Abstract:
The current Brazilian political and economic context is one of intense crisis and it will inevitably impact public policies. In 2000’s, practices of International Cooperation and Development (ICD) gained emphasis through organized experience sharing between developing country governments and international organizations. Brazil deepened its partnerships with others Southern countries, a practice that came to be known as South-South Cooperation (SSC). However, following the impeachment of President Dilma Rousseff in 2016, the incoming administration introduced government spending limits in the form of a Constitutional Amendment (95/2016) which structurally decreased resources available for SSC and consequently limited possibilities to continue deepening international involvement. This article analyzes the first effects of the new fiscal regime for SSC using a bibliographic review and a case study of the Social Protection.Org platform which is managed by the International Policy Centre for Inclusive Growth (IPC-IG), a centre of research excellence established through a partnership between the United Nations and Brazilian government.

Abstract:
Taiwan's situation in the international system is particular and the recognition of other states is key to its survival. Paraguay has maintained diplomatic relations with this Asian country continuously since 1957. This research aims to describe the south - south cooperation of Taiwan with Paraguay during the period 2009 - 2019, a very important facet of the bilateral relationship between both parties. For this, a bibliographic-documentary research was used. In addition is important to mention the level of this was descriptive and primary and secondary sources were employed. Among the main results obtained, it can be seen that non-reimbursable cooperation projects are being adjusted according to five-year negotiations, that there is some continuity regarding the issues addressed by technical cooperation and the existence of other less known initiatives such as conferences and participation in fairs.

484. Shoutings, Scoldings, Talkings, and Whispers: Mothers’ Reponses to Armed Actors and Militarization in Two Caracas Barrios

Abstract:
How do mothers deal with chronic violence and the constant presence of guns in their neighborhoods? How do they relate to the armed actors who inhabit their neighborhoods? How do they build situated meaning and discursive practices out of their experiences and relationships with armed actors? We compare the experience of women in two poor and working-class neighborhoods in Caracas. La Caracola, with a long history of civic organizations and drug trafficking, suffers regular, extortionate actions by the police. La Piedad has been ravaged by militarized police operations, which have produced a "warfare mode" among the members of organized criminal groups. Through this comparative ethnographic project we aim to show how, in the midst of state-sponsored depredation and with an overwhelming presence of guns in their lives, women use their traditional cultural roles as mothers to perform everyday forms of resistance vis-à-vis the different armed actors that impose their presence in the barrios. We focus on how women make and communicate meanings; engage in social networks with other women; and employ different discursive strategies as they deal with the armed actors. We foreground women’s experiences in two barrios, asking what material and historical conditions make these different experiences possible. In the mothers’ daily struggles, dramatic discursive actions—from more openly oppositional, such as shouting, scolding, and talking, to more hidden ones, such as, both “circulating gossip” and “captive gossip” to more helpless ones, such as whispering—are their main resources in the micropolitics of their neighborhoods.

485. The Emergence of Democracy in Colombia

Abstract:
Although Colombia had many important democratic achievements in the 19th century, this paper argues that democracy first took root there at the outset of the 20th century. Several key developments enabled democratic practices and institutions to take hold. First, the savage Thousand Days War (1899–1902) and the ensuing professionalization of the Colombian military helped bring an end to the cycle of rebellion in Colombia. In their wake, the opposition abandoned the armed struggle and began to focus on the electoral path to power, thereby reducing the government’s inclination to engage in repression. Second, the rise of strong parties also contributed to the emergence of democracy in Colombia. Two powerful parties, the Liberal Party and the Conservative Party, arose in Colombia during the 19th century. From 1886 until 1930, the Liberal Party was in the opposition, and Liberals pushed for reforms to guarantee minority representation and reduce electoral fraud and intimidation. Third and finally, a split within the ruling Conservative Party made the enactment of these reforms feasible. The Liberals did not have sufficient strength or influence to pass the key democratic reforms, but in the early 1900s, some Conservative dissidents broke with their party and allied with Liberals to form the Republican Union party. The Republican Union pushed through the key constitutional reforms in 1910, and it, along with the Liberal Party, helped ensure their implementation in the years that followed.

Abstract:
What explains variation on Chile’s foreign trade and investment policies toward the United States? While previous studies have underscored international and country-level factors, this work focuses on how subnational economic differences lead to conflicts that shape the country’s policymaking. It examines Chile’s history of commercial policies toward the U.S., focusing on critical events between 1965 and 2005, finding that foreign trade and investment policy conflicts develop along regional lines during democratic periods and on issues where subnational differences in export dependence are stronger.

Abstract:
The two first decades of the 21 st Century were marked by the recrudescence of two powerhouses, Russia and China. Given their important role on global geopolitics, these two countries took advantage of the gaps resulted from yet another crisis on the structure of global capitalism, which influenced the relative decline of the United States capacity to impose its will on the international system as they had been able to do so since the end of World War II. This article’s objective is to analyze the global geopolitical rearrangement due to a weakened United States which opened the possibility for the BRICS nations to emerge as possible sources of power. To reinforce this analysis, the world-systems perspective, (here on referred to as WSP) elaborated mainly by Immanuel Wallerstein and Giovanni Arrighi is used, as well as a geopolitical approach to provide a link to international relations theories. Therefore, this paper is divided on to four sections. The first one interrelates the geopolitical theories and those of the WSP. The second section is guided towards understanding the origins and fundamentals of the WSP. On the third section, an approach is made towards the motivations and the effects of the rearrangement of power on the world’s geopolitics. Finally, on the last section, the roles and opportunities that have arisen from the emergence of the BRICS nations on the international system are presented.

This article is the result of research carried out in the postdoctoral stage of the Postgraduate Program in Aeronautical Sciences at the University of Aeronautics (PPGCA), whose theme was “Geopolitics, Culture and Law: Epistemological dialogues needed in times of postmodernity” Thus, it collimates to examine the scientific connections that unite geopolitics and law, disciplines that overlap in such a way that they end up guaranteeing fundamental rights for ordinary citizens, aiming to analyze the geopolitical control of law from the influence of neoliberal geopolitics on constitutionalism. of the countries of late modernity, as is the case of Brazil, thus it was possible to demonstrate the influence of real factors of world power in the legislative process of the countries of the Global South of neoliberal globalization, whose leadership is being disputed by the United States and China.

In the 21st century, power projects in South America constitute disputes that comprise a dialectical correlation between Internal and External Political Forces. Loreto es un lugar de contrastes. Es el departamento más grande del Perú, pero se encuentra entre los de menor densidad poblacional. Su capital, Iquitos, está más cerca de los estados fronterizos de Brasil y Colombia que de las capitales de sus regiones vecinas en el Perú - San Martín y Ucayali. Sólo se puede llegar a Iquitos por vía aérea o fluvial, lo que la convierte en una de las mayores ciudades del mundo sin acceso por carretera. Desde la fundación del departamento, la economía de Loreto ha dependido de la explotación de recursos naturales, desde el boom del caucho a finales del siglo XIX y principios del XX hasta la extracción petrolera y explotación de recursos forestales que predomina en nuestros días. Este modelo ha traído consigo daños ambientales significativos y ha producido un patrón de crecimiento lento y volátil, que ha abierto una brecha cada vez más amplia entre la economía de la región y la del resto del país. Entre 1980 y 2018, Loreto creció a una tasa promedio compuesta anual cuatro veces menor a la del resto del Perú. Es decir, mientras el resto del Perú triplicó el tamaño de su economía, la de Loreto creció algo menos que un tercio. En la última década (2008-2018), la región también se ha venido distanciando de sus pares amazónicos en el país (Ucayali, San Martín y Madre de Dios), que han crecido a una tasa promedio anual cinco veces mayor. En este período, el ingreso promedio por habitante en Loreto ha pasado de ser tres cuartas partes del promedio nacional en 2008 a menos de la mitad para 2018. Además del rezago económico - o quizás como consecuencia de él -, Loreto también se ubica entre los departamentos con peores indicadores de desarrollo social, anemia y desnutrición infantil del Perú. En este contexto, el Laboratorio de Crecimiento de la Universidad de Harvard se asoció con la Fundación Gordon and Betty Moore para desarrollar una investigación que proporcionara insumos y recomendaciones de política para acelerar el desarrollo de la región y generar prosperidad de forma sostenible.

492. From Bad To Worse? The Impact(s) of Covid-19 On Conflict Dynamics

In December 2019, when the novel strain of coronavirus first hit the headlines, 12 countries in the world were experiencing organised violence on an extensive scale, with more than 100 incidents of violence and attacks against civilians recorded in that month. To most of these countries, the virus seemed a distant threat at the time. Yet, a few months and over 7 million recorded Covid-19 cases later, it has evolved from a distant threat to a stark reality. The global crisis – which has unleashed an emergency in the world’s public health, political, and economic systems simultaneously – has subjected even the most stable societies to unprecedented disruption. In conflict-affected countries, i.e. countries with ongoing conflicts or a high risk of relapse into conflict, and countries emerging from conflicts, the pandemic has added another layer on top of often multiple existing layers of crisis. Against the backdrop of expert warnings over the particular vulnerabilities of conflict-affected countries to Covid-19, this Brief analyses key emerging dynamics and repercussions in conflict-affected countries in general, and in five countries in particular: Colombia, Libya, Sudan, Ukraine and Yemen. The focus here is especially on conflicts and countries previously covered by our Conflict Series, so as to build on already accumulated analysis. The Brief identifies three main ways in which the global crisis impacts conflict-affected countries. First, the pandemic itself risks exacerbating inequalities and further burdening already vulnerable groups within conflict-affected societies. Second, local and external conflict parties are quick to capitalise on various opportunities arising from the policy responses to the crisis which also complicate peace and crisis management efforts. Third, the economic fallout puts severe strain on already weak state institutions and undermines governance outcomes (thus increasing the risk of conflict). Of these three dimensions, the policy responses and distraction created by the pandemic have thus far had the most significant repercussions for conflict dynamics, unfortunately often for the worse. The global scale of the crisis and its continuing evolution complicate efforts to seize momentum for peace and set the pandemic apart from previous catastrophic/disruptive events, such as the tsunami in 2004, that in some cases led to a positive shift in local conflict dynamics. The Brief is structured as follows: the main text analyses the emerging trends catalysed by the pandemic crisis in conflict-affected contexts, while the case study boxes discuss the unfolding processes in specific countries. The last section discusses the policy options for preventing further escalatory repercussions.

La corrupción es un delito que genera afectaciones políticas, específicamente a la construcción del Estado y la democracia. Es decir, restringe las habilidades de las instituciones para lograr el objetivo de promover el bienestar general a través de la creación de poderes secretos que entorpecen la idea de la democracia como poder público que se realiza ante el público. Así, la corrupción política crea un poder secreto, controlado por funcionarios públicos y políticos profesionales que favorecen diversas redes criminales asociadas a otros delitos y afectan las instituciones y el principio de publicidad en la democracia. El objetivo de la investigación es analizar la corrupción política en Colombia entre 2013 y 2018 desde la perspectiva del Crimen Organizado Transnacional (COT). Para esto se considera que para abordar la corrupción política como delito transnacional es necesario superar el fenómeno de narcotización del delito y reconocer que la corrupción política es también un delito relevante, que funciona en red y que se asocia con otras dinámicas criminales para buscar beneficios económicos del Estado o afectarlo. El enfoque metodológico fue cualitativo y se utilizó el método fenomenológico-hermenéutico en el análisis de la información histórica recopilada desde el siglo XVI que sirvió de contexto para establecer la relación de la corrupción con otros delitos en el país y de los diferentes casos de corrupción analizados en el período de estudio. Se aclara que solo se tienen en cuenta aquellos casos que se ajustan al análisis de corrupción transnacional por los vínculos con otras redes. Se evidencia que entre 2013 y 2018 hubo casos de corrupción política con nexos criminales asociados al narcotráfico, el lavado de activos, la prostitución, entre otros. No obstante, varios de estos hechos no parecen tener la misma relevancia informativa que los típicos casos de soborno, financiación ilegal de campañas o carteles de contratación. Esto se entiende como una oportunidad para seguir profundizando en este tipo de investigaciones.

Abstract:
Desde los años ochenta el Perú es una pieza clave en el escenario internacional del tráfico de drogas. Segundo productor de cocaína del mundo y uno de los países donde se cultiva el principal insumo, la hoja de coca, el puerto de El Callao, siendo uno de los principales puertos de América Latina por su volumen, se presume que es desde donde salen importantes cargas de esa droga. La interceptación de las comunicaciones en 2018 para investigar el crimen organizado violento que se desarrollaba en esa Provincia, desveló una red de jueces, fiscales, congresistas, empresarios, que colaboraban con los narcotraficantes favoreciéndoles con la impunidad. No es el primer intento de captura del Estado peruano por el narcotráfico. En la década de los noventa, el gobierno de Fujimori-Montesinos, utilizó el dinero del narcotráfico –entre otros- para sobornar a las más altas autoridades del país: jefes militares, Corte Suprema, Fiscal de la Nación, medios de comunicación, empresarios, todos afines al gobierno. Los “narcoindultos” del segundo gobierno de Alan García son otro síntoma de la gravedad de la colaboración de autoridades de las más altas esferas del Estado con los poderosos narcotraficantes. Se pone en evidencia la “doble moral” de la Política Criminal peruana contra el tráfico internacional de drogas, fuerte para los débiles y débil para los fuertes: penas altas para los pequeños traficantes e impunidad para los que se encuentran en el vértice de las organizaciones criminales. Además, resulta preocupante la enorme capacidad corruptora del dinero proveniente del narcotráfico (blanqueo de dinero) para capturar miembros de los poderes del Estado: Ejecutivo, Legislativo y Judicial. El caso “cuellos blanco del puerto” es una muestra empírica de la intersección de la corrupción judicial –y sus adláteres- dentro del Estado peruano y las organizaciones del crimen organizado. Para conjurar estas alianzas, es preciso poner el acento en la punición de los delincuentes de cuello blanco del narcotráfico y sus colaboradores: abogados, jueces, fiscales, etc., que utilizan su profesión como tapadera para enriquecerse personalmente, en desmedro del bien común.

Abstract:
This article analyzes a concrete policy in the framework of Brazilian Public Security: the Pacifying Police Units (UPPs). It describes this policy and justifies, through an ethnographic case study, how the so-called “pacification of the favelas” articulates a logic of neoliberal urbanism and police infrastructure, understanding the residents of the favelas as potential consumers of their services. The article contextualizes the UPPs model as a paradigmatic case of public security in Latin America in which the discourse of violence/pacification is the main catalyst for private investments. More specifically, the article demonstrates how private companies resort to proximity conflicts mediation as a way of avoiding the judicialization of conflicts with the residents after the “Pacification”. With this case, we expect to illustrate the patrimonialism and clientelism that shapes the Brazilian State and its ambiguous relationships between private and public interests.

El rendimiento académico del aspirante a soldado es el conjunto de indicadores de materias académicas, preparación física y actitud militar que presenta dentro del instituto de formación militar, puesto que el producto que se pretende entregar al Ejército y la sociedad, es un individuo disciplinado y preparado académica, militar y físicamente, acorde a los estándares establecidos en el Modelo de Educación Militar de Fuerzas Armadas y el plan de carrera en ciencias militares de la Universidad de Fuerzas Armadas – ESPE. Además, es necesario complementar esta formación al inculcar la convicción de hacer una carrera militar profesional y ética. Es así, que el objetivo planteado fue establecer los resultados de las pruebas de ingreso que predicen el rendimiento académico de los aspirantes a soldados de segundo año militar, promoción 2018-2020, de la Escuela de Formación de Soldados del Ejército Ecuatoriano “Vencedores del Cenepa”. Por lo cual, esta investigación presenta un enfoque cuantitativo, con diseño no experimental, de tipo transversal y un alcance correlacional. Se utilizó los promedios de las pruebas de ingreso y rendimiento académico por períodos académicos y corte anual de cada aspirante a soldado, del archivo y base de datos de la Escuela de Formación de Soldados “Vencedores del Cenepa”, para su tabulación en una matriz de Excel prediseñada y el posterior análisis estadístico en el programa SPSS. De modo que se observa una correlación significativa moderada, entre las pruebas académicas y físicas de ingreso con el rendimiento académico, una correlación baja con la actitud militar de los aspirantes a soldados y la no existencia de correlación con la deserción estudiantil. Además, las pruebas de ingreso que predicen de forma moderada el rendimiento académico y de forma baja la actitud militar de los aspirantes a soldados son las pruebas académicas y físicas de ingreso.

Este artículo examina cómo el Primeiro Comando da Capital (PCC) se estructura como un modelo particular de organización criminal en Sudamérica, entre lo que podría considerarse un cartel de tercera generación y una proto-mafia. Tras el fin de los grandes carteles colombianos, las organizaciones criminales debieron modificar la forma en la que se estructuraban. Estos cambios, se tradujeron en una marcada fragmentación que generó una multiplicidad de organizaciones pequeñas en Sudamérica que lograron ingresar al mercado del tráfico de droga, impulsadas por la “democratización” de la cocaína. Sin embargo, en la última década en Brasil se ha visto el proceso contrario. Mientras que en Latinoamérica se pasó de la concentración a la fragmentación – de la existencia de los carteles a la proliferación de un gran número de estructuras criminales pequeñas-, en Brasil, el PCC ha dejado de estar fragmentado para concentrarse y multiplicar su poder, a partir de su presencia y fortaleza en todo el territorio nacional, pero también gracias a su transnacionalización hacia países productores de drogas como Paraguay, Bolivia y Perú. Cabe preguntarnos entonces si estamos frente al surgimiento de una nueva generación de estructuras criminales, que se auto-perciben como empresas transnacionales y que adoptan una forma distinta a la de los carteles tradicionales, mucho más flexible y capaz de adaptarse frente al cambio, lo que las vuelve similar a una mafia, aunque no se han consolidado como tales aún.

Al analizar el programa nuclear de Brasil desde dos enfoques teóricos distintos, su orientación y propósitos presentan también importantes diferencias. Las perspectivas más optimistas, de corte liberal, enfatizan que la política exterior de un país debería juzgarse desde aspectos favorables a los valores democráticos, el respeto por las normas internacionales y la autoevaluación de la legitimidad frente al escrutinio de la opinión pública. Pero al contrario de enfoques que se sostienen en argumentos normativos, una perspectiva basada en una política de poder incidiría en aspectos menos idealistas: la reconfiguración de la jerarquía del poder internacional y las aspiraciones de una potencia global emergente como motivaciones subyacentes para los desarrollos técnicos del programa atómico. Este trabajo sopesa la relativa utilidad de ambas perspectivas, enfocándose en situaciones, desarrollos y discursos del pasado reciente que permiten inferir la orientación política el programa nuclear del Brasil. El estudio procede contrastando las evidencias recogidas con elementos teóricos asociados a cada perspectiva. En una primera parte, se compara la política exterior del Brasil respecto al régimen de no proliferación con lo que las tesis liberales plantean acerca de la conducta estatal. En ese sentido, tendrían especial importancia explicativa el peso normativo de las instituciones internacionales, la democracia interna y la legitimidad que otorga el apego a estos principios. En el segundo apartado se adopta una perspectiva opuesta: las tesis liberales respecto a la problemática del programa nuclear del Brasil son vistas de manera crítica según una interpretación de su orientación basada en una política revisionista y pragmática en consonancia con objetivos mayores de estatus internacional y relaciones de poder con las grandes potencias. La evidencia más importante, la ambigüedad de un programa nuclear pacífico con fines militares, sugeriría que es la segunda perspectiva la que posee mayor capacidad explicativa de los propósitos del Brasil en esta materia. Las conclusiones del estudio se enfocan en tres distinciones esenciales entre ambos enfoques que responden a las interrogantes planteadas: la ausencia de un programa de armas nucleares en contraste con la militarización de la tecnología nuclear y sus aplicaciones; el apego a la institucionalidad internacional en contraste con el pragmatismo y la selectividad en el cumplimiento de ciertos principios; y, finalmente, las fronteras conceptuales poco claras que quedan expuestas por el programa nuclear del Brasil.

Abstract:
This report on Colombia examines WFP programming and interventions following the 2016 Colombian peace agreement and investigates the role that WFP plays as the country transitions out of more than 50 years of armed conflict. The report’s detailed findings are largely based on local field research involving qualitative assessment through in-depth interviews, focus group discussions and project site visits. Interviews were held with country office staff, project beneficiaries and other key stakeholders. The findings highlight the significant contributions of WFP programming to improving the prospects for peace, identify crucial conflict sensitivity concerns and suggest 15 actionable recommendations on how WFP’s contribution can be enhanced.
