Abstract:
Over the next three decades, emerging markets and developing economies (EMDEs), and especially middle-income countries, are projected to account for much of the growth in global economic activity and energy use. While a decisive move to low-carbon technologies and energy efficiency would advance both their development goals and a stable climate, the countries have yet to fully tap this opportunity. The multilateral development banks (MDBs) are in a unique position to help lower barriers to low-carbon investments in EMDEs and unlock these sustainable development opportunities. Their differentiating governance, financial and technical capabilities, and financing instruments would enable MDBs to support the necessary business environment and energy reforms and to cofinance low-carbon and energy efficiency investments alongside other investors to reduce and manage risks.

Abstract:
China's reshuffle of its financial supervisory architecture announced in March, like previous changes, appears incremental rather than radical. It will not, however, resolve the main challenge hobbling China’s financial system, which is not linked to specific choices of supervisory architecture but rather to the unfinished transition from a state-directed to a market-based financial system and the way the Chinese Communist Party's pervasive role creates obstacles to good corporate governance of individual financial firms and to the independence of supervisory authorities. Too often, political authorities and sometimes the supervisors themselves intervene directly in financial firms’ decisions to allocate capital and credit, occasionally resulting in failures of risk control and risk management. The authors argue that Chinese reformers should aim at a clearer and more rigorous division of responsibilities, in which financial firms manage financial opportunities and risks, and supervisors are exclusively focused on their respective public policy mandates.

7983. Carbon border adjustments, climate clubs, and subsidy races when climate policies vary

Abstract:
Jurisdictions adopt heterogeneous climate policies that vary in terms of both ambition and policy approach, with some jurisdictions pricing carbon and others subsidizing clean production. We distinguish two types of policy spillovers associated with diverse policy approaches to climate change. First, when countries have different levels of climate ambition, free riders will benefit at the expense of more committed countries. Second, when countries pursue different approaches, carbon-intensive producers within cost-imposing jurisdictions will be at a relative competitive disadvantage compared with producers in subsidizing jurisdictions. Carbon border adjustments and climate clubs are attempts to respond to these policy spillovers, but when countries have divergent policy approaches, one policy alone will not be able to address both types of spillovers. We also consider the policy dynamics that result from carbon border adjustments and climate clubs; both have the potential to encourage upward harmonization of climate policy, but they come with risks. Further, the pressures of international competition in the presence of divergent climate policy approaches may result in subsidy races, which come with their own potential risks and benefits.

7984. Saving the WTO from the national security exception

Abstract:
For any member of the World Trade Organization (WTO) not making alternative arrangements, enforceability of the rules of the global trading system, a distinguishing feature of the WTO, ceased to exist on December 11, 2019, because the United States blocked appointments to the Appellate Body of the WTO dispute settlement mechanism. A major obstacle to the United States accepting any resolution of this impasse—thus permitting dispute settlement to once again be binding on all WTO members—is settling the issue of whether claims of national security to legitimize trade measures are reviewable. This is a red line for the United States, which argues this claim is nonreviewable. In the emerging area of great power competition, the United States is unlikely to accept a return to fully effective WTO dispute settlement absent a compromise that finds determinations of national security nonjusticiable. This paper offers a compromise: There would be no adjudication of whether a trade measure was justified under the WTO’s national security exception, but those WTO members adversely affected would have an immediate right to rebalance trade concessions themselves by imposing retaliatory trade measures against the WTO member invoking the exception.

7985. Industrial policy for electric vehicle supply chains and the US-EU fight over the Inflation Reduction Act

Abstract:
The Inflation Reduction Act (IRA) of 2022 provoked a transatlantic trade spat. After the law was passed, the Biden administration addressed some of the concerns raised by the European Union by writing controversial rules to implement the legislation. These regulations are expected to have complex effects that, in some instances, may offset the intended impact of other provisions in the original legislation. This paper examines how the law, its implementing regulations, policy decisions on leasing, as well as potential critical minerals agreements all have the potential to affect the electric vehicle (EV) supply chain. The EV case study showcases the political-economic complications involved in US and EU attempts to cooperate over clean energy transition policy to address the global externality of carbon dioxide emissions. EVs are but one example of the challenge facing partners with integrated supply chains and similar levels of economic development that share concerns about climate change, rising inequality, workers, other social issues, and democracy itself. The EV conflict laid bare the differing US and EU prioritization of these issues relative to economic efficiency, World Trade Organization rules, the approach to nonmarket economies, and national security vulnerabilities that arise from depending on an authoritarian regime such as China for import sourcing of critical inputs.

Abstract:
Climate-related loss and damage is escalating, with many countries experiencing new forms of climate impact, of increasing intensity. The focus until now has been on calculating the economic repercussions of climate risk. Its wider impacts and resulting hidden costs of climate change — such as loss of cultural heritage — are less understood and harder to quantify. This knowledge gap on non-economic loss and damage, which is largely due to limited coordination around research and sparse evidence originating from the global South, urgently needs addressing. This briefing proposes a comprehensive approach for building the evidence base on non-economic loss and damage, particularly the creation of a Loss and Damage Research Observatory. This online platform will lay the foundations for a collaborative South–South–North community of practitioners, ultimately leading to informed policy on this critical area of climate action.

Abstract:
Although highly climate vulnerable, Bangladesh in South Asia is known as a pioneer of climate change adaptation. Recent national policies have recognised the vital importance of community-based and locally led adaptation (LLA). Where LLA interventions have been used by international and national nongovernmental organisations (NGOs), they have proven to be both effective and widely accepted by local communities. Yet major gaps remain in implementing LLA nationally due to legislative, administrative and conceptual limitations. Meeting Bangladesh’s ambitious national targets will require better coordination within government and with NGOs, so that each can benefit from the other. Building on recent examples, this briefing showcases existing interventions that are replicable and scalable and presents three key action areas requiring further government support. The lessons are also relevant to LLA practitioners in Bangladesh and other Least Developed Countries.

Abstract:
Ukraine’s resilience in the first months of Russian aggression came as a great surprise to both its Moscow adversaries and Western partners. Very few experts expected Ukraine to withstand the all-out military assault of the alleged second-best army in the world, and virtually no one believed that it would be able to fight back. An overblown image of Russian strength and military prowess may be one reason for this, but probably more significant was a protracted neglect and depreciation of Ukraine in both Western media and political circles. All of a sudden, it appeared that neither the state—broadly described as weak, corrupt, and dysfunctional—collapsed under the tremendous military assault, nor the society—broadly stereotyped as divided, conflicted, and arguably balancing at the verge of a civil war—broke down for the proverbial two parts. One may presume either that some negative features and tendencies of Ukraine’s development were exaggerated or that some positive tendencies were neglected, undermined, or both. To elucidate the issue, I proceed in three steps. First, I outline briefly the real curses that plagued the Ukrainian state and society after the fall of communism and provide some reasons for international skepticism in regard to the newborn country. Second, I argue that very important and mostly positive (although incoherent and sluggish) changes had occurred in Ukraine in the past 30 years, so that the Russian aggression neither established any new patterns for Ukraine’s development, nor shifted the country into a new direction, but rather accelerated the prior processes and solidified the existing tendencies. Third, I examine the ongoing civic mobilization in Ukraine as a way of accumulating social capital that may play a crucial role in Ukraine’s postwar reconstruction and modernization.

7989. Macro-financial implications of public debt in South Africa: The role of financial regimes

Abstract:
This paper examines the role of financial frictions in the public debt–growth nexus, documenting that a public debt shock has different macro-financial implications dependent on the state of financial markets in South Africa. A non-linear vector autoregression model is estimated which allows the transmission mechanism to be characterized by two distinct financial regimes: stressful versus normal. The empirical results suggest that a public debt shock has a broadly insignificant impact on economic growth over the full sample, reflecting the ineffectiveness of government borrowing in stimulating the economy, and could suggest that the high and growing debt service costs faced by the government reduces funds available for investment purposes. Debt shocks are found to be deflationary in both regimes, lending support to the precautionary savings effect and the existence of a well-developed financial market, while interest rates decline with the immediate impact being moderately larger in the stress regime, providing evidence of the accommodative stance between fiscal policy and monetary policy. In response to a public debt shock, financial conditions show an immediate and transitory improvement in the high-stress regime; however, in the low-stress regime there is an immediate yet negligible improvement in financial conditions. Lastly, the responses evolve over time, with fiscal policy being less effective in stimulating the economy in the post-crisis period, but it has been effective in reducing financial stress in the high-stress regime.

7990. Nation building in post-conflict settings: Evidence from South Africa

How do states rebuild nations after a major conflict? Truth and Reconciliation Commissions (TRCs) have emerged as one of the most common interventions to achieve this objective. Despite their popularity, little is known about their efficacy to foster reconciliation and nation building. We fill this gap by studying the seminal TRC established in South Africa after the end of the Apartheid. To measure exposure to TRC across South African municipalities, we leverage quasi-random variation in media coverage of the TRC message. South African municipalities with higher historical exposure to TRC on media have lower levels of violence today. This effect is driven by improved nation building and higher trust towards post-Apartheid institutions. Exploiting daily variation in TRC hearings and mediatic exposure in the short run, we bolster our interpretation that our long-run results are forged in the years of TRC activity. The same evidence suggests that our results are driven by the coverage of TRC on media as opposed to generic media exposure.
