Abstract:
It’s not just nation-states that interfere in elections and manipulate political discourse. A range of commercial services increasingly engage in such activities, operating in a shadow online influence-for-hire economy that spans from content farms through to high-end PR agencies. There’s growing evidence of states using commercial influence-for-hire networks. The Oxford Internet Institute found 48 instances of states working with influence-for-hire firms in 2019–20, an increase from 21 in 2017–18 and nine in 2016–17.1 There’s a distinction between legitimate, disclosed political campaigning and government advertising campaigns, on the one hand, and efforts by state actors to covertly manipulate the public opinion of domestic populations or citizens of other countries using inauthentic social media activity, on the other. The use of covert, inauthentic, outsourced online influence is also problematic as it degrades the quality of the public sphere in which citizens must make informed political choices and decisions.

The formation of the new Algerian government led by Ayman Benabderrahmane, former minister of finance, was announced on July 7, following his consultations with President Abdelmadjid Tebboune and the political parties which won the recent parliamentary elections. The new cabinet is made up of 34 ministers, including 17 new ministers, who joined those who retained their positions in the former government.

Abstract:
The Biden administration has been keen on sending several messages implying that it shows little interest in the results of the Iran presidential elections due to take place on June 18. Washington believes that the identity of Iran's next president will not change the decision-making trends in Tehran or the potential course of the relations between Iran and the US over the next phase. On March 11, Robert Malley, the US envoy to Iran, said that “Iran's elections in June are not a factor in the Biden administration’s decision-making for how to proceed with nuclear talks” adding that “the pace will be determined by how far we can get consistent with defending U.S. national security interests”. He continued saying, “we won’t rush or slow things because of the Iranian elections”. 444. The Concurrent Approach: Is Iran changing its policy regarding the nuclear deal?

Abstract:
The Iranian Foreign Minister Mohammad Javad Zarif, has proposed the possibility of settling disputes over the nuclear deal by adopting the ‘simultaneous’ approach, meaning that Iran will once again comply to the deal in return for US lifting sanctions imposed on it. On February 2, during his interview with CNN network, Zarif responded to the question by Christian Amanpour, about whether Iran is still demanding that the US act first, saying that the necessary steps can be synchronized. He also suggested the EU mediate to settle the disputes and remove any obstacles against Washington's return to the agreement. This may imply that Iran made early concessions in its position, regarding the adherence to strict conditions, similar to: the US returning to the agreement first, lifting sanctions and providing compensation for the losses incurred. However, these may not be major concessions impacting the general attitudes of the Iranian leadership, nor may they necessarily indicate Iran's intention to make significant changes in its policy regarding the nuclear deal. To be precise, this new approach announced by Zarif may simply be a tactical change in the Iranian policy aiming to enhance the access to understandings and to avoid early problems with the US administration, at a time when Iran appears to be in dire need of lifting US sanctions.

Abstract:
The election, which was held in Ethiopia on Monday, June 21, 2021, was the most complicated election that the country has witnessed in more than three decades, or, more accurately, since the 1994 constitution was approved. The reason is that this election was held amid lots of internal challenges, not to mention the strong criticism of its legitimacy (both domestically and internationally) even before it was held. Ethiopians are warily looking forward to the results, which are supposed to be announced within a few days, despite that it is not unlikely that these results will escalate the tensions in an already unrest-ridden country.

Abstract:
On July 25, 2021, Tunisian President Kais Saied announced a series of decisions, most notably the dismissal of Prime Minister Hichem Mechichi and freezing the Parliament for 30 days. Although there is widespread internal support for these decisions, both at the public level and among the political forces, the Ennahda movement has adopted a stand against them, based on a misinterpretation of the views of Western countries, particularly that of the US administration headed by Joe Biden. The Ennahda believes that Washington would reject or at least condemn President Saied's decisions. However, the US administration's official moves and statements reflect its implicit approval of Saied's decisions. This raises several questions about the nature of the Biden administration's stance and why Ennahda and liberal voices in Washington failed to force the US administration to adopt a position against those extraordinary decisions.

On July 26, 2021, Lebanese President Michel Aoun appointed former Prime Minister Najib Mikati, to form a new government, after Saad al-Hariri's apology ending a rough 9 months path of fruitless negotiations with President Aoun. Despite optimism surrounding the formation of the new government by Mikati, highlighted by President Aoun’s statement on August 14 that he hopes "white smoke" will appear soon with regards to the formation of a new government, a key question remains: Will Mikati succeed in dismantling the complications that hindered forming a new government, particularly with the emergence of new domestic and regional dilemmas?

Access to reliable public information is critical for Papua New Guinea as it heads towards national elections in mid-2022. The country’s public broadcaster needs urgent support to keep radio transmitters on air and to reach ‘disconnected’ audiences who have no other means of receiving public information. Australia should support Papua New Guinea to upgrade the National Broadcasting Corporation’s radio transmission capacity ahead of the vote by funding transmitter upgrades in under-served towns and regions, and by trialling a national shortwave service broadcast from offshore to provide coverage to the entire country. While the National Broadcasting Corporation implements medium-term strategies to achieve nationwide coverage, it will need to restructure its operations based on a more efficient regional production model, and focus on making its broadcast transmission operations financially and technically sustainable.

Abstract:
We identified “Conspiracy Buffs” and “Skeptics” based on two conspiracy theory items included in the 2016 American National Election Survey. We then compared these two groups, and the much larger group we called the “Uncertains”, on a large number of closed and open-ended survey items. The Conspiracy Buffs had lower levels of education than the Skeptics, had less facility with language, and were more likely to state that they had not thought much about whether they were liberal or conservative. They expressed strongly angry feelings about Hillary Clinton, often citing the Benghazi incident and her use of a private email server. The Skeptics were just as angry at Donald Trump as the Buffs were at Hillary Clinton, but they did not use arguments drawn from conspiracy theories. They referred to his widely acknowledged personality traits and personal behaviors. These traits were also mentioned by many Buffs, but more in disappointment than in anger.

Abstract:
While municipal elections are of less importance than national ones, the study of local election communication shows that there are cases when political actors frame them as first-order elections. In 2019, the opposition managed to challenge the ruling Fidesz-KDNP alliance in Hungary, and gained mayoral offices in strategically important places. In the campaign, PM Viktor Orbán’s party stressed the importance of local elections, utilizing a complex conspiracy theory. They argued that the stakes were high because Hungary’s sovereignty was at risk. In this article, I evaluate the findings of a content analysis conducted on 86 speeches that were performed as part of the ruling party’s election campaign with a special focus on topics and character remarks.

Since the incepon of the 4th Republic, governments in power have enjoyed majority, and in some cases, overwhelming majority in parliament, the only excepon being the current parliament aer the 2020 elecons. The first parliamentary elecon of the 4th Republic which the New Patrioc Party (NPP) boyco ed, the Naonal Democrac Congress (NDC) won 189 out of the 200 seats. The remaining 11 seats were picked by the Naonal Convenon Party, 8 seats, Every Ghanaian Living Everywhere (EGLE) Party, 1 seat and independent MPs, 2 seats. The 1996 parliamentary elecon produced an outcome that again gave majority to the ruling party (i.e. NDC, 131 seats; NPP, 63 seats; CPP, 5 seats; and PNC, 1 seat. This trend of majority MPs generally ge ng elected on the ckets of ruling pares connued through to the 7th Parliament of the 4th republic, even though in some cases it was a slim majority (e.g. 3rd parliament). In instances where there was a slim majority for the governing party, the pracce whereby MPs elected on the cket of smaller polical pares and those who contested the parliamentary elecon as independent candidates decide to do business with the majority side gave governments the numbers. The December 7 2020, parliamentary elecon, produced a legislature that departed from the norm. The main opposion NDC garnered 137 seats, exactly the same as what the governing party, NPP obtained with an independent candidate picking the remaining single seat. As usual, the independent MP, who is a die in the wool NPP but went independent because of some challenges with the party prior to the elecons pitched camp with the governing NPP. The outcome of the 2020 parliamentary elecon is therefore historic and very significant for the 4th Republic, especially as the country works towards strengthening and consolidang its young parliamentary democracy. Nevertheless, a number of Ghanaians and organizaons involved in parliamentary monitoring work may be wondering what this equal numerical strength means for parliamentary work, especially the substanve work at the Committee level.

On October 31, the general election was held in Japan. The Liberal Democratic Party (LDP) secured a comfortable majority in the lower house, winning 261 seats. Professor Jaeun Yun states this election shows that the majority of Japanese people tend to approve of the Kishida administration. He also points out that the Kishida administration, albeit securing a comfortable majority, needs to address two issues: to recover democracy in domestic politics and to carry out realistic foreign policy for the promotion of democracy in world politics. In order to promote and contribute to democracy domestically and internationally, he suggests that “reluctant realism” could turn out to be “realistic proactive pacifism.”

Abstract:
The enactment of the Twentieth Amendment to the Constitution of Sri Lanka (20A), a reversal of its precedent 19A at large, is a worrisome development hinting at the potential demise of democratic values. The new constitution bolsters the power of the executive president while undermining the power of all other institutions, virtually tearing down the system of checks and balances. Verité Research, a Sri Lankan ADRN member, outlines how the enactment of 20A marks a backtracking for Sri Lanka in its road towards democracy. It asserts that not only has 20A repealed the efforts of 19A to democratize and depoliticize governance, but has also obscured the transparency of the government and eliminated its accountability.

455. Malaysia`s emergency ordinance and the clampdown on public discourse

Upon the demise of the controversial Anti-Fake News Act of 2018, Malaysia witnessed the emergence of a similar mechanism to target fake news amid the COVID-19 crisis. The Emergency (Essential Powers) (No. 2) Ordinance 2021 was designed to combat the rise of fake news, which bears grave consequences to public health such as stifling COVID-19 vaccinations. However, upon its declaration, it has only stirred controversy. Imran Shamsunahar, Executive for External Relations at the Institute for Democracy and Economic Affairs (IDEAS), explains that a recent series of unwarranted events associated with the pandemic led many to believe that the ordinance serves to stifle public discourse regarding the state of emergency, the COVID-19 pandemic, and the government’s poor management of the crisis. Having failed to draw the line between ‘fake news’ and its counterpart, the ordinance was subject to criticism from not only civil society organizations but also politicians. He argues that in order for the government to properly engage with the public amid the crisis, it must find ways that align with values such as transparency rather than through means that are restrictive and repressive.

456. The Role of Korea’s Election Commission and the Quality of Elections

According to the Varieties of Democracy Institute, the freedom and fairness of South Korea’s elections have improved dramatically since the country first democratized. Figure 1 below shows how the quality of South Korea’s elections has changed between 1948 and 2020 (“election was free and fair” is indicated in blue) and the country’s rating on the Electoral Democracy Index (indicated in red). There was little change in election quality and the democracy index in the 40 years that followed the constitutional election of 1948. With the change to a direct election system implemented in 1987, the freedom and fairness of South Korea’s elections shot up, and the country’s rating on the democracy index increased greatly as well.

457. The Labour Party in Opposition and Power 1979-2019: Forward March Halted?

The cycle of defeat and recovery begins in 1979 with Labour’s ejection from office following the economic and political crises of the 1970s.2 The party’s defeat was traumatic, if not unexpected. The Prime Minister, Jim Callaghan admitted: ‘There are times, perhaps once every thirty years, when there is a sea-change in politics. It then does not matter what you say or what you do. There is a shift in what the public wants and what it approves of. I suspect there is now such a sea- change and it is for Mrs. Thatcher’. The loss of office was as nothing compared with the harrowing events of the decade that followed. Labour suffered a further three consecutive defeats. In 1981, the party was almost obliterated by the breakaway Social Democratic Party (SDP), threatening to end Labour’s grip on the centre-left vote. Only the First- Past-the-Post electoral system saved Labour as the dominant force on the Left of British politics. Even so, the party remained bitterly divided. The leadership spent years embroiled in internal factional disputes, such was its determination to destroy the hard Left entryist Militant Tendency. Since the 1950s, Labour was weakened by recurrent intra-party conflict. Most notable were its divisions over Europe, fundamental ideological disagreements about the role of the state in the economy, and the primacy that should be accorded to nationalisation and public ownership in the party’s programme.

The Asia–Pacific region contains many states in different stages of democratisation. Many have transitioned to democratic forms of governance from authoritarian regimes. Some have weak political institutions, limitations on independent media and fragile civil societies. The rapid rate of digital penetration in the region layered over that political context leaves populations vulnerable to online manipulation. In fragile democratic contexts, the prevalence of influence-for-hire operations and their leverage by agents of the state is particularly problematic, given the power imbalance between citizens and the state. A surplus of cheap digital labour makes the Asia–Pacific a focus for operators in this economy, and this report examines the regional influence-for-hire marketplace using case studies of online manipulation in the Philippines, Indonesia, Taiwan and Australia. Governments and other entities in the region contract such services to target and influence their own populations in ways that aren’t transparent and that may inhibit freedom of political expression by drowning out dissenting voices. Several governments have introduced anti-fake-news legislation that has the potential to inhibit civic discourse by limiting popular political dissent or constraining the independence of the media from the state. These trends risk damaging the quality of civic engagement in the region’s emerging democracies.

On August 19, the Iraqi President called for a national dialogue regarding the upcoming elections, expressing his concerns about the challenges holding the elections on time. Thus, Iraq once again faces uncertainty regarding the fate of the upcoming parliamentary elections, scheduled for October 10, 2021. A number of the Iraqi political forces announced their desire to postpone the elections, in support of the position of the leader of the Sadrist movement, while other forces oppose this approach and stand by holding the elections on their scheduled date.

Turkish opposition pledged to take down President Recep Tayyip Erdogan in the June 2023 elections and to restore the parliamentary system. Meral Akşener, leader of the Iyi (Good) Party, promised that the next president will be from the Nation Alliance consisting of her party and the Republican People’s Party ((CHP) - the biggest opposition party in Turkey). It is noteworthy that the Turkish opposition won the 2019 municipal elections in Istanbul and Ankara by following the same strategy of alliances.
