61. Enlightenment on the Eve of Revolution: The Egyptian and Syrian Debates

During the two decades that preceded the 2011 revolutions in Egypt and Syria, animated debates took place in Cairo and Damascus on political and social goals for the future. Egyptian and Syrian intellectuals argued over the meaning of tanwir, Arabic for “enlightenment,” and its significance for contemporary politics. They took up questions of human dignity, liberty, reason, tolerance, civil society, democracy, and violence. In Enlightenment on the Eve of Revolution, Elizabeth Suzanne Kassab offers a groundbreaking analysis of the tanwir debates and their import for the 2011 uprisings. Kassab locates these debates in their local context as well as in broader contemporary political and intellectual Arab history. She argues that the enlightenment they advocated was a form of political humanism that demanded the right of free and public use of reason. By calling for the restoration of human dignity and seeking a moral compass in the wake of the destruction wrought by brutal regimes, they understood "tanwir" as a humanist ideal. Kassab connects their debates to the Arab uprisings, arguing that their demands bear a striking resemblance to what was voiced on the streets of Egypt and Syria in 2011. Enlightenment on the Eve of Revolution is the first book to document these debates for the Anglophone audience and to analyze their importance for contemporary Egyptian and Syrian intellectual life and politics

62. Politics and Social Media in the Middle East and North Africa: Trends and Trust in Online Information

Political interest has decreased and plateaued post-Arab Spring in the Middle East and North Africa, possibly due to political fatigue. Moving from 2006-2013 to 2016-2018, citizens reporting interest in politics has decreased by 11 points. In spite of this, MENA citizens are more informed about political events in their countries relative to their interest in politics. Those with higher education were more likely to be politically informed and interested, but no consistent trend was found across age groups. • Across MENA, citizens have been consistently finding politics too complicated (74 percent in 2018). Besides highly educated Egyptians and Kuwaitis who had greater ease in navigating politics, only minor dierences were observed across years, education levels and age groups. • Almost all MENA Internet users use social media for at least 2 hours a day, with nearly half of them being heavy users. Facebook has the largest and widest spread of users, capturing 74 percent of the region’s Internet users. • Social media has captured a significant share of the political information market, with 36 percent of MENA citizens citing social media as their primary source of information for breaking news. Five-in-ten of both youth and those with higher education preferred using social media to tune into political events. Greater trust in social media over traditional media var-ied greatly across countries, potentially due to the dierences in level of statecontrol of the latter. • Overall, these findings from nationally representative public opinion surveys carried out by the Arab Barometer carry important implications for the future use of social media in mobilizing Arab citizens in political causes.

Abstract:
Levels of social capital, which is often operationalized by measures of trust, have changed significantly in the Middle East and North Africa over the past 15 years. The 2011 uprisings marked a critical juncture for atrophying, status-quo statesociety relations: citizens questioned the nature of governance while governments grappled with reinvigorated demands of citizenship. These demands were not fully met, however, and peaceful transitions towards democracy did not ensue. Instead, many countries experienced significant conflict, including proxy-wars resulting from interests of regional powers and sectarian differences. As of 2019, Tunisia remained as the only country that is on a democratic but fragile path toward a democratic consolidation. In this context and over a 13 year period (2006-2019), the Arab Barometer can present an overarching picture of how political and interpersonal trust in the Middle East have changed in the years surrounding the 2011 Arab uprisings. With few exceptions, political and interpersonal trust in the Middle East has been decreasing, demonstrating the extent of anti-establishment feelings nurtured in societies. However, trust in legal systems has not decreased as much as trust in political institutions such as government and parliament. These findings suggest that despite widespread lack of confidence in governments and parliaments, ordinary citizens have not entirely given up on existing systems of governance. These patterns are clearly evident in Tunisia, the only country generally considered to have fully undertaken a democratic transition after the Arab uprisings. All measures of trust show a similar declining trend for political and interpersonal trust in Tunisia since 2011. As of 2018, only 20 percent of Tunisians trust the government, compared with 14 percent who trust parliament, and only 8 percent who have high levels of interpersonal trust. However, trust in the legal system (48 percent) is virtually unchanged between 2011 and 2018, suggesting that Tunisians might still be still committed to the system brought about by the Arab Spring.

In the first years after the outbreak of the Arab Spring, the common assessment was that the Hashemite Kingdom was able to cope with the challenges it confronted, despite the various internal and external political pressures, including the demographic pressure created by the wave of refugees from Syria. However, cracks in this image of stability have begun to emerge, and there are increasing indications that the developments in the country could lead to a serious undermining of the regime, with long term strategic ramifications. The destabilization process could, for example, be sparked by protracted mass demonstrations, some of them violent, a loss of control over the situation by security forces, and a loss of the palace's control over parliamentary decisions.

This study examines shifts in governmental religion policy and societal discrimination against religious minorities in Muslim-majority states after the Arab Uprisings by using the Religion and State round 3 (RAS3) dataset for the years 2009-2014 and by focusing on 49 Muslim-majority countries and territories. We build on threads of literature on religious pluralism in transitional societies to explain the changes in governmental religion policy and societal discrimination against religious minorities after the Arab Uprisings. This literature predicts a rise in all forms of discrimination in Arab Uprising states as compared to other Muslim-majority states, and an even more significant rise in societal religious discrimination since societal behavior can change more quickly than government policy, especially at times of transition. The results partially conform to these predictions. There was no significant difference in the shifts in governmental religion policy between Arab Uprising and other Muslim-majority states, but societal religious discrimination increased substantially in Arab Uprising states as compared to non-Arab Uprising states. Understanding the nature of religion policies and religious discrimination provides further opportunities to unveil the dynamics of regional politics as well as conflict prevention in the region.

Abstract:
Social Currents in North Africa is a multi-disciplinary analysis of the social phenomena unfolding in the Maghreb today. The contributors analyse the genealogies of contemporary North African behavioral and ideological norms, and offer insights into post-Arab Spring governance and today’s social and political trends. The book situates regional developments within broader international currents, without forgoing the distinct features of each socio-historical context. With its common historical, cultural, and socio-economic foundations, the Maghreb is a cohesive area of study that allows for greater understanding of domestic developments from both single-country and comparative perspectives. This volume refines the geo-historical unity of the Maghreb by accounting for social connections, both within the nation-state and across political boundaries and historical eras. Abstract:
Justice and Development Party [JDP] governments’ policies towards Israel were informed by the priorities that the party’s power strategies entailed. In a stark contrast to the friendly policies in its first term in power, the JDP began to employ different discursive strategies based on an anti-Israeli rhetoric since 2009. Geared to bolster the party’s prestige at home and abroad, the new rhetoric seemed to have addressed to the changing priorities of the party leadership. However, the new strategies led to the emergence of a widening gap between the anti-Israeli rhetoric and subtle efforts that the JDP paid to maintain its relations with Israel. Revisiting the last 15 years, the article tries to answer the question as to how Turkey’s relations with Israel were adjusted to meet necessities of miscellaneous power strategies that the JDP leadership pursued.

74. The Arab Revolutions Seven Years On: The State of Social Movements in Egypt and Syria

Abstract:
Social movements in Egypt and Syria played a central role in sparking the 2011 revolutions. Yet, despite their profound influence both before and during these critical moments of popular mobilization, they have since been sidelined. In Egypt, the role of social movements has been severely diminished because of the now-restricted political sphere, which has become increasingly inaccessible since the 30 June 2013 revolution and the subsequent military intervention. In Syria, civil society groups and political movements have become less important as a result of the militarization of the revolution, which the Syrian government successfully transformed into armed conflict. This policy paper, which is based on various research papers conducted under the Arab Research Support Programme, provides insight on social movements in these two countries, three main factors that affect a movement’s ability to mobilize communities and that help explain how social movements are affected by increased state repression. These include movement’s ability to understand the changing political context and shift strategies and tactics accordingly; organizational structure and flexibility; and patterns of repression and oppression by the state. This paper finds that social movements grow or decline depending on the strategies chosen to navigate given political contexts, as well as their ability to organize and appeal to a wide audience. For social movements to succeed, they must also be cognizant of a community’s unique characteristics and strengths. This includes its collective memory and fears, dynamics of cohesion and integration, and its historical relation with authoritarian regimes. Understanding these dynamics is essential for a movement to expand and to grow sustainably, especially as tensions rise within a community.

This paper addresses the situation of Syrians in the UAE, and their readiness to contribute to the reconstruction of Syria. It has two parts: The first part begins with a look at the history of the Syrian community in the UAE, and then examines the influx of “new Syrians” into the UAE after 2011. It also sheds a light on Syrian groups and organizations assembled by Syrians in the UAE before and after the 2011 Revolution in response to political change in Syria. Finally, it examines the cracks within the Syrian community and its organizations. It concludes by examining the volume of Syrian capital in the UAE, and the economic sectors in which it is located. The second part is based on a survey, conducted by the researcher on a selected sample of Syrian economic, academic, and professional elites residing in the UAE, that conveys their views on the issue of reconstruction in Syria.

The spectacular political rise of Islamist forces in several Arab countries over the past few years was one of the outcomes of the Arab spring, which included a massive protest movement in Morocco in 2011. This rise, accompanied by several radical and extremist manifestations, raised concerns among civil and political actors about power-sharing and the future of democracy and human rights at this pivotal stage in the history of a people who had recently come to reject many forms of tyranny and oppression. A history of confrontations between Islamists and human rights activists intensified these concerns. This paper examines the relationship between Morocco’s Islamists and the human rights movement through the most prominent historical milestones and controversies. It illustrates the dynamics and evolution of how Islamists operated within the human rights discourse from positions within government or in civil society organizations.

Abstract:
Helen Zughaib, currently based in Washington D.C., is known for her colorful gouache works that emphasize hope and human dignity, even while depicting themes of mass displacement, political upheaval, and war. Born in Beirut but forced to evacuate during the 1975 civil war, Zughaib spent much of her life in Europe and other parts of the Middle East before coming to the United States to earn her BFA at Syracuse University’s College of Visual and Performing Arts. Her art has been exhibited at museums, galleries, embassies, and in private collections around the world, including at the White House, the Library of Congress, and the World Bank. Zughaib has served as a U.S. State Department Cultural Envoy to Europe and the Middle East and was recently awarded a grant from the D.C. Commission on the Arts and Humanities. In November, she gave a talk at CCAS on her visual documentation of the Arab Spring, after which she shared the following reflections on her work.

Khalid Albaih (@khalidalbaih) is a Sudanese artist and political cartoonist born in Bucharest, Romania. Albaih is based in Doha, where he formerly served as Head of Public Art for Qatar Museums Authority. He currently lives and works in Denmark as the ICORN/PEN Artist in Residence for the city of Copenhagen. Albaih’s cartoons, published under the name “Khartoon!”—a play on the words “cartoon” and “Khartoum,” the capital of Sudan—have appeared widely in international publications including The New York Times, The Atlantic, PRI, NPR, and BBC. In addition, Albaih has published social and political commentaries in The Guardian and Al Jazeera, among other places. His work has been exhibited in numerous group and solo exhibitions around the world, from New Delhi and Tokyo, to London, Boston, and Dearborn, to name only a few. Khalid is also the founder of @DohaFashionFridays and cofounder of Khartoum Art & Design Center.
