Abstract:: Une histoire? Un patrimoine? Une institution? France-Culture est tout cela. Petite chaîne prestigieuse, sans publicité, avec 80 millions de francs de budget annuel inchangé. C'est l'exception culturelle de la radio française. La chaîne rassemble une centaine de producteurs permanents (les réalisateurs des programmes), 450 000 auditeurs ou moins d'un pour cent de l'audience radiophonique en France. Certains de ses auditeurs se sont regroupés en une association présidée par un haut fonctionnaire au Ministère de l'emploi. Un personnel fortement attaché à l'identité de France-Culture, 116 avenue du Président Kennedy où sont installés studios et bureaux. Une radio unique au monde qui émet vingtquatre heures sur vingt-quatre de "la culture" tout au long de l'année. Elle se distingue par ses émissions exemplaires, souvent longues, traitant de sujets pointus : des reportages sérieux précédés par des enquêtes en profondeur et des radio-fictions de qualité, avec des pièces de théâtre spécialement écrites pour la radio.

Abstract:: The new millennium brought the loss of the most eminent American historian of modern France. Gordon Wright, emeritus professor of history at Stanford University, died on the 11 th of January in his California home. Gordon Wright was a member of a generation that matured during the war who managed to combine academic life with public service. Born in Washington State into a family of farmers, teachers and preachers, he attended Whitman College. His first encounter with France came in 1937 as an American Field Service fellow. Although he originally wanted a career in the diplomatic corps, he took his Ph.D. in history at Stanford in 1939, published his thesis on the presidency of Raymond Poincaré,1 and began his academic life at the University of Oregon. The war interrupted the peace of academia. While serving as a liaison with the State Department in 1944 he was assigned the job of leading a convoy of vehicles and personnel from Lisbon to Paris to help set up the embassy.

Abstract:: Gérard Noiriel, Les Origines républicaines de Vichy (Paris: Hachette Littératures, 1999). This book has raised hackles in France, and one can see why. It is by turns illuminating, tendentious, and pugnacious. At its best it accomplishes first-rate historical work. Its central four chapters make an enduring contribution to understanding the exclusionary project of Vichy France. Polemical first and last chapters detract somewhat from this achievement. Noiriel's powerful central chapters address a key conundrum about Vichy: How did the odious discriminatory and exclusionary measures taken by Pétain's governments, so manifestly contrary to French republican values, find such broad acquiescence among the mainstream republican elite?

Weisberg, Vichy Law and the Holocaust in France (New York: NYU Press, 1996). Among the hundreds of scholarly books and articles on Vichy France and the Jews that have appeared in recent years, the focal point of attention has increasingly shifted away from the state and toward the less scrutinized and more nebulous field of public opinion. Several works on this topic, such as John F. Sweet's Choices in Vichy France: The French Under Nazi Occupation (New York: Oxford University Press, 1986), Pierre Laborie's L'Opinion française sous Vichy (Paris: Seuil, 1990), and Philippe Burrin's, France under the Germans: Collaboration and Compromise (New York: New Press, 1996) have provided synthetic overviews of public responses to the anti-Jewish laws and policies of the Vichy regime as part of a broader analysis of public opinion toward Vichy. Others have focused more narrowly on the reactions of specific interest groups-the Catholic and Protestant churches, the civil service, university administrators and professors, and various liberal professions, especially lawyers and doctors - in an attempt to understand the precise mechanisms by which the exclusionary regime functioned, as well as to explore the impact of the segregation of Jews on the day-to-day lives of Jews and non-Jews alike.

Abstract:: An American scholar is often struck by the absence of race in France as a category of analysis or the absence of discussions of race in its historical or sociological dimensions. After all, "race" on this side of the Atlantic, for reasons having to do with the peculiar history of the United States, has long been a focus of discussion. The notion of race has shaped scholarly analysis for decades, in history, sociology, and political science. Race also constitutes a category regularly employed by the state, in the census, in electoral districting, and in affirmative action. In France, on the contrary, race hardly seems acknowledged, in spite of both scholarly and governmental preoccupation with racism and immigration.

Abstract:: In the Département d'Outre-Mer of Guadeloupe, a schoolteacher named Hugues Delannay presents me with a conundrum that has preoccupied him for a long time. He has been teaching in a lycée for over twenty years in Basse-Terre, the island's capital, and has had many brilliant students who, when they take their baccalaureat examinations, get mixed results. Normally, they excel on the written portions of the examination. Consistently, however, they do worse on their oral examinations, which drags down their grades. Why? It is not that their speaking skills are not up to par-far from it, he tells me, these students are articulate and speak impeccable French. There is, according to Delannay, a simpler, and ultimately more disturbing explanation. The examiners who give these students low grades in their oral examinations almost always come from metropolitan France. When they are face-to-face with the students, they of course notice their race (usually they are black, of African and/or Indian descent, as are most people in Guadeloupe) and this informs the grades they give. The students are, he believes, quite simply the victims of well-ensconced structural racism.

Abstract:: "Notre père, un nègre de la Guadeloupe, a coutume de rétorquer à ceux qui, en France, l'importunent au sujet de sa couleur ou de son origine: "Je suis Français depuis 1635, bien avant les Niçois, les Savoyards, les Corses ou même les Strasbourgeois." Yes, but aren't these people black?" This is perhaps the most common question Americans ask about my research among West Indian activists in Paris and Martinique. It is asked in a tone that suggests that the answer itself is obvious and, more than that, that the questions I ask about West Indian claims to identity would be almost moot if I were to just get that answer through my head. This question has always confused me. "It's not that simple," is my usual response, but the truth is that I have always suspected that these people know something about the significance of blackness that I have failed to grasp. Most of these commentators on my research, I should point out, are not social scientists. But there is a social science variant to this question. Among colleagues, it takes the form of a directive: "You really have to deal with race more directly." This suggestion that I examine race generally raises another question. Are French people white?

Abstract:: Since the end of the Second World War, millions of immigrants have arrived on French shores. Although such an influx of foreigners has not been unusual in French history, the origin of the postwar migrants was of a different character than that of previous eras. Prior to World War II, the vast majority of immigrants to France came from within Europe. Since 1945, however, an important percentage of migrants have come from non- European sources. Whether from former colonies in North Africa, Southeast Asia, or sub- Saharan Africa, from overseas departments and territories, or from countries such as Turkey or Sri Lanka, recent immigration has created a new ethnic and cultural pluralism in France. At the end of the 1990s, the visibly nonwhite population of France totals approximately five percent of all French residents. With millions of ethnic-minority citizens and denizens, the new France wears a substantially different face from that of the prewar era.

Abstract:: Since the Left returned to power in 1997, there have been remarkable changes in the debate over the "integration" of immigrant minorities in France. After a long period in which political elites emphasized the challenges associated with minority ethnic cultures and social disadvantage, the spotlight has shifted to the blockages arising from racial discrimination by members of the majority ethnic population. No less remarkably, there has been a significant abatement in the demonization of so-called Anglo-Saxon approaches to the management of ethnic relations, habitually branded by politicians and civil servants as the antithesis of France's "républicain" model of integration. Whereas British and American policies have encouraged "race" awareness in combating both direct and indirect forms of discrimination and have established powerful agencies to assist minorities suffering from unfair treatment, until recently there was a wide consensus in France that "integration" policy could best be served by erasing as far as possible any reference to ethnicity.

Abstract:: Le Nouvel Esprit du capitalism:Luc Boltanski and Eve Chiapello (Paris: Gallimard, 1999). Luc Boltanski and Eve Chiapello's Le Nouvel Esprit du capitalisme is 843 pages long. Its considerable heft, however, has not prevented it from being widely read and commented upon. Herein lies a mystery. Why has such a dense and difficult book struck such a chord? Perhaps the first reason has to do with its general approach. "Spirits of capitalism"-borrowing from Max Weber is intentional - refers to the ways by which capitalism, at heart profoundly amoral, is "moralized." French readers worry, and they should, that contemporary capitalism makes less and less moral sense. Le Nouvel Esprit promises new understanding, if not new morality. To Boltanski and Chiapello, individuals and groups need to acquire sufficient personal commitment, in terms of a sense of justice in operation, to allow the system to function successfully. They see three successive ideal-typical "esprits du capitalisme," each with its own particular mixture of methods of moralization. The contemporary moment, they claim, is a major change from the previous spirit to something quite new. The "justifications" that key actors use to create morally acceptable social environments - and which, in turn, help make structures happen - have been shifting.

Abstract:: This is a big, ambitious book with an intricate, engaging, and important argument. I picked it up in Paris in January and read it on the flight home. It made me happy to be an intellectual and a scholar; happy to be able to read French; happy, for the first time I can remember, to have seven and a half hours of uninterrupted time on a transatlantic flight. The book poses the question of why an active critique of capitalism has virtually disappeared in our times. The answer it provides is that capitalism itself has changed in ways that evade the criticisms that had been directed against it in the past. But it argues that these changes themselves are giving rise to a new moral framework from which a new critical perspective is emerging, and attempts to identify what that perspective is.

Abstract:: Le Nouvel Esprit du capitalisme is a socio-cultural response to the neoliberal explanation of the successes and failures of capitalism in France during the last three decades in terms of individual rational actors and markets. Luc Boltanski and Eve Chiapello draw their inspiration from critical readings of sociologists who interpreted earlier incarnations of capitalism, including Karl Marx and Friedrich Engels, Max Weber, and Emile Durkheim. The sesquicentennial of The Communist Manifesto elicited many commentaries praising Marx and Engels for their insightful evocation of the revolutionary nature of capitalism. Starting here, Boltanski and Chiapello point to the contradictory nature of capitalism, which thrives on destruction and expansion, yet requires checking mechanisms to avoid self-destruction through the alienation of precisely those who have driven the processentrepreneurial bourgeoisie, directors, and managers. To the obvious capitalist project of continually creating consumers must be added that of selling capitalism to those producers whose allegiance to capitalism Marx and Engels took for granted.

Abstract:: The book by Luc Boltanski and Eve Chiapello on the new spirit of capitalism returns to the question that puzzled the social thinkers of an earlier time: How does capitalism manufacture the ideological foundations of social peace, despite its hollow spiritual core and its creation of inequities? Their argument, reminiscent of Gramsci's, is that capitalism is richly inventive in appropriating cultural systems to justify itself. To address the ills of contemporary society, one must deconstruct the ideologies that make excessive levels of stress, unemployment, and inequality appear unavoidable. Boltanski and Chiapello cite Durkheim's thesis that capitalism is marred by the insatiable pursuit of self-interest, a view that resonates with the Chinese parable of the mask with no lower jaw. The mask is the face of a god or spirit that in its greed consumed its body and eventually its lower jaw, until it was unable to consume more. Capitalism needs an ideological restraint to this logic, but is unable to generate it by its own tenets. It must borrow elsewhere to justify itself and to preserve its own survival.

Maxim Silverman, Deconstructing the Nation: Immigration, Racism and Citizenship in Modern France (London and New York: Routledge, 1992). In the final decade of the twentieth century, few issues have seemed more central, and disturbing, to French society than considerations of race. Questions of racial tolerance and difference have led France to reconsider the cherished right of all those born on the nation's soil to French nationality, have (until its recent split) prompted the rise of the biggest new political party in France since the Parti communiste français, and suffused debates about nationality and citizenship. Such has been the importance of this phenomenon that French intellectuals recently found themselves praising, of all things, the Disney animated version of The Hunchback of Notre Dame, because of its topical relevance to the plight of African immigrants seeking asylum in a Parisian church. In contrast to the traditional rosy view of France as a land without color prejudice, race and racism now seem unavoidable aspects of life in the Hexagon.

Jean-Loup Amselle, Vers un multiculturalisme français, l'empire de la coutume (Paris: Aubier, 1996). In 1974 France officially closed its doors to immigrants from its former colonies and began debating how best to respect "difference" while preserving a meaningful French identity. The tepid response of the Left to the meteoric rise of Le Pen's National Front soon galvanized France's new "others" into action. A series of now well-known confrontations ensued - the Marche des Beurs, the emergence of SOS-Racisme, l'affaire du foulard, and the sit-in of les sans-papiers. In each of these cases, disadvantaged minorities and their supporters contested the legally exclusive and monocultural definition of the nation that appeared to be taking shape across the political spectrum.

Watson Institute for International Studies Summary This study begins by discussing a historical case similar in many ways to the landmines campaignâ€”the banning of the dum dum bullet in the nineteenth century. It then provides a detailed account of the emergence and development of the campaign from initial attempts to restrict landmines in the 1970s, through the birth of the international nongovernmental organization campaign in the early 1990s, to the signing of the Landmines Convention in December 1997. It also provides a thorough assessment of the key factors accounting for their success and a discussion of the broader significance of the campaign.Two broad conclusions are drawn. First, while much of the credit for the successful banning of landmines has deservedly gone to the ICBL and to NGO advocates, the success of the campaign can be explained only through an examination of three other sets of actors: the International Committee of the Red Cross, the United Nations, and key governments. Each of the four sets of actors played a distinct and indispensable role. At the same time, important circumstances completely outside the control of the campaign were also decisive, particularly the end of the Cold War and decisions by the U.S. government.A second conclusion questions the widely perceived novelty of this initiative in humanitarian advocacy and stresses instead its similarity to earlier initiatives. Indeed, observers differ on the broader significance of the campaign. For some, it was an aberration, impossible to replicate. For others, it was a harbinger of a new diplomacy, revitalizing if not revolutionizing humanitarian politics. Stark parallels exist with the style of negotiations before World War II on humanitarian law and disarmament, particularly the 1899 Hague Convention's ban on dum dum bullets. Civil society organizations played a major role in the negotiations, and stringent provisions were pursued even though they posed a threat to universal agreement.The study concludes with a discussion of an emerging model for humanitarian politics. The examination of the campaign to ban landmines is complemented by a brief analysis of three comparable campaigns from the 1990s: the creation of an International Criminal Court, the Optional Protocol on child soldiers, and attempts to limit the proliferation of small arms. Taken together, these experiences suggest that a model for effective humanitarian advocacy is emerging with three broad dimensions. They are the pursuit of stringent standards with widespread but not necessarily universal support; political coalition building among NGOs, states, and international organizations; and negotiating environments that allow for voting rather than consensus decisionmaking, access for NGOs, and the selection of a supportive chairperson.<blockquote> (PDF) </blockquote>Â Â

However, this is not the kind of globalization described in many summaries.

Abstract:: The large-scale corporation is at the core of the process of introducing new technologies, developing new organizational and managerial methods, and commercializing new products and services – in plain English, of creating the wealth of nations (Chandler et al. 1997). The manner and extent to which corporations will promote a country's economic and social development depends largely on how well the institutions of the market, on the one hand, and of government, on the other, work together in that country. Modern history suggests that such firms emerged and evolved differently in various economic, political, and social settings. Many thought that trade opening, capital market liberalization, and the convergence in consumers tastes and economic ideologies would lead to a convergence in the forms of organizing, managing, and financing business activity. Nonetheless, even in OECD countries, globalization has not brought about the expected convergence of institutions towards a unique model of interrelations between business, governments, markets, and the society at large. This outcome strengthens the hand of those arguing that purely economic, technological, or legal explanations fail to explain the contours of big business and their behaviours. This is almost a truism in all countries, but it appears particularly challenging in analyzing changes in emerging countries undergoing a series of deep economic, political, and social transformations.

Abstract:: The aim of this paper is to undertake a comparative evaluation of autonomy as a method of conflict settlement based on two case studies of insular regions in Western Europe: the Åland Islands and Corsica. It will highlight the factors which have contributed to the success of conflict settlement in the case of Åland and draw some lessons from the failure of conflict regulation thus far in Corsica. It then proceeds to analyse the "Matignon Process" (December 1999-July 2000) which culminated in a compromise document presented by French Government on 20 July 2000 to the Corsican representatives. Although its prospects for success are mixed, this is the most significant effort to date by the French Government to resolve the conflict in Corsica through an open and democratic political dialogue with elected representatives of the Corsican population. The measures proposed will result in a third statute and a limited form of autonomy for Corsica, pending constitutional revisions by 2004. This paper will also offer some thoughts on the potential impact of the Corsican reforms on other French regions and territories.

Abstract:: In Central and Eastern Europe, where language is the central defining element of the ethnic group, language policy becomes the cornerstone of constructing the identity of new states. In the multiethnic state or plural democratic state, policies aimed at promoting the language of the titular nation become the primary means of validating the moral worth of one ethnic group over the others. The example of independent Slovakia illustrates the political importance of language in Central and Eastern Europe and the virulence of the conflicts which arise between majorities and minorities over language issues. The continuous disputes between the Slovak leadership and the Hungarian minority over minority issues in general, and language-related issues specifically, have shown how sensitive language demands are during the early phases of state-building. In Slovakia, where the emphasis was on the ethnic rather than the civic dimension of nationhood, language policy served a twofold purpose: by giving the Slovak language a dominant position in the state, it sought to foster Slovak ethnic identity as the identity of the Slovak nation-state; and it was at the same time a method for promoting the assimilation of non-ethnic Slovak citizens. In reality, anti-minority policies in Slovakia (or policies perceived as such) fell within a broader set of anti-opposition policies as the State attempted to extend control and establish moral monopoly over not only language but also the fields of culture, education, economy, etc.

Abstract:: This paper applies a model of ethnic democracy elaborated by Professor Sammy Smooha of Haifa University, Israel, to Estonia, a case which is usually regarded as marginal in this regard. This application shows that Estonia can be characterised as a combination of a strongly-defined ethnic democracy (citizens of the core ethnic nation are dominating the other citizens) and a control system (citizens of the core ethnic nation are dominating the stateless individuals of non-core ethnic origin). As the number of stateless persons is diminishing, the system of control slowly disappears and ethnic democracy may prevail. The legal foundation of ethnic democracy in Estonia is in the Preamble of its Constitution.

Abstract:: The global effect of the September 11 terror attacks on New York and Washington, DC demonstrated yet again that, in today' s world, national security no longer is confined within national boundaries. Fully one-third of the more than 3,000 people killed in the attacks were non- Americans, citizens of more than 60 countries. The economic and social impacts of the terror attacks were similarly global; in addition to the loss of hundreds of thousands of jobs in the US and worldwide, World Bank President James Wolfensohn estimated that that“ between 20,000 and 40,000 more children” would die, and millions of people would be “ condemned to live below the poverty line” because of the global recession that became more severe because of September 11.

Abstract:: It was a striking juxtaposition, U.S. Secretary of State Madeleine Albright and North Korean leader Kim Jong Il sitting side by side at a display of mass gymnastics in Pyongyang this last October. “Spectacular and amazing,” Albright called the coordinated movements of the 100,000 performers. When a picture of the August 1998 Taepodong rocket launch was displayed, Kim Jong Il confided that it would be his country's first and last such launch. The North Korean leader was a man with whom she could do business, Albright concluded at the end of her visit. The U.S. and North Korea, technically at war for over fifty years, had never before been on quite such cordial speaking terms.

Abstract:: In September 2000, Bolivia, South America's poorest country, was rocked by a series of civilian protests, including roadblocks throughout the country. Unionists, teachers, peasant coca farmers, and others have demanded that the Bolivian and U.S. governments stop trying to completely eradicate coca growing and cease construction of three new military bases in the Chapare region. Among the other demands, protesters also want the government to improve alternative development programs in the coca growing region. In mid-October, the two sides reached a 19-point “truce”, but protesters vowed to reinstate the roadblocks in 30 days if the government did not adhere to the the agreement.

Abstract:: Since taking office in 1990, President Fujimori has concentrated power in his own hands, greatly strengthened the role of the armed forces and SIN, and thwarted political opposition through bribery and intimidation. The recent Peruvian elections failed to meet even the most minimal international standards for a free and fair process, and Fujimori embarked upon an unconstitutional third term, which left the country deeply polarized. Fujimori's decision to call for new elections and dismantle SIN is an important step toward putting Peru back on the path to democratization; however, the situation remains very tense and the position of the military and intelligence services uncertain.

54644. Through the Glass Ceiling: Towards a New Security Regime for Europe?

Abstract:: The 'St Malo process' which has being taking shape since December 1998, will bring a qualitative change in the EU's role as an international institution. Many of the big initiatives that the Union undertakes are not fully understood early on - unexpected, and sometimes unintended consequences can result from the changes that the EU agrees to. It takes time for the institutional implications of major changes to emerge: the Single Act was, in the mid 80s, often seen as the 'elephant that gave birth to a mouse'; and the Maastricht Treaty as at once called too federalist, and too timid. Likewise, the exact configuration of the changes that St Malo may bring will also take time to become clear. 'Militarising' the EU, however, ends one of the last policy taboos of a 'civilian-power' European Union and breaks through the 'glass ceiling' of the EU's self-denying ordinance against the adoption of the instruments of military force which has existed since its inception. This paper assesses how far these changes got by the summer of 2000 and asks whether the last eighteen months are one stage in the messy birth of a post-Cold War pan-European defence and security regime with institutions based around NATO and the EU. Europe's institutional configuration tends to matter more to Europeans than to our transatlantic partners; but institutions are the reality of contemporary European international politics. 'Multilateral institutionalism' too, is inescapable, and how institutions relate to each other has become an increasingly significant question. To accept this does not meant that states do not matter, for states also use institutions, as well as being shaped by institutions.

Abstract:: The North Atlantic Treaty Organization stands at a crossroads. Critical choices lie ahead that will determine its future. I begin my paper this way because it is customary to begin pronouncements on NATO with this kind of statement. Indeed papers and speeches on NATO have been beginning this way through the half-century of the alliance's existence - and yet NATO never quite reaches whatever crisis the speaker or writer has in mind. NATO seems to have a life of its own, which is remarkably detached from the shocks and surprises that dominate most of history, certainly Cold War history. And NATO's members, both actual and aspiring, seem bent on keeping it that way. So what is a crossroad anyway in historical terms? Most of my colleagues, I think, would say that it's a turning point: a moment at which it becomes clear that the status quo can no longer sustain itself, at which decisions have to be made about new courses of action, at which the results of those decisions shape what happens for years to come. The Cold War was full of such moments: the Korean War, Khrushchev's de-Stalinization speech, the Hungarian and Suez crises, the Berlin Wall, the Cuban Missile Crisis, the Six Day War, the Tet offensive, Nixon's trip to China, the invasion of Afghanistan, the reunification of Germany, the collapse of the Soviet Union, the end of the Cold War itself. What strikes me as a historian, though, is how little impact these turning points had on NATO's history - even General deGaulle, who tried to turn himself personally into a turning point. The structure and purposes of the alliance today are not greatly different from what they were when NATO was founded. Which is to say that NATO's history, compared to that of most other Cold War institutions, is uneventful, bland, and even (let us be frank) a little dull. That very uneventfulness, though, is turning out to be one of the more significant aspects of Cold War history. It surprised the historians, who have been able to cite no other example of a multi-national alliance that has had the robustness, the durability, the continuity, some might say the apparent immortality, of this one. It has also surprised the international relations theorists, for it is a fundamental principle of their discipline that alliances form when nations balance against threats. It follows, then, that as threats dissipate, alliances should also - and yet this one shows no signs of doing so. An instrument of statecraft, which is what an alliance normally is, has in this instance come to be regarded as a fundamental interest of statecraft. That requires explanation, which is what I should like to attempt here.

Abstract:: In 1996, ex-NATO Defence College fellow Dmitrii Trenin wrote that "in spite of the numerous public declarations of intention by Russia and the United States, Russia and NATO, and Russia and the European Union, so far no reliable foundation for partnership has been laid." Although the remark is four years old, there is little to argue with here. The proposition remains equally valid today. Four years ago, one might have asked: so what? Given the state of affairs in Russia, it didn't matter much anyway. However, things are changing. For the first time in ten years, secessionist wars, submarine disasters and fires in television towers notwithstanding, NATO and the West face a pivotal moment in the effort to normalize the relationship with Russia. The executive has secured reasonable control over the legislature. It is moving towards the reestablishment of central authority vis-à-vis the regions. The government is restoring a disciplined and reasonably orderly approach to foreign and security policy. There is increasingly strong evidence of sustained Russian economic recovery. This is a moment, consequently, of both opportunity and risk in the West's relations with Russia. It is an appropriate time to review where we have been, where we are, where we want to be, and what the role of NATO is in getting us there.

Abstract:: It will be recalled that Yugoslavia was created in 1918 in the wake of the Austro-Hungarian Empire. The new state was peopled by religiously distinct ethnic groups of Serbs, Croats, Slovenians and Muslims. After World War II and German occupation, Josip Broz Tito, the Croat leader of the Yugoslav resistance, reunited the country as the Socialist Federal Republic of Yugoslavia (SFRY). Member Republics of the SFRY were Serbia, Montenegro, Croatia, Slovenia, Bosnia-Herzegovina, Macedonia and the autonomous provinces of Voyvodina and Kosovo. Kosovo had been incorporated into Yugoslavia in 1945, but unlike the five federal units of Yugoslavia, it did not have the constitutional right to secede from the federation. With its majority Albanian population, it held the same status of Vojvadina with its majority Hungarian population. Tito's rule was harsh. His aim was to establish a public order straddling capitalism and communism in a multi-ethnic society. His foreign policy direction was non-aligned. Tito died in 1980 and SFRY leadership was assumed by a Presidential Council intended to represent the republics and autonomous territories with council chairmanship rotating among members.

Abstract:: The disappearance of the overwhelming threat of Cold War confrontation has left the Europeans more sensitive to challenges, risks and threats from their southern periphery. The wars in the Persian Gulf and in the Balkans, the bloody civil war in Algeria, the recurrence of deadly violence between Israelis and Palestinians, the spread of religious extremism and the increasing migratory pressures from the South have obliged Europe and NATO to pay greater attention to their near abroad in the South. Given the region's root causes of conflict such as poverty, economic cleavages and uncontrolled population growth, the North's balancing strategy of the Cold War days was replaced by policies of engagements, politico-economic partnerships and dialogue initiatives. The EU, recalling its Euro-Arab special relations of the 1970s, lobbied to get its share in the post-Gulf War peace process, that brought together for the first time Arab states with Israel and Western "sponsors" in the multilateral setting of Madrid. Short-cut by the Arab-Israeli bilateral tracks under US patronage after Oslo, the EU changed gears in 1995 and founded in Barcelona a Euro-Med partnership with all Mediterranean states, including those of North Africa (with the exception of Libya), the Near East and the Palestinian Authority. This Partnership includes a political, economic and social dimension. The founders of the Partnership hoped that it would turn into the Mediterranean equivalent of NAFTA on the one hand and provide a support structure for the Middle East process on the other. The "Political and Security Chapter" of the Euro-Med Partnership was not only reminiscent of the Helsinki Process of the Cold War period, it also created a political platform of North-South co-operation in the Mediterranean that kept the Americans out and the Israelis in. The exclusion of the US from Barcelona (even as observer) was certainly one of the reasons why NATO enhanced its own security co-operation with some Southern Mediterranean states. Today, the Barcelona process finds itself in more or less direct competition with NATO with regards to soft security projection towards the South. This paper examines future scenarios of Euro-Med relations as well as of Atlantic relations over Mediterranean issues - under the assumption that Europe would become an international security actor. It will suggest that - in the long term - a successful Common European Security and Defence Policy (CESDP) would strengthen the EU security and crisis management capabilities in the Mediterranean region. The CESDP would entitle the EU to enter the domain of security-cooperation in the fields of peacekeeping, defence training and education and the use of military assets for humanitarian operations. But two obstacles will have to be overcome: First, the relations to NATO dialogue programmes in the region will have to be sorted out and second, the Southern partner states need to be assured that the EU headline force projection capabilities will not make Europe more interventionist in the region.

Abstract:: Historically, Russia was always threatened from three sides: from the West it was threatened and invaded at different periods of its history by Poland, Sweden, France and Germany; from the South, its traditional rival and enemy was the Ottoman empire; from the East, China and Japan. Throughout its history Russia had to be on the alert along all its borders. Though at present there are no direct military threats from any of the three directions, the current Russian security planning takes into account all the three directions. However, the problem of European security is the highest priority in Russian foreign and security policy. There are a number of reasons for this.
