8061. The transnational element of a ‘domestic’ problem: policy solutions to countering right-wing violent extremism in Australia

Abstract:
The rise of right-wing violent extremist (RWE) ideas bursts to the forefront of public attention in flashes of violence. Shootings and vehicular attacks perpetrated by individuals motivated by hateful views stun the public. They have also sharpened government attention to and galvanised action on addressing such violence. These incidents of violence and these disturbing trends call for renewed vigilance in confronting RWE, which ASIO has since classified as ‘ideologically motivated violent extremism’ (IMVE), in Australia’s security agencies’ policy and law enforcement responses. As governments respond to IMVE, it is important to nuance how they conceptualise the challenges posed by RWE and, therefore, scope their solutions. This report looks at four case studies, qualitative interviews, and expert literature to highlight important transnational dimensions of RWE, as well as expand the way governments understand the RWE threat and craft policy responses to it. The result shows a clear need for governments to take a broader lens when understanding and responding to RWE. While governments may conventionally see terrorism in 'domestic' versus 'international' terms, RWE attackers and their sources and legacies of inspiration are not bound by national borders. Efforts to address RWE, then, should take into account these transnational dimensions while examining the challenge at hand and developing and implementing solutions. The report’s recommendations point to early steps Australia can take to improve international collaboration and coordination on countering RWE. Our approaches and solutions must recognise this threat to democracy and include efforts to bolster resilience in democratic institutions and processes. Public trust and confidence in these institutions and processes is a critical element of this resilience to mis/disinformation broadly, and the violent extremism it enables. This report shows that it’s not only important for governments to take RWE seriously, it matters how governments do so.

8062. China's messaging on the Ukraine conflict

Abstract:
In the early days of Russia’s invasion of Ukraine, social media posts by Chinese diplomats on US platforms almost exclusively blamed the US, NATO and the West for the conflict. Chinese diplomats amplified Russian disinformation about US biological weapon labs in Ukraine, linking this narrative with conspiracy theories about the origins of COVID-19. Chinese state media mirrored these narratives, as well as replicating the Kremlin’s language describing the invasion as a ‘special military operation’. ASPI found that China’s diplomatic messaging was distributed in multiple languages, with its framing tailored to different regions. In the early stage of the conflict, tweets about Ukraine by Chinese diplomats performed better than unrelated content, particularly when the content attacked or blamed the West. ASPI’s research suggests that, in terms of its international facing propaganda, the Russia–Ukraine conflict initially offered the party-state’s international-facing propaganda system an opportunity to reassert enduring preoccupations that the Chinese Communist Party perceives as fundamental to its political security.

8063. Countering the Hydra: A proposal for an Indo-Pacific hybrid threat centre

Abstract:
Enabled by digital technologies and fuelled by geopolitical competition, hybrid threats in the Indo-Pacific are increasing in breadth, application and intensity. Hybrid threats are a mix of military, non-military, covert and overt activities by state and non-state actors that occur below the line of conventional warfare. The consequences for individual nations include weakened institutions, disrupted social systems and economies, and greater vulnerability to coercion—especially from revisionist powers such as China. But the consequences of increased hybrid activity in the Indo-Pacific reach well beyond individual nations. The Indo-Pacific hosts a wide variety of political systems and interests, with multiple centres of influence, multiple points of tension and an increasingly belligerent authoritarian power. It lacks the regional institutions and practised behaviours to help ensure ongoing security and stability. And, because of its position as a critical centre of global economic and social dynamism, instability in the Indo-Pacific, whether through or triggered by hybrid threats, has global ramifications. Because hybrid threats fall outside the conventional frameworks of the application of state power and use non-traditional tools to achieve their effects, governments have often struggled to identify the activity, articulate the threat and formulate responses. Timeliness and specificity are problematic: hybrid threats evolve, are often embedded or hidden within normal business and operations, and may leverage or amplify other, more traditional forms of coercion. More often than not, hybrid threat activity is targeted towards the erosion of national capability and trust and the disruption of decision-making by governments—all of which reduce national and regional resilience that would improve security and stability in the region.

8064. The cost of Defence ASPI defence budget brief 2022–2023

Abstract:
Shortly before the recent election, the previous government released a defence budget that continued its record of delivering the funding it promised in the 2016 Defence White Paper (DWP) and subsequent 2020 Defence Strategic Update (DSU). This year, the consolidated defence funding line (including both the Department of Defence and the Australian Signals Directorate) is $48.6 billion, which is 2.11% of GDP based on the Budget papers' estimates of GDP. That funding represents a very substantial nominal growth of 7.4%. It's the 10th straight year of real growth, but with inflation running hot, it's hard to determine a precise percentage; we've estimated it at 3.8% based on the Budget papers, but, if inflation stays around 5%, the real growth figure will be less. That will hurt Defence. Just as inflation eats into Australian families' budgets, it's eroding Defence's buying power.

The global energy system is undergoing a rapid and enduring shift with inescapable implications for militaries, including the ADF. Electrification and the use of alternative liquid fuels are occurring at scale across the civilian economies. Despite that, fossil fuels, such as diesel and jet fuel, will be around for a long time to come, given their use in long-lived systems like air warfare destroyers, Lockheed Martin’s F-35 aircraft, M1A2 Abrams tanks, and in capabilities still in the design stage but planned to enter service beginning in the mid-2030s such as the Hunter-class frigates. Australian supply of these fuels is provided by globally sourced crude oil flowing through a handful of East and Southeast Asian refineries. Supply arrangements for these critical commodities are likely to become more fraught, however. This is already occurring because of the fracturing of global supply chains and the drive for national resilience in many nations, driven by Covid-19, the return of coercive state power and, of course, Putin’s war in Ukraine. Australia’s dependence on imports for liquid-fuel security, at least as it pertains to the ADF, extends well beyond insufficient reserves and refineries. The government and Defence must recognise this long-term risk to a fundamental input to our military capability and start acting to mitigate it for the future.

8066. Cultivating friendly forces: The Chinese Communist Party’s influence operations in the Xinjiang Diaspora

Abstract:
The Chinese Communist Party (CCP) has committed well-documented and large-scale human rights abuses against the Uyghurs and other indigenous minorities in the Xinjiang Uyghur Autonomous Region (XUAR) that amount to crimes against humanity. Through its complex united front system, the CCP is actively monitoring members of the diaspora, including Uyghurs, creating databases of actionable intelligence, and mobilising community organisations in the diaspora to counter international criticism of its repressive policies in Xinjiang while promoting its own policies and interests abroad. These organisations are powerful resources in Beijing’s ongoing efforts to reshape the global narrative on Xinjiang, influence political elites abroad, and ultimately control the Chinese diaspora, but they’re also poorly understood. These organisations purport to represent and speak on behalf of ‘Xinjiang’ and its indigenous peoples. They subsume Uyghur and other minority cultures and identities under a nebulous yet hegemonic ‘Chineseness’, which is defined by and connected to the Han-dominated CCP. In reality, these organisations and their leaders play important roles in muting alternative and independent voices from the community while amplifying CCP messaging and spreading disinformation. They exploit the openness of democratic and multicultural countries while assisting the CCP and its proxies to surveil and even persecute members of the Xinjiang diaspora community or individuals who are critical of the CCP’s Xinjiang policies. Like united front work more broadly, the activities of these groups and their links to the Chinese Government are often overlooked and can be difficult to parse. While human rights abuses in Xinjiang are being exposed internationally, the mechanisms and tactics developed by united front agencies to co-opt overseas Xinjiang-related community groups have gone largely unnoticed. Our research demonstrates how these groups can sow distrust and fear in the community, mislead politicians, journalists and the public, influence government policies, cloud our assessment of the situation in Xinjiang, and disguise the CCP’s interference in foreign countries.

Abstract:
Australian officials surveyed for this research view the Indo-Pacific Economic Framework (IPEF) as an opportunity to bring more investment into the Indo-Pacific region, shape standards setting, form collective solutions to supply-chain risks, and influence the direction of clean energy infrastructure. The IPEF is viewed as a potentially innovative way to boost regional investment rather than as a mechanism to strengthen the usual substance of trade agreements, such as market access into the US. While we note that the officials interviewed aren’t the ultimate decision-makers and that there’s a new government in Canberra with its own emerging priorities, this report offers insight into the potential opportunities for Australia to shape the framework.

The Northern Australia Strategic Policy Centre’s latest report is a series of articles published in The Strategist over the last six months, building on previous volumes by identifying critical intersections of national security, nation-building and Australia’s north. This issue, like previous volumes, includes a wide range of articles sourced from a diverse pool of expert contributors writing on topics as varied as biosecurity, infrastructure, critical communications, cyber-resilience, maritime infrastructure, foreign investment, space, and Indigenous knowledge-sharing. It also features a foreword by ASPI’s new Executive Director, Justin Bassi. The 19 articles propose concrete, real-world actions for policy-makers to facilitate the development, prosperity and security of Australia’s north. The authors share a sense that those things that make the north unique – its vast space, low population density, specific geography, and harsh investment environment – are characteristics that can be leveraged, not disadvantages.

8069. Assessing the impact of CCP information operations related to Xinjiang

Abstract:
The Chinese Communist Party (CCP) is using technology to enforce transnational digital repression and influence unwitting audiences beyond China’s territory. This includes using increasingly sophisticated online tactics to deny, distract from and deter revelations or claims of human rights abuses, including the arbitrary detention, mass sterilisation and cultural degradation of minorities in Xinjiang. Instead of improving its treatment of Uyghurs and other Turkic minorities, the CCP is responding to critiques of its current actions against human rights by coordinating its state propaganda apparatus, security agencies and public relations industry to silence and shape Xinjiang narratives at home and abroad. Central to the CCP’s efforts is the exploitation of US-based social media and content platforms. CCP online public diplomacy is bolstered by covert and coercive campaigns that impose costs and seek to constrain international entities—be they states, corporations or individuals—from offering evidence-based critiques of the party-state’s record on human rights in Xinjiang and Hong Kong and other sensitive issues. This asymmetric access to US-based social media platforms allows the CCP to continue testing online tactics, measuring responses and improving its influence and interference capabilities, in both overt and covert ways, across a spectrum of topics. The impact of these operations isn’t widely understood, and the international community has failed to adequately respond to the global challenges posed by the CCP’s rapidly evolving propaganda and disinformation operations. This report seeks to increase awareness about this problem based on publicly available information.

This report offers a multidisciplinary analysis of the various components that make up and influence the vast and complex agriculture industry network in northern Australia. It examines the economic and historical underpinnings of the agriculture industry we know today; the administration, direction and implementation of agricultural policy and funding across levels of government; the many and varied demographic and cultural characteristics of the northern Australian population; and the evolution of place-based physical and digital infrastructure. The role of infrastructure and infrastructure funding in northern Australia plays a key role in the report’s narrative, which outlines the implications for national security, economic prosperity, service delivery, social cohesion and policy implementation if prevailing arrangements aren’t reformed to a sufficient standard that addresses contemporary challenges. The report also examines biosecurity vulnerabilities, mitigation strategies for those vulnerabilities and their strategic and national security implications, and the long-term positioning of the north of Australia as critical for future growth, prosperity and security. The focus on opportunities presented by the north’s unique nature throughout the report culminates in a set of recommendations for policymakers to take a unified and big-picture approach across a daunting array of issues and disciplines.

Abstract:
This special report explores the future of maritime sustainment in northern Australia through the lens of regional maintenance centres proposed under the Department of Defence’s Plan Galileo. Included in the report is consideration of the strategic environment and implications for the north, overview of the Australian Navy maritime sustainment, Plan Galileo, and discussion of US maritime sustainment model. Maritime sustainment in Australia’s north presents far-reaching opportunities and new challenges for the Department of Defence, industry and local governments. Traditional Defence and industry models used in Australia’s southern states have less utility in the north if they aren’t adapted to the region’s unique economic context. As such, a deeper understanding of industry capability in the north coupled with greater collaboration and partnering is needed to overcome those challenges and take advantage of the opportunities. In developing the report, the authors consulted a wide range of stakeholders. They included representatives from the Department of Defence, people representing the interests of the state, territory and local governments in northern Australia, port operators in Australia’s north, business organisations and the defence industry. The report highlights opportunities that could arise from improved collaboration between Defence, local governments, defence industry and SMEs. This report has again reinforced the need for the Australia government to articulate how it will utilise northern Australia’s strategic geography as a strength both now and in a future conflict if deterrence fails. The Australian Government needs to consider how to harness interests from different fields and identify points where the government may have to intervene with policies—and investments—that shape and enhance market forces. That’s a big shift from just thinking through how it ‘might’ take advantage of market forces and existing capacity and capability as circumstances change.

In line with previous Agenda for Change publications from 2016 and 2019, this piece is being released in anticipation of a federal election as a guide for the next government within its first months and over the full term. Our 2022 agenda acknowledges that an economically prosperous and socially cohesive Australia is a secure and resilient Australia. ASPI’s Agenda for change 2019: strategic choices for the next government did, to a great extent, imagine a number of those challenges, including in Peter Jennings’ chapter on ‘The big strategic issues’. But a lot has changed since 2019. It was hard to imagine the dislocating impacts of the Black Summer fires, Covid-19 in 2020 and then the Delta and Omicron strains in 2021, trade coercion from an increasingly hostile China, or the increasingly uncertain security environment. Fast forward to today and that also applies to the policies and programs we need to position us in a more uncertain and increasingly dangerous world. Our Agenda for change 2022 acknowledges that what might have served us well in the past won’t serve us well in this world of disruption. In response, our authors propose a smaller number of big ideas to address the big challenges of today and the future. Under the themes of getting our house in order and Australia looking outward, Agenda for change 2022 focuses on addressing the strategic issues from 2021 and beyond.

Abstract:
Covid-19 and the subsequent public-health responses have disrupted social and economic lives across the globe. Fiscal support measures may have alleviated the initial fallout in some places, but one of the bigger shocks has been the accelerated adoption and integration of and reliance on digital technologies. While this is a positive contribution towards digital development, it has also accentuated the already large gap between those able to adopt digital technologies and those without sufficient means to do so. For the many fragile democracies in the Indo-Pacific, this is creating conditions that could undermine democratic resilience. A central question for these democratic governments is how to drive accelerating digital transformation and ICT-enabled growth towards poverty reduction, sustainable economic growth and building social cohesion while maintaining resilience to cybersecurity threats. Southeast Asians are exceptional consumers of online goods and services. The region is also home to a growing number of technology start-ups, and governments are pushing this ‘drive for digital’ through ambitious national strategies. Despite those positives, digital growth within the region and within individual economies is uneven.

Abstract:
This report outlines how and why Australia has under-appreciated diplomacy and under-invested in diplomatic capability—and why things should change. The prominence of deterrence, alliances and border controls in Australian security thinking has pushed diplomacy into the shadows. Over the last twenty years, Australian governments, sensibly, have invested massively in defence, intelligence and border control. Over the same period, though, the operating budget for DFAT’s foreign policy and diplomatic work, has been cut by 9 per cent. In a more contested and multipolar international environment, lightweight diplomacy reflects lightweight thinking. Australia will be safer, richer, better regarded and more self-respecting if our diplomatic influence is enlarged, not if it remains stunted. A properly funded DFAT can improve the government's understanding of the motivations, intentions and capabilities of others, and help the government to develop policies and coalitions that enable Australia to navigate risks and exploit opportunities. The report recommends that the government prepare a comprehensive capability assessment for DFAT, followed by a financial plan to match capability needs. The report will help analysts calculate whether governments are increasing or decreasing the critical operating budget for DFAT’s policy function—an important bellwether of their commitment to the role of diplomacy in Australia’s national security.

8075. Taking the low road: China's influence in Australian states and territories

In November 2020 a Chinese official passed a list of 14 grievances to Australian journalists, highlighting what Beijing regarded as missteps in the Australian government’s relations with China. A striking feature of the list is that many concern Australian Government attempts to limit Chinese engagement with the states and territories, or state-based institutions such as universities. Why did state and territory relations with China concern Canberra? This study explores the changing nature of China’s engagement with Australian states and territories, local governments, city councils, universities, research organisations and non-government organisations, all nested in Australian civil society. What emerges is the astonishing breadth and depth of China’s engagement, much of it the welcome outcome of Australia’s economic and people-to-people engagement with China over many decades. But it’s equally apparent that China has made covert attempts to influence some politicians and overt attempts to engage states, territories and key institutions in ways that challenge federal government prerogatives and have brought the two levels of government into sharp public dispute. Here we provide a detailed analysis of how China has worked to build its political influence and build dependence through trade and economic ties with each Australian state and territory. In addition, unique cross-cutting chapters review the impact of Chinese engagement with Australian universities and show how Beijing’s ‘United front’ organisation is designed to build influence. We assess the impact on Australian businesses and the constitutional challenges presented by Chinese engagement with the states and territories. The study methods and analytical approaches adopted in this book will be a model for similar research in many parts of the world. Understanding the nature of Chinese engagement with subnational jurisdictions is an important way for national governments to shape their security policies and to resist covert and, indeed, unwanted overt interference. This book provides original insights into the scale of the challenge and distils practical policy recommendations for governments at all levels to consider and adopt.

Abstract:
This report describes current security and environmental policy challenges related to Antarctica and proposes options for Australia and the United States to address them. It assesses the current and potential future actions of strategic competitors like China and Russia, and proposes policy responses. It suggests ways in which the US and Australian governments can work more closely to protect and promote the Antarctic Treaty System (ATS), advancing support for an approach to governance that the two nations have felt for decades is in their respective national interests. This requires both countries (as well as others) to make a clear-eyed assessment of current and future fault lines and move more quickly to address political and environmental challenges that have implications well beyond Antarctica. In particular, this involves determining when it’s necessary to counter the ambitions of strategic competitors, such as China and Russia, in the Antarctic context, and when cooperation may be the more appropriate objective. The current Antarctic governance regime, while far from perfect... achieves a great deal that’s in the long-term national interests of Australia and the US. The ATS shouldn’t be dismissed as out of date; it can still be effective in addressing core regional concerns of both countries. Both countries can use their influence to insist on the implementation by all countries of ATS rules and can invoke those rules to fight for environmental protection and policies that support scientists. It’s unlikely that a more effective set of treaties could be negotiated today. Australia and the US should spend more time at both senior and working levels to coordinate positions and on outreach to other governments on Antarctic issues.

8077. The future of assistance to law enforcement in an end-to-end encrypted world

Domestic telecommunications companies assist law enforcement by the lawful interception of otherwise private communications when presented with a valid warrant. This has been a powerful tool to combat crime. In the 2019–20 financial year, for example, 3,677 new warrants for telecommunications interception were issued, and information gained through interception warrants was used in 2,685 arrests, 5,219 prosecutions and 2,652 convictions. That was in the context of 43,189 custodial sentences in the same year. But law enforcement and security officials assert that the usefulness of ‘exceptional access’, as it’s called in this paper, has declined over time as strong encryption has become increasingly common. Australian Security Intelligence Organisation (ASIO) Director-General Michael Burgess has stated that encryption ‘damages intelligence coverage’ in 97% of ASIO’s priority counter-intelligence cases. The problem of increasingly powerful encryption degrading the usefulness of exceptional access is often referred to as ‘going dark’. The Australian Government has committed to the reform of Australia’s electronic surveillance legislative framework.5 Although its discussion paper mentions encryption only in passing,6 we can expect that encryption and going dark will be a topic of debate as reform is considered. This paper contributes to that debate by examining how firms that provide digital communications services can provide assistance to law enforcement even as strong encryption is increasingly common. Although exceptional access is primarily concerned with evidence collection, it may be better in some cases to focus on crime prevention, when it comes to achieving society’s broader aim of safety and security. This may be especially true for serious offences that cause significant harms to individuals, such as child exploitation and terrorism.

Abstract:
Climate change is much more than an environmental crisis—it’s a systemic crisis that will transform the geopolitical landscape. And the consequences for the Indo-Pacific, already the most exposed region in the world to climate hazards and home to the world’s fastest growing populations, economies and geopolitical rivalries, will be profound. In this volume, leading experts explore the impacts of this rapidly emerging climate threat on regional systems by interrogating a 1.5°C 2035 climate change scenario developed by the ASPI Climate and Security Policy Centre. The chapters here attempt to understand the unpredictable effects of climate change on the region’s already fragile human systems, from great-power competition and militaries, governance and politics, food and water insecurity, and ethnic separatism, to energy and trade systems, sovereign risk and digital disinformation. What emerges is a vivid demonstration of the dangers of underestimating the systemic connections between those factors, including how risks in one thematic area amplify risks in others, completely reshaping the regional security picture.

Abstract:
This brief report explores the challenge of producing policy-relevant China research and analysis. Policy-relevant research is defined as work that drives action, affects decision-making, or both. It’s the kind of research think tanks seek to do, bridging the gap between academia and civil servants who work on policy. This paper focuses on two key findings: There’s a distinction between conducting policy-relevant research and the process of disseminating it in a way that will effectively shape and influence the policy process in particular places by particular policy- and decision-makers. In practice, the difference between the two isn’t always clearly understood and perhaps not clearly taught. There’s limited training that prepares the China analytical community to deal with the challenges of producing policy-relevant research under conditions of restricted access to China. Researchers require more support in navigating the research environment and filling skill-set gaps.

Abstract:
Global digital growth is continuing to fundamentally transform the lives of people, businesses and institutions, bringing people out of poverty, increasing wider prosperity, welfare and enabling new ways for governments and citizens to engage with each other. It is also creating a more connected world and supporting globalisation with greater access to free markets, democratic systems, prosperity and innovation. But as we become more reliant on cyberspace, malicious cyber activity has grown in intensity, complexity and severity over recent years, with rising incidents of cybercrime and hostile states targeting critical national infrastructure, democratic institutions, business and media. There is too much at risk to allow cyberspace to become a lawless world and we need to continue to work together to identify the rules of the road in how international law applies to state behaviour in cyberspace just as it does to activities in other domains. The 11 norms, as part of the UN framework of responsible state behaviour in cyberspace, is a way to help develop those rules of the road and the UK, as part of our outreach, is committed to supporting partners across all continents be better able to both implement the norms but also be better empowered to join in the international debate in the UN. This ASPI programme has provided an insight into meaningful measures being put in place across ASEAN to deliver the norms, showcasing the region as trailblazing good practice and policies. Sharing and communicating these is in itself a confidence building measure and the examples shared in this report will have an impact across the global debate. The UK, as a responsible democratic cyber power is proud to have supported this report and we look forward to future activity in the ASEAN region and globally to help shape the future frontiers of an open and stable international order in cyberspace.
