Abstract:
In partnership with E Pluribus Unum (EPU), PRRI convened a series of 26 focus groups across 13 southern states to discuss how residents think about public spaces in their communities and about the legacy and future of Confederate monuments.[1] As documented in the Southern Poverty Law Center’s “Whose Heritage?”project, as of 2022, more than 2,000 Confederate monuments and memorials still exist around the country. Most are concentrated in former Confederate states, but many others have been erected across the country. These monuments take the form of statues and memorials, as well as the names of schools, streets, government buildings, and public parks. Many were built in the early 20th century, as a tribute to the “Lost Cause” of the Confederacy, and some were even dedicated in the 21st century. The past 10 years have brought waves of protests calling for racial justice, triggered by events such as the mass shooting of Black parishioners by a white supremacist at Mother Emanuel Church in Charleston, South Carolina; the “Unite the Right” white-supremacist march in Charlottesville, Virginia; and the killing of George Floyd by police in Minneapolis, Minnesota. These protests have sparked discussions about the nation’s racial history, during which some people have called for the removal of public monuments and memorials that honor the Confederacy and its leaders. Meanwhile, other people have responded by strongly objecting to their removal. To understand Black and white Americans’ views on this topic, PRRI and EPU convened two focus groups in each of the 13 included states, with participants divided by race: one white group, with a white moderator, and one Black group, with a Black moderator. Having all-white and all-Black groups created a space in which participants were less likely to self-censor their views for fear of offending participants of a different race. Since part of the purpose of the project was to investigate the role of religion in conversations about race and public spaces, the groups included only those who affiliated with a religion and said it was important in their life. Participants were selected to balance other characteristics within the group, including age, gender, and partisan affiliation.[2] Recruitment for each group was focused on a specific city within each state, but owing to the other criteria, some participants came from outlying areas near the city or even other parts of the state.[3] As part of the project, PRRI and EPU also fielded a national survey, with oversamples in each of the 13 focus group states, to see how the focus groups resonated with larger representative samples. Results from the survey are provided throughout this report to provide additional context for the focus group findings.[4] These focus groups provided an important environment for conversations about public spaces and the legacy and future of Confederate memorials. Many Black Americans shared deeply personal anecdotes about how the legacy of the Confederacy has touched their lives and how memorials serve as reminders of a violent past and a tense present. Furthermore, these focus groups shed light on the work that still needs to be done to bridge racial divides in American communities, particularly regarding Confederate memorials.

Abstract:
Mainline Protestant denominations have played an outsized role in America’s history, given that most of the nation’s founders were members of what we now refer to as mainline Protestant churches. Until the 1960s, more than half of American adults identified with the largest seven mainline Protestant traditions.[1] Since that time, mainline Protestant denominations have suffered significant declines in membership, although their membership numbers have stabilized somewhat in the past few years. Mainline Protestants remained arguably the most neglected of the major religious groups in the American landscape. Unlike white evangelical Protestant clergy and clergy from predominately Black Protestant denominations, mainline Protestant clergy historically are less politically aligned with their congregants and face congregations that are more ideologically diverse.[2] The perspectives of mainline Protestant clergy merit more consideration for several reasons, including their role as leaders within their churches and their local communities. Studies show that clergy often have a significant role in influencing their congregants’ religious and cultural views.

8093. The Faith Factor in Climate Change: How Religion Impacts American Attitudes on Climate and Environmental Policy

Abstract:
As the planet’s temperature continues to rise, producing more severe weather events and threatening our future well-being, many religious leaders have in recent years taken clear stances about the dangers that climate change poses. Pope Francis has made climate care an important part of his papacy by establishing a World Day of Prayer each September for the care of creation, and calling on governments to enact more regulations against the emission of fossil fuels and individuals to adopt more sustainable lifestyles. Ecumenical organizations in the United States, such as the National Council of Churches, have long spoken out for environmental causes, linking such concerns to the Christian doctrine of stewardship for the earth. The National Association of Evangelicals issued a sweeping report in 2022 that also called on its followers to address climate change, noting a “biblical basis” to “worship God by caring for creation.” Major Jewish, Muslim, and Hindu religious groups and their leaders have also called for environmental activism based on religious teachings. While the scientific consensus is clear that human activities, particularly through carbon emissions, are the main culprit of climate change, political views differ with respect to the causes of climate change, its political importance, and how to address it. Moreover, religious views on climate change are far from monolithic. This report covers Americans’ assessments of the threats of climate change, how it affects their lives and voting behavior, and what steps they are willing to take to combat climate change, with particular focus on the impact of religion on such views. We also consider how partisanship, media trust, race and ethnicity, generation, and education are linked to climate change attitudes. Furthermore, we explore Americans’ spiritual connections to the earth and reasons why they support taking action to protect the environment.

Abstract:
In this divided era of American politics, the nation turns its eyes toward an unprecedented presidential election, with two of the oldest leading candidates in history — one of whom is facing federal and state indictments related to efforts to overturn the previous election. The 14th Annual American Values survey, conducted by PRRI in partnership with the Brookings Institution, examines Americans’ attitudes about the leading candidates for president, potential support for third-party candidates, and the issues that define these partisan and cultural fault lines. The survey illuminates Americans’ concerns about the overall direction of the country, the state of the economy and inflation, public education, social connectedness, and the broader health of our democracy. Additionally, the survey highlights attitudes about abortion, gender and LGBTQ issues, immigration, foreign policy, Christian nationalism, and support for QAnon, among other issues.

Abstract:
The impacts of climate change, conflict, and gender inequality are increasingly intertwined. While there is a growing body of evidence recognizing that environmental and humanitarian crises disproportionately affect women and acknowledging the vital need to meaningfully include women’s voices in prevention and response efforts, research on the relationship between women’s status broadly and countries’ resilience to the impacts of climate change is lacking. To address this gap, we investigated the relationship between women’s status— as measured by the Women, Peace, and Security (WPS) Index—and countries’ preparedness to mitigate and respond to the impacts of climate change, as captured through three indices of climate resilience. Our results reveal strong and significant relationships, suggesting that countries where women are doing well are also those best prepared to respond to climate change. These findings yield critical policy implications.

Abstract:
In August and September 2022, the English city of Leicester provided the backdrop for the convergence of international and local dynamics as unrest erupted between the city’s Hindu and Muslim communities. The events that unfolded highlighted the existence of Hindutva/Hindu nationalism and Islamophobia in the United Kingdom, and how online voices (both locally and globally) used social media platforms to inflame tensions and spread mis/disinformation. Hindu nationalism from India collided with a deeply entrenched Islamophobia in one of the most diverse cities in Europe. It was quickly apparent in the days that followed the violence in Leicester – as the local authority, police, and community tried to grapple with the events that had occurred – that many were not aware of the international politics that had likely factored into these events. Initial responses attributed the violence to a cricket match between India and Pakistan, with even the City’s Mayor presenting this view, However, further investigations revealed underlying issues within the communities long before the cricket match. This unawareness and inexperience was compounded by the abundance of voices seeking to use this opportunity to amplify Islamophobia. British Muslims are already the targets of the highest proportion of religious hate crimes in the country, and this response by some appeared to take advantage of that environment to shift the narrative away from the dangers of Hindu nationalism. The impact of this has been heavy on a city like Leicester, as residents have expressed an atmosphere of distrust emerging amongst communities. The events in Leicester and the conversations around it introduced a relatively new term to local and national discourse: Hindutva. While this term may be new to many, as an ideology, it has been around for decades. Hindutva is distinct from Hinduism – it is a modern ethno-nationalist movement that seeks to establish Hindu hegemony in India and should not be confused simply with the religion of more than a billion people. This report will examine the historical and contemporary context that has cultivated the complex landscape in which Hindu nationalist influences have materialized in the UK. It will discuss the history and background of Hindutva. It will then examine how British voices who have long played a role in spreading Islamophobia have aligned themselves with Hindu nationalist narratives, which often employ anti-Muslim tropes. This report will also profile several organizations that function within the UK and have expressed or supported Hindu nationalist sentiment, which serves as evidence against those who argue against the presence of Hindutva ideology in the country. Lastly, it will assess how the existence of Hindutva is impacting the harmony and cohesion between South Asian communities in the UK, and in particular, in Leicester. As highlighted by Dr. Fatima Rajina, a sociologist at De Montfort University in Leicester: “You will not understand the events of Leicester if you do not pay attention to what’s been happening in India and how Hindutva has been playing out across the diaspora.” A century-old ideology developed by Vinayak Damodar Savarkar in 1922 is now shaping the politics of the world’s largest democracy, but also having a reverberating impact in countries like the UK and the United States. In the absence of any formal review of the Leicester unrest being completed as yet, this report will offer the opportunity to understand Hindu nationalism and its manifestations on the streets of Leicester.

Abstract:
What are the most dominant post-pandemic conclusions, and what do the latest research results on pandemic management in Serbia and the Western Balkans show? Read all about it in the newest analysis made by BCBP. The analysis concludes that the main feature of the pandemic management in Serbia is the dominance of politics and the political interests of the powerholders over expertise. Although there were moments when expertise and containing the spread of the virus were the primary goals of the management (particularly at the very beginning), the major decisions were made based on expected political consequences. This approach towards the administration is also evident in the way in which the government and state officials communicated about the pandemic and what measures were being adopted: from a spread of panic and imposing some of the most rigorous restrictions in Europe to complete silence from officials about the pandemic situation and lifting all measures. The second main characteristic of the pandemic management is non-transparency, of course of actions in various fields: giving false statements about the numbers of infected and deceased people from COVID-19, non-transparent procurement of medical equipment and vaccines, disclosed agreements with third countries and private companies. The pandemic management should have included experts from different areas, such as communicology and psychology, while organizational aspects of the management should have included plans for other vulnerable groups and patients who were totally neglected throughout the course of the pandemic. This analysis report was made possible with support from the Rockefeller Brothers Fund (RBF). The opinions and views of the authors do not necessarily state or reflect those of the RBF.

Abstract:
The relations between the two countries from the moment Ukraine gained its independence, in 1991, to date can be marked as formally friendly relations. The peak of friendship and solidarity came with NATO’s bombing of the Federal Republic of Yugoslavia in 1999, which has remained one of the most traumatic episodes in Serbian contemporary history. During that episode, Ukrainian solidarity was demonstrated through Ukraine’s attempts to be an impartial mediator, its condemnation of the military intervention without the mandate of the UN Security Council, as well as through provided assistance. Today, that episode is easily forgotten in Serbia’s political discourse, especially by political leaders. Besides, although the relations between the two countries continue to be formally friendly, they are still burdened with stereotypes prevailing in Serbian society as a product of very stench pro-Russian narratives in the past few years, which have made Russia and its leadership very popular in Serbia. This popularity, along with the Serbian policy of balancing between the West and Russia, makes the relations between Serbia and Ukraine not hostile but relations charged with contradictions.

Abstract:
On 24-25 February 2023, in cooperation with partner organisations, the Belgrade Centre for Security Policy (BCSP) organised a citizens’ assembly in Vrnjačka Banja. The topic of the assembly was how the police could better respond to the needs of citizens in the area of fighting serious and organised crime, while the immediate reason was the ongoing debate on the Draft Law on Internal Affairs. On this occasion, 36 citizens from all over Serbia were selected to discuss two topics from statutory solutions that have proven to be significant during the public debate. The first topic concerned biometric surveillance, i.e. the new powers of the police in the field of biometric data processing granted thereto in the new Draft Law, while the second related to police management, or, more precisely, to the relationship between the Minister of Internal Affairs, the Director of Police and the Public Prosecutor’s Office. The debate was structured in line with the best practice and, for the first time in the short history of the application of the citizens’ assembly as a model in Serbia, including the presence of decision-makers. Namely, the final plenary debate was attended by three representatives of the Ministry of the Interior who are members of the Working Group charged with drafting the relevant Law, two opposition MPs, one representative of the opposition political party and a public prosecutor.

8100. Druzhba via Hungary – The impact of the construction of a new oil pipeline on Serbia’s energy security

Abstract:
The relationship between Serbia and Hungary is very specific and is characterised by intensive cooperation, which is primarily the result of very good relations between Serbian President Vučić and Hungarian Prime Minister Orbán. The two countries already cooperate in the field of energy. Namely, Serbia uses Hungarian gas storage capacities, while Hungary receives its gas via Serbia Serbia receives all its oil, including that which is Russian, through the Adriatic pipeline (JANAF). As the oil is delivered to that pipeline through the port of Omišalj in Croatia, Serbia can no longer receive Russian oil via this route. At the beginning of October 2022, the EU adopted the 8th package of sanctions which, among other things, prohibits the maritime transport of crude oil and oil derivatives originating from Russia to third countries. Due to Serbia’s non-alignment with the EU, i.e. the fact that it did not introduce sanctions on Russia, the 8th package of sanctions does not envisage any derogation from the measures when it comes to the Western Balkans, although it was originally intended to enable the transit of Russian oil through JANAF (provided that the quality remains within the limits of earlier years). To analyse the potential consequences of the construction of a new oil pipeline to Hungary for the energy security of Serbia, it is necessary to look at the geopolitical circumstances in which this decision was made and to consider which alternative options are available to Serbia and how adequate and feasible they truly are.
