802. Chinese Investment in Latin American Resources: The Good, the Bad, and the Ugly

- China's need for vast amounts of minerals to sustain its high economic growth rate has led Chinese investors to acquire stakes in natural resource companies, extend loans to mining and petroleum investors, and write long-term procurement contracts for oil and minerals in Africa, Latin America, Australia, Canada, and other resource-rich regions. These efforts to procure raw materials might be exacerbating the problems of strong demand; "locking up" natural resource supplies, gaining preferential access to available output, and extending control over the world's extractive industries. But Chinese investment need not have a zero-sum effect if Chinese procurement arrangements expand, diversify, and make more competitive the global supplier system. Previous Peterson Institute research (see Moran 2010) and new research undertaken in this paper, show that the majority of Chinese investments and procurement arrangements serve to help diversify and make more competitive the portion of the world natural resource base located in Latin America. For a more comprehensive analysis, the authors conduct a structured comparison of four Peruvian mines with foreign ownership: two Organization for Economic Cooperation and Development-based, and two Chinese. They examine what conditions or policy measures are most effective in inducing Chinese investors to adopt international industry standards and best-practices, and which are not. They distill from this case study some lessons for other countries in Latin America, Africa, and elsewhere that intend to use Chinese investment to develop their extractive sectors: first, that financial markets bring accountability; second, that the host country regulatory environment makes a significant difference; and third, that foreign investment is a catalyst for change.

- How are universal social programs built in countries on the periphery, where resources are more limited and initial inequalities higher than any ever seen in OECD countries? Historically it has been very difficult, and even those countries that committed themselves to serious welfare efforts did so with stratified, rather than universal, transfers and services. Yet there have been some exceptions, and Costa Rica ranks among the most successful. The bottom-up expansion of social security, along income/class rather than occupational lines, was very important in the creation of a basic floor of benefits among the low and low-middle salaried population. Gradually, the middle and upper-middle groups were later on brought on board as well, in sharp contrast with the rest of the region where social insurance was shaped for and according to the preferences of various middle-class groups.

- Since 1960, Latin American attempts at regionalism have undergone distinct phases. More notably, they have tended to diverge across space, gradually giving birth to separate blocs that seem to be tearing South, Central and North America apart. Additionally, within and across these regions several overlapping projects coexist. This article focuses on the dynamics of segmented and overlapping regionalism in order to describe what they look like, analyse how they articulate with one another, and explain why member states have pushed for such a messy outcome. This situation, linked to the evolution of the global context, might be indicating that regionalism in Latin America has reached its peak, beyond which it may be difficult to achieve further progress. Two conclusions are elicited: first, economic integration is becoming a geographically diffused phenomenon rather than a regional one; second, regionalism is still a compelling foreign policy but its causes, goals and outcomes are no longer what they used to be.

- In a changing world ridden with crises and characterized by a general redistribution of power, regional organizations need to reinvent themselves. Equally, the study of regionalism has to reject its traditional Eurocentrism to embrace new conceptual categories in order to describe more effectively the variety of regional processes across the world. Against this background, this article looks the European project and its current crisis before discussing other regional 'experiments' in Africa, Asia and Latin America, which rest on different principles but also manifest considerable shortcomings. The analysis points to need to look at regionalism with a critical eye, emphasizing the undeniably important achievements but also the hidden threats that a certain model of regional integration (for instance, the classical top-down elite-driven process adopted by the EU founding fathers) can pose to the sustainability of regional cohesion and the adaptability of this model to other areas of the world.

- The job of Mexican journalists covering drug trafficking and organized crime along the Mexico- U.S. border has regularly been called the most dangerous job in the world. And the danger has spread from journalists for traditional media to bloggers and citizens who post reports on drug cartel violence through social media such as Twitter and Facebook. The danger is not just from drug cartels, however. Journalists often identified local politicians and police– frequently in the pay of the cartels– as the source of most of the threats.

- Central America is increasingly beset by spreading criminal violence. In the northern triangle—Honduras, El Salvador, and Guatemala—insecurity is particularly severe and widespread. In 2010, these countries ranked among the highest homicide rates (per one hundred thousand people) in the world: Honduras with eighty-two, El Salvador with sixty- six, and Guatemala with forty-one; in comparison, the homicide rate in the United States was less than five. The toll has been considerable, tallying nearly seventeen thousand murders in the northern triangle in 2011 and showing no signs of abating. The other four Central American states have also witnessed both heightened domestic insecurity and rising rates of crime and violence.

811. Capital Requirements under Basel III in Latin America: The Cases of Bolivia, Colombia, Ecuador and Peru

- A number of banks in developed countries argue that the new capital requirements under Basel III are too stringent and that implementing the proposed regulation would require raising large amounts of capital, with adverse consequences on credit and the cost of finance. In contrast, many emerging market economies claim that their systems are adequately capitalized and that they have no problems with implementing the new capital requirements. This paper conducts a detailed calculation of capital held by the banks in four Latin American countries—known as the Andean countries: Bolivia, Colombia, Ecuador and Peru—and assesses the potential effects of full compliance with the capital requirements under Basel III. The conclusions are positive and show that while capital would decline somewhat in these countries after they make adjustments to comply with the new definition of capital under Basel III, they would still meet the Basel III recommendations on capital requirements. More importantly, these countries would hold Tier capital to risk-weighted-asset ratios significantly above the 8.5 percent requirement under Basel III. That is, not only the quantity, but also the quality of capital is adequate in the countries under study. While encouraging, these results should not be taken as a panacea since the new regulations are only effective if coupled with appropriate risk management and supervision mechanisms to control the build-up of excessive risk-taking by banks. Further research into these areas is needed for a complete assessment of the strength of banks in the Andean countries.

- Over the last decade, Central American countries—Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua—have made significant progress in social and economic areas. In particular, they have stabilized their economies after decades of civil war and the economic volatility that plagued the region through the 1990s. Most countries in Central America have taken important steps to improve their business climates, particularly by enhancing macroeconomic stability, improving the soundness of their financial systems, making improvements in infrastructure services and trade facilitation, reducing red tape, and simplifying their regulatory and tax frameworks. As a result, before the 2008 financial crisis, GDP per capita in Central America grew at an average rate of 3 percent per year from 2003 to 2008, which, albeit modest, was the most robust and stable period of growth the region had witnessed since the early 1990s. However, despite this achievement, Central American economies are still lagging behind the rest of Latin America and other middle-income countries by per-capita growth rates of 0.5 to 2 percentage points. Even more worrying are the levels of poverty and inequality, which show the lack of inclusiveness in their growth models. Moreover, recent developments in the region show a number of red flags that are weakening macroeconomic and democratic stability. Significant structural changes are urgently needed to secure sustained and inclusive growth.

813. Taxation in Paraguay: Marginalization of small-scale farming

- Paraguay's tax system is insufficient to provide the resource base to eradicate poverty in the country, and has done little or nothing to achieve a more equal distribution of income and wealth. Two major taxation reforms over the last decade have done little to alleviate the fiscal injustice that is generated partly by the low tax reciprocity of the soy agribusiness – Paraguay's main export crop. Meanwhile, programmes to support small- scale farming receive a level of public financing accounting for just 5 per cent of public expenditure. With one of the highest levels of unequal land ownership in the world, labour informality at very high levels and poor environmental regulation of soy producers, the livelihoods and ecosystems of Paraguay's small-scale producers are at risk. There are serious loopholes in Paraguay's tax system that must be addressed in order to deliver a fairer, progressive taxation system that will allow the country to meet its social objectives.

814. Sexual Violence and Justice in Postconflict Peru

- Wartime sexual violence in Peru is linked to peacetime gender inequality, which is strongly influenced by inequalities based on race and class. These inequalities perpetuate the exclusion of victim-survivors of sexual and gender-based violence in the country's current postconflict transitional justice period, subject victim-survivors to postconflict violence, and reinforce tolerance for sexual violence in peacetime. If the international community and the Peruvian government recognize and address these inequalities, then Peru may witness a reduction in sexual and gender-based violence. Wartime rape can involve a range of acts, motivations, meanings, perpetrators, and victims. Peruvian legal and social definitions of sexual violence need to be inclusive of such variations and recognize that the internal conflict produced victim-survivors among women, men, and children. Domestic institutions should stop dismissing rape as a common crime and start prosecuting rape in war as a crime against humanity, as Peru formally recognized when it signed the Rome Statute of the International Criminal Court. Building on existing legislation would send signals to the international community and to victim-survivors of the war that Peru takes its citizens\' rights in both war and peace seriously. Sexual violence precedes and survives conflict, which creates a continuum of violence. National policies framed within an understanding of this continuum would be better able to guide international, nongovernmental, and community-based organizations operating in Peru regarding programs that address intimate partner and family violence. Such programs are essential for breaking cycles of violence. Reparations and criminal justice are tools of redress that recognize suffering, resilience, and citizenship. While Peru is currently using these tools, they do not seem to apply to victim-survivors of sexual and gender-based violence. An inclusive politics of justice would break through this historical marginalization.

815. Dangerous Uncertainty ahead of Venezuela Elections

- Uncertainty over President Hugo Chávez's health adds to Venezuela's fragility in the run-up to October's presidential election. Amid deep polarisation, his illness overshadows the campaign, while the personalised nature of his rule, weakened institutions, and high levels of criminal violence bode ill for stability even beyond the polls. Brazen violation of the constitution would probably require army support, which not even the president can bank on; regional powers, too, would eye such action warily. But with much at stake, upheaval, even a violent political crisis, remain dangerous possibilities. Political leaders should condemn violence and pledge publicly to respect the constitution – whatever lies ahead. Venezuela's partners in the region should press for international observation and signal clearly they will not condone unconstitutional acts.

816. Police Reform in Guatemala: Obstacles and Opportunities

- The 25,000 members of the National Civil Police (PNC) are on the front lines of Guatemala's battle against crime. But all too often citizens distrust and fear the police – widely dismissed as inefficient, corrupt and abusive – as much as the criminals. Underfunded, poorly trained and often out-gunned, they are frequently incapable or unwilling to con-front criminals and gain the public trust needed to build a state based on rule of law. Drug traffickers, including Mex-ican cartels, move at will across porous borders, while criminal gangs dominate many urban areas. The government of President Otto Pérez Molina must reboot and revitalise police reform, as part of an overall effort to strengthen justice and law enforcement, with financial support from the U.S. and other countries interested in preventing Guatemala from becoming a haven for organised crime. Progress has been made, but achievements are fragile and easily reversed.

817. Egypt's Perfect Economic Storm

- A year after the overthrow of Hosni Mubarak, Egypt's economic crisis has become a uniquely severe event. Markets are now forecasting a devaluation of Egypt's currency by about two-thirds, as capital flight and an enormous structural trade deficit exhaust the country's foreign exchange reserves. With perhaps half of Egypt's population living on $2 per day, a major devaluation would price basic necessities out of the reach of tens of millions of people, despite the country's extensive (if inefficient) system of subsidies. The crisis seems uncontainable; Egypt's central bank appears to have exhausted its capacity to borrow from the domestic market, and is at odds with prospective foreign donors. As a result, Egypt now faces a financial collapse similar to those in over-indebted Latin American countries during the 1980s and 1990s, except with a crucial difference: the Latin Americans are all food exporters, while Egypt imports half its domestically consumed foodstuffs. The difference between Egypt and a Latin American banana republic is the bananas. This is an unprecedented state of affairs, a perfect economic storm. Egypt imports half its caloric consumption and is the world's largest importer of wheat. Economic collapse will “transform a peaceful revolution into a hunger revolution,” the second-in-command of Egypt's Muslim Brotherhood warned on February 3rd.1 After months of refusing to bargain with the International Monetary Fund (IMF), Egypt's government has begun negotiations for a $3.2 billion loan, or less than the amount of capital flight in December alone. But the involvement of the IMF has done little to reassure Egyptian investors. And on February 11, 2012, Egypt's Finance Minister said that his country would need $11 billion in external aid.2 Moreover, as of this writing, Egypt's insistence on prosecuting American democracy activists threatens to shut off American aid at a critical moment. It is possible that Egypt's leaders have abandoned hope of forestalling the crisis and are directing their energies instead toward finding a foreign entity to blame. Even under the most benign political conditions, though, it is unlikely that the West or the Gulf States would offer Egypt aid on the scale required to prevent a crisis. Unlike other countries threatened by famine, Egypt's requirements simply are too great for the rest of the world to shoulder for an extended period of time. Its governance, moreover, is so corrupt that its capacity to use foreign aid is in doubt. The most likely outcome is a humanitarian catastrophe too large for the rest of the world to ameliorate, and a political outcome too chaotic to permit large-scale humanitarian intervention, like Somalia. An implicit assumption of public policy is that all problems have solutions. Egypt appears to be an outstanding exception, a major nation in existential crisis for which no solution will be found.

- Guyana is an anomaly in South America. As the only English-speaking country on the continent, Guyana identifies primarily with its fellow former British colonies in the Caribbean, such as Jamaica and Trinidad and Tobago, rather than its immediate Hispanic, Portuguese, and Dutch neighbours (Venezuela, Brazil, and Suriname). Relative to other South American states, Guyana's population is small—only 750, 000 people, 90 per cent of whom live along the Atlantic coast—leaving the country's vast interior sparsely populated (Mars, 2010,. Georgetown, the country's capital, is Guyana's largest city with just over 200, 000 people, followed by the cities of Linden and New Amsterdam, with about 410, 000 and 18, 500 inhabitants, respectively.

819. The Cost to Mexico of U.S. Corn Ethanol Expansion

- More than 40% of U.S. corn is now consumed in the production of ethanol. With the United States by far the world's largest producer and exporter of corn, this represents an estimated 15% of global corn production. A recent survey by the National Academy of Sciences estimated that globally biofuels expansion accounted for 20 - 40% of the price increases seen in 2007 - 8, when prices of many food crops doubled. This had a dramatic impact on poor consumers and on net - food - importing developing countries. Expanding U.S. production and consumption of corn - based ethanol, which has been encouraged by a range of U.S. government subsidies and incentives, is considered one of the most important biofuel programs in putting upward pressure on food prices. Mexico now imports about one - third of its corn from the United States. Using conservative estimates from a study on U.S. ethanol expansion and corn prices, we estimate the direct impacts of U.S. ethanol expansion on Mexican corn import costs. We find that from 2006 - 2011, U.S. ethanol expansion cost Mexico about $1.5 billion due to ethanol - related corn price increases. Other methodologies suggest the costs could be more than twice as high, surpassing $3 billion over the period.

820. Inward FDI in Uruguay and its policy context

- An analysis of trends in foreign direct investment (FDI) in Uruguay is difficult due to data problems. Nevertheless, balance-of-payments data reveal that inward FDI (IFDI) increased sharply in the second half of the decade 2002-2011 under analysis. IFDI flows relative to GDP rose annually on average to close to 6% in 2005-2011. This compares favorably with annual average flows of only 1% in the decade before the banking crisis and the sharp devaluation of the Uruguayan peso in 2002. At the time, investment in natural resources, including in farmland and real estate in Punta del Este, became very attractive. IFDI flows peaked at 7.5% of GDP in 2006, with the investment in the construction of the first cellulose plant in the country by a multinational enterprise (MNE) from Finland. The rapid increase in IFDI in the second half of the past decade took place amid high rates of economic growth (averaging about 6% a year on average), in combination with an adequate policy and regulatory framework and fiscal incentives to foreign investors. So far, Uruguay remains primarily a host country for FDI, with outward FDI (OFDI) that has been and continues to be insignificant.

821. A Note on the Middle Class in Latin America

- The Carbon Monitoring for Action (CARMA) database provides information about the carbon dioxide emissions, electricity production, corporate ownership, and location of more than 60,000 power plants in over 200 countries. Originally launched in 2007, CARMA is provided freely to the public at www.carma.org and remains the only comprehensive data source of its kind. This paper documents the methodology underpinning CARMA v3.0, released in July, 2012. Comparison of CARMA model output with reported data highlights the general difficulty of precisely predicting annual electricity generation for a given plant and year. Estimating the rate at which a plant emits CO2 (per unit of electricity generated) generally faces fewer obstacles. Ultimately, greater disclosure of plant-specific data is needed to overcome these limitations, particularly in major emitting countries like China, Russia, and Japan. For any given plant in CARMA v3.0, it is estimated that the reported value is within 20 percent of the actual value in 85 percent of cases for CO2 intensity, 75 percent for annual CO2 emissions, and 45 percent for annual electricity generation. - After decades of failed negotiations and attempts to defeat the Revolutionary Armed Forces of Colombia (FARC) guerrillas and the smaller National Liberation Army (ELN) militarily, a political solution to the Western Hemisphere's oldest conflict may be in sight. Following a year of secret contacts, formal peace talks with FARC are to open in Oslo in October 2012 and continue in Havana. They may be extended to the ELN. There seems a firmer willingness to reach an agreement, as the government realises military means alone cannot end the conflict and FARC appears to recognise that the armed struggle permits survival but little else. With no ceasefire in place, both sides must act with restraint on the battlefield to generate immediate humanitarian improvements. And they will need to balance the requirements of fast, discreet negotiations and those of representativeness and inclusion. The government and the guerrillas have the historic responsibility to strike a deal, but only strong social and political ownership of that deal can guarantee that it leads to the lasting peace that has been elusive for so long.

- Venezuela is a textbook example of a resource-dependent country—between 1950 and 2008, oil generated over a trillion dollars of income for the state. Nevertheless, Venezuela currently combines an economy that is stagnant, despite high oil prices, with an increasingly authoritarian government. The authors argue that large oil rents that accrue to the state, together with a lack of formal and transparent mechanisms to facilitate citizen oversight, are a large part of the problem. They consider the nature of the fiscal contract between the Venezuelan government and its people. This has been characterized by increasing discretion of the executive; only a small share of the rents is now subject to political oversight within the framework of the budgetary system. The authors consider the case for direct distribution of rents, distinguishing it from a populist approach to transfers as effected through Venezuela's misiones. They also report on focus group discussions of the directdistribution approach and the political viability of direct transfers.

- Latin America's national oil companies, created at various times during the twentieth century, have each evolved in a different way. The two main companies – Petroleos de Mexico (Pemex) and Petroleos de Venezuela (PDVSA) – provide excellent illustrations of the rich diversity of organizational and industrial development. Many factors – such as the importance of earth quakes – explain the diversity. Nevertheless, the role of governments during the period of nationalizations is key. It was then that the relationships between the owners of natural resources, public operators, regulators, the finance ministries, and international operators were defined. This process shaped the companies' institutional structures (path dependency) and set the parameters for future entrepreneurial dynamism. The path by which each of these enterprises developed continues to affect their culture as evidenced by the recent reforms which attempted to restructure Pemex and PDVSA.

- We calibrate a simple neoclassical model of structural transformation to a set of Latin American countries and show that slow growth in agricultural productivity can substantially delay the development process and result in significant differences in per capita incomes. Some of our results indicate that low agricultural productivity delayed the beginning of the industrialization process in Paraguay and Bolivia by about 100 years compared to the leader of the group, Chile. The development process can be accelerated, however, by increasing productivity in the non-agricultural sector. In fact, in the long run, it is non-agricultural productivity what determines the speed of convergence. Improvements in non-agricultural productivity between 20% to over 100% would be required for the other Latin American countries in our set to significantly close the income gap with Chile by the end of the century.

Both are from poor families; both have children; both live in the same district of Bogotá; and neither has completed secondary education. They are also both members of a 95-million-strong generation of Latin Americans aged 15 to 24 that is being hit hard by the global economic crisis. The 2008 recession ended five years of growth in Latin America that created jobs and market access for many of the region's young adults. Around the globe, there were an estimated 81 million unemployed young workers in 2009—almost 8 million more than in 2007—reflecting a sharper rise in youth unemployment than ever before. In Latin America and the Caribbean, where young workers are three times more likely to be unemployed than their elders, formal youth unemployment rose from 14.3 percent to 16.1 percent between 2008 and 2009.

- This paper proposes and tests a theory about the strategic use of cabinet appointments by executives in presidential systems. The theory argues that cabinet turnover plays a crucial role in bargaining between the legislature and the executive over policy. In the context of fixed terms, the power to change the cabinet allows presidents to face unexpected shocks and use cabinet rotation to adjust their governments to new political and policy environments. This resource is even more important when presidents' formal authority is weaker and when their political support and popularity decrease. I use data on cabinet changes in twelve Latin American countries between 1982 and 2003 to test the main arguments of the theory.

Explosive clashes and territorial disputes among powerful drug trafficking organizations (DTOs) have killed more than thirty-five thousand people since President Felipe Calderón took office in December 2006. The geography of that violence is limited but continues to spread, and its targets include a growing number of government officials, police officers, journalists, and individuals unrelated to the drug trade. The Mexican government has made the war on drugs its top priority and has even called in the military to support the country's weak police and judicial institutions. Even so, few Mexican citizens feel safer today than they did ten years ago, and most believe that their government is losing the fight.

- This paper argues for a more systemic engagement with Latin American cities, contending it is necessary to reconsider their unity in order to nuance the 'fractured cities' perspective that has widely come to epitomise the contemporary urban moment in the region. It begins by offering an overview of regional urban development trends, before exploring how the underlying imaginary of the city has critically shifted over the past half century. Focusing in particular on the way that slums and shantytowns have been conceived, it traces how the predominant conception of the Latin American city moved from a notion of unity to a perception of fragmentation, highlighting how this had critically negative ramifications for urban development agendas, and concludes with a call for a renewed vision of Latin American urban life.

861. Cocaine Cities: Exploring the Relationship between Urban Processes and the Drug Trade in South America

- The relationship between the cocaine trade and urban land markets in South America has been overlooked by the mainstream economics and urban studies literature. This paper examines two avenues through which the cocaine trade can have a large impact on urban development in producer countries: (i) through an employment multiplier effect similar to that of other legal exports, and (ii) through money laundering using urban real estate. We test our hypotheses using the Bolivian case and find that urban growth patterns are closely related to fluctuations in cocaine production. Further, even though our estimates suggest that the cocaine trade affects urban growth through the two avenues presented in the paper, we find that formal urban employment generated by the cocaine trade has a modest effect on urban growth and most of the effect seems to be explained by money laundering using real estate and other paths.

862. Growth and Recovery in a Time of Default: Lessons from the Role of the Urban Sector in Argentina

- International narratives on Argentina's recovery from the crisis of 2001-02 tend to emphasize the role of rising commodity prices and growing demand from China. Argentina is said to have been 'lucky', saved by global demand for its agricultural exports. The international narrative has also been used by local agricultural exporters to justify their objections against higher export taxes during periods of high commodity prices. These narratives are not correct. Data on the country's recovery show that it was not led by agricultural exports but was fuelled by urban demand and production. When the Convertibility period ended and the peso was devalued in 2002, price increases for imports stimulated the production of domestic goods and services for consumers. This production in turn generated multiplier effects which supported small and medium-sized firms and helped to create many new jobs. This later produced a revival of the construction and then the manufacturing sectors as well.

- Unlike in most Latin American cities, street vendors organized in farmers' markets popularly known as ferias libres in Santiago de Chile, gained legal recognition early in the twentieth century. Since then, comunas, or local municipalities, have provided vendors with individual licenses that stipulate the place and time of operations, and have defined a clear set of rules regarding customer service. However, this early legal recognition has not necessarily overcome the embedded conflict over the economic use of public space. As supermarkets become spatially positioned along the main streets within easy access of the city's transportation system, feriantes, or licensed street vendors, are being relocated in less profitable areas. Moreover, coleros, or unlicensed vendors, are still flourishing despite efforts to restrict their numbers.

- A growing number of cities around the world have established systems of monitoring the quality of urban life. Many of those systems combine objective and subjective information and attempt to cover a wide variety of topics. This paper introduces a simple method that takes advantage of both types of information and provides criteria to identify and rank the issues of potential importance for urban dwellers. The method combines the so-called 'hedonic price' and 'life satisfaction' approaches to value public goods. Pilot case results for six Latin American cities are summarized and policy applications are discussed.

The study describes how São Paulo grew as a socially segregated city during the twentieth century due to calculated neglect on the part of the municipal authorities. Highlighting the city's sociospatial inequality, degradation of the central districts and widespread irregularity, it illustrates how these factors have both negatively affected the urban poor and provided a catalyst for social mobilization.

- Many commentators have noted the existence of a historical correlation between cities and democratization. This image of the city as an inherently civic space is linked to the notion that the spatial concentration intrinsic to urban contexts promotes a democracy of proximity. Seen from this perspective, it is perhaps not surprising that the most urbanized region of the global south, Latin America, is also a heartland of vibrant and much applauded democratic innovation. Of particular note are the myriad local level 'radical democracy' initiatives that have proliferated throughout the region's cities during the past two decades. At the same time, however, it is a significant paradox that Latin American urban centres are also amongst the most segregated in the world, something that is widely considered to have a significantly fragmenting effect on public space, and is therefore undermining of democracy.

- During the twentieth century, internal migration and urbanization shaped Brazil's economic and social landscape. Cities grew tremendously, while immigration participated in the rapid urbanization process and the redistribution of poverty between rural and urban areas. In 1950, about a third of Brazil's population lived in cities; this figure grew to approximately 80 per cent by the end of the nineteenth century. The Brazilian population redistributed unevenly—some dynamic regions became population magnets, and some neighbourhoods within cities became gateway clusters in which the effects of immigration proved particularly salient. This study asks, has domestic migration to cities been part of a healthy process of economic transition and mobility for the country and its households? Or has it been a perverse trap?

- On August 18, 2010, a Venezuelan drug trafficker named Walid Makled was arrested in Colombia. U.S. officials accused him of shipping ten tons of cocaine a month to the United States, and they made a formal extradition request to try him in New York. Although the Venezuelan government had also made an extradition request for crimes Makled allegedly committed in Venezuela, senior U.S. diplomats were confident that the Colombian government would add him to the list of hundreds of suspects it had already turned over to U.S. judicial authorities in recent years. So it came as a surprise when Colombian President Juan Manuel Santos announced in November that he had promised Venezuelan President Hugo Chávez that Makled would be extradited to Venezuela, not the United States. Colombia, Washington's closest ally in South America, appeared to be unveiling a new strategic calculus, one that gave less weight to its relationship with Washington. What made the decision all the more unexpected is that the U.S. government still provides Colombia with upward of $500 million annually in development and security assistance, making Colombia one of the world's top recipients of U.S. aid. For the United States in Latin America today, apparently, $500 million just does not buy what it used to. Across the region in recent years, the United States has seen its influence decline. Latin American countries are increasingly looking for solutions among themselves, forming their own regional organizations that exclude the United States and seeking friends and opportunities outside of Washington's orbit. Some U.S. allies are even reconsidering their belief in the primacy of relations with the United States. Much of this has to do with the end of the Cold War, a conflict that turned Latin America into a battleground between U.S. and Soviet proxies. Washington has also made a series of mistakes in the years since then, arrogantly issuing ultimatums that made it even harder to get what it wanted in Latin America.

- After the end of the Cold War imperialism in the form of neoliberalism exerts its hegemony over the entire world. Under what came to be known as the “Washington Consensus”, which emphasizes liberal democracy, market economy and foreign capital investments, the U.S sought to enhance and consolidate its access to cheap natural resources and raw materials from Latin America, thereby capitalizing its domination over the region. Challenging the neoliberal paradigm, the masses in Latin America developed a series of social movements to protest this form of foreign domination. In line with this move, contemporary scholarship in the region is preoccupied with theorizing and understanding the nature, development and impact of these social movements in emancipating the region. - Latin America is known to have income inequality among the highest in the world. That inequality has been invoked to explain low growth, poor education, macroeconomic volatility, and political instability. But new research shows that inequality in the region is falling. In this paper we summarize recent findings on inequality, present and discuss an assessment of how the type of political regime matters and why, and investigate the relationship between changes in inequality and changes in the size of the middle class in the region. We conclude with some questions about whether and how changes in income distribution and in middle-class economic power will affect the politics of distribution in the future.

- The literature on capital controls has (at least) four very serious apples-to-oranges problems: (i) There is no unified theoretical framework to analyze the macroeconomic consequences of controls; (ii) there is significant heterogeneity across countries and time in the control measures implemented; (iii) there are multiple definitions of what constitutes a "success" and (iv) the empirical studies lack a common methodology-furthermore these are significantly "overweighted" by a couple of country cases (Chile and Malaysia). In this paper, we attempt to address some of these shortcomings by: being very explicit about what measures are construed as capital controls. Also, given that success is measured so differently across studies, we sought to "standardize" the results of over 30 empirical studies we summarize in this paper. The standardization was done by constructing two indices of capital controls: Capital Controls Effectiveness Index (CCE Index), and Weighted Capital Control Effectiveness Index (WCCE Index). The difference between them lies in that the WCCE controls for the differentiated degree of methodological rigor applied to draw conclusions in each of the considered papers. Inasmuch as possible, we bring to bear the experiences of less well known episodes than those of Chile and Malaysia. Then, using a portfolio balance approach we model the effects of imposing capital controls on short-term flows. We find that there should exist country-specific characteristics for capital controls to be effective. From this simple perspective, this rationalizes why some capital controls were effective and some were not. We also show that the equivalence in effects of price- vs. quantity-capital control are conditional on the level of short-term capital flows.

- This paper provides a brief history of the evolution of the Group of Seven (G7) from its origins in the aftermath of the 1971 breakdown of the Bretton Woods system of exchange rates and the oil crisis in 1973. It then discusses Russia's participation at summits after the fall of the Berlin Wall, formally joining the group in 1997, thus becoming the Group of Eight (G8). The paper gives a concise account of the formation of the Group of Twenty (G20) finance ministers and central bank governors in the late 1990s, in the wake of financial crises in Asia and Latin America, which was elevated to a leaders' summit forum at the outbreak of the global financial crisis in 2008. The paper wraps up with a discussion of the differences in the G8 and G20 models, concluding that the G20 process is still the best option for meeting the challenges of complex global governance issues.

- A string of uprisings in Tunisia and Egypt followed by those in other countries have rekindled the issue of Turkey constituting a model for reform and democratization in the Arab world, a point raised by many Western and Arab commentators. Independent of this debate, what is lacking in the literature is an analysis of how come there is a “demand” for the Turkish model. This article develops the concept of a “demonstrative effect” and argues that it is this “effect” that makes the Turkish model of interest to the Middle East and that this “effect” is a function of three developments: the rise of the “trading state”, the diffusion of Turkey's democratization experience as a “work in progress”, and the positive image of Turkey's “new” foreign policy. The concluding part of the article discusses several challenges Turkey has to meet so that its “demonstrative effect” can have a positive impact.

885. Cutting the Link between Crime and Local Politics: Colombia's 2011 Elections

- Deeply entrenched connections between criminal and political actors are a major obstacle to conflict resolution in Colombia. Illegal armed groups seek to consolidate and expand their holds over local governments in the October 2011 governorship, mayoral, departmental assembly and municipal council elections. The national government appears more willing and better prepared than in the past to curb the influence of illegal actors on the elections, but the challenges remain huge. The high number of killed prospective candidates bodes ill for the campaign, suggesting that the decade-old trend of decreasing electoral violence could be reversed. There are substantial risks that a variety of additional means, including intimidation and illegal money, will be used to influence outcomes. The government must rigorously implement additional measures to protect candidates and shield the electoral process against criminal infiltration, corruption and fraud. Failure to mitigate these risks would mean in many places four more years of poor local governance, high levels of corruption and enduring violence.

- Most people have grown used to thinking about Latin America as a region of marginal global importance: painfully poor, violent, politically and economically unstable and, to top it all, fragmented into some 20-odd countries, each one different from the other. So when Jerry Wind, founding editor of Wharton School Publishing, invited me to speak on Latin America at a Wharton conference aimed at senior U.S. executives, I wondered what a group of U.S. businesspeople would be interested to hear about the region. Who, after all, would want to do business in a place like that? But how accurate are those perceptions? As I prepared for my talk, my conclusion was: not much. Let's address the four principal myths about the region one by one. Myth 1: Latin America Really Does not Matter Economically To start, the territory of continental Latin America is larger than the U.S. and China combined, four times larger than the European Union, and seven times larger than India—a country roughly the size of Argentina. With almost every ecosystem represented, it is in fact the world's most biodiverse region, containing five of the world's ten most biodiverse countries. The region's bio-capacity (the biological productivity of the land measured in hectares per capita) is also larger than any other's. Witness the region's role in the global food chain: it is the largest producer of soybeans, coffee, sugar, bananas, orange juice, a leading fishmeal producer, and a major grain and meat exporter. Its mineral riches keep world industry running: silver, gold, copper, zinc, lead, tin, bismuth, molybdenum, rhenium, telurium, borium, strontium—you name it. And it produces one out of every six barrels of oil. In fact, much of the global community depends on Latin America's vast riches for its prosperity—indeed, for its survival. To that point: the Amazon basin plays a crucial role in the recycling of atmospheric carbon, absorbing one fourth of all global emissions. Latin America's population, now approaching 600 million, is twice that of the U.S. and significantly larger than the combined population of the European Union. Those numbers do not include some 50 million U.S. permanent residents and citizens who trace their origins back to the region (and keep close ties with it). By 2050, the region's population will have risen to an estimated 800 million. Latin America is not poor either. It boasts a per-capita GDP similar to the global average: $10,000. It is no richer or poorer than the rest of the world. In fact, 400 million people, or two-thirds of all Latin Americans, already belong to the global middle class, with their purchasing power fueling much of Latin America's growth. With some 200 million people still living in poverty, Latin America's poor are still numerous. But their ranks are declining fast, at a rate of 5 million a year over the past decade. As a result, its Gini coefficient improved by 10 percent between 2002 and 2008. In brief: the world's poor are now elsewhere—mainly in Asia and Africa. A population this large combined with average income levels have turned Latin America into the fourth largest economy in the world, with a regional GDP of some $6 trillion (purchasing power parity). That is larger than that of Russia and India's combined—larger, in fact, than that of any country or region other than the U.S., the EU and China. Not bad for a “region of marginal importance.” You could argue that Latin America's fragmentation into small, separate markets makes all the difference. But you would be wrong. As a result of the free-market reforms of the past decades, Latin America's economy is now the most open to trade in the developing world, with average tariffs down to 10 percent or less. Intraregional trade is booming. Most significantly, Chile, Colombia, Mexico, and Peru have signed bilateral free-trade agreements (with both the EU and the U.S., though Colombia's is waiting for the U.S. Congress' approval). These agreements are giving rise to a free-trade zone of some 200 million consumers, larger than Brazil and fully open to global trade. Surprisingly, it does not yet have a name—or a space among the BRICs. It will, though. Let's name these four countries the L-4 for now...

- There is little doubt that the North-South axis remains dominant for Latin America's geopolitical positioning. But new relations are emerging and deepening at subnational levels, in turn creating new intercity geographies and challenging that geopolitical notion. These relations are a direct product of economic and cultural globalization. Some examples are the shift of migration from Ecuador and Colombia toward Spain rather than the U.S., the growing economic relations between Chinese businesses and organizations and São Paulo and Rio de Janeiro, and the emergent relations between these cities and Johannesburg, South Africa. The Internet has allowed a rapidly growing number of people to become a part of diverse networks that crisscross the world. And nongovernmental organizations (NGOs) from various parts of the world are establishing active connections over social struggles in Latin America. In other words, beneath the still-dominant North-South geopolitics, transversal geographies are growing in bits and pieces. One trend is the formation of intercity geographies as the number of global cities has expanded since the 1990s. These subnational circuits cut across the world in many directions. A second trend is the growth of civil society organizations and individuals who are connecting around the world in ways that, again, often do not follow the patterns of traditional geopolitics. The New, Multiple Circuits There is no such entity as the global economy. It is more correct to say there are global formations, such as electronic financial markets and firms that operate globally. But what defines the current era is the creation of numerous, highly particular, global circuits—some specialized and some not—interlacing across the world and connecting specific areas, most of which are cities. While many of these global circuits have long existed, they began to proliferate and establish increasingly complex organizational and financial foundations in the 1980s. These emergent intercity geographies function as an infrastructure for globalization, and have led to the increased urbanization of global networks. Different circuits contain different groups of countries and cities. For instance, Mumbai today is part of a global circuit for real estate development that includes investors from cities as diverse as London and Bogotá. Coffee is mostly produced in Brazil, Kenya and Indonesia, but the main place for trading its future is on Wall Street. The specialized circuits in gold, coffee, oil and other commodities each involve particular countries and cities, which will vary depending on whether they are production, trading or financial circuits. If, for example, we track the global circuits of gold as a financial instrument, it is London, New York, Chicago, and Zurich that dominate. But the wholesale trade in the metal brings São Paulo, Johannesburg and Sydney into the circuit, while trade in the commodity, much of it aimed at the retail level, adds Mumbai and Dubai. And then there are the types of circuits a firm such as Wal-Mart needs to outsource the production of vast amounts of goods—circuits that include manufacturing, trading, and financial and insurance services. The 250,000 multinationals in the world, together with their over 1 million affiliates and partnership arrangements worldwide, have created a new pattern of relations that combine global dispersal with the spatial concentration of certain functions often while retaining headquarters in their home countries. The same is true of the 100 top global advanced-services firms that together have operations in 350 cities outside their home base. While financial services can be bought everywhere electronically, the headquarters of leading global financial services firms tend to be concentrated in a limited number of cities. Each of these financial centers specializes in specific segments of global finance, even as they engage in routine types of transactions executed by all financial centers. It's not just global economic forces that feed this proliferation of circuits. Forces such as migration and cultural exchange, along with civil society struggles to protect human rights, preserve the environment and promote social justice, which also contribute to circuit formation and development. NGOs fighting for the protection of the rainforest function in circuits that include Brazil and Indonesia as homes of the major rainforests, the global media centers of New York and London, and the places where the key forestry companies selling and buying wood are headquartered—notably Oslo, London and Tokyo. There are even music circuits that connect specific areas of India with London, New York, Chicago, and Johannesburg. Adopting the perspective of one of these cities reveals the diversity and specificity of its location on some or many of these circuits, which is determined by its unique capabilities. Ultimately, being a global firm or market means entering the specificities and particularities of national economies. This explains why global firms and markets need more and more global cities as they expand their operations across the world. While there is competition among cities, there is far less of it than is usually assumed. A global firm does not want one global city, but many. Moreover, given the variable level of specialization of globalized firms, their preferred cities will vary. Firms thrive on the specialized differences of cities, and it is those differences that give a city its particular advantage in the global economy. Thus, the economic history of a place matters for the type of knowledge economy that a city or city-region ends up developing. This goes against the common view that globalization homogenizes economies. Globalization homogenizes standards—for managing, accounting, building state-of-the-art office districts, and so on. But it needs diverse specialized economic capabilities. Latin America on the Circuit This allows many of Latin America's cities to become part of global circuits. Some, such as São Paulo and Buenos Aires, are located on hundreds of such circuits, others just on a few. Regardless of the case, these cities are not necessarily competing with one other. The growing number of global cities, each specialized, signals a shift to a multipolar world. Clearly, the major Latin American cities have circuits that connect them directly to destinations across the world. What is perhaps most surprising is the intensity of connections with Asia and Europe. Traditional geopolitics would lead one to think that Latin America connects, above all, with North America. There is a strong tendency for global money flows to generate partial geographies. This becomes clear, for example, when we consider foreign direct investment (FDI) in Latin America, a disproportionate share of which goes to a handful of countries. In 2008, for example (a relative peak of FDI), FDI flows into Latin America were topped by Brazil at $45.1 billion, followed at a distance by Mexico at $23.7 billion, Chile at $15.2 billion, and Argentina with $9.7 billion. On average, between 1991–1996 and 2003–2008, FDI in Brazil increased more than five-fold while tripling in Chile and Mexico. Among the countries in the Latin American and Caribbean region receiving the lowest levels of foreign investment in 2008 were Haiti, at $30 million; Guyana, at $178 million; and Paraguay, at $109 million. Globalization and the new information and communication technologies have enabled a variety of local activists and organizations to enter international arenas that were once the exclusive domain of national states. - Most Latin American countries have regarded immigration policy as a function of border protection, using approaches that emphasize security and law enforcement, including strict regulation of work and residency permits. Nevertheless, such policies have not only failed in recent years to curb the growth of undocumented migrants; they have also clashed with resolutions adopted in 2003 and 2008 by the Inter-American Court of Human Rights that guarantee migrant rights. Argentina is a notable exception. Thanks to a law passed in 2004, it has emerged as a model for innovative immigration policymaking. The law incorporated the recognition of migration as a human right. But what really made it historic was the open, consultative process used to conceive, develop and pass the legislation. How Argentina got there is an instructive story—and it may hold lessons for its neighbors and for other areas of the world. A Country of Immigrants Struggles with Its Limits As a country known both as a source and a destination for immigrants, Argentina has always carved out a special place for itself in Latin America. In the nineteenth century, it forged a national identity through an open-door immigration policy that was geared selectively toward European immigrants. But migration from neighboring countries such as Bolivia, Chile and Paraguay increased steadily to the point that—by the 1960s—the number of immigrants from its neighbors outpaced arrivals from Europe. In response, Argentina imposed stricter controls on the entry and exit of foreigners, beginning with legislation introduced in 1966. The legislation established new measures for deporting undocumented immigrants. In 1981, under the military dictatorship, legislative decrees that allowed the state to expel migrants were codified into law for the first time as Law 22.439, also known as La Ley Videla (named after the military dictator Jorge Rafael Videla, who was later convicted of human rights violations). The law contained several provisions that affected constitutional guarantees, including the right of authorities to detain and expel foreigners without judicial redress; the obligation of public officials to report the presence of unauthorized immigrants; and restrictions on their health care and education. For example, undocumented immigrants could receive emergency health care, but hospitals were then obligated to report them. The resolutions and decrees of the National Migration Office—first established in 1949—turned the office into a vehicle for the violation of migrant rights and precluded it from regulating immigration and addressing immigrants' status. From the downfall of the military dictatorship in 1983 until 2003, congress failed to repeal La Ley Videla or enact an immigration law in accordance with the constitution and international human rights treaties recognizing migrant rights. In fact, the executive branch expanded the law's discriminatory features and promoted the autonomy of the National Migration Office to establish criteria for admission and expulsion from the country without any legal oversight. The continuation of La Ley Videla relegated close to 800,000 immigrants—most of whom came from neighboring countries—to “irregular” status, with serious sociopolitical consequences. Efforts to rectify the situation at first met little success. In the absence of reform, Argentine immigration policy was based on individual agreements with countries like Bolivia and Peru to regulate immigrant flows. These agreements failed to address the larger realities of immigrant flows and Argentine authorities often expelled immigrants despite the treaties. As a result, courts repeatedly upheld detentions and expulsions sanctioned by the immigration authorities, with no formal mechanisms to ensure justice for immigrants. In turn, the high cost of filing or pursuing an appeal generally made this an unlikely option. In 1996, this unjust and unsustainable situation led to the creation of the Roundtable of Civil Society Organizations for the Defense of Migrant Rights, a diverse coalition of human rights groups. The roundtable sought to counter xenophobic rhetoric from state ministries and from the president. It worked for migrant rights and included a diverse coalition of immigrant associations, religious groups, unions, and academic institutions. A key goal was to expose the contradictions and inconsistencies of La Ley Videla by sponsoring reports on human rights abuses of migrants, bringing cases to court and submitting complaints to the Inter-American Human Rights System. In 2000, the organization outlined a specific agenda to repeal La Ley Videla and to pass a new immigration law that respected the rights of foreigners. Criteria for the new legislation included: administrative and judicial control over the National Migration Office; reform of deportation and detention procedures to guarantee due process; recognition of the rights of migrants and their families to normalize their immigration status; and elimination of discrimination and other forms of restrictive control in order to ensure access to constitutionally guaranteed social rights and services…

- The 2010 U.S. Census results underlined not only the dramatic growth of the U.S. Hispanic population but its high mobility. In the last decade, data show that the number of Hispanics jumped by 43 percent—from 35.3 million in 2000 to 50.5 million in 2010—with this group accounting for over half of the total U.S. population increase. Latinos also continue to live in new destinations. Since 1990, the number of those living in the nine states with the historically highest concentrations of Hispanics shrank by 10 percentage points to a total of 76 percent. The rise of the Hispanic population, together with an immigrant population estimated at 38.5 million (of which more than half are from Latin America), continues to spark a variety of public policy and private-sector responses. The most worrisome has been the explosion of anti-immigrant bills in state legislatures, which claim to be reacting to the absence of nationwide comprehensive immigration reform (CIR) and lack of enforcement.

The seven essays that make up the volume, written by distinguished U.S. and Brazil-based scholars, provide a sharp, scholarly comparison of the outcomes achieved by governments of the moderate left and what coeditor Kurt Weyland of the University of Texas at Austin calls the “contestatory” or more radical left, in an introduction that lays out the theoretical framework. This book, which was also edited by Raúl L. Madrid and Wendy Hunter of the University of Texas, fills a critical gap in the burgeoning literature on the subject.

But The Sugar King of Havana: The Rise and Fall of Julio Lobo, Cuba's Last Tycoon shows otherwise. In his book, John Paul Rathbone, the Latin America editor at the Financial Times, paints a more nuanced picture of the Cuban bourgeoisie and, in particular, of Julio Lobo (1898–1983)— the great Cuban sugar tycoon of the first half of the twentieth century. Reading like an F. Scott Fitzgerald novel with scenes reminiscent of an Elia Kazan film, the book paints vivid descriptions of Lobo's life and Cuba in general with action on every page.

- The modern tragic political figure is not just endemic to Latin America. The ignominious fall of Egyptian President Hosni Mubarak—once a war hero to his countrymen—is the latest proof of this. But in her book, La Rebelión de los Náufragos (The Revolt of the Castaways), Venezuelan journalist Mirtha Rivero takes us back to the tragic story of a man who was once one of Latin America's most promising leaders, and who fell from power (like his modern counterparts) from a combination of pride and the failure to understand the yearnings of his compatriots. Carlos Andrés Pérez, re-elected in 1989 to a second term as Venezuela's president, embodied one of Latin America's first modern political tragedies. He was a democrat who was confident that his country (along with much of his region) had conquered its ghosts and was finally ready for governance by first-world standards such as fair elections, a competitive market-based economy and political parties focused more on national interests than on self-preservation.

- Nestor Kirchner, the ex Argentinean President, developed a unique and new way of relating with the press, totally divergent from the method that previous democratic governments used to have. Through the analysis of Kirchner´ speeches, this article will illustrate in which way the president aimed to weaken the media, removing them from their position as the “forth power” and “objective mediators” between the government and the citizens. Those transformations are due to the conditions in which he developed a specific type of leadership. Those changes, also, had consequences in the political representation and in the current characteristics of the democratic system in Argentina.
