7781. High power wireless power transfer for the future of the battlefield challenges

Abstract:
A significant challenge for the military lab is to reduce the weight of a combatant’s battery on the battlefield. Soldiers use electronic devices powered by wearable batteries in landings, operational combat with the enemy, and defensive exercises. Soldiers should always fully charge their wearable batteries before carrying them. The average weight of the battery is approximately 20 kilograms. During military operations, fighters have numerous electronic devices, such as night-vision goggles, headphones, LMR, navigation systems, VHF radios, and sensors. There is a high probability that fighters will lose their lives if the battery they take is uncharged or empty. Many research studies have tried to increase fighting time and maintain soldier life and links based on these devices. In this work, a wireless power transmission system with an RF microwave station and RF/DC converter circuit incorporated into a bulletproof vest will be designed. This system can harvest RF microwave energy to recharge or energize the wearable battery during a military operation. The challenge here is to develop a compact device that can capture the maximum RF strength to charge batteries carried by soldiers. The proposed device therefore considers all parameters to provide sufficient energy to power a computer at 13 watts. The strength of the RF power varies with the distance between the microwave power station Pin = 100 W and the receiver circuit.

The 1938 Munich Agreement (Akehurst, 1972) by which the Allies allowed Adolf Hitler’s Germany to take the Sudetenland from Czechoslovakia is also known as the Munich Betrayal or, to English speakers, as appeasement by Neville Chamberlain (Valladares, 2020). This historical moment reminds me very much of how the West has dealt with Russia since Vladimir Putin rose to power. Like Adolf Hitler, Vladimir Putin has been sending aggressive signals to his neighbours and Western nations (Putin, 2007) since his 2005 speech arguing that the collapse of the Soviet empire ‘was the greatest geopolitical catastrophe of the [20th] century’” (Putin, 2005). Note that he did not mention the Bloodlands that Timothy Snyder described, i.e. the killing of 14 million people in Central and Eastern Europe (Snyder, 2010), or World War II (Halloran, 2015) as the greatest catastrophe.

This report provides a baseline assessment of Gender-based Violence (GBV) in Kosovo, with a focus on exploring key trends and challenges based on community and stakeholder perspectives. In doing so, this report relies primarily on data gathered through Key Informant Interviews (KII) and Focus Group Discussions (FGD) to obtain insights from affected communities as they articulate the presence of the threat, the factors influencing its prevalence, and how they consider the approach should be to address it. Although the legal and strategic framework on Gender-based Violence is considered advanced and mostly in line with international standards and EU regulations, the lack of adequate funding and deeply entrenched patriarchal norms in Kosovo’s society make the implementation of these laws difficult to be put into practice.

7784. Public perception on Trust, Corruption and Integrity of Public Institutions in Kosovo

Abstract:
Security institutions in Kosovo are constantly maintaining, and in some cases, increasing their trust among the citizens, thus resulting as the most trustworthy institutions compared to other sectors. Kosovo Security Force is the most trusted institution with 83 percent of trust, followed by Emergency Management Agency with 73 percent, and Kosovo Police, which is trusted by 72 percent of respondents. Two other security institutions have marked significant increase in 2022: around 60 percent of respondents trust the Police Inspectorate of Kosovo and 51 percent trust the Kosovo Intelligence Agency. This is the first time that both institutions gained the confidence of more than 50 percent. The President of Kosovo, with 59 percent, and Municipalities, with 55 percent of trust, are ranked as the most trusted among the central and local institutions followed by Kosovo Customs with 46 percent.

Abstract:
The war in Ukraine did not significantly affect the perception of the Serbian public regarding the major issues of Serbian foreign and security policy. In this context, this relates to how Serbian citizens think about the influence of great powers in their country and how the public perceives its relations with Russia and Western security institutions, the EU and NATO. The public opinion surveys also showed that the issue of Kosovo is still being perceived as a major foreign policy priority. There is a powerful cynicism in how the Serbian public views great power influences, as most respondents believe that external great powers bribe Serbian politicians and moguls to further their interests in the country. Russia and China are perceived as close foreign policy partners of Serbia, putting them in clear advantage over those who favour the EU on that front. The respondents also believed that Russia and China are sincere friends of Serbia and not players guided by their self-interest. As opposed to the study conducted by the Belgrade Centre for Security Policy (BCSP) in 2020, which noted that Serbs perceived Chinese influence in the country as more positive than Russian influence, the latest survey shows that those who believe Russian influence in Serbia is positive have a slight edge over those who believe the same about Chinese influence. This is most likely the result of the fact that China has not been in the spotlight in recent months.

Abstract:
This Western Balkans Security Barometer report examines the perceptions of Kosovo citizens about Kosovo's EU integration process, and the regional and international cooperation. This report consists of two sections. The first section analyzes the public perceptions towards the EU integration, Kosovo’s progress in fulfilling the EU membership criteria, the bilateral relations, and the influence of EU countries towards Kosovo, and an assessment of the EU as a mediator in the dialogue between Kosovo and Serbia. The second section addresses regional cooperation within the Western Balkans countries, the bilateral relations, and the influence of these countries towards Kosovo. The analysis of this report is based on the results of the survey through face-to-face interviews with randomly selected respondents throughout Kosovo, in September, 2021.

Abstract:
This report is an attempt to document instances of disinformation and political polarization during the COVID-19 pandemic in Kosovo and to trace their implications in shaping the public’s attitudes to the pandemic and the pandemic’s management. Through a set of mixed methods, which include desk research, media monitoring, focus group queries and public opinion instruments, the report identifies the most frequent disinformation narratives encountered in Kosovo’s public domain, studies the way they connect to global and regional narratives related to COVID-19 pandemic and investigates how key upheavals in the country’s political environment undermined Kosovo’s vaccination bid and contributed to public’s vaccines reluctance and the subsequent record number of deaths. Through examples in Kosovo, the report corroborates recent scholarly finds that examine the public’s trust in government and that country’s vulnerability to disinformation. The report shows that the trust towards the institutions, and the politicization of public health issues, affects the public perceptions around public health issues, resulting in an environment with more potential for the penetration of disinformation. In this vein, the report concludes that the mainstream media’s efforts to produce and provide credible information to the public about COVID-19 is challenged by the presence of false and fake news and conspiracies about the virus and the pandemic disseminated primarily through social media and unverified online sources.

Kosovo citizens continue to perceive violent extremism as a threat for the national security of Kosovo. Majority (76%) of the WBSB respondents believe that violent extremism presents a high threat or a threat for Kosovo. As per the forms of violent extremism, Kosovo citizens see the ethno/national based violence as the most threating, with 42 percent of respondents sharing the opinion that it presents a high threat for the security of Kosovo. Political based violence is perceived as a high threat for the security of Kosovo by 38 percent of the WBSB respondents, while religious based violence is perceived as threatening by 34 percent of the respondents. Kosovo, as other European countries, have faced challenges with respect to participation of citizens in foreign conflicts. The WBSB data shows that 37 percent of the respondents see citizens that participated in the war zones in Syria and Iraq and returned to Kosovo, as a high threat potential for the country.

7790. Citizens perceptions of integrity of public institutions in Kosovo

Abstract:
The Kosovo Security Forces, the Kosovo Police, the President of Kosovo and the Municipalities are the most trusted public institutions in Kosovo, with over 50 percent of respondents declaring that they trust or completely trust these institutions. This is followed by the Kosovo Customs and the Kosovo Intelligence Agency with 45 percent of respondents sharing such an opinion. On the other hand, less than 40 percent of the respondents declared that they trust or completely trust Courts, Prosecution, Kosovo Correctional Services, the Government of Kosovo and the Kosovo Assembly. The results of the report show that citizens of Kosovo find the security institutions more reliable with a higher level of trust towards them, compared to other public institutions in Kosovo, such as the justice institutions which citizens perceive less trustworthy and with weak integrity. The citizen confidence in the institutions of the Courts and the Prosecution in Kosovo has been consistently in decline, and this is concerning. Citizens have higher confidence in the public institutions from the central level, especially when compared to the previous year (2020), however, the skepticism towards these institutions generally prevails.

Zambia is in an opportune position to benefit from the growing demand for copper to support the global energy transition. Policymakers in President Hakainde Hichilema’s administration have an opportunity to build a resilient and high-performance Zambian economy to bring a true New Dawn. To realise this vision, Zambia must address key economic challenges such as the legacy effects of the previous instability of the mining regulatory system. Volatile changes have plagued the country until recently, with past governments changing mining taxes in response to the copper price. Resultantly, investment growth has diminished and the multiplier effect that would otherwise have been associated with mining has been foregone. Poor macroeconomic governance and mining growth retardation have also pushed Zambia’s national debt to unsustainable levels, as exports have been insufficient to fund debt repayment. The country is now seeking debt relief from its external creditors and has struck a deal with the International Monetary Fund. In this first of a two-part policy briefing series, we examine the key economic challenges associated with mining governance reform and provide recommendations that will help develop a resilient mining tax regime and a more streamlined regulatory environment. The second briefing will address the debt challenge. Considering the growing demand for copper to meet the global net-zero goal, and an impending global supply crunch, more copper will need to be produced and Zambia is in a prime position to do so. At the same time, Zambia has declining copper ore grades. Our primary recommendation, therefore, is that a profit-based Mineral Royalty Tax (MRT) framework be strongly considered. This will enable investment in the necessary capital and infrastructure needed to increase output and promote exploration. Though profit-based MRTs can be exploited by mining companies making claims of increased capital investment to increase outputs, when combined with the implementation of the Extractive Industries Transparency Initiative (EITI)’s reporting standards, the risk of exploitation is reduced.

Gwede Mantashe, the Minister of Mineral Resources and Energy, has threatened to judicially review the Zondo Commission’s (‘the Commission’) findings against him. This decision highlights legal and political weaknesses in South Africa’s democratic system. The law is unclear on whether the findings of a Commission of Inquiry (COI) could constitute administrative action reviewable in terms of the Promotion of Administrative Justice Act 3 of 2000 (PAJA). This was not sufficiently dealt with by the High Court the only time it previously faced a judicial review of a COI’s findings. Even if COI findings could constitute administrative action, it seems that the Commission’s findings and recommendations concerning Mantashe in particular are unlikely to be reviewable in terms of PAJA. The principle of legality would be his most viable option for a legal challenge, but on analysis it is unlikely Mantashe would succeed on this basis either. Moreover, challenging the findings of this Commission on legally dubious grounds underscores political weaknesses in the ruling African National Congress (ANC) party, and consequently the electoral system more generally. Not only does the proposed challenge by a senior party member in Cabinet undermine the ANC’s steadfast commitment to end entrenched corruption, but it also demonstrates that the party’s step-aside rule is too narrow. The rule does not impose political accountability on members implicated by COI findings unless they are criminally charged by the National Prosecuting Authority (NPA). This sets the bar too low for political accountability, which should not be equated with criminal liability. The ANC’s lenient stepaside rule, and its members’ use of legal technicalities to avoid political accountability, is dangerous in a proportional representation system with a one-party-dominant legislature. Voters elect a party in a closed list system, and so depend entirely on the ruling party to hold its members individually accountable for wrongdoing. The ANC needs to prove to the electorate that it takes this job seriously.

7797. The Ethnic Chapter of Colombia’s Peace Agreement Five Years On: An Independent Assessment

In 2016, the Colombian Peace Agreement included an Ethnic Chapter designed to ensure the representation of and oversight by indigenous and Afro-Colombian social organizations in the implementation process. This recognition of ethnic rights as a cross-cutting agenda set a precedent among international peace-building processes. But failures in the implementation have meant that armed conflict and systematic violence against ethnic peoples and their territories have raged on. In this Accountability Note, Helmer Eduardo Quiñones Mendoza presents an assessment of the implementation of the Ethnic Chapter of the peace agreement. The assessment was carried out by the advisory team to the High-Level Forum with Ethnic Peoples (IEANPE), the main mechanism for monitoring and promoting the Ethnic Chapter, and presented to the Colombian government in 2021. Together with a preface by Armando Wouriyú Valbuena (Secretary of the Ethnic Commission, Technical Secretary of the IEANPE, and distinguished indigenous leader), an introduction by Jonathan Fox (ARC Director), and an afterword by Gimena Sánchez-Garzoli (Washington Office on Latin America), this note assesses implementation against each of the agreement’s six pillars, identifies entry points for improvement, and lays out an agenda for building a new future for Colombia’s ethnic minorities by fully implementing the Ethnic Chapter of the 2016 agreement.

7798. Heroes on Strike: Trends in Global Health Worker Protests During COVID-19

This Accountability Note describes global trends in health worker protests between March 11, 2020 and March 10, 2021. We argue that the frequent characterization of health workers as heroes of the pandemic obscures the fact that health workers themselves describe the challenges they face during this time as violations of their rights as workers, highlighting the obligations of their employers to provide working conditions and remuneration that justify the risk they assume. Using data from the Armed Conflict Location & Event Data (ACLED) Project, we first provide a global overview of the growth in health worker protest activity in the March 2020–2021 period as compared to the March 2019–2020 period. Health workers engaged in protest activity with greater frequency during the first year of the pandemic than during the prior year. The eighty-five countries included in the ACLED data set in both the March 2019–2020 period and the March 2020–2021 period experienced a sixty-two percent increase in health worker protest activity (from 2416 protests to 3913 protests). We then provide an overview of the content of the 6589 health worker protests in the ACLED dataset between March 2020 and March 2021, describing protests in 149 countries in terms of five categories: working conditions and remuneration, resources, health system delivery issues, public policy, and other. By far, the largest category of protests during this period are those related to working conditions and remuneration. Approximately sixty-six percent (N=4358) of global protests in the 2020–2021 period expressed health worker dissatisfaction about issues such as: occupational hazards, unpaid wages, risk allowances and job security. Surprisingly, personal protective equipment (PPE) concerns—an issue covered frequently in the media—motivated a relatively low percentage of the protests (less than nine percent). We note this not to downplay the gravity of global PPE shortages, but to situate PPE shortages as one among many health worker concerns during the pandemic. Protests initiated by health workers about health system delivery issues provide an important reminder that even in the middle of a pandemic, not everything was about COVID-19. Sixty-two percent of the health system-related protests during the 2020–2021 period were about issues that were not coded as directly related to the COVID-19 pandemic. Similarly, the vast majority of health workers’ protests around public policy were not about pandemic-related government policy, but about social issues like climate change, immigration, police brutality, and elections. The aim of this analysis is to understand what health workers advocated for during a time of immense pressure, and to identify some broad areas of concern for health sector accountability. Through this analysis, we prepare the groundwork for future research and action, and share preliminary guidance regarding how health sector stakeholders—including government, health worker associations, unions, and civil society—might develop improved systems of accountability.

Recent decades have marked both the globalisation of capitalism following the collapse of communism and its financialisation following the rapid growth of the world's securities markets. These developments have impacted the core-periphery divide in capitalism. In the case of globalisation, the entry of the ex-communist countries into the world capitalist system has swelled the ranks of the emerging capitalist economies (ECEs) that are kept subordinate through the pressures from the advanced capitalist economies (ACEs). In the case of financialisation, the growth of the securities markets has led to a palpable change in the pressures that perpetuate subordination. Where previously the use of authority was the chief source of those pressures, it now plays a secondary role. Absent that authority, and the ECEs would still be held in a subordinate position in global capitalism through the gravitational pull of the ACEs' financial securities markets. Abstract:
Transnationally organised, rule-based transgressor elites are the wealthiest and most powerful elites today. The core of this group comprises managers of large multinational corporations and related ‘born global’ corporations, such as Tesla, eBay and the like, large investment houses, such as Blackrock, Blackstone and Vanguard, leading international investment banks and elite legal, consultancy and accounting firms. This elite core is joined by several ancillary groups. Arguably the most significant of those are midsize corporate groups, many of which are privately held. Numbering in the hundreds of thousands, perhaps even millions, they employ tactics perfected by large corporations to arbitrage rules and ensure corporate and other forms of taxation, rules specifying personal or group liabilities or other regulations, including protection of shareholders and the like, are either partially or fully avoided. To these, Ricardo de Soares adds another group; he argues elites from development countries latch onto existing institutional and professional providers serving those other elites; once they achieve their goal of transferring capital out of their own countries, they participate actively in the process of wealth and power concentration described in this paper (Soares, 2021) .
