1. Follow the money: connecting anti-money laundering systems to disrupt environmental crime in the Amazon

Abstract:: Environmental crime became the world’s third most lucrative illicit economy after drug trafficking and smuggling, with estimates of $110 to $281 billion in annual profits. Between 2006 and 2016, environmental crimes grew at a rate of 5% to 7% per year, a pace two or three times faster than that of global GDP growth. Money laundering is part of the criminal machinery that plunders the Amazon Rainforest. The study “Follow the Money: connecting anti-money laundering systems to disrupt environmental crime in the amazon” reveals the need for systems, agencies, and institutions responsible for preventing money laundering to turn their attention to the connections between this illicit practice and environmental crimes. The Igarapé study shows that the money laundering cycle follows three stages before the laundered funds can enter the financial system: placement, layering, and integration. However, not all proceeds from criminal activity are directly laundered into the formal financial system. Thus, informal diversification constitutes the process of moving illegal flows into the informal economy. It is estimated that 30% of the money to be laundered is used to pay the operating expenses of illicit economies. Cash transactions, divided into small amounts and deposited by “money mules,” are used to finance the hiring of precarious labor, accommodations, food, security, transportation, health services, leisure, and machinery, for example. The remaining 70% of illicit proceeds are formally inserted into the financial system. The study also recalls that the World Bank estimated in 2019 that governments lose between 6 and 9 billion dollars in tax revenue each year due to illegal logging. Similarly, other environmental crimes such as illegal mining, especially of gold and diamonds, generate between 12 and 48 billion dollars in revenue. In 2018, Interpol’s Global Illicit Flows Atlas found that illegal logging accounted for a percentage between 15% and 30% of the global timber trade, calculated between 51 billion and 152 billion dollars per year. The illegal logging industry is responsible for up to 90% of deforestation of tropical forests in African countries such as the Democratic Republic of Congo. Combating illicit financial flows is a powerful tool for dismantling illegal economies. It becomes even more relevant when it is identified that illicit financial flows fuel an ecosystem of environmental crime composed of a convergence of environmental and non-environmental crimes, such as corruption, fraud, tax evasion, and others.

4. CPLP: the first twenty-five years

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

5. Sanctions, Economic Statecraft, and Venezuela’s Crisis

Abstract:: This case study summarizes the evidence on the effect on Venezuela’s economic and social conditions of economic sanctions and other actions of economic statecraft taken by the United States and its allies in response to the country’s political crisis. The preponderance of evidence indicates that sanctions and other statecraft measures—including the formal recognition of a government with no de facto control over the territory—have had a strong and significant negative effect on the Venezuelan economy. These actions have made a sizable contribution to declining oil production, exacerbating the country’s fiscal crisis, and contributing to one of the largest documented peacetime economic contractions in modern history. Many arguments commonly voiced to dispute the effects of sanctions, such as those that appeal to temporal precedence of other causes of the country’s crisis, are either factually incorrect or premised on fallacious logic. Reforming the sanctions regime will be a complex task, given the interaction with other statecraft measures and a broader toxification of the country’s economic relations. Reform attempts should include the introduction of an oil-for-essentials program, support for political humanitarian agreements, issuance of clearer compliance guidelines, introducing an explicit differentiation between strategic and nonstrategic sanctions, and seeking multilateral alignment with international actors on key strategic issues including that of government recognition.

Abstract:: This article demonstrates that the authoritarian populist strategy is most appealing when leaders create a sense of crisis and present themselves as having the only solution. The article underlines three performative methods of how Jair Bolsonaro in Brazil offered simple answers for a crisis and portrayed other political actors as the responsible ones to be removed. Firstly, nativism presents a conservative view on how politics should be structured by perceiving all “non-natives” as threatening. Secondly, messianism, the fetishism of Bolsonaro as a “messiah” who leads the way in the battle between “good” and “evil,” serves to reinforce the support of the Evangelist base against “PT members.” Finally, conspiracism provides an easy way to eradicate ambiguities and helps to fuel an antagonism against the “enemy.”

Abstract:: The position paper “Drug Policy in Colombia – The Road to a Just Regulation" presents the dynamics which have maintained Colombia hostage as the longest running, and most evident examples, of failed prohibitionist drug policies. The position paper explores the context leading to the 2016 Peace Agreement, as well as the shifts in political power that resulted in uneven and unsuccessful implementation efforts of the Agreement. It puts forward recommendations to support effective and humane drug policy reforms that enhance peace, health, security and development in Colombia.

Abstract:: How do Brazil’s defence documents incorporate natural resources and critical infrastruc- ture as political and strategic components of the national energy security framework? After present- ing the contemporary international landscape on the subject, which is marked by rising powers and geopolitics, the paper explains the theory and the conceptual foundations that support the claim of a securitization movement on natural resources and critical infrastructure that relates to energy se- curity in response to the absence of existential threats to Brazil. Following this effort, the text reflects upon and analyses how the matter has developed from 2005 to 2016 in Brazilian defence policies and in national defence strategies. By applying securitization theory to the case study, the final re- marks imply the need for a reflection on the importance of incorporating the geopolitics of natural resources and critical infrastructure related to energy security in defence thinking.

Abstract:: This paper examines the most significant processes of securitization and desecuritization occurring at the Union of South American Nations (UNASUR) from its inception in 2008 until 2017, when UNASUR began to experience a gridlock. The analysis begins with the hypotheses of desecuritization of armed conflict among the South American countries, as well as their approach to problems drug-related. To this end, the paper is based on a critical theory of security with focus on securitization, and offers an expanded and/or discursive conception of security that goes beyond the military dimension.

Abstract:: This DIIS Working Paper elaborates how local consent to a huge industrial mining complex, including a port and a 150 km railway built in the 1980’s on indigenous arid lands, were created. Showing how both ‘hard’ and ‘soft’ security technologies were effective in preparing the complex, constructing the necessary infrastructure and securing the operation, the paper at the same time illustrates how corporate security practices have changed over time in the northern part of Colombia. The paper is based on extended ethnographic fieldwork in La Guajira, Colombia, carried out through 2018 and 2019 as well as historical written documents.

Abstract:: This study considers the development and reform of the anti-dumping regime in Brazil as a ratification example of the multilateral trading system proposed by the World Trade Organization (WTO). Brazil's history of leadership in the WTO Rounds, as well as its emergence among users of temporary barriers illustrates the fact that developing countries participate, with some success, in the endorsement and strengthening of the multilateral system itself. Using the WTO Anti-Dumping Agreement (ADA) as a model for its own regulatory framework, this practice ensures that domestic legislation will have greater compliance to international obligations and avoid constraints via the Dispute Settlement Body. Finally, the case of Decree 8,058/2013 highlighted the importance that specialized agents in the middle management of the Ministry of Development, Industry and Foreign Trade (MDIC) have in the management and improvement of the Brazilian public policy.

Abstract:: After the signing of peace in Colombia, attention has been directed to the difficult process of implementing the agreements. This complex scenario has downplayed the problem of Colombian military transformation. The basis of that transformation, the Damasco doctrine, the, has encountered resistance within the Colombian Military Forces. Through the application of a process tracing method, we infer that there is a non-linear process, but in progress towards the fulfillment of the objectives of the doctrine. Thus, we identify three drivers that are making this transformation progress: a renewed confrontation with Venezuela; the changing nature of the domestic conflict; and the Colombia’s NATO global partner status.

Abstract:: We take into account that interpretations of security complexes, traditions of long peace, and violent peace do not fully explain how South American countries are organized regarding Defense. Given those, we ran a cluster analysis with data from the Stockholm International Peace Research Institute (SIPRI) and Military Balance report with economic defense expenditure and capabilities investment from South American countries to identify how they are organized, determining those that are most similar to each other (which would form complexes) and how they differ from the others (dissimilarities). The results showed four different clusters: the first formed by Chile, Peru, Argentina, and Bolivia; the second by Brazil, Colombia, Ecuador and Paraguay; the third only by the Guyana; and the fourth, formed only by Uruguay. We interpreted these clusters considering the history of conflicts, current countries threats and treaties.

Abstract:: The purpose of the following article is to present the main dynamics of criminal activities and violence produced by the armed conflict in Colombia during the pandemic caused by COVID-19. After a review of the most relevant literature produced in 2020, this study presents trends in criminal violence, lato sensu, and those associated with the internal armed conflict. The situation of paralysis that the confinement produced has not translated into a mitigation of the phenomenon of violence. Thus, the massacres and murders of social leaders, activists, human rights defenders or ex-guerrillas of the FARC-EP has remained constant if not increasing during this time. This must also be related to a context of difficulty added to a Peace Agreement signed with the FARC-EP in November 2016. This must also be related to a context of added difficulty to a Peace Agreement signed with the FARC-EP in November 2016, which, in addition to governmental resistance and non-compliance, is overcome by an increasingly intense violence, which hinders the prospects of a peace-building scenario in the country./El propósito del siguiente trabajo es el de presentar cuáles han sido las principales dinámicas de las actividades delictivas y de la violencia producida por el conflicto armado en Colombia durante la pandemia ocasionada por la COVID-19. Tras una revisión de la literatura más relevante producida en 2020, se presentan las tendencias de la violencia delictiva, lato sensu, y las asociadas con el conflicto armado interno. La situación de parálisis que produjo el confinamiento no se ha traducido en una mitigación del fenómeno de la violencia. Así, las masacres y asesinatos de líderes sociales, activistas, defensores de derechos humanos o exguerrilleros de las FARC-EP se ha mantenido constante cuando no creciente durante este tiempo. Ello debe relacionarse, además, con un contexto de dificultad añadida a un Acuerdo de Paz suscrito con las FARC-EP en noviembre 2016, que además de por las resistencias gubernamentales e incumplimientos, se encuentra superado por una geografía de la violencia cada vez más intensa, que aleja los visos de un escenario de construcción de paz en el país.

18. The Contribution of Parliament's to Sustainable Development Goal 16 Through Security Sector Governance and Reform

Abstract:: The United Nations’ 2030 Agenda is a global action plan for sustainable development and a key priority for the UN and its member states. Within the 2030 Agenda, SDG 16 has a pivotal role highlighting the security-development nexus and emphasizing the need for strong institutions which adhere to good governance principles. The achievement of SDG 16 requires that national security sectors are well governed, subject to civilian oversight, and respectful of human rights and the rule of law. Against this background, this case study compilation circles in on parliaments, as key oversight actors, and questions how they contribute to SDG 16 through their role in security sector governance and reform. It is based on an explorative review of four country studies on Colombian, Georgia, Nigeria and the Philippines, written by regional experts. Their observations form the foundation for a comparative analysis of common challenges and effective practices of parliaments contributing to the achievement of SDG 16.

19. Rethinking the Regional Security Complex Theory: A South American view between 2008-2016

Abstract:: With this article, we propose to reformulate the Regional Security Complex Theory, by Buzan and Waever, through a South American vision, with the time frame 2008-2016. To this end, we will analyse South America through Argentina, Brazil, and Colombia, and their forms of intra and extra-regional interaction, highlighting the Colombia-United States relations, and the South American Defence Council, of the Union of South American Nations. This article is divided into a first section marked by an understanding of the Regional Complex Theory, in which we present and discuss its theoretical elements and weaknesses, and propose theoretical changes that will guide our analysis. The second section contains information about the South American Complex in the academic view, focusing on the arguments of Buzan and Waever. In the third section, we present the South American Regional Security Complex restructured, as well as the analysis of its dynamics. The central argument of the article is the need to reformulate the Theory in question for a better understanding of the complexities and unique characteristics of South America.

20. Strategies for Including Women’s and LGBTI Groups in the Colombian Peace Process

Abstract:: In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

Abstract:: This article analyses the competing security perspectives of hemispheric and South Amer- ican defence cooperation initiatives. While the Organization of American States (OAS) emphasises domestic roles for armed forces in the region, concentrating on internal threats such as organised crime and terrorism, the South American Defence Council (CDS) emphasises the traditional con- ception of security, concentrating on the defence of sovereign states against external military threats. Despite its apparent consistency, the concept of deterrent cooperation has not taken hold. While the literature interprets this failure as a cooperation problem, I argue that it is due to a deeper re- gional trend, namely the tendency to neglect external defence in favour of internal security roles for armed forces. After building a conceptual framework for clarifying these divergent perspectives, I show how they define the activities of the two competing organisations. Next, I address the conflict between the CDS’s conception of security and the security policies of OAS member states. Finally, I discuss domestic and structural obstacles to the adoption of common Latin American defence policies.

Abstract:: The idea that men and women approach conflict resolution differently forms the back- bone of the international agenda on Women, Peace, and Security (WPS) and is supported by a growing body of scholarship in international relations. However, the role of women who represent insurgent groups in peace talks remains understudied, given the relatively rare appearance of such women in peace processes. The present study examines how men and women from the negotiating team of the Revolutionary Armed Forced of Colombia (FARC) engaged in public-facing discourse on Twitter leading up to a referendum on the peace accords in 2016. Using a mixed-methods ap- proach that includes computational analysis and a close reading of social media posts, I demonstrate that women in the FARC’s negotiating team were more successful social media users than their male counterparts and that they offered a distinct contribution to the discourse on peace, centring the relevance of gender and promoting issue linkages like the need to address LGBTI rights.

Abstract:: The purpose of this study is to identify the main features of the US discourse regarding the Tri-Border Area between Argentina, Brazil, and Paraguay through the analysis of 16 editions of the Patterns of Global Terrorism and of the Country Reports on Terrorism published from 2001-2016. Securitization theory is applied to explain the use of speech acts as movements to securitize the region. After employing NVivo to measure the frequency of words, a strong link between the rise of the financial semantic field and clashes in the Middle East were observed. The fact that the reports had a special emphasis regarding legislation on terrorism in the three countries was also detected.

Abstract:: Latin American regional organisations (ROs) have been active in the area of citizen se- curity for at least a twenty year-period. An important relationship between citizen security and the democratic consolidation of ROs’ official documents in the Latin American region has been unexplored. This leads us to the main question of this paper: ‘What has been the role of ROs with a formalized level of citizen security cooperation in the democratic consolidation?’ To answer this question, this research was based on two case studies: The Central American Integration System (SICA) and the Union of South American Nations (UNASUR) between 2008 and 2018, the period during which both organizations acted in the area of citizen security. The methodology used in this research was process tracing and comparative process tracing. Its results indicate that organisations developed a vision of how cooperative actions in citizen security can promote the consolidation of democracy by strengthening the rule of law. However, actors are sceptical of the ability of ROs to succeed, given the lack of political interest and the deficit of resources, that are major barriers for them to achieve great success in the citizen security field and, consequently, in the consolidation of democracy. The conclusion is that the analysed ROs produce a lot in terms of documents, but do little in achieving their ambitions, hence constituting, in and of themselves, a reflection of the flaws of the Latin American regionalism.

Abstract:: How do mothers deal with chronic violence and the constant presence of guns in their neighborhoods? How do they relate to the armed actors who inhabit their neighborhoods? How do they build situated meaning and discursive practices out of their experiences and relationships with armed actors? We compare the experience of women in two poor and working-class neighborhoods in Caracas. La Caracola, with a long history of civic organizations and drug trafficking, suffers regular, extortionate actions by the police. La Piedad has been ravaged by militarized police operations, which have produced a "warfare mode" among the members of organized criminal groups. Through this comparative ethnographic project we aim to show how, in the midst of state-sponsored depredation and with an overwhelming presence of guns in their lives, women use their traditional cultural roles as mothers to perform everyday forms of resistance vis-à-vis the different armed actors that impose their presence in the barrios. We focus on how women make and communicate meanings; engage in social networks with other women; and employ different discursive strategies as they deal with the armed actors. We foreground women’s experiences in two barrios, asking what material and historical conditions make these different experiences possible. In the mothers’ daily struggles, dramatic discursive actions—from more openly oppositional, such as shouting, scolding, and talking, to more hidden ones, such as, both “circulating gossip” and “captive gossip” to more helpless ones, such as whispering—are their main resources in the micropolitics of their neighborhoods.

The disease rapidly spread to all provinces in China, as well as a number of countries overseas, and was declared a Public Health Emergency of International Concern by the Director-General of the World Health Organization on 30 January 2020. The Congressional Research Service (CRS) contends that the COVID-19 pandemic is having widespread economic, social, and political effects on Latin America and the Caribbean, a region with strong economic and political ties to the United States. Brazil has been particularly hit hard by COVID-19. It has become a global epicenter for the disease with the second most COVID-19 positive cases in the world after the United States. Brazil’s President Jair Bolsonaro announced July 8, 2020, that he had contracted the virus.

Abstract:: This report on Colombia examines WFP programming and interventions following the 2016 Colombian peace agreement and investigates the role that WFP plays as the country transitions out of more than 50 years of armed conflict. The report’s detailed findings are largely based on local field research involving qualitative assessment through in-depth interviews, focus group discussions and project site visits. Interviews were held with country office staff, project beneficiaries and other key stakeholders. The findings highlight the significant contributions of WFP programming to improving the prospects for peace, identify crucial conflict sensitivity concerns and suggest 15 actionable recommendations on how WFP’s contribution can be enhanced.

Así, la corrupción política crea un poder secreto, controlado por funcionarios públicos y políticos profesionales que favorecen diversas redes criminales asociadas a otros delitos y afectan las instituciones y el principio de publicidad en la democracia. El objetivo de la investigación es analizar la corrupción política en Colombia entre 2013 y 2018 desde la perspectiva del Crimen Organizado Transnacional (COT). Para esto se considera que para abordar la corrupción política como delito transnacional es necesario superar el fenómeno de narcotización del delito y reconocer que la corrupción política es también un delito relevante, que funciona en red y que se asocia con otras dinámicas criminales para buscar beneficios económicos del Estado o afectarlo. El enfoque metodológico fue cualitativo y se utilizó el método fenomenológico-hermenéutico en el análisis de la información histórica recopilada desde el siglo XVI que sirvió de contexto para establecer la relación de la corrupción con otros delitos en el país y de los diferentes casos de corrupción analizados en el período de estudio. Se aclara que solo se tienen en cuenta aquellos casos que se ajustan al análisis de corrupción transnacional por los vínculos con otras redes. Se evidencia que entre 2013 y 2018 hubo casos de corrupción política con nexos criminales asociados al narcotráfico, el lavado de activos, la prostitución, entre otros. No obstante, varios de estos hechos no parecen tener la misma relevancia informativa que los típicos casos de soborno, financiación ilegal de campañas o carteles de contratación. Esto se entiende como una oportunidad para seguir profundizando en este tipo de investigaciones.

Abstract:: This article analyzes a concrete policy in the framework of Brazilian Public Security: the Pacifying Police Units (UPPs). It describes this policy and justifies, through an ethnographic case study, how the so-called “pacification of the favelas” articulates a logic of neoliberal urbanism and police infrastructure, understanding the residents of the favelas as potential consumers of their services. The article contextualizes the UPPs model as a paradigmatic case of public security in Latin America in which the discourse of violence/pacification is the main catalyst for private investments. More specifically, the article demonstrates how private companies resort to proximity conflicts mediation as a way of avoiding the judicialization of conflicts with the residents after the “Pacification”. With this case, we expect to illustrate the patrimonialism and clientelism that shapes the Brazilian State and its ambiguous relationships between private and public interests.

Abstract:: Security forces are key actors in transitional justice, with the ability to hamper or upend the process. While concerns have often centred on their possible violent responses to transitional justice, security forces are generally more likely to mobilise more discrete forms of resistance. Drawing on transitional justice experiences in Brazil, Chile, Sierra Leone and Uganda this policy brief identifies six types of resistance strategies used by security forces: threatening violence, obstructionism, de-legitimation, strategic cooperation, disengagement and appropriation. Abstract:: The unrelenting surge in prices in Venezuela has crippled the economy and deepened the humanitarian crisis there. Huertas lays out a feasible stabilization plan to stop Venezuela’s hyperinflation. The extent of the humanitarian crisis and shortage of basic goods and services suggests that, on the fiscal side, a stabilization plan should focus primarily on reallocating rather than reducing spending. The authorities should avoid austerity policies and instead spend on taking care of the Venezuelan people. Stabilizing the price level while providing relief to the country’s population would require significant financial assistance from the rest of the world, so it is critical that Venezuela secure strong financial support from the international community. Successful stabilization requires a credible plan to transition to a responsible fiscal policy, the financial resources to carry it out, and the political will to sustain it.

Against the backdrop of China-US geopolitical rivalry, China’s more assertive foreign policy under Xi Jinping has often been perceived as a threat by other nations. Abstract:: In order to make peace processes more inclusive, increased participation by women and other excluded groups has been emphasised for decades, as well as the need to adopt a gender perspective within peace processes. However, the discussion has tended to focus on counting women and treating women’s participation as synonymous with a gender perspective. Defining what a gender perspective is and how it could be applied throughout a peace process has remained largely unexplored. This paper seeks to address these lacunae by drawing on current frameworks, proposing a definition of a gender perspective in peace processes and introducing a way of operationalizing this definition. The suggested indicators are used to assess two recent peace processes: the Colombian peace process and the Mindanao peace process in the Philippines. This assessment provides a practical application of the conceptual framework and raises new questions about how the concept can be further measured and assessed.

Abstract:: The election of a new Congress in Colombia in March 2018 provided an opportunity to work on security sector governance and strengthen the role of Congress in overseeing the security sector in a way that helps the country face its current and future challenges. International experiences from other countries can provide relevant technical and conceptual lessons that can enrich the work of the Colombian Congress in matters of security. In this context, the Geneva Centre for Security Sector Governance (DCAF), the Friedrich Ebert Stiftung in Colombia (FESCOL), the Folke Bernadotte Academy (FBA) and the Swedish Embassy in Colombia organised a forum on legislative experiences in security sector governance. The forum took place on the 6th of December 2018 in the Hall of the Constitution of the Colombian Congress in Bogotá and was attended by members of the Colombian Congress as well as parliamentarians from Sweden, Germany and the Philippines. The purpose of this event was to enable participants to partake in the debate over the role of the legislative vis-à-vis the security sector, allowing members of the Colombian Congress and their international counterparts to share lessons learned and promote good practices in security sector oversight. The event was moderated by the Honourable Senator Rodrigo Lara Restrepo, who was the Speaker of the House of Representatives (2017–2018). This Event Report summarises the presentations and discussions of the event and includes two Think Pieces produced by Dr. Mario J. Aguja for this event.

40. Who Protects Whom? Politicians, Police and the Regulation of Drug Trafficking in Argentina

Abstract:: In many developing countries with weak formal institutions, sectors within the state protect organized criminal activities, allowing illicit markets to thrive. This article posits that how state actors regulate drug trafficking affects the levels of violence associated with such criminal activity. I argue that political competition influences coordination within the police and leads to different types of regulatory regimes. On the one hand, coordinated forces implement protection rackets that contain violence. On the other, uncoordinated police carry out particularistic negotiations with drug traffickers that exacerbate criminal violence. I illustrate this argument with a subnational comparison of two Argentine provinces, Buenos Aires and Santa Fe, during a period in which both witnessed a surge in drug trafficking but only one (Santa Fe) suffered a dramatic increase in criminal violence. These cases show how corrupt states can obtain relative order in highly fragmented drug markets, and how the police shape the evolution of drug dealing in metropolitan areas.

The hypothesis tested considers that these countries just tend an approximation whereby the costs are less linked to a changing in their individual policies. In this way, they propose just a superficial consensus rather than incorporate joint policies. Therefore, the analysis focuses on the confidence measures in relation to the military expenditures adopted since the SADC foundation, as well as the military forces functions to verify if – in that instance – the measures served to empower the convergences in defense, and – in the case of these – if, in the face of the highlighted common defense problems, the attributions have converged.

Abstract:: This paper considers the normative framework that support regional cooperative practices in public security based on the activities carried out by UNASUR’s South American Council on Citizen Security, Justice and Coordination of Actions against Transnational Organized Crime. The article discusses differences and similarities between the conceptions of cooperation and public policies, analyzes the documents produced within the Council and presents limitations, obstacles and opportunities identified from the reading of these documents with regard to regional cooperation in public security.

Abstract:: Research that focuses on security systems in South America usually identifies the existence of two regional security subsystems: one in the Andean countries of the North, with more traditional characteristics such as militarized tensions at the borders and intense drug trafficking problems; and a second one located in the Southern Cone, with security and integration regimes, which could qualify as a security community. This is what we call a dualistic view of security. This paper challenges this thesis to show that contemporary developments and concerns about the purchase of sophisticated weaponry by some South American countries, especially Chile, Venezuela, and Brazil in the first two decades of this century are critical points for the idea of a permanent (democratic) peace zone located only in the Southern Cone. In fact, arms purchases transform the South American region into a single regional security complex with tensions and militarized representations in both the Andean system and the Southern Cone.

Abstract:: The article discusses the interconnections between the participation of the Brazilian military in peace missions and civil-military relations in the country. For its elaboration a bibliographical revision and the collection of primary sources, like governmental documents, articles published in newspapers and magazines and interviews were realized. It is concluded that, instead of contributing to the improvement of the articulation between foreign policy and defense policy, the Brazilian participation in peace operations has been instrumentalised by the political class and indirectly contributing to the militarization of public security and the policialization of the armed forces.

Abstract:: Organized crime has grown in the world and in the region, and its criminal operations do not escape Uruguay. Among the challenges facing the State, is the fight against organized crime, especially drug trafficking, money laundering and arms theft. Likewise, the links that may arise between organized crime and terrorism must be addressed as a threat. This work aims to reflect about these threats that affect the Security and Defense of the State and what has been their response to this problem that has been placed in a first plane in the public agenda.

Abstract:: Regional cooperation in defense and security is the result of a long process that has been strongly influenced by the confluence of regional and subregional experiences, as well as by the different stages of development of regionalism. These experiences provided valuable capital for the creation of spaces for dialogue among countries that would allow addressing issues related to divergences and asymmetries in defense, as well as the generation of mutual trust with the aim of deactivating persisting conflict hypothesis in the region and address regional positions in the face of common threats.

Abstract:: Existing research on security governance in South America functions on dichotomous lines. Analysis of Brazil’s security practices is a case in point. On the one hand, scholars point out the balance of power and hegemonic institutions as the main discourse in the security practices between Brazil and its South American neighbors. On the other hand, some other emphasize the importance of democracy, cooperation on defense and security, and peaceful conflict resolution between states in the region as indicators for the emergence of a security community between Brazil and its neighbors in the South American region. The way in which multiple orders coexist is not given adequate attention in empirical research. This article seeks to overcome this dichotomy. By foregrounding Brazil’s regional security practices, particularly during the Lula and Rousseff administration, I show the hybrid and sometimes ambivalent security governance system in Brazil, where mechanisms of balance of power and security community overlap in important ways.

Abstract:: In a fairly humid, subtropical section of the United States, there is a site where sporadic gunfire sometimes rattles the windows of buildings nearby. At times, plaintive howls can be heard through those windows: the wails of wounded officers lying on neatly trimmed fields under the bright sun, waving their arms desperately to attract the attention of medics converging on a nearby field ambulance. Meanwhile, scores of military officers, civilian officials and law enforcement personnel inside the buildings barely notice, and all resist the presumably well-ingrained temptation to spring into action. Ignoring the noise outside is certainly understandable, for the sounds are from just some of many training exercises on the Army’s sprawling military base at Fort Benning, Georgia. The military officers, civilian officials and law enforcement personnel are students at one of the base’s facilities, the Western Hemisphere Institute for Security Cooperation (WHINSEC), and are deadly serious about their studies – on countering transnational threats, UN peacekeeping operations, and intelligence analysis of transnational operations, among other courses offered. But, there is one notable feature that distinguishes the educational exercises at this building from any other, and which unites the students in this particular facility: every student in every course begins studies with classes on human rights and democracy, as delineated by the U.S. experience.
