Abstract:: While some degree of competition is present in many authoritarian regimes, the implications of such controlled competition on international issues have not received much consideration, including towards international environmental accords. We attempt to rectify this through a framework where we focus on internal political competition in a hybrid, nondemocratic system where national elections are held regularly. Specifically, we argue that the presence of multiple actors competing in elections in nondemocratic settings results in them assuming positions on various issues, justifying their positions, and attempting to mobilize their supporters with considerable implications for international environmental policies. We display our argument in the context of Iranian debates on the ratification of the Paris Climate Accords. Our findings demonstrate that the competing Iranian sides rely on different justifications for their environmental positions, resulting in extensive (negative) competitions of rhetoric where the international dimension emerges as an important feature in the internal competition. Overall, we show that political competition within non-democracies is likely to add to the complexity of international (environmental) negotiations and cooperation.

2. Political Coalitions in Turkey in the Run-Up to the 2023 Elections

Abstract:: The year 2023, already marked by a deadly double earthquake in the south-east of the country in February, is the year of the centenary of the Republic, but above all an election year for Turkey. The general elections (parliamentary and presidential) will take place on May 14 and are unanimously considered to be crucial for the political future of the country. The electoral campaign is polarized around two major coalitions: the People’s Alliance, led by the presidential AKP and the MHP, which supports the re-election of President Erdoğan; and the Nation Alliance, formed by the main Kemalist party CHP with five other parties, and supporting Kemal Kılıçdaroğlu as a presidential candidate. Two other coalitions are also present and could tip the election one way or the other: the Labor and Freedom Alliance, centered around the progressive and pro-Kurdish HDP, and the Ancestral Alliance, which supports the nationalist Sinan Oğan. While this political configuration may seem familiar to European observers – where cross-party coalitions are common, especially in parliamentary regimes – there are indications, such as the tensions between the İYİ Party and its partners in the Nation Alliance over support for Kılıçdaroğlu, that call into question the nature of these coalitions: are they motivated by ideological proximity, or are they merely tactical tools for gaining power? In particular, these coalitions seem to derive from the nature of the Turkish political regime and its evolution over the last decade, with an ultra-presidentialization of the system under the successive presidential terms of Recep Tayyip Erdoğan which has led all political actors to position themselves in relation to his personal power. As socio-economic conditions weaken the AKP’s electoral base, the prospects for this election seem more open than ever.

Abstract:: The upcoming presidential and parliamentary elections in Turkey on May 14, 2023, are expected to be closely contested. Polls suggest that the ruling AK Party-led People’s Alliance will lose its majority in parliament, resulting in a hung lower house. This would create an opportunity for multiparty dialogue and temporary alliances on specific policy issues, leading to legislation that is the result of multiparty bargaining rather than the agenda of a dominant party. Against this backdrop, it is crucial to understand the Turkish opposition’s views on a variety of policy issues, with digital policies being a particularly underexplored one. At the intersection of political, economic, and technological issues, digital policies are regulations that have to adapt to a rapidly changing landscape of technological advances on a global scale. Turkey, as a regional power and an upper-middle-income economy, has attempted to take advantage of technological innovations to further promote economic growth and national security purposes. However, the AK Party government's efforts have been met with skepticism from opposition groups as they have fallen short of protecting individual rights and freedoms online. The study is organized into four sections, with an analysis of the political situation on the eve of the upcoming elections, a description of the technological ecosystem in Turkey, an analysis of the evolution of digital policies in Turkey under the AK Party’s successive governments, and a detailed overview of the main opposition parties' digital policy positions. This study thus provides insight into the future of digital policies in Turkey and the potential impact of the upcoming elections on this pivotal issue.

Abstract:: In May 2023, Turkey will hold the most critical elections since the founding of the Republic 100 years ago. For the first time in 20 years in power, public polls point at an electoral defeat of the Justice and Development Party (AKP) and President Recep Tayyip Erdoğan. What does the crisis and potential demise of President Erdoğan mean for Turkey? Is this the beginning of a next phase of autocratization or the chance for transition to democracy? Autocratization came gradually after recurrent electoral victories of the ruling AKP. The executive takeover (Svolik 2019) has entailed the colonization of state institutions, the control of the judiciary, the mainstreaming of media, the curtailment of democratic rights and liberties and the reorganization of business capital. Authoritarianism reached a new level after the failed coup attempt of 2016 and introduction of a presidential system in 20181. Ever since executive powers are united in the hands of the president. He can rule with executive orders, appoint ministers and bureaucrats and redesign institutions and ministries without the approval of the parliament. Parliament was weakened and checks and balances largely elimitnated. Independent state institutions such as the Supreme Election Committee, the Regulatory Radio and Televison Authority or the Central Bank have lost their autonomy. Without exception, they are all led by loyal supporters who are appointed by the president.

Abstract:: At the start of Iraq’s longest government formation process in October 2021, one key question on everyone’s mind was whether Iraq might get its first majoritarian government. The Sadrist Movement tried for months, but ultimately Muqtada Al-Sadr conceded defeat by calling on his MPs to resign. The result was another consensus government with all the traditional political parties sharing the spoils, minus the Sadrists. A second key question on everyone’s mind was whether a genuine parliamentary opposition could develop in Iraq given the election of many independent MPs and the rise of reformist parties. This brief outlines the conditions needed for such a parliamentary opposition to emerge, discusses both technical and political elements, and analyses the challenges facing the ‘new Iraqi opposition’, i.e. veteran independent politicians, civil society activists and even former members of established parties. It argues that a sound electoral environment, unification of reformist parties and a higher turnout can contribute to making meaningful opposition a reality, which is needed to confront Iraq’s collusive democracy.

Abstract:: Surveys show profound changes in the social attitudes of Kurds in Turkey. Younger Kurds are more liberal socially and more flexible politically. The years 2015–2016 marked a turning point for Kurdish society and brought different attitudes to light among both impoverished and middle-class Kurds. The AKP has been losing Kurdish support because of their alliance with the nationalist MHP and policies perceived as being anti-Kurdish. The CHP, while starting very low, has been gaining Kurdish support. The CHP’s strategy of reconciliation and talking about crimes committed against the Kurds in the past has been paying off. While the “Table of Six” does not offer much in the way of concrete benefits for the Kurds, some parties in the People’s Alliance (e.g. Deva, Gelecek) are more progressive vis-a-vis Kurdish demands.

Abstract:: As of 6 March 2023, Kemal Kılıçdaroğlu, chairman of the CHP, is the joint candidate of the largest Opposition alliance. As such, for the first time, an Alevi has the chance of occupying one of the highest positions in Turkey. Since he is also Kurdish, he represents the two largest ethnic and confessional minorities in Turkey. Kemal Kılıçdaroğlu (74) was born in a small village in Dersim/Tunceli province. He managed to become the director of a state institution and has been the chairman of the CHP since 2010. The Alevi are by far the largest non-Sunni religious group in Turkey, representing roughly 15–20 percent of the population. There are huge differences in the definition of what an Alevi is, ranging from Anatolian Muslims to a branch of Shia Islam and from a religion in its own right to a culture. In both the Ottoman Empire and the Republic of Turkey, Alevis have been subject to persecution, discrimination and exclusion. In 1937/38, the state committed large-scale atrocities against the population of Dersim. The burning of a hotel in 1993 during an Alevi festival proved to be a turning point for Alevi awareness and civil society organization. The AKP launched an ‘Alevi opening’ in 2008 to address issues including recognition for Alevi places of worship and religious instruction; although the initiative continued until 2011, nothing concrete was achieved. Prejudices, discrimination and the othering of Alevis continue to this day. Since 2018, Kılıçdaroğlu has been the architect of the National Alliance; consisting of six diverse parties since 2022, the opposition group has been dubbed the ‘Table of Six’. In the summer of 2022, Alevi Cem Houses were attacked. President Erdoğan subsequently visited a Cem House for the first time in 15 years; in fall 2022, he announced the creation of a Directorate to deal with Alevi issues. On 14 May 2023, in the Republic’s centenary year, an Alevi could become president of Turkey. After many years of polarization, this could send out a message of unity, of differences bridged and differences accepted.

Securing the safe, voluntary and legal return of Syrian refugees through rapprochement with the Assad regime, as the opposition proposes, will prove a non-starter. Abstract:: This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.

22. Restoring Competitive Politics: Electoral Contestation and the Future in Turkey and India, and Iran and Russia

Abstract:: The institutions and practices necessary for open and fair competition for political power are eroding across the world. In some countries, such as Turkey and India, the democratic dividend of electoral competition has been steadily undermined by majoritarian autocrats who have proved adept in campaigning for office and winning elections. In others, such as Russia and Iran, political leaders have marginalised or suppressed electoral processes, reducing them to closely managed performances that seek to demonstrate public consent. At least some traces of the mechanisms of electoral competition often remain in place, however, even where genuine public consent has been almost extinguished. This leaves open the possibility that the trend away from competitive electoral politics could be at least partially reversed in future, in the context of political succession or the electoral defeat of incumbents. In June 2023, LSE IDEAS brought together experts from the London School of Economics and Political Science (LSE) and other institutions to examine the potential for restoring the democratic dividend of competitive politics in four major countries. Turkey and India were selected for their timeliness—national parliamentary and presidential elections were held in Turkey in May 2023, and national parliamentary elections are due in India in April 2024—and for their similarities: both political systems are characterised by powerful elected leaders with a strong record of performance in national elections, each backed by large political parties based on an appeal to national and religious identity. Iran and Russia were chosen as examples of two states where competitive electoral politics had been temporarily enabled by significant political change—respectively, an impasse in Iran’s theocracy in the 1990s, and the end of the Soviet Union—only to be undermined by the reassertion of autocratic power. Two assumptions underlay the planning of this discussion on ‘Restoring Competitive Politics: Electoral Contestation and the Future’. The first is that the characterisation of political systems as either democratic or autocratic provides an insufficient basis for explaining many differences in the workings of political institutions, or for guiding policy. The second assumption is that while certain institutions and practices appear to be essential to maintaining open competition for political power—including for example, freedom and diversity of comment in major channels of communication like broadcast television, radio, newspapers, and social media—there is no useful empirical example or theoretical formulation of an ideal or perfect democratic political system. The exclusion from the discussion of countries with longer established forms of competitive politics, such as the United States or the United Kingdom, was not intended to suggest an implicit comparison with ideal types of functioning democracies. On the contrary, there are grounds for concern about the maintenance of open competition for political power in every country professing to be a democracy. As David Runciman has said of the future of democratic practices: ‘The question for the twenty-first century is how long we can persist with institutional arrangements we have grown so used to trusting, that we no longer notice when they have ceased to work.’ He warns that ‘democracy could fail while remaining intact’.

President Erdogan’s challenger, Republican People’s Party head Kemal Kilicdaroglu, has assembled an ideologically diverse coalition united in its determination to oust the ruling bloc. Guiding the opposition, known popularly as the “Table of Six,” is a message focused on restoring competence amid sky-high inflation and a faltering response to the devastating February earthquakes. But Erdogan’s challengers still face headwinds created in part by his near-complete control of the media. Now, months after the KRI’s Parliament, government, and presidency expired last November, the KRI’s President announced that the elections would take place on February 25, 2024. Though both the KDP and PUK have so far agreed on holding the elections on this date, the parties have yet to resolve a months-long dispute over the parliament’s controversial minority quota. Bu çalışma, Türkiye’de resmi rakamlara göre sayıları 3,5 milyon civarında olan geçici koruma kapsamında bulunan Suriyelilere ilişkin Türkiye’deki milliyetçi siyasal parti liderlerinin nefret söylemini kullanıp kullanmadığını ortaya çıkarma amacındadır. 2011 yılından itibaren Suriyelilerin Türkiye’ye göçü ile birçok şehirde demografik yapının bozulduğu ve çok çeşitli toplumsal sorunların ortaya çıktığı söylenebilir. Ancak nefret söyleminin, toplumda daha derin yaralara yol açılmasına sebep olabilecek olan “nefret suçlarını” ortaya çıkarma potansiyeli bulunmaktadır. Bu bağlamda önem arz eden çalışmada, Devlet Bahçeli, Meral Akşener ve Ümit Özdağ’ın açıklamaları söylem analizi yöntemi ile incelenmiştir. Bu incelemelerin sonucunda, Milliyetçi Hareket Partisi lideri Bahçeli’nin, geçici koruma kapsamında bulunan Suriyeliler ile ilgili söylemlerinde önyargılı aktarımlar ve ayrımcılık yaratıcı unsurlara rastlanmamakla beraber geçici koruma kapsamında bulunan Suriyelilere dostane şekilde yaklaştığı; İyi Parti lideri Akşener’in de ayrımcılık, ötekileştirme veya önyargılı söylemlerden uzak durduğu gözükmektedir. Buna karşın, Zafer Partisi lideri Özdağ’ın, toplumda meydana gelen neredeyse bütün olumsuzlukları geçici koruma kapsamında bulunan Suriyeliler ile ilişkilendirdiği ve yine neredeyse her zaman ayrıştırıcı ve ötekileştirici söylemler kullandığı görülmektedir. Abstract:: Turkey is heading toward a set of twin elections that could have momentous consequences for the country’s future. In June 2023 at the latest, Turkish voters will be asked to choose a new president and a new parliamentary majority. For the past two decades, the Turkish political landscape has been dominated by the Justice and Development (AK) Party and its uniquely successful leader, Recep Tayyip Erdoğan. After having ruled the country single-handedly since 2002, Erdoğan became the first executive president of Turkey in 2018, following a tightly contested constitutional change. He has come out victorious in every round of elections since the start of his political career. And yet, after two decades, his popularity is faltering, raising the prospect of political change. The turning point for Turkey’s political system has been the transition to a presidential system with the constitutional amendment of 2017.1 Since the start of multiparty elections in 1946, Turkey had had a parliamentary system, and since 2002 it has had single-party governments. With Erdoğan at the helm, the AK Party has won nearly all elections over the past two decades. It only failed to win a parliamentary majority in the most recent elections,2 in June 2018, and since then has been forced to rely on the support of the hyper-nationalist Nationalist Movement Party (MHP) to secure control of the legislature.3 Alper Coşkun Alper Coşkun is a senior fellow in the Europe Program and leads the Türkiye and the World Project at the Carnegie Endowment for International Peace in Washington, DC. @IACOSKUN The transition to the presidential system forced a realignment of the political constellation. The structural impact of this transition has led to the creation of two major political alliances. The Cumhur, or People’s, Alliance is led by the AK Party and includes the MHP and a small number of marginal parties. The Millet, or Nation, Alliance is led by the main opposition, the center-left Republican People’s Party (CHP); it also includes the center-right/nationalist İYİ Party as well as the Saadet and Demokrat parties, which appeal to a smaller electoral base. The first real test of this alliance-based politics was the municipal elections of March 2019, where the opposition alliance performed markedly better. Millet-backed opposition candidates won the electoral race in nine out of Turkey’s ten major metropolitan cities, including Ankara and Istanbul. These cities had been ruled by mayors linked to the AK Party and its predecessors since 1994. Now the alliances are gearing up to contest the critical 2023 elections. The ruling Cumhur Alliance’s candidate will be Erdoğan, who will try to win a third term as Turkey’s president. The candidate of the Millet Alliance is still unknown. Kemal Kılıçdaroğlu, as the leader of the main opposition party, is intent on becoming the Millet candidate, but there are doubts about his electability against Erdoğan. Meral Akşener, the chairwoman of İYİ—the second-largest opposition party—has so far sidelined herself from the presidential race. Ekrem Imamoğlu, the mayor of Istanbul, and Mansur Yavaş, the mayor of Ankara, are also possible presidential candidates for the opposition. At present, all four potential candidates for the opposition are polling better than Erdoğan—fueling speculation about political change.

Abstract:: Media outlets and polling companies have started publishing reports that claim the young people’s vote will be a game-changer in the upcoming elections. It is Generation Z, the so-called millennials, who are going to make a political statement with their vote in the Turkish elections. They constitute a sizeable portion of the eligible voters (20%) and around half of them will be casting their votes for the first time (RIS Report, 2022). Whether we are talking about Generation X, Y or Z, young people do not constitute a monolithic bloc in Turkey. The country is polarised along different ethnic, religious and ideological fault lines, and so is its youth. This is reflected in their activism, as well as their everyday lives. Turkish youth became an object of scrutiny for researchers during and after the Gezi protests and their repertoires of action and political participation were analysed by researchers both in and outside Turkey. However, new systematic studies are needed if the results the polling companies are receiving with regard to young people’s preferences and lifestyle choices in a changing Turkey are to be explained. Evidence shows that wooing youth support features on the parties’ political agendas. Strategies include investing in youth branches, organising events and festivals, as well as creating opportunities for young people, to keep them loyal to the party agendas. Do young people only express their frustration with the system through demonstrations on the streets or social media posts? No: young people are also leaving the country in protest. My recent research reveals that a sizeable group of young people tend to plan for futures outside Turkey, and that they would take any opportunity that presented itself abroad in order to leave the country permanently or temporarily.

Abstract:: PalThink for Strategic Studies followed the second phase of the electoral process in its second phase with great interest. It was conducted in eleven governorates in the West Bank, including occupied Jerusalem, and was held in fifty local municipalities. Two-hundred thirty-four lists competed in the elections. According to the Chairman of the Central Election Commission, Hanna Nasser, who spoke at the morning press conference in Al-Bireh city on March 26, 2022, independent parties comprised 64.4% of the candidates, while there were 35.6% party lists. The overall turnout was 53% of those eligible to vote despite the challenges of holding regular and permanent elections in all Palestinian areas, sectors, and institutions.

Abstract:: Against the backdrop of a catastrophic and seemingly endless downward spiral that began in 2019, a paralysing political stalemate has once again gripped Lebanon. Close to three months have passed since the Lebanese were called to the polls on 15 May, the first parliamentary elections held since the October 2019 revolution (thawra) and the 2020 Beirut blast. Yet, nothing seems to have changed. While the results did not bring about a significant political breakthrough, they did break the monopoly of traditional parties, with the election of 13 independent candidates associated with the popular protests of 2019.[1] This is a noticeable occurrence given that it was produced by a system which is tailor-made for the political élite to maintain the status quo. That said, the vote can hardly qualify as a victory of the so-called “forces of change”. Likewise, it would be unwise to claim – as many in the media did in the aftermath of the vote – that the results represent a defeat for the Shia Islamist party, Hezbollah.

In that light, Turkey’s 2023 elections serve as a crucial moment. Seen through the lens of two theoretical scenarios – Recep Tayyip Erdoğan and the People’s Alliance win the elections, versus Kemal Kılıçdaroğlu and the Nation Alliance win the elections – this policy brief provides an insight into the instruments the EU has at its disposal to influence and/or respond to Ankara’s potential future foreign policy. It shows that while neither scenario will be hassle-free, the EU has most room to manoeuvre and can make best use of its instruments, ranging from diplomatic engagement to military cooperation, in a situation where Kılıçdaroğlu and the Nation Alliance win the elections in 2023.

Abstract:: In preparation for the first national elections in over 10 years, large numbers of Palestinian youth mobilized both inside and outside traditional political structures to voice their demands. This paper examines the modalities of their mobilization, their approaches to political reform, and the barriers that impede their meaningful participation in local politics. It concludes with recommendations on how to ensure greater integration of youth in the Palestinian political sphere.

Abstract:: On 1 November, Israelis will go to the polls for the fifth time in three-and-a-half years. This latest round of elections follows the dissolution of a historically broad coalition — headed by Naftali Bennett and Yair Lapid — that consisted of right-wing, centrist, left-leaning parties, in addition to the first Arab party to serve in a ruling coalition in Israel’s history. The so-called change coalition was Israel’s first government without Benjamin Netanyahu as prime minister since 2009. The formation of an ideologically diverse coalition was borne out of the feeling of necessity to prevent Netanyahu from continuing his tenure. Netanyahu, who is currently on trial for alleged bribery, fraud, and breach of trust, has become the primary fault line in an Israeli political environment that has been deadlocked since 2019. While the majority of seats in the Knesset are held by right-wing parties, reflecting an increasing number of Jewish Israelis who self-identify as right-wing (IDI, 30 August 2022), the rift among the political right over Netanyahu has prevented the formation of a right-wing government, creating two competing blocs that have shaped Israeli politics since 2019.

Abstract:: According to polls, the Turkish opposition candidate has a chance to defeat Recep Tayyip Erdoğan in next year’s presidential elections. Although the opposition parties’ vision of foreign policy is not consistent, as evidenced by public divergences in, for example, the approach to the EU or the war in Ukraine, they remain consistent with the need to improve Türkiye’s relations with the West.

50. Urgent Messages: Assessing the influence of the US-France-Saudi statement on Lebanon holding timely elections

Abstract:: The foreign ministers of the United States, France and Saudi Arabia, on September 21, issued a joint statement expressing their support for Lebanon. In the statement issued after representatives of the three countries met on the margins of the United Nations General Assembly, expressed their continuing support for Lebanon’s sovereignty, security, and stability. They stressed upon the importance of holding timely elections in compliance with the constitution to choose a new president and form a new government capable of implementing the structural and economic reforms, urgently needed to address Lebanon’s political and economic crises, specifically those reforms needed to reach an agreement with the International Monetary Fund. In the statement, the three countries further expressed willingness to work jointly with Lebanon to support the implementation of these fundamental reform measures, which are critical to the country’s future prosperity, stability, and security. The three countries acknowledged the critical role the Lebanese Armed Forces and the Internal Security Forces – as the legitimate defenders of Lebanon’s sovereignty and internal stability – continue to play in protecting the Lebanese people in a time of unprecedented crisis. They affirmed the need for the Lebanese government to implement the provisions of UN Security Council resolutions 1559, 1680, 1701, 2650, and other relevant international resolutions, including those issued by the Arab League, and commit to the Taif Agreement which enables the preservation of national unity and civil peace in Lebanon.
