Abstract:
As President Obama prepares to address the nation tomorrow night regarding the threat of the Islamic State of Iraq and Syria (ISIS), Chicago Council Survey results from May 2014 show that the Americans remain concerned about the threat of international terrorism, though less intensely now than in the past. Still, combating terrorism remains a top foreign policy goal for the US public, and one of the few situations where majorities of Americans say they are willing to support the use of US troops. That support is reflected in recent polls from CNN/ORC International and ABC News/Washington Post, which find majorities of Americans in favor of conducting airstrikes against ISIS.

The negotiations with Iran on its nuclear program have been extended to November 24, 2014 from the original July 20, 2014 deadline. Recently there has been much discussion regarding the merits of various proposals relaxing the requirement that Iran restrict its centrifuge enrichment capacity. It has been suggested that perhaps Iran would only reduce its number of centrifuges by 50% instead of 85% or that when Iran reduces its enrichment capacity, instead of removing the centrifuges entirely, it would just disconnect some of the piping.

Negotiations on Iran’s nuclear program are continuing in an effort to produce a follow-on agreement, termed the “Comprehensive Solution,” to the November 2013 “Joint Plan of Action” (JPA). Much of the discussion of the Comprehensive Solution has focused on the terms such an agreement should include to prevent Iran from being able to produce nuclear weapons. However, this objective will not be attainable unless the agreement addresses key aspects of Iran’s nuclear program, fixes the flaws in the JPA which seriously constrain any agreement and recognizes fundamental problems with International Atomic Energy Agency (IAEA) safeguards as currently implemented.

Syria’s nearly four year civil war took a dramatic new turn this month as the United States and its coalition partners began bombing militants from the Islamic State group (formerly know as the Islamic State of Iraq and Syria) and al-Qaeda’s Syrian affiliate Jubhat al-Nusra. The U.S. intervention opens up profound uncertainties about the objective and targets of the military action, the responses of the dizzying array of actors on the ground, and the potential for escalation. Turkey’s Prime Minister Recep Tayyip Erdogan occupied a dominant political position not too long ago. In June 2011, his Justice and Development Party (AKP) won nearly 60 percent of the seats in parliament while expanding its lead over its closest competitor. Turkey seemed well primed to take advantage of the Arab uprisings, with its independent foreign policy and criticism of Israel playing well with Arab audiences. Erdogan even seemed keen to find a resolution to the long-running struggle with the Kurdistan Workers’ Party (PKK) and reconcile with the country’s Kurdish citizens. Those days seem distant indeed.
