Abstract:
This article seeks to test the relevance of neoclassical realism in explaining the foreign policy behavior of a regional power in an era of turbulent change in the regional system. Taking Turkey’s policy response to the Arab Uprisings as a case study, it tries to explain, from a neoclassical realist perspective, the causes of Ankara’s miscalculations while formulating an ambitious policy in 2011, as well as its failure to adapt to the new realities on the ground between 2013 and 2016. Overall, it argues that neoclassical realism provides a satisfying explanation for Turkey’s policy failure in this period, and that the problems of miscalculation and maladaptation in Turkish foreign policy were caused by distortive effects of certain unit-level factors. In this sense, while ideological tendencies of the ruling Justice and Development Party, as well as its consolidation of domestic power, shaped the content and styling of Ankara’s policy response after 2011, the extensive utilization of foreign policy for domestic purposes by the ruling party hindered Turkey’s adaptation to shifting balances in the regional power structure between 2013 and 2016.

Abstract:
This article focuses on post-Arab-uprising calls for democratization in the Middle East. Scrutinizing the then-Turkish government’s coupling of a cultural relativist norm-promotion discourse in the global arena with a nativist discourse in the Middle East, the paper examines how much our current conceptual tools can explain successes and failures in this process. The article focuses on two schools of thought that pay considerable attention to the role of culture in institution-building: the English School of International Relations (ES) and the nativist strand of post-colonialism. It touches upon two problems in the ES literature and offers two solutions: (1) It reinforces attention on Buzan’s conception of interhuman society compared to the ad hoc blending of different levels of abstraction in cultural analyses. (2) It aims to initiate a dialogue for a more precise distinction between various ideational and behavioral components of the concept of culture, since these components do not necessarily fit well together. Considering these two caveats, the article operationalizes culture in the given case to examine some limitations of the nativist ideological perception of cultural zones and its concurrent claims over true nativity. The paper seeks these limitations, first, by analyzing the extent of cultural commonalities between three sub-regional Islamist movements that shared a strong common identity, and second, by examining the dialogue between ideological mismatches in the constitution-making processes of Egypt and Tunisia.

The Yemeni state has all but collapsed as the political transition that followed the popular protests in 2011 has been derailed. This has left Yemen without a functioning central government and thus provided a ripe context for the expansion of both al-Qaeda in the Arabian Peninsula (AQAP) and Islamic State in Yemen. This article focuses on the balance of power between AQAP and Islamic State in Yemen. Abstract:
For decades, change in Turkish foreign policy has remained as “a neglected phenomenon” in the literature while continuity is explained with two main pillars: Westernization and preference for the status quo. The topic started gaining popularity at the end of 2000s when some conflicts of interest emerged between Turkey and its traditional partners. Scholars mainly explained this change as the result of the new Turkish leadership under Recep Tayyip Erdoğan’s Justice and Development Party (AKP). While the debate in this period provided extensive literature on the subject, the arguments created could not explain the policy fluctuations during the AKP era. In this article, the change in AKP foreign policy is examined during three time periods that show different characteristics in terms of domestic and international opportunities/constraints. It is argued that while Westernization still remains an important pillar in Turkish foreign policy, the main change seems to be in Turkey’s traditional preference for the status quo.

Abstract:
This first paper in the DCAF-STRATIM paper series by Suat Kiniklioglu analyses the development of Turkey's policy towards Syria since the start of the Arab Uprisings. It illustrates the factors which contributed to the shift in Ankara's foreign policy focus towards Syria; from its role as the strongest advocate for regime change, to the sole focus on the prevention of a Kurdish consolidated geographical and political entity in Syria. The author describes how Recep Tayyip Erdoǧan and Ahmed Davutoǧlu saw the Arab Uprisings as a unique Turkish moment that could allow the country to regain its long-lost international grandeur. Ankara detected that the Muslim Brotherhood was on the rise in the region. In Tunisia, the Ennahda Movement; in Egypt, the Muslim Brotherhood (Ikhvan); and in many other Middle Eastern countries - including Syria - Ikhvan-affiliated movements were on the march.€ The author concludes that, contrasting with the initial enthusi­asm about a "Turkish Moment" when the Arab Uprisings erupted, Ankara will have to settle, it seems, for a much more modest outcome than originally envisaged in 2011.

Abstract:
Following the downfall of President Hosni Mubarak in January 2011, and more markedly after the July 2013 ouster of President Mohamed Morsi, Egypt's military assumed a new role in national politics. In taking on such new responsibilities and control, the military also came to realize the powerful importance of the media, both as a useful political tool and as a significant potential threat. Building upon their traditional, historical role in Egyptian society, the military resolved to adopt strategies aimed at manipulating and severely controlling media organizations and journalists in order to support the military's agenda and shape public opinion. This paper examines the results of this new military approach to public communication. Specific attention is devoted to the military's communication strategy, its evolution since January 2011, its effects on civil-military relations, as well as the consequences for media freedom.

Abstract:
Our Spring 2016 volume encapsulates the dangerous developments in MENA over the course of the past year. While the international community hoped for a resolution to the five-year Syrian Civil War, the conflict has further divided the region into a sectarian split, pitting Shia Iran and the Sunni gulf states on opposing sides. Additionally, Russia’s brief military intervention, finally winding down as of March 2016, has further destabilized the country and significantly increased the flow of refugees into the heartland of Europe. With the November 2015 Paris attacks, the threat of the so-called Islamic State (Daesh) to the west was finally realized, calling into question ongoing efforts to counter violent extremism, as well as to resolve the Syrian Civil War. Meanwhile, Turkey’s increasing two-front war against the Kurdistan Workers’ Party (PKK) and Daesh has resulted in a series of deadly terrorist attacks throughout the country, putting further pressure on Turkish leadership to both find a solution to the Kurdish question and stem the refugee flow transiting northward from Syria. It is through this lens that the Spring 2016 edition has been crafted. With conflict and instability abound, we present first an exclusive interview with Speaker of the Iraqi Parliament Salim al-Jabouri. On a more positive note, JMEPP also interviewed Tunisia’s Minister of Economic Infrastructure and Sustainable Development, Hedi Larbi, on Tunisia’s relative stability and success in its post-Jasmine Revolution transition. This year’s featured articles include Robert Mason’s assessment of the Saudi leadership and the perilous position it now finds itself in, both geopolitically and domestically; and Serhat S. Çubukçuoğlu’s eyes on Turkey’s natural gas ambitions as being linked to settling the Cypriot peace talks, as well as re-establishing partnerships with its regional neighbors in the eastern Mediterranean. Benjamen Franklen Gussen creates a new picture of a geographically reoriented Middle East, while Dylan MaGuire analyzes the no-fly zone option in Syria, with a look back to previous operations in Iraq and Libya. Focusing on gender, Dr. Dalia Ghanem-Yazbeck looks at integration and inclusion of women in Algeria’s military, yet presents a critique on its superficiality. With an eye on Turkey’s destabilized southern border region, Joseph Sadek provides commentary on the political and geostrategic jostling between Turkey and its Kurdish population, as well as the complex relationships between Turkey, the PKK, and Syrian People’s Protection Units (YPG) rebels. Turning to terrorism, Lauren Fisher presents an argument against the stovepipe methodology of countering violent extremism by exploring the complexities behind the topic. Finally, we conclude with a literature review by Adi Saleem Bharat on the Boycott, Divest, Sanction (BDS) movement as it pertains to academia.

In this fifth year anniversary of the Arab revolts or “Arab Spring,” we might ask ourselves “what has changed in the region?” Given the conflicts raging in the Arab world as we speak, many have concluded that the revolts failed, or that rather than bringing “progress” they have pushed us back—entrenching authoritarianism, displacing millions, exacerbating sectarian differences, etc. But such conclusions reflect a short view of history and a truncated understanding of change. More troublesome, they can fuel a view of the region as unchanging, stagnant, and even backward.

Abstract:
Reflections on the problem of sectarianism in the wake of the Arab Revolutions from CCAS’ inaugural American Druze Foundation Postdoctoral Fellow. Why has Sunni-Shi’i sectarianism become the leading issue of debate in Middle East politics over the last few years? Led by rival Sunni and Shi’i theocracies, Saudi Arabia and Iran respectively, the region seems to have fallen into opposing camps in a sectarian cold war. Along the fault-lines in Iraq, Syria, Yemen, and Bahrain, Sunnis and Shi’is are fighting for supremacy, backed and incited by coreligionists across the region. The Middle East is in a lamentable state, but this is not— despite what we are increasingly told by news media and political leaders—its natural state. The Middle East’s problems are not “rooted in conflicts that date back millennia,” the excuse President Obama used to explain away foreign policy failures in his final State of the Union address. Phrases like “ancient conflict” or “deep-rooted hatreds”—heard more and more commonly—do not explain the actions of our contemporaries in the Middle East any more than they do yours or mine. And they certainly don’t explain why sectarianism, which emerged as a central feature of regional politics only in the past decade, is so new.

Abstract:
After four years of being unable to travel to see my home and family in Damascus during what Syrians refer to as “The Crisis,” I am now visiting them for the third time in recent months. The political chaos that swept the country between 2011 and 2015 created high levels of uncertainty about who might be perceived as a threat to the regime, while the deteriorating security conditions elevated the risk of kidnapping and blackmailing. Although for an outsider, the situation does not seem to have become any safer, Syrians, particularly in Damascus, have learned to adapt to the current situation and find a sense of stability in the chaos.

On April 22, 2015, CCAS Visiting Lecturer Dr. Mohammad AlAmad and his family left their home and lives in Syria behind. “Human smugglers drove us to the Turkish border,” says AlAhmad, “and then my wife and I carried our two young children, walking through barbed wire and muddy water into Turkey. We were full of trepidation, fear, and the pain of being displaced.” Though AlAhmad left Syria because he had been accepted to participate in the Institute of International Education’s Scholar Rescue Fund, which provides support for threatened scholars and places them with visiting appointments at partner academic institutions, he did not yet know his family’s ultimate destination. Once in Turkey, AlAhmad learned that his appointment would be at Georgetown, starting in August.

Abstract:
Most of the analysis of the Arab spring revolved around the immediate causes of the events and the role of social media in spreading the protests, in countries that succeeded in toppling their regimes. For this reason, this study adopts a different approach to tackle the long-term development of the Political opportunity structures that set the grounds for the emergence of these movements. To avoid the bias of focusing only on movements that succeeded, the paper compares the conditions of the emergence of the Egyptian movement that toppled the Mubarak regime in eighteen days, to the Moroccan movement that faded after a year of weekly protests. Instead of discussing the immediate context in which the movements appeared, or the course of events that the movements followed, the paper adopts a historical approach to review the pre-colonial, colonial and post-colonial historical, economic and political developments that created different structures of opportunity and threat in each of the two countries.

Abstract:
Post-conflict societies are in a fragile state in which social cohesion needs to be gradually rebuilt. One of the tools employed to restore social cohesion in a fragile society is the organisation of a national dialogue which would allow most, if not all, of society’s political and civil society actors to air their grievances and make concrete recommendations for the long-lasting resolution of conflict. In the MENA region, both Tunisia and Yemen have organised national dialogues after the Arab Spring with different results. This article uses Jane Jenson’s model on social cohesion to determine why Tunisia’s national dialogue has been more successful than Yemen’s in bringing about social cohesion.

Following the uprisings in the Arab world, the region has lurched into a period of massive change and instability. An unfortunate consequence of this change has been the rise and proliferation of militant groups such as ISIS (Islamic State in Iraq and al-Sham) and Jubhat al-Nusra in Iraq and Syria. These militant groups successfully recruit members from the region and beyond, fueling conflict in countries that have witnessed unrest, such as Libya, Tunisia, Egypt, Yemen, Iraq, and Syria. Although Jordan has long been seen as a regional hub of stability and security, especially by its Western allies, it increasingly exhibits symptoms of the long-standing pressures exerted upon it by the surrounding conflicts, resulting refugee crises, and pre-existing domestic challenges. Jordan’s hypothetical fall into instability could have catastrophic consequences for the region, exacerbating the crises in Syria and Iraq, empowering ISIS and other militant groups, and threatening regional and global security. In response, this article offers a general framework for the expansion of the country’s nascent Counter Violent Extremism (CVE) program, including both preventative and remedial measures. Beginning with an overview of the processes of radicalization and de-radicalization, this article proceeds with a brief discussion of Jordan’s current situation before synthesizing scholarly articles and analyses of other CVE programs in order to establish a framework to guide Jordan’s developing CVE interventions.

Turkey’s foreign policy during most of the republican era was informed by the security imperatives of the Cold War and the crises that ensued from the collapse of the Soviet Union in the early 1990s. These influences were coupled with the country’s republican elites crafting Turkey’s identity along the lines of strict secularism, militant nationalism, and a western orientation. As a status quo power, Turkey looked at its neighborhood through the lens of security, becoming highly sensitive to threats of all varieties and seeing itself in a hostile environment—if not surrounded by outright enemies. Upon coming to power in 2002, successive Justice and Development Party, or AKP, governments tried to change this understanding and minimize areas of friction with Turkey’s neighbors. During the early years, they adopted a utilitarian approach, attempting to develop mutual interests and opportunities and to create a degree of interdependency, particularly through economic exchange. This was expressed through then-Foreign Minister Ahmet Davutoğlu’s “zero problems with the neighbors” principle, which provided the intellectual architecture for much of Turkey’s foreign policy. The AKP sought to build an “economy first” approach, which it would later hope to leverage for political purposes. From the beginning of the AKP’s second term in 2007 to the early days of the Arab uprisings in late 2010 and into 2011, the party gradually expanded its ambitions and policy toward the Middle East through attempts to achieve regional integration and, later, to build an order centered on Turkey. All of these attempts sought to build on economic relations toward economic integration and political cooperation and were very much in line with the neofunctionalist approach to regional integration theories.

In an era of unexpected shifts in the Middle East and North Africa (MENA) region and the challenges stemmed from these shifting dynamics, the question is whether the new socio-political atmosphere is sustainable in the medium to long-run in spite of politically questionable achievements? In order to address this question, some historical insight along with an elaboration on the concept of “domino theory” could be of some use. Did the “domino effect” of the Arab Spring work in the opposite direction and a “reverse domino effect” turn the picture upside down with authoritarian rulers acquiring power once and for all and eliminating oppositional groups as it is seen from several cases already? From Lenin to Eisenhower, the analogy of “dominoes” and their “fall”, referring to the potential chain reaction following a major political and/or military action / development, found their place in policymaking, and indeed, continued to do so even though direct reference to those terms became less and less popular. However, historical experience implies that despite the popularity of these concepts, dominoes might not fall one after another. Rather, the “next dominoes” can strengthen their position in order to avoid the fate of the last one. Either those regimes would face an irresistible wave of “reverse domino effect” or the fall of some “dominoes” would even help them act more cautiously in order to consolidate what they achieved, one thing is clear; Turkey has the potential and intention to be one of the key players to have an influence over the future and sustainability of the “tectonic shift” we witnessed, better known as “the Arab Spring”. At the same time, unsurprisingly, Turkey is also one of the countries that has been and will be affected by its possible U-turn, too.

The region’s wars, failed transitions, resurgent authoritarianism, and spiraling sectarianism and Islamist extremism make for a grim anniversary. To take stock of what went wrong and what might still go differently, POMEPS asked more than a dozen scholars to reflect on the experience of the last five years in a single country or a thematic issue. What has changed since the uprisings began half a decade ago? What has remained the same, or returned to pre-uprising forms? What do these developments mean for the political science of the Middle East? All these questions, and more, are pondered in the essays published in POMEPS Studies 18, Reflections Five Years After the Uprisings. All were first published in the Washington Post’s Monkey Cage blog, and collected in an open access PDF here. Together, the essays offer a diverse, informed study that should help scholars, journalists, policymakers and the public reflect on the five years since the Arab uprisings, and consider the Middle East’s future.

n recent years there have been dramatic changes in the Islamist landscape as Islamist political parties have drastically transformed, violent new groups have burst on the scene, and the proliferation of new media has changed access to information. But have political scientists and other scholars taken the time to step back and examine how these seismic shifts have affected our research methods, priorities, and arguments? On January 29, 2016, scholars gathered for the Project on Middle East Political Science’s 3rd Annual workshop on Islamist politics as part of our Islam in a Changing Middle East initiative. This year’s workshop focused on the methodological and conceptual issues in the study of Islamism. What assumptions underlying our research need to be problematized? How should we deal with the vast outpouring of information and evidence about these movements now available on social media? What do we mean by the term “Islamist?” Offering an incredibly rich set of reflections, the papers in this series challenge the utility of core concepts such as “moderation” and “radical Islam.” They investigate the operation of specific causal mechanisms such as repression, identity, and organizational structure. They consider how newly available sources of survey and social media data can change our research approaches and remind us of all we have learned. The excellent essays in POMEPS Studies 17 Evolving Methodologies in the Study of Islamism take up these questions. While no one claims to have come up with a single answer, this collection is an important first step in grappling with the complex puzzle of “Islamism” today. This critical and reflective scholarship will be useful for the novice student and experienced analyst alike.
