Abstract:
The EU’s Eastern Partnership (EaP) lacks a security dimension and this is an urgent reform need. In particular, the EU should become the leading provider of civilian security support in the EaP countries, particularly Ukraine. But significant weaknesses in this policy field inhibit its capability to do so. Sweden’s long-term focus on the EaP, its experience in augmenting domestic cyber and hybrid resilience as well as in placing the civilian aspect at the heart of its national security, and it its leading contribution to the EU’s Common Security and Defense Policy (CSDP) missions put it in a unique position to be a champion of the security dimension of the EaP during its presidency of the Council of the EU. Sweden can do so by pushing for: a EU-NATO memorandum of understanding on the EaP; the provision of a rapid financing mechanism to assist EaP countries in nonmilitary defense; a more coordinated training, planning, and implementing process for CSDP missions between EU actors and the EaP countries; a more targeted approach towards EaP countries; and prioritization of deepening of cooperation with EaP countries in the domain of hybrid threats.

On December 12, members of the Islamic State Khorasan Province (ISKP) attacked a local hotel in Kabul, where several Chinese nationals were staying. The attack injured five Chinese nationals along with 18 other victims, while the three attackers were killed by security forces (China Daily, December 14, 2022). It was reported that Chinese businesspeople run the hotel, which is frequently visited by Chinese diplomats and business people (Global Times, December 13, 2022). In response, People’s Republic of China (PRC) Foreign Ministry spokesperson Wang Wenbin stated: “China is deeply shocked at the attack, which is highly egregious, and firmly opposes terrorism in any form” (China Daily, December 14, 2022). The ISKP strike in Kabul will further reinforce Beijing’s commitment to giving special attention to the security and stability of Afghanistan. An unstable and volatile Afghanistan threatens Chinese interests and could be a hurdle to the success of the Belt and Road Initiative (BRI). Moreover, Chinese sources have expressed concern that uncertainty and unrest could lead to Afghanistan becoming a hotbed for terrorists “targeting China’s Xinjiang and its interests overseas, such as the China-Pakistan Economic Corridor (CPEC) projects, where enhanced communication and coordination between China and Pakistan is required to tackle potential threats” (Global Times, August 19, 2021). In response to these challenges, China has sought to provide the Taliban with enough support to combat all forms of terrorism and extremism in Afghanistan.

The world had hardly covered from the horrors of the COVID-19 pandemic when it was once again tested on February 24, 2022, by the outbreak of war between Russia and Ukraine. The consequences of this war are quite significant for humanity. On the economic level, the Russian-Ukrainian conflict has highlighted the disadvantages of globalization, understood as a process marked by the interconnection and interdependence of world economies. The inflationary shock and the food crisis resulting from the inoperative nature of import channels for certain basic necessities from Russia and Ukraine have demonstrated the fragility of the economies. With regard to African countries, in particular, the prices of several basic food products (wheat, flour, rice, maize, bread, vegetable oil, etc.) have risen sharply. Indeed, most African countries are almost dependent on the import of agricultural products and seeds from the two belligerent countries. These imports correspond to 35 billion US dollars of imports each year (1). This appears to be an incongruity given the extent of arable land on the African continent. The low production and especially processing capacity increases the dependence of African economies on the import of these basic products. The outbreak of the Russian-Ukrainian conflict makes it possible to question the economic resilience of African States, that is to say, their “capacity [ to] keep output close to [their] potential despite a shock ” (2). Above all, it offers the opportunity to analyze the economic and commercial potential of the AfCFTA in the process of building the resilience of African economies to external shocks. Indeed, the AfCFTA was officially launched in January 2021 with the main objective of “creating a single market for goods and services facilitated by the movement of people in order to deepen the economic integration of the African continent…” (3). This policy note is structured around the idea that the Russian-Ukrainian conflict, in view of its socio-economic consequences on the African continent, offers an opportunity for African countries to work toward the strengthening of the AfCFTA. So that it appears as a real pole of competitiveness and inter-African trade likely to counter the shocks and uncertainties of the dynamics of world trade. Before analyzing the AfCFTA as a pole of production and export of African products (II), it is necessary to take stock of the socio-economic consequences of the Russian-Ukrainian war on African economies (I).

The study tries to outline interim conclusions about the concept, the ideology, the objectives and the tools used by the Russian federation in this barbaric war of attrition against Ukraine – a war of a nuclear superpower against a smaller neighbouring country. The study does not aim to analyse the strange way the war is developing – Russians carry on military attacks in both a regular and terrorist manner 7 on the whole territory of Ukraine, while the Ukrainians are deterred to counter-attack the aggressor on the latter’s own territory and to fight with longer-range arms even on their own land. The author understands how many issues from the theoretic fields of international relations, foreign, security and defense studies need to be considered to understand in a holistic way the final result of the interaction of domestic Russian, international, political, economic, governance, psychological and other problems that led to launching an aggressive and devastating war in the European continent by Moscow. The purpose of the study is not to outline the avalanche of mistakes in the policy of the collective West towards a showing for decades signs of revenge imperialist Russia. Neither it aims to point to the multitude of military mistakes by the aggressor in the last year. The aim of the study is to outline and discuss the concept, the ideology, the objectives and the means of the Russian aggression. Revealing the Nazi-like behaviour of the Russian leadership and its armed forces could serve to construct the broader picture of the developing conflict and learn how to prevent a similar invasion by Moscow. The study aims to prove that the legal and moral consequences of the war will be the conviction of the aggressor for the genocide and the war crimes. This would be the only possibility for normalising the life of the Ukrainians and the Russians as well as of the broader international relations system.

Russia’s aggressions against its neighbours since 2008 – first Georgia, then Ukraine twice – impel the urgent reconstruction of European security. While articulating a post-war European security order and Russia’s place there is easy, implementing it is extremely difficult. Nevertheless, in Ukraine, Russia has unilaterally, and unprovokedly, violated or broken at least eight major international treaties and accords, ranging from the 1994 Budapest Memorandum, according to which Moscow had pledged to respect Ukraine’s territorial integrity, to the 1968 Non-Proliferation Treaty, which prohibits nuclear threats against non-nuclear states.[1] It has also broken NATO’s (and especially Washington’s) conventional deterrence.[2]

What direction will the Xi Jinping administration’s foreign policy take over the coming years, and how will that affect the existing international order? The Chinese Communist Party harbours a strong sense of crisis about the internal and external threats colliding to supposedly destabilise its regime, and thus aims to strengthen cooperation with developing countries in order to prevent such danger. The Xi administration is consequently strengthening police and law-enforcement cooperation inside the Shanghai Cooperation Organisation, which includes Russia. Besides, China has launched a new initiative of collaborating with Moscow on satellite systems to monitor the entire Earth, in order to accumulate big data on various issues. The current Chinese foreign policy, which pursues a cultivation of deeper relations with autocratic countries by providing them with surveillance technologies, is likely to deepen the global divide with liberal democracies.

Among state actors, Rome has actually been a pioneer in the field, boasting a long tradition that started in 1964 when Italy became the third country, after the Soviet Union and the United States, to send a nationally manufactured satellite into orbit.[1] From an industrial standpoint, Italy is among the few countries whose companies cover the whole space value chain.[2] In Europe, Rome is ranked second for total number of assets in orbit and is currently the third contributor to the European Space Agency (ESA).[3] An Italian astronaut, Samantha Cristoforetti, has recently become the first European woman to take command of the International Space Station (ISS).[4]

Abstract:
To advance the WPS Agenda and monitor progress, in 2019 the governments of Finland and Spain initiated Commitment 2025 (C-25). The member countries agreed to track their efforts to increase the meaningful and substantive participation of women along nine specific commitments related to conflict prevention and resolution, negotiation and mediation processes. This agreement currently has 13 signatories: Finland, Spain, Norway, Iceland, Germany, Italy, Belgium, United Kingdom, Bulgaria, Namibia, Canada, Uruguay, and Argentina. The Georgetown Institute for Women, Peace and Security (GIWPS) has partnered with C-25 members to track progress toward the commitments. To increase transparency and accountability while also providing metrics for progress, we collected and analyzed data on women’s representation in political governance, diplomatic, and peace and security institutions. We combined data from various sources to generate analysis and insights about the status of progress on C-25 commitments. Findings indicate that concerted efforts are needed to reach targets by 2025. Despite some progress, women’s participation and meaningful inclusion in matters of peace and security is still lacking. Governments can and must do better including and empowering women in peace and security institutions and processes. The data underscore the importance of continued dedication to women’s empowerment and the importance of holding governments accountable through monitoring progress.

Abstract:
The positive and businesslike approach that marked the meeting of the Negev Forum Steering Committee and Working Groups in Abu Dhabi (January 9-10, 2023) proves that the drive to entrench and deepen the Abraham Accords is still ongoing despite the change of government in Israel. Hopes for a breakthrough in Saudi-Israeli relations are also still being nurtured, reflected in practical steps already taken. Moreover, the issue was raised with Jake Sullivan during his visit to Israel. Still, as the Arab saying goes, al-’ajalah min al-shaytan – haste is from the devil – and premature pronouncements have done more harm than good. The change will not come overnight: the Palestinian issue is still a stumbling block, and political dynamics in the Kingdom are complex, at least as long as King Salman still reins in some of his son’s ambitions.

Violence has been part of Nigeria’s politics since before political independence. While there have been attempts to understand why political violence happens in the country, little emphasis has been placed on explanatory factors for political-violence victimisation. This study investigates the influence of socio-demographic characteristics, presence of security apparatus, partisanship, political participation, and social group membership on the experience of political violence in Nigeria and examines how the influence of these factors varies between Northern and Southern Nigeria – two regions with major social and cultural differences. The study analyses data from the seventh round of the Afrobarometer survey, which were collected in 2017 from 1,568 adults across the 36 states and Federal Capital Territory of Nigeria. Multiple linear regression models were fitted. Our analysis finds that about one in four persons has experienced at least one form of political violence. Living in the South, being young, being poor, living in an area with no police presence, being partisan, participating in politics, and being active in social groups increase the likelihood of political-violence victimisation. While women were more likely than men to experience political violence in the North, the reverse is the case in the South. Regional variation is also observed in the influence of political participation and the degree of the effect of party affiliation and social group membership.

The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

In 2022, the number of terrorist attacks in Pakistan marked an increase of 27 percent from the previous year. The number of terrorist attacks in the country also continued to rise for the second consecutive year. A total of 262 terrorist attacks in Pakistan in the year – including 14 suicide bombings –claimed in all 419 lives and injured another 734 people. A 25 percent increase has been recorded in fatalities in the outgoing year as compared with 2021. Pak Institute for Peace Studies revealed these statistics in its annual “Pakistan Security Report 2022”. The report further noted that the proscribed Tehreek-e-Taliban Pakistan (TTP) was becoming a major irritant in Islamabad’s relations with the Taliban government in Kabul as the militant group remained one of the major actors of violence in Pakistan in the year 2022. Other critical actors of violence in 2022 were Islamic State-Khorasan (IS-K) and Balochistan Liberation Army (BLA). Over 60 percent of total terrorist attacks recorded in Pakistan in the year were perpetrated by these three militant groups. Similarly, about 95 percent of the total recorded terrorist attacks in Pakistan in 2022 concentrated in in Balochistan and Khyber Pakhtunkhwa provinces.

To the extent that any unified theory of Russian information warfare actually exists, its core tenet might well be that regime security has historically been indivisible from information warfare in Russian strategic thought. Rather than an aggressive or expansionist expression of Moscow’s foreign policy, the Kremlin’s so-called information war should primarily be viewed through a domestic and regime security prism—it’s as much a counterinsurgency as an expeditionary strategy, less an escalation than a projection. Analysts and decisionmakers should therefore avoid reflexively casting the United States and the West as Russia’s primary antagonists in its information war, as doing so risks reinforcing these insecurities and exaggerating Moscow’s degree of power in the information ecosystem.

The online threatscape in 2023 is characterized by an unprecedented variety of actors, types of operation, and threat response teams. Threat actors range from intelligence agencies and troll farms to child-abuse networks. Abuses range from hacking to scams, election interference to harassment. Responders include platform trust-and-safety teams, government agencies, open-source researchers, and others. As yet, these responding entities lack a shared model to analyze, describe, compare, and disrupt the tactics of malicious online operations. Yet the nature of online activity—assuming the targets are human—is such that there are significant commonalities between these abuse types: widely different actors may follow the same chain of steps. By conducting a phase-based analysis of different violations, it is possible to isolate the links in the chain within a unified model, where breaking any single link can disrupt at least part of the operation, and breaking many links—“completing the kill chain”—can disrupt it comprehensively. Using this model will allow investigators to analyze individual operations and identify the earliest moments at which they can be detected and disrupted. It will also enable them to compare multiple operations across a far wider range of threats than has been possible so far, to identify common patterns and weaknesses in the operation. Finally, it will allow different investigative teams across industry, civil society, and government to share and compare their insights into operations and threat actors according to a common taxonomy, giving each a better understanding of each threat and a better chance of detecting and disrupting it.

The post-2003 security landscape in Iraq has seen the proliferation of dozens of militias identifying with Shiite Islam. Many of these actors are integrated into the Popular Mobilization Forces (PMF) – a paramilitary group established in 2014 to counter the Islamic State and later incorporated into the Iraqi state forces – and have strong relations with the Iranian regime and its security apparatus.1 These Iran-backed groups include prominent militias such as Kataib Hizbullah (KH), Asaib Ahl al-Haqq (AAH), and Haraka Hizbullah al-Nujaba (HHN), as well as a number of recently formed ‘facade groups’ like Ashab al-Kahf and Qasim al-Jabarin. Such facade groups are generally assumed to operate on behalf of KH, AAH, and HHN (see graph below). These groups are notable for portraying themselves as the Muqawama, or the ‘resistance’ against the United States and other foreign forces.

The full-scale Russian invasion of Ukraine escalated the war to a level that dwarfed all other conflicts in 2022, both in the sheer scale of violence and its deadliness. It also obscured a significant overall deterioration of the security situation in most other regions worldwide. Driven by heightened levels of conflict in both new and longstanding hotspots, political violence increased substantially over the course of the year. While 2022 saw some positive developments – including a significant reduction in total violent events in places like Afghanistan and Yemen after years of war – these gains only represent qualified improvements. Despite the aggregate decline in events in Afghanistan and Yemen, for example, they remain home to two of the most complex and severe conflict environments in the world. Globally, political violence targeting civilians became not only more common but also more deadly in 2022, underscoring the fact that it is civilian communities that are increasingly shouldering the burden of rising conflict levels around the world.

On 25 February 2023, Nigerians will elect a new president, vice president, and members of the National Assembly. Term limit legislation bars President Muhammadu Buhari from running for a third term, and the end of his presidency marks the longest democratic stretch since independence. Eighteen candidates are vying for the presidency, and at least 4,223 candidates are running for the 469 seats in the National Assembly.1 The presidential frontrunners include Bola Ahmed Tinubu of the incumbent All Progressives Congress (APC), Atiku Abubakar of the Peoples Democratic Party (PDP), and Peter Obi, the Labour Party (LP) candidate who has surprisingly led in the pre-election polls. Two weeks after the national election, on 11 March 2023, 28 out of 36 states will also elect a new governor, with 17 incumbent governors reaching their term limits and hence barred from re-running.

Critical infrastructure is a segment which is related to several other areas of security and defense, namely some strategic and legal documents which are in force as well as some new initiatives. This analysis provided a detailed overview of the protection of critical infrastructure in the Republic of Kosovo, becoming the first document published in this field. While the MIA has done a very good job in drafting the law on critical infrastructure, putting Kosovo one step ahead of other Western Balkan countries, the law remains unimplementable for almost 2 years following the date of its entry into force. Initially, strategic documents that are in the process of being drafted such as the draft National Security Strategy, the draft Defense Strategy, the draft Counter-Terrorism Strategy and the draft Cyber Security Strategy should include the protection of critical infrastructure by ensuring coordination of actions and by avoiding duplication or overlap of actions. The Strategic Planning Office within the Office of the Prime Minister should coordinate this process in cooperation with the relevant ministries. On the other hand, the draft law on cyber security should pay attention to the drafting of legal provisions which may cause overlap with the law on infrastructure, while the initiative for drafting the law on Security Measures for Networks and Information Systems needs to be reviewed. Moreover, the draft law on private security services should be finalized as soon as possible.

The Kosovo Security Forces, the Kosovo Police, the President of Kosovo and the Municipalities are the most trusted public institutions in Kosovo, with over 50 percent of respondents declaring that they trust or completely trust these institutions. This is followed by the Kosovo Customs and the Kosovo Intelligence Agency with 45 percent of respondents sharing such an opinion. On the other hand, less than 40 percent of the respondents declared that they trust or completely trust Courts, Prosecution, Kosovo Correctional Services, the Government of Kosovo and the Kosovo Assembly. The results of the report show that citizens of Kosovo find the security institutions more reliable with a higher level of trust towards them, compared to other public institutions in Kosovo, such as the justice institutions which citizens perceive less trustworthy and with weak integrity. The citizen confidence in the institutions of the Courts and the Prosecution in Kosovo has been consistently in decline, and this is concerning. Citizens have higher confidence in the public institutions from the central level, especially when compared to the previous year (2020), however, the skepticism towards these institutions generally prevails.

In March 2021, the British government published a vision document: “Global Britain in a Competitive Age: The Integrated Review of Security, Defence, Development and Foreign Policy.”1 Previously, the government had issued documents on security, defense, development, or foreign policy, but this integrated review bundled together all aspects of policy related to a vision of a so-called Global Britain. This newly integrated approach to policymaking mirrors a strategic consolidation within the UK government, specifically the merger of the Department for International Development (DFID) with the Foreign and Commonwealth Office to become a new Foreign, Commonwealth and Development Office (FCDO). While the review is framed as a necessary response to a changing global landscape, domestic political considerations around the British exit from the European Union (Brexit) weigh heavily. The review also points to the current UK government’s inclination to prize geopolitical competition over a previous emphasis on global cooperation. Steep cuts to the UK’s generous foreign aid budget as well as the abolition of DFID have already drawn significant academic, policy, and media attention. Yet these actions are part of a broader UK strategy to redefine the country’s relations to the rest of the world, with significant implications beyond the controversial foreign aid cuts for poor countries, including those in Africa. The review will shape relations with a continent that has deep historical ties from the colonial era, a large diasporic presence, and long-standing economic relations with the UK. This analysis draws out the implications of the UK’s 2021 integrated review for African countries and recommends next steps for African and other international stakeholders to navigate the UK’s overhauled external relations strategy.

While the political and security situation in neighboring Afghanistan is still fluid, concerns are growing inside Pakistan about the possible fallout including in terms of increased insecurity, border tensions, and militant violence. For one, the developments in Afghanistan had already started influencing Pakistan’s militant landscape in 2021 as the year witnessed not only an increase in terrorist attacks by the Pakistani Taliban in Khyber Pakhtunkhwa but also an intensified terrorist violence by Baloch insurgent groups mainly in Balochistan. Meanwhile, Islamic State Khorasan (IS-K) province also emerged as one of the key actors of violence and instability in Afghanistan and Pakistan during the year. While the Afghan Taliban find it difficult to convince the world to recognize their government and activate/unfreeze financial channels, they are also finding it increasingly hard to address the domestic challenges mainly those linked to governance, security, and intra-Afghan reconciliation. Despite their repeated promises to not allow anyone to use the Afghan soil against Pakistan, the Afghan Taliban have yet not seriously considered to act against the TTP; except having facilitated the talks between Pakistani government and the TTP which have also not shown any successes so far. Nonetheless, there have been critical statements about Pakistan from some Taliban officials on multiple occasions about Pakistan’s democratic political system as well as fencing of the border by Pakistani security forces. Pakistan has eventually conveyed its concerns to the Afghan interim government about Afghan officials’ repeated efforts to damage the border fencing saying it was observing maximum restraint.

This case study summarizes the evidence on the effect on Venezuela’s economic and social conditions of economic sanctions and other actions of economic statecraft taken by the United States and its allies in response to the country’s political crisis. The preponderance of evidence indicates that sanctions and other statecraft measures—including the formal recognition of a government with no de facto control over the territory—have had a strong and significant negative effect on the Venezuelan economy. These actions have made a sizable contribution to declining oil production, exacerbating the country’s fiscal crisis, and contributing to one of the largest documented peacetime economic contractions in modern history. Many arguments commonly voiced to dispute the effects of sanctions, such as those that appeal to temporal precedence of other causes of the country’s crisis, are either factually incorrect or premised on fallacious logic. Reforming the sanctions regime will be a complex task, given the interaction with other statecraft measures and a broader toxification of the country’s economic relations. Reform attempts should include the introduction of an oil-for-essentials program, support for political humanitarian agreements, issuance of clearer compliance guidelines, introducing an explicit differentiation between strategic and nonstrategic sanctions, and seeking multilateral alignment with international actors on key strategic issues including that of government recognition.

Regional security dynamics and the constructs to manage them are in flux around the world. Governments are attempting to address a multitude of simultaneous security challenges; determine the depth and scope of achievable and desirable security autonomy versus the unavoidable interdependencies with friends and opponents alike; and maintain a focus on their specific regional hotspots, whilst also positioning themselves for the era of systemic competition between an assertive China and the United States. This research paper analyses the challenges and implications of regional security dynamics in the Middle East and the Indo-Pacific for European security to inform discussions in NATO and the EU on their respective global role and help decide on an achievable level of ambition for dealing with partners and challengers. Against this background, both the European Union and NATO are revising their strategic guidance to produce in 2022 – in the case of the EU – the so-called Strategic Compass, a document to give further shape and substance to the Union’s international security role, and – in the case of NATO – a new Strategic Concept to replace an earlier version developed in 2010. Aspects of international order, geopolitics and regional stability will inform these documents as both organisations will need to tackle their respective global role and decide on an achievable level of ambition for dealing with partners and challengers. NATO’s 2021 Brussels Summit Communiqué suggested that NATO would work to improve its ‘ability to contribute to preserve and shape the rules-based international order in areas that are important to Allied security… [and] increase… dialogue and practical cooperation with existing partners’. In addition, NATO heads of state and government decided to ‘strengthen NATO’s ability to provide training and capacity building support to partners’. The draft Strategic Compass document debated by EU ministers in November 2021 stated that the EU would ‘bolster partnerships where they are mutually beneficial and serve EU values and interests, particularly when there is a shared commitment to an integrated approach to crises and capacity building’, and proposed a range of multilateral, regional and bilateral initiatives to deepen and strengthen partnership formats.

Emerging trends in space ambitions and capabilities of major state actors have given renewed urgency to efforts by NATO and other coalitions to build stronger alliance relations to secure shared interests in space. This report reviews the military ambitions, operations and capabilities of leading and aspiring space powers in order to assess their likely impact on alliances, partnerships or other national-security coalitions. China wants to overtake Russia as a space power by 2035 and become at least a co-equal with the United States by 2045. For its part, Russia is determined to maintain its standing as a space power. Both are testing the boundaries of the existing order in space through various actions, including weapons testing, and both are keen to demonstrate that they now have the capabilities to attack adversary space assets. Partly in response to this, in 2020 the US declared its intention to radically reshape the operating environment of space to better meet its interests, while its allies and partners have announced new space ambitions as well. India and Japan are setting new strategic goals for space policy in response to China’s threatening behaviour. France is positioning itself to climb higher up the ladder of military space power, while the United Kingdom and Germany have set new aspirations for economic gain and further influence on the diplomatic aspects of space. In this environment, military alliances have become more prominent in shaping space policy. The US has stepped up its engagement with other governments, either through existing alliances or new partnerships, to secure its interests. China and Russia, which have few allies of relevance, except perhaps each other, are concentrating on constraining the effectiveness of the United States’ alliances. The three space powers harbour renewed fears of technological surprise by their rivals, and this makes sharing research on space warfare among allies more important than ever. For example, testing of the most visible space weapons, direct-ascent anti-satellite (ASAT) missiles, is escalating – and this is now only one of more than 20 forms of attack on space assets being tested or already in place. But there remain questions about how to achieve scale and military effect using all these methods for wartime operations, including kinetic ASAT weapons: would China or Russia be able to launch successful attacks against the entire military satellite fleet of the US (all 173 units) in the opening stages of a war? Assuming they could not, what proportion of the fleet would have to be disabled for the attack to have a positive military or strategic effect for the attacker?

First, a lack of effective internal control prevents external oversight bodies, such as parliamentary committees, from fulfilling their role effectively. Intelligence service managers play a crucial role in facilitating scrutiny by oversight bodies not only by ensuring that major infractions are reported to the appropriate authority, but also by creating an environment that encourages cooperation with oversight bodies. Second, while transparency is essential to maintaining democratic control of government, intelligence services require a significant degree of secrecy to be effective. Consequently, intelligence services are subject to highly restricted oversight, unlike other public institutions. Effective internal control is therefore essential to rectify this inherent (and unavoidable) imbalance by ensuring that the day-to-day work of intelligence services is carried out in accordance with the law and with respect for human rights. Third, to avoid undue influence and ensure independent, objective analysis, intelligence services must retain a degree of autonomy from the executive. Executive control over intelligence services is therefore sometimes less pronounced, meaning that effective internal control is vital to ensuring intelligence services act within the rule of law. For the above reasons, intelligence services should be subject to both effective oversight and internal control. This Thematic Brief addresses the latter by examining internal control systems used in Euro-Atlantic countries.

In December 2020, the Government of Iraq, under the auspices of the Ministry of Youth and Sports, together with UNFPA and the Folke Bernadotte Academy (Swedish Agency for Peace, Security and Development), formally launched the National Coalition on Youth, Peace, and Security (YPS) in Iraq. As part of the government’s commitment to fulfilling the vision of the United Nations Security Council Resolution 2250 (UNSCR 2250) and its subsequent resolutions 2419 and 2535, the Coalition seeks to act as a bridge linking grassroots youth peace activists and community leaders with formal decision-making circles in Iraq. The Coalition advocates for the implementation of the YPS agenda through policies and programs, facilitates the exchange of experiences, knowledge, and information amongst Coalition members and YPS actors, and supports the empowerment of youth to meaningfully participate and take leading roles in peace-building processes. The success of this Coalition is of prime importance at this critical juncture in Iraq’s history. In the aftermath of ISIS’ defeat, the wave of popular mobilization in the central and southern provinces largely led by youth, and the recent parliamentary elections in October 2021, Iraq is in an important phase of reconstruction. The country’s challenges are numerous and include maintaining stability and securing the sovereignty of the State, reinforcing pro-democracy forces and the rule of law, improving the economy and provision of services, and ensuring that redistribution meets citizens’ demands for economic, political, and social justice. More importantly, there exist important cohorts among young women and men in Iraq that are keen to participate in these various processes of reconstruction and to leave conflicts and disputes behind. Youth peace activists, youth-led grassroots initiatives and community leaders have already been conducting myriad actions on the ground to contribute to rebuilding the Iraqi society and many are of the opinion that this is one of the main paths to sustainable peace. The YPS agenda can be used as a common framework for dialogue and partnerships between youth and decision-makers. Moreover, including youth in decision-making processes can render policies not only better adapted to the needs and aspirations of citizens, but can also help increase the legitimacy of the process itself and ensure sustainability. Fulfilling the YPS agenda and creating successful mechanisms for Iraqi youth’s inclusion and incorporation in building, sustaining, and taking ownership of peace and development processes is thus essential to the reconstruction of the Iraqi nation-State and its prosperity and stability going forward. Yet, in order to ensure that youth’s participation is meaningful, it is essential to take as the point of departure youth’s own priorities for peace and security in practice, and what youth-owned political participation looks like on the ground. In other words, operationalizing the YPS agenda should aim to operationalize into practice the priorities that young women and men themselves set, with the support of decision-makers and YPS actors. On 7 December 2021, the Arab Reform Initiative and the Folke Bernadotte Academy organized a virtual closed policy dialogue, held under Chatham House Rule, bringing together governmental actors, youth activists (members of the YPS Coalition), researchers, policy makers, and advisors to collectively reflect on what meaningful youth inclusion in peace and development in Iraq looks like. This discussion included exploring what “peace,” “security,” and “participation” actually mean to Iraqi youth in theory and practice and considering examples of youth participation in peacebuilding on the ground and what good practices can be derived from them. The discussion also drew insights from good practices in other contexts in the region, and assessed the types of policies, approaches, and programs that can support Iraqi youth’s participation on both formal and informal levels. In doing so, this policy dialogue contributed to defining the various means and methods to operationalize a youth-owned YPS agenda in Iraq.

Abstract:
This study seeks to understand how the transition to adulthood for Libyan youth has been impacted by the context of the past 10 years in conflict. Through in-depth qualitative research carried out with 75 Libyan youth in 2020-2021, the study explores decision-making processes and the types of opportunities and constraints that youth face in terms of education and livelihood, the impact of war on their political beliefs and participation, their understandings of peace and security, and the ways in which war has changed gender norms and relations. The study finds that 2014 represents the pivotal year in terms of their personal trajectories, their critical understandings of dynamics of war and peace, and their own personal sense of wellbeing and hope for the future. With regards to livelihood and employment paths, youth trajectories reveal a complicated dynamic, where opportunities come at a price or with consequences that are counterproductive. On one hand, the conflict in Libya has dismantled old repressive structures, and in the absence of that, there are chances of more independent and ingenious efforts to improve livelihoods. For nearly all participants, for example, the preferred choice of study actually expanded as a result of the opening of society and the political sphere in 2011. Likewise, dynamics of necessity since 2011 have seen the emergence of a new culture for entrepreneurship that is innovative and resilient. Yet at the same time, the destruction of war means that education pathways have been cut short and that the infrastructure needed to make entrepreneurship sustainable for young people, such as a strong financial system and operating legal framework, does not exist. In regards to political beliefs and participation, many youth attest that the 2011 uprising served as a political awakening of sorts, creating new interest in politics and political processes. However, the descent into war has had an almost universally negative impact on their view towards politics and politicians. Deep distrust in politics and a widespread belief in the systemic depths of corruption translates to pervasive apathy for formal political processes and participation. Yet at the same time, Libyan youth who have come into adulthood in a context of conflict have nuanced views regarding how peace can be constructed and the responsibilities required for this peacebuilding process at different levels. This includes the necessity of rehabilitation and the promotion of tolerance, respect for differences, and values of coexistence – all of which must be carried out both by the State, but also critically by communities themselves. For peace to truly exist, though, youth insist on the necessity for justice as a prerequisite. With regards to social relations and gender norms, the conflict has had a dualistic impact on both challenging and reinforcing traditional tropes of masculinity and femininity. Because of extreme loss of economic wellbeing, women youth have found themselves in new jobs, with new responsibilities, and in new public spaces that sometimes break away from traditional gender norms. Yet at the same time, the conflict has also reinforced norms regarding masculinity and the role of men in the family and society. As a result, while youth participating in this study do acknowledge profound shifts in the gender roles and gender relations, the extent to which this is viewed as something positive to be maintained in the post-conflict period is much less certain. Overall, the study finds that youth, facing important psychological trauma and in a perpetual state of uncertainty and instability, have little hope for the future and little ability to plan for their lives. The most reliable strategy they have adopted is that of flexibility and adaptability, with most viewing life outside of Libya as the only real option for the future. In other words, young people are seeking to build their lives elsewhere. Their lack of trust in politics and in the ability that they have to effect change means that core issues related to the resolving conflict and building peace, such as economic and political reform, will continue to be a problem without the younger generation taking active part in contributing to rebuilding of the country. This new generation no longer has the mentality of relying only on the State, but believes instead on pursuing good educational and work opportunities that are more personally fulfilling. They are also acutely aware of the extremely difficult environment in which they try to study or work in, as well as the lack of a broader context that can support them. For youth in Libya today, the pervasive feeling is that they are not safe and cannot set deep roots for fear everything will collapse.

The dominance of the China Threat discourse in Australia’s public affairs suggests poor prospects for any continued Australia-China relations, let alone positive interactions of mutual benefit. An exploration of alternative ways to approach Australia’s relationship with China may though prove not only more constructive but also better future-proofed. The first step is to recognize that while China certainly poses challenges to Australia the perception of threat is more relevant to the USA. The second is the recognition of differences and the development of ways to mediate those differences. And the third is to build on the complementarities for the benefit of both Australia and China, not just through economic but also through social interactions. As Europe discovered in the 1950s, the development of mutual understanding of other peoples, their cultures, and their social and economic systems is a precursor not simply to respect and the avoidance of unwarranted prejudice, but to cooperation for a wider public good.

Abstract:
The last few decades have seen Pakistan grapple with serious and diverse security challenges. These have been accompanied not merely by deterioration of law and order, but also substantial socio-economic impact. In recent years, particularly after 2014, Pakistan managed to achieve considerable success in containing terrorism. Militant groups no longer had large areas under their effective control and attacks and casualties declined sharply,1 affording Pakistan a degree of relative peace. In early 2021, violence against civil society, security forces, public servants and other citizens was not as frequent or vicious as it had been a few years earlier. Much has been said and written about the prevalence of violent extremism and terrorism in Pakistan and on ways to tackle them in order to restore peace to the country. Terrorism in the country is recent decades has been largely believed to be religiously motivated.2 Groups responsible for the wave of terrorism from 2009 till 2017 were largely Sunni and Deobandi in nature, who targeted state institutions and civilians, both indiscriminately and along sectarian lines. Ethnonationalist organizations, predominantly from Balochistan, also conducted high profile attacks in Pakistan’s urban areas. The State’s counter-terrorism (CT) responses have almost exclusively fallen in the category of “hard approaches”, involving kinetic force and tactical operations to physically eliminate terrorists.3 To be fair, many of the security threats that confronted Pakistan warranted some form of immediate military action. However, while successful in the short term, such approaches fail to address the wider issues or causes and factors of violent extremism. For instance, even as hard approaches eliminate terrorists already on the ground, as long as the motivation driving them survives, more would continue to take their place. In that context, until the ‘mindset’ driving terrorism and violent extremism and the networks that connect them are confronted and eradicated, claims of victory over terrorism may be premature and unsustainable.4 Therefore, “soft” approaches must be an indispensable component in any counter-terrorism framework, particularly in the case of Pakistan, where not just terrorism but violent extremism is also rampant. At the outset, it must be said unequivocally that the state has the right, and indeed the obligation, to use all lawful and reasonable options to maintain law and order and protect the rights and lives of citizens. However, perceiving hard approaches as the only option, for all intents and purposes, misses out on the sustainability and advantage of the alternatives that may be used instead of or in conjunction with the use of force, as a measure of last resort. As the counter-terrorism approaches have relied on hard options over the past two decades, Pakistan’s growing extremism challenge—including the factors, dynamics, ideologies, and actors that feed into terrorism—have not received as much attention. This is not to say that no example of non-violent approaches for tackling terrorism and extremism exists in Pakistan. Several initiatives over the years have included components of counter-violent extremism (CVE) and the so-called soft approaches with the stated aim of preventing alienation, radicalization and promoting political means including dialogue and other forms of engagement, as well as rehabilitation and reintegration. Prominent instances of the use of soft approaches in Pakistan are enumerated in Chapter II. However, without exception, these so-called soft or non-violent approaches in the country have either had too miniscule a footprint, or little effort has been exerted on implementation, even for initiatives launched with much fanfare. The post-2014 trend of improving security indicators seemed to be faltering, or even reversing in the latter half of 2021, particularly after the fall of the Afghan government in August. Even before this recent development, as the physical footprint of terrorist outfits and their attacks had seemingly receded in the face of military operations, little had been done to tackle the religious-ideological, sociocultural, political, or governance-related and other factors and drivers of extremism, which feed into violent extremism and terrorism. This report has sprouted out of an initiative conceived in mid-2020, much before the unfolding of several recent events with significant implications for peace and security in Pakistan. That is to say that the need for considering soft approaches has only grown more urgent with the Taliban regaining power in Afghanistan and a clear uptick in security-related incidents in Pakistan in recent months.

In the present day where concerns are gradually shifting from overpopulation to decreasing youth population in many countries, Pakistan’s youth population makes it a young nation. On a theoretical level, a large youth population with energy and capacity for work should help boost the national economy and contribute to GDP growth. However, in practice, lack of focus on youth in policymaking has drastically checked Pakistan’s ability to capitalize on its youth bulge and channelize the youth’s energies for economic growth. Still more worrisome, youth engagement is usually overlooked in policy discourse and formulation concerning peace and security, even though youth are integral to Pakistan’s security issues including violent extremism and terrorism. In recent past, the scale of religious extremism and violence witnessed in Pakistan could not have been possible without the formidable role of the youth who were indoctrinated in violent ideologies and used as weapons of war by militant groups. The Amnesty International has documented the using of youth in conflicts and hostilities around the world. In Pakistan, a Taliban commander Qari Hussain called the children “the tools to achieve God’s will”.1 The strategy of using young people in acts of violence was demonstrated by terror outfits, and children and teenagers were deployed as human bombs. However, despite Pakistan’s bitter experiences with faith-based extremism and terrorism, the youth continue to be discounted in policy. There is no effective or functional youth policy to speak of, though leaders do quite often cite the youth bulge as a source of national strength and promise uplift of youth. But rhetoric is barely followed by befitting policy measures. Resultantly, the youth are left largely rudderless and disenchanted which make them vulnerable to exploitation. There is already enough evidence to suggest that the current generation of Pakistani youth harbor anger inside which is often manifested in violent ways including in the forms of vigilantism and lynching.

The recognition of the Taliban government continues to be a major concern of world powers which are also closely monitoring the stance of Afghanistan’s neighbours on the matter of recognition. Since the fall of Kabul, Pakistan has demonstrated the policy of engagement, however as far as the recognition of the Taliban government is concerned, experts are of the opinion that recognition by Pakistan will be of no use until others follow the suit. Many in the U.S. and NATO countries believe that their “defeat” in Afghanistan could have been avoided had Pakistan not played the role it did. Hence, Pakistan needs to consider the great powers’ perspective on Afghanistan meanwhile ensuring that it facilitates humanitarian assistance in the war-torn neighbour. Moreover, experts assert that the Taliban are capable enough to further their agenda on the regional and world stage and Pakistan needs to avoid assuming that role. Cross-border migration remains a pronounced worry of the Pakistani government, but due to border fencing and strict security measures the phenomenon has so far been under control. However, if further humanitarian catastrophe in Afghanistan is not prevented, more refugees will certainly cross the border to enter Pakistan. To escape this situation, Pakistan has time and again urged the world community to provide humanitarian assistance to Afghanistan. The hosting of OIC summit is one such attempt by Pakistan. However, experts believe that OIC is less likely to be fruitful; firstly, because individually important OIC members (Saudi Arabia or U.A.E) have not given any statement regarding Afghanistan’s assistance, and secondly because the issue of recognition is impossible to be tackled as all the Arab states are hesitant to accept the Taliban regime.

All major U.S. defense systems and platforms rely on semiconductors for their performance, and the erosion of U.S. capabilities in microelectronics is a direct threat to the United States’ ability to defend itself and its allies. The COMPETES and USICA legislation, currently being reconciled in Congress, represents a national strategy to secure U.S. competitiveness and national security in the twenty-first century. Both the House and Senate legislation call for $52 billion to support U.S.-based semiconductor research and production. They also authorize several programs to both expand U.S. semiconductor fabrication capacity and support the continued research and development (R&D) of advanced chips. The key question is how these intentions can best be turned into reality. There are several challenges that the domestic semiconductor industry confronts, such as international competition, capital investment requirements, workforce needs, gaps in the supply chain, and the shortfall in venture capital funding and technical support needed to enable commercialization of promising technologies.

In this follow-on report to 2021’s Europe's High-End Military Challenges: The Future of European Capabilities and Missions, the CSIS Europe, Russia, and Eurasia Program and International Security Program examine the other side of the coin of European military effectiveness: the political will of European countries to conduct military missions and operations. The report identifies the endogenous and exogenous factors constraining or increasing political will and maps them onto six country case studies. Four prototypes of political will emerged from the analysis: global partners, international activists, constrained partners, and minimalists. The report then assesses the political will of European allies and partners to conduct fifteen types of military missions and operations worldwide, from peacekeeping to large-scale combat. It concludes with a summary of key findings. First, it finds that internal and external factors—such as strategic culture and alliance dependence, respectively—will continue to constrain European political will in many cases, even after the Russian invasion of Ukraine. Second, European states are more likely to have the political will to engage in military missions at the lower end of the conflict spectrum (such as maritime patrol missions) and less likely at the higher ends of the spectrum, except in cases of significant collective or national defense.

There are growing calls for a decrease in the U.S. military presence in the Middle East. Proponents of a major reduction of forces argue that it is necessary because of growing competition with China in the Indo-Pacific and Russia in Europe, a declining U.S. reliance on Gulf oil and gas, a reduced threat from terrorist groups, and a need to focus on diplomacy rather than military force. With the outbreak of the Covid-19 pandemic, supply chain resilience has emerged as a policy priority of the United States and its allies. The issue of supply chains has also raised the profile of emerging economies that offer possible alternatives to China as production platforms for multinational firms. It finds that all are attempting to take advantage of this new focus on supply chain resilience, while (to varying degrees) balancing the economic security risks posed by China’s rise. The war in Ukraine has already shown how dangerous it is for the U.S. to assume that it can rebalance its forces to one region and count on a lasting peace or detente in others. It now is all too clear that U.S. strategy must continue to focus on Europe as well as China. What is less clear is the extent to which the Ukraine War is an equal warning that the U.S. must have a truly global strategy – and one that continues to focus on other critical regions like the Middle East. The sudden escalation of the Ukraine crisis into a major regional conflict and the need for political and diplomatic support in the UN as well as for sanctions are warnings that much of the U.S. success in deterrence and defense lies in creating long-term global diplomatic and political support as well as true and lasting strategic partnerships.

Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities. Whether Europe is prepared and able to parry Beijing’s economic statecraft is somewhat unclear, given varied attitudes toward China and the patchwork of investment screening mechanisms across the continent. Regardless, the outcomes will have significant implications for US security and for the Defense Department specifically. In support of US European Command (EUCOM) and the Department of Homeland Security (DHS), the U.S. Army War College’s Strategic Studies Institute (SSI) assembled an interdisciplinary team to examine these issues and offer actionable policy recommendations for military leaders and decisionmakers on both sides of the Atlantic.

The Caribbean is strategically vital as the southeast maritime approach to the United States. It is a key hub and transit area for commercial logistics serving the eastern coast of the United States as well as the Atlantic side of Central and South America. The region is connected to the United States through ties of commerce, geography, and family. Not only is the U.S. territory of Puerto Rico situated centrally in the Caribbean between the Dominican Republic and the Leeward Antilles islands, but significant diasporas of Cubans, Jamaicans, Dominicans, Haitians, and others are found in U.S. communities, from South Florida to New York and New Jersey and beyond. The United States relies on good governance in the Caribbean and partnership on a range of national security issues, including the entry of illegal narcotics (principally moving north from Colombia and Venezuela) and other contraband goods. Even more importantly, the Caribbean touches—or is proximate to—a substantial number of important U.S. ports and military facilities, such as Jacksonville, Florida; Savannah and Kings Bay, Georgia; Charleston, South Carolina; and Norfolk, Virginia. Not only are these facilities critical to U.S. international maritime commerce, but military facilities in some of those areas play important roles in the deployment and sustainment of forces in a range of potential conflicts, be they in Africa, Europe, or Asia. Indeed, during the wars of the previous century, German submarines sought to operate in or near the Caribbean in order to put U.S. facilities and ship convoys at risk.

More than 1 million kilometers of submarine cables traversing the ocean floor, each about as wide as a garden hose, transmit up to 99 percent of international data, underpinning global trade and communication. This vital digital infrastructure faces myriad threats, from earthquakes and typhoons to fishing nets and saboteurs. The United States derives significant advantages from its centrality in Asia’s subsea cables, which contribute up to $169 billion to the U.S. economy annually and could benefit more U.S. workers and businesses as demand for digital products and services grows globally. But realizing those benefits will require the United States to step up its policy engagement on Asia’s cable networks, which are changing with China’s rise, the emergence of new regional hubs, and new transpacific routes designed to reduce risks and increase network resiliency.

Abstract:
Welcome to the fifth edition of Space Threat Assessment by the Aerospace Security Project at the Center for Strategic and International Studies. Over the past five years, this assessment has used open-source information to track the developments of counterspace weapons that threaten U.S. national security interests in space. The United States has relied heavily on its space infrastructure since the first satellites were launched to track and monitor nuclear missile launches during the Cold War. Over the past six decades, the United States has grown more reliant on the information, situational awareness, and connectivity provided by military, civil, and commercial space systems. It should be no surprise that these assets are a target for adversaries attempting to gain asymmetric military advantage. The Space Threat Assessment is critical to understanding the changing nature of the space domain and monitoring trends in space and counterspace weapons.

Cybersecurity is a priority for Congress and for the Biden administration as online crime and espionage reach unparalleled heights. To improve cybersecurity in federal agencies and in critical infrastructure, the administration has built a strong team, elevated the positions of White House officials dealing with the issue, and released a series of policy directives. In Congress, 157 pieces of legislation addressing cybersecurity were introduced during 2021, with proposals ranging from capacity building and workforce development to updating federal policy. Crime and espionage have made cybersecurity a national priority, and action on cybersecurity is more likely than ever in 2022. CSIS convened two private roundtables with senior government officials and senior information security executives from major enterprises in a range of U.S. industry sectors. The goals of the roundtables were to identify common challenges, discuss best practices, and outline avenues for cooperation.

60. Securing Intellectual Property for Innovation and National Security

The United States is engaged in a global competition for innovation, with critical implications for the nation’s continued technological leadership, competitiveness, and security. To win, the United States will need to leverage its advantages at home, including its robust intellectual property (IP) rights system and the innovative zeal of its entrepreneurs. It should also look abroad—setting the pace for scientific cooperation with allies and strategic partners, as well as developing shared international technical standards through the contributions of experts from around the globe. Most pressingly, the United States should not adopt policies that weaken protection of U.S.-owned patents—which would both disincentivize innovation in the United States and support Chinese efforts to dominate critical standards and other advanced technologies. Yet a recent proposal of the Antitrust Division of the U.S. Department of Justice (DOJ) does just that. Launched as a consultation, its Draft Policy Statement on Licensing Negotiations and Remedies for Standards-Essential Patents Subject to F/RAND Commitments is promoted as an effort to encourage good-faith licensing negotiations and to address the scope of remedies available to patent owners who have agreed to license their essential technologies on fair, reasonable, and non-discriminatory (F/RAND) terms. While this draft policy seems like an innocuous administrative change, it has the potential to do significant damage to the United States’ innovation engine and, by extension, to its national security.

61. Creating Accountability for Global Cyber Norms

The year 2021 saw all UN member states agree in the Open-Ended Working Group (OEWG) on a framework for responsible state behavior in cyberspace, based on norms developed in the United Nations Group of Governmental Experts (GGE) in 2015.1 The OEWG formalized global agreement on the 2015 norms. This consensus agreement means that the framework for responsible state behavior is now politically binding for all member states. Global agreement on the obligations for responsible state behavior is a substantial step forward in building international cybersecurity in a rules-based environment. Unfortunately, international experience since 2015 has shown that agreement on norms, even when politically binding, is by itself not enough to ensure their observation or create stability in cyberspace. This has shifted discussion from what norms are needed to how to build accountability and what to do when norms are ignored. While the norms agreed to by all member states will ultimately reinforce international stability, to make progress, it will be necessary to develop a collective diplomatic strategy to improve the observation of norms and increase accountability when they are ignored. A strategy of sustained engagement and the imposition of consequences is necessary for norms to have effect. Our assumption is that accountability for malicious cyber actions can only be strengthened if there are consequences for a state’s decision not to observe norms. If nothing else, a failure to take action in response to transgressions seems to only encourage opponents. An immediate task is to define the conditions for collective action. There has been an initial and informal agreement among like-minded democratic nations that accountability requires the imposition of consequences for a failure to observe norms, but several issues must be addressed. These include agreement on standards for attribution of the source of a malicious action and agreement on a proportional, lawful, and effective response. A collective approach is essential if efforts to create accountability are to succeed, and any response to a cyber incident will require political heft and sustained engagement.

Abstract:
The strengthening of the partnership between Russia and Iran depends on overlapping security interests; bilaterally, regionally and on the world stage. Tehran has pursued a regional policy program that is largely in line with Russia’s interests, whether these relate to Syria (from 2011), the Caucasus, Central Asia, or Afghanistan (since 1991). This security dimension was already one of the foundations of the bilateral relationship in the post-Cold War-period. It has now appeared in regional dealings between Tehran and Moscow. In addition, the decline of US international predominance, which has been apparent since the 2000s, has allowed Russia and Iran to develop a shared ideological discourse in opposition to “Western values”. Beyond this shared ideological basis, Tehran has developed a true “Realpolitik” whereby it relies on Russian foreign policy to relieve US pressure on Iran that is aimed at regime change or, at the very least, a change in the behavior of the Islamic Republic. In other words, in seeking to preserve intact the main ideological tenets of its regime, Tehran has added a new dimension to its relationship with Moscow. Since 1991, this relationship has become a matter of survival for a regime that faces both popular opposition at home and external pressure from Washington: pressure that increased during the Trump administration of 2017-2021.

Facing Russia’s aggression on Ukraine, European countries have enacted economic and financial sanctions against Russia. • However, heavily dependent on Russian gas, European countries fear possible countersanctions. • On the other hand, Russia is heavily dependent, first and foremost, on oil exports, but also, yet to a lesser extent, on gas exports to Europe. Oil and gas represent more than half its total export revenues. • European countries should distinguish two policy needs: reducing their dependence on Russian gas to mitigate the impacts of possible countersanctions; reducing the demand for Russian oil to increase the economic pressure on Russia. • Reducing demand for Russian oil can be much easier for European countries to endure and can be done immediately with an active involvement of the civil society, from companies to citizens. It would ease the cost impacts on European citizens and give them ways to express their solidarity with Ukraine.

How is the increasing spread of artificial intelligence (AI) likely to shape the cyber capabilities of the Democratic People’s Republic of Korea (DPRK; North Korea) in the coming years? Over the past decade, cyber tools have become an important enabler of the Kim Jong Un regime’s quest to achieve its policy objectives. Today, as a result of sustained investments by Pyongyang, the DPRK has developed an increasingly sophisticated set of cyber capabilities, which it has used to substantial effect against foreign militaries, banks, companies, media outlets, and individuals. While the regime has been able to achieve much through cyberattacks relying on traditional human operators, there are some areas where automating cyberattacks may prove attractive to the North. At the same time, demand for trained cybersecurity professionals usually far outstrips supply, and AI for cyberdefense may be an area where the regime ultimately feels compelled to invest, either to offset human capital shortfalls, or as adversary AI-enabled cyberattacks grow more sophisticated. Is North Korea about to make the leap to AI-enabled cyberattacks or cyber defense? Or will the country’s international isolation impair its ability to pair up AI with its existing cyber capabilities?

The United Nations (UN) sanctions against North Korea are weakened by structural evasion techniques and weak enforcement. The African continent is a crucial node in the global illicit networks of North Korea. This paper examines three motives for African states to cooperate with North Korea, with a particular focus on the context of southern Africa: historical affinity (reciprocity), the practical issue of maintenance dependency (necessity), and the presence of weak enforcement regimes (opportunity). Based on a deep reading of UN Panel of Experts reports, academic literature and policy papers, novel archival material, and an interview with a defected North Korean diplomat, this paper argues that solutions to strengthen the sanctions regime can be successful only if they are grounded in African initiatives.

Following a record number of North Korean missile launches, as well as tests by South Korea, assertions have been widely and uncritically made that Seoul is participating in an inter-Korean arms race. This paper challenges that paradigm by arguing that South Korea’s military acquisitions, displays, and testing of new weapons are better explained as proactive efforts to build military capabilities to support national security priorities in a broader context, rather than reactions to the threat from North Korea. While North Korea’s reasons for weapons testing are well-documented, South Korea’s military buildup in recent years has received far less attention. This paper examines drivers behind South Korea’s military investments and makes recommendations for how the Republic of Korea (ROK)-United States alliance could incorporate these capabilities into alliance military operations beyond simply deterring or defeating North Korea. To do so, it examines how broader drivers affect ROK strategic thinking, the demands this puts on the ROK military, and how those demands translate to specific defense acquisitions. With the start of a new ROK presidential administration, it is an opportune time for Seoul and Washington to coordinate approaches on capabilities development in ways that would benefit both countries in the years to come.

Although the Korean Peninsula has been divided for over 70 years, North and South have not been able to make lasting progress in terms of reconciliation. While there are multiple factors directly influencing the extent to which inter-Korean relations can progress, this paper focuses on the role of the United States. When it comes to inter-Korean reconciliation efforts, is the U.S. more of a facilitator or a spoiler? By looking at three case studies spanning three South Korean administrations—Roh Tae-woo, Roh Moo-hyun and Moon Jae-in—this paper attempts to find patterns and lessons related to Washington’s role in the complex inter-Korean reconciliation process. The cases reveal that the U.S. has played the role of both facilitator and spoiler in each case, and that whatever role the U.S. plays depends on its own relationship with North Korea at that time. The U.S. is most likely to play a facilitating role when the administrations in Washington and Seoul are both willing to engage diplomatically with Pyongyang, when progress is being made in denuclearization talks, when the geopolitical environment is conducive towards diplomacy and engagement with North Korea, and when the U.S. adopts a reciprocal negotiating strategy. The paper concludes by considering the conditions necessary to achieve inter-Korean reconciliation and to establish long-term peace on the peninsula. Key factors include the need for trust-building and reciprocity between the U.S. and North Korea, and adopting a more holistic approach that goes beyond the nuclear problem and aims to establish a lasting relationship between Washington and Pyongyang.

Non-state armed groups (NSAGs) pose a thorny policy dilemma for US and European officials trying to stabilize fragile states. NSAGs are far from homogenous in their motivations, tactics, and structure, resulting in highly varied roles in either perpetrating or mitigating violence, with many playing a part in both. On one side, NSAGs can create instability by using violence to advance a range of interests, from political influence and financial gain to challenging a central government’s legitimacy or territorial control. Many NSAGs are directly responsible for civilian harm, including perpetrating targeted violence, persecuting, killing and committing brutal abuses against citizens.2 There is no shortage of examples of NSAGs that fit this mold. From Boko Haram in Northeast Nigeria to Katibat Macina in Mali, armed groups have wreaked havoc on the lives of civilians as well as US and European security interests.

73. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

The crisis over Ukraine reinforces the view that, despite progress in many areas on the international agenda in recent years, the number of people affected by conflict and violence keeps growing. In the past 20 years, the number of forcibly displaced people has doubled, reaching over 80 million. According to United Nations data, over 60 percent of conflicts have relapsed in the last decade, a staggering figure that testifies of the difficulty of conflict resolution in this context. More than 80 percent of conflicts over the past 30 years involve militias and non‑state actors, while the more recent rise in transnational violent extremist groups has increased the challenges for conflict resolution. Civil wars are leading to more protracted conflicts with ethno‑cultural components, which complicate the traditional political approach. Existing multilateral mechanisms and diplomatic negotiations are increasingly ineffective, and a new toolbox for conflict resolution is more urgent than ever. The combination of great power competition, regional struggles for hegemony, and the proliferation of non‑state actors create interlocking and multi‑layered conflicts that impact international peace and stability. At the same time, these elements are challenging the traditional approaches whilst further putting the achievement of the Sustainable Development Goals at risk, as recognized inter alia by the latest Strategic Plan of the UN Department of Political and Peacebuilding Affairs. The international multilateral order is being questioned from many different quarters, while the wave of global protests shows the exhaustion of existing economic and political models, as well as the need for a new social contract. The impact of the pandemic and the measures taken to control it are also having a profound impact on these new political and economic dynamics, laying bare the growing inequalities of the new digital economy as well as the weakening of solidarity and common action. The increasingly intricate fabric of peace and conflict and the multiplicity of actors involved have made conflict resolution more complex, as stated in the December 2020 Concept on EU Peace Mediation. Terrorism and radicalization have become a more imminent security threat and tensions related to environmental degradation, irregular migration and forced displacement, are affecting the social fabric in fragile states in unprecedented manners.

NATO currently faces a fundamental challenge. Following the collapse of the Soviet Union, NATO adopted a de facto strategy of political, geographical and functional extension, welcoming new members, launching operations in new regions and multiplying its activities to address new low-intensity security threats.1 However, the pillars on which this strategy rested are now weakening. Today, strategic competition has returned and NATO’s military primacy is eroding, as much due to China’s impressive military modernization as because of the diffusion of military power enabled by globalization.2 Likewise, the liberal international order which allowed NATO to endure an uncertain military balance and a competitive international system during the Cold War is also under pressure. Free trade is under attack, democracy is receding, financial stability is harder to maintain and, last but not least, a seismic redistribution of wealth and power away from the Euro-Atlantic area and towards the Asia-Pacific is underway.3 Lastly, the non-traditional security threats which characterized the post-Cold War era remain, having even expanded in number and intensity.4

NA- TO’s Allies, the argument goes, have clearly demon- strated their shared determination to protect allied ter- ritory and core liberal-democratic values, re-affirming the Alliance’s unshaken commitment to the principle of collective defence. But can this momentum be sus- tained? While the Ukraine crisis has triggered initial prac- tices of unity, it has also highlighted – and rendered more complex – difficult questions, tensions and nor- mative dilemmas for NATO. This policy brief exam- ines some of the key challenges that NATO is likely to face in protecting the transatlantic security commu- nity in the unstable, post-February 2022 environment. What is particularly important to understand is that some of those challenges concern key norms and val- ues around which NATO defines itself. There are no simple answers to the political questions facing the security community – but there are steps that can be taken to put the Allies in a stronger position to ad- dress them.

The Russian authorities, including Vladimir Putin, perceive gaining or losing ground in this rapidly advancing technolog- ical competition in existential terms: either a nation will successfully ride the wave, or it will be crushed by it. Emerging and disruptive technologies (EDTs), and their mutual convergence, are increasingly regarded as sources of strategic and operational advantages in fu- ture warfare. They create a new set of conditions and potentially consequential defence applications that may increase Russia’s – and other key actors’ – military ad- vantage over competitors. Accordingly, EDTs may al- ter the trajectory and character of future warfare and human involvement in it. Stakes seem high for both national and international security, with a likely impact on deterrence, arms control, and strategic stability, as well as the distribution of power in the international system, along with Russia’s share of it. One of the key objectives during Putin’s presiden- cy has been to rebuild the country’s military capacity. A large-scale modernization programme launched in 2008 has focused on strengthening the nuclear arse- nal and reducing the conventional inferiority that took hold in the military organization during its post-Cold War decay. The Russian authorities have been con- cerned, however, that it would take too long to catch up with the West’s military development. Conversely, EDTs promised a rapid, non-linear way to close the capability gap. As a result, Russia has been systemati- cally expanding its pursuit of cutting-edge military and dual-use technologies. This Policy Brief explores Russia’s technological eco- system with examples of the major programmes and strategies that have been prioritized to pursue excel- lence in EDTs. It examines constraints that affect EDT development, including the impact of the invasion of Ukraine, and considers what possible implications Rus- sian EDT development may entail for NATO.

The 24th of February, 2022, will remain a watershed date in European history; that day, the Russian regime led by President Vladimir Putin launched a military invasion of Ukraine, marking the return of war in Europe for the first time in decades. Much of what has transpired since the war’s onset has come as a surprise, whether in its political and strategic dimensions or in operational and tactical terms. The war was not an impossibility prior to 24 February, but it was certainly viewed in the West as improbable from the perspective of a rational cost-benefit analysis. This is especially so when one considers Putin’s attempt to swallow the entirety of Ukrainian territory. The means with which Russia attempted its conquest also raise a number of questions as to its armed forces’ level of preparedness, organisation, and operational ability. Today, it is clear that Russia’s military capacity was overestimated while Ukraine’s capacity to resist was underestimated. We have witnessed Russian forces encountering difficulties in achieving their military objectives and a Ukrainian nation-state – including its armed forces and its society – determined to deny Russia any gains. Politically, the Russian regime misread the very nature of the Ukrainian nation, which proved strong and unanimous in its rejection of the Russian endeavour – even in the country’s supposedly Russian-leaning East (with the exception of part of the Donbas). For its part, the Atlantic Alliance has displayed a political unity that was admittedly lacking in recent years prior. The United States has demonstrated unequivocal commitment to the defence of Europe, while European Allies have shown both political resolve and a will to take defence spending seriously. Very little dissent or freeriding has occurred in the West. Solidarity with Ukraine has been optimal, both politically and through the delivery of weapons. Still, Allied support is constrained by the imperative of non-belligerence. NATO Allies have made it clear upfront that they have no desire to directly confront Russia, hence the rejection of a no-fly-zone or any other move carrying the risk of inadvertent escalation. That said, NATO has deployed part of its NATO Response Force and activated its defence plans. Allies have strengthened their presence in each of the enhanced Forward Presence (eFP) four existing battlegroups, and committed to the deployment of four additional battlegroups in Romania, Slovakia, Hungary and Bulgaria. 40,000 troops are officially deployed under direct NATO command on the Eastern flank as of the beginning of April, together with ships and air assets. Most importantly, the US has staged a comeback in Europe, with an overall deployment of 100,000 troops, among which approximately 20,000 have deployed since the beginning of 2022. The European Union (EU) too has acted swiftly, most notably through the imposition of sanctions on Russia in lockstep with US and UK sanctions. The EU has also flexed its muscle through the newly created European Peace Facility (EPF), which has delivered three instalments of EUR 500 million to finance the delivery of weapons to Ukraine. At the time of writing, EU states had not taken the decision to extend sanctions to oil and gas imports from Russia, unlike the US and the UK. If such a decision is taken, this would lead to a major energy crisis – and therefore economic crisis – in the whole of Europe. The war, then, raises a series of questions about the current and future European security order. First, will Western unity endure over time? What are the risks that the US or some European states will defect once the initial shock of the invasion has faded, once sanctions begin harming European economies, once the possibility of a re-engagement with Russia is floated, or once the Indo-Pacific inevitably regains US attention? Second, how will the war impact European security institutions – most notably NATO and the EU – and to what extent will the current situation positively shape the partnership between the two? Third, how resilient will Europe be in the face of a possible energy crisis provoked by the cessation of oil and gas deliveries from Russia? Fourth, from a military perspective, what lessons can be drawn from the first months of the Russian offensive regarding both Russia’s capacity (or incapacity) as a first-tier military power and in the changing (or unchanging) character of modern war? Finally, what initial lessons should we draw regarding nuclear deterrence and the Atlantic Alliance’s ability to dissuade harmful Russian nuclear-related actions? This collective Research Paper, authored by NDC Researchers and the NDC Commandant, explores these questions directly, identifying some preliminary lessons from the war. In the first chapter, Lt. Gen. Olivier Rittimann looks at the war’s potential impact on the distribution of tasks between NATO and the EU. The second chapter, written by Thierry Tardy, examines NATO’s response to Russia’s aggression and outlines implications for both the EU and for NATO’s forthcoming Strategic Concept. The third chapter, co-authored by Andrea Gilli and Pierre de Dreuzy, analyses Russia’s military performance on the Ukrainian battlefield and draws early conclusions about Russian military power. Fourth, Marc Ozawa explores the war’s impact on European energy security and Europe’s dependence on Russian oil and gas. Finally, Cynthia Salloum assesses how the crisis questions the very concept of deterrence and Allies’ ability to deter the Putin regime. This Research Paper is published alongside a series of related events and publications (notably in the Policy Brief series) that the NATO Defense College Research Division has organized in relation to the ongoing revision of the Alliance’s Strategic Concept. To that end, it arrives in tandem with an adjacent NDC study on the strategic shifts impacting NATO’s core tasks and in anticipation of a multi-authored analysis (to be released in September 2022) of the forthcoming Madrid Strategic Concept.

The Strategic Concept is NATO’s most import- ant document after the Washington Treaty. It identifies the foundational elements of the Al- liance: it defines NATO’s strategic goals, the key risks and threats the Alliance faces, and designs a strategy of how to overcome those challenges. Since its in- ception, NATO has adopted six Strategic Concepts. The latest one was published in 2010. Given the ex- traordinary events of the last decade if not months, including Russian aggression in Ukraine and China’s increasingly assertive posturing in the Asia Pacific, a new NATO Strategic Concept is urgently needed and will be presented at the 2022 Madrid Summit. In this context, it is worth asking: how do we design good strategy? What are the main building blocks of strat- egy? How can NATO most efficiently integrate the variety of tools at its disposal into a coherent, cohe- sive whole? Practitioners and academics have over the years identified best practices in strategy design along with some common mistakes.1 This Policy Brief sum- marizes their most important findings.

Council Resolution 1325 in 2000. This was the first effort to link women to the peace and security processes, including affirming their central role in pre- vention and resolution of conflicts. Resolution 1325 stressed the importance of equal participation, urging states to ensure women are given an opportunity for full involvement in peacebuilding, security and polic- ing. It also called on all parties to protect women and girls from sexual abuse during or in the aftermath of armed conflict, and address their special needs during repatriation, resettlement, and rehabilitation. While the WPS agenda was initially UN-led, since 2000, its relevance to achieving sustainable peace has gradually been acknowledged by a number of international or- ganizations, including NATO. Numerous studies have appeared in the past two decades to assess WPS commitments in internation- al organizations and states, by identifying gaps and celebrating achievements. At the same time, until re- cently, NATO was arguably absent from the gender discourse, and attempts to engage with female per- spectives within the Alliance have mostly remained fragmented. In part, this was because of the pacifist stance of the feminist scholarship and an argument that military organizations are mainly governed by masculine norms.1 This Policy Brief aims at examining best practices andgaps in incorporating a gender perspective among NATO Allies and partners, focusing on women in the security sector. It provides a set of recommendations regarding the WPS agenda, taking into account the current security threats facing Allies and partners.2

For the second time in less than a year, Russian troops have gathered on Ukraine’s border in alarming numbers raising concerns of a possible invasion. In the meantime, Russia is posing conditions that are unacceptable to the West. Unless NATO, allies and Partners respond appropriately, the chain of events that Russia has initiated could inadvertently trigger a conventional war between Ukraine and Russia. If this were to happen, there is the real risk that some allies could be drawn into the conflict. This underscores the need for the Alliance, in tandem with the EU, national governments, and the private sector, to deepen coop- eration and respond in a timely, unified and coordi- nated fashion. At the same time, it is more important than ever that NATO, allies, and Partners understand Russia’s intentions. This raises the need for a return to regular and sustained dialogue with Russia. The right response for NATO will depend on changing circum- stances – namely Russia’s actions, the progress of di- plomacy, and the Alliance’s collective will to support Ukraine.

The August 2021 Afghan debacle offers NATO a moment for serious reflection about its role in the world. Some are drawing the conclusion that NATO should not engage in out-of-area opera- tions in the future and should instead focus on its core function of defending Euro-Atlantic territory from at- tack by foreign states, while dealing with the terrorist threat through long distance strikes using drones. But NATO members should draw a different conclusion, namely that in this globalised interconnected world, no one is safe from the complex combination of dangers that include war and violence, climate disasters, forced migration, pandemics or extreme poverty. It is no lon- ger possible, if it ever was, to insulate one part of the world from what happens elsewhere. What is needed is not retrenchment but rethinking and redirecting of NATO’s role. In this Policy Brief, I put forward the idea of a global strategy based on human security. Human security is understood as the security of individuals and the com- munities in which they live, in the context of multiple economic, environmental, health and physical threats, as opposed to the security of states and borders from the threat of foreign attack. Human security offers an alternative way to address “forever wars” whether we are talking about conflicts in different parts of the world, the so-called war on terror, or the geo-political competition with Russia and China. Human security implies that the security of Afghans or Chinese is just as important as the security of Americans or Europe- ans.

In 2011, Somalia experienced a devastating famine that killed over a quarter of a million people. Afterwards, leaders in the region made a commitment to end drought emergencies by 2022. The international community sought to ensure that there would be no repeat of the failures that led to famine. Next time, the world would heed the warnings and act early to avoid the crisis. But despite various warnings and alarms over the past two years, the commitment to anticipatory action has proven half-hearted. We are once again responding too late and with too little to avert the crisis. In this follow-up to their 2012 briefing A Dangerous Delay, Oxfam and Save the Children, supported by the Jameel Observatory, examine what has changed and what has not in the humanitarian system since 2011. They explain how it must evolve in order to enable and fully fund anticipatory action. With the climate crisis set to deepen, the current system must change quickly in order to meet the challenges we face in the years ahead.

For over three decades, the United States and the international community has been attempting to engage North Korea diplomatically, aiming for the complete, verifiable, irreversible denuclearization of North Korea. The Kim family regime has been committing crimes against humanity, but human rights concerns have been discounted by U.S. and other negotiators, fearing they would be an obstacle to a negotiated solution to the grave military and security challenges Pyongyang poses. North Korea has breached each and every one of the international obligations it has assumed, from imembership in the Treaty of Non-Proliferation of Nuclear Weapons to the 1994 Geneva Agreed Framework to the Six Party Talks to the 2012 Leap Day Agreement. While its negotiating counterparts have neglected human rights concerns in multilateral and bilateral talks, North Korea has continued to develop and test its nuclear and ballistic missile programs. It is time for a new paradigm, that brings human rights into the conversation, in a bilateral or multilateral setting.

88. UN Peacekeeping and the Protection of Civilians from Sexual and GenderBased Violence

While all UN multidimensional peacekeeping operations are mandated to prevent and respond to conflict-related sexual violence (CRSV), the missions in the Democratic Republic of the Congo (DRC) and South Sudan, as well as in the Central African Republic, are also mandated to protect civilians from sexual and gender-based violence (SGBV). While SGBV is often used and understood interchangeably with CRSV, SGBV is broader in scope, as it encompasses nonsexual forms of gender-based violence and need not be connected to armed conflict. This report examines how missions are implementing their mandates to protect civilians from SGBV, including CRSV, and assesses good practices, gaps, and opportunities for improvement. The report draws on lessons learned from the UN missions in South Sudan (UNMISS) and the DRC (MONUSCO). It considers how the complexities of preventing and responding to SGBV necessitate a whole-of-mission approach to the protection of civilians (POC) that encompasses not only physical protection from violence but also activities that address cultural norms related to gender, strengthen the rule of law, and enhance women’s participation. This report thus considers a range of protection activities carried out by missions, as well as structures and processes that promote the effective integration of gender into mission planning and activities. The paper concludes with several recommendations for UN peacekeeping missions, the UN Department of Peace Operations (DPO), and member states on the Security Council to strengthen work on SGBV: Provide clear guidance on what it means to protect civilians from SGBV as part of a peacekeeping mandate; Systematically and meaningfully integrate gender advisers and women’s protection advisers into POC planning at the strategic and operational levels; Include gender-sensitive indicators in monitoring and reporting systems and prioritize the gathering of sex-disaggregated data; Take a holistic approach to protecting civilians from violence, recognizing the risks of armed responses and prioritizing partnerships; and Continue to combat impunity and engage with governments and armed groups to promote accountability.

Initiatives to increase gender equality or implement the women, peace, and security agenda in peace operations routinely fail when they lack support from leadership. Gender-responsive leadership is thus essential to the UN’s efforts to promote gender equality in UN missions and the countries where these missions are deployed. While the phrase “gender-responsive leadership” is not yet widely used by the UN, its fundamental principles have been integrated across several peacekeeping priority areas and policy frameworks, including training and mentoring programs, accountability frameworks, and data collection and monitoring. Yet significant shortcomings remain. This issue brief examines the concept and practice of gender-responsive leadership and assesses its potential to contribute to UN peace operations. It begins by examining the concept of gender-responsive leadership, the approaches and strategies envisioned by policymakers, and what outcomes it can achieve. It then outlines why gender-responsive leadership is important to UN peace operations and how it could bring about new approaches and challenge barriers to gender equality. It also considers the steps the UN has taken to implement gender-responsive leadership at both the mission and headquarters levels. The paper argues that gender-responsive leadership has the potential to change gender-unequal outcomes in peacekeeping if it is supported through training, mentoring, online resources, and assessment frameworks. Ultimately, the paper recommends a more inclusive, intersectional view of gender-responsive leadership—one that pays attention to issues such as race, ability, and sexual orientation—to ensure that leaders do not operate according to homogenized or essentialized understandings of women’s experiences.

90. The Impact of Women Peacekeepers on Public Support for Peacekeeping in TroopContributing Countries

There are several common assumptions about how women peacekeepers may impact public opinion in the countries from which they deploy. Women peacekeepers may boost public support for peacekeeping by increasing the perceived legitimacy of peacekeeping missions. They may also boost public support for women’s rights by challenging norms around the roles women should perform. Finally, there is a belief that the death of women peacekeepers could decrease support for peacekeeping. Drawing on two rounds of online public surveys in India and South Africa, this issue brief tests these assumptions. It also draws on an additional survey of UN member-state representatives in New York to understand how decision makers believe the deployment of women alters public support for peacekeeping. Overall, the surveys revealed relatively high levels of support for peacekeeping in both India and South Africa. Moreover, member-state representatives in New York indicated that they not only value public opinion on peacekeeping and consider it when making deployment decisions but also believe that the deployment of women peacekeepers increases support for UN peacekeeping. However, differences between the surveys of the two countries underscore that women peacekeepers may be perceived differently by the public in different contexts and may not always increase support for peacekeeping or women’s rights. Therefore, scholars and policymakers within national governments and the UN should consider how the deployment of women may interact with other social, cultural, and political norms and practices to moderate how the public will perceive and react to women peacekeepers.

UN peacekeeping missions tend to frame conflict-related sexual violence (CRSV) narrowly both in terms of who its victims are and who is best placed to address it. The victims of CRSV are usually assumed to be women and girls, and there is often an expectation that women peacekeepers will be better able to address CRSV than men. These assumptions reflect the frequent conflation of CRSV with “violence against women and girls,” as well as with “sexual and gender-based violence.” They also reflect the broader conflation of “women” and “gender” throughout UN policy documents and training resources for military peacekeepers. This issue brief explores how the UN system currently understands CRSV and SGBV, how this understanding affects the responsibilities, roles, and perceptions of military peacekeepers, and how UN policies—especially those focused on military women’s participation in peacekeeping—might be more inclusive. It draws on desk research as well as interviews with practitioners, UN personnel, and academic gender experts, as well as insights shared in several closed-door, expert-level workshops. The paper concludes that the current narrow understanding of CRSV harms victims of sexual violence who are not women and girls, including men and boys as well as sexual and gender minorities. Beyond the victims, narrow understandings of CRSV also harm women peacekeepers. Those pushing to increase the number of uniformed women peacekeepers often emphasize their added value in preventing and responding to CRSV. This assumption can perpetuate the idea that women peacekeepers’ primary added value is their gender identity and saddles them with additional responsibilities, often without adequate training, resources, or authority.

Abstract:
While the war in Ukraine is a game changer for international and in particular European security, China appears to be marching on. And, in some ways, it is true. Since Xi Jinping took power in 2012, China’s foreign policy has significantly shifted from a defensive to an assertive approach. For decades, Beijing worked to integrate into the liberal international order, presenting itself as a peacefully rising power. By contrast, under Xi’s leadership, the country is attempting to create a global system that is more favourable to its own interests. The Report examines China’s current approach to foreign policy, and the drivers of the country’s shift away from tradition. What are the main characteristics of China’s foreign policy in the wake of the Ukraine war? How are decisions being taken, and to what extent do interest groups continue to have a say in decision-making after the recent power centralisation?

Abstract:
Shows of force from China’s People’s Liberation Army exist on a continuum from peace to war and can be characterized as coercive or annihilative. In this report, Executive Director Mark Stokes and Associate Director of Programs Eric Lee examine kinetic and non-kinetic threats posed to Taiwan by the People’s Liberation Army. The authors explore the history of Taiwan’s early warning infrastructure and radar order of battle. They then assess how these capabilities support Taiwan’s air sovereignty missions of surveillance and control around its territories. They conclude by suggesting ways the United States can bolster Taiwan’s early warning capabilities.

94. U.S. Coast Guard Academy Cultural Competence Assessment

Abstract:
The United States Coast Guard (USCG) is widely recognized for its six major operational missions: maritime law enforcement, maritime response, maritime prevention, marine transportation system management, maritime security operations, and defense operations. Since 1876, the U.S. Coast Guard Academy (the Academy) has served as the one location where USCG officers receive their training. The Academy is an accredited military college granting Bachelor of Science degrees in one of nine engineering or professional majors. Graduates earn a commission as an Ensign in the Coast Guard. The impetus for this report is found in the Coast Guard Academy Improvement Act, part of the National Defense Authorization Act of the fiscal year 2021. This legislation called for the National Academy of Public Administration (NAPA) to assess the current state of cultural competence (including diversity, equity, and inclusion) of the Coast Guard Academy’s cadets, faculty, and staff. Cultural competence is defined as the ability to understand, appreciate, and interact with people from cultures and belief systems different from one’s own. It encourages the acknowledgment and acceptance of differences in appearance, behavior, and culture. This assessment by a Panel of NAPA Fellows provides actionable recommendations that, when implemented as an integrated whole, will serve to further develop a healthy environment of cultural competence at this critical institution. As a congressionally chartered, independent, non-partisan, and non-profit organization with over 950 distinguished Fellows, NAPA has a unique ability to bring nationally recognized public administration experts together to help government agencies address challenges. I am deeply appreciative of the work of the five NAPA Fellows who served on this Panel and commend the Study Team that contributed valuable insights and expertise throughout the project. We are grateful for the constructive engagement of many USCG and Academy personnel and cadets who provided important observations and context to inform this report. We also thank representatives of the other federal military service academies for their active contributions to this research. Finally, this report has benefited substantially from input offered by many researchers and practitioners in the field of cultural competence, diversity, equity, and inclusion. I trust that this report will be regarded as an encouragement to leaders at the Coast Guard Academy, as it commends many good practices that are already in practice. It should also serve as an actionable guide to putting necessary policy, procedural, and structural elements in place to further develop cultural competence for all. Doing so will further advance the USCG’s compelling mission.

95. A Call to Action: The Federal Government’s Role in Building a Cybersecurity Workforce for the Nation

Cybersecurity is a significant concern for governments, businesses, universities, service providers, and citizens throughout the country. Ransomware attacks and other cyber intrusions are featured in the news almost daily, and there is a growing demand for cybersecurity workers who can protect the electronic systems that enable so many aspects of our lives and our economy. In recognition of these vulnerabilities, the Academy identified as one of its twelve Grand Challenges in Public Administration the need to Ensure Data Security and Privacy Rights of Individuals. Yet only recently has the federal government begun to bring together key federal and nonfederal actors to address cybersecurity workforce problems. As part of the FY 2021 Consolidated Appropriations Act, Congress directed the Department of Homeland Security to contract with the National Academy of Public Administration (or a similar organization) to review the Cybersecurity and Infrastructure Security Agency (CISA) programs (primarily housed within the Cybersecurity Defense Education and Training [CDET] branch) to build a national cybersecurity workforce. The task was to assess the excellence, scalability, and diversity of select CISA/CDET workforce-development programs and to consider alternative models for building a cyber workforce. Our study Panel of Academy Fellows also looked at additional efforts across the government aimed at ensuring the nation’s cybersecurity workforce needs are being met. The Academy’s Study Team staff performed the research and analysis to inform Panel member analysis and recommendations. I deeply appreciate our Panel members, who provided valuable guidance and introductions to federal and nonfederal leaders in the cybersecurity workforce development field. The views expressed in this report are those of the Panel. In addition, I would like to acknowledge the time and contributions as subject matter experts of Academy Fellows Franklin Reeder, Director Emeritus and Founding Chair, Center for Internet Security, and Ronald Sanders, Staff Director, The Florida Center for Cybersecurity at the University of South Florida. Both went above and beyond to provide information, context, contacts, and other guidance to the Study Team and Panel. Abstract:
Russia’s war in Ukraine fundamentally challenges the post-Cold War international order. Yet the scenario of a renewed Cold War must be balanced by alternative visions of European order. This contribution reassesses the concepts of interdependence, socialization, normative power, and international society taken from international relations theory to develop some general lessons for European order and concrete pointers toward alternative policy paths. Such an order needs to build on a more honest engagement, serious great power management mirrored by societal linkages, and creative thinking about joint institutions and regional overlaps.

Abstract:
The hour of reckoning is when one confronts past mistakes and decides what to do next. Russia’s war in Ukraine reveals numerous European mistakes in the past and accelerates the development of a new foreign policy paradigm. The article examines the emerging policy paradigm and how it organizes the politics of EU foreign policy. Moreover, the article argues that the emerging paradigm is closely connected to, if not dependent on, the ongoing processes of reckoning, that is, to the degree that past mistakes are acknowledged. Finally, the article argues that the twin processes of reckoning and paradigm change make a determining factor for the future of Europe

Abstract:
The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

Abstract:
The term “Crisis Europe” simply defines the current state of the EU affairs. Within the last ten years, the financial crisis, the entrance of refugees, the pandemic, and lately, the Russian invasion have deeply damaged the actorness of the bloc. Under the shadow of war, European decision-makers have once again turned to their endless search for solidarity and more integration as a response. Yet, it seems that the EU has a mountain to climb to convince its inner circle and the outer world. This short analysis tries to understand the dynamics that pushed the EU into a crisis stage and issues that consistently pulled the rug out from under the idea of unity. Moreover, it also offers a more flexible approach as an alternative plan to unblock the ongoing impasse.

Abstract:
Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.
