Abstract:
The EU’s Eastern Partnership (EaP) lacks a security dimension and this is an urgent reform need. In particular, the EU should become the leading provider of civilian security support in the EaP countries, particularly Ukraine. But significant weaknesses in this policy field inhibit its capability to do so. Sweden’s long-term focus on the EaP, its experience in augmenting domestic cyber and hybrid resilience as well as in placing the civilian aspect at the heart of its national security, and it its leading contribution to the EU’s Common Security and Defense Policy (CSDP) missions put it in a unique position to be a champion of the security dimension of the EaP during its presidency of the Council of the EU. Sweden can do so by pushing for: a EU-NATO memorandum of understanding on the EaP; the provision of a rapid financing mechanism to assist EaP countries in nonmilitary defense; a more coordinated training, planning, and implementing process for CSDP missions between EU actors and the EaP countries; a more targeted approach towards EaP countries; and prioritization of deepening of cooperation with EaP countries in the domain of hybrid threats.

On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

What direction will the Xi Jinping administration’s foreign policy take over the coming years, and how will that affect the existing international order? The Chinese Communist Party harbours a strong sense of crisis about the internal and external threats colliding to supposedly destabilise its regime, and thus aims to strengthen cooperation with developing countries in order to prevent such danger. The Xi administration is consequently strengthening police and law-enforcement cooperation inside the Shanghai Cooperation Organisation, which includes Russia. Besides, China has launched a new initiative of collaborating with Moscow on satellite systems to monitor the entire Earth, in order to accumulate big data on various issues. The current Chinese foreign policy, which pursues a cultivation of deeper relations with autocratic countries by providing them with surveillance technologies, is likely to deepen the global divide with liberal democracies.

Italian capabilities, expertise and potential in the space sector are not widely known. Among state actors, Rome has actually been a pioneer in the field, boasting a long tradition that started in 1964 when Italy became the third country, after the Soviet Union and the United States, to send a nationally manufactured satellite into orbit.[1] From an industrial standpoint, Italy is among the few countries whose companies cover the whole space value chain.[2] In Europe, Rome is ranked second for total number of assets in orbit and is currently the third contributor to the European Space Agency (ESA).[3] An Italian astronaut, Samantha Cristoforetti, has recently become the first European woman to take command of the International Space Station (ISS).[4]

Speaker Bios: Alexander Huang is the Associate Professor of the Institute of Strategic Studies at Tamkang University, the Chairman & CEO of the Council on Strategic & Wargaming Studies, and Special Advisor to the Chairman & Director of International Affairs at Kuomintang (KMT). Dr. Huang received his BA in Political Science at Soochow University in 1982, earned a MA from the Institute of Strategic Studies at Tamkang University 1984 and a MSFS from the School of Foreign Service at Georgetown University in 1988. In 1994, Dr. Huang received a PhD in Political Science from George Washington University. Eric Yu-Chua Huang is the KMT’s Representative in Washington D.C., and an entrepreneur. Mr. Huang previously served as the party's spokesperson and deputy director of international affairs, a lecturer of International affairs at Tamkang University, and non-residential research fellow at National Policy Foundation. Mr. Huang joined the KMT party headquarters in 2014 after which he served as the international spokesperson for the KMT’s presidential candidate during Taiwan’s 2016 presidential election campaign. Previously, Mr. Huang worked as legislative aide for a KMT legislator representing a constituency in Taiwan’s capital, Taipei City, where his portfolio included national security and foreign relations, as well as constituent services and youth organizing. Mr. Huang graduated from Johns Hopkins University with a Master’s degree in International Relations; he earned his Bachelor’s degree at the University of Virginia majoring in International Relations; in 2018 he was a Visiting Scholar at Fudan University. Johnny C. Chiang was elected the chairman of the KMT to rejuvenate the party in 2020. The KMT ruled Taiwan from 1949 to 2000 and from 2008 to 2016, and is now the main opposition in Taiwan. During August 2018-July 2019, Dr. Chiang was the convener (caucus whip) of KMT Party Caucus in Legislative Yuan. From August in 2016 to January in 2017, he took charge of the secretary of KMT party Caucus in Legislative Yuan. In 2016, he held the post of the convener in Foreign and National Defense Committee; Previously, in 2013 he ever served as the convener in Internal Administration Affair Committee. Besides, as to international inter- parliamentary exchanging activities, he currently serves as the chairmen of R.O.C(Taiwan)-United Kingdom Inter-Parliamentary Amity Association. He is also the chairman of R.O.C(Taiwan)-Singapore Inter-Parliamentary Amity Association. Dr. Chiang received his Ph. D. in International Studies from the University of South Carolina and his master degree of public and international affairs from the University of Pittsburgh. He has previously served as Minister of Government Information Office (GIO) as well as Government Spokesman of Executive Yuan, ROC (2010- 2011); Deputy Executive Director of Chinese Taipei APEC Study Center (2009-2010); Director of International Affairs Department, Taiwan Institute of Economic Research(2005-2010); Deputy Secretary-General, Chinese Taipei National Committee of Pacific Economic Cooperation Council (PECC) (2005-2010); Associate professor, department of political science at the Soochow University in Taipei (2003-2010). 12. Sign of the Times: How the United Kingdom’s Integrated Review Affects Relations with Africa

Abstract:
In March 2021, the British government published a vision document: “Global Britain in a Competitive Age: The Integrated Review of Security, Defence, Development and Foreign Policy.”1 Previously, the government had issued documents on security, defense, development, or foreign policy, but this integrated review bundled together all aspects of policy related to a vision of a so-called Global Britain. This newly integrated approach to policymaking mirrors a strategic consolidation within the UK government, specifically the merger of the Department for International Development (DFID) with the Foreign and Commonwealth Office to become a new Foreign, Commonwealth and Development Office (FCDO). While the review is framed as a necessary response to a changing global landscape, domestic political considerations around the British exit from the European Union (Brexit) weigh heavily. The review also points to the current UK government’s inclination to prize geopolitical competition over a previous emphasis on global cooperation. Steep cuts to the UK’s generous foreign aid budget as well as the abolition of DFID have already drawn significant academic, policy, and media attention. Yet these actions are part of a broader UK strategy to redefine the country’s relations to the rest of the world, with significant implications beyond the controversial foreign aid cuts for poor countries, including those in Africa. The review will shape relations with a continent that has deep historical ties from the colonial era, a large diasporic presence, and long-standing economic relations with the UK. This analysis draws out the implications of the UK’s 2021 integrated review for African countries and recommends next steps for African and other international stakeholders to navigate the UK’s overhauled external relations strategy.

13. Negotiating Local Business Practices With China in Benin

Abstract:
Commercial negotiations between Benin and China demonstrate how both sides navigate the dynamics of Africa-China business-to-business relationships. In Benin, Chinese and local Beninese officials engaged in drawn-out negotiations on a deal to construct a business center aimed at deepening business links between Chinese and Beninese merchants. Strategically located in Cotonou, Benin’s principal economic city, the center aims to promote investment and wholesale businesses by serving as a hub for China’s business-to-business relations not just in Benin but regionally in West Africa, especially in the large and growing neighboring market of Nigeria. This paper relies on original research and fieldwork conducted in Benin from 2015 to 2021 and the author’s access to draft and final contracts from the negotiations, which allow for a side-by-side comparative textual analysis, as well as initial field interviews and follow-up interviews with key negotiators, Beninese businessmen, and former Beninese students in China. The paper shows how Chinese and Beninese authorities negotiated the establishment of the center and, above all, how Beninese authorities made Chinese negotiators adapt to local Beninese labor, construction, and legal norms and put pressure on their Chinese counterparts. This strategy meant that negotiations took longer than usual to complete. China-Africa cooperation is often characterized by speedy negotiations, an approach that in some cases turns out to be harmful—since this can allow vague and unfair clauses to be featured in final contracts. The negotiations over the Chinese business center in Benin is a good example of how well-coordinated negotiators that take their time and work in coordination with various counterparts throughout the government can help facilitate better outcomes in terms of high-quality infrastructure and compliance with prevailing construction, labor, environmental, and business norms, while also preserving a good bilateral relationship with China.

14. U.S. Strategy and Economic Statecraft: Understanding the Tradeoffs

Abstract:
Few would dispute that U.S. economic policy has enormous consequences for America’s national security and role in the world. But economic policy is too often made without a clear picture of the strategic tradeoffs it entails. The purpose of this paper is to help clarify some of these tradeoffs by considering three alternative models of U.S. economic statecraft. The first model examined here, America First, has several national security and economic disadvantages. It would not only antagonize some of Washington’s key military allies but probably also undermine U.S. international competitiveness. It might even induce countries to turn their economic attention toward China, reducing the United States’ global influence accordingly. A better approach would be a blend of two other models, namely alliance economics and globalization 2.0. Together these approaches could help orient the United States for the geopolitical challenges of the next decade. By emphasizing commercial relations with U.S. military allies, such a blend would recall Article 2 of the North Atlantic Treaty, which calls for international economic cooperation among NATO member states. And by leading a reformed multilateral system, the United States would again put itself at the center of the rules-based global economic order that brought prosperity to millions.

Economic exchanges between Korea and India have been expanding since the signing of the Korea-India CEPA, which took effect in 2010, and the promotion of the New Southern Policy (NSP) by Korea, but the level of exchange still remains insufficient considering the potential of the two countries. We aim to contribute to deepening Korea-India trade cooperation by analyzing India's foreign trade investment relations. Part II and III examine India's recent trade and investment structure with major countries including Korea, and Part IV analyzes India's status on the global production networks. Abstract:
One of the main changes in Korea’s foreign affairs in recent years is the expansion of official development assistance (ODA), among which Africa is showing particularly rapid growth. Korea’s ODA to Africa accounted for 15% of its total ODA budget in 2010, and rose to 25% in 2019 as Korea emphasized its role in international development. Korea ranks 11th in terms of the cumulative size of ODA to the African healthcare sector between 2011–2019, totaling 674 million USD. As Korea’s expansion of ODA and solidarity in international development aid to respond to COVID-19 are related, the expansion of ODA in the African healthcare sector is anticipated to continue. This study analyzes features of the healthcare sector in Africa in an effort to suggest various plans for development cooperation, based on an evaluation of Korea’s ODA project design to enable the effective provision of ODA.
