Abstract:
The Middle East and Gulf region face three drivers of tension and instability: those caused by the US’s erratic and unilateral policies, those tied to economic underdevelopment and those linked to growing competition among regional actors. China is and will be facing economic challenges stemming from the Middle East and will face growing calls to assume more active roles in the region, roles which however often go beyond its capabilities or interests. China’s approach to regional security can be categorised as promoting political solutions to disputes, contributing to economic development and providing security resources within the UN framework. China backs regional efforts to achieve peace and security via dialogue, also including extra-regional actors involved in the Middle East. China is sympathetic to Russia’s vision for regional security cooperation, and would support the convening of an international conference on Middle East security issues that includes specific roles for regional and external actors.

On 23 September 2020, the EU launched its new Pact on Migration and Asylum. In a refreshingly blunt press-release accompanying the Pact one could read: “The current system no longer works. And for the past five years, the EU has not been able to fix it”. The stated aim of the Pact is a fairer sharing of responsibility and solidarity between member states while providing certainty for individual asylum applicants. This is intended to rebuild trust between EU members as well as improve the capacity to better manage migration. However, whether the Pact will be implemented and have an effect on EU external migration policy in the Sahel remains to be seen.

Given the consequences that security issues yield for the Middle East and beyond and in spite of the failures to date, a regional security process where stakeholders can engage with one another remains a relevant and timely approach, which would be needed to move out of the region’s current cycle of instability. Based on the ongoing Tafahum project, a first step is to establish a shared understanding of regional security issues and what they entail before taking steps towards building a security “architecture” or “system”. In addition, regional cooperation must be framed around both conceptual and operational baskets. A broad agreement on principles of conduct, a focus on regional economic development and the development of civil society interactions are seen as essential elements around which such baskets can be put together.

Abstract:
As Russia has become a major external player in the Middle East and North Africa (MENA) region due to its military engagement in Syria since 2015, it has acted as a balancer and mediator in several regional controversies and has continued to serve as a security guarantor for the Syrian state. This course has brought Moscow some practical dividends, such as growing economic and military-technical cooperation with select MENA countries, and has spurred its broader international profile. However, entering the 2020s, the risks of more active engagement in the Middle East have also mounted, making Russia’s balancing act more difficult. In three cases where Russia’s involvement has been visible (Syria, Libya and the Israeli-Palestinian problem), evolving developments challenge Moscow’s acquired influence and multi-vector approach, but also create new opportunities for its engagement and mediation. Above all, the 2020 US–Iran crisis catalysed the urgent need for structured regional dialogue, especially across the Persian Gulf. While this requires direct interaction between the region’s main antagonists, the initial impulse to unlock the trans-Gulf impasse might need to come from the outside. A process-oriented blueprint for inclusive multilateral security in the Gulf proposed by Russia in 2019 is a step in the right direction, but to be activated it may need to come as part of some broader international initiative.

Abstract:
“A human crisis that is fast becoming a human rights crisis”. UN Secretary General António Guterres was among the first to raise the alarm about possible human rights implications of government measures to fight COVID-19. Since its outbreak, 87 states – both authoritarian and established democracies – have declared a state of emergency to curb the spread of the virus, which implies certain derogations from international human rights conventions. Protecting the right to life and physical integrity are fundamental duties facing government authorities, commitments enshrined in law – specifically Article 2 of the European Convention on Human Rights (ECHR) and Article 6 of the International Covenant on Civil and Political Rights (ICCPR). Derogations from human rights conventions are permissible under certain circumstances, but any limitation must be motivated by absolute necessity, must not be disproportionate and must be limited in time.

China is actively building Network Power in economic and traditional security and non-traditional security areas, while in some cases maximizing its own interests by using the Network Power already formed. In particular, China is building Collective Power at a rapid pace in significant areas. China also actively participated in existing networks and established Positional Power by preoccupying important positions. However, China’s Network Power still seems to have a long way to go in terms of Programming Power to build new systems, unlike Collective or Positional Power. What is notable in the process of analyzing China’s Network Power is that competition between the U.S. and China is fierce over Network Power.

Russia views the Arctic as a contested area with the U.S. and a place of competition with China. It regards any loss of its dominant position as the most important challenge in the Arctic region. To counteract it, Russia develops energy, military, and logistics infrastructure in the region. Although the role of transport in the Arctic, along the Northern Sea Route (NSR), is limited for now, the increased Russian military presence in the region is already a challenge for the security of NATO countries.

Until recently, links between the Alternative for Germany (AfD) and right-wing extremist organizations have not weakened the party’s record. Yet, after anti-Semitic and racist attacks, its image as a radical party is becoming an increasingly serious obstacle in attracting new voters and overcoming political isolation. Lack of prospects for participation in government and the fact that some of the grouping are under the surveillance of counter-intelligence may lead to a loss of votes and gradual marginalisation of the AfD.

1371. Effects of US Foreign Assistance on Democracy Building, 1990–2014: An Update

Abstract:
This paper updates our earlier work on the impact of US foreign assistance on democratic outcomes in recipient countries using newly available USAID Foreign Aid Explorer data covering the 2001–2014 period, as well as new outcome measures derived from Varieties of Democracy (V-Dem) data. Building on the theoretical and empirical framework established in our previous study and in subsequent work in the field, we estimate: a) the effect of overall USAID Democracy, Human Rights, and Governance (DRG) expenditures on general indices of democracy, b) changes in the effects of DRG expenditures after 2001, and c) the conditions that moderate the impact of DRG funding at the country level in the contemporary era. We find that the effect of DRG expenditures decreased dramatically in the 2002–2014 period, relative to the modest effect shown in the previous study for the period immediately following the end of the Cold War. However, DRG aid remains effective in the current era under favorable conditions. Further analysis demonstrates important conditional effects related to patterns of DRG investment, such that aid has greater impact when levels of security assistance are low (indicating competing priorities) and when prior DRG investment is low (indicating diminishing returns). In addition, DRG is more effective at intermediate levels of democratization and less so in contexts of democratic backsliding.

Abstract:
How do mothers deal with chronic violence and the constant presence of guns in their neighborhoods? How do they relate to the armed actors who inhabit their neighborhoods? How do they build situated meaning and discursive practices out of their experiences and relationships with armed actors? We compare the experience of women in two poor and working-class neighborhoods in Caracas. La Caracola, with a long history of civic organizations and drug trafficking, suffers regular, extortionate actions by the police. La Piedad has been ravaged by militarized police operations, which have produced a "warfare mode" among the members of organized criminal groups. Through this comparative ethnographic project we aim to show how, in the midst of state-sponsored depredation and with an overwhelming presence of guns in their lives, women use their traditional cultural roles as mothers to perform everyday forms of resistance vis-à-vis the different armed actors that impose their presence in the barrios. We focus on how women make and communicate meanings; engage in social networks with other women; and employ different discursive strategies as they deal with the armed actors. We foreground women’s experiences in two barrios, asking what material and historical conditions make these different experiences possible. In the mothers’ daily struggles, dramatic discursive actions—from more openly oppositional, such as shouting, scolding, and talking, to more hidden ones, such as, both “circulating gossip” and “captive gossip” to more helpless ones, such as whispering—are their main resources in the micropolitics of their neighborhoods.

Abstract:
2020 is a momentous year for gender equality. It marks the 25th anniversary of the Beijing Platform for Action, the 20th anniversary of the United Nations Security Council Resolution 1325 (UNSCR 1325), and the conclusion to the African Women’s Decade. These celebrations offer an important opportunity to take stock of what has been accomplished over the last two decades and assess the challenges that continue to persist. The outbreak of corona virus (COVID-19) pandemic and the measures put in place to curb its spread have quelled a host of opportunities for reflections, assessments and setting new strategic priorities for the Women, Peace and Security (WPS) Agenda. Consequently, concerns have emerged over lost momentum that jeopardizes the gains that have been made over the past two decades in securing women’s empowerment in the field of peace and security. Therefore, it is imperative that conversations among policymakers, practitioners and academics who support women’s leadership and strengthening efforts to empower and protect traditionally marginalized and vulnerable groups continue. At the same time, the youth of Africa have also been fighting to be recognized as agents of peace in their communities. 2020 marks the 5th anniversary of the United Nations Security Council Resolution 2250 (UNSCR 2250) on Youth, Peace and Security (YPS) which formally affirmed the important role youth play in maintaining and promoting peace and security. This has clearly been shown during the COVID-19 pandemic as youth are mobilizing in creative ways to support their communities combat the spread of the coronavirus. Yet, their voices continue to be on the margins of decision-making processes.

Abstract:
The year 2020 marked two milestones for women’s rights and the Women, Peace and Security (WPS) agenda: the 25th anniversary of the Beijing Declaration and Platform for Action, as well as the 20th anniversary of the United Nations Security Council Resolution 1325 (UNSCR 1325). Both of these international commitments stressed the importance of advancing women’s rights, particularly in relation to their participation efforts to achieve peace and security. However, the COVID-19 pandemic derailed existing plans to mark these achievements. Instead of allowing the pandemic to further disrupt the strides that have been made to advance women’s human rights over the last two decades, it is critical that peace and security activists reframe the circumstances created by the pandemic as an opportunity to secure meaningful change. Within this context, this Policy and Practice Brief (PPB) will critique the progress made in the WPS’ agenda since the adoption of UNSCR 1325 and provide African perspectives on what should be prioritised over the next 20 years.

Abstract:
The experts in this volume have thoughtfully addressed themes that are pervasive throughout Asia and are timely for the U.S.-Korea alliance. With the future of Northeast Asia in flux, political leaders are hoping to transform their respective visions into the path forward for the region. Authors in the first section analyze the frameworks of U.S. President Donald Trump, Chinese President Xi Jinping, Russian President Vladimir Putin, Japanese Prime Minister Abe Shinzo, and South Korean President Moon Jae-in to discern the currents underlying geopolitical developments in the region. The second section examines the role of national identity in key bilateral Indo-Pacific relationships where geopolitical fault lines have become clearer. Chapters in this section cover the India-China, U.S.-China, South Korea-China, and South Korea-Japan dyads. The final section provides insights into how several of China’s neighbors and the United States are responding to its economic rise, which, of course, are also guided by strategic concerns. Considering how COVID-19 has exacerbated the rivalry between Washington and Beijing as well as the influence this relationship carries in shaping the future of the region, the contributions here are particularly relevant and timely.

1376. Through the Looking Glass: Chinese Open Source Assessments of North Korea's Ballistic Missile Capabilities

Abstract:
North Korea’s ballistic missile program has long been a concern for the United States, South Korea, and Japan. Foreign researchers have increasingly leveraged advanced open source intelligence technology and cooperated across countries to track the North’s developments over the last 25 years. But one country has been left out – China. Are there open source Chinese analyses of DPRK ballistic missiles, do they align with U.S. assessments, and is there anything for other researchers to gain from reading these analyses? This report examines Chinese assessments of North Korean ballistic missile capabilities between 1998 and 2017. We find that Chinese analysts have paid growing attention to the North’s missile capabilities but are still not as attentive as Western observers, from whom they draw most of their information and analytic insights. Chinese analyses broadly mirror Western experts’ conclusions about the state of North Korea’s missile capabilities, most notably that North Korea has a functional, if not fully perfected, intercontinental-range ballistic missile (ICBM) that can reach the United States with a nuclear weapon. However, there is little original Chinese analysis that would enhance foreign experts’ preexisting understanding of DPRK missiles.

Abstract:
KEI’s 2020 Report on American Attitudes Toward the Korean Peninsula focuses on U.S. views on relations with South Korea, U.S. awareness of South Korean brands and cultural products, and views on North Korea and was conducted by YouGov. The results reveal that while Americans have a favorable view of South Korea and about half are supportive of maintaining U.S. troops on the Korean Peninsula, few Americans watched or listened to Korean cultural products in the last year. Americans also view North Korea as one of the three critical challenges for the United States, but fewer than 1-in-3 approve of the administration’s handling of North Korea.

Abstract:
American ideals coupled with the commercial self-interest of American business and industry drove the policy of engagement, and even after the 1989 massacre of student protesters at Tiananmen Square, sustained momentum for China’s accession into the WTO. Despite China’s known unfair trade practices, it was thought that problems would eventually disappear as China adopted rules and norms as conditions of its accession to the WTO while deepening its integration into the global trading system. Yet, despite this strategy of engagement, China has not implemented expected substantive structural reforms consistent with the spirit, if not the letter, of its WTO obligations.

1379. China’s Role in India’s Hindu Nationalist Discourse

Abstract:
"Hindu nationalism risks pushing India into war with China,” blared the headline from China’s nationalist tabloid, Global Times. Meanwhile, in Washington, a wide-ranging network of analysts optimistic on U.S.-India ties similarly argue that India’s nationalist political forces will push the country further away from Beijing and likely closer to Washington. These are bold claims about the ways in which national identity will intersect with great power politics. But are they correct? That question is now more urgent than ever. The Bhartiya Janata Party’s (BJP) sweeping victory in the May 2019 elections shows that Hindu nationalism is the potent political force reshaping the country. But what role does China play in Hindu nationalist narratives, and how might those narratives affect China policy? This paper explores the various threads of Hindu nationalism and chronicles the relatively limited role that China plays within them. First, it explores the history of Hindu nationalism as a political force in India, demonstrating its tendency to view Islam – rather than the West or China – as the salient other. The key nationalist policy priorities for Hindu nationalists–including the introduction of a Uniform Civil Code that reduces sharia’s role in civil law, the repeal of Article 370 of India’s Constitution that protects Kashmir’s special status, and the construction of a Ram temple at Ayodhya on the grounds of what was once a mosque – are all issues that implicate Hindu relations with Islam. Second, after making the argument that Hindu nationalism is primarily focused on Islam, the paper then turns to analyzing China’s role in nationalist ideology. It argues that China plays a relatively limited and often contradictory role in nationalist discourse despite the increasingly contentious Sino-Indian relationship. Hindu nationalists view China through a variety of lenses – sovereignty, trade, and values – each of which produces a different perspective and precludes a singular, unified Hindu nationalist view of China. And in some areas, Hindu nationalists even admire Chinese approaches.

Since the end of the Cold War, advanced democracies have enacted explicit strategies of democracy promotion by providing assistance to governments, political parties, and other non-governmental groups and organizations all over the world. This paper examines the factors shaping European Union democracy aid allocation decisions from 1990-2010, weighing the relative impact of ideational concerns (regime type, human rights) and self-interests (political, security, economic). We argue that EU democracy aid reflects a “democracy-security dilemma” as the EU balances ideational reasons for promoting democracy with concerns over political and economic relationships, regional stability, and security. We test our hypotheses with a series of random effects, generalized least squares and Heckman selection models, which provide support for our argument. The paper concludes with a discussion of the implications of these findings for the impact and explanation of EU democracy promotion policies.
