This report was prepared by William Krist, a Senior Policy Scholar at the Woodrow Wilson Center's Environmental Change and Security Project (ECSP). Mr. Krist is working on issues relating to trade and sustainable development. Before becoming a Woodrow Wilson scholar, Mr. Krist was senior vice president at the American Electronics Association, and prior to that, he had been Assistant Trade Representative for Industry in the Office of the U.S. Trade Representative. He has an MA in economics from George Washington University, and a BA from Swarthmore College.The Environmental Change and Security Project (ECSP) has been committed to exploration of the connections between environment, population and security since 1994. Through its meetings, its publications, its comprehensive Web site, and the original research carried out by its staff and scholars, ECSP serves as an information clearinghouse. ECSP is directed by Geoffrey D. Dabelko and is housed in the Wilson Center's Division of International Studies, headed by Robert S. Litwak.

54442. Japan's Constitution and Defense Policy: Entering a New Era?

Abstract:
Japan's postwar defense policy was set by the 1947 constitution. Early in the occupation, General Douglas MacArthur and his staff concluded that the 19th-century Meiji constitution needed to be revised or entirely replaced if Japan were to become a true democracy, with the Emperor removed from any political role. In January 1946, convinced that the elitist and authoritarian Japanese establishment was incapable of producing a democratic constitution, MacArthur ordered his staff to produce a draft. One week later, an entirely rewritten constitution emerged and was presented to the Japanese. Included in the draft was Article IX: War as a sovereign right of the nation is abolished. The threat or use of force is forever renounced as a means of settling disputes with any other nation. No Army, Navy, Air Force, or other war potential will ever be authorized and no right of belligerency will ever be conferred upon the state.

The nature and capabilities of 21st-century terrorists, especially those such as al Qaeda and its allies who pursue an apocalyptic agenda, make it essential that governments can take decisive preventive action, including the use of force, rather than waiting to respond to attacks after the fact. In certain circumstances, this means being able to conduct military operations on the territory of foreign countries without their consent.

Abstract:
As tensions between Iraq and the United States worsened in mid-to-late 2002 and as preparations began for Operation Iraqi Freedom, policymakers and military planners began to wrestle with the challenges posed by Iraqi weapons of mass destruction (WMD). Indeed, Iraqi defiance and deception in the face of United Nations (UN) sanctions, coupled with growing fears of WMD transfer to terrorist organizations—most prominently al Qaeda—were two primary reasons for confronting Saddam Hussein. Just as in the first Gulf War in 1991, deterring and defending against possible Iraqi use of WMD against coalition forces were key concerns for planners. However, as the crisis escalated in 2002, Department of Defense (DOD) planners began to foresee another challenge: how to remove comprehensively and permanently the threat of Iraqi WMD, not just to U.S. troops but also to the Middle East region and the world.

54445. Shaping U.S. Policy on Africa: Pillars of a New Strategy

Abstract:
In the four decades since most African states achieved independence, the continent has never been a foreign policy priority for the United States. During the early years of American engagement with Africa, Washington focused its attention on preventing communist countries from gaining major military bases or monopolistic concessions over any of the continent's important strategic minerals. Although the United States provided large amounts of development assistance and food aid to a number of African states, most American interest and support was directed toward African countries and leaders who were regarded as Cold War allies. In those countries still struggling for independence, the United States usually supported African insurgents who were pro-Western and anticommunist in their orientation. In South Africa and Namibia, Washington generally professed great sympathy for eventual majority rule and independence but largely supported the status quo out of fear that liberation groups allied with the Soviet Union or China would win power in any political transition.

If all goes according to plan, by the end of 2004, the United States will deploy eight groundbased midcourse defense (GMD) interceptors1 in Alaska and California, along with land-, sea-, and space-based sensors and the command and control systems to support the interceptors. By the end of 2005, 12 more GMD interceptors will be added, along with additional sensors and interceptor missiles on Navy ships.

Abstract:
One year after liberation, most Iraqis are impatient with the military occupation of their country. Although grateful for the removal of Saddam Hussein's cruel and repressive regime, many assumed the United States and its coalition members would soon go home and leave them to sort out their political, economic, and military fate. The war, after all, had been fought to liberate Iraqis from political tyranny, not to defeat the Iraqi people. Both U.S. and Iraqi expectations were high that the transition from oppression to democracy would be smooth and quick and that Iraqi political elites would move swiftly to ensure democratic rule.

The year 2003 was a difficult one in U.S.- Russian relations, and 2004 promises to be even more challenging. Disagreements between Washington and Moscow over Iraq were the most visible in a series of events that also included American concerns about Chechnya, the authoritarian tilt in Russian domestic politics, Russia's fading media freedom, selective prosecution of independent-minded businessmen, and meddling in the internal affairs of its neighbors. Together, these events add up to a trend that spells trouble for the ambitious U.S.-Russian strategic framework inaugurated by President George W. Bush and President Vladimir Putin in 2002. Yet rarely if ever has the need for greater cooperation between the two countries been more urgent than it will be in 2004 and the years to come.

After the collapse of the Soviet Union and Warsaw Pact, the North Atlantic Treaty Organization (NATO) faced a strategic challenge: how to shape the post-Communist reform process in Central and Eastern Europe in ways that would foster stability and allow for cooperation on common security problems. NATO created the North Atlantic Cooperation Council (NACC) in December 1991 to promote dialogue on common security concerns with these countries and the former Soviet Union. The NACC dialogue bridged the former East-West divide and illuminated opportunities for practical cooperation. The council also helped Central and East European politicians understand that defense requirements are best rooted in democratic politics and that national security encompassed civil emergency planning and a broader range of concerns, not just the military.

To appreciate Afghanistan's predicament, it is essential to understand that all Afghan politics are tribal. Thus, while Afghans share a genuine national identity, their immediate concern in any political process is to advance or preserve the welfare of their ethnic or extended family group. Further, since the Russians and British artificially imposed the country's international borders, the tribes are not wholly contained within Afghanistan. They straddle the borders with surrounding nations. Thus, tribal politics are also international politics.

Abstract:
While much of the world is fixated on China's booming economic growth and its ravenous appetite for energy, untidy diplomatic loose ends in the form of territorial disputes with neighbors have many of the countries bordering the Asian giant nervous. Though Beijing's claims over Taiwan remain the focus of world attention, China is embroiled in unresolved territorial maritime and land issues with no less than thirteen of its neighbors. Given that China's military capability is growing apace with its economy, the potential for military conflict over the disputed regions is similarly on the rise. While China up to now has attempted to address these issues diplomatically, the fact that many of the unresolved border disputes involve potential energy reserves might prompt China to use military force to resolve issues of strategic economic interest.

President and Central Military Commission (CMC) Chairman Hu Jintao has moved swiftly to tighten his grip over the People's Liberation Army (PLA). The emphasis that the new commander-in-chief has put on flexing the nation's fast-growing military muscle has fed speculation that he will be taking a more hard-line stance on relations with the U.S. and with Taiwan. However, it is unlikely that the predominant Hu-Wen Faction – a reference to the leadership team under Hu and Premier Wen Jiabao – will unveil too many major initiatives until it has consolidated its control over the Chinese Communist Party (CCP), the government and the army.

The 1.784 million voters that participated in Hong Kong's 2004 Legislative Council Election gave a clear signal that they want democracy sooner rather than later. Whereas until now Hong Kongers have only been able to select the opposition, the recent elections indicated the people's desire to elect their city government. However, herein lies the uniqueness of Hong Kong's political system. Despite the city's many achievements in education standards, economic vibrancy, and social stability, its seven million people have yet to be allowed to freely choose their municipal political leaders.

The soon-to-be-announced appointment of former Vice-Foreign Minister Wang Yi as Chinese Ambassador to Japan is emblematic of efforts by the Hu Jintao-Wen Jiabao leadership to improve Sino-Japanese relationship. In the past year, bilateral ties have deteriorated due to a host of issues ranging from “the question of history” – and compensation for World War II-related damages – to altercations over rights to oil and gas under the East China Sea. Protests by nationalistic Chinese groupings outside the Japanese Embassy in Beijing, banned until about two years ago, have become almost routine. Ugly scenes at a recent soccer match between the two national teams in the Chinese capital demonstrated the hostility with which many Chinese regard their nextdoor neighbor. And in Japan, the “China threat” theory is fast gaining ground owing to the perception that an economically and militarily strong China is throwing its weight around and threatening Japanese interests everywhere.

Although the Chinese leadership faces no electoral contenders, Beijing will soon have to deal with two uncertain but crucial elections in the next four months, the consequences of which could have serious implications for China's internal political cohesiveness as well as regional stability. In September, Hong Kongers will elect their Legislative Council (Legco), of which 30 seats are set aside for election through universal suffrage and the other 30 through “functional representation.” And in December, Taiwanese go to the polls to choose their next Legislative Yuan (Taiwan's legislature), nine months after they had renewed the mandate of President Chen Shui-Bian for a second term in March.

If China had sufficient economic and military prowess, there seems little doubt the Chinese Communist Party (CCP) leadership would “go teach the U.S. a lesson” for the wrongs it had allegedly inflicted upon on the country. Previous CCP administrations had used similar clauses of indignation – and the assertion of a moral high ground based on self-defense and the preservation of sovereign rights – when they went to war with nations including India, Russia and Vietnam. And while the Chinese party and military leadership may for the time being be deterred by America's superpower status from trying out something rash, tension between China on the one hand, and the U.S. and many Asian countries on the other, is expected to rise in the foreseeable future.

In April, the European Union (EU) dodged a bullet by refusing to take up the issue of overturning its 15-year-old ban on selling arms to China. Supporters of lifting the embargo, led by France and Germany, are unlikely to abandon their quest, however, and the issue will likely come up again for review, perhaps as early as this summer. If it lifts the ban, the EU risks further damaging a transatlantic alliance already strained over Iraq and other issues, with very little likelihood that its defense industry would see much, if any, benefit.
