Abstract:: On May 24, 2022, President Joe Biden met Indian Prime Minister Narendra Modi on the sidelines of the Quad summit in Tokyo. According to the White House readout of the meeting, “The leaders reviewed the progress made in the US-India Comprehensive Global Strategic Partnership. They committed to deepen the Major Defense Partnership, encourage economic engagement that benefits both countries, and expand partnership on global health, pandemic preparedness, and critical and emerging technologies.” While such statements are often aspirational and lag in implementation, the first four months of 2023 show the renaissance in US-India ties to be real.

Abstract:: A profound debate is taking place among US political parties about America’s future foreign policy orientation. Democrats and Republicans are aligned on some issues, such as the strategic rivalry with China, protecting domestic manufacturing, and access to strategic technologies. But the parties also disagree on subjects of crucial importance to Europeans such as climate action, the war in Ukraine, and the United States’ relationship with its allies. Within both the Democratic and Republican parties, three tribes exert influence over party foreign policy and will shape the stance of future administrations. On America’s global posture and military presence abroad, the parties are split between those who believe in limited international US engagement, others who argue for prioritising the Indo-Pacific, and advocates of continued US global leadership or even primacy. Europeans must not simply hope they can accommodate potentially dramatic shifts in US policy in the coming years, but should instead take steps now to enhance and protect their own position in the world.

Abstract:: Why did Alaska develop a top 4, Ranked Choice Voting (RCV) system? This article explains the role a blanket primary played in the evolution of Alaska’s nominating process, beset by demands of the rising Alaska Republican Party (ARP) to protect its rights as a political association while the U.S. Supreme Court’s decision in California v. Jones constrained states’ interests. In 2019-2020 reformers proposed a new system emphasizing a nonpartisan primary with RCV, which political party leaders opposed. Voters narrowly approved the ballot measure in the 2020 general election; it was used for the first time in a special election, and primaries in 2022 and the following general election. The most significant outcomes were the election of Mary Peltola, a Democrat (and Alaska Native) to the state’s sole seat in the U.S. House of Representatives, and reelection of Republican Lisa Murkowski, senior U.S. senator, who defied former President Donald Trump. The article presents information on major political party registrations, showing switching dominance (from Democratic to Republican). However, from 1970 to 2023, a majority of registrants were either nonpartisan or undeclared, a different pattern than found in the other states. The report compares Alaska’s experience with those of other states using RCV, and concludes with a discussion of the broader implications of the Alaska case.

Abstract:: In November 2020, Alaska introduced a new electoral system, combining a “top four” all-party primary with ranked choice voting (RCV) general elections. Supporters of this reform claimed it would reduce the partisan polarization and minority victories generated by closed primaries and plurality elections. But critics suggest that it could make polarization worse by weakening political parties—an important check on political extremism. These are high-stakes issues that go well beyond Alaska, given the problem of political polarization and the search for institutional reforms in America today. Placing the Alaskan reforms in this broader national context, this paper presents an initial assessment of Alaska’s new system at the 2022 primary and mid-term elections. We find the reform was both consequential and largely beneficial, promoting greater choice for voters, more accommodative campaigning, and generally more moderate outcomes than likely under the old rules.

Abstract:: This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

12. Measuring the Impact of Campaign Finance on Congressional Voting: A Machine Learning Approach

Abstract:: How much does money drive legislative outcomes in the United States? In this article, we use aggregated campaign finance data as well as a Transformer based text embedding model to predict roll call votes for legislation in the US Congress with more than 90% accuracy. In a series of model comparisons in which the input feature sets are varied, we investigate the extent to which campaign finance is predictive of voting behavior in comparison with variables like partisan affiliation. We find that the financial interests backing a legislator’s campaigns are independently predictive in both chambers of Congress, but also uncover a sizable asymmetry between the Senate and the House of Representatives. These findings are cross-referenced with a Representational Similarity Analysis (RSA) linking legislators’ financial and voting records, in which we show that “legislators who vote together get paid together”, again discovering an asymmetry between the House and the Senate in the additional predictive power of campaign finance once party is accounted for. We suggest an explanation of these facts in terms of Thomas Ferguson’s Investment Theory of Party Competition: due to a number of structural differences between the House and Senate, but chiefly the lower amortized cost of obtaining individuated influence with Senators, political investors prefer operating on the House using the party as a proxy.

Abstract:: Why is South Korea pilot-testing its Central Bank Digital Currency (CBDC), and what made it shift from non-issuance to consideration? This paper investigates the Bank of Korea (BOK)’s CBDC-related developments amid the geopolitical contest between the U.S. and China. It examines the Moon Jae-in administration’s defiance of decentralized finance (DeFi) and the BOK’s sudden shift from non-issuance to potential issuance, which led to expedited research, development, and pilot-testing of CBDCs. As in the case of the digital yuan, the BOK envisions a hybrid architecture for the digital won, wherein central banks and associated partner institutions are CBDC distributors, though they are distinguished by placing the digital won on distributed ledger technology rather than by centrally controlling it. However, South Korea’s previously rash decision to forego DeFi under an undemocratic process has deprived the country of the time and opportunity to develop new innovations as a leading country in the digital frontier. By sticking only to digitalizing centralized finance, the country now aims to be in “standby” mode for its CBDC launch if and when required, so as not to fall behind in digital financial architecture. This paper scrutinizes the South Korean government’s moves on crypto and CBDCs and argues that 1) the Moon administration has shown incapability in addressing DeFi amid the crypto boom and bust, and 2) the BOK’s shift from non-issuance to potential issuance of the digital won is driven by its interest to uphold central bank independence amid swaying geopolitics between the U.S. and China and an unpredictable upcoming presidential election in South Korea.

Abstract:: Explanations for American voting behavior and attitudes have taken on a curious frame since the election of Barack Obama in 2008, such that there have been growing claims that race is no longer central to American politics. Obama’s election was labeled evidence of a new “post-racial” America. Then, when Donald Trump was elected in 2016, public narratives emphasized the role of social class by pointing to the voting bloc of white, working-class, and rural voters who had helped decide the outcome of the election. Zoltan L. Hajnal’s Dangerously Divided joins an important collection of recent academic work that directly challenges the argument about the reduced role of race in American politics. Hajnal does not sugarcoat his position: “A key aspect of this story is not just that race matters but also that it eclipses the other important dividing lines in American society” (p. 13). Race has always been a core feature of American politics, and it is present even in the constitutional Framers’ debates over the structure of government. The interpretation that recent events indicate a reduced role of race discounts the historical centrality that race has always played in American government. Hajnal offers empirical evidence and an unambiguous argument that race continues to direct most patterns in American politics.

Abstract:: By Election Day 2020, the COVID-19 pandemic had killed 234,244 Americans and caused the sharpest macroeconomic downturn in US history. Hypothetical calculations using county-level electoral data show that in a “no pandemic” scenario or a scenario in which the severity of the pandemic was mitigated by 30 percent, Donald Trump would have lost the popular vote but won the electoral vote. In the 20 percent mitigation scenario, the electoral vote would have been tied, giving Trump a presumptive victory in the House of Representatives. For the second time in a row (and the third time since 2000), the candidate who lost the popular vote would have been elected president of the United States.

Abstract:: For the last four years, the world’s most powerful champion of democratization has been largely absent from the global stage. The United States is now poised to support a far more pro-democracy agenda, with greater insistence on free and fair elections as part of American foreign policy. Indeed, US President Joe Biden has redoubled efforts by hosting a global summit for democracy, and Canadian Prime Minister Justin Trudeau has committed to partnering with the United States on supporting global democracy. Nonetheless, the current landscape is bleak. Freedom House’s metrics show 15 consecutive years of democratic decline. Unprecedented threats to elections across the world have emerged. Geopolitical adversaries have used hacking, disinformation campaigns and other information warfare attacks to destabilize democracies. Those threats rightly gained prominence after the 2016 US elections. However, while the focus shifted to international threats, domestic actors began to borrow Russian-style tactics, spreading false information and sowing doubt on election integrity. Too often, these campaigns achieve their goals — and democracy suffers.

Abstract:: This paper analyzes the 2020 election, focusing on voters, not political money, and emphasizing the importance of economic geography. Drawing extensively on county election returns, it analyzes how spatial factors combined with industrial structures to shape the outcome. It treats COVID 19’s role at length. The paper reviews studies suggesting that COVID 19 did not matter much, but then sets out a new approach indicating it mattered a great deal. The study analyzes the impact on the vote not only of unemployment but differences in income and industry structures, along with demographic factors, including religion, ethnicity, and race. It also studies how the waves of wildcat strikes and social protests that punctuated 2020 affected the vote in specific areas. Abstract:: What challenges the new American administration will face in the Balkans, and how should it approach them? Read in the latest analysis of BCSP researcher Vuk Vuksanović. When Joseph Biden defeated Donald Trump in the 2020 US presidential elections, the Balkan countries were not neutral on that race. Serbian President Aleksandar Vučić made a failed bet on Trump, hoping that under Trump, he will get a less painful settlement of the Kosovo dispute and an opportunity to finally make Belgrade a partner of Washington, after several decades. Vučić still congratulated Biden for his win alongside several other Balkan leaders who were probably happier about Biden’s win than him. US foreign policy towards the Balkans under Trump has been marked by transactional logic and disdain towards the European Union, best symbolised in the economic normalisation agreement between Belgrade and Priština brokered in September 2020 by Trump. Many policy hands, including Nicholas Burns, former US diplomat and one of Biden’s advisors, now expect that Biden will display US leadership in the region while cooperating closely with the European Union. The US foreign policy will have to deal with three sets of challenges: the unresolved Kosovo dispute, democratic backsliding in the region, and the presence of non-Western powers like Russia and China. While US power is a necessary element in resolving these challenges, the Biden administration will not be able to offer quick fixes.

Abstract:: The 2020 presidential election was called the most secure in U.S. history, largely due to efforts to protect the nation’s different physical and cyber infrastructure. This was a triumph considering the physical, cyber, and even human assets that make up the election infrastructure have been and continue to be susceptible to threats. In 2020, many states adopted measures to mitigate threats to physical and cyber election assets like voting equipment, ballots, and facilities, as well as computer services and databases that store voter information. For example, states with close results in the 2020 presidential race had paper records of each vote, which gave them the ability to go back and count each ballot if necessary. Other measures such as pre-election testing, state and federal certification of voting equipment, and increased collaboration between election officials and their security partners helped provide additional assurance that the 2020 election results were legitimate. Unfortunately, analogous measures were not in place to protect many of the people—from state and local election administrators to poll workers and vendor staff—who administered the elections. Due in large part to the incendiary rhetoric from former President Donald Trump and his followers, many election officials were threatened and harassed, and such behavior shows no signs of abating. Instead of taking steps to address this problem, many states have passed or are considering passing laws that could make this problem worse. Georgia’s new law removed the Georgia’s secretary of state—who rejected Donald Trump’s effort’s to overturn the state’s 2020 results—from decision-making power on the state election board and turned control of the board over to a politicized, less knowledgeable body: the state legislature. Iowa’s new law threatens election officials with criminal prosecution for failing to follow new voting rules. And Florida recently adopted a rule that subjects its local election officials to a civil penalty of $25,000 if a drop box at an early voting site is left accessible for the return of ballots outside of early voting hours. The unrelenting targeting of administrators—along with unfunded election mandates, threats, burn out, and fatigue—has pushed many election officials to leave or consider leaving their positions. According to a recent Democracy Fund/Reed College Survey of Local Election Officials, approximately one-third of chief local election officials will be eligible to retire before the 2024 election, including more than half of those in the largest jurisdictions, which each serve more than 250,000 registered voters. Considering what many of these election officials and their staffs endured during the 2020 election cycle, and continue to experience, it would be unwise to simply wait and hope that they decide to hang on. Instead, every effort should be made to create an environment that is as conducive as possible for retaining these unsung heroes of the 2020 elections. The ability of the United States to conduct future secure elections may well depend on it. This paper focuses on measures state and local governments can take in concert with their election offices to help retain as many of their high-performing election officials as possible. State and local governments should have support from the federal government and Congress to help address this national security issue, but if the fight over funding the 2020 election is any indication, they should begin taking steps to address this problem now. Below are ten suggestions for how state and local governments can retain their high-performing election officials. None is a “silver bullet,” not all of them will be relevant for each state and local government unit, and some governments have already taken many of these steps. But in addressing election official retention solutions, these suggestions provide remedies for some of the thorniest problems that election officials encounter.

Iranian presidential elections are set for June 18. The current president, Hassan Rouhani, who earned initial praise in Iran after successful negotiations for the Joint Comprehensive Plan of Action (JCPOA) in 2015, is ineligible for reelection and has steadily lost public support after the US withdrawal from the nuclear deal in 2018. A joint survey of the Iranian public conducted by the Chicago Council on Global Affairs and IranPoll provides insights into how Iranians view this pivotal moment for Iran. Iranians view Rouhani’s policies quite negatively, especially his economic policies, and for their next leader they want someone who is critical of Rouhani. However, while Iranians did not feel the economic improvements from the JCPOA they expected, new indirect talks between the United States and Iran on a return to the agreement could help the outlook for a moderate candidate.

Abstract:: In 2020, President of the United States Donald Trump launched an unprecedented electoral manipulation campaign in an attempt to secure himself a second term in office regardless of what voters decided. This Working Paper seeks to answer three questions: What electoral manipulation methods did Trump use? In what ways were his methods similar to those used previously by other incumbents to interfere with elections in their respective countries? And in what ways did his methods resemble those of election meddling by foreign state actors? To answer the aforesaid questions, this paper seeks to develop a model to describe Trump’s electoral manipulation campaign. The paper finds that Trump used seven different methods: Disinformation, voter suppression, intimidation and violence, intraparty pressure, attacking government institutions, breaking democratic norms, and attempted collusion with one or more foreign states. While most of the methods were not new, their combination was unique. That was to be expected, as Trump was the first 21st century incumbent in a well-established Western democracy to undertake such a massive electoral manipulation campaign.

Abstract:: We identified “Conspiracy Buffs” and “Skeptics” based on two conspiracy theory items included in the 2016 American National Election Survey. We then compared these two groups, and the much larger group we called the “Uncertains”, on a large number of closed and open-ended survey items. The Conspiracy Buffs had lower levels of education than the Skeptics, had less facility with language, and were more likely to state that they had not thought much about whether they were liberal or conservative. They expressed strongly angry feelings about Hillary Clinton, often citing the Benghazi incident and her use of a private email server. The Skeptics were just as angry at Donald Trump as the Buffs were at Hillary Clinton, but they did not use arguments drawn from conspiracy theories. They referred to his widely acknowledged personality traits and personal behaviors. These traits were also mentioned by many Buffs, but more in disappointment than in anger.

Abstract:: Voters’ trust in the American elections has eroded. Even before the Covid-19 pandemic hit the United States, an alarming number of voters lacked confidence in the fairness of the upcoming elections. Ensuring that Americans can vote safely despite the pandemic requires major changes to how the elections are conducted. This increases the risk of mistakes and failures, partisan feuds over the rules, and accusations of foul play. If disputes over the practicalities of voting are prolonged, it could cause large-scale voter confusion and lead to a low turnout and high ballot rejection rates. Many voters are likely to vote by mail to protect themselves from the virus. However, few states are adequately prepared to receive a large percentage of their ballots by mail. To make matters worse, the United States Postal Service is on the brink of collapse. The result of the elections may be unclear for days or even weeks, firstly due to delays in counting the absentee ballots and thereafter because of litigation. This may result in both presidential candidates declaring themselves the winner and bring about an unprecedented constitutional crisis.

Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. Although Iran considers its non-aligned position a strength, it is also a weakness. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

They agree that military force should be a last resort and that long-term occupations are damaging. They promise to reinvest in diplomacy and rehabilitate the US image abroad, as well as trying to achieve US policy goals, by rebuilding alliances and recommitting to multilateralism on climate change, on nuclear arms control. They want to use foreign aid and international institutions to improve human security, address the root causes of migration, and seek diplomatic solutions to conflicts. There is a rough division between the mainstream, Obama-style approach represented by Joe Biden and the mayor from South Bend, Indiana, Pete Buttegieg, who both believe that US alliances and international institutions are force multipliers for the United States. Together, the so-called moderate candidates have about 40% of the Democratic voter support in surveys. The progressive wing is represented by Senators Bernie Sanders and Elizabeth Warren, who want to reduce US military activity abroad and also reform the global economic order in order to reduce inequality, conflict, and environmental damage. Together, Sanders and Warren have about 40% of the Democratic vote as well.

Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

He shows that even after the American assassination of Qods Force chief Qasem Soleimani, Iranian leaders could be open to negotiating with Washington if they believe the regime’s existence depends on it.

Abstract:: In June this year, for the first time in our history, the Global Centre for the Responsibility to Protect published an “Atrocity Alert” for the United States. That alert was issued just nine days after an unarmed Black man, George Floyd, was choked to death by police in Minneapolis. Floyd’s death led to massive protests in more than 100 US cities and towns, and some rioting. As we wrote at the time: “While the murder of George Floyd in police custody does not constitute a mass atrocity crime, it has exposed deep divisions in US society. All law enforcement officials involved in the extrajudicial killing of civilians should be held legally accountable and punished to the full extent of the law. Crowd control measures deployed against peaceful protests must be consistent with international standards. The security forces must also strictly comply with the principles of necessity, proportionality, legality and precaution to help prevent any further deaths or serious injuries.” Now the United States faces an even greater challenge. The election on 3 November is expected to be one of the most divisive and dangerous in US history. Since March the United States has not only endured the largest COVID-19 death toll in the world, but also crushing unemployment levels and a disturbingly fractured political discourse. While the structural problems in US society – such as its history of racial violence and overly-militarized policing – pre-date the presidency of Donald Trump, he has exacerbated them. Trump’s attempt to cast doubt over the legitimacy of the impending election, combined with his unwillingness to commit to a peaceful transfer of power, poses a threat to American democracy. Many Americans believe that existential issues of race, identity and civil rights are also on the ballot.

Abstract:: The importance of political geography is likely to see renewed attention amid the redistricting cycle following the 2020 census and the controversies that new constituency maps are likely to bring. Many argue that gerrymandering in the United States is a key cause of electoral polarization and the observation that Democrats often are legislatively underrepresented relative to their aggregate vote shares. Jonathan Rodden convincingly shows that although gerrymandering may be a factor at the margins, the primary cause of these patterns is an urban-rural political divide that causes a political geography problem for Democrats. Rodden makes this case by showing historically how party platforms and constituencies evolved and illustrating the implications for political geography. This historical tracing of the parties speaks to how the battle between Republicans and Democrats came to be a culture war. This starts with the Democrats’ historical position as the party of laborers. Since factories were concentrated in cities, Democratic politicians who wanted to maintain their seats had to adopt positions that were appealing to growing portions of urban populations, taking progressive positions on social issues in addition to representing the interests of laborers. As the economy has shifted, the Democrats’ urban coalition has remained, with Republicans finding appeal in rural and exurban areas. The United States is not alone in this phenomenon. Rodden shows that nations such as the United Kingdom, Canada, and Australia—all of which also conduct single-member plurality elections— have also seen left-of-center parties become urban parties with similar geographic patterns in constituencies.

Bateman’s new book explores nearly all of the crucial questions concerning democracy and inclusion that we are grappling with today, from the very broad—how do the ways in which we think about the origins of our nation inform the welcoming or hostile attitudes we assume in relation to immigrants and outsiders?—to the very narrow—do requirements that voters present physical documents verifying their identity reduce the electoral participation of minority groups? In answering these questions, Bateman offers a detailed portrait of the political machinations that result in electoral reforms, describing elites’ efforts to blur lines between expediency and morality and the circumstances that led conservative parties (the same that today seek to abolish laws that give special status to protected classes of people) to work hard to establish and maintain legal provisions that awarded different rights to different groups. Fundamentally, Bateman explains why steps toward inclusive democratic institutions are often accompanied by steps back, which leave us uncertain of our accomplishments and anxious about our future. Remarkably, though, Disenfranchising Democracy considers these familiar dynamics and dilemmas not in the contemporary world but in the rather distant past, drawing on a wealth of archival sources to analyze the timing of electoral reforms, the emergence and ossification of party- based patterns of support for franchise reform, and the political ideas of would-be reformers and resisters in three of the world’s first semidemocratic countries: the United States, the United Kingdom, and France.

The US elections will come down to the wire, and will be determined by mail-in votes. While this was fully expected during the COVID-19 pandemic, it was also the worst-case scenario given Trump’s persistent attempts to delegitimize mail-in votes, despite lack of clear evidence of their fraudulence. Much like 2016, the key battleground states are Pennsylvania (20 EC votes), Michigan (16) and Wisconsin (10), with mail-in votes deciding their outcome. As of this writing, Pennsylvania has counted 700.000 out of 2.5 million mail-in votes, of which Biden has won 71.7% of them to Trump’s 21.3%. Michigan has counted 425.000 out of 2.48 million, with Biden winning 65% to Trump’s 33%. Finally, Wisconsin still needs to count 1.3 million mail-in votes. Should the trend of Biden winning 2/3 of all mail-in votes, Biden will be a clear election winner, giving the Biden camp cause for optimism.

Every community must address the public health threat and facilitate safe participation. Policymakers, election officials, and business leaders must ensure that voters need not choose between exercising their franchise and protecting their health, and that the election itself does not further spread COVID-19.1 The Committee for Economic Development of The Conference Board (CED) strongly believes that transparent, fair, and accessible elections are fundamental to the confidence of US citizens in their government and its leadership, and to the long-term health of the US economy. In May, June, and July, CED called on Congress to provide states with funding to conduct a safe, accessible, and credible election in the midst of a pandemic. With the election in progress, and Election Day less than two months away, the states and local communities, with or without federal support—including leaders in the business community—must act to meet those goals. As explained in this Solutions Brief, there is still time to protect voters and poll workers and maintain trust in the conduct and outcome of elections. Fortunately, effective measures are already in force in pockets of the country, with states and election officials needing only to replicate the best preparations and practices nationwide. This brief outlines recommendations policymakers should adopt to improve operations in their jurisdictions. Given the public health challenges involved, business leaders will also play a critical role in protecting their employees, customers, and communities during a successful election. To the extent possible, business leaders should take the concrete steps outlined in the brief to assist in the election effort.

No candidate for the Democratic nomination expressed satisfaction with the current system; the differences among the candidates centered on the degree of change that they advocated. The dissatisfactions of all of the candidates included the cost of and access to care, as well as the quality of care that Americans receive. Several of candidate Biden’s opponents advocated a fundamental shift to a “Medicare for All” program, which would abolish private insurance outright and instead put every American onto an administered-price, fee-for-service system like today’s traditional Medicare, with broad coverage of services (adding vision, dental and long-term care coverage) and no (or very low) deductibles and copayments. (Even the current popular Medicare Advantage program would be abolished, and all of its senior enrollees would be forced onto Medicare for All.) Then in the general election campaign, President Donald Trump tried to associate former Vice President Biden with the Medicare for All proposal, but the Vice President countered aggressively that he had campaigned and won against Medicare for All in the primaries.

63. Northern Populism: Causes and Consequences of the New Ordered Outlook

Abstract:: Canada has not been left untouched by a new authoritarian, or ordered, populism that has seen the election of Donald Trump as U.S. president and the United Kingdom vote to leave the European Union. Based on measurements of public opinion and other means developed to assess the phenomenon, this paper finds that populism in Canada is a significant political force, replacing the traditional left-right political spectrum. Not only has northern populism created a heightened partisan polarization in Canada, but it also proved to be a strong predictor of the outcome of the 2019 federal election. The authors’ research shows that 34 per cent of Canadians maintain a populist outlook. Older, less-educated, working-class Canadians are the most likely to sympathize with ordered populism, and it is more prevalent in Alberta and Saskatchewan. It is also more closely aligned with Canadians whose political sympathies lie with conservative political parties. A number of factors have contributed to the rise of ordered populism. These include economic stagnation, the growing disparity between the wealthy and the middle and working classes, a sense that society is headed in the wrong direction and a backlash against the loss of traditional core values. Ordered populism rests on the belief in a corrupt elite, and the idea that power needs to be wrested from this elite and returned to the people. Oriented toward authoritarianism, ordered populism emphasizes obedience, hostility toward outgroups, a desire to turn back the clock to a time of greater order in society, and a search for a strongman type to lead the return to a better time. Nothing about ordered populism serves the public interest. Instead, its anti-democratic nature makes it incapable of solving the problems that spawned its rise in the first place. Ordered populism is xenophobic, mistrustful of science and journalism, and unsympathetic to equality and gender issues. Arising out of fear and anger, ordered populism is ultimately unhealthy for Western democracies and their societies and economies. Canada has yet to accord the rise of ordered populism the attention it deserves, although this paper explains why it is a critical force in this country that needs to be addressed. Currently, attitudes toward ordered populism are generally limited to sneering, derisiveness and denial, all of which do nothing to address the problem. Solving it requires understanding its roots. And if its origins lie in the collapse of the middle-class dream, then policy-makers will need to focus on creating a new economics of hope. Ordered populism is at the heart of stark divisions in Canada, and the 2019 federal election did little, if anything, to mend the rupture. Dissatisfaction with the election’s results could forecast an even worse polarization in the near future, and increase the appeal of authoritarianism, if populism is left unaddressed.

Abstract:: As mail-in voting begins for the US November elections, Secretary of State Mike Pompeo has announced plans to visit Pope Francis in Rome. The intent was anticipated in a critical article penned by Pompeo himself in First Things, the authoritative US journal of conservative Catholics. In it, Pompeo explained his visit as aimed at pressing the Vatican to halt its entente with China about the naming of bishops in that country, leading to angry rebukes and a warning that the Pope may in fact refuse to meet the incoming Secretary of State. A couple of weeks earlier, two normalisation agreements involving Israel and the Middle Eastern states of Bahrain and the United Arab Emirates were signed with much pomp and fanfare at the White House. The name given to the agreements: The Abraham Accords. This follows Trump’s transfer of the US embassy to Jerusalem in 2018. Donald Trump’s efforts to consolidate electoral support from religious groups is not surprising or new. This tactic was instrumental in his previous election in 2016. More recently, one can recall the photo-op at Christ Church, near the White House, with the Holy Bible in his right hand after having ordered the police to dispel Black-Lives-Matter protesters from the area. Or Trump’s decision to be the first sitting president to address the annual anti-abortion March for Life rally earlier this year.

Abstract:: With presidential elections in the United States underway in November 2020[1], the only possible scenarios for Washington in the Middle East are either continuation and solidification, or a change in its Iran policy, each with different potential impacts on the geopolitical conflict between the United States, Israel, and allied Arab countries on one side and Iran and its regional Axis-of-Resistance on the other. Analysing current convergences and divergences between the United States and Israel on Syria and Iran is important to anticipate potential changes in both countries’ positions following the US election, as such changes may impact the effectiveness and even the prospect of the continuation of the United States’ so-called ‘Maximum Pressure’ campaign. The policies of the two countries on Syria and Iran became varyingly intertwined as Iran entrenched itself deeply in Syria. Nonetheless, it is important to note that Israel and the United States differ in their approaches to tackling Syria. This contribution attempts to assess the US campaign against Iran, the cost it is likely to have inflicted upon it in Syria, and the outlook of an agreement with Iran. Although we are considering US policy on Iran, the analysis here also includes the Israeli perspective. Private conversations with Israeli current and former officials have provided important insights into how Israeli officials see US policy in Syria and vis-à-vis Iran, and can add a unique contribution to the dialogue. In this analysis, we sought to address several issues. First, whether there are any incentives for Iran to concede to US demands or reach a meaningful bargain, and whether under a Biden or Trump administration a new Joint Comprehensive Plan of Action (JCPOA) could be renegotiated to include Iranian expansion in the region. We also examined the form and incentives structure that could entice Iran to offer a constructive contribution to the stability of Syria and the region. In addition, we assessed to what extent the Maximum Pressure campaign affects Iran, and whether targeting Syria with sanctions would incentivise both the Syrian government and the Syrian locals (who are working with Iran as fighters) to break with Iran. Finally, assuming that Iran is in Syria to protect its own interests, we question whether more threats to Tehran would lead to reduced presence in Syria.

Abstract:: Intelligence and law enforcement agencies warn that Russia, China, Iran, and other foreign actors will seek to interfere in the 2020 presidential election.1 Foreign actors are increasingly sophisticated at using cyber tools and social media to probe and penetrate electoral infrastructure, manipulate public opinion, and cast doubt on the integrity of the election process. On one hand, the United States is better prepared to address these threats now than during the 2016 presidential election. For example, after the Department of Homeland Security (DHS) designated election systems as critical infrastructure in 2017, it established the Elections Infrastructure Information Sharing and Analysis Center, which enabled states and localities to more easily share information about threats to elections. This mechanism has had the additional benefit of making DHS better at helping states manage risks, as well as distributing information from the federal government to the states about possible threats.2 On the other hand, in many states there are still vulnerabilities in election infrastructure that foreign actors can exploit. These vulnerabilities exist at almost every step of the election administration process, including registering voters, verifying their registration at polling places, securing the devices that capture and tally the vote, transmitting that data to a central location on election night, and executing an accurate recount.3 While states usually make decisions about the rules of elections (policymaking),4 localities are typically responsible for the “nuts and bolts” of running an election — such as finding polling places and recruiting poll workers.5 Local election officials also help preserve the integrity of America’s elections by protecting against hacks into voter rolls and local election websites and working closely with federal and state officials to ensure the security of their voting systems.6 As the February 3, 2020 Iowa Democratic caucuses demonstrated, such vulnerabilities are not merely theoretical. During the caucuses — which were administered by political party officials, not election officials — the new app that the Iowa Democratic Party planned to use to report its caucus results did not work. Many of the nearly 1,700 precinct chairs who were responsible for transmitting the results did not receive training on how to use the app, and a large number appear to have been unable to successfully download it.7 Revisions and updates to the app were made as late as two days before the caucuses, making it nearly impossible to vet and test adequately.8 Although the federal government recently agreed to allocate an additional $425 million in election administration and security funds to state election offices,9 federal resources will likely be insufficient to address all outstanding vulnerabilities before the 2020 presidential election. It is also unclear how much of this funding will be distributed to local elections officials in time for the 2020 presidential election. This handbook, therefore, provides a list of steps that local election officials can implement at relatively little cost to fortify their elections systems before the 2020 presidential election.

76. Predicting United States Policy Outcomes with Random Forests

Abstract:: Two decades of U.S. government legislative outcomes, as well as the policy preferences of highincome people, the general population, and diverse interest groups, were captured in a detailed dataset curated and analyzed by Gilens, Page et al. (2014). They found that the preferences of high-income earners correlated strongly with policy outcomes, while the preferences of the general population did not, except via a linkage with the preferences of high earners. Their analysis applied the tools of classical statistical inference, in particular logistic regression. In this paper we analyze the Gilens dataset using the complementary tools of Random Forest classifiers (RFs), from Machine Learning. We present two primary findings, concerning respectively prediction and inference: (i) Holdout test sets can be predicted with approximately 70% balanced accuracy by models that consult only the preferences of those in the 90th income percentile and a small number of powerful interest groups, as well as policy area labels. These results include retrodiction, where models trained on pre-1997 cases predicted “future” (post-1997) cases. The 20% gain in accuracy over baseline (chance), in this detailed but noisy dataset, indicates the high importance of a few distinct players in U.S. policy outcomes, and aligns with a body of research indicating that the U.S. government has significant plutocratic tendencies. (ii) The feature selection methods of RF models identify especially salient subsets of interest groups (economic players). These can be used to further investigate the dynamics of governmental policy making, and also offer an example of the potential value of RF feature selection methods for inference on datasets such as this one.

Abstract:: How can we increase voter turnout among low-propensity voters? Researchers and practitioners have found interventions that increase voter turnout, but these interventions tend to increase turnout among individuals already likely to vote, and therefore appear to exacerbate existing inequalities in participation. This project developed and tested an intervention designed to encourage people with a lower prior likelihood of voting into the electorate. First, in summer 2018, we surveyed a diverse sample of voting and non-voting Californians about their political attitudes. We concluded that feeling inadequately informed and feeling inefficacious may contribute to low turnout rates. Based on the results of the survey, we designed messages to address these feelings and tested them in an experiment to increase turnout in two special elections in June 2019 by targeting these sentiments among people with infrequent prior turnout records. Letters with information and encouragement about the voting process did not increase turnout in the subsequent election. We conclude that further work is needed to identify interventions that successfully increase turnout among low-propensity voters.

Abstract:: In April 2020, how did Californians of all demographic groups want to cast their ballots during the COVID-19 pandemic, what changes to the electoral process would they support during this critical moment, and how would reforms made in 2020 reshape our state’s electorate in the future? We address these questions by analyzing a statewide survey of a diverse sample of 12,276 eligible voters (adult citizens) conducted April 8-22, 2020. As a whole, California’s eligible voters plan to vote by mail more than ever before in November 2020. Voting by mail is the method that gives them the most confidence in the integrity of election results, and they are strongly supportive of policies that expand access to voting by mail. The level of support for voting by mail differs across California’s diverse racial and ethnic groups. Consistent with past studies, our survey found that Latino and African-American eligible voters are generally less likely to prefer this method of voting than non-Latino whites and Asian Americans. It will be important to consider the potentially disparate impacts that any election administration changes could bring and to conduct broad outreach efforts. When presented with scientific projections predicting a fall peak in the impact of COVID-19, eligible voters were even more likely to prefer voting by mail and to express concerns about waiting in line or working at a polling place that did not adhere to social distancing protocols. Abstract:: Can racial and ethnic minorities be mobilized to participate in politics at greater rates? We theorize that mobilization messages providing information about a group’s underrepresentation in government may increase participation among racial/ethnic minorities. However, responsiveness to such messages should vary depending on individuals’ prior awareness of their group’s underrepresentation. Using a two-wave panel survey that randomly assigned different get out the vote messages, we find that messages highlighting a racial/ethnic group’s underrepresentation in government do not increase Latinos’, Blacks’, or Asians’ likelihood of voting. We also find that such messages can decrease other forms of political participation among Asians and Latinos who were previously unaware of their group’s underrepresentation. These findings indicate that information about underrepresentation can actually demobilize certain segments of the electorate. Thus, practical efforts to boost participation among underrepresented groups should either communicate information about underrepresentation in other ways or provide a different type of message altogether.

Abstract:: In April, 2020, was there a partisan divide between eligible voters from California’s major parties over whether they preferred to vote in person or through mail ballots in the November election, and what percentage of likely voters from each party said they would not vote if the election were held exclusively through the mail? Did partisans divide over policy proposals about how to conduct this election? We investigate these questions by analyzing a statewide survey of a diverse sample of 12,276 eligible voters conducted April 8-22, 2020. When we asked eligible voters how they wanted to cast their ballots this November, we found no significant divide between the Republican and Democratic eligible voters. More than half of eligible voters in both parties prefer to cast a ballot by mail, with nearly another two in ten voters preferring to drop off a ballot that has been sent to them in the mail. Gaps of eight to twelve percentage points emerge between partisans over support for policies that advance voting by mail, though there is still a strong consensus supporting these changes among all partisan affiliations.

Abstract:: In 2015, Governor Jerry Brown signed the California Voter Participation Rights Act (SB 415) into law. As its title suggests, the bill aimed to increase turnout in local elections by forcing all California jurisdictions to hold elections concurrently with statewide elections (in June or November of even years). Turnout in local elections is significantly lower than national turnout, averaging only 20% by some estimates (Alford and Lee 1968, Wood 2002, Hajnal and Lewis 2003, Caren 2007, Hajnal 2009). Scholars have found that election timing is the most important predictor of differences in aggregate turnout rates across cities (Alford and Lee 1968, Anzia 2014, Anzia 2011, Hajnal and Trounstine 2005). Hajnal and Lewis find that city elections that coincide with presidential elections are associated with a turnout of registered voters 36 percentage points higher than turnout in cities that do not hold elections that coincide with the presidential election (2001, 656). Caren finds that cities holding elections concurrent with the presidential election increase voter turnout by 27% compared to cities that do not (2007, 41). The logic behind SB 415 is that moving local elections to coincide with national elections will improve electoral participation.

Abstract:: U.S. foreign policy officials have embraced economic sanctions as a tool of choice for American foreign policy. Decisionmakers have deployed sanctions against strategic adversaries and national security threats ranging from Russia to non-state actors such as terrorist groups, drug cartels, and businesspeople who engage in corrupt activities. The appeal to both policy leaders and key constituent groups of the potent economic impacts of sanctions in several recent high-profile cases, particularly those of Iran, Russia, North Korea, and Venezuela, combined with broad bipartisan support for aggressive use of U.S. sanctions, suggests that the United States will favor this policy tool and be an active practitioner in the years ahead. This brief describes five of the most prominent and influential trends that could affect U.S. sanctions and other coercive economic measures in the future. Abstract:: Environmental issues have frequently enjoyed bipartisan support in American history: the Clean Air Act was enacted in 1963 under Democratic President Johnson, and the Environmental Protection Agency (EPA) was established in 1970 under Republican President Nixon. This began to change in the 1980s under President Reagan, due to the rise of neoliberal economic theories pioneered by Republicans. Conservatives increasingly viewed environmental regulations as economic impediments. Partisanship on this issue then accelerated throughout the 1990s and 2000s, subject to the influence of powerful lobbying groups. President Bush Jr. refused to ratify the Kyoto Protocol in 2001, actively promoted fossil fuels, and his administration attempted to cast doubt about the science of climate change. Climate partisanship somewhat abated during the 2008 and 2012 Presidential elections, since both McCain and Romney were ‘moderate’ Republicans.

Abstract:: The Transatlantic Commission on Election Integrity (TCEI), an initiative of the Alliance of Democracies, aims to prevent election interference by advocating for increased transparency and by fighting the use of disinformation in campaigns. The TCEI is systematically assessing the adequacy of laws, policies and practices in democratic states so as to evaluate their electoral resilience and ability to preserve their elections’ integrity. The electoral losses were driven by retaliatory tariffs on agricultural products and were only partially mitigated by the US agricultural subsidies announced in summer 2018. Republicans also fared worse in counties that had seen recent gains in health insurance coverage, affirming the importance of health care as an election issue. A counterfactual calculation suggests that the trade war and health care can account for five and eight of Republicans' lost House seats, respectively.

Abstract:: On April 18, 2019, the US Department of Justice released a redacted version of the full report (448 pages) submitted by Special Counsel Robert Mueller about Russia’s interference in the 2016 US presidential elections. The report consists of two parts: the first presents the outcome of the investigation into Russia’s involvement in the election and draws conclusions regarding the presence or absence of a conspiracy or illegal coordination between the Russians and the Trump campaign; the second part deals with President Trump’s possible obstruction of justice regarding the FBI investigation into the Russian intervention and the investigation by the Special Counsel himself. This essay deals with the first part, i.e., the results of the investigation into the connection between the Russians and Trump for the purpose of influencing the election results. The report reflects accurately the US criminal law that deals with conspiracy and illegal coordination regarding elections. At the same time, it exposes a gap in the nation’s conceptual, organizational, legal, and technological preparedness to confront the possibilities that the digital space provides to undermine – internally and externally – the democratic process. Israel suffers from the same gap, and it is therefore imperative that the state confront it before the next Knesset election.

94. Great Expectations and Grim Realities in AMLO's Mexico

Abstract:: Mexican president Andrés Manuel López Obrador, commonly known as AMLO, assumed office in December 2018 with a robust electoral mandate having trounced traditional parties and secured a clear majority in the Mexican Congress. With approval ratings at about 80 percent, López Obrador seems so far to be satisfying his supporters’ expectations.1 To the delight of those disgusted with elite privileges, AMLO flies commercial (in coach), plans to sell the presidential plane, and slashed the salaries of top officials (including his own), putting their government vehicles up for auction.2 He has acted quickly to redistribute wealth by increasing pensions for the elderly, offering scholarships or apprenticeships to millions of young people, and providing additional subsidies to marginalized small farmers.3 López Obrador has also solidified labor union support by reversing some of his predecessor’s most controversial “neo-liberal” measures. He suspended an education reform enacted to improve the country’s underperforming public schools.4 And he has started to undo an energy overhaul designed to modernize the state-dominated oil industry, promising workers that he will rescue the heavily indebted government company, Petróleos Mexicanos or Pemex, by investing billions in a new refinery to make the country self- sufficient in gasoline.5 But the new president still faces his toughest challenge: reducing violence in a country plagued by some of the world’s most vicious criminal gangs. About 230,000 people were murdered between 2008 and 2017, more than double the number killed in the previous decade.6 This tsunami of violence continues to crest: during the first quarter of 2019 homicides have risen nearly 10 percent from the same period in 2018.7 On security, Mexico’s radical new president has thus far offered more continuity than change. He favors the same top-down, militarized approach that failed to curb violence over the past decade. The government’s marquee security reform is the creation of a national guard with at least 50,000 members recruited largely from the armed forces. Under fire from human rights defenders, López Obrado agreed to place the force under the Secretariat of Security and Civilian Protection, though its commander will be General Luis Rodriguez Bucio, an active duty officer who is in the process of retiring.8 López Obrador has taken steps to address past atrocities (appointing a special prosecutor to investigate the 2014 killing of 43 students) and to prevent future abuses (signing an agreement with the UN to oversee the guard’s human rights training).9 But critics worry that a force led by and recruited from the military will simply reproduce past patterns of repression, gang fragmentation, and dispersion, followed by violent escalation. An iron-fist approach to crime, moreover, fails to address Mexico’s fundamental problem: rampant impunity. Government victimization surveys suggest that authorities fail to investigate more than 90 percent of the crimes committed, often because citizens don’t bother to report crimes to state or municipal police regarded as incompetent, impotent, or corrupt.10 More than a decade of federal military intervention has undermined, not strengthened, the country’s approximately 345,000 state and local police.11 Poorly trained, under-resourced, and often under threat themselves, municipal and state authorities have little incentive to combat Mexico’s increasingly diverse and localized criminal gangs. López Obrador must grapple with the reality that federal power alone is unlikely to bring violence under control. There is no populist playbook for building effective police and an efficient, fair judicial system. The criminal groups operating in Mexico have proven remarkably resilient, surviving the killing or arrest of cartel leaders by morphing into smaller factions that not only produce and transport illegal drugs for sale in the US market but also steal gasoline, derail and rob rail cars, run illegal mining and logging operations, and hold entire communities hostage to extortion and kidnapping rings. The United States has a huge stake in Mexico’s success: the criminal organizations responsible for rising violence in Mexico have also fueled a U.S. drug epidemic resulting in 72,000 fatal overdoses during 2017 alone. U.S. agencies have worked closely with Mexican police and military forces to capture drug kingpins; Congress has also appropriated nearly $3 billion in equipment, training, and capacity building assistance.12 This is only a fraction of the approximately $14 billion Mexico spends each year. But by accepting shared responsibility for the illegal drug trade—long a Mexican demand—the United States has secured cooperation on security issues that would have been unthinkable less than a generation ago. This article examines the evolution of security policy under Presidents Felipe Calderón, 2006-2012, and Enrique Peña Nieto, 2012-2018. López Obrador could learn much from his predecessors’ failures. Calderón began his term with a frontal attack on drug cartels, though he came to understand that Mexico could not control organized crime without social programs and institutional reforms. Peña Nieto initially promised demilitarization and violence prevention, but soon abandoned these efforts, reverting again to military intervention. Neither president strengthened the country’s embattled state and local police who are responsible for enforcing the law after federal troops depart.

With the 2020 election campaign shifting into high gear, candidates are being forced to talk about trade whether they want to or not. The president’s frequent comments about trade, along with his imposition of tariffs, are driving the American public to think more deeply about trade and raise their level of understanding of trade policy. For trade wonks, this is a good thing—more people talking and thinking about their favorite subject. For presidential candidates, however, it creates a dilemma: how to criticize the president without alienating the voters who seem to like his trade policy.

Abstract:: It is election season again in sub-Saharan Africa. Roughly every five years, the region faces a tidal wave of elections. In previous cycles, starting in the mid-1990s, the outcome was generally predictable. The ruling party leveraged its considerable advantages—including access to state resources—to secure another term. If the incumbent party rigged the poll, international monitors easily spotted the fraud and strenuously objected, even if to little effect. For the past two decades, five out of every six elections have produced the same result. This next batch of some two dozen elections will be different. A combination of demographic, technological, and geostrategic developments is disrupting the region’s electoral landscape. African leaders, opposition, and publics are adapting and writing a new playbook in the process. From street protests and parallel vote counts to election hacking and internet shutdowns, sub-Saharan African politics are becoming more competitive and more unpredictable. The case for democracy and improving the quality of elections is not simply a moral or altruistic one. U.S. national security objectives, including promoting prosperity and stability, are more achievable in democratic systems. Autocratic regimes, in contrast, worsen corruption, undercut sound economic management, and fail to produce long- term growth. Indeed, recent research indicates that Africa’s democracies grow at a faster rate than its autocracies, and this is more pronounced among countries that have been democracies for longer.1 Moreover, historically, democracies rarely have gone to war with one another. If the United States wants to advance its broad objectives in the region, it will need to reconceptualize its investments, partnerships, and interventions regarding elections.

99. Russian Meddling in the United States: The Historical Context of the Mueller Report

Abstract:: One of the most significant—and most disturbing—aspects of the Mueller report is the confirmation that Russia attempted to influence the 2016 election, based on the Special Counsel’s exhaustive collection and review of intelligence. This campaign by a foreign adversary represents a serious threat to U.S. national security and is reminiscent of Moscow’s actions during the Cold War. As this CSIS Brief highlights, Moscow has long conducted an “active measures” campaign against the United States, including trying to manipulate U.S. domestic politics. U.S. policymakers now need a forceful response to Russia’s intelligence campaign.
