Abstract:
Last fall, CCAS was pleased to welcome our newest core faculty member, political scientist Dr. Killian Clarke. Assistant Professor Clarke’s research centers around protest, revolution, and regime change in the Middle East and beyond. He has written about the causes of Egypt’s 2011 revolution, protest and unrest in Syrian refugee camps, pro-democracy social movements in Egypt, and processes of democratization in the post-colonial world. His work has been published in the British Journal of Political Science, World Politics, Perspectives on Politics, Mediterranean Politics, and Comparative Politics. Dr. Clarke is currently writing a book on counterrevolution, which uses the case of Egypt’s 2013 coup and an original global dataset on counterrevolution to explain why some revolutionary governments are toppled by counterrevolutions whereas others go on to establish durable and long-lasting regimes. The graduate-level courses he is currently teaching for CCAS include “Comparative Politics of the Middle East” and “Revolutions in the Middle East.” Dr. Clarke earned his PhD from Princeton University and holds an MA in Middle Eastern Studies from NYU’s Hagop Kevorkian Center and a BA from Harvard University. Prior to joining CCAS, he was a Raphael Morrison Dorman Memorial Postdoctoral Fellow with the Weatherhead Scholars Program at Harvard University. He has kindly agreed to answer a few questions about his research and teaching.

Abstract:
How one woman’s restaurant reveals the intersections of ethnicity, militarism, and nationalism at play in culinary tourism. Maisa* has turned her modest home on her sleepy residential street into the most popular eatery in the Israeli Druze village of Daliyat al-Carmel. To get there, tourists take the 672 road out of Israel’s port city, Haifa, and climb the mountain north before turning off the main road that leads to the famous Druze Saturday Market. Maisa’s restaurant is part food stop, part cultural museum. With a long, bricked parking lot for 40-passenger buses, the neighborhood transforms daily into a small tourist hub. As you walk in, the enlarged portrait of the late Druze spiritual leader Sheikh Amin Tarif hangs directly in front of the open doors. The coffee stand garners much attention from tourists with a fabric designed with Israeli flags draped down from a window ledge. The fabric is held up by a brass menorah and a miniature metal tank, while a significantly smaller Druze flag is off to the side. Displayed with prominence next to the Israeli flag fabric is a certificate of kosher status, important for any Jew who might adhere to kosher food laws. These displays will soon fade from tourists’ attention once food is served, but for the time being, their function is unambiguous. The stand encapsulates the dominant narrative of brotherhood and patriotism told about a sect within Israel’s Arab minority.

Abstract:
Molokhia—an iconic Middle Eastern and North African soup—can be notoriously slimy. But when I lived in Aleppo, my aunt taught me three tricks to keep the slime at bay: first, leave the molokhia leaves whole (as opposed to chopped); second, squeeze a lemon over the leaves as soon as you add them to the pot; and third, do not overcook them. “This is how we cook molokhia,” my aunt said. The “we” was vague. Did she mean Aleppans? Other Syrians? “Egyptians—they make it the slimy way,” she added, raising a skeptical eyebrow. This led me to wonder: is there such a thing as a “Syrian molokhia” distinct from an “Egyptian molokhia”? In what ways does this dish unite, but also cut through, imagined national categories, in the Arab world and beyond?

Abstract:
Cookbooks can teach us how to braise a lamb shank, thicken a sauce, or bake a perfect pie crust. But for MAAS alum Anny Gaul (’12), a cultural historian of food and gender, they can do so much more. “Cookbooks can tell us something significant about norms and ideals, what is good taste, what is good food, and how those questions are connected to who we are as a nation,” says Gaul. That is an argument Gaul explores in her recent Global Food History article “From Kitchen Arabic to Recipes for Good Taste: Nation, Empire, and Race in Egyptian Cookbooks.” In Gaul’s paper, which earned her the Global Food History Prize for an Emerging Food Historian, she takes a deep dive into a unique literary sub-genre: cookbooks written by Egyptian women between the 1880s and 1950s. This was a period in Egypt, says Gaul, when female literacy was on the rise, girls were going to school in greater numbers, and women were beginning to pursue degrees abroad. Domestic science was a popular choice, with programs in England and Europe training female students to run efficient and modern home kitchens. A cohort of these women returned to Egypt to author cookbooks that would become widely influential, finding receptive audiences among the country’s emerging middle-class housewives, as well as the public education system, which often adopted their books as home economics texts.

He argues that populist leaders are prone to errors and misdeeds, have difficulty dealing with other political forces, and face institutional and external constraints. Nicholas F. Jacobs, Desmond King, and Sidney M. Milkis look at the final year of the Donald Trump presidency, and the administration’s response to the COVID-19 pandemic. They argue that Trump’s actions fit a rationale, partisan strategy endemic to executive-centered partisanship. Consequently, Trump and the Republican Party failed to suffer the repudiation that punished previous presidents when adjudged failed crisis leaders.

Abstract:
Free trade between Cameroon and Nigeria is about reducing barriers to cross-border trade between the two countries by allowing traders on both sides of the spectrum to explore a larger market and private sector producers to expand their business. This policy brief examines the nature of Cameroon and Nigeria’s trade whilst illustrating the benefits of free trade on living standards, employment, and income inequality. It recommends that Cameroon and Nigeria cooperate on trade facilitation measures to increase the benefits of the African Continental Free Trade Area.

Abstract:
What happens when countries lower their tariff & import duties and open up their economy to other countries? This policy brief looks at the impact of trade liberalization on economic development, drawing from broad-based international literature. It shows how free trade can positively impact economic development, boost incomes, and improve standards of living. The African Continental Free Trade Area will stimulate intra-regional trade and help countries like Cameroon address acute development challenges. However, the expected positive results will depend on its successful implementation.

9050. The African-France Summit and an Overview of its Recommendations Since 1973

Abstract:
France’s earliest profit-making involvement in Africa in the business of buying and transporting slaves started in the 17th century when the local Indian population proved unable to work in plantations in America compared to black Africans. France’s interest in Africa reached its zenith in the 19th and early 20th centuries when France acquired a gigantic African empire. Though several reasons could explain the scramble for Africa by France, we present herein the three most important. First, the defeat of France in the 1870 Prussian war in which she lost influence and a reduction in her international ego. Second, the anxiety to implement Colbert’s mercantilist philosophy emphasized that any rising industrial power required to have both the source of raw materials and market extension under her control. Third and finally, as Europeans scrambled for Africa, France feared their traditional enemies could annex a remarkable share of the territory. Hence, from the outset, it was not the financial gains that many thoughts motivated France’s involvement in Africa but politics and national ego. It will only be later that France saw Africa as a cheap source of military manpower that could help balance demographic stagnation in France. This perception will later be reinforced by her experience in the two World wars. In this light, Iliffe (2007) holds that French colonial policy was characterized by the exploitation of rich resources from Africa. In the midst of all these benefits from colonization in Africa, Charles de Gaulle‘s decision to retain influence in Africa after decolonization in 1960 was driven by the need to persist with these benefits under neo-colonization. According to Abdurrahim (2014), in Africa, France uses a realist foreign policy in which states shape their foreign policies based on their national interests. To facilitate the implementation of this realist foreign policy, France will design the Franco-African summit that will cement France’s influence in her former colonies to date. Were France’s policies put in place through the Franco-African summits shaped to benefit France solely? This paper aims to present the Franco-African Summit and carry out a stocktake of France’s commitments through recommendations from the Franco-African Summit.

Abstract:
Extant scholarship on Iranian cyber warfare emphasizes the ways in which Tehran’s cyber capabilities might be employed offensively to achieve its foreign policy objectives. Comparatively little attention, however, has been given to the ways in which Iran might leverage these same cyber assets in retaliatory strikes. This article argues that because of the unique combination of endogenous and exogenous variables affecting contemporary Iran, including diplomatic isolation and economic sanctions, as well as Iran’s historical track record of carrying out its foreign policy through proxies, Iranian cyber retaliation is likely to be executed through third parties, mostly symbolic in nature, and proportionate in scale.

Abstract:
The U.S. Marine Corps’ 2019 Commandant’s Planning Guidance placed a dominant focus on modernizing the force to contest China within the Indo-Pacific region but deemphasized support to foreign humanitarian assistance missions. This article challenges the current framing of the Marine Corps’ role in disaster response missions, specifically the notion that they are not a part of the organization’s identity and that they detract from warfighting readiness. The case is made that U.S. military support to foreign humanitarian assistance missions will only grow, that the Marine Corps has and will have a role to play in these missions, and that participation in disaster relief operations improves their warfighting readiness.

Abstract:
In 2010 and 2021, Haiti was struck by a massive earthquake and both times it left the nation in the grips of a humanitarian crisis. The U.S. military responded to both events with a large-scale, interorganizational relief effort to provide aid to the affected areas. Though the disaster in 2010 created unprecedented challenges, the U.S. Southern Command met those challenges and applied their lessons to its response to the 2021 earthquake 11 years later.

Abstract:
The U.S. government and Department of Defense (DOD) have plans to counter a pandemic and return the country to normal while reducing the impacts of the disease. These plans address psychological health, but only in a limited manner. The U.S. government and DOD’s response to the COVID-19 pandemic has been primarily focused on containing the virus and reducing the number of deaths and damage to the economy, with very limited attention paid to the mental health impacts in both the population and military. Historical cases suggest that the psychological impacts can be wide-ranging and enduring if not treated properly and the country does not recover from the pandemic in a deliberate fashion. While some emerging research could suggest this for the U.S. population and military, researchers have not conducted specific studies into this particular field. Therefore, the U.S. military’s mental health could be degraded by the COVID-19 pandemic and mitigation measures and may be degraded for a significant period of time, reducing its readiness and ability to aid in the government’s response to the pandemic.

Abstract:
On 15 May 2020, Operation Warp Speed, later renamed the HHS-DOD COVID-19 Countermeasures Acceleration Group (CAG), was a collaboration between the Department of Health and Human Services, the Department of Defense (DOD), and the private sector to accelerate development, production, and distribution of effective vaccines and therapeutics to counter COVID-19 for the American people. The CAG was the nucleus of the “whole-of-America” effort to defeat COVID-19, and DOD’s contribution was essential to the success of the CAG. This article highlights the contributions made by DOD, with a focus on innovative solutions and best practices that might apply to other DOD activities.

From 2020–22, the National Guard saw extensive use domestically to respond to a wide variety of crises, including natural disasters, civil unrest, pandemics, and border security in addition to overseas deployments. As these emergencies perpetuate, balancing the National Guard’s use domestically and overseas is critical to preserving a sustainable and capable force. It is important for a broader understanding across local, state, and federal governments of the sustainability of these cumulative effects on this force.

9058. PLAN E: A Grand Strategy for the Twenty-first Century Era of Entangled Security and Hyperthreats

Abstract:
A transdisciplinary research project investigated the idea of framing climate and environmental change (CEC) as a new type of threat: a hyperthreat. Traditional military analytical methods were used to assess the hyperthreat and its context and develop ideas about how an adequate response could be conceived. This approach contrasts to prior literature and longstanding geopolitical discourse that identify the risks of taking a securitization approach. Instead, the author argues that it is now riskier not to consider CEC within a mainstream geopolitical and nation-state security strategy. When the hyperthreat of CEC is centered as the main threat to be contained, and its relationship to other threats is analyzed, startling new pathways to stability emerge. The research developed a new theoretical approach called “entangled security” to develop an initial new “grand narrative” and “grand strategy” (PLAN E). This article offers a vision of how military theory can be reimagined to support new policy directions and security priorities.

Abstract:
Civilian authorities increasingly request military involvement in national emergencies and (inter)national disasters. This article aims to contribute to our understanding of these new civil-military interactions. The authors first reflect on three themes: (1) guidelines, principles, and goals of civil-military cooperation; (2) domain consensus through civil-military agreement on the allocation of areas of responsibility; and (3) militarization processes. The authors describe how these themes feature in traditional, expeditionary civil-military cooperation and in these new civil-military partnerships. Next, the authors consider the effects of the growing military role in emergencies and disasters on civil-military relations. The article concludes with some recommendations and a research agenda.
