2. North Korea-Guyana Relations in the Burnham Era

Abstract:: During the reign of Forbes Burnham (1923-85), the South American republic of Guyana (formerly British Guiana) became one of North Korea’s greatest foreign policy success stories. Pyongyang not only acquired a new trading partner in the Americas but also gained a vocal advocate for its position on Korean unification on the international stage. These close ties grew in large part from Burnham’s admiration for North Korea, where he saw a highly disciplined citizenry united around the Great Leader, willing to work hard and sacrifice for the collective good. Guyana perhaps did more than any other single actor to help North Korea become viewed as an economic model for developing countries. First elected Premier of the colony of British Guiana in 1964, Burnham became Prime Minister upon independence in 1966 and ruled until his death in 1985. A lawyer and trade unionist from the capital’s Afro-Guyanese middle class, his rise to power was backed by the United States, which viewed him as the only realistic alternative to the communists. While Burnham veered to the Left once in power and frequently irritated Washington, he was more or less tolerated because his pro-Soviet opposition would almost certainly fill his absence.

Abstract:: Desde hace un tiempo China viene compitiendo con Estados Unidos por una posición dominante en el mundo. La competencia es, sobre todo económica, aunque implica, por supuesto, aspectos también políticos, sociales y militares. Una de las regiones más disputadas es, sin duda, América Latina, en la que Estados Unidos pierde cada vez más terreno y China se posiciona como el mayor socio comercial. En este contexto, los países latinoamericanos han tenido que reconfigurar sus políticas exteriores para poder satisfacer sus expectativas de la mano de quien le ofrezca mejores posibilidades. Perú no ha sido una excepción y, de hecho, se ha acercado en los últimos años más a China como principal socio comercial, aunque no ha soltado la mano de Estados Unidos del todo. El presente artículo explora cómo se ha reconfigurado la política exterior peruana de cara a la competencia entre China y Estados Unidos.

Abstract:: En el marco de la creciente escalada en el estrecho de Taiwán y en medio de la tensión provocada por dinámicas que buscan desafiar el orden existente, Paraguay, como el único país sudamericano y uno de los pocos Estados a nivel global que reconoce en la actualidad a la República de China (Taiwán) y no a la República Popular China (RPC), percibe desde el otro lado del mundo un conflicto que no es ajeno a él. Este contexto hace oportuno el análisis del relacionamiento de Paraguay con Taiwán y los elementos que determinan su reconocimiento actual, identificando los factores exógenos y endógenos que rigen esta vinculación. Esto permite a su vez, dilucidar cuál es la situación que podría presentarse en un futuro.

Abstract:: La competencia entre Estados Unidos y China en el ámbito comercial, tecnológico y geopolítico tiene repercusiones globales. América Latina, a pesar de una creciente irrelevancia, también es una arena donde estas potencias están compitiendo. Argentina no ha quedado fuera de esta disyuntiva y, al igual que otros países de la región, ha intentado mantener un equilibrio entre ambas potencias, por la importancia que cada una reviste: Estados Unidos en lo financiero y China tanto en lo comercial como en materia de inversiones. En este artículo, a través de un repaso teórico, análisis de documentos oficiales y entrevistas, se analiza la política exterior de Alberto Fernández hacia China en el contexto de las divergencias entre ambos Estados. Concluimos que Argentina ha intentado de manera continua un equilibrio, aunque no implica equidistancia, ante una situación en donde los gobiernos aún no han sido presionados a optar.

Abstract:: This article addresses the first hundred days of Luiz Inácio Lula da Silva's third term as president of Brazil in the contextof international migration and refuge. The paper aims to analyse the “intermestic” characteristics of foreign policy and its relationship with the formulation of specific guidelines on migration. Using documentary sources and interviews, we examine the context in which Lula took charge, which was marked by the recognition of “prima facie” refugee status for Venezuelan citizens, the elaboration of a national migration policy, and the definition of the future of Operation Welcome. Our objective is to reflect on the main challenges faced by the new government concerning migration and refugee issues, considering the historical con-struction of the agenda in the last two decades. We conclude that the current focus is on revamping crucial policies to ensure the smooth operation of orderly migration within the country, as these practices have been gradually dismantled in recent years. Besides, we highlight that the future of Opera-tion Welcome remains uncertain at this stage.

8. Money Alone Is Not Enough: The Future Of The China-Argentina Relationship

Abstract:: Observers assessed the outcome of the first round of Argentina’s presidential elections held on October 22 as good news for the Chinese government (VOA, October 26). Against the odds, Sergio Massa, the Peronist candidate and current minister of economy, emerged on top, despite his overseeing an annual inflation rate of almost 140 percent. Meanwhile, Javier Milei, the libertarian opposition candidate, took the second place (Yahoo Noticias, October 23). These two politicians will compete for the presidency in the second round of the election scheduled for November 19. At first glance, the victory of Massa should be an encouraging sign for the People’s Republic of China (PRC) since it keeps open the possibility that the China-friendly Peronist party remains in government. However, a more granular analysis suggests two alternative outcomes: First, Milei is likely to be the eventual winner after the second round of voting, which would make the new occupant of the Casa Rosada (the Argentinian presidential palace) a politician who has called the PRC an “assassin” and who plans to freeze relations with Beijing. Second, if Massa wins the presidency, his more moderate Peronism is far from the Third-World foreign policy promoted by the outgoing president, Alberto Fernandez, and his vice-president and former president, Cristina Fernandez. Thus, regardless of the outcome of the presidential election, Beijing’s desires to increase political influence over Buenos Aires, which have focused particularly on its defense policy, are likely to be curtailed. A decrease in political influence with Buenos Aires would deal a serious blow to the Chinese strategy in Latin America, in which Argentina plays a critical role. Argentina is the only large country in the region to join the Belt and Road Initiative (BRI). It also exports food, minerals, and oil needed by the Chinese industrial sector. Argentina’s expansive territory represents a natural platform to project power within South America and to the South Atlantic. Buenos Aires’s geopolitics makes it particularly attractive for Beijing, which is exploring opportunities to secure rights for a naval base on the west coast of Africa in order to gain access to the Atlantic. Argentina also forms a key part of PRC efforts to consolidate its hegemony over the Global South. Specifically, the PRC views Argentina as a counterbalance to Brazilian regional hegemony, which motivated China’s interest in Argentina joining the BRICS grouping of countries, against Brazilian opposition.

Abstract:: In the context of Brazil-Paraguay historical relations, the construction of the Itaipu hydroelectric dam on the Paraná River – on the border between the two countries – was one of the most important initiatives (in political, economic and energy terms). The events between Brazil and Paraguay involving the Itaipu project are part of South America's geopolitics. In this sense, the present article will focus on the negotiations that preceded and continued throughout the construction of the plant and the treaties and main events and agreements that established the criteria for the operation of the hydroelectric power plant. The Itaipu Treaty, signed in 1973, provides for the revision of financial clauses by 2023. Thus, the present work aims to examine the relations between Brazil and Paraguay throughout history and analyze the impacts of the Itaipu Dam on this relationship. This article is qualitative research, from the perspective of International Relations and Political Geography, enriched with cartography created by the authors with Arc GIS software.

Abstract:: According to the current literature, since the redemocratization, Brazilian foreign policy has been marked by a process of increasing politicization. This article’s main objective is to verify the relation between administrative shifts and Brazilian nuclear diplomacy. Accordingly, the question dealt with in the article is: since Brazil joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), have administration variations interfered with the formulation of Brazilian nuclear diplomacy? This article argues that Brazilian nuclear diplomacy has been an exception to this trend. No matter how innovative some administrations have been in foreign policy, nuclear diplomacy has been insulated from governmental changes, having consolidated a coherent and stable rhetoric internationally. The research was carried out by analyzing the Brazilian rhetoric between 1998 and 2019 in the NPT Review Conferences and Preparatory Committees, vis-à-vis different administrations, through the method of substantive content analysis. The result consisted in the verification that the majority of the rhetorical issues used were present in all studied administrations, indicating the absence of correlation between administration shifts and the Brazilian stance in the Global Nonproliferation Regime.

13. CPLP: the first twenty-five years

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

Abstract:: El interés de América Latina por África se renovó a comienzos del presente siglo. Las transformaciones globales, el liderazgo de Brasil y la emergencia del regionalismo impulsaron una asociación basada en el diálogo político y la cooperación cuyo objetivo era alcanzar una mayor incidencia sobre el sistema internacional. Sin embargo, el déficit de interdependencia, la debilidad de la institucionalización interregional y la vulnerabilidad de los actores involucrados limitaron el alcance de esta estrategia sin alcanzar su verdadero potencial. En un escenario de incertidumbre que anuncia cambios en el orden mundial y consolida una gobernanza fragmentada, la posibilidad de restablecer esta relación encuentra nuevos incentivos. El artículo analiza los factores catalizadores de este proceso concluyendo que, pese a la oportunidad, su materialización sigue sin contar con las condiciones ni capacidades necesarias para competir geopolíticamente por África.

Abstract:: Brazil experienced the opening-up and democratization of its foreign policymaking in the last decades, but since 2016 a wave of bureaucratic reforms sought to reverse that process. This paper contributes to understanding this phenomenon by looking at the agri-food dimension of Brazilian foreign policy. Through the analysis of official documental and discursive data, we discuss successive symbolic-discursive, as well as policy-institutional governmental efforts to close-off foreign policymaking to peasant family farmers and their interests. The study reveals changing patterns in state-society interfaces, and contributes to bridging the fields of Foreign Policy Analysis, Policy Dismantling and Social Participation.

Abstract:: The political and institutional crisis in Brazil from 2015, fueled largely by corruption probes and lawfare, had severe repercussions within the Brazilian construction and energy sectors. While many international investors withdrew from Brazil in this period, Chinese investment surged. This article accounts for the particular characteristics of Chinese investments, such as sectorial complementarities, risk assessment, market size attraction, and state-drivenness, which may explain this development.

Abstract:: The arrival of Jair Bolsonaro to the Brazilian presidency brought many changes to foreign policy. Based on new ideas in a new foreign policymaking format, several patterns of international behavior were questioned and replaced by new guidelines and actions that created friction with international partners. Brazil’s behavior towards South America was one of the areas most impacted by this shift. This paper reflects upon Bolsonaro’s foreign policy for the region, influenced by these changes and marked by disinterest on policymakers’ part, highlighting how ideational factors underpinned behaviors, actors, and actions.

19. A Theory of Hegemonic Stability in South American Regionalism? Evidence from the Case of Brazil in UNASUR and Venezuela in ALBA

Abstract:: Both Brazil and Venezuela structured their foreign policy agendas in the early 21st cen- tury on the projection of their respective leadership in regional schemes such as UNASUR and ALBA, respectively, following an intermediate hegemonic strategy. The loss of dynamism of these post-hegemonic initiatives problematizes the relationship between regional governance and the role of regional powers. ALBA is a scheme contingent on the political cycle and political voluntarism intrinsic in Venezuela’s leadership. The bloc has lost members and relevance in recent years. As for UNASUR, most of its member states have withdrawn from the bloc and it is currently not operating. In short, post-hegemonic proposals lose dynamism and support once the leadership that promoted them weakens. A certain ‘hegemonic stability theory’ contextualized to South America with regard to the leadership of Brazil and Venezuela in recent years seems to be fulfilled: the decline in power of these countries helps to account for political reversals and changes in regional governance.

Abstract:: The conflict between the United States and China may be the issue of most importance as well as interest to the world, prior to COVID-19. This conflict between the two countries is appearing not only in the economic sector, but also in various field such as politics, diplomacy, and military affairs. Such competition between the two countries is likely to escalate further as multilateral systems such as the WTO are threatened and protectionism intensifies in the post-COVID-19 world. Even within Latin America, the competition between the two countries frequently appears in a variety of forms. Conflicts between the United States and China in Latin America tend to occur mainly in the infrastructure sectors. Furthermore, the United States pressured Latin American countries to choose between the United States and China, with the results of this pressure depending on the political orientation of the ruling government. In order to investigate the impact of retaliatory tariffs between the two countries on Latin American countries’ exports and welfare, we employ an event analysis for exports and computational general equilibrium (CGE) model for welfare, with Argentina, Brazil, Mexico, and Chile as the subject of our analysis. Based on the outcome of the event study, Brazil’s exports to the United States moderately increased due to the tariff imposition, and such an effect persisted for short term. Its exports to China rose considerably immediately after the tariff imposition, and then the impact tended to decrease over time. By contrast, it is difficult to conclude that the tariff imposition had a statistically significant and lasting effect on the exports of the remaining three countries to the United States and China. As a result of the analysis using the CGE model, meanwhile, the tariffs imposed between the United States and China trivially increased the welfare of Latin American countries.

Abstract:: After Venezuelan President Hugo Chávez’s death in 2013, then-Vice President Nicolás Maduro succeeded the late socialist leader, consolidating power amid rampant economic mismanagement and increasing violence and deprivation. Venezuela’s authoritarian slide accelerated under Maduro’s rule. Electoral fraud, crackdowns on opposition figures, and human rights abuses hardened U.S. resolve to apply pressure to change Caracas’ policies. President Trump reportedly discussed using U.S. military force to oust Maduro in 2019 but pursued non-military regime change instead, increasing economic and diplomatic pressure in the false hope the Venezuelan leader would vacate his office. President Biden has continued this policy. The U.S. objective remains: (1) to delegitimize and push out Maduro as the country’s leader and (2) put pressure on Venezuela’s economy to force Caracas into reinstituting democracy.

Abstract:: The purpose of this article is to analyse the works of Adolpho Justo Bezerra de Menezes (1910-2006), one of the first Brazilian diplomats to serve in Indonesia, and an enthusiast of Brazilian rapprochement towards the Afro-Asian world. In his books, historical interpretation is closely tied to political engagement, and he turns to the past in order to legitimise a greater role for Brazil in the Third World. His ideas also interact with the context in which they were written; they express the bipolarity of the Cold War, but also advocate change. Many of these ideas were later incorporated into Brazilian diplomacy.

Abstract:: Why has Brazil’s international influence subsided? From 2003 to 2014, Brazil fostered its socioeconomic development and pursued an assertive foreign policy that raised its international profile. Besides promoting regional integration, with Mercosur and UNASUR, Brazil played an important role in international coalitions such as the BRICS and the G 20. However, those initiatives have lost momentum from 2015 onwards. This paper aims to explain the decline in Brazil’s international influence. We hypothesize that Brazil’s politico-economic crisis, caused by domestic power struggles and international reaction to its ascent, has weakened its position as an emerging country. International systemic constraints are important, albeit not enough to account for such a setback. A comprehensive explanation needs to take in consideration both geopolitical factors and domestic power struggles.

Abstract:: Taiwan's situation in the international system is particular and the recognition of other states is key to its survival. Paraguay has maintained diplomatic relations with this Asian country continuously since 1957. This research aims to describe the south - south cooperation of Taiwan with Paraguay during the period 2009 - 2019, a very important facet of the bilateral relationship between both parties. For this, a bibliographic-documentary research was used. In addition is important to mention the level of this was descriptive and primary and secondary sources were employed. Among the main results obtained, it can be seen that non-reimbursable cooperation projects are being adjusted according to five-year negotiations, that there is some continuity regarding the issues addressed by technical cooperation and the existence of other less known initiatives such as conferences and participation in fairs.

Abstract:: Columbia University ILAS panel on Democratic presidential candidates and Latin America. Among leading Democratic candidates some basics are widely shared. They agree that military force should be a last resort and that long-term occupations are damaging. They promise to reinvest in diplomacy and rehabilitate the US image abroad, as well as trying to achieve US policy goals, by rebuilding alliances and recommitting to multilateralism on climate change, on nuclear arms control. They want to use foreign aid and international institutions to improve human security, address the root causes of migration, and seek diplomatic solutions to conflicts. There is a rough division between the mainstream, Obama-style approach represented by Joe Biden and the mayor from South Bend, Indiana, Pete Buttegieg, who both believe that US alliances and international institutions are force multipliers for the United States. Together, the so-called moderate candidates have about 40% of the Democratic voter support in surveys. The progressive wing is represented by Senators Bernie Sanders and Elizabeth Warren, who want to reduce US military activity abroad and also reform the global economic order in order to reduce inequality, conflict, and environmental damage. Together, Sanders and Warren have about 40% of the Democratic vote as well.

29. Evaluating the Trump Administration’s Approach to Sanctions: Venezuela

Abstract:: Since taking power in January 2017, the Trump administration has overseen a dramatic escalation of sanctions[1] to pressure and punish US adversaries, including high-profile cases against Iran, North Korea, Russia, and Venezuela. Against this background, the Center on Global Energy Policy is publishing a short series of critiques of the Trump administration’s sanctions in the four cases mentioned. The series utilizes findings from the author’s book The Art of Sanctions, which recommends policy makers evaluate their sanctions decisions regularly to assess whether they are using sanctions effectively. It counsels that policy makers should have alternative strategies under development for use if they determine sanctions have or will likely fail to achieve their objectives. Further, the author enjoins those intent on using sanctions to recall that, like all foreign policy instruments, sanctions are only as good as the underlying strategy being pursued. This commentary, the fourth and last in the series, examines the effectiveness of the sanctions put in place against Venezuela. It assesses the sanctions approach within the parameters of the framework outlined in The Art of Sanctions and concludes with recommendations for the Trump administration. The Trump administration began with a conundrum: how to exert leverage on a country that is not only hostile to the United States but also an economic mess. Diplomatic engagement appeared an implausible path toward resolving US concerns with the country—not least of which centered on its potential to be disruptive to the region as a whole—but these concerns did not reach the level that would merit the use of military force. Such situations are usually tailor-made for the application of sanctions pressure, but, in Venezuela’s case, the country was already suffering under considerable economic strain that was entirely self-administered. Sensibly, the Trump administration declined to undertake major new sanctions initiatives for over a year. But upon doing so, the administration found itself in a wholly new and arguably more difficult situation: imposing sanctions on a country in the midst of a contested political transition. To date, the sanctions approach selected has been largely reasonable in this context, but impatience over the slow pace of the aforementioned transition could prompt error, especially if the administration loses sight of the desired end goal and begins to see sanctions pressure as an end unto itself.

Abstract:: The Latin American experience with international sanctions has been mostly as sanctioned states rather than targeting states. This is not merely because Latin American countries have lacked the interest in using sanctions tools but also because of more complex factors, including the historical evolution of Latin American nationhood, a set of cultural values rooted in the defense of national sovereignty, and opposition to any foreign intervention. Although those values were embraced as a result of defending the independence of Latin American nations against European dominance, the values were also applied in intraregional relations in Latin America. As a result, there is not a strong culture of international sanctions imposed by Latin American countries. With few exceptions—such as Cuba—Latin American countries tend to rely on diplomatic negotiations conducted under the nonintervention principle. The unparalleled crisis in Venezuela has produced a change in perspective. While the main actions adopted regarding this crisis were undertaken to facilitate diplomatic negotiations with the Venezuelan government, Latin America—particularly within the framework of the Organization of American States (OAS)—has started to implement international sanctions as a tool to promote a transition in Venezuelan governance. This shift has not been without controversy in Latin America. Consequently, the principle of nonintervention as relates to the use of sanctions is under stress in Latin America and merits re-examination. This paper, part of the International Security Initiative at the Center on Global Energy Policy, reviews the history of international sanctions in Latin America in the context of broader diplomatic developments.

32. Argentina and the Zone of Peace and Cooperation of the South Atlantic (Zopacas)

Abstract:: Here it is argued that despite a constant presence, Argentina has had a low profile in the Zopacas, following the actions of Brazil, due to its relatively low interest in the maritime issues of the South Atlantic and in the countries of the west African coast. Only the claim for the sovereignty of the Malvinas, Georgia and South Sandwich Islands – a constant question in the AFP – and substitute issues such as the care of the resources of the area and regional disarmament, appear as the most important incentive to justify their participation. Promoting a Zopacas free of weapons and nuclear submarines, control of fishing, exploitation of hydrocarbons and promotion of a safe environment are part of the Argentine external agenda, directly touching the dispute over the islands and the British presence. However, attention to these issues shows a pendulum movement, depending on the different governments and the systemic changes. Consequently, some aspects that show Argentina’s growing concerns in the South Atlantic, the different proposals for multilateral coordination in which it has participated, conditioned by the AFP towards Malvinas and the relationship with the countries of the eastern Atlantic coast will be addressed initially. They will be the explanatory context to position the Argentine interest and action in the Zopacas.

34. Are Sanctions Working in Venezuela?

Abstract:: As the United States, the Lima Group, the European Union, and other like-minded nations continue to increase pressure on the regime of Nicolás Maduro with diplomatic measures such as challenging his government’s legitimacy, the question remains as to whether sanctions are an effective measure for changing the behavior of the Venezuelan regime and pushing Maduro to step down. Despite external support by Russia, Cuba, China, and a few others, Maduro is more alienated on the world stage than ever before. That said, stiff sanctions and diplomatic isolation have not yet convinced Maduro to negotiate his exit while his regime has proven to be resilient and adaptable . As the humanitarian crisis deteriorates further, a debate has raged on among policymakers who worry that sanctions may be worsening conditions for Venezuelan citizens. This brief provides clarity on this complex issue. This report will assess the efficacy of past sanctions, as well as their impact on standards of living in Venezuela, and provide recommendations for improving policy in this area.

Over 2 million citizens have fled the country since 2014. Those who cannot or do not wish to leave face yet another challenge to their health and wellbeing: an increasingly authoritarian and repressive government. In 2017, the world responded to the crisis in Venezuela by withdrawing ties to the regime. The Mercosur trade bloc suspended Venezuela, and the country currently faces expulsion from the Organization of American States (OAS). Abstract:: Brazil-European Union relations punch below their weight. Cooperation takes place at three levels: relations with European Union (EU) member states, Brazil`s partnership with Brussels, and EU-MERCOSUR negotiations. This multilevel governance contrasts with poor results: there is no free trade agreement, development cooperation became irrelevant, and international positions rarely converge. The article explores the reasons for the underperformance by comparing foreign policy shifts in Brazil and the EU, and analyzing multilevel governance in selected sectors of cooperation. It is based on four assumptions: multilevel relations are uncoordinated, idealist inter-regionalism doesn’t work, and crisis-driven, liberal realist foreign policies in Brazil and the EU facilitate bilateralism.

Abstract:: The article compares Lula’s foreign policy to the Middle East with Ahmadinejad’s to Latin America. Methodologically, the historical concepts of each diplomacy is combined with empirical data on trade flows and diplomatic actions. It is argued that the implementation of foreign policies involved similar (presidential diplomacy) and distinct means (universalism and multilateralism by Brazil, and personalism, bilateralism and low institutionalization by Iran). The results of diplomacies also resembled: although the economic implications were modest, Brasilia politically increased its global projection capacity, while Tehran relatively reduced its international isolation.

Abstract:: External aggression is an analytic category used by Latin American States regardless the governmental ideology or their political affiliations. A comparative study conducted out between two Latin American Small States enables to understand the regularities in their behavior when facing such kind of threat, in terms of their role identity, objective and subjective interests and consistently their foreign policy actions at the domestic, bilateral, sub-regional and regional level. This article argued that the small states are more vulnerable to the external aggressions because of their lack of material resources and their need of external support, compromising their sovereignty and territorial integrity, and requiring the activation of multilateral mechanisms such as the Organization of American States and other regional and sub-regional institutions.

Abstract:: This article aims to contribute to the analysis of Brazilian grand strategy and the place of UN peace operations (POs) in the context of this strategy. It deals with the political economy of POs and grapples with the trends of POs in the recent past, especially the increasingly robust mandates of peace operations and their implications. Brazilian participation in peace operations is discussed, focusing on its main characteristics and the consequences of an absence of consensus on the role of POs for the country´s grand strategy. Finally, suggestions are proposed that might create synergies between participation in POs and Brazil´s grand strategy.

Abstract:: Snowden´s whistleblowing on the NSA program had a powerful impact in Brazil, prompting Dilma Rousseff´s administration to promote, at the United Nations, resolutions on Internet privacy, freedom of expression, as well as to host important multistakeholder conferences and, domestically, to approve the innovative legislation known as Marco Civil. These answers were only possible due to a network of officials and activists. However, Brazil´s global leadership in Internet governance is fragile, with many internal contradictions.

Abstract:: This article presents an analysis of the relationship between Brazil’s foreign policy, defense policy and development model in a historical perspective. A paradigmatic approach is used, trying to identify the phases of the Brazilian Grand Strategy that cross the limits of the presidential terms, being also linked to international political, economic and military constraints. The period covered begins in the 1930s, with the rise of the Developmental State, addresses the 1980s turning point (Normal/ Neoliberal State), and examines the defense investment’s rise and crisis of the 2000s and 2010s (Logistic State).

Abstract:: This paper aims to discuss the democracy gap in the implementation process of decisions of the World Trade Organization Dispute Settlement System in Brazil and possible measures to increase its transparency and accountability. Although the selection of the implementation measure is a sensible political choice that impacts a wide spectrum of different interest groups in diverse manners, government shall give publicity and transparency to the selecting process, making possible for interest groups and agents to present their arguments regarding the possible implementation paths and connecting state governance structures to stakeholders, and allowing the collective and legitimate construction of public interest.

Abstract:: The Americas affect U.S. national and homeland security, economic prosperity, and stability perhaps more than any other region in the world. Collectively, they are the destination for more than 40 percent of all U.S. exports,1 the source of 65 percent of all U.S. energy imports,2 and the region of origin or heritage for 17 percent of the U.S. population.3 As the next administration looks to the Americas, it will have a fundamental choice: It can embrace the partnership model that seeks to work with those in the region willing and capable to engage on the wide range of bilateral, regional, and global issues that have predominated the past eight years. Or, in contrast, the administration can unreasonably attempt to wall the United States off from its closest neighbors.

Abstract:: Just a few years ago Brazil was a feel good story. Its economy was soaring at a rate to rival China’s. Its charismatic president, Luiz Inacio “Lula” da Silva, was among the most popular leaders anywhere, a rags-to-riches phenomenon. In 2014, when the Council on Foreign Relations chose its “Great Decisions” topics for the next year, one was “Brazil in Metamorphosis.” Unfortunately, the country has slipped back into its cocoon. The Samba music has stopped. Instead of being on a roll, Brazil is mired in an awful slump. Or as Frank Sinatra put it, riding high in April, shot down in May. What sort of country is this anyway?

Abstract:: The literature has given increasing attention to the role played by Brazilian transnational companies in its international insertion. In this context, special attention has been given to Brazilian private activities in Africa and, in particular, in Angola. Some countries in Sub-Saharan Africa are understood as potential markets for investments, especially given the similarities of the challenges for development and expertise of some of the Brazilian firms in sectors as agriculture, mining and civil construction. The objective of this paper is to try to capture possible relations between Brazil-Angola bilateral relations over the international operations of Brazilian firms. Our argument is that the business environment to investments has been favoured by a simultaneous international political alignment, as a consequence of the changes in the Brazilian foreign policy orientation.

Abstract:: A changing world in which global and regional powers rethink their actions and preferences in the international arena is a world where domestic politics increasingly creates a more complex framework for foreign behavior. Many newly emerging powers have just recently adopted a democratic regime, while others are still governed by hard autocracies. Within this context, their civil societies have different channels to express their preferences towards the new world order under formation and their expectations concerning how their states plan to be part of it. This paper will discuss how emerging regional powers behave in this changing world, the possibilities and limits imposed by civil society pressure, or even inaction. The authors wish to address how these systemic changes impact on the channels through which civil society movements voice their platforms for their country international role, considering the degree of democratic institutional consolidation as an intervening variable. As case studies, this theoretical debate will be applied to contemporary Brazil and India.
