs for housing. The report then examines the evolution of the government’s post-2011 approach to informality. It maps a series of planned and ongoing reconstruction projects in several neighbourhoods across different cities in Syria while closely observing the legal foundations underpinning each case, the official narratives around them, the implementations procedures, the progress made, and the impact of these projects on the population. The research deepens this analysis through two detailed case studies: al-Qabun district in Damascus suburbs and al-Haydariyya district in east Aleppo. This selection is based on profound similarities between the two areas that were both opposition strongholds severely impacted by the military campaigns waged by the government to retake them but also the significant difference in the legal frameworks governing the reconstruction, the phase of implementation of the reconstruction project, and, most importantly, the type of land ownership, with al-Qabun existing on private land in contrast to al-Haydariyya where the authorities expropriated the land long before the conflict. Drawing on the interlinks between the different case studies and the historical contexts of the conflict, the research concludes with observational patterns about the political, economic, and technical interests and motivations that might have shaped the government’s approach to informality. It finds that the government has found in the massive informal reality of Syrian cities — which predates the conflict — a loophole through which it can advance a major politically loaded gentrification process that would reconfigure the reality of post-conflict Syria in favour of capitalist cronies at the expense of the rights of local residents. This insight has not yet gained sufficient attention in the important work conducted by Syrian and international actors attempting to tackle the consequences of the government’s urban planning system and its legislative framework that is currently paving the ground for wider reconstruction. Addressing the situation is not just a matter of acknowledging some forms of informal land-tenure in the current legal frameworks. It requires reframing our understanding of informality beyond its mere articulation as a form of illegal tenure.

14583. Questioning Participation in Ramlet Bulaq, Cairo

Since the 1990s and the onset of the liberalization of Egypt’s economy, Cairo has experienced a major process of privatization of urban spaces with State and private developers forcibly removing residents of informal neighborhoods, often referred to as `Ashwa’iyat, from central Cairo to replace them with new developments destined for the “elites”. One of the neighborhoods that illustrates these dynamics is Ramlet Bulaq, a central area located on the eastern side of the Nile. Historically the area consisted of highly industrial plots and small crafts spaces. Starting in 1996, the state and wealthy private developers began displacing local residents and new buildings, such as the Nile City Towers, emerged in their stead. Efforts to displace the local residents in Ramlet Bulaq met forms of resistance by the local community. These forms of resistance intensified after the 2011 revolution, when activists joined local residents in their efforts to oppose forced displacement and began proposing alternative development schemes. The struggle over the area magnified after 2012, when clashes occurred between the guards of the Nile City Towers and local residents. In this paper, I narrate the process of mobilizing against forced eviction in Ramlet Bulaq from 2012 to 2015. I, alongside many others, tried to follow a model of participatory community design in order to upgrade the neighborhood that was classified as informal settlement by the Informal Settlement Development Fund since 2010. Despite years of mobilization, most of the families of Ramlet Bulaq ultimately ended up selling their plots to the developers of Nile City Towers exhausted by years of struggle. They have since moved elsewhere. I reflect on some of the reasons of this failure to counter the developments taking place and reflect on some of the limitations of participatory approaches when power dynamics are stacked against local communities.

The reconstruction of the Palestinian refugee camp of Nahr al-Bared in Northern Lebanon, destroyed in 2007 after fierce battles between the Lebanese army and an armed Islamist group, is sometimes suggested as a useful case study that can inform reconstruction processes in Syria. Such impressions usually emerge due to the relative success of the local activists – who hailed from a refugee camp where residents lived in informal housing with little formal legal protection – in confronting the security visions of the Lebanese State and military for the reconstruction of the camp. This paper aims to discuss the usefulness but also the limitations of the Nahr al- Bared reconstruction experience to the Syrian context.

Strong trade unions and professional associations are among the most important forms of civil society organizations. These organizations are the best suited to contribute to overcoming dictatorships, driving democratic transformation, promoting freedoms, and ensuring that economic and social rights are maintained in the various sectors which they regulate. These include health, education, housing, transportation, labour and employment, freedom of association, as well as the right to protest and strike. Professional associations, such as labour unions, have always been a target for totalitarian regimes in the Arab region. Autocratic regimes aim to control organizations and unions, void them of any substance and goals, and exclude them along with their leadership from professional and political participation that might potentially lead to networks and connections that could threaten those regimes or even advance the interests of union members. Nonetheless, the Arab region has seen a few experiences where efforts were mobilized to organize, overcome the aforementioned context, and impose successful attempts to change it. Among these experiences is the Sudanese Professionals Association (SPA) – the most prominent organized effort in the protests that led to al-Bashir’s resignation on 11 April 2019 after years of networking attempts among independent trade unions and months of various means of protest. This study explores how we can understand the role of independent trade unions in the democratic transition based on the Sudanese experience. It also looks at the capacity of these organizations to challenge attempts by dictatorial regimes which prevent associations that may drive or lead any social chance that opposes them. This paper will also examine various dimensions of the current experience based on the previous historical context of trade unions in Sudan before the SPA and subsequent mobilization efforts. Additionally, it seeks to analyze the SPA’s structures, alliances, development before, during, and after the December Revolution, as well as decision-making mechanisms. The study also considers the SPA’s role in the movement, negotiations with political forces and the army during the transitional phase, organizational challenges in the current political context, and its structural alignment with the assumed roles as well as potential prospects. This study uses an analytical approach based on desktop research and the analysis of articles and texts concerning the SPA. It also reviews the SPA’s discourse during the transitional period, relationships with other parties based on firsthand accounts, statements and documents it issued, and written views of its members. A series of interviews with some members and key figures have been conducted, taking into account the gender and age diversity within the SPA community.

Egypt has had a long history of trade union action and labour movements, even long before the January 2011 Revolution. It dates back to several periods during the 19th and early 20th centuries and is marked by mass and diverse union movements, despite various attempts by the State to quell it. However, the movement at times did indeed succumb to the wide control of the State through an institutional framework. As such, the Egyptian Trade Union Federation (ETUF) was founded in 1957 and was followed by long and significant periods of struggle.1 It is also important to note that the Center for Trade Union and Workers’ Services (CTUWS) was founded in 1990 by labour leaders who strongly believed in the independence of trade unions. These leaders were born out of the Egyptian Labour Movement, which prospered in the late 1980s outside of the official trade union structure, following the 1986 railway workers strike, and the 1989 iron and steelworkers strike.2 This paper aims to highlight the internal problems that face independent trade unions. It is primarily referring to the trade unions independent from the state-controlled ETUF and explores their activity from 2004 up until 2015. This contemporary period also includes major milestones that have affected independent unions in the Arab world’s most populous country.

This analysis starts by providing a brief historical overview of Algeria’s trade union experience. It considers the movement’s historical depth, doctrinal foundations, and significant milestones. It then explores the conditions that contributed to the rise of independent unions in their earliest form, as well as their evolution over time in terms of demands, labour rules, and utilized methods of expressing demands – such as prolonged and recurrent strikes. The study also examines the relationships between unions and official political institutions, which directly introduced roles assumed by skilled middle-class workers during a time of political and socio-economic turmoil. This situation has raised concerns from middle-class Algerians, who have become accustomed to the comfort zone and protection of the rentier national state and have therefore turned to union action – a novelty for the middle class. Since Algeria’s independence, skilled middle-class groups have acted as a “political force” and a sizeable part of the regime’s social base within national state institutions. Their union, party, and administrative experiences were fundamental to state bureaucracy. These groups also promoted ideological propaganda from within official educational, religious, and media structures they monopolized. They were empowered by their education and command of the Arabic and French languages in a society that suffered from illiteracy in the first years following independence. However, when more factions of Algerian society became educated, these groups lost some of their functions and advantages.

On 17 October 2019, Lebanon saw the rise of a popular movement denouncing the widespread corruption of the country’s ruling class. Dubbed the 17 October Uprising, the unprecedented movement swept through various major Lebanese cities, including Beirut, Saïda, Tyre, Tripoli, and many others. In parallel, academics and activists debated the importance of having various organizational frameworks (partisan, union-based, or professional) that could take charge of organizing popular protests. These organizations would help frame demands in political agendas that play a crucial role in achieving the desired democratic transition.[i] This discussion – or at least parts of it – resulted from the almost total absence of any effective official union role in the popular movement, as opposed to other uprisings in the Arab region, where independent professional associations or trade unions played a pivotal role in the action. They demanded change, organized protests, and even took part in negotiations – such as in Sudan’s case).[ii] In fact, a quantitative study carried out during the 17 October Uprising showed that 95% of protestors were unaffiliated with trade unions. It also revealed that only 5% of demonstrators were affiliated with free-profession unions, such as non-labour professional associations or unions that include physicians, lawyers, nurses, engineers or the Teacher Union for example.

Abstract:
he overthrow of the dictatorial regime in Iraq on 9 April 2003 raised many questions about the prospects for change, which did not occur in the country by internal will, but rather by foreign intervention. External powers left the country war-torn and without a clear internal social base to manage and organize the process of change. The collapse of institutional structures, the need for new institutions, and the strong desire to break free from the constraints of the past motivated protesters and civil movements to take over Iraqi streets. These protests began since the very first days of political change after 9 April 2003. For instance, hundreds of military personnel who were discharged held protests in Baghdad; thousands protested against the American occupation in Najaf; and dozens demonstrated in support of the Personal Status Law, rejecting its amendment by the Islamists who joined the government for the first time after the dictatorial era had come to an end. Intellectuals, journalists, and activists played a leading role in mobilizing people and shaping public opinion, as well as in defending individual and collective freedoms since the first years following a regime change. These continuous activities, which lasted for an entire decade after 2003, led to the formation of a parallel union to the official Iraqi Journalists Syndicate, which was established in 1959. This experience contributed to successes that have had an impact on Iraqi media, culture, and society overall. The trajectory of this union also offered profound lessons about collective volunteer work, which is essential to the establishment of any similar union in the early stages. The importance of this paper lies in the fact that the National Union of Journalists is the first union to demonstrate continuity and lasting influence over an extended period, not to mention that it has had a significant impact on the political process, the lives of journalists, and the experience of collective work. The importance of delving into the experience of the national union also stems from the fact that it challenged the prevailing obedience to the State as the historically dominant employer and sole economic rent provider. As such, the emergence of the national union was a breakthrough, as the overall context discouraged such experiences. It was not in the interest of citizens, most of whom were State employees, to adopt projects that challenged its policies. This study aims to explore a unique experience of union action led by young independent journalists. It explores the difficulties of establishing unions in Iraq – not only because of the limited margin of freedom – but also because of the ongoing economic, legal and political problems that have lasted for several decades.

The COVID-19 pandemic, which broke out in China in late 2019, reached the Mediterranean region by late winter 2020. While the impact of this crisis has been notorious on a global scale, it was remarkably more pronounced in the Mediterranean region as a result of economic fragility, exposure and transmissibility, and more importantly the quality of state and non-state responses which had a multidimensional multiplier effect on wealth distribution, access to health and education as well as other essential services, regional disparities and gender inequality, among others. Ever since its outbreak, COVID-19 has significantly exacerbated existing inequalities and has created new ones. It has also exacerbated vulnerabilities and created new forms of vulnerability, thus increasing the gaps on various levels between different social groups. These consequences were also more concentrated in the Mediterranean region as compared to the rest of the world, as the region had already been witnessing rising trends of inequality in the last decade, and especially before the pandemic hit, due to political instability, economic decay and inefficient public policies. While this reality has been experienced by both the northern and southern sides of the Mediterranean, it has been more intense in the latter. However, this is not to deny that constantly increasing inequalities in recent history has made both poles of the Basin much more susceptible to an enigmatic and acute shock such as COVID-19. The impact of COVID-19 on multifaceted inequality in the Mediterranean is neither consistent nor linear. The region has witnessed declines in several forms of inequality and surges in several others. Yet, the overall impact in terms of the number and magnitude of increased inequalities versus reduced ones is negative, making the Mediterranean a hotspot of inequality in the aftermath of the sanitary crisis. Moreover, amplified inequalities have manifested in the Mediterranean Basin in the form of inter-country inequalities and intra-country inequalities – the former being mostly part driven by inter-sectoral imbalances. Inter-country inequalities have likely further cemented the north-south divide in the Basin. This paper examines the different forms and faces of inequality in the region by trying to conceptualize the situations of different countries, despite their dissimilar and divergent contexts. It proves that COVID-19 has massively increased multidimensional inequality through various channels and at a relatively higher rate with respect to other regions. The paper also demonstrates that the Mediterranean is the microcosm of the north-south cleavage, as it is the closest place where the South meets the North, which makes it a natural starting point for dialogue concerning the north-south dichotomy and inequalities. As such, this paper highlights the need for tangible cooperation across borders, between sectors, and among citizens and their representatives, both within the region – between the North and the South – and with other regions, to advance reforms that address the factors of inequity and inequality in an already fragile and shaky regional context.

Abstract:
The political earthquake that rocked Tunisia on 25 July 2021 and its following 25 September aftershock – which resulted in a loss of power and dissent over contested leadership – had closed a cycle for Ennahda and ushered in a moment of existential uncertainty. It became unclear if the organization could reinvent itself to regain the role it had played since 2011. In one form or another, it was also unclear if the party still had something to offer Tunisians. This is essentially the recurring uncertainty surrounding the relevance of political Islam as a party and its potential to bring about specific solutions to contemporary problems created in the wake of the turmoil of the past few weeks. In this context, this paper will provide a retrospective glance at Ennahda’s trajectory since 2011.

The role of social media’s fast coverage is ever more important in shaping grander narrative and exposing state bias. Al Jazeera and Al Arabiya, both state-sponsored media, are emblematic of how these narratives are formed in the MENA region. This paper analyzes and compares the content of tweets from the official Twitter breaking news accounts of Al Jazeera and Al Arabiya in order to observe the narratives and better identify the bias. Doing so, it aims to expose the tight link between the framing of breaking news and the changing political dynamics in the region.

Abstract:
The far-ranging effects of COVID-19, and subsequent impacts on migration drivers, trends and governance, have already produced significant implications for the Africa–EU partnership on migration and mobility. The socio-economic consequences of the pandemic have been particularly deep in West Africa, with Nigeria being one of the most affected countries. The region is also one of the most relevant African contexts in terms of cross-border human mobility, with well-established migratory patterns both at a regional and inter-regional level. As COVID-19-induced restrictions and the related economic consequences continue to unfold, the partnership between the EU and the countries in Western Africa will have to recalibrate the balance between improving the livelihoods of local populations, fighting irregular migration and facilitating regular channels, so as to tap into the developmental potential of migration. While the current crisis presents new challenges for both Africa and Europe, the two parties would benefit from focusing their efforts on making migration part of the post-pandemic economic recovery and longer-term socioeconomic development. Abstract:
The relationship between media and perception is essential to securitisation processes. Through the adoption of specific wordings and narratives the media can and do influence the public perception of a given phenomenon as a challenge or even an existential threat to public security, economic prosperity, social stability or cultural homogeneity. Media narratives are exploited by political actors, which promote and/or instrumentalise securitised issues in order to present themselves as the only actors able to provide a solution. During the years of the “migration crisis”, many media outlets in Europe created a perception of the magnitude of migration phenomenon that had little basis in empirical data while also portraying it as inherently threatening. The securitisation to which migration was subjected led to a much worsened perception of migrants by the public and consequently to a greater political appeal of parties that made anti-immigration the core of their public discourse.

Responsible investment as a capital allocation strategy has evolved from its ethical and political origins to embrace science-based considerations and outcome-based approaches in the context of the urgent action required in response to climate change and the Sustainable Development Goals. This shift can pose both threats and opportunities to companies seeking to get access to a diversified investor base. The investment environment companies are faced with varies depending on the geographical context and the investment style of investors. In particular, the rise of passive investment – that is the replication of financial indices in the construction of fund portfolios – is an important tool for the integration of sophisticated environmental, social and governance (ESG) factors in investment strategies. The US, Europe, Asia-Pacific and Africa present different levels of maturity and strengths in the space of responsible investment, calling for ad-hoc responses from investee companies. Across all jurisdictions the challenge of effectively measuring the impact of responsible investment is one investors and policymakers alike are still grappling with. What are the elements and the impact of the inclusion of scientific cooperation within the 2019 Memorandum of Understanding (MoU) in support of the Belt and Road Initiative between Italy and China? Like many other developed countries, Italy has played a role in contributing to China’s growth as a science and technology (S&T) power. Most S&T bilateral collaborations are decade-long and predate the MoU, suggesting that the importance of the latter is largely symbolic. Nonetheless, the MoU of March 2019 has reinforced the process of centralisation of S&T collaborations as well as a public debate that has grown to include matters regarding 5G technology and public procurement involving Chinese technology. Chinese media are the voice of the Chinese Communist Party at home and abroad. It is no surprise therefore that collaborations between Chinese and foreign media have been attracting more international attention. One issue that has not been yet explored is the nature and implications of the inclusion of two important Italian media actors such as Rai (the state-run broadcasting company) and Ansa (Italy’s main press agency) in the Memorandum of Understanding signed by Italy in support of the Belt and Road Initiative in 2019. These deals fit in a broader picture of an Italian media environment that is being increasingly targeted by Chinese media. However, the impact that such an effort has had on the Italian public opinion has been very limited so far and the Italian media landscape keeps offering free and varied information. Abstract:
Cooperation in higher education and research is a positive aspect of the broader Italy–China relationship as it contributes to the advancement of the scientific and cultural environment in both countries. China has invested considerable sums to promote cooperation and exchanges with the Italian academy, including through the establishment of a dozen Confucius Institutes and a number of Confucius Classrooms. Italian universities have set up academic partnerships with Chinese entities on almost every subject. These have improved Italy’s research outlook, but have also posed inevitable risks of self-censorship and kowtowing to Chinese wishes. Moreover, there has been a surge of academic sponsorships by Chinese firms, in particular ICT companies such as ZTE and Huawei, which raise further concerns for Italy’s security interests and cooperation with its Western allies.
