Abstract:
Many countries, including the United States and China, have come to see economic statecraft as superior to armed conflict. Faced with a trading partner’s economic sanctions, some countries try to avoid risk by complying with or ignoring the coercer’s demands, but others retaliate and escalate conflict. In recent years, sanctions have been applied, not only to “rogue” states, but against trading partners. The United States and China, but also Japan, Australia, and Canada, were either the target or purveyor of economic coercion by or against trading partners in the last five years. However, not all resulted in trade wars. When, then, do economic sanctions lead to trade wars? This policy brief examines the ongoing Japan-South Korea trade dispute with a focus on how policymakers’ risk perceptions regarding global value chains (GVCs) can influence when trade wars take shape.

Abstract:
African countries are increasingly integrating into global supply chains (GSC). Yet the linkages between African and foreign firms and the impact of GSC activities on the development prospects of African states is not well understood. This policy brief analyzes GSC trade between the U.S. and China, on the one hand, and Southern African Customs Union (SACU) member states on the other. It shows that, contrary to the conventional wisdom that SACU states export raw materials with few value-added products, SACU states are actually positioned further up in the supply chain hierarchy. They import intermediate inputs from China and export a substantial volume of intermediate goods to the U.S. rather than to China. Moreover, GSC trade is diversifying the countries’ exports and increasing their industrial capacity, positioning African countries to attract companies moving out of China, whether because of high production costs, supply chain disruptions, U.S. tariffs, or geopolitical tension between the U.S. and China. But SACU states will need to adopt smart policies to upgrade existing supply chains and position themselves to build or attract new GSCs to their region.

Abstract:
Recent advances in big data and analytics, cyber security, automation, and artificial intelligence can make critical contributions to the demonstration of power on the international stage. New technologies not only offer militaries the ability to conduct operations with greater effectiveness but also reduce the potential human cost of operations. In an increasingly digitized world, organizations that do not adopt and leverage these advances can become inefficient and even fall by the wayside. Yet, despite the immense promise of emerging technologies, many organizations struggle to integrate and utilize them. This is true in both the military and business sectors. For business organizations, a failure to adopt and use novel technologies may threaten profits and even their survival. For militaries, where soldiers’ lives are on the line, the consequences can be even more severe. Why is the integration of new technologies often so difficult? This policy brief highlights an important and overlooked reason, namely how gender policy can affect resistance to organizational change. Gender policy reform requires organizations to invest resources in the recruitment and retainment of an inclusive workforce, and therefore demands that organizations be flexible and resilient. Flexibility and resilience are also required to integrate disruptive innovations. Rather than trying to chain a new technology to old systems of ascension and reward, organizations that want to advance technologically must rethink their incentive systems and work hard to restructure entrenched hierarchies.

Over the past two years, the housing situation in Lebanon has deteriorated so drastically that it has been nearly impossible for many population groups to secure adequate and sustainable housing options, given the sharp increase in rental prices, weak tenure rights, and rising socio-economic inequalities. This policy brief looks into the housing situation in Lebanon and its impact on members of the LGBTQIA+ community. It highlights that the LGBTQIA+ community is among the most affected by Lebanon’s housing crisis due to their historic exclusion by the government and society; the lack of protective policies affecting access to housing rights and alienating LGBTQIA+ individuals and their needs; arbitrary eviction threats, discrimination based on physical appearance, and physical and emotional violence; and no recourse to justice in cases of violations due to state-sponsored violence against queer bodies. The paper makes recommendations on how the Government of Lebanon, donors and the international community, and civil society organizations can help ensure that members of the LGBTQIA+ community are able to live without fear of violence and exercise their right to housing in an equitable way.

In 2011, Somalia experienced a devastating famine that killed over a quarter of a million people. Afterwards, leaders in the region made a commitment to end drought emergencies by 2022. The international community sought to ensure that there would be no repeat of the failures that led to famine. Next time, the world would heed the warnings and act early to avoid the crisis. But despite various warnings and alarms over the past two years, the commitment to anticipatory action has proven half-hearted. We are once again responding too late and with too little to avert the crisis. In this follow-up to their 2012 briefing A Dangerous Delay, Oxfam and Save the Children, supported by the Jameel Observatory, examine what has changed and what has not in the humanitarian system since 2011. They explain how it must evolve in order to enable and fully fund anticipatory action. With the climate crisis set to deepen, the current system must change quickly in order to meet the challenges we face in the years ahead.

The past couple of years have been detrimental to Lebanon and to all those who reside there, particularly the LGBTQIA+ community. In 2021, the national suicide prevention hotline received approximately 1,100 calls per month, twice the amount in 2020. The deep crises Lebanon is going through have led to increased cases of mental health issues, especially among marginalized and vulnerable groups, particularly the LGBTQIA+ community. This policy brief examines the challenges that LGBTQIA+ individuals face when accessing mental health services and recommends approaches to ensure more equitable and facilitated access.

Since the outbreak of COVID-19, the global landscape of the food retail industry has dramatically shifted. There is now greater awareness of how wealth and gender inequalities have been exacerbated; the power of workers in the United States (US) has been awakened; the vulnerability of global supply chains has been exposed; big retailers are competing in technology adoption; investors are demanding environmental, social and governance (ESG) information; and there has been legislative advancement towards mandatory human rights due diligence (HRDD) law. Amidst these increasing pressures, major US supermarkets have continued to delay urgent actions needed to end exploitation of workers, women and farmers in their supply chains and retail operations. Key gaps include the lack of commitment to adopt a robust HRDD approach, lack of policies on workers’ rights at home and abroad, and the non-existence of gender policy in their business model. Failure to act now will result in irreversible impacts on workers, farmers and women – impacts that pose major risks to business continuity and supply chain resilience.

Small-scale farmers in Iraq are among the most affected groups in Iraq by climate change and water scarcity. With the reduction of rainfall and soaring temperature, agricultural production is dropping, and farmers’ ability to cope is hindered. Affected farmers are exhausted and feel that they are left alone in the face of crisis. Many farmers are leaving their lands and looking for better opportunities away from their land and the urban areas. Duty bearers need to mobilize resources and political well to support farmers and the agricultural sector through a national strategy with clear vision on the current needs and comprehensive forecast of the impacts of climate change. While agriculture is at the heart of Iraq’s past and present, its position in the country’s future is at risk.

The wealth of the world’s 10 richest men has doubled since the pandemic began. The incomes of 99% of humanity are worse off because of COVID-19. Widening economic, gender, and racial inequalities—as well as the inequality that exists between countries—are tearing our world apart. This is not by chance, but choice: “economic violence” is perpetrated when structural policy choices are made for the richest and most powerful people. This causes direct harm to us all, and to the poorest people, women and girls, and racialized groups most. Inequality contributes to the death of at least one person every four seconds. But we can radically redesign our economies to be centered on equality. We can claw back extreme wealth through progressive taxation; invest in powerful, proven inequality-busting public measures; and boldly shift power in the economy and society. If we are courageous, and listen to the movements demanding change, we can create an economy in which nobody lives in poverty, nor with unimaginable billionaire wealth—in which inequality no longer kills.

Governments must make this the moment to implement permanent progressive policies that put the needs of the many before the profit and extreme wealth of the few.

Abstract:
Contrary to the Japanese Foreign Ministry's claim that Koreans never demonstrated any clear basis for its claims that it had taken effective control over Dokdo (Takeshima) before 1905, the Ministry ignores the critical role of the Korean media, especially major Korean newspapers such as the Hwangsŏng Newspaper and Dongnip Sinmun (Independent), in publicizing and mobilizing Korean nationalism through a sustained assertion of Korean sovereignty over Dokdo. By publishing articles which officially denounced Japanese intrusion into Dokdo or the Japanese government's feigned ignorance and disregard for such an act, or articles which explicitly discussed the long history of Korea's recognition of Dokdo and Ulleungdo as her nascent territories, Korean newspapers not only expressed Korean nationalism by incorporating anti-Japanese sentiment. They also emphasized Korea's ancient consciousness of national unity by clearly declaring that at the heart of such nationalism and rhetoric was a strong identification of Dokdo and Ulleungdo as Korea's historic territories. Korean newspapers were instrumental in publicizing Korean consciousness about Dokdo and Ulleungdo by not only reporting on Japanese intrusions into Dokdo, educating the Korean public on the ancient history of Dokdo and Ulleungdo, but also serve as crucial evidence proving that Japan willfully ignored Korea's national sovereignty and judicial authority to wrest away Korean sovereignty over Dokdo and Ulleungdo.

This paper investigates what role Sweden, by participating in the Neutral Nations Supervisory Commission (NNSC) since 1953, has played to maintain peace on the Korean peninsula. What specific contributions has the NNSC done? How important are they in comparison to other factors that have preserved peace? These issues are analyzed by comparing the tasks of the NNSC, as defined by the Armistice Agreement, and the Commission’s work. Consideration is also given to the Commission’s composition and whether its role has changed throughout the years or not. North Korea’s policy to dismantle the NNSC in the 1990s is included, as are the Commission’s responses and the subsequent reorganization of its work.

Abstract:
For over three decades, the United States and the international community has been attempting to engage North Korea diplomatically, aiming for the complete, verifiable, irreversible denuclearization of North Korea. The Kim family regime has been committing crimes against humanity, but human rights concerns have been discounted by U.S. and other negotiators, fearing they would be an obstacle to a negotiated solution to the grave military and security challenges Pyongyang poses. North Korea has breached each and every one of the international obligations it has assumed, from imembership in the Treaty of Non-Proliferation of Nuclear Weapons to the 1994 Geneva Agreed Framework to the Six Party Talks to the 2012 Leap Day Agreement. While its negotiating counterparts have neglected human rights concerns in multilateral and bilateral talks, North Korea has continued to develop and test its nuclear and ballistic missile programs. It is time for a new paradigm, that brings human rights into the conversation, in a bilateral or multilateral setting.

While the Universal Declaration of Human Rights recognizes the agency, dignity and rights of the individual, North Korea’s collectivist notion of freedoms are conditioned to preserve and perpetuate the Kim regime, resulting in the denial of human rights for North Koreans. Pyongyang’s defensive outbursts and angry rhetoric in defense of its distorted definition of sovereignty has deeply affected South Korea’s policy approach over the issue of North Korean human rights. Sensitive to Pyongyang’s feelings, South Korea’s progressive camp prefers to engage with North Korea in the wishful hopes that relations will gradually improve. The conservative camp at times uses the Kim regime’s sensitivity to dial up pressure on issues such as denuclearization. Progressives are willing to concede aid and benefits up front to get to inter-Korean engagement while conservatives make these concessions conditional. Neither approach has alleviated the brutal denial of human rights in North Korea. This paper explores South Korea’s “wicked problem” of partisan treatment of North Korean human rights through careful examination of present and past administrations and concludes with recommendations for a middle ground safe enough so that neither progressives nor conservatives feel they have strayed too far outside of the partisan boundaries of their respective camps

8475. North Korea’s Plan for Unification by Federation: What It Really Means

North Korea has long pursued “unification by federation.” This has been a non-kinetic option of dominating the entire Korean Peninsula under North Korea’s Kim Family Regime’s totalitarian rule and creating a socialist society. Kim Jong-un even described this as the “One state, Two Systems” formula that China uses for Hong Kong. In Kim Il-sung’s Three Great Charters for Motherland Unification, the Koryo Federation Unification Scheme is one of the charters. The prerequisites to “unification by federation” include abolishing the National Security Act, dismantling the National Intelligence Service, legalizing pro-North Korea groups, and withdrawing U.S. Forces Korea--all to occur in South Korea. Kim Ilsung’s other two charters have a similar theme of expelling the U.S. military from South Korea. Over the years, North Korea has used different terms, such as Koryo Federation and Low-Level Federation. Surprisingly, South Korean Presidents Moon Jae-in, Rho Moo-hyun, and Kim Dae-jung have supported “Low-Level Federation.” This paper explains in detail what unification by federation entails, its history, and its ramifications. Unification through federation is dangerous, because it is about a unified Korea that is not free.

Abstract:
China’s great power over North Korea eroded when COVID-19 control measures ended most trade with the Kim regime. Moreover, China’s conflicts with various countries mean Beijing cannot afford to alienate any friend, and Kim Jong Un knows that. Beijing is still influential in Seoul, but it lost much of its clout when the conservative-leaning candidate prevailed in the March 2022 presidential election. China will also suffer a loss in standing because it is paying less attention to Korean affairs and is closing itself off to the world.

8477. Protection Dilemmas Arising from the Reintegration of Former Combatants and the Impact of the Terrorist Designation

The concept and implementation of disarmament, demobilization, and reintegration (DDR) have evolved as DDR-related activities have increasingly occurred in environments where armed conflict is ongoing, no peace agreement has been signed, and armed groups designated as terrorist organizations (AGDTOs) are operating. In parallel, reintegration has increasingly been discussed in the UN counterterrorism architecture through the concept of prosecution, rehabilitation, and reintegration (PRR). The changing context has raised challenges related to reintegration, especially reintegration of former members of AGDTOs. This policy paper analyzes the risks faced by individuals taking part in reintegration processes and by the communities they are reintegrating into. In particular, it analyzes how the designation of an armed group as a terrorist organization by the UN Security Council or by a state impacts these risks while acknowledging that these risks largely depend on the broader context. The paper examines three case studies of current reintegration processes: (1) the process for reincorporating former combatants from the Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP); (2) the defector program for former members of al-Shabaab in Somalia; and (3) the reintegration process for individuals associated with Boko Haram in the Lake Chad Basin. The paper concludes by recommending several steps the UN could take to help ensure that reintegration processes address protection risks, especially for former members of AGDTOs: Tailor reintegration programs to the context, not to whether a group is labeled as a terrorist organization; Design reintegration programs to be gender-sensitive and human rights–compliant; Ensure that PRR and DDR programs are complementary and adopt the Integrated DDR Standards module on AGDTOs; and Keep reintegration and counterterrorism goals distinct.

The protection of civilians (POC) in armed conflict has become a core strategic objective for the United Nations system and for UN peace operations in particular. The UN, however, is not the sole actor engaged in POC. The European Union (EU) and North Atlantic Treaty Organization (NATO), among other regional actors, have been developing their own policies and approaches to POC. While the significant overlap in these organizations’ member states and interorganizational developments create an opportunity to coordinate and synergize their POC policies, their approaches to POC differ—in some cases substantially. As the EU and NATO are both in the process of reassessing their strategic direction against the backdrop of new conflict scenarios, there is a need to reflect on the differences and similarities between these three organizations’ approaches to POC, their comparative advantages, and the future direction of the POC agenda. At a time when international peace operations and protection efforts are under intense political and operational pressure, such an understanding could also lay the foundation for more informed and effective interorganizational cooperation on POC. Toward this end, this paper examines the conceptualization of POC in the UN, the EU, and NATO, lays out the core POC policies and approaches of the three organizations and examines their approaches to implementing these policies in the field. The paper concludes with policy recommendations for the UN, the EU, and NATO to strengthen POC efforts within and between the three organizations: Adapt POC to new operational realities; Revitalize discussion on POC within and between the organizations; Improve POC training, preparedness, and institutionalization; and Focus on both passive (harm mitigation) and active approaches to POC.

Abstract:
In his 2020 Call to Action on Human Rights, UN Secretary-General António Guterres committed to developing an “Agenda for Protection.” The agenda provides an opportunity for the UN to reaffirm that the protection of crisis-affected populations is fundamental to its purpose and values. To be effective it should address the lessons learned from previous efforts to bring about a system-wide approach to protection, particularly the Human Rights up Front initiative. Critically, it should address the systemic and structural shortcomings of the UN to effectively respond to protection crises by providing strategic coherence to the fragmented ways in which the different UN entities contribute to protection. This policy paper analyzes the policy, strategic, and operational priorities for the forthcoming Agenda for Protection. It focuses on how the UN system can reform the way it addresses protection crises while remaining mindful that its role is heavily influenced by member states. It argues that without a transformative and comprehensive approach that brings together the fragmented ways the different UN entities contribute to protection, the Agenda for Protection is likely to suffer the same fate as previous unsuccessful efforts, further undermining the organization’s credibility. The paper concludes by providing several recommendations for the UN to consider as it drafts the Agenda for Protection: Establishing a clear vision statement and a commitment to protect; Setting out a common framework of protection measures to be implemented; Designating and resourcing a system-wide lead entity on protection; Outlining procedures to scale up the response in the event of a protection crisis; Developing an implementation plan and accountability framework; and Consolidating the reporting of protection results.

Since the terrorist attacks of September 11th, 2001, the UN Security Council has developed two main streams of work related to counterterrorism: the sanctions regime established by Resolution 1267 and measures under Resolution 1373. However, these resolutions and related sanctions regimes have been criticized for failing to safeguard and facilitate impartial humanitarian action. In response, the council has progressively incorporated language that better considers international humanitarian law (IHL) and humanitarian principles. Despite these efforts, humanitarian organizations have continued to criticize counterterrorism resolutions and related sanctions regimes for inhibiting humanitarian activities. This policy paper considers how the Security Council’s counterterrorism resolutions and related sanctions regimes can continue making progress to better protect humanitarian action. It begins by describing the council’s main streams of work on counterterrorism as well as their subsidiary organs. The second section discusses the impact of these counterterrorism measures on impartial humanitarian activities. The third section then reviews the incremental steps taken by the Security Council to incorporate language relevant to IHL and humanitarian affairs into these measures. The fourth section analyzes the four most recent counterterrorism-related resolutions adopted by the Security Council. The paper concludes with policy recommendations for entities both within and outside of the UN to better safeguard humanitarian action within counterterrorism resolutions and related sanctions regimes: For humanitarian organizations, relevant civil society groups and UN entities, and independent experts: Advocate to keep humanitarian action high on the Security Council agenda; Monitor the implementation of the humanitarian exception for Afghanistan; and Issue independent opinions on advisable forms of humanitarian carve-outs. For the UN Security Council and other UN member states: Reinforce implementation and monitoring of provisions in Security Council resolutions pertaining to IHL and humanitarian action; Provide adequate resources to monitor the impact of UN counterterrorism measures and related sanctions on humanitarian action; Amend language in UN counterterrorism resolutions and related sanctions regimes to facilitate humanitarian action; and Empower elected members of the Security Council to be agents of change.
