101. Even in authoritarian countries, democracy advocates are worth investing in

Abstract:
Freedom and democracy are in decline globally, according to the Atlantic Council’s Freedom Index. Political freedom in particular has slumped sharply since 2019, bringing the world to a twenty-four-year low. The biggest backsliders—the places with the sharpest declines in political freedom—span every major geographic region and many are particularly relevant to US national security. There are several fundamental reasons for the United States to support strategies that aim to halt such backsliding and foster democratization, including ones that go beyond the moral obligation to support humanitarian values. For instance, research shows that democracies are less prone to enable and export transnational crime or terrorism, and democracies are better at adapting to adverse economic events and avoiding large-scale disasters, and are more reliable trading partners, offering better business opportunities by upholding the rule of law and protecting investments from the arbitrary predation of political elites. Most notably, the vast majority of people around the world continue to prefer to be governed democratically. Democracy support also strengthens the US position more broadly in the strategic contest against the autocratic rivals of China, Russia, Iran, and North Korea. Robust democratic institutions—transparent judiciaries, capable legislatures, responsive political parties, an active civil society, and a free press—make it harder for the rulers in the autocratic bloc to co-opt elites in other countries and advance their malign agendas. But with the world experiencing a global democratic recession, questions arise as to whether supporting democracy is a losing battle. Despite the bleak recent data on global democratic progress, democracy assistance is still crucial, not only in countries undergoing political openings and democratic consolidation but also—and perhaps even more so—in countries that are backsliding. Case studies in the Middle East, Latin America, Eastern Europe, and sub-Saharan Africa suggest that using foreign assistance (in addition to and in concert with diplomacy and investment) to support democracy champions wherever they are is an effective strategy, even if the payoff is not immediately apparent at the level of a country’s political system.

102. Is the European Union Deforestation Regulation WTO-Proof?

Abstract:
The European Union Deforestation Regulation (EUDR) is set to take effect on 30th December 2024. While it aligns with EU’s climate goals under the European Green Deal, it has sparked concerns with EU partners regarding its compatibility with World Trade Organization (WTO) principles. Internally, some member-States and productive sectors fear that the lack of clarity in its rules could disrupt European supply chains. Products like coffee, chocolate, and leather are some examples where costs and price are expected to rise due to compliance requirements, documentation, and shipment segregation. Critics argue that the EUDR’s unilateral imposition of EU standards on third countries could be viewed as extraterritorial and more restrictive than necessary towards its objectives. This paper analyses lessons from WTO reports on US Shrimp/Turtle and US Tuna/Dolphin, which are relevant to discussions on non-product-related processes and production methods (PPMs). Key findings suggest that the EUDR could be justified under GATT exceptions clause (Article XX). However, for this to be successful, the Policy Brief proposes more flexibility in considering local realities of exporting countries. This would include shifting the EUDR approach to cooperating towards an outcome-based equivalence systems instead of rigid procedural requirements.

In this publication, leading feminist thinkers from Africa, the Middle East and North Africa, South Asia, Latin America and the Caribbean, share perspectives on why we must move beyond gross domestic product (GDP) as the primary measure of societal progress. Drawing on regional examples, they demonstrate how the GDP-growth obsession is skewing policy-making towards measures that drive austerity, debt, corporate power, and exploitative labour practices, whilst invisibilising unpaid care and domestic work. In a call to action, the authors highlight Indigenous and feminist alternatives that need to be pursued to catalyse a shift towards economies that centre care of people and the planet.

Abstract:
Young people entering the labor markets face several and important challenges. These issues deepen due to rooted structural barriers such as informality or precarity, low-paid jobs, and low economic growth in regions like Latin America and sectors such as tourism (Abramo, 2022). Tourism has great potential to employ many of these young people because it provides opportunities for skilled and unskilled workers, it has low barriers to entry and flexible conditions, and it provides critical skills for their professional life. However, the youth population needs to reduce the gap between their available skills and experienced gained and the future requirements of labor markets to avoid being socially excluded. We apply the multidimensional poverty methodology developed by Alkire and Foster (2011) to build a Quality of Employment index (QoE) for young workers employed in the tourism industry in Latin America for the period 2015-2019. Focusing on two groups of young workers -super young for those aged 15 to 24 and young those aged 25 to 35- we consider several aspects of working conditions and discuss some differences in job quality across countries by gender and education considering different levels of deprivation in the index. The results suggest a high level of deprivation in the young workers, specially in the super young group. However, employment quality increased in both groups for all countries in the region during the period 2015-2019.

105. Buffer or Bottleneck? Employment Exposure to Generative AI and the Digital Divide in Latin America

Abstract:
Empirical evidence on the potential impacts of generative artificial intelligence (GenAI) is mostly focused on high-income countries. In contrast, little is known about the role of this technology on the future economic pathways of developing economies. This paper contributes to fill this gap by estimating the exposure of the Latin American labor market to GenAI. It provides detailed statistics of GenAI exposure between and within countries by leveraging a rich set of harmonized household and labor force surveys. To account for the slower pace of technology adoption in developing economies, it adjusts the measures of exposure to GenAI by using the likelihood of accessing digital technologies at work. This is then used to assess the extent to which the digital divide across and within countries will be a barrier to maximize the productivity gains among occupations that could otherwise be augmented by GenAI tools. The findings show that certain characteristics are consistently correlated with higher exposure. Specifically, urban-based jobs that require higher education, are situated in the formal sector, and are held by individuals with higher incomes are more likely to come into interaction with this technology. Moreover, there is a pronounced tilt toward younger workers facing greater exposure, including the risk of job automation, particularly in the finance, insurance, and public administration sectors. When adjusting for access to digital technologies, the findings show that the digital divide is a major barrier to realizing the positive effects of GenAI on jobs in the region. In particular, nearly half of the positions that could potentially benefit from augmentation are hampered by lack of use of digital technologies. This negative effect of the digital divide is more pronounced in poorer countries.

106. Abortion Legalization and Adolescent Fertility: New Evidence for Uruguay Based on the Synthetic Control Method

Abstract:
Following abortion legalization in Uruguay in late 2012, adolescent fertility rate fell by more than half. This paper aims at establishing a causality relationship. To estimate the impact of the abortion reform on adolescent fertility I use the Synthetic Control Method by comparing trends of Uruguay with Latin America and the Caribbean countries with restrictive abortion laws. Results suggest adolescent fertility rate was reduced in the postreform period by an average of 8.3 births per 1,000 girls aged 15-19, a decline of almost 15% with respect to the synthetic control unit. In-space placebos indicate this effect is statistically significant at the 5% level. This conclusion holds after conducting an in-time placebo test and a leave-one-out test. To the present time, evidence on the impact of Uruguayan abortion legalization on adolescent fertility that has addressed endogeneity is mixed, and based entirely on identification strategies that exploit different sources of exogenous within-country variation that determines the exposure to the reform. My contribution here is to exploit between-country variation, bringing new evidence to the on-going debate.

This paper examines gender inequality focusing on two critical spheres in which gender inequality is generated: education and work. Our objective is to provide a snapshot of gender inequality across key indicators as well as a dynamic perspective that highlights successes and failures. We also facilitate a cross-country comparison by grouping countries within Latin America by their level of economic development and drawing comparisons with countries outside the region. Finally, we reflect on differences in the ways that gender inequalities play out across different socio-economic groups, particularly those that highlight other sources of inequality

108. Measuring Green Jobs: A New Database for Latin America and Other Regions

Abstract:
A growing body of literature investigates the labor market implications of scaling up “green” policies. Since most of this literature is focused on developed economies, little is known about the labor market consequences for developing countries. This paper contributes to filling this gap by providing new stylized facts on the prevalence of green occupations and sectors across countries at varying levels of economic development. Green occupations are defined using the Occupational Information Network, and green sectors are those with relatively lower greenhouse gas emissions per worker. The paper offers an initial assessment of how the implementation of green policies—aimed at expanding green sectors and strengthening the relative demand for green skills—may affect workers in developing economies. It finds that the share of green jobs is strongly correlated with the level of gross domestic product per capita across countries. When controlling for unobserved heterogeneity, a 1 percent increase in gross domestic product per capita is associated with 0.4 and 4.1 percentage point increases in the shares of new and emerging, and enhanced skills green jobs, respectively. The paper then focuses on Latin America and finds that only 9 percent of workers have a green job with respect to both occupation and sector. The findings show that within countries, workers with low levels of income and education are more likely to be employed in non-green sectors and occupations, and to lack the skills for a greener economy. This evidence suggests that complementary policies are needed to mitigate the potential role of green policiesin widening income inequality between and within countries.

109. The European Union Deforestation Regulation: The Impact on Argentina

Abstract:
We analyze the potential economic impacts in Argentina of the European Union Deforestation Regulation (EUDR), which as of January 2025 will prohibit the export to the European Union of certain raw materials and related products if they involve the use of deforested land. A dynamic computable general equilibrium model is used to simulate the impact of such regulation on the Argentine economy. The results suggest that the potential macroeconomic impacts are limited. As a consequence of the EUDR, between 2025 and 2030, GDP would be reduced by an average of 0.46% with respect to the baseline scenario. However, of greater magnitude is the potential environmental impact. Deforested hectares would be reduced by 6.64% and polluting gas emissions by 0.39%.

Abstract:
Mexico must reform its financial support for the national oil company, Pemex. Since 2013, the state has given 2.8 billion pesos (about USD 140 million) to Pemex. This support has made Pemex dependent on the state and has led to inefficiencies. In 2025, there is a window of opportunity open to reform state support for Pemex. Mexico’s new government has taken office and will write a new Federal Expenditure Budget, following constitutional reform that has changed Pemex into a Public State Company. There is mounting pressure for reform in the next round of debt refinancing for Pemex. The company’s USD 100 billion debt is alarming creditors, leading them to require higher interest rates from Pemex. Before granting another round of state support, the government should establish clear conditions for such funding. International experience—for example, from Eskom, the state electricity company in South Africa—shows that conditionality contributes to financial sustainability for state-owned businesses. Eskom’s experience offers lessons on how to design and administer support for Pemex. A powerful condition for support could be that Pemex assesses and mitigates the risks for its business stemming from the global energy transition. This could involve scenario planning; aligning its business plan with the country’s climate plan; implementing a just transition plan for oil-producing regions, and managing the closure of petroleum infrastructure.

111. Study on Civic Culture and Coexistence in Honduras: The Construction of a Democratic Society: An Inconclusive Task?

Abstract:
More than four decades after the transition to democracy in Honduras, this study analyzes the political culture of the country. To do so, during 2023, 30 focus groups were conducted in the 18 departments of Honduras and 62 interviews were conducted with people from the world of politics and academia, including social actors and government officials. Among the findings of the research are the diffuse adherence to democratic principles and the option to vote as a form of political participation; the propensity towards nonobservance or selective compliance with laws and rules of coexistence; and distrust of institutions. There is a perception that institutions operate in a clientelist manner, that they are co-opted by political parties, and that the State is discriminatory. Another salient finding is the high level of intolerance towards other political ideas and towards groups with preferences different from one’s own, along with the growing preference for strong leadership, and generalized fear (of institutions, of neighbors, of the future, etc.). The study shows that Hondurans do not like the State that has been built in these decades and are not optimistic about the future. These findings are similar among the general population and the elites, although there are nuances between territories and between groups.

Abstract:
India, Turkey, Brazil and South Africa are striving for a more multipolar, post-Western world order in which they would not be seen merely as auxiliary powers to the bigger players, but as independent great powers. For them, a key foreign policy goal is to transform global governance institutions. They all call for a permanent seat for their country on the UN Security Council. To achieve that, the states need backing from more than the Western states – and this logically strengthens the multi-aligned logic of their foreign policies. India, Turkey, Brazil and South Africa see Russia’s war of aggression in Ukraine and the Western countermeasures from their own perspective. They describe Russia’s invasion as a violation of international law, but see the war primarily as a Western concern, not theirs. Although these states are critical towards the West, they are not anti-Western and they all value multilateral institutions; their foreign policy goals and features offer opportunities for the EU to engage with them, but that needs to happen on a more equal footing than what has traditionally been the case.

Abstract:
President Andrés Manuel López Obrador (AMLO) has challenged Mexico’s democratic institutions, including the electoral commission INE, and relies on the military to run sectors of the economy and to provide internal security. Recognizing the continuing strategic importance of its southern neighbor, the United States is attempting to “friend-shore” American industry to Mexico despite trade disputes. Mexico’s economic convergence with the US is giving way to ideological divergence. In the past year, Mexico has called NATO’s stance on Ukraine “immoral” and openly aligned with the leftist, anti-US dictators of Cuba, Nicaragua, and Venezuela. Mexico’s internal development and shifting external stance could spark a return to a United States focused on the protection of its 19th-century borders instead of its 20th-century global footprint. European attention to the future of Mexico can help diversify the country’s trade and other partnerships, as well as shine a light on its democratic decay.

Abstract:
Las relaciones entre España y América Latina siempre han conformado un pilar en la estrategia de integración internacional del país ibérico. No obstante, ante la singular coyuntura que supone el auge exponencial de China en la región latinoamericana, ¿qué riesgos afronta hoy España en América Latina? ¿Ha influido dicha coyuntura en las líneas maestras de acción exterior de España hacia la región? Este artículo arroja algo de luz en torno a tales preguntas, y su conclusión es doble. Por un lado, sugiere que el desembarco chino supone un serio desafío para España. Por otro, se sostiene que la política exterior española ha hecho coexistir tres tipos de actitudes como respuesta: una más continuista, otra que capitaliza esta nueva coyuntura y busca aprovechar sus oportunidades, y una última más reactiva a las amenazas que suscitaría la pujanza china en América Latina.

Abstract:
Este articulo analiza las relaciones de Panamá con China y Estados Unidos, las dos mayores potencias mundiales en la actualidad. En primer lugar, se revisan las relaciones que el país latinoamericano ha tenido con China desde la creación de Panamá como país, llegando hasta el cambio de reconocimiento diplomático en el año 2017, así como las nuevas relaciones con la República Popular China. Tras ello se analizan los desafíos que tiene Panamá en el contexto de sus nuevas relaciones diplomáticas. En la siguiente sección se revisan de igual manera las relaciones históricas entre Panamá y Estados Unidos, llegando hasta el día de hoy, y se analizan las oportunidades que ofrecen los Estados Unidos a Panamá.

Abstract:
El presente artículo analiza la evolución de la política exterior ecuatoriana durante los gobiernos de Rafael Correa, Lenín Moreno y Guillermo Lasso a la luz de los postulados teóricos del realismo periférico, que sostienen que los pequeños y medianos Estados deben desarrollar una política de colaboración con las grandes potencias y reducir su oposición a aquellos eventos que directamente afectan a los intereses de sus nacionales. Para ello, se analizan momentos clave de cada uno de los siguientes gobiernos, incluyendo el cierre de la Base de Manta, la relación con el FMI, la entrega de Julian Assange o la compra de vacunas contra el Covid-19. El artículo concluye mostrando cómo los tres presidentes desarrollaron estrategias que no maximizaron los intereses ecuatorianos, en tanto que alternaron gobiernos donde el enfrentamiento con las grandes potencias fue generalizado con gobiernos que priorizaron el acercamiento con estos a costa de los intereses nacionales.

El concepto del poder blando ha cobrado relevancia en Relaciones Internacionales. Asociado típicamente a EE.UU., en los últimos años también China ha promovido su poder blando, llegando a América Latina. Tras revisar las dificultades para acordar una definición del término, esta investigación observa el fenómeno desde una doble perspectiva: por un lado, analiza el despliegue del poder blando chino en la región; por otro, evalúa la respuesta de los países latinoamericanos ante él. Postula que, mientras China usa una definición amplia del poder blando que aplica en la región y la vincula prioritariamente a aspectos de su política doméstica, la recepción de los gobiernos latinoamericanos la hace depender de la variable siguiente: aunque todos acogen la ofensiva económica china y se acercan al gigante asiático, la manera en que reaccionan a ella está condicionada a la postura que mantienen hacia EE.UU.

Abstract:
En este artículo se analizan los lineamientos de la política exterior uruguaya hasta la última alternancia política en el Gobierno nacional poniendo especial énfasis en las relaciones con China y Estados Unidos. Para ello se parte de la hipótesis planteada en trabajos previos que apunta a ideología partidaria variable explicativa de los planteamientos en política exterior en Uruguay. Así, en primer lugar, se expone una revisión histórica de los antecedentes de la política exterior uruguaya y de las principales tradiciones intelectuales que ayudaron a formular el pensamiento internacional. En segundo lugar, se explica el marco institucional, los principales ejes en política exterior y los planteamientos del Gobierno de Lacalle Pou en materia internacional. Posteriormente, se analizan las preferencias de las élites políticas en materia de política exterior. Y, por último, el artículo aporta algunas reflexiones finales a modo de conclusión y líneas de actuación para futuros trabajos.

Abstract:
La militarización y el combate como herramienta casi exclusiva contra la violencia y la inseguridad ha sido el paradigma de profundo calado en Honduras y la mayor parte de la región, lo que implica la solución a los problemas de inseguridad en clave de guerra. Este conflicto asimétrico entre los grupos criminales y los Estados se recrudeció a raíz de la Guerra contra las Drogas iniciada por el presidente mexicano Calderón, y no es sino la continuación de las diversas guerras contra ya ensayadas en Centroamérica bajo inspiración de los EEUU. Con la llegada al poder de la presidenta hondureña, Xiomara Castro, se advertía un cambio en relación a las políticas de seguridad que no se enfocaran exclusivamente en la mano dura, sino que abordara la reforma integral del Estado priorizando la lucha contra la corrupción y la impunidad, así como la mejora de la calidad de la democracia. Una ola de populismo punitivo recorre la región, pero la mejora en los niveles de inseguridad en Honduras no será sostenible mediante el uso exclusivo de la fuerza ni estados de excepción.

Abstract:
Given the wide reach of transnational crimes and the illegal flow of money, policing at an international level has become a new frontier for authorities who aim to control these threats. The United States has taken the center stage in this effort ever since the proclamation of the War on Drugs and the continuing War on Terror by promoting the ‘Follow the Money’ principle as a fundamental strategy to be adopted worldwide. The main goal of this paper is to identify the US efforts to formulate and expand the anti-money laundering agenda and policies to Latin America, from the 1990s to the 2000s, mobilizing the policy diffusion approach. By incorporating this thinking tool, we also aim to highlight the United States hegemonic position when establishing agendas and priorities internationally. Therefore, based on a qualitative design, we trace US official documents describing strategies, practices and policies aimed at promoting anti-money laundering policies in Latin American institutions through coercion, competition, learning and emulation mechanisms. As a result, by promoting training events and formulating evaluation mechanisms, the US has stimulated Latin American countries to elaborate their own law enforcement efforts inspired by these same paradigms, indicating that the US uses these anti-money launderinginstruments to promote its policy agenda internationally.
