Abstract:
On 10 March 2002, little more than two weeks after the end of the peace process with the insurgent Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo (FARC), Colombians elected a new House of Representatives and Senate. Despite heightened apprehension among the electorate and the government about violent interference by the guerrilla and paramilitary organisations, the polls took place in an atmosphere of relative calm and good order. In part this was due to the large-scale deployment of military and police forces across the country to guarantee voter security.

This presidential election (first round on 26 May 2002; second round, if needed, on 16 June) will be crucial for the future of Colombia's democracy and its struggle against insurgents and paramilitaries, drugs and widespread poverty. Social and economic distress is now widespread. Public frustration with the ill-fated peace process of the Pastrana Administration over the past three years, its definitive rupture on 20 February 2002, and increased attacks by the main rebel group, the Fuerzas Armadas Revolucionarias de Colombia- Ejército del Pueblo (FARC) on civilians and infrastructure since mid-January have made “war/peace” and “violence” the key vote- determining issues. The failure to negotiate a solution to the longstanding civil war over the past three years has polarised the electorate.

In February 2002, negotiations to end the most dangerous confrontation of Colombia's decades of civil war collapsed. Nearly four years earlier, the newly-inaugurated President Andrés Pastrana had opened talks with the country's major remaining rebel groups, the Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo (FARC) and the Ejército de Liberación Nacional (ELN), with great enthusiasm and hope. But the fighting never ended while the talks sputtered on, and the country now appears headed for a new round of violence in its cities and against its infrastructure. The international community is concerned about the implications not only for Colombia's people and its democratic institutions, but also wider regional stability.

Abstract:
The global economic recovery is continuing but at a somewhat slower pace than was anticipated six months ago. Specifically, using the country weights from the IMF's World Economic Outlook, the forecast for real GDP growth in the world economy during 2002 (i.e., on a fourth-quarter-to-fourth-quarter basis) is cut by about half a percentage point to 3 percent—a pace that is slightly below my estimate of the potential growth rate for world GDP. This downward revision reflects primarily slower growth than earlier expected during the first half of 2002 in most industrial countries and the expectation that growth will remain somewhat more sluggish than earlier expected at least through year-end. For 2003, the forecast for global economic growth is also cut by about half a percentage point—to 4 percent—reflecting both general factors suggesting slightly weaker performance in many industrial and developing countries and the particular economic risks arising from possible military action against Iraq and from potential credit events affecting key developing countries. Despite these downward revisions, however, there is little doubt that the world economy will see significant improvement this year from the 1 percent growth recorded in 2001, and it is still reasonable to expect further improvement to a growth rate modestly above global potential during 2003.

1265. Economic Issues Raised by Treatment of Takings Under NAFTA Chapter 11

Abstract:
This working paper examines, from an economic perspective, the treatment of takings (property rights) under NAFTA Chapter 11. To be more precise, the paper examines the treatment of takings as environmental groups fear might be established as the result of investor dispute settlement under this chapter; as of the date of this writing, most of the cases that have the potential to be precedent-setting have not been finally decided, albeit one—the Metalclad case—has been decided in a way that is unsettling to environmentalists. The author attempts to determine whether requiring public compensation of private investors for diminishment of value resulting from government regulatory action has the potential of achieving anything close to an “optimal” outcome from a societal cost-benefit point of view (defined below). This determination makes use of tools of economic analysis and, in particular, Coase's theorem regarding achieving optimal outcomes where negative externalities are present. The overall conclusion is that, although Coase's theorem can be invoked to argue that such an outcome can be achieved either via a “polluter pays” approach or a “public pays” (or “public must compensate”) approach, as a matter of practical application, the first approach is preferable to the second for a number of reasons, including government “fiscal illusion” and “moral hazard.”

Abstract:
This paper focuses on identifying preconditions that will ensure the sustainability of a Free Trade Area of the Americas (FTAA). It argues that the macro, micro, and political conditions advanced in the literature to measure a country's ability to compete internationally, while necessary, are not sufficient to ensure the success and permanence of a free trade agreement. Instead, two additional financial conditions are needed. The first is that each partner in the free trade area needs to have sustainable public debts as determined by the achievement of credible and sustainable structural fiscal balances. The second is that exchange rate regimes across trading partners should be compatible in the sense that adverse shocks in one country do not generate a policy dilemma in other partners between abandoning their exchange rate system or the free trade area.

Citizens and their leaders around the world have long recognized the risk of corruption. Corruption diverts scarce resources from necessary public services, and instead puts it in the pockets of politicians, middlemen and illicit contractors, while ensuring that the poor do not receive the benefits of this "system". The consequences of corruption globally have been clear: unequal access to public services and justice, reduced investor confidence, continued poverty, and even violence and overthrow of governments. A high level of corruption is a singularly pernicious societal problem that also undermines the rule of law and citizen confidence in democratic institutions.

This paper, the first of a planned two-part analysis, examines the institutions of paramilitarism, death squads, and warlords in Latin America, with a focus on the case-studies of Mexico and Peru. It begins with an overview of the small comparative literature on paramilitary movements and death squads around the world, seeking to define and clarify the terminology. The literature on "warlordism" is then reviewed, and the similarities and distinctions between paramilitaries and warlords are considered. Lastly, I examine two case -studies that have not, as yet, received extended attention in the comparative literature: Mexico and Colombia. Abstract:
More than half of the countries in Latin America have bicameral legislatures, and the vast majority of the larger countries in the region have dual legislative bodies. This paper explores whether bicameralism is an important institutional variable in the functioning of Latin American systems. It develops a typology of the different types of bycameralism in the region based on several specific characteristics that differentiate between them, and discusses the relevance of the institutional configuration of the system and the party configuration of the chambers for bicameralism. Then, it constructs a veto gates and players model in order to analyze the causal mechanism through which bicameralism impacts Latin America systems. Finally, it presents two examples (one with variation in time, the other with variation in space) to support the argument that bicameralism matters depending on its type, the institutional configuration, and party composition of the system.

Abstract:
The purpose of this study is to consider the role played by the community of public health experts in the contemporary health sector reform process. It discusses the issue based on the case of Brazil and Mexico, because, as specialists, public health researchers in both countries have directed their participation to influencing the conflict over the reorientation of health policy in their respective countries. One of their approaches has consisted in developing a new cognitive framework that underpins technical health sector reform projects understood as policy proposals with technical content. Our purpose is to show that these experts manage to influence the national debate over health sector reform when the technical and scientific discussion leaves the academic sphere and goes to the realm of social and political debate. In our opinion, this occurs because this technical and scientific knowledge has been held out, independently of its intrinsic value, as a political and ideological alternative platform for sustaining a health sector reform proposal which, once transformed into a policy project, has served to aggregate certain political and social forces and not others. The study sets out each case separately, in each showing first the emergence of a new body of thinking in the field of public health (Collective Health in Brazil and New Public Health in Mexico). It then demonstrates how these groups of experts have articulated and interacted with specific political and social forces within their respective societies, and analyses how they have become a political stream within health institutions in the struggle to control the sector's future.

Abstract:
Venezuelan Evangelicals' responses to candidates in that country's 1998 presidential election seem to confirm the view that their political culture is inconsistent, contradictory, and paradoxical. Not only were Evangelicals just as likely as the larger population to support nationalist former coup leader Hugo Chávez, they rejected Venezuela's one Evangelical party after it made a clientalist pact with the infamous social democratic party candidate. In this article, concepts from recent cultural theory are used to examine qualitative data from these two voting behaviors. Ways to make sense of the contradictory nature of Evangelical political culture are suggested.

This article examines the experience of the Chilean labor movement during the first decade of democracy. In so doing, it calls attention to the need for further study of how institutional variables, such as labor legislations, influence labor movement strategies across different political regimes (authoritarian and democratic). Evidence from the Chilean case demonstrates that while important, exogenous variables such as new democratic governments and new labor legislations have only limited explanatory power with regard to labor movement strategies. This warrants a closer look at internal organizational aspects.

In order to evaluate accurately the state of democratic governance during the first years of the Chávez presidency, one must sharpen the distinction between democracy narrowly defined as popular sovereignty versus the more conventional notion of liberal democracy. Venezuela was no longer a liberal democracy in every respect. Instead, it became an extreme case of delegative democracy. The president enjoyed widespread popular support for almost everything he and his followers did, and this fact qualified his government as "democratic" in the narrow sense of popular sovereignty. But the systematic elimination of constraints on presidential action after 1998 increased the risk that Venezuela would cease to be a democracy by any definition in the future.

Abstract:
During the last decade and a half, Colombia has witnessed both an improvement in the dimensions of democratic participation and contestation and a severe deterioration in those dimensions of democracy related to effective protection of civil liberties and subordination of the military. While the term “semi-democracy” seems most appropriate to classify the Colombian political regime, the restrictions that made the Colombian regime semi-democratic during the second half of the twentieth century have changed in nature. Between 1958 and 1986, restrictions were placed on the competitive dimension of democracy. From the mid-1980s onward, the regime's shortcomings stem from the weakness of the state, the emergence of powerful armed actors, and the absence of the rule of law.

Today, even though a complete party collapse similar to those ocurred in Peru and Venezuela did not take place, the erosion of both parties has followed a path with few historical precedents: an extreme "personalist factionalism" (Giovanni Sartori) or, to use a more coloquial term that has become popular in Colombia, the implosion of parties in tens and tens of electoral micro-businesses.

This paper analyzes the historical development of Japan's economic relationship with Latin America and describes trends observed in the short and medium term. The main types of relations examined are trade, direct foreign investment, and official development assistance. Emphasis is placed on how Japan's postwar economic development is mirrored in its changing relationship with Latin America. The importance of relationships for both Japan and the United States is discussed, as are competing broad theoretical hypotheses about the nature and evolution of these relationships. The concluding section explores the impact of the Asian economic crisis on Latin America and assesses the feasibility of free trade agreements between Japan and certain Latin American nations.

Peacebuilding is not merely a technical exercise — it is highly political. In a combustible political atmosphere as in Haiti, effective peacebuilding requires careful and sustained management. The importance of a long-term approach cannot be overestimated. In Haiti, the international community was successful in restoring the constitutional government, improving the respect for basic human rights, and initiating economic development. However, for these efforts to take hold and lead to a self-sustaining democratic process, continuous international engagement in Haiti is vital. From this perspective, the cutback in the UN involvement in February 2001 was premature.
