The speech emphasized the many hardships that people are currently facing at home while acknowledging fears about a turbulent external environment. Xi did not mention “national rejuvenation” and he conceded that the “China dream” was far from being realized. Doubling down on the ideology of struggle, a hard work ethic, and enforcing nationalist sentiment as crucial factors for escaping the current malaise, Xi’s speech suggested a shortage of tangible solutions for the country’s problems.

2. Navigating the Challenges of Environmentalism in an Increasingly Authoritarian Iraq

Abstract:: There has been a marked increase in environmental activism in Iraq in recent years. This shift has taken place in the context of what has often been presented as a new stability, due to the absence of active armed conflict in the country since 2017. However, as “stabilization” efforts give way to “development”, Iraq is also coming to terms with the slow violence of protracted wars,1 an astronomical and rapid rise in oil production, and the impacts of climate change – most visible in the widespread incidences of pollution and public health crises, as well as in the drying up of ancient rivers and lakes and desertification, which is destroying livelihoods and causing mass migration across the country.2 The rise in interest in the environment has also come in the aftermath of the 2019 Tishreen uprising, to which the government and associated militias have responded with a widespread crackdown on freedom of expression and assembly, making any form of activism increasingly dangerous. This study examines how self-identified environmentalists active in Iraq interact with this complex context and the challenges they face. To navigate the increased authoritarianism of the Iraqi state, this research finds that environmentalists tend to adopt small, carefully framed initiatives that are usually presented as supporting the government in solving some of the environmental issues it faces, as opposed to being overtly adversarial. This approach also means that Iraq’s environmental movements lack autonomy, and that certain issues – particularly those that might harm the business interests or standing of the political elite – remain off-limits. As a result, environmental initiatives in Iraq tend to make shallow interventions that do little to address the root causes of environmental degradation or to mitigate the effects of climate change. These dynamics are compounded by the funding structures of donor organizations, who prefer to award grants to small-scale, time-bound projects the outcomes of which can be easily measured. Environmental actors active in Iraq have also begun to form coalitions with the government, the private sector, and other members of civil society, such as political activists. However, this remains in its infancy and is often limited to a small number of individuals acting alone. Coalition building remains a substantial challenge and is often actively blocked by the government, used by corporations for greenwashing, and sees the efforts of environmental activists and organizations coopted by politicians for their own political and financial ends. The findings of the current study corroborate and extend the work of Wiktor-Mach et al. on Kurdistan, especially their characterization of environmental activism in the region as “a specific type of activism that does not question mainstream policies and practices but intends to push for change within existing systems and that has a cooperative character”.3 However, it is also important to note (as will be discussed in greater detail in this paper) that in Federal Iraq, the uptake of such non-confrontational tactics is the result of the increased crackdown on civil society post-Tishreen, which has raised the stakes and dangers of more adversarial work. In addition, while in Kurdistan episodes of mass contention are relatively rare and often focus on issues such as salaries and service provision, in Federal Iraq there has been at least one episode of mass mobilization in response to environmental issues in recent years in the form of the 2018 water protests in Basra.

Abstract:: In his book, The Party and the People: Chinese Politics in the 21st Century, Bruce Dickson, Professor of Political Science and International Affairs at George Washington University, thoroughly scrutinizes China’s domestic political system and the inner structure of the Chinese Communist Party (CCP). Dickson largely limits his primer to the post-Mao period, with each of the book’s sections answering specific research questions: “What Keeps the Party in Power?”, “How Are Leaders Chosen?”, “How Are Policies Made?”, “Does China Have a Civil Society?”, “Do Political Protests Threaten Political Stability?”, “Why Does the Party Fear Religion?”, “How Nationalistic Is China?” and “Will China Become Democratic?”. Each question he seeks answers to sheds light on the relationship between the CCP and Chinese society. Dickson argues that the CCP has exercised unopposed authority throughout the country since 1949 despite many elite conflicts, economic catastrophes and social unrests. Nevertheless, the party has not always resorted to repressive methods to stay in power. Rather, it is the author’s main argument that the main survival policy is the party’s ability to be responsive to the demands of Chinese people. For Dickson, the repression-responsiveness dichotomy is the core strategy that made it possible for the CCP to rule China as a single party for decades.

Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

Abstract:: Nick Onuf’s constructivism is one of the most important contributions to the field of international relations in what regards the interchange between social and political theories, and philosophy. In this text, I engage with Onuf’s body of work taken as a whole. The guiding thread of the problematization I propose is woven through the attention to how Onuf’s craft and creative undertaking sets certain beginnings in the construction of his framework, and how setting them has important implications for (the conception of) ‘politics’. I would argue that Onuf’s conception of politics is sustained on two central beginnings: the conception of humans as ‘rational agents’ and the framing of what has come to be called ‘modernity’. This way, I emphasize what seems to me the most enduring contribution his body of work can provide not only to the field of international relations, but also to contemporary social and political theories more generally. The first section outlines the relation Onuf establishes between rules and rule, while the following two sections deal, in turn, with his conceptions of ‘agency’ and the ‘modern world’. My goal in these first three sections is to reconfigure Onuf’s constructivism. The fourth and final section moves ahead, giving a step further – perhaps too far, perhaps too radical –, paving a critical engagement with his work through peripheral (re)begininngs.

17. Unequal Burdens: Corruption’s Impacts on People with Intersectional Identities in Lebanon

Abstract:: Lebanon, once celebrated for its cultural vibrancy and economic prosperity, now grapples with embedded corruption and dire prospects for reform. Lebanon’s multiple layers of social, confessional, ideological, economic, and cultural identities are governed by varied laws or rules. This creates space for corruption to combine with discriminatory practices. This assessment, Unequal Burdens: Corruption's Impacts on People with Intersectional Identities in Lebanon, focuses on corruption and its effects to measure how perceptions and experiences differ among marginalized groups and to identify any unique effects that people with intersectional identities encounter, with a focus on perspectives from outside Beirut, including Tripoli, Akkar, Baalbek, Bekaa, and surrounding areas. In 2020, IFES conducted an intersectionality assessment, Identity, and Politics in Lebanon, which found that marginalized groups in Lebanon experience multiple levels of exclusion based on social identities, including gender, disability, age, religion, sexual orientation, and refugee status. Individuals with intersectional identities are even more significantly impacted by the complexity and inherent inequality of Lebanon’s political and social systems. Lebanon has 18 officially recognized religious sects that are governed by 15 personal status laws enforced by religious courts. Social identity and the role of religion in politics both contribute to conflict and lack of consensus. These are compounded by socio-economic factors, including an imbalance in access to services – especially outside the capital, low exposure to economic and educational opportunities, limited inclusion in public service, and youth unemployment. Legal obstacles created by personal status laws and the discriminatory application of other laws seriously hinder the ability of marginalized groups to act as full and equal citizens. In early 2020, the Lebanese government introduced a new anti-corruption law and began work on a new National Anti-Corruption Strategy. Despite the new laws, Transparency International’s 2022 Corruption Perceptions Index placed Lebanon 150th of 180 countries, a decline from its rank of 128th in 2012. IFES’ assessment found that corruption is disproportionately impacting people from marginalized groups. Research identified the following key findings: Corruption on the Community Level; Corruption on the Individual Level; Impact of Corruption and Discrimination on Marginalized Groups; Impacts of Corruption on Civic Participation; Corruption as a Facilitating Factor for Participation in Public Life; Corruption as a Hindering Factor for Participation in Public Life.

Abstract:: How do centralized governments mitigate the political cost of severe financial crises? The economic voting scholarship has established that the clarity of responsibility, i.e., government accountability for economic conditions to the mass public, is a necessity for electoral reward or punishment for economic performance. On the one hand, political centralization, which reduces the number of veto players, may increase the visibility of the role of the executive in policy success or failure. On the other hand, it allows an uncontested blame avoidance discourse, especially when accompanied with democratic backsliding. Furthermore, the recent backlash against globalization has enabled blame shifting to international actors in many countries. Against this theoretical framework, we comparatively analyze the responsibility attribution discourses for the 1994, 2001, and 2018-2022 financial crises in the statements of incumbent presidents, ministers, and parliament members of Turkey. We find that while blame avoidance discursive strategies have been attempted in all three cases, the responsibility attribution for the 1994 and 2001 crises mostly targeted the executive. In contrast, for the ongoing crisis, the responsibility discourse is dominated with blaming international political economy factors, creating ambiguity, and targeting domestic non-governmental actors.

Abstract:: Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with ‘multiple crises’ in host countries, intersecting with the dynamics of a ‘normalized refugee crisis’. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community’s welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

Abstract:: In February 2020 – the eve of the COVID-19 pandemic – the Project on Middle East Political Science held a preliminary meeting at Columbia University in New York to explore the origins of the Africa-Middle East divides that treat North Africa as part of the Middle East and neglect states such as Sudan and Mauritania. Columbia was an appropriate place to begin such a dialogue. Two decades ago, when two of us (Aidi and Mampilly) were graduate students at Columbia, the Institute of African Studies was in serious crisis. The Ugandan political theorist Mahmood Mamdani arrived and launched an initiative to decolonize the study of Africa to counter Hegel’s partition of Africa by transcending the Saharan and red Sea divides, and by underscoring Africa’s links to Arabia, Asia and the New World. To that end, we co-organized a second conference on racial formations in Africa and the Middle East looking at race-making across these two regions comparatively, including the border zones often left out of both African and Middle Eastern Studies: the Sudans, Amazigh-speaking areas in the Sahel, Arabic speaking areas on the Swahili coast and Zanzibar. This workshop represents the third in our series of transregional studies across the Africa-Middle East divide.

24. Washington's and Taiwan's Diverging Interests Doesn't Make War Imminent

Abstract:: We are a month from the Taiwan 2024 election that sent shockwaves around the world. President-elect, Lai Ching-te (賴清德), dared to utter the world ‘independence” in a strike against the longstanding One China Policy (一个中国政策) in his successful campaign to lead the nation. The election was important enough for an increasingly assertive President Xi Jinping (习近平出席) to try (and fail) to influence the election’s outcome. Xi has been rattling cages for the last several years and has made no secret of his desire to bring Taiwan under Beijing’s thumb without explicitly ruling out the use of force. Meanwhile, a busy President Biden has had his hands full keeping allies committed to Ukraine, battling Putin-sympathetic members of Congress, while also dealing with cascading crises in Israel and the Middle East. With that as our backdrop, does Lai’s election, Xi’s frustration, and Biden’s preoccupation mean we are closer to conflict in the Taiwan Strait? In this brief analysis we argue that at present the answer is “no.” And we make this call by looking at the vantage points and early actions of each country. For America, the Taiwan election has put the country on alert. For Taiwan, domestic concerns are mainly driving voters – not cross-Strait policy. For the People’s Republic of China (PRC; 中华人民共和国), ignore the rhetoric because they’ve followed their Taiwan election disappointment by returning to their standard playbook.1 But stay tuned…. perhaps they’re saving the fireworks for Lai’s May 20 inauguration.

Abstract:: Political communication is inherently intertwined with social dynamics and cannot be considered a separate field of study. Symbolic elements, slogans, and the leadership of political figures have permeated human history, influencing and often determining political action. This study has analyzed the phenomenon of personalization as compelling evidence in the field of contemporary political communication. The analysis is based on a study of Italian cases, aiming to provide an in-depth insight into the strategies adopted by political parties to personalize their leaders’ image and engage voters. In particular, the focus has primarily been on party symbols incorporating the leader’s name. The research was conducted to identify party personalization mechanisms and their impact on public opinion. The result highlighted the role of political communication in asserting the individual as a brand at the expense of the party organization, with significant implications for democracy and political participation.

26. The Politics behind the EU-Rwanda Deal(s) and its Consequences

Abstract:: On the 14th of October, the news emerged that the EU is in the final stages of a discussion to award €20 million to the Rwandan army for its operations in Mozambique – where it is fighting insurgents in the oil-rich Gabo Delgado province. It would be the second time in two years that the EU awards this amount under the European Peace Facility (EPF): it also did so in December 2022. At that time, the decision was met with anger in the Democratic Republic of Congo (DRC), as it was already documented by the UN how the Rwandan Defense Forces (RDF) were supporting the M23 rebellion in Eastern DRC. In the meantime, this support has become clearer, with the last report from the UN Group of Experts from June 2024 extensively documenting the RDF operations with M23 in Eastern DRC. The news of potentially another €20 million is therefore met with anger in Congolese politics and society, primarily directed at the EU. It is a question which puzzles many: why does the EU want to award €20 million to the Rwandan army, in the midst of its violations of international law in Eastern DRC? This piece will unpack this question and reflect on the consequences for the regional dynamics and the EU.

Abstract:: Uganda has various economic, political and security interests in Eastern DRC. The latter is for example a vital export market for Ugandan products, and an important source of gold, Uganda’s most important export product. In this situation, a careful tactical game is played, in which Kampala seeks to protect these interests in Eastern DRC – for example from Kigali. This does not only involve a clear engagement with Kinshasa, but to a lesser extent also with M23. This is particularly the case because M23 is expanding (and keeping) its territory; creating an incentive for regional actors to engage with them.

Abstract:: Yemen’s political and economic situation worsened in the first months of the year as the impacts of the Red Sea crisis, which began in November, began to manifest themselves. Peace talks between Saudi Arabia and the Houthi group (Ansar Allah) were effectively placed on hold, and the United States broadened its response to the Houthi attacks, launching strikes alongside the UK against Houthi targets inside Yemen and designating the Houthis as a Specially Designated Global Terrorist group (SDGT), which came into effect on February 16. The designation could impact not only Houthi military and economic activities but also risks a further stranglehold on international humanitarian work in Houthi-run territories, as banks and exchange firms stop dealing with Sana’a-based entities. In late March, Houthi authorities issued a 100-rial coin to replace dilapidated notes, escalating the economic warfare between the two rival central banks. Denouncing the move as illegal, the Aden central bank branch prohibited the coins’ circulation, but the real fear is that this is a trial balloon for a series of currency roll-outs that will end with Sana’a printing its own banknotes, possibly with foreign help, as rebel authorities did in Libya in 2019. Prime Minister Maeen Abdelmalek Saeed finally stepped down, succeeded by Foreign Minister Ahmed Awadh bin Mubarak on February 5. Yemen’s ambassador in Riyadh, Shaya al-Zindani, was belatedly appointed to the vacant foreign minister post on March 26. Neither man is popular with the PLC. Combined with the government’s strained finances, this could hamper their effectiveness. Houthi attacks on foreign shipping and US-UK attacks continued more or less unabated, causing in one case the sinking of a ship carrying fertilizer and diesel fuel. US-UK airstrikes have killed at least 37 on the Houthi side, and reportedly some Islamic Revolutionary Guard Corps officers. After talks with Omani officials in Muscat in early April, the US Yemen envoy appeared to hold out hope of a resolution, suggesting the sanctions would be lifted if the attacks stopped – as tensions rose again between Iran and Israel, with possible implications for Yemen. Tensions also rose on frontlines inside Yemen as Houthi and government-aligned forces reinforced their military presence in several areas, including Hudaydah and Marib. The US-UK strikes also heightened the repressive atmosphere in Sana’a and elsewhere, as Houthi authorities cracked down in areas near mobile launch sites and introduced a new law against support for Israel that is already being used as another cudgel to crush dissent. Al-Qaeda’s Yemen branch announced the loss of its leader Khaled Batarfi in March, who died after several months of illness. He was replaced by Saad al-Awlaqi, a senior Yemeni figure with strong tribal ties in Shabwa who is popular among younger members of the group but whose ties with Iran-based Saif al-Adel, the de facto leader of the global organization, appear to be tense. Al-Qaeda also lost Saif al-Adel’s son, known as Ibn al-Madani, reportedly as a result of a fire in the place where he was staying in Marib, and the group’s lead drone expert Khaled al-Sana’ani also died in an apparent traffic incident – incidents that have raised speculation of possible internal skulduggery as Al-Awlaqi settles into his new role.

Abstract:: On July 19, a Houthi drone reached Tel Aviv, killing one person and wounding ten, the first time the Houthi group (Ansar Allah) has inflicted casualties in an attack against Israel. Israel responded the next day with airstrikes on the port of Hudaydah, destroying infrastructure and fuel stores and killing six workers. Dozens of others were hospitalized with severe burns. The Houthis unsuccessfully targeted Tel Aviv again on September 15, and Israel undertook further airstrikes on port and power facilities in Hudaydah governorate two weeks later, killing four and injuring 40. There is concern that the strikes will interrupt the flow of humanitarian aid through Hudaydah and that the loss of fuel reserves could lead to shortages in Houthi-held areas.

Abstract:: Over recent years, Serbia’s government and Serb nationalists elsewhere in the Western Balkans have increased their revisionist agitation in the region. They recently adopted an “all-Serb declaration” that seeks to overturn the post-Dayton settlement in Bosnia and Herzegovina, and claims Kosovo as an inseparable part of Serbia. Though some international observers have criticised the Biden administration for its concessions to Aleksandar Vucic, Serbia’s president, it deserves credit for containing Belgrade’s ability to realise its ambitions and preventing two worst-case scenarios: the disintegration of the Bosnian state and armed escalation between Serbia and Kosovo. That fragile status-quo would come under significant threat from a new Trump presidency in the US. Among other risks, his second administration may seek to reverse sanctions that have constrained separatist appetites among Bosnian Serbs and to revive dangerous proposals for a Serbia-Kosovo land swap. Peace in the region is at stake. Particularly in the event of a Trump victory on 5 November, the EU should prepare a package of new deterrence mechanisms that it can apply in the Western Balkans independently from the US and spoiler member states like Hungary. And in either eventuality, it should take more responsibility for stabilising the region.

Abstract:: The argument that national inequalities are political and thereby driven by political decisions implies that income distribution is not merely an economic phenomenon but also a political one. Hence, this study explores the impact of populist governance on income inequality in Türkiye. In doing so, this study addresses whether income inequality in Türkiye is a political choice, drawing on economic, social, and political data over the years 2008- 2022. According to the results of the quantitative analysis, the share of income for the working class has fallen, the income gap between the lowest and highest deciles of the working class has narrowed, and the potential for fiscal interventions to reduce income inequality is not realised. In return, the income inequality that existed in 2008 has persisted at the same magnitude over the years. In other words, even if income inequality is not an explicit political choice, the populist governance in Türkiye between 2008 and 2022 has chosen not to contribute to the solution to this prevailing inequality.

34. Red Lines, Where to Find Them, and How to Work with Them: Civil Society, the State, and Political Change in Morocco

Abstract:: Who is included in “civil society” and which function it is supposed to perform – particularly in the realm of political action – remain largely debated (Edwards 2014).1 On one hand, achieving political change, and democratization in particular, has become an essential element of civil society in non-democratic regimes after the so-called “third wave of democratization” (Ibrahim 2015: 46–47). On the other, the state’s increasing control of civil society’s space for action has raised attention to the fact that states rely on these spaces to stabilize a given political order (Poppe and Wolff 2017). Even in established democracies, the increasing “politicization” of civil society action has been a key driver of the restrictions on its space for action (as Hummel 2022 showed in the case of Germany, for instance). In Morocco, the monarchy’s posture towards civil society has been ambiguous, to say the least.2 Beyond the analytical insights that stress the regime’s efforts to tame this sector, this paper acknowledges that civil society’s growing ability to intervene in the public sphere prompted a redefinition of the monarchy’s strategy towards this sector (Sater 2007). In this context, palace-led civil society development initiatives such as the “National Initiative for Human Development” (launched in 2005) not only testify to the importance that the state attributes to this sector of society, but also allow the state to reinforce its control over civil society at the local level (Bergh 2012). With more than 240,000 associations officially registered in Morocco, the government’s plan to develop a new official “strategy” for civil society further corroborates the state’s strong and continued interest in the structuring and control of civil society’s space for action (Wail El Karmouni 2023).3

35. The Role of Civil Society During Elections In Cameroon

Abstract:: In 2024, 19 African countries are organizing elections (1). More than half of these elections will take place during the last quarter of the year. In French-speaking African countries, more or less violent post-electoral crises (2) are quite common, and similar patterns observed. On one hand, the democratic openings of the 1990s either transformed single-party systems into ruling parties or brought former military personnel to power. On the other hand, the political landscape lacks robust policy platforms and ideological depth (3), and the vibrancy of civil society has rarely persisted past the 2000s. Yet, Cameroon currently has more than 50,000 entities claiming represent civil society (4). It is this civil society that is the focus of this analysis. First, the question of defining African civil society must be addressed, as its conceptualization outside of African democratic contexts and its ubiquitous usage in media make it a somewhat identifiable yet difficult to precisely define phenomenon (5). For the purposes of this work, civil society refers to an “autonomous associative sector, independent from the state” (6). Following Hegel, we distinguish it from political society, recognizing its intermediary position between prominent political actors and families (7). How does civil society deploy itself in Cameroon during the electoral period? The electoral period is divided into three distinct periods: before the election, on the day of the election, and after the election. More than 30 years after the advent of pluralist elections and multipartyism, this work aims to analyze the political, institutional and social logics that inform the practices of civil society during these moments, based on the events of the last presidential election. The objective is to uncover the actual repertoire of action employed by civil society actors during electoral periods in Cameroon, in order to identify ways to promote civic and citizen-oriented behaviors.

36. Understanding Elite Politics Through Relentless Research: Warren Sun’s Hua Guofeng Nianpu, Chronology of Hua Guofeng (1971–1981)

Abstract:: This Working Paper is a pre-publication review of an immense documentary collection prepared over the past 25 years by Warren Sun, Adjunct Associate Professor at Monash University and Affiliate Member of the Sydney CSC. It is based on the intellectual premise that elite politics in the CCP cannot be understood without deep penetration into the details of political decision-making and conflict. In its absence, simplistic narratives emerge and become widely accepted, especially when the Party itself is creating the basis for the narrative. This is most prevalent for the immediate post-Mao period as a Hua Guofeng-Deng Xiaoping struggle between different ideological lines and in the profound misunderstanding of Hua as a limited, merely transitional political leader. Hua nianpu uses a wide range of sources to uncover details that contest such views. These include: the contemporary PRC public record; official documentary collections; internal Party documents including unpublished speeches and compendia of circulars at major Party meetings; memoirs, oral accounts, and recollections published in the PRC by or about leaders; studies by Party history scholars in PRC journals; more-adventurous books published in Hong Kong by Party historians and former officials; interviews with scholars and retired officials; and unique interviews with officials who worked as secretaries or as aides to very senior figures and their family members, especially members of Hua’s family. However, these sources have limitations that must be considered critically and discussed in terms of what they can and cannot provide. Taken together the detailed information compiled in Hua nianpu undermines central features of the accepted narrative, most notably by showing that the 1978 work conference and the subsequent Third Plenum were joint Hua-Deng ventures to advance modernization, and when unanticipated developments weakened Hua, Deng did not act against him. Instead, he worked to lower tensions and to return the focus to their original joint plan. Hua nianpu is a major basis for our joint book project, Hua Guofeng, Deng Xiaoping, and the Dismantling of Maoism. But this nianpu is entirely Professor Sun’s creation and exacting work. The target for submission of both these projects to their respective publishers is early 2025.

Abstract:: In this study, it is aimed to present together the influence of the Ottoman bureaucrats, who were educated in the translation chamber (the institutions where modern Ottoman diplomacy was built) and promoted to important levels of the state, managing the high-level state mechanisms. In the Ottoman Empire, which was governed by the monarchy, the Sultan’s authority was considered the only valid power for centuries. This situation changed during the spread of the Western-centered modernisation process within the empire. In this process, where diplomatic behaviour altered, high-ranking Ottoman bureaucrats began to be very active in state administration, and their authority rose against the power of the sultan. It is important to consider this process in question, together with the important political issues of the period, in terms of giving a clearer meaning to the construction of modern Ottoman diplomacy. In this context, the role of the translation chamber in the formation of modern Ottoman diplomacy will be discussed first, and the political activities and ideological structure of eight statesmen who were educated in this chamber and played important roles in the high level of the state will be discussed within the framework of the important political issues of the period, according to the records in Ottoman archives.

Abstract:: Members of Generation Z are coming into their own politically, socially, and culturally, bringing their values and viewpoints to their communities and workplaces, and to our nation’s political system. In addition to being the most racially and ethnically diverse generation in our nation’s history, Gen Z adults also identify as LGBTQ at much higher rates than older Americans. Like millennials, Gen Zers are also less likely than older generations to affiliate with an established religion. This report considers what sets members of Generation Z apart from older generations in terms of their political and cultural values, their faith in communities and political institutions, and their views on religion and the importance of diversity and inclusion in the nation’s democracy. The report is based on both the results of a national survey of all Americans, which includes oversamples of Generation Z — both Gen Z adults (ages 18–25) and Gen Z teens (13–17) — and on an analysis of ten virtual focus groups that included a wide cross section of Gen Z adults from across the United States.

Abstract:: Advertising studies commonly examine the effects of one-sided treatments. However, political communication campaigns are competitive environments where voters are likely to hear more than one perspective. Because of this dynamic, the persuasive effects of single-sided ads may be less likely to hold in a competitive environment. When respondents are exposed to arguments from both sides of a ballot proposition issue, can the disclosure of a credible group help an advertisement overcome prior opinions? I address this question using a randomized experiment that includes ballot proposition campaign ads. In the experiments, I manipulate the pretreatment environment by exposing some respondents to a newspaper editorial in order to provide them with prior opinions that might cause them to resist subsequent advertisements. I also vary the presence or absence of campaign finance disclosure within the advertisements. In all cases, the presence of a credible editorial is associated with a change in support for the initiative. However, the use of a credible campaign finance disclosure has a far less consistent effect. While campaign finance disclosures from credible groups can help counteract prior beliefs that citizens may hold, I find that the magnitude of these changes is somewhat small.

Abstract:: Elections in Bangladesh have historically been marked by violence between the country’s two dominant political parties, the ruling Awami League (AL) and the opposition Bangladesh Nationalist Party (BNP). The upcoming elections scheduled for 7 January are no different. Violence has already been on the rise in the months leading up to the elections, in which Prime Minister Sheikh Hasina will seek re-election for the fourth consecutive term. Much of the recent unrest has centered around concerns about the AL’s ability to hold a free and fair election. The BNP has called for the formation of a neutral caretaker government to administer the elections. The AL has rejected this demand, giving way to increased BNP-led demonstration events1 that have often turned violent. The BNP’s decision to boycott the elections, motivated by its misgivings over the election process, suggests that the results are likely to be contested, increasing the risk of post-electoral violence. As the AL looks set to hold onto power, violence within the party is also cause for concern. Competition for power among AL factions can be seen in post-election periods as rivals seek party and government appointments.

Abstract:: Politicians often use “red herrings” to distract voters from scandals. When do such red herrings succeed? I develop a model in which an incumbent runs for re-election and potentially faces a scandal. Some incumbents enjoy telling “tales” (attention-grabbing stories) while others use tales to distract voters from the scandal. Multiple equilibria can arise: one with a norm of tale-telling in which red herrings succeed and another with a norm against tale-telling in which they fail. Increased media attention to tales has a non-monotonic effect, facilitating red herrings at low attention levels, but serving a disciplinary function at high levels.

Abstract:: This paper investigates whether the El Niño Southern Oscillation (ENSO)—the warming and cooling cycle in the central and eastern Pacific Ocean that affects both global atmospheric and ocean conditions—is a driver of geopolitical risk at the global scale. Using nonlinear cross-convergent mapping, a technique for characterizing causal relationships in dynamic systems, it finds ENSO is causally related to geopolitical risk at the global level, but that finding is not replicated at the country level for countries whose economies are most strongly influenced by ENSO cycles. Put differently, ENSO-related geopolitical risk is an emergent phenomenon evident only at the Earth system level. Then, using monthly observations of ENSO and geopolitical risk, the paper reports a curvilinear, contemporaneous relationship between ENSO and risk, with La Niña conditions associated with lessened geopolitical risk relative to El Niño and neutral climate conditions. The effects are statistically and substantively significant, and the relationship is demonstrated to be stronger in more recent decades (post-1990). The effect for geopolitical risk of transitioning from La Niña to neutral ENSO conditions is of similar magnitude to that of the outbreak of a major interstate war.

Abstract:: Are authoritarian regimes more successful than free countries in offering prosperity to their people? The answer is decidedly no, yet China and Russia actively advertise the “benefits” and “promise” of their authoritarian development model. Beijing and Moscow contend that their governance model—rooted in central control of political, social, and economic life—delivers for their people. The facts prove exactly the opposite and show that countries characterized by repression and concentrated control are far less successful across all metrics of human development than are free societies. That free societies are better for the people residing in them is not an ideological position; it is a statement of fact backed by substantial evidence, including, but not limited to, the Atlantic Council’s Freedom and Prosperity Indexes. This paper aims to showcase why and how the authoritarian development model is inferior to that of free societies. The first section documents democratic backsliding and the reversal of freedom’s fortunes. The second section presents data on how authoritarian regimes have failed to deliver prosperity for their people. The third section outlines how free societies have done the opposite—delivered sustained prosperity for their citizens. The final section offers the conclusion that authoritarian regimes, despite their claims, cannot deliver democratic progress or prosperity for society at large.

Abstract:: The strategic interest of the United States and the countries of Latin America and Caribbean (LAC) lies in strengthening their western hemisphere partnership. Shared borders, economic interests, and security alliances bind these nations, along with a common goal for prosperity. However, the perception of waning US interest and the rise of external influences necessitate the rejuvenation of and renewed focus on this partnership. In May 2023, the Atlantic Council’s Adrienne Arsht Latin America Center and the Scowcroft Center for Strategy and Security established the US-LAC Future Strategy Working Group to redefine the US-LAC partnership. This strategy promotes mutual and inclusive economic growth, renewed cooperation through enhanced commercial and investment ties, a renewed paradigm on bolstering security and reducing migration flows across the region, and a focus on preparedness in the face of natural disasters and the energy transition. Acting on this strategy could significantly benefit US economic and security interests. The United States should capitalize on immediate opportunities, like promoting nearshoring as a means to growth and prosperity across the Americas, while maintaining a medium-term strategy tailored to each country’s specific needs. This strategy paper highlights the importance of adaptability and practicality, particularly as the global economic landscape evolves and power shifts foresee new leading economies by mid-century. In addition, the strategy advocates for the significance of the US-LAC relationship amid the recalibration of US worldwide interests.

Abstract:: The paper discusses the rising power of local government and its ability to independently create and/or advance foreign relations in order to promote peace and good neighborly relations. One of the prominent areas in which local government engages and cooperates with others today is the environmental and climate field, notably in light of the foot-dragging of nation-states around these issues. Given this reality, the paper examines whether relationships and cooperation on the environment might be built between local authorities when their respective nation-states maintain no relations or only cold ones, or are in ongoing conflict. The paper analyses three theoretical axes: 1) the rising political power of local authorities vis-à-vis their nation-states, and as significant actors in global diplomacy; 2) growing local involvement with environmental problems; and 3) the promotion of environmental peacebuilding. The paper analyses the feasibility of joining these axes, and gives relevant examples, focussing on the Israeli-Palestinian-Jordanian space. The main argument arising from the analysis is that local government has the tools and the effective opportunity to advance environmental cooperation as a stimulus to making peace; and further, that processes of this sort are particularly important when there is no political horizon. While Israel and its region are indeed the focus of this paper’s examination of local government and its potential for building relationships, the general insights derived are applicable to other regions of conflict.

Abstract:: The night before John Smith QC died in May 1994, he spoke at the Park Lane Hotel to raise money for the Labour Party's campaign for the next general election. To the 500 people in attendance, Smith remarked that 'the opportunity to serve our country—that is all we ask'. 30 years on from his death, Smith is often recalled as one of the 'best Prime Ministers we never had' and is still viewed with affection by many people regardless of their political views. However, in his own party, John Smith's legacy has often been more contentious. For supporters of the 'New Labour' project pursued by his successor, John Smith - as David Miliband told the Mile End Institute in May 2022 - failed to 'understand that in 1992 the electorate told us, in no uncertain terms, that they wanted a different offer from Labour'. On Thursday 9 May 2024, the Mile End Institute marked the 30th anniversary of John Smith's death by inviting a distinguished panel of historians and eyewitnesses to consider John Smith's legacy and lessons for the Labour Party today. Abstract:: With voting day now concluded, preliminary results and quick counts indicate a convergence in the outcomes of both the presidential and legislative elections. The Prabowo-Gibran ticket secured victory in the presidential race, prevailing over contenders Anies Baswedan-Muhaimin Iskandar and Ganjar Pranowo-Mahfud MD. Projections suggest that Prabowo-Gibran garnered a vote share of 56-59%, surpassing Anies-Muhaimin’s anticipated vote share of approximately 24-26% and Ganjar-Mahfud’s expected vote share of around 15-17% (Ira 2024). Meanwhile, quick count findings for the legislative elections suggest that eight political parties will secure seats in the national parliament: PDI-P (16.4%), Golkar Party (14.6%), Gerindra Party (13.5%), PKB (10.7%), Nasdem Party (9.9%), PKS (8.4%), Demokrat Party (7.6%), and PAN (7.1%). Notably, despite losing the presidential race, PDI-P emerged as the top vote-getter in the legislative elections, signaling an intriguing divergence in electoral outcomes (Farisa 2024). While awaiting the official election results from the General Elections Commission (KPU), preliminary projections suggest that incumbent President Joko Widodo (Jokowi)’s successor will emerge victorious in the 2024 election. Prabowo-Gibran, positioned as Jokowi’s successor not only due to Gibran’s familial relationship as Jokowi’s son but also because of their campaign emphasis on Jokowi’s continuity, has secured a resounding victory. Additionally, the combined party support for Prabowo-Gibran exceeds 40% in national parliament electoral results, surpassing both the Anies-Muhaimin’s party coalition, including Nasdem Party, PKB, and PKS, at 29% and the Ganjar-Mahfud’s party support at 16.4%. These outcomes raise concerns regarding the potential perpetuation of democratic regression under the political stewardship of Jokowi’s successor, a trend that several research findings suggest began during the Jokowi administration (Power and Warburton 2020).

Abstract:: The article notes that the motion of no confidence in the Prime Minister (PM) in Lesotho is provided for in the Constitution, but different political leaders have abused it on several occasions for various party political and subjective reasons. This article, therefore, explores the abuse of this provision, its triggers, and how they have impacted the political stability and socioeconomic situation in the country. Lesotho is a constitutional democracy governed by a constitution adopted in 1993. One of the provisions of this Constitution is Section 87,1 which deals with a ‘motion of no confidence’. Constitutionally, the government must, at all times, enjoy the confidence of the National Assembly, and Section 87(2) of the Constitution embodies the principle that: The King shall appoint as Prime Minister the member of the National Assembly who appears to the Council of State to be the leader of the political party or coalition of political parties that will command the support of a majority of the members of the National Assembly.2 Similarly, the Constitution gives Parliament the power to withdraw confidence from the government of the day. The passing of the motion of no confidence requires a simple majority, and any member of Parliament can propose it.3 The only precondition for a motion of no confidence in government is the name of a member of the National Assembly for the King to appoint in place of the PM.4

'Contested essential concepts' discusses the nature of concepts and of different forms of theoretical contestation, namely (1) contesting often tacit assumptions in political and normative theorizations, (2) contextualizing (and 'provincializing') the formulation of ideal-types in empirical theorizations, and (3) problematizing the use of concepts in political practice. The paper concludes by showing that meaningful contestation requires a capacity of translation.

Abstract:: Lebanon, had non-visible relationships with Turkey after its independence and the post-civil war period. Although it lost the balance of political stability at times, the political affinity that emerged with the participation of Lebanon in the close relations, which Turkey sought to establish with Arab countries in the 2000s, continued with mutual negotiations at the point of cooperation. After the Lebanon-Israel war in 2006, which caused political and economic destruction in the country, Turkey increased its support for Lebanon. Accordingly, the crises appeared after the Arab Spring in the region led Turkey to follow the sensitive policy over the sectarian groups in the country. However, some reactions arose in Lebanon’s political arena against Turkey’s increasing regional activism, bringing several ideological questions on Turkey’s approach towards Lebanon. Regarding the relationship between Turkey and Lebanon, “Does Turkey desire to establish a new Ottoman administration in the Middle East?” was one of the questions asked. Moreover, a negative environment was created and used occasionally as a trump card against Turkey’s approach toward Lebanon, saying that even the Ottoman Empire did not play an active role in the Lebanon region. This study examines whether there are traces of Neo-Ottomanism and sectarianism in the political roadmap followed by the Turkish Government in its Lebanon policy. It discusses, the diplomatic response of Turkey to the anti-Ottoman rhetoric in Lebanese politics and its effect on bilateral relations. Accordingly, the study analyzes Turkey’s effort to maintain the balance against sectarian discourse that shapes Lebanon’s policy.

It is necessary for a country's economy to thrive, society to come together, and rule of law to be upheld. The political system's stability has a direct impact on the nation and state-building processes. Political stability is essential for both of them to develop successfully. Political stability is crucial to the efficient running of government. Foreign diplomacy and international trade are both hampered by political instability because investors are reluctant to risk their money in countries with uncertain leadership. As a result of breakdown in law and order and rise in illicit activity, the public becomes increasingly worried and insecure when there is political insecurity in a country. Only political maturity and stability will be able to handle these challenges in the nation's best interests.

Abstract:: This research embarked on an investigation of the factors influencing political tolerance amongst young adults, specifically in the District of Sargodha. The primary focus of this study was to identify both individual and environmental variables associated with political tolerance in this demographic. The exploration scrutinized political tolerance in Sargodha's youth through the lens of various political and socio-economic determinants, including factors such as sexuality, educational attainment, political allegiance, and political mobilization. Furthermore, the study also assessed the influence of social capital, personality traits, and exposure to social media on the political tolerance of young inhabitants in the District of Sargodha. The research employed a quantitative methodology. Data collection was executed via a survey method, with a sample size of 431 students, derived using a multi-stage sampling approach from the target population. Insights gathered from the study reveal that a significant portion of students refrained from engaging in political dialogues with peers who share similar views or from participating in public assemblies organized by their respective political affiliations. Interestingly, these students prefer to utilize social media platforms as a conduit to express their political allegiance and opinions on pertinent political issues. The students also exhibited a substantial understanding and respect for varying political beliefs and ethnic backgrounds, asserting the importance of everyone's right to hold and express their viewpoints. This recognition and appreciation of the cultural diversity of political perspectives amongst different ethnic groups were prevalent amongst the majority of youth participants. Most notably, the consensus amongst these young adults demonstrated an acceptance, appreciation, and respect for diversity, thereby fostering an environment conducive to political tolerance within their society.

Abstract:: The article studies the dynamics of ethnic conflict in Balochistan and its relation to the paradigm of democracy in Pakistan during the first elected government in the Bhutto Era. Like many third-world countries, the language controversies in Pakistan have provoked ethnic and political conflicts. Due to disagreements over the national language, the government was unable to develop a constitution for nearly 9 years after independence. Though the dispute was theoretically resolved in 1956, it continues to haunt the state. Although Bhutto was an elected leader, his rule was not immune to ethnic conflicts. Ethnic sentiments garnered attention in Balochistan, triggering confrontations and secessionist tendencies. An insurgency began in Balochistan, causing harm to both the Baloch and the state, and it still exists. The article affirms that in this context, ethnic conflicts have political objectives; the main causes of such conflicts are political, such as under-representation in state institutions, unequal distribution of resources, economic disparities, and, in many cases, the state elite's reluctance to recognise the identity of a particular ethnic minority.

Abstract:: This qualitative study aims to analyze the impact of Saudi-Israel relations on the Middle East. The study also focused on the reaction of Arab countries to their bilateral ties and incidents that have arisen in the Middle East as a direct result of tensions between Saudi Arabia and Israel. The deteriorating condition of relations between Israel and Saudi Arabia wreaked havoc throughout the region. The United States plays a pivotal role in the politics of the Middle East; therefore, a nation that is willing to operate as the United States' right hand was sorely needed in the region. Israel, a country that is not recognized on a global scale, has set up shop in that vacated seat. Together, they aid proxy wars between Saudi Arabia and Iran, which contributes to instability in the region. The only thing that could diminish the damage would be a concerted effort by Muslim states against Israel.

Abstract:: To undermine U.S. military strength, state actors are increasingly operating in the ambiguous environment between peace and war known as the “gray zone.” These actions test U.S. response by exploiting the West’s rigid notion of conflict. Soviet actions toward the United States and other nations during the Cold War shared many similarities with contemporary Russian strategy. There is no current uniform definition of the gray zone, and the United States has not developed doctrine to address this challenge. Russia has adapted Soviet Cold War techniques for the digital and globalized age and effectively integrates instruments of power against the United States by targeting seams within culture, maintaining ambiguity, and controlling narratives. Countering these tactics requires that the United States modify its mindset toward conflict and improve integration of its own instruments of power.

Abstract:: The International Relations (IR) discipline is ascendant because of the theoretical and methodological divisions and controversies within. As it is mostly placed in the Non-Western IR category, Turkish IR is an interesting case in that it reveals the temporal changes of theoretical debates in IR and their local resonance from the purview of a geography that is jammed between the West and the rest. For this reason, this paper examines the literature on the Turkish School of IR (if there is any) and draws some conclusions regarding its current state. This research first utilizes the Teaching, Research, and International Policy (TRIP) surveys conducted by the International Relations Council of Turkey (IRCT) between 2007 and 2018. More extensively, the top 20 journals categorized under Google Scholar’s “Diplomacy and International Relations” list are coded based on their titles containing “Turkey.” Articles from the 1922–2021 period are then analyzed considering their authors, abstracts, and keywords. From this analysis, the study finds that studies focusing on Turkey have improved over the years, although there is a need for more theoretical and methodological advancements. As a “peripheral” country in IR, Turkey is still a subject of study by the “center” countries.

Abstract:: In the week following Russia’s invasion of Ukraine on 24 February 2022 all three East European states associated with the EU – Ukraine, Moldova, and Georgia – submitted applications to accede to the EU. In response, the European Commission published ‘Opinions’ in June, setting out in each case conditions that should be met for these applications to advance on the path towards membership. This paper reports on the first half-year of the work undertaken by the three states to meet these conditions. All three states have set in motion actions largely concerning the fundamental political and rule of law criteria for membership. In all cases there is much work in progress underway, with some conditions already met, and others at an earlier stage. For both Ukraine and Moldova, it is possible that the majority of conditions will be met in the course of 2023. For Georgia there are still some more basic political obstacles to be overcome. The Commission is due to publish in October 2023 comprehensive evaluations of the preparedness of each of the three states, and in the case that the conditions are largely met, the EU should as a next step open up the formal accession negotiation process. It is also recommended that the EU reform by that time the accession process itself, notably by switching to qualified majority voting on the details of the procedures, and better still adopting a staged accession process that would assure structured incentives for overcoming the blockages in the present system as seen in the Western Balkans.

Abstract:: Relying on panel data for Germany, Switzerland, the United Kingdom, and the United States, the paper examines the impact of union membership on partisan preferences. By leveraging panel data to control for time-invariant selection effects, we show that unions exert a small consistent left‑wing influence on the average wage earner who becomes affiliated, but they are no longer able to modify the preferences of working-class members. A longitudinal approach reveals that changes in partisan preferences can be linked to members’ preexisting predispositions and to the prevalent political views within unions. Unions mainly attract individuals who already share their political inclinations before joining. These preexisting left-wing convictions allow an additional left-wing shift to take place through a value congruence mechanism provoked by interactions with long-term union members who are even more left-wing oriented than the newcomers. Symmetrically, working-class joiners exhibit less pronounced left-wing inclinations before becoming affiliated, a gap that widens further after they join as a consequence of their unmet expectations.

Abstract:: Climate action, economic competition and geopolitical shifts are more intertwined than ever. In the wake of the skyrocketing inflation and deteriorating China relations, United States President Joe Biden signed the Inflation Reduction Act (IRA) into law on 16 August 2022. Conceived as the foundation of the new US industrial policy, the IRA aims to rebuild the country’s industrial capacity, including 500 billion US dollars in new spending and tax breaks, among which almost 400 billion aimed at boosting clean energy.[1] Across the Atlantic, the European Union expressed concerns about the potential loss of industrial competitiveness resulting from the IRA. In response, the EU unveiled its own Green Deal Industrial Plan (GDIP) in February 2023.[2] The objective of this plan is to promote the enhancement of net-zero manufacturing capacities in order to meet the EU’s climate targets. Both the IRA and the GDIP have a common goal of reducing dependence on China, especially in clean technology, although through different approaches. The US focuses on bringing high-value production back to its shores, while the EU aims to develop and diversify supply chains.[3] This divergence is also reflected in the debate between “decoupling” and “derisking”, with the latter recently gaining prominence as policymakers recognise the challenges of completely reshoring supply chains domestically.[4] The US and the EU share industrial and geoeconomic objectives, but will also encounter similar challenges, in particular concerning the first stages of green supply chains. Despite their heterogeneous approaches, Western policymakers will in fact have to secure critical raw materials for clean technology manufacturing, with the aim of resourcing the energy transition.

Abstract:: In June 2023, the Arctic Council resumed its work after a year’s suspension in response to Russia’s invasion of Ukraine.[1] The Council is a pillar of the institutional architecture of the region; the main framework for cooperation between the Arctic states that also involves the North’s indigenous peoples in issues of environmental protection and sustainable development. In recent years, the overlap between climate and security crises has profoundly transformed the region, generating economic opportunities but also endangering local populations and amplifying international competition.[2] The European Union, which is increasingly interested in the issue of climate security (the multiplier effect of climate change and its, even indirect, impact on security risks spanning several dimensions – economic, human and political),[3] has long tried to devise an Arctic policy that takes into account such changes by tackling emerging challenges and grasping opportunities. To better address these issues, since 2013 the EU has been applying for full observer status to the Council; however, it has only been permitted to observe the organisation’s activities without a formalisation of its role. At the same time, however, to be able to play an active role in the region, the EU’s strategy must cover the full width of the Arctic institutional architecture, which encompasses a plurality of diplomatic, legal and institutional instruments that go beyond the framework of the Council.

Abstract:: We use new data on political connections from the World Bank Enterprise Surveys to examine the impact of connections on firms’ participation in global value chains (GVCs) for six MENA countries (Morocco, Tunisia, Egypt, the West Bank and Gaza, Jordan, and Lebanon). In addition to political connections, we construct several measures of “political influence” based on available data on lobbying and grand corruption. We also explore whether political connections help firms overcome barriers to trade and investment and increase their participation in GVCs at the extensive and intensive margins. Our findings suggest that political connections do matter for firms’ GVC participation. The impact is more pronounced for firms that combine political connections with informal payments to influence policymaking. Our findings on the significance of trade and investment barriers for GVC participation for different categories of firms’ political influence are – however – inconclusive.

Abstract:: Does the length of time passing between elections and the announcement of elections results increase the risk of post-election violence? The declaration of official election results is a crucial moment in the electoral cycle. When electoral management bodies (EMBs) take longer than expected to announce official election results, it can signal to the opposition that the election is being stolen. Following this logic, this paper argues that the length of time between elections and the announcement of the official results acts as a signal of possible voter fraud, thereby increasing incentives for post-election violence. Hence, the paper hypothesises that a long length of time between elections and the announcement of official results increases the risk of post-election violence. This hypothesis is examined with an original dataset of election results declarations in African countries from 1997 to 2022. After controlling for important confounders that could influence delays in reporting and violence, the article empirically demonstrates that a longer length of time between elections and the announcement of official election results increases the risk of post-election violence. In doing so, this paper makes a significant contribution to studies of elections, and electoral violence. Its provision of a new dataset on election results declarations in African countries is also a significant contribution.

The achievements of the Russian Revolution in 1917 inspired the peasantry and the working class across the Global South. The fight for equality and liberation under the leadership of working people is ongoing in the anti-imperialist struggles of our time. Women, in a myriad of ways, have powerfully shaped and continue to shape all of these struggles. In the Women of Struggle, Women in Struggle series of Tricontinental: Institute for Social Research, we present the stories of women in struggle who contributed not only to the wider arena of politics, but who also pioneered the establishment of women’s organisations, opening up paths of feminist resistance and struggle throughout the twentieth century. Praxis, as a knowledge of theory and organisational methods of struggle as they change and respond to history, gives sustenance to ongoing struggles against oppression. As militants, we study the diverse lives, contexts, and organisational methods of these women not only to better understand their political contributions, but also to inspire us as we build the organisations necessary to win the fight against oppression and exploitation today. In the fourth study of this series, we discuss the life and political struggles of Josie Mpama (1903–1979), a leader in the resistance against colonial oppression and the apartheid system in South Africa. Josie was a key figure in the history of women organisers in South Africa and a leader in the Communist Party of South Africa. Her life teaches us about the importance of grassroots and mass organising, as well as the challenges that come with that work. Like so many women involved in radical politics, particularly in the Global South, Josie’s extraordinary political contributions and theoretical acumen have been overlooked and largely excluded from the mainstream historical record.

Abstract:: Urban politics has received growing attention in the anthropology, sociology, and political science of the MENA region. In line with global trends, questions of scale, territory, flows and connectivities and materialities have come to the fore, with a wide range of creative and novel lines of inquiry connecting the global to the hyper-local and every scale in between. In February 2023, POMEPS partnered with the Beirut Urban Lab at the American University of Beirut and The Policy Initiative think tank for a workshop in Beirut to bring together an interdisciplinary group of young scholars from across the region to explore questions of urban life, politics, and culture. The papers moved beyond more traditional political science topics such as municipal government, decentralization, clientelistic voting, protests, and clientelism. While those themes certainly operated in the background, the authors assembled in Beirut pushed to shift the lens towards multi-scalar ethnographic modes of inquiry, highlighting the materialities and relationalities of the hyper-local, examining sites and places which concentrate power dynamics.

Abstract:: On 18 December 2019, in its 50th Plenary Session, the United Nations Gen- eral Assembly proclaimed the International Decade of Indigenous Languages (2022–2032) to draw attention to the endangerment and erasure of indigenous languages and to assemble states to allocate funds to revitalize and promote languages.1 This piece will discuss the linguistic policies applied to indigenous peoples and how they have influenced the abandonment of native languages to favor Spanish. Since the Spanish set foot on the lands of the continent, they began to exterminate indigenous languages. The dispossession of the people’s wealth was not only territorial—it was also linguistic and cultural. This piece reflects on the political nature of languages and explains how racism, as part of the colonial paradigm, has contributed to the reduction in the importance of languages and limited our understanding of them to a cultural artifact or folklore.

85. Taiwan's Security Future: How Domestic Politics Impact Taipei’s Defense

Abstract:: With a presidential election fast approaching, Taipei’s defense policy could go in multiple directions. As China has grown more militarily capable and assertive under President Xi Jinping, Beijing’s promise to forcibly unify with Taiwan has increasingly worried both Taiwan and the United States. Beijing’s large-scale military exercise near Taiwan this fall underscores the role Taiwan’s own military capabilities play in deterring conflict in the Taiwan Strait. To that end, US policymakers have increased defense cooperation with Taiwan and urged Taipei to do more for its defense in recent years. However, whether Taipei will stick to the defense policies implemented under current president Tsai Ing-wen is uncertain. This coming January, Taiwan’s voters will select a new president. Currently leading the polls is Vice President Lai Ching-te of the ruling Democratic Progressive Party (DPP), which is committed to Taiwan’s sovereignty and views Taiwan as effectively already independent. Beijing has angrily decried this position and boycotted talks with Taipei as long as the DPP remains in power. Meanwhile, the path ahead for the Kuomintang (KMT), the primary opposition party, is riven with internal fissures. The party has traditionally sought closer economic and cultural ties with Beijing to defuse tensions—something it seems uniquely qualified for, since the PRC will not talk to the current DPP government. Yet emphasizing dialogue with an increasingly aggressive PRC, especially after Xi’s crackdown on Hong Kong’s limited self-government in 2020, has soured many voters on the KMT’s message. In response, reformers in the party have suggested a new direction more closely aligned with the DPP on national security to win back moderate voters, while traditionalists have doubled down on the old promise of peace through dialogue. This latter path would be worrying for the Biden administration, which has increased arms sales to Taipei and presided over a period of worsening US-China mistrust. US concerns are a helpful reminder that, whether discussing Taiwan’s future or the risk of a catastrophic cross-Strait war, Taiwan’s own politics cannot be ignored. The rigor of Taipei’s defense—and, with it, the health of cross-Strait deterrence—will depend largely on the course Taiwan’s politics take.

Abstract:: The role of the geopolitical location of the Hashemite Kingdom of Jordan towards United States (US) foreign policy from 1990 to 2017 is the focus of this study, which addressed the impact of important regional and international political events, positively or negatively, on the development of relations between the two countries in terms of political and security aspects. The study adopted a qualitative approach, and primary data was collected through interviews with 16 participants from political, economic, and security experts in Jordan and the US. Thematic analysis was used to analyze the data obtained. The study concluded that US foreign policy recognizes Jordan as a close ally and considers its stability extremely important; Jordan has a suitable location to defend Israel because critical Arab countries surround it, and Jordan enjoys a unique geographical location in the Middle East. Some political events play an essential role in US foreign policy concerning security aid to Jordan, as the US links its aid to Jordan to political events.

Abstract:: The strategic city of Marib saw an increase in fighting on several fronts. The Houthis have been reinforcing their positions in the area, which they attempted to seize in a massive and costly offensive two years ago. Should negotiations break down, Marib is seen as a likely area of renewed contestation due to its oil and gas resources. A new counterterrorist campaign was launched in Abyan to target Al-Qaeda forces in the governorate. Named ‘Swords of Haws’, the operation is being conducted by an array of STC and pro-government forces. The campaign reported it had succeeded in securing the Rafd and Jenin Valleys, but had faced strong resistance from Al-Qaeda forces in Mudiya district. Frontline fighting on the border of Al-Bayda and Lahj rose significantly in August, including a particularly large Houthi assault on STC positions on August 26-27 that resulted in dozens of casualties. Two Doctors Without Borders employees were kidnapped by unidentified gunmen in Marib as they traveled from Seyoun. No group has yet claimed responsibility for the incident. An officer investigating last month’s killing of World Food Programme Moayad Hameidi was assassinated. The officer, a member of the Taiz Political Security department, had received death threats and demanded he halt the investigation. Five UN employees were released on August 11, after being held captive by Al-Qaeda for more than 18 months. The group was reportedly released after lengthy Omani mediation and the payment of a ransom, though the UN has disputed these claims. Houthi forces continue to besiege villages of the Bani Nawf tribe in Al-Jawf following the killing of a prominent local Houthi commander. A number of tribes have responded by calling for united action, others have sided with the Houthis.

Abstract:: The Houthi group (Ansar Allah) claimed responsibility for a series of attempted missile and drone strikes on Israel. The Houthis have threatened to keep up the attacks as long as the Israeli military operation in Gaza continues. Four projectiles were intercepted by a US warship in the Red Sea, where the group has expanded its operations, and it could threaten shipping in the area in the future. Hamas’ deadly incursion into Israel and the subsequent conflict has fueled fears of a broader conflagration across the Arab world, potentially drawing in Iran and the US. While this still appears unlikely, the Houthis’ involvement could yet provoke retaliatory strikes from Israel or the US. The conflict is also proving a boon for recruitment for Al-Qaeda in Yemen. The Houthis staged a massive military parade on September 21 to celebrate the anniversary of their seizure of the capital in 2014. They then cracked down heavily on September 26 revolution celebrations, which mark the end of the Imamate and the beginning of republican rule. Thousands were reportedly arrested and detained, and a number of people were beaten for participation, as the event now carries symbolic importance as resistance against Houthi rule. Yemen has also seen nationwide demonstrations in support of the Palestinians over the course of October. Two border incidents marked a rare resumption of violence between the Houthis and foreign members of the Saudi coalition. Five Bahraini soldiers were killed following a Houthi drone strike along the border on September 25, and four Saudi soldiers were killed in a raid one month later. There has been speculation that the incidents reflect internal dissent over progressing Saudi-Houthi peace talks. Heavy fighting in Al-Dhalea has killed scores of fighters on both sides, though the frontlines have moved little. The renewed violence has been accompanied by the assassination and attempted assassination of local military leaders.

Abstract:: The problem of distribution and consumption of intoxicating substances is considered a socially harmful phenomenon and Southeast Asia is a region particularly affected by drugs. In the face of this challenge, the heads of many states undertake radical actions, going beyond the legal framework, referred to as state vigilantism. Based on the example of three selected political leaders (Thaksin Shinawatra, Rodrigo Duterte and Joko Widodo), the author points out how radical strategies for fighting the drug problem contribute to increasing popularity, even though the problem has not been resolved since the early 1970s. Cross-comparison analysis of the three mentioned cases aims at identifying sources of effectiveness and attractiveness of populist methods that have not changed significantly for fifty years. Among them the author argues that vigilantism grows out of populism and takes the form of a spectacle containing such elements as dehumanising discourse, extrajudicial killings and the theme of the nation’s morality at risk.

Abstract:: This research aims to study how Turkey and Pakistan (the world’s largest refugee hosting countries) have reacted to and managed protracted refugee challenges. In the context of Pakistan, the study explores the Afghan refugee influx since the late 1970, while for Turkey the focus is on the Syrian refugee inflow since 2011. While cognizant of contextual differences (time and space) between these two countries, we aim to comparatively explore policies, best practices, and short and long-term solutions developed to protracted displacement issues in each country. To do this we intend to comparatively explore the role of institutional environments and the international refugee regime in resolving protracted refugee issues in a chronological sequence. First, we investigate how each state’s “open-door policies” toward the first influx of refugees evolved into ad-hoc solutions in the course of protracted displacement. Second, we comparatively assess multilevel integration approaches and solution strategies at the macro (states and their cooperation with countries of origin and inter-governmental organizations such as the UN High Commissioner for Refugees (UNHCR) and International Organization for Migration (IOM)), meso (interventions/implementations), and micro levels (civil society and refugee-led initiatives). Third, we examine how refugee policies in each country are negotiated with national and international humanitarian and refugee agencies, including regional organizations and countries of origin. Theoretically, this article is grounded on a macro structural approach (state’s international humanitarian obligations and responsibilities), refugee diplomacy (state’s use of diplomatic tools, process administering refugees), and management theories.

91. CCP Ideology, 1976-1980: From the “Two Whatevers,” to the “Criterion of Truth,” to the “Four Cardinal Principles,” and beyond

Abstract:: This Working Paper is a draft chapter for a book on the poorly understood CCP elite politics of the early post-Mao period, tentatively entitled Hua Guofeng, Deng Xiaoping, and the Dismantling of Maoism. Nowhere is this period more misunderstood than in the area of ideology and its notional centrality to an imagined Hua-Deng power struggle. In the accepted narrative, a critical feature of this struggle is the February 1977 “two whatevers” editorial notionally requiring support for all of Mao’s decisions, that allegedly sought to prevent Deng’s return to work and to enforce a rigid ideological framework preventing significant change from Mao’s practices. In fact, Deng’s return to high office had been decided at the start of January, and more importantly, from the earliest days of Hua’s leadership, the task was to move away from Mao’s Cultural Revolution but to maintain regime stability and unity by expressing fealty to a leader still deeply worshipped in major sections of the population and respected by Party leaders, notably those of the revolutionary generation. Claims that “whateverists” engaged in an intense struggle with reformers seeking a pragmatic approach under the slogan “practice is the sole criterion of truth” beginning in May 1978 are not totally amiss, but they exaggerate the situation and do not adequately account for the fact that the conflict was largely among lower-level figures on the theoretical front who did not deeply engage the top leadership. There were nuanced differences between Hua and Deng on the “criterion of truth” question but nothing fundamental, and neither wanted ideological issues to disrupt the economic agenda of the fall 1978 pre-Third Plenum work conference. At the conference, however, arguments initiated by progressive theorists resulted in official acceptance of the criterion position, although there was high-level concern, most prominently expressed by Deng, for proceeding with caution, particularly as it related to Mao’s prestige. More broadly, in Party ranks many felt the plenum’s policies had gone too far and were leading to disruption in society. At the end of March 1979, Deng reacted with his “four cardinal principles” speech that demanded adherence to the political practice of Mao’s pre-Cultural Revolution period. This not only alarmed progressives but it also created leadership concern that the practical focus of the Third Plenum policies was being undermined. Deng then sought to bolster those policies, but at the time of the 30th anniversary of the PRC, he still gave priority to the “four principles” and defence of Mao. Indeed, he explicitly affirmed a lavish claim concerning Mao’s essential role in the Party’s successes, the same claim that had appeared in the “two whatevers” editorial more than two and a half years earlier.

Abstract:: This article provides an overview of Euroscepticism at the domestic and European levels. The study also aims to explain how the concept of Euroscepticism finds its response in the European parliamentary elections. It aims to make a two-fold contribution to the study of Euroscepticism. First, within the scope of party-based Euroscepticism, the relationship between loyalty to the national party and loyalty to party groups after being elected as a Member of the European Parliament will be examined. Second, these loyalties will be analyzed within the framework of Eurosceptic policy issues. Thus, the stance of Eurosceptic parliamentarians in the roll call votes will be investigated from the perspectives of the arguments of both their national parties and the European Party Groups (EPG). In the study, the voting tendencies of Eurosceptic parliamentarians on issues focusing on Euroscepticism were analyzed. Thus, the level of loyalty of Eurosceptic parliamentarians at the national or European level in the European Parliamentary elections will be examined and tried to be revealed.

93. Abortion Attitudes in a Post-Roe World: Findings From the 50-State 2022 American Values Atlas

Abstract:: In late June 2022, the Supreme Court’s decision in Dobbs v. Jackson overturned Roe v. Wade, reversing nearly five decades of precedent that had established a national right to abortion access. Republican-majority legislatures in several states had been chipping away at abortion rights for the past several years through increasingly strict regulations, but the Dobbs decision suddenly changed the policy landscape regarding reproductive rights, catapulting abortion to the forefront of American politics. The immediate impact of repealing Roe v. Wade was that control over abortion law reverted to the states. Some states had “trigger laws” in place to immediately impose abortion restrictions in the event that Roe was overturned, while others had protections in place to keep abortion policy as it was under Roe. In other states, lawmakers went to work crafting legislation in response to Dobbs. As of January 2023, the New York Times reports, 13 states have full abortion bans, some of which allow for exceptions if the life of the mother is in danger and in cases of rape or incest, and Georgia has a 6-week ban in place.[1] According to the Guttmacher Institute, abortion-access laws vary widely in the rest of the country, but all other states allow abortions at least up to 15 weeks into pregnancy.[2] Some state abortion laws have been challenged in court, and access has changed as court orders blocking or allowing restrictions have been put in place or lifted. Republicans in some states have made efforts to restrict reproductive rights a step further, pushing legislation that would limit people’s ability to receive abortion pills by mail or cross state lines to get abortion services, and would even label some forms of birth control as abortifacients.[3] Beginning in March 2022 and throughout the rest of the year, PRRI surveyed Americans about their views on abortion legality and related issues as part of our American Values Atlas. The scope of the project allows us to report results on some questions for all 50 states and the District of Columbia. In general, we found that most Americans support abortion legality in most or all cases and oppose the overturn of Roe. This report delves into the political, religious, and demographic correlates of various opinions on abortion access.

Abstract:: The religious landscape of the United States has changed dramatically in the past few decades as the country has become more demographically diverse, more Americans than ever have disaffiliated with organized religion, and religious leaders have faced a cultural milieu increasingly polarized along racial and political lines. Churches are also transitioning back to in-person services following the COVID-19 pandemic and dealing with ongoing ripple effects from other major events, including national protests for racial justice, a divisive 2020 presidential election that resulted in a deadly insurrection at the U.S. Capitol, and renewed state legislative battles over reproductive and LGBTQ rights. This new survey examines the religious behaviors of Americans amid this uncertain cultural and political landscape. In addition to highlighting religious affiliation trends, we consider the importance of religion to Americans and look at how often they attend church and engage in religious activities such as prayer. We also look at trends in religious “switching”—leaving one religion for another—and consider the reasons Americans do so. We also analyze the political context that congregations face today. We ask regular churchgoers how often they discuss political and cultural issues in their churches, how well their churches address those issues, and the extent to which partisan divides are apparent in their congregations.

Abstract:: Political debates about gender identity have become heated in recent years, as some state legislatures have increasingly sought to restrict transgender rights. Battles over how — or even if — sexual orientation and gender identity should be discussed in public schools are also erupting at school boards nationally, amid larger frustrations with public education that have emerged in the wake of the pandemic and other social tumult. This new study of more than 5,000 Americans takes a closer look at Americans’ views on gender identity and what is appropriate to teach in public schools with respect to sexual orientation and gender identity. We also gauge Americans’ comfort levels with the idea of a friend using gender-neutral pronouns or pronouns that may not match the respondent’s perception of their friend’s gender. We also ask Americans their thoughts about the age at which children should receive sex education in public schools and what content is appropriate. We consider how partisanship, religion, media trust, parental status, and generation relate to people’s views on these matters. We also consider how knowing people who are LGBTQ influences such views.

96. Clergy and Congregations in a Time of Transformation: Findings from the 2022-2023 Mainline Protestant Clergy Survey

Abstract:: Mainline Protestant denominations have played an outsized role in America’s history, given that most of the nation’s founders were members of what we now refer to as mainline Protestant churches. Until the 1960s, more than half of American adults identified with the largest seven mainline Protestant traditions.[1] Since that time, mainline Protestant denominations have suffered significant declines in membership, although their membership numbers have stabilized somewhat in the past few years. Mainline Protestants remained arguably the most neglected of the major religious groups in the American landscape. Unlike white evangelical Protestant clergy and clergy from predominately Black Protestant denominations, mainline Protestant clergy historically are less politically aligned with their congregants and face congregations that are more ideologically diverse.[2] The perspectives of mainline Protestant clergy merit more consideration for several reasons, including their role as leaders within their churches and their local communities. Studies show that clergy often have a significant role in influencing their congregants’ religious and cultural views.

The 14th Annual American Values survey, conducted by PRRI in partnership with the Brookings Institution, examines Americans’ attitudes about the leading candidates for president, potential support for third-party candidates, and the issues that define these partisan and cultural fault lines. Abstract:: Military and security scholars have long argued for a trend in military recruitment policy and practice away from conscripted forces based on compulsory service towards professional forces based on voluntary service. Against the backdrop of dramatic societal changes and a new geopolitical order emerging after the end of the Cold War, the republican tradition of forcing young men to serve the nation in arms in exchange for citizenship not only seemed “out of date” (Haltiner 1998); mass armies composed of conscripted soldiers appeared increasingly redundant. Yet, in recent years, several countries in Eastern Europe and the Baltic Sea region have reintroduced compulsory national service systems as a repose to Russian military aggressions. We have also seen an upswing in presumably out-dated republican ideals; with France reintroducing a limited service scheme to improve national integration and cohesion (Gheciu 2020) and Qatar, Kuwait & the UAE all announcing male conscription as a means to foster a collective of productive and patriotic citizens (Barany 2018). These recent developments have led prominent voices to declare a “return” (Braw 2017) or “comeback” (The Economist 2021) of conscription.

99. The Far-Right in the Western Balkans. How the Extreme Right is Threatening Democracy in the Region

Abstract:: At the beginning of the 21st century, the rise of the far-right in Europe should no longer be considered as a peripheral phenomenon but rather as a serious sign of the crisis of the liberal post-Cold War order. The growth of far-right voters and the proliferation of far-right parties, movements, and subcultural groups stands for a changed political and ideological landscape, one where the notion of democracy is increasingly and openly contested. “Rechte Bedrohungsallianzen” – “Right-wing threat alliances” as a direct opposition to open society constitute a phenomenon that must not be ignored. This paper looks closer into the most representative far-right groups and organisations in Serbia during the last two decades. Even though the far-right in most Western Balkan countries is not a decisive political factor yet, the boundary separating its political agenda from mainstream political parties is becoming thinner. The internationalization of right-wing extremism has expanded the strategic possibilities of far-right action beyond national political structures thus giving it an international perspective and global meaning. These new international “signatures of the far-right” continue to be a threat to democracy both in the national and regional context in the Western Balkans as well as beyond the region.

100. The European Political Community: Putting politics first?

Abstract:: The European Political Community (EPC) was launched in Prague on October 6th of 2022 in the presence of 44 European heads of state and government, including all 27 Member States of the EU, as well as governments of neighbouring European countries, most notably the United Kingdom, Ukraine and Turkey. The initiative came in the wake of Russia’s invasion of Ukraine and its stated aims was to address the shortcomings of the European institutional architecture. While the project is a direct emanation of the French government, its objectives, perspectives and potential as an intergovernmental forum for political and strategic discussions about the future of Europe remain unexplored. The gathering has already planned three future summits (in Chișinău, Moldova; Granada, Spain and the United Kingdom) but it is as yet unclear if and how the new format can contribute to the wider European security architecture in light of the war, ongoing NATO enlargement to Finland and Sweden and the EU’s opt-out referendum in Denmark. This brief aims to spell out three questions surrounding the evolution of the EPC across three key dimensions that concerns its possible institutional, policy and power-related contribution to the wider European constellation.
