401. The Ethnic Chapter of Colombia’s Peace Agreement Five Years On: An Independent Assessment

Abstract:: In 2016, the Colombian Peace Agreement included an Ethnic Chapter designed to ensure the representation of and oversight by indigenous and Afro-Colombian social organizations in the implementation process. This recognition of ethnic rights as a cross-cutting agenda set a precedent among international peace-building processes. But failures in the implementation have meant that armed conflict and systematic violence against ethnic peoples and their territories have raged on. In this Accountability Note, Helmer Eduardo Quiñones Mendoza presents an assessment of the implementation of the Ethnic Chapter of the peace agreement. The assessment was carried out by the advisory team to the High-Level Forum with Ethnic Peoples (IEANPE), the main mechanism for monitoring and promoting the Ethnic Chapter, and presented to the Colombian government in 2021. Together with a preface by Armando Wouriyú Valbuena (Secretary of the Ethnic Commission, Technical Secretary of the IEANPE, and distinguished indigenous leader), an introduction by Jonathan Fox (ARC Director), and an afterword by Gimena Sánchez-Garzoli (Washington Office on Latin America), this note assesses implementation against each of the agreement’s six pillars, identifies entry points for improvement, and lays out an agenda for building a new future for Colombia’s ethnic minorities by fully implementing the Ethnic Chapter of the 2016 agreement.

Abstract:: En Colombia existen diferentes modalidades institucionales para hacer control social dentro de las cuales se encuentran las veedurías ciudadanas, reglamentadas a través de la Ley 805 de 2003. Si bien las veedurías ciudadanas son un mecanismo de participación ampliamente conocido, y pese a haber sido reglamentado hace casi dos décadas, existe poca información sobre las dinámicas de su funcionamiento, impactos alcanzados, y factores que llevan a su éxito. Este documento analiza los límites y potencialidades de las veedurías ciudadanas en Colombia como modalidad o mecanismo de control social, a partir de la revisión del marco institucional que promueve su desarrollo y formalización en el país. Para ilustrar estas dinámicas, también se presenta la experiencia de la Veeduría Tumaco Despierta, iniciativa ciudadana de control social formalmente constituida, cuyo objeto es hacer seguimiento a la implementación del proyecto de agua y saneamiento básico bajo el crédito IBRD 86490 (PID 156239) del Banco Mundial.

404. Venezuela Oil Sanctions: Not an Easy Fix

Abstract:: Russia’s invasion of Ukraine has upended global energy markets and brought energy security issues back to the forefront of global attention. The unexpected visit of a US government delegation to Caracas for talks with Nicolas Maduro on March 5th may be considered an example of official recognition of this imperative.[1] The visit led to speculation that sanctions on the Maduro regime could be lifted and that a rapid ramp up of Venezuelan oil production and export could result.[2] This commentary makes three arguments concerning these recent developments. First, rather than potentially leading to the lifting of US sanctions on the Maduro regime, the visit could result in – provided certain conditions are met – an easing or softening of existing oil sanctions via licenses for some of the international oil companies (IOCs) that still operate in Venezuela.[3] Second, in the short term, it is unlikely that this scenario, should it come to pass, would offer any meaningful relief to global oil markets, as substantial increments in oil production from Venezuela would require overcoming many obstacles and risks, even with a potential softening of oil sanctions. However, the latter would likely lead to the redirection of Venezuela’s existing oil exports to the US market. Third, Venezuela has already seen a recovery of oil production, albeit from historically low levels. In a context of no sanctions relief, continued recovery is not guaranteed and might depend on how geopolitical events impact Russian oil exports and the outcome of the Iranian nuclear negotiations.

Abstract:: Finding common ground between theories that have never or seldom spoken is a necessary first step to bridge-building, particularly concerning their foundational bases. This article proposes to develop such a footing for a dialogue between the Marxist version of Latin American Dependency Theory (MDT) and Robert Cox’s neo-Gramscian Critical Theory (NCT). The onto-methodological debate around the agency-structure relation offers a possible starting point for a discussion of (in)compatibilities, in particular by deciphering how each understands the relation; but also by asking whether they bring particular social ontologies that need to be addressed.

Abstract:: In the last 40 years, Critical International Relations Theory (CIRT) has influenced scholars in the Global North as well as the South. Latin America shows particular features. On the one hand, conceptualisation did not divorce the domestic from the international, as in dependency theory. On the other, Gramsci was widely read much before Robert W. Cox and even before International Relations was constituted as a discipline in its own right. In this context, this article aims to present possible contributions of (neo)Gramscian approaches to the understanding of Latin America as a region. It does so by establishing a dialectical relationship between a few topics that offer insights (and the theoretical reflection they provoke) and some (neo)Gramscian concepts. Hence, we want to re-read, in a dialectical vein, both CIRT and some aspects of how Gramscian thought has travelled in Latin America. We intend to analyse how such thinking is thriving, if at all, and discuss the possible relevance of rescuing Gramscian international thought to think about the region.

Abstract:: The vigorous debate on global land grabbing within Critical Agrarian Studies contrasts with the incipient analyses from International Political Economy (IPE). This divergence has overshadowed the multi-scalar nature of the power relations that shape land governance, and consequently its effects on land grabbing. For this reason, this paper provides a critical theoretical model of land governance based on Robert Cox’s historical structures approach to understand the causes of land grabbing in Latin American countries. It is argued that this model renders visible the articulation of local and global processes driving land grabbing because it foregrounds the power relations at multiple scales that shape decisions on land access, use and control, as well as the conflicts inherent to them. This demonstrates that, on the one hand, land governance structures in Latin America play a hegemonic role since they express and develop the global agricultural model that promotes land grabbing. On the other hand, social resistance highlights that land governance simultaneously possesses a potential for change. As a result, knowledge about land grabbing is enhanced through a dialogue between the two fields of study.

Abstract:: The second half of the twentieth century was marked by national liberation struggles in the colonised countries of Africa and Asia. In Latin America, neo-colonial structures had subordinated the republics founded as independent countries at the beginning of the nineteenth century, cementing their subaltern position in the international division of labour. During decades of global crisis (1914–1948), Latin America saw battles between an oligarchy that violently sought to make the working class pay the price of the economic meltdown and a left-wing tendency boosted by two processes: the growing peasant and trade union organisations on the one hand, and a radicalised middle class on the other. Observing the new forms of material dispossession that made the promises of republican democracy impossible, peasant and worker organisations advanced a discourse highlighting class conflict and patriarchal and neo-colonial domination. They also voiced new visions of the nation state and the perspectives for democratic and socialist internationalism against the unfolding fascism, inspired by the mobilisations and transformations of public power achieved by the Mexican Revolution and the Russian Revolution. The fight for equality and liberation under the leadership of working people is ongoing in the anti-imperialist struggles of our time. In a myriad of ways, women powerfully shaped and continue to shape this struggle against oligopolistic, patriarchal, racist, and neo-colonial capitalism. In the Women of Struggle, Women in Struggle series of Tricontinental: Institute for Social Research, we present the stories of women in struggle who contributed not only to the wider arena of politics, but who also pioneered the establishment of women’s organisations, opening up paths of feminist resistance and struggle throughout the twentieth century. Praxis, as a knowledge of theory and of organisational methods of struggle as they change and respond to history, gives sustenance to ongoing struggles to face oppression. As militants, we study the diverse organisational methods of these women not only to better understand their political contributions, but also to inspire us as we build the organisations necessary for our fight against oppression and exploitation today. In this third study, we discuss the life and legacy of Nela Martínez Espinosa, an Ecuadorian fighter for the people. Nela was a writer and communist activist[i] from an early age with extensive internationalist experience. As the first woman elected to Ecuador’s parliament, she created one of the country’s first mass women’s political organisations in 1938 and, as the first woman minister of the interior, she was effectively in charge of the country in the chaotic three days that followed the insurrection known as La Gloriosa, or the Glorious May Revolution, in May 1944. Nela’s rich life-long activism teaches us about the history of women in local, national, and international struggles that linked women’s rights with anti-capitalist, anti-fascist, anti-racist, anti-colonial, and anti-imperialist struggles throughout the twentieth century. In a speech at Ecuador’s National Congress in 2003 (a year before her death), Nela spoke about becoming the first woman legislator in 1945: I came [to the parliament] for the first time in a trance of my love for this homeland, which is still struggling with itself, but by then had been rescued from a dictatorship that intensified its oppression. Those of us who experienced the dangers of demanding a revolution which was subsequently denied to us were simply moved. A woman in Congress among those who spoke and not simply among those who listened? Those who ruled inherited the colonial way of thinking and acting […] which during the colony destroyed the culture […] of indigenous peoples to the point of becoming part of the norm, the way of life for those who later became the leaders of the republic. The practice that we are speaking of persisted in social norms and especially behaviour. That is why my presence was strange in the National Congress and, on welcoming it, political leaders for the first time also recognised women citizens in the upper echelons of power.

Abstract:: This contribution provides a cost-benefit analysis in a partial equilibrium framework to investigate the welfare consequences of a prohibitive regulatory non-tariff measure (NTM) in the form of a sanitary and phytosanitary (SPS) measure aimed at a foreign product with perceived negative characteristics. Two groups of consumers are distinguished: one that is indifferent to the foreign product’s negative attributes, and another that is concerned about them. Different scenarios concerning the welfare gains from the introduction of an NTM are explored. The results depend on consumer awareness and information policies pursued by the government of the importing country or group of countries. The theoretical model is illustrated with data on the production and importation of prepared poultry in the EU. This paper focusses on the recent Dispute Settlement (DS) case 607 at the World Trade Organization (WTO) that was initiated by Brazil in November 2021 to consult with the EU on restrictive measures imposed on the importation of prepared and preserved poultry. These restrictions are in line with the comprehensive and restrictive programme legislated by the EU to combat salmonella spp. The findings suggest that the consumer surplus may be reduced after the imposition of prohibitive SPS measures because the market structure changes from a duopoly to a monopoly. However, when the perceived harm of the bad product increases and the portion of the concerned population in society regarding the bad product increases, the change in the consumer surplus also increases.

In this direction, the scope ofthis study is that there is anincapabilitybetween the strategic actions provided for in the National Defense Strategy (NDS) and the capabilities of the Defense Industry Base (DIB). It is assumed that companies linked to the DIBmust know their dynamic capabilities, so that they can, in their strategic planning, develop actions that allow them to cooperate with the NDS, in addition to generating competitive advantage. The methodology used has a bibliometric nature. The findings point to i) the lack of studies that aim to propose strategies for the Defense sector, from the perspective of the theory of dynamic capabilities and business strategy; ii) the inexistence of Stricto SensuPost-Graduate Programs in Administration, which have in their lines of research the National Defense theme; and,iii)the inexistence of journals in the area of Administration that have as scope or focus organizational studies, strategy and innovation in the area of National Defense. The Administration area has lines of research that cover strategic and organizational studies, innovation and technology, governance, public finance and others, which can collaborate with the advancement of studies on Defense in an applied way, as they aim to relate theory to practice and the constant search for pragmatic solutions to symptomatic and ongoing problems, through analytical, in-depth scientific methods and empirical observation.

Esta cartilla, pretende contribuir a desenmarañar esta complejidad y, de esta manera, aportar algunos elementos para la construcción de un Putumayo prospero, sostenible e inclusivo. Es por esto que esta cartilla presenta a sus lectores en su primer capítulo, una breve reseña, del departamento, incluyendo aspectos históricos, culturales, políticos y económicos. De esta forma, la cartilla trata de presentar una mirada englobante del Putumayo, que puede ser útil para entender el departamento antes de pensar en su ordenamiento. En el segundo capítulo, la cartilla explica de manera sencilla lo que se entiende por “desarrollo”. Lejos de repetir indicadores -lo que muchas otras cartillas hacen- esta cartilla trata de mostrar la racionalidad que existe tras los ya conocidos indicadores. Igualmente, este capítulo presenta el concepto de Ordenamiento territorial, mostrando nociones básicas sobre geografía, espacio y territorio. Finalmente, la cartilla propone dieciséis razones para el ordenamiento y la planeación rural del Putumayo, sugiriendo vías de acción que pueden llevar al departamento hacia un desarrollo verdaderamente sostenible e inclusivo.

Abstract:: Este texto aborda el ordenamiento del suelo rural que, si bien no tiene la urgencia e importancia de cuestiones estructurales del campo como la reforma agraria, sí requiere de un marco institucional y de gobernanza renovado que permita a nivel local y nacional avanzar en estrategias para la reducción de la pobreza y de las inequidades, así como para la reactivación económica en el contexto de la pandemia con la puesta en marcha de estrategias territoriales. Varias de las reflexiones que se presentan son el resultado de trabajos de consultoría a entidades del Gobierno nacional, y no tienen otro propósito que el de aprovechar el espacio académico para circular ideas que convencionalmente se quedan en las oficinas de las entidades públicas.

Abstract:: Esta investigación analiza la relación entre el modelo de desarrollo implementado en Leticia y Puerto Nariño, Amazonas y el suicidio de indígenas tikuna. Emplea perspectivas teóricas decoloniales y del postdesarrollo, y una metodología cualitativa. El artículo identifica las principales características del modelo de desarrollo implementado en estos municipios; analiza cómo este modelo restringe la visión tikuna sobre buen vivir, e impacta en el suicidio. Como resultado, se evidencia que las principales características del modelo de desarrollo se fundamentan en una visión eurocéntrica sustentada en lo material y visiones de raigambre moderno/colonial que conllevan a un desbalance de los elementos del ser tikuna: pora, naẽ, maü̃ y kua̰, cuya alteración afecta el bienestar individual y colectivo; produce crisis de identidad y sujetos vulnerables al suicidio. Si el Estado quiere revertir o abordar seriamente esta situación, debe empezar por habilitar las condiciones para poner en práctica la noción tikuna sobre buen vivir.

Abstract:: In Colombia, the prohibition on drugs—better known as the “war on drugs”—has been a breeding ground for armed conflict, poverty, marginalization, and stigmatization. Coca, a sacred plant for some people and a loathsome one for others, a source of life or of death, is at the center of the debate over state building and peacebuilding in the country. According to the United Nations Office on Drugs and Crime (UNODC), Colombia currently has 146,000 hectares of coca;1 following the peace accord signed in 2016 between the national government and the Revolutionary Armed Forces of Colombia (FARC), the country is facing enormous pressure to reduce this number to secure peace in rural areas and to increase the state’s presence in historically neglected regions. But behind every number—behind each hectare of coca cultivation and every conflict—there are people trying to survive in the face of hostile conditions and a weak state presence; what the numbers of hectares of coca crops do not show us is the extent of poverty, exclusion, and resistance experienced by those who are involved in various aspects of the coca economy in order to scrape by and overcome everyday conditions of violence and oppression. This book explores the experience of the human faces behind these numbers—the lives of the people from a specific region in Colombia who grow coca as a means of survival within the context of precarious living conditions and constant disputes between armed actors. We selected the Andes-Amazon region of Colombia—particularly the department of Putumayo—as the focus of our study, for it is a region where violence, colonization, poverty, and state building converge around coca cultivation and pose particular challenges to the implementation of crop substitution programs as proposed in point four of the final peace accord signed between the Colombian government and the FARC. In addition to this particular region of study, we focus specifically on the experience of women coca growers. Those who grow coca in the southern part of the country share experiences of poverty, stigmatization, criminalization, and a historical state focus on militarization and resource extraction as opposed to human rights and well-being. And within this fragile panorama, the lives and bodies of women coca growers are marked by unique experiences of violence, oppression, and resistance, stemming from their being rural women in a stigmatized, militarized, and profoundly patriarchal region. The perspective of women coca growers from the Andes-Amazon region thus allows us to understand how the war on drugs has shaped particular life experiences and has resulted in specific gender-based impacts. Identifying these differentiated impacts not only helps fill existing gaps in the literature but also sheds light on the challenges facing the implementation of a gender approach as outlined in point four of the peace accord and, on this basis, propose concrete recommendations for ensuring the application of such an approach in crop substitution efforts. With this in mind, this book’s focus on the socioeconomic situation of women coca growers in the Andes-Amazon region rests on the idea that the country’s drug policy should replace its almost exclusive emphasis on the elimination of illicit crops with one that considers the differentiated impacts of the drug economy and the ways in which these impacts deepen inequality in different settings. Indeed, within the framework of the global prohibition on drugs, which stems from United Nations conventions, Colombia’s strategies to reduce the size of the drug trade have focused almost entirely on repressing coca cultivation—that is, reducing the amount of coca leaf that is harvested. Nonetheless, no solutions have been offered to address the persistent conditions of poverty in rural Colombia that have a differentiated impact on rural women.2 The policies of the war on drugs have placed an excessive emphasis on the plant’s elimination, which has meant that campesinos who derive their livelihood from coca cultivation have had to deal with a military state focused on eradicating, fumigating, and criminalizing, as opposed to a state based on the social rule of law that offers alternatives for overcoming the high rates of rural poverty. Voices from the Coca Fields sheds light on the living conditions of women coca growers with the aim of providing recommendations, mainly in the context of the implementation of the peace accord, that offer ways to effectively incorporate a rights-based perspective into the crop substitution programs and alternative development plans that are currently being carried out throughout the country. In particular, we believe that such a perspective should incorporate a gender focus as one of its key pillars, for the construction of stable and lasting peace is achieved only by addressing the state’s historical debt with women. Peace requires women—it requires their voices and experiences—and thus it is critical to listen to and take seriously their claims and demands.

Abstract:: This book — and Dejusticia’s initiative that originated it — seeks to promote answers to populist challenges to human rights. To do so, they propose a new thrust characterized by three features: reflective writing, narrative writing, and voices from the Global South. First, this book contains reflective writing. Its authors are activists who work directly within organizations in the field, who stop to think about the potential, the achievements, and the challenges of their knowledge and practice. In this sense, the book seeks to amplify the voices of human rights defenders in discussions about the future of the field, which tend to be dominated by research from academia. The texts combine the methodological and analytical strengths of academic research with the practical experience of the authors, organizations, and communities with which they work. The objective is to promote a hybrid genre that contributes to maintaining and widening the window of reflection and discussion in the field of human rights. Second, the genre proposed in this book, and in the series of which it is part, is narrative writing. In part because of the prevalence of legal language and knowledge of the world of human rights, the predominant writing in their field is that of technical reports and legal pleadings. While these genres have made notable achievements over the decades, this focus has prevented organizations and activists from effectively sharing their stories and experiences firsthand: those of the victims, the campaigns, the moral dilemmas, the injustices, the victories, and more. Opening the field of human rights to other actors, other knowledge, and other audiences means telling these stories and telling them well. To this end, the authors of these chapters are involved in the stories, relating them using techniques taken from fields such as narrative journalism. Third, the stories come from the Global South, from countries and regions that have more often been the object of study rather than the subject of knowledge, making their own decisions in the field of human rights. In this sense, these chapters attempt to respond to the challenges of a more multipolar world, to counter the organizational, economic, and epistemological asymmetries between South and North that have undermined the effectiveness and legitimacy of the global human rights movement. The authors of these studies are activists, researchers, and members of human rights organizations writing from this geographical and professional perspective to enrich the global debate on the future of the field.

Abstract:: The conflict between the United States and China may be the issue of most importance as well as interest to the world, prior to COVID-19. This conflict between the two countries is appearing not only in the economic sector, but also in various field such as politics, diplomacy, and military affairs. Such competition between the two countries is likely to escalate further as multilateral systems such as the WTO are threatened and protectionism intensifies in the post-COVID-19 world. Even within Latin America, the competition between the two countries frequently appears in a variety of forms. Conflicts between the United States and China in Latin America tend to occur mainly in the infrastructure sectors. Furthermore, the United States pressured Latin American countries to choose between the United States and China, with the results of this pressure depending on the political orientation of the ruling government. In order to investigate the impact of retaliatory tariffs between the two countries on Latin American countries’ exports and welfare, we employ an event analysis for exports and computational general equilibrium (CGE) model for welfare, with Argentina, Brazil, Mexico, and Chile as the subject of our analysis. Based on the outcome of the event study, Brazil’s exports to the United States moderately increased due to the tariff imposition, and such an effect persisted for short term. Its exports to China rose considerably immediately after the tariff imposition, and then the impact tended to decrease over time. By contrast, it is difficult to conclude that the tariff imposition had a statistically significant and lasting effect on the exports of the remaining three countries to the United States and China. As a result of the analysis using the CGE model, meanwhile, the tariffs imposed between the United States and China trivially increased the welfare of Latin American countries.

Abstract:: During the pandemic, Chinese medical and equipment supplies to Chile have come mostly from a diverse cast of Chinese players with local experience in Chile. They adapted to Chile’s unique system of emergency and disaster management. China has become a global power, but there is too little debate about how this has happened and what it means. Many argue that China exports its developmental model and imposes it on other countries. But Chinese players also extend their influence by working through local actors and institutions while adapting and assimilating local and traditional forms, norms, and practices. With a generous multiyear grant from the Ford Foundation, Carnegie has launched an innovative body of research on Chinese engagement strategies in seven regions of the world—Africa, Central Asia, Latin America, the Middle East and North Africa, the Pacific, South Asia, and Southeast Asia. Through a mix of research and strategic convening, this project explores these complex dynamics, including the ways Chinese firms are adapting to local labor laws in Latin America, Chinese banks and funds are exploring traditional Islamic financial and credit products in Southeast Asia and the Middle East, and Chinese actors are helping local workers upgrade their skills in Central Asia. These adaptive Chinese strategies that accommodate and work within local realities are mostly ignored by Western policymakers in particular. Ultimately, the project aims to significantly broaden understanding and debate about China’s role in the world and to generate innovative policy ideas. These could enable local players to better channel Chinese energies to support their societies and economies; provide lessons for Western engagement around the world, especially in developing countries; help China’s own policy community learn from the diversity of Chinese experience; and potentially reduce frictions.

Abstract:: In this paper we analyze the impact of Venezuelan migration on the female labor supply in Colombia. Using a instrumental variable approach we found significant drops in the female labor supply, mainly on those women with lower qualifications. In contrast, we observe significant increases for high-skilled women with family responsibilities, such as childcare. These results are consistent with a redistribution of time use, where women spend fewer hours on household tasks and more time in the labor market. Our results provide novel evidence of the consequences of forced migration between developing countries on the female labor supply.

Abstract:: We study changes in employment by occupations characterized by different degree of exposure to routinization in the six largest Latin American economies over the last two decades. We combine our own indicators of routine task content based on information from the Programme for the International Assessment of Adult Competencies (PIACC) with labor market microdata from harmonized national household surveys. We find that the increase in jobs was decreasing in the automatability of the tasks typically performed in each occupation, and increasing in the initial wage, a pattern more consistent with the traditional skill-biased technological change than with the polarization hypothesis.

Abstract:: In this article, we analyse the content of the speeches delivered by Brazilian Presidents, Foreign Ministers and Ambassadors at annual Ordinary Sessions of the United Nations General Assembly in the period between 1946 and 2019. Our primary objective is to find out how often and under what circumstances Brazilian diplomats mentioned the subject of American regionalism and whether the mention was made in reference to specific projects or to abstract concepts of regional integration and cooperation. Based on this analysis, we highlight the great deal of importance that was given to MERCOSUR – and, to a lesser extent, UNASUR – to the detriment of other regional integration projects, as well as the preference, by Brazilian diplomats, for a flexible, low-profile, ab- stract and low-cost discursive approach. In short, we found that cooperation and integration have frequently been discussed, although little attention has been devoted to the limits and possibilities of each project under construction.

Abstract:: Both Brazil and Venezuela structured their foreign policy agendas in the early 21st cen- tury on the projection of their respective leadership in regional schemes such as UNASUR and ALBA, respectively, following an intermediate hegemonic strategy. The loss of dynamism of these post-hegemonic initiatives problematizes the relationship between regional governance and the role of regional powers. ALBA is a scheme contingent on the political cycle and political voluntarism intrinsic in Venezuela’s leadership. The bloc has lost members and relevance in recent years. As for UNASUR, most of its member states have withdrawn from the bloc and it is currently not operating. In short, post-hegemonic proposals lose dynamism and support once the leadership that promoted them weakens. A certain ‘hegemonic stability theory’ contextualized to South America with regard to the leadership of Brazil and Venezuela in recent years seems to be fulfilled: the decline in power of these countries helps to account for political reversals and changes in regional governance.

Abstract:: This paper discusses Brazil’s role in climate governance, methodologically and metaphor- ically comparing it to chess pieces moves, based on national and regional official documents, com- mitments and data. Unlike other IR studies, our proposal suggests different behaviours at different levels of analysis for the same country. Nationally, the country played the role of pawn. Regionally, there is no unitary behaviour: in international cooperation (carbon pricing case), it moves like a queen; in the regional integration process (energy integration case), like a king. The current scenario raises doubts about these roles, suggesting that Brazil has been presenting an increasingly moderate and conservative behaviour in the past years.

Abstract:: The purpose of the following article is to present the main dynamics of criminal activities and violence produced by the armed conflict in Colombia during the pandemic caused by COVID-19. After a review of the most relevant literature produced in 2020, this study presents trends in criminal violence, lato sensu, and those associated with the internal armed conflict. The situation of paralysis that the confinement produced has not translated into a mitigation of the phenomenon of violence. Thus, the massacres and murders of social leaders, activists, human rights defenders or ex-guerrillas of the FARC-EP has remained constant if not increasing during this time. This must also be related to a context of difficulty added to a Peace Agreement signed with the FARC-EP in November 2016. La situación de parálisis que produjo el confinamiento no se ha traducido en una mitigación del fenómeno de la violencia. Así, las masacres y asesinatos de líderes sociales, activistas, defensores de derechos humanos o exguerrilleros de las FARC-EP se ha mantenido constante cuando no creciente durante este tiempo. Ello debe relacionarse, además, con un contexto de dificultad añadida a un Acuerdo de Paz suscrito con las FARC-EP en noviembre 2016, que además de por las resistencias gubernamentales e incumplimientos, se encuentra superado por una geografía de la violencia cada vez más intensa, que aleja los visos de un escenario de construcción de paz en el país.

Abstract:: The United Nations’ 2030 Agenda is a global action plan for sustainable development and a key priority for the UN and its member states. Within the 2030 Agenda, SDG 16 has a pivotal role highlighting the security-development nexus and emphasizing the need for strong institutions which adhere to good governance principles. The achievement of SDG 16 requires that national security sectors are well governed, subject to civilian oversight, and respectful of human rights and the rule of law. Abstract:: We studied the geography as well as the demographic and socio-economic characteristics of 1.7 million members of the global Colombian diaspora (34% of the total estimated Colombian diaspora) using census and survey data from major host countries, and 3.5 million Twitter users located around the world presumed to be of Colombian origin. We also studied the locations and industries of Colombian senior managers and directors outside Colombia, using a global database of over 400 million companies. Moreover, we studied the migration journeys, the diaspora’s attachment to Colombia, the level of diaspora engagement and interest in engaging, the intentions to return back home, the interest in diaspora government policy, and the overall sentiment of the diaspora towards Colombia, through a survey which received 11,500 responses from the diaspora in well over 100 countries in less than two months. We additionally interviewed 12 Colombian transnational entrepreneurs and professionals, to understand what attracts them professionally to Colombia, and what may stand in the way of more diaspora engagement and professional growth.

Abstract:: The smallest and least populous independent state in South America, the former Dutch colony of Suriname nonetheless attracted an inordinate amount of U.S. government attention in the early 1980s, due to the presence of aluminum giant Alcoa and the fear that Cuba might use it to establish its first foothold on the continent. Although the U.S. embassy in Paramaribo had adequate personnel for “normal” times, it was not prepared for the situation following the so-called Sergeants’ Coup of February 25, 1980, led by Sergeant Desire “Desi” Bouterse, against the elected Henck Arron government. Following the coup, Bouterse gained effective control of the government as chairman of the country’s National Military Council (NMR) and, initially at least, sought support from Cuba and other leftist regimes.

Abstract:: In 2016, the Colombian government and the Revolutionary Armed Forces of Colombia (FARC) signed a peace agreement after three years of negotiations and at least four failed peace talks since 1982. The implementation of the peace agreement has been monitored and verified by international actors with technical, humanitarian and financial resources to promote peacebuilding and reconciliation. This Brief examines the challenges of implementing the peace agreement and explores how the European Union can support the implementation process and reconciliation efforts in Colombia. The Brief analyses first the state of play in the implementation of the peace agreement and its main challenges. Secondly, it presents an analysis of local-level violence. Thirdly, it highlights how peacebuilding and reconciliation efforts can mitigate local conflict dynamics. Finally, it concludes with policy implications and recommendations for supporting the implementation of the peace accord and shows how the EU can positively contribute to peacebuilding and reconciliation at the local level.

437. Rethinking the Regional Security Complex Theory: A South American view between 2008-2016

Abstract:: With this article, we propose to reformulate the Regional Security Complex Theory, by Buzan and Waever, through a South American vision, with the time frame 2008-2016. To this end, we will analyse South America through Argentina, Brazil, and Colombia, and their forms of intra and extra-regional interaction, highlighting the Colombia-United States relations, and the South American Defence Council, of the Union of South American Nations. This article is divided into a first section marked by an understanding of the Regional Complex Theory, in which we present and discuss its theoretical elements and weaknesses, and propose theoretical changes that will guide our analysis. The second section contains information about the South American Complex in the academic view, focusing on the arguments of Buzan and Waever. In the third section, we present the South American Regional Security Complex restructured, as well as the analysis of its dynamics. The central argument of the article is the need to reformulate the Theory in question for a better understanding of the complexities and unique characteristics of South America.

Abstract:: Increased deforestation in the Amazon is the outcome of Brazil’s long political crisis. What started in 2013 with a bus fare hike has traversed through contestable impeachment and populist uprising into a constitutional stalemate. European institutional investors have been in the vanguard of checking Brasília’s lax approach to deforestation and other environmental challenges. While investors continue to carry a big stick, European and US political leadership should consider what carrots they can offer Brasília. Brussels and Washington have changed course rapidly from an approach that emphasised closer ties with Brasília to one of dissatisfaction and distancing. This is both a cause and an effect of Brazil’s international standing diminishing both in terms of economy and country brand. In recent years, Brazil has simultaneously tried to raze more rainforest and build North Atlantic trading relations; the two cannot be done at the same time. A politics of rapprochement with Brazil requires much closer coordination between Europe and the United States than the parties are accustomed to; a commitment to a climate-sensitive globalisation is necessary from Brasília.

439. Thermal Coal in Colombia: Perspectives and Risks for the Economies of La Guajira and Cesar Departments

Abstract:: The exploitation of thermal coal in Colombia faces great challenges despite the abundance and quality of the country’s reserves. The main challenges are due to the external context: the downward trend in prices due to the structural drop in consumption due to the rapid substitution of coal for less polluting fuels or renewable sources in the European market, coupled with the great distance to Asian markets, have raised doubts about the economic viability of coal exports from Colombia. Colombia could be one of the first countries to suffer from the contraction in global demand for thermal coal, because its main markets are Turkey (23 percent) and the Atlantic ports in Europe (19 percent), two markets where demand will likely diminish in the short term. The contraction in demand would have various effects on the country’s economy, as it is the second-most important export (after oil), an important source of royalties and one of the main axes of the economies of La Guajira and Cesar departments. This study analyzes the implications of the decline in coal demand for the national economy and for the main producing regions, such as La Guajira and Cesar, which are highly dependent on coal exploitation.

Abstract:: Decisions about how the oil, gas and mining sectors are governed determine the wellbeing of the billion people living in poverty in resource-rich countries. Where policies and practices ensure informed, inclusive and accountable decision making, natural resources can enable fair, prosperous and sustainable societies, rather than undermine them. The climate crisis, the coronavirus pandemic and dramatic changes in global energy markets have increased the stakes of good governance. Complex decisions about how to enable the political and economic adaptations necessary for a managed phaseout of fossil fuels and responsible increase in production of transition minerals sit at the heart of this dual crisis. Governance of the oil, gas and mining sectors will play a central role in the transition away from fossil fuels and the return to progress against poverty. The Natural Resource Governance Institute (NRGI) produces the Resource Governance Index (RGI) as a diagnostic tool to measure the governance of oil, gas, and mining sectors in select countries and to highlight opportunities for policy and practice reforms at the global, regional and country levels. The 2021 RGI assesses the governance of extractive sectors in 18 countries, including both established mineral and hydrocarbon producers, as well as new and prospective entrants to natural resource production.

446. End the Failed Regime Change Campaign in Venezuela

Abstract:: After Venezuelan President Hugo Chávez’s death in 2013, then-Vice President Nicolás Maduro succeeded the late socialist leader, consolidating power amid rampant economic mismanagement and increasing violence and deprivation. Venezuela’s authoritarian slide accelerated under Maduro’s rule. Electoral fraud, crackdowns on opposition figures, and human rights abuses hardened U.S. resolve to apply pressure to change Caracas’ policies. President Trump reportedly discussed using U.S. military force to oust Maduro in 2019 but pursued non-military regime change instead, increasing economic and diplomatic pressure in the false hope the Venezuelan leader would vacate his office. President Biden has continued this policy. The U.S. objective remains: (1) to delegitimize and push out Maduro as the country’s leader and (2) put pressure on Venezuela’s economy to force Caracas into reinstituting democracy.

447. A More Expansive Atlantic History of the Americas: An Interview with Jorge Cañizares-Esguerra

Abstract:: Jorge Cañizares-Esguerra’s work intermingles the colonial histories of the Americas—the United States and Latin America. Cañizares-Esguerra’s expansive historical project is Americanist, yet not in the usual sense of the term. What “America” historically is must engage with a rich contradiction of meaning-making narratives generated by a plurality of social agents. Cañizares-Esguerra resists national containment of such historical narratives and provocatively engages with the early modern and early colonial period (1500s) and with the Enlightenment and nineteenth-century liberalism alike. Themes of belief and faith, of knowledge and science, among a variety of historical agents and subjectivities, feature prominently within his work. This interview explores Cañizares-Esguerra’s Atlanticism and his cautions regarding certain global history tendencies. Cañizares Esguerra details his current project, Radical Spanish Empire. His aim is to historicize, to radicalize, to Americanize (expansively understood), and to show that colonial Massachusetts is unintelligible without Puebla or Tlaxcala in colonial Mexico, that colonial Virginia makes no sense without its Andean and Peruvian counterparts, and that Calvinists should be understood alongside Franciscans. Cañizares-Esguerra wants to pluralize the historical narrative outside the conventional liberal moulds of modernity in the Americas. In this, he catches me by surprise when he negates that plural modernities constitute the telos of his enterprise and when he gives the cold shoulder to cultural studies and postcolonial/decolonial studies. The main intellectual thrust of our discussion regarded the intellectual inevitability of native and foreign entanglements, historical and contemporary, and the political desirability that cuts across the “Anglo” and “Latin” divide, at least initially. He offers an expansive Atlantic History, along provocative Iberianizing lines, mixing the “Anglo” and “Latin” categories. It serves as an invitation to go beyond American histories’ extant boundaries, of which there will be many more than two.

Abstract:: In Fall 2020, a rapid review of the impact of the COVID-19 pandemic on women peace activists in Colombia, South Sudan, the Philippines and Ukraine was conducted as part of an ongoing partnership between the Global Network of Women Peacebuilders (GNWP) and the New York University Center for Global Affairs (NYU CGA).1 The review found that the crisis has delayed implementation of peace agreements, in particular their gender provisions, shifted women’s peace advocacy to online spaces, impacted the membership composition of women’s peace groups, and diverted women’s organizational energies into humanitarian action to support community resilience.

449. Alive in the Demand for Change: Transitional Justice and Prevention in Peru

Abstract:: From 1980 to 2000, Peru experienced both a violent internal violent conflict and political authoritarianism. In the two decades since, the country has implemented a wide range of transitional justice processes, including elements of truth, criminal justice, reparations, and institutional reforms directed at guaranteeing nonrecurrence. This study reflects on the preventive impact of those processes. It pays specific attention to the factors that facilitated the conflict and help explains its differentiated impact on victims and affected communities. The Peruvian Truth and Reconciliation Commission (CVR) revealed significant and longstanding socioeconomic, geographic, and educational divisions within Peruvian society that both caused the political violence and were reinforced by it. It painted a picture of victims as socially and economically excluded and placed the political violence within the context of almost two hundred years of domination, marginalization, and oppression of members of the Andean and native populations. In order to mend these human rights violations and social fractures, the CVR recommended truth, justice, reparations, and guarantees of nonrecurrence. The study contends that there is a before and after the CVR. Policies that contribute to preventing the recurrence of widespread political violence and abuses have been developed that would not have been possible without the existence of the CVR. There are also signs that the CVR’s narrative has penetrated a broader stratum of the population and political class, and that transitional justice has had a positive impact on society’s internal and external control of institutions. The broader democratic transition in Peru, however, never truly attempted to create a pluralist society based on a new social pact that included all Peruvians in the benefits and obligations of citizenship. In the absence of broader cultural or attitudinal institutional transformations, advances linked to transitional justice ultimately depend on the benevolent will of government officials and on persistent advocacy from victims’ groups and human rights organizations. The process of change remains unfinished.

450. Accountability in Policing COVID-19: Lessons from the Field

Abstract:: As countries around the world roll out their COVID-19 vaccination programs and gradually reopen their economies and borders, the coronavirus continues to ravage vulnerable communities. Moreover, these same communities have borne the brunt of the economic disruption caused by the pandemic, which decimated livelihoods, increased poverty, and exacerbated inequalities in many countries. Early in the pandemic, countries rushed to shut their borders and impose emergency measures, such as curfews, travel restrictions, and community lockdowns. States deployed security forces to enforce these measures, some of which resulted in widespread human rights violations, including torture, killings, and intimidation of persons perceived as failing to comply with their orders. Colombia, Kenya, Lebanon, and Uganda—all countries where ICTJ works—are among those whose security agencies weaponized their powers under these emergency measures and often used brutal means to keep people off the streets. While constitutional police forces committed the bulk of these abuses, a growing number of paramilitaries, citizen vigilantes, and other nonstate forces have also committed human rights violations while enforcing the emergency measures. However, the COVID-19 pandemic underscores states' obligation to protect the inherent right to life and the subsequent right to health. Moreover, national and international human rights laws allow states to temporarily suspend certain rights and invoke special powers that would be considered an infringement of civil liberties in normal situations. Thus, the suspension of those rights is justified by the need to protect the collective good. This paper analyzes the emerging trends of draconian regular policing and vigilante policing during the pandemic in Colombia, Kenya, Lebanon, and Uganda. The paper also describes how armed nonstate groups have come to exercise control in communities where there is no government presence to enforce emergency lockdown and other measures, with little regard for the principles of proportionality and non-discrimination. In all contexts, since the outbreak of the COVID-19, regular police and paramilitary forces have increased their powers, which they have abused extensively. As a result, some policing practices have become deadlier than the virus itself and have exposed the profound frailties of democratic governance.
