1061. Democracy and Populism in Latin America

Abstract:
There appears to be an inherent tension between populism, old and new, and the institutions of representative democracy. This paper focuses on those intrinsic contradictions through a systematic analysis of old and new populism and of its relationship with political democracy. At the core of those tensions is the question of personalization versus institutionalization of power. “Old populism,” as I term it, appears as the most salient and paradigmatic Latin American response to the crisis of oligarchic rule in the 1930s and 1940s. The continuing process of “desoligarquización” may help us to explain the emergence of “neopopulism.” In contrast to old populism, which emerged in the middle of an authoritarian wave, neopopulism has emerged in the middle of a democratic wave, and thus out of the dynamics of electoral democracy. No doubt neopopulist leaders have a formal democratic legitimacy. However, neopopulist regimes appeal to the superior quality of the leader, who appears as the redeemer and the embodiment of the people and the nation. Populism is not the real problem in Latin America; rather, the real problem is the factors that cause populism, namely, the persistence of poverty and inequality, and the decomposition of traditional political institutions and elites in the region. Finally, I shall argue that Hugo Chávez is not Latin America, and Latin America is not Chávez. He may be the most visible and strident political figure, but he is not the most representative one. In fact, he is the exception and not the rule.

This study questions the level of influence that different Latin American presidents have on the making of laws. In order to delimit this analysis, it is necessary to understand the factors that affect decision making in Latin American parliaments. Many of the theoretical approaches that tackle the study of decision making within legislative bodies maintain that the laws that arise from this decisional process, in addition to depending on the institutional organization of the parliament itself, depends on the political actors taking part, on their strategies when adapting to this institutional framework, and on their interests as well as on their collective and individual preferences.

1063. The Durability of Constitutions in Changing Environments: Explaining Constitutional Replacements in Latin America

Abstract:
Given the costs entailed in replacing a constitution, most works on political institutions assume that constitutions are a stable set of rules that become self-enforcing over time. The durability of constitutions is, however, subject to variation. I argue that this variation depends on specific institutions and on the relative stability of the political environment that the constitution is supposed to regulate. Using a duration analysis of constitutions in eighteen Latin American countries between 1946 and 2000, this paper finds that while the lifespan of constitutions is negatively affected by political and social instability, institutions that diffuse power and make possible the flexible adaptation of the constitution to changing circumstances decrease the risk of constitutional replacement. It also shows that for the Latin American region, the durability of constitutions tends to decrease rather than increase over time.

Makale sendikal çözümleme üzerine daha çok altyapı ilişkilerine atıfta bulunan tarihsel-ekonomik perspektifi, toplumsal yapı ve siyasal kültüre değinen alternatif bir okumayla zenginleştirmeyi hedeflemektedir. Temel iddia Türkiye'de siyasi kültürün örgütlü toplumun gelişmesini yapısal özelikleri nedeniyle geciktirdiği yönünde olduğudur. Dayanışmacı, paternalist, popülist, elitist, cemaatçi, solidarist ve patrimonyal kültürel öğeler çatışma karşıtı bir eylem-söylem zemini yaratmaktadır. Bu zemin, seçkinci pratiğin kendini sivil toplum içinde yeniden üretmesine olanak sağlayan meşrulaştırıcı bir dizi politik enstrümanı mümkün kılar. Sendikalar da sağcı popülizmin ve cemaatçiliğin koşullanması altında patronajcı mantığı içselleştirmişlerdir. Kamusal imkânların patronajcı kullanımı hükümet ile sivil toplumu bir çıkar ağı sistemi ile birbirine bağlayan yozlaşmış siyaset örgütlenme biçimine yol açmıştır. Sendikaların araçsal siyasete tabi olması ya da sendikanın patronajcı bilince teslim olması olgusu örgüt özelinde temsil sorununu ve birçok noktada bu sorunu kesen bir sendikal demokrasi-sendikal bürokrasi karşıtlığını beraberinde getirmektedir.

Dünya ekonomisinde küreselleşme süreci ile birlikte hızla artan dışa açılma eğilimleri özellikle gelişmekte olan ülkelerin finansal piyasalarında önemli değişimlere yol açmıştır. Bu ülkelerde erken dışa açılma (finansal piyasaların gelişimini tamamlamadan dışsal aktörlere açılması) ve sığ piyasaların varlığı piyasaların dışsal şoklardan etkilenme derecesini arttırarak krizlerin oluşumunu tetiklemiştir. Latin Amerika ülkeleri bu özellikleri bünyesinde barındıran ve dolayısıyla krizlerden önemli ölçüde etkilenen ülkeler olmuşlardır. Bu ülkelerin finansal piyasalarında 1960'lı yıllardan itibaren küreselleşmenin hız kazanmasıyla birlikte krizler ortaya çıkmaya başlamıştır. Bu krizler ile mücadelede özellikle IMF tarafından önerilen ortodoks ekonomi politikaları uygulanmış ve bu çerçevede sıkı para ve maliye politikası önlemleri ile finansal krizlerin piyasalar üzerindeki etkileri azaltılmaya çalışılmıştır. Ancak bu politikalar; uygulama sonuçları itibariyle kısa dönemde finansal piyasalarda kısmi bir iyileşme sağlamışsa da uzun dönemde ekonomide daraltıcı etkilere yol açarak reel ekonomideki durgunluk sürecini körüklemiştir. Dolayısıyla bu piyasalarda krizlerle mücadelede uygulanan para ve maliye politikalarının eşanlı yürütülmesi ve bu bağlamda makroekonomik politikaların birbiriyle tutarlılığı önem taşımaktadır. Bu açıdan Latin Amerika ülkelerinde reel piyasaları daraltmadan finansal risklerin azaltılmasını sağlayacak güvenilir ve istikrarlı bir ekonomi politikasının uygulanabilirliğinin sağlanması, sadece finansal istikrarın değil tüm makroekonomik istikrarın gerçekleştirilmesi için gerekli görülmektedir.

Abstract:
In order to support poor families in the developing world to seek and use health care, a multi-pronged strategy is needed on both the supply and the demand side of health care. A demand-side program called Conditional Cash Transfer s (CCTs) strives to reduce poverty and also increase food consumption, school attendance, and use of preventive health care. Since 1997, seven countries in Latin America have implemented and evaluated CCT programs with health and nutrition components. The core of the program is based on encouraging poor mothers to seek preventive health services and attend health education talks by providing a cash in centive for their healthy behavior (with healthy behavior representing performance). Evaluations of these programs measured outputs in the utilization of services; health knowledge, attitudes, and practice; food consumption; the supply and quality of services; as well as outcomes in vaccination rates; nutritional status; morbidity; mortality; and fertility.

1069. The Provision of Banking Services in Latin America: Obstacles and Recommendations

Abstract:
The depth of and access to financial services provided by banks throughout Latin America are extremely low in spite of its recognized importance for economic activity, employment and poverty alleviation. Low financial depth and access hurts the poor the most and is due to a variety of obstacles that are presented in this paper in four categories, along with recommendations to overcome them. The first category groups socio-economic obstacles that undercut the demand for financial services of large segments of the population. The second category identifies problems in the operations of the banking sector that impedes the adequate provision of financial services to households and firms. The third category captures institutional deficiencies, with emphasis on the quality of the legal framework and the governability of the countries in the region. The fourth category identifies regulations that tend to distort the provision of banking services. Recommendations to confront these obstacles include innovative proposals that take into consideration the political constraints facing individual countries. Some of the policy recommendations include: public-private partnerships to improve financial literacy, the creation of juries specialized in commercial activities to support the rights of borrowers and creditors, and the approval of regulation to allow widespread usage of technological innovations to permit low-income families and small firms to gain access to financial services.

Abstract:
In this working paper I define inclusive growth as growth conducive to increasing the size and economic command of the middle class. I suggest a definition of the middle class based on absolute and relative measures of country-based income distributions, and present evidence of change in the size of the “middle class” for selected developing countries. I then review how macroeconomic policies shape the environment and incentives for inclusive growth, focusing on three areas: fiscal discipline, the more rule-based the better; a fair tax and redistribution system; and a business friendly exchange rate.

1072. Intergenerational Influences of Wealth in Mexico

Abstract:
Using the 2006 Mexican Social Mobility Survey, this research evaluates the influence of parental wealth on several outcomes of adult children, including educational attainment, consumption level, asset holdings, home ownership, and value of residence. Two mechanisms of parental influence on economic wellbeing are explored: an indirect effect mediated by parental investment in human capital, and the direct transfer of resources. Three main findings emerge from the analysis. First, parental wealth is a strong determinant of educational attainment, net of the standard indicators of advantage regularly used in stratification research, and the influence of wealth is stronger among the most disadvantaged children (those with low cultural capital, and residing in non-urban areas). Second, the mechanism of parental influence on adult children's economic wellbeing differs depending on the outcome: In the case of consumption level, the influence is largely indirect, mediated by parental investment in offspring's human capital, while the opposite is true for children's asset holdings, where a direct transfer of resources predominates. Third, while access to homeownership is only weakly stratified by parent's and children's resources, the value of the acquired home is significantly affected by parental wealth. These patterns of influence are similar to those found in Chile (Spilerman and Torche 2004, Torche and Spilerman 2006) and they highlight the critical impact of parental wealth in less developed countries.

The International Foundation for Electoral Systems (IFES), based in Washington in DC, carried out a technical assistance program in support of the 2006 electoral process in Nicaragua, starting in October 2005. The counterpart institution was the Supreme Electoral Council, which together with IFES proceeded to define those areas in which IFES could collaborate. These were concentrated mainly in the fields of public information regarding the verification of the voter registration list, the preparation and distribution of voter identity cards and the direct training of members of the voting tables in all 153 municipalities in the country.

Venezuela's President Hugo Chavez has difficulties in exporting his socialistic ideas to the region. The newspapers of seven Latin American countries have shown little sympathy towards his ideas in the past months, as has been shown by a new Media Tenor analysis of 21 leading newspapers from Argentina, Bolivia, Brazil, Ecuador, Columbia, Mexico and Peru (chart 1). Chavez's re-election generated positive headlines, but his leadership aspirations for the region as well as his announced renaissance of a new socialism of Latin American coinage (the “Bolivian Revolution”) were both met with skepticism. Some newspapers see Venezuela the brink of dictatorship, and the Mexican newspaper Reforma called Chavez a “tropical Mussolini”.

1077. Brazil with strong challenge ahead: Other BRIC countries enjoying stronger media support

Despite its size, both geographically and in terms of its population, Latin America plays a rather insignificant role in international television news. With Western media for the most part still reporting within traditional and existing parameters (East-West), countries falling outside of these parameters seem to only appear on television when they violate these set norms and expectations (as in the case of Iraq, Iran, North Korea) or if they confirm existing stereotypes, such as crime and violence in Africa. With Latin America hovering on the peripheral of these issues (except for the United States-Venezuelan \'relations\' matter), it is no surprise that Latin America attracts only marginal coverage on television news. Swiss and German television news reports dedicated only 3% of their total coverage in 2006 to Latin America, while South African, British and Arab media dedicated less than 2%. Only U.S. television, largely due to reporting on Cuba and Venezuela, dedicated a full 5% of its total coverage to the continent.

Security is one of the most urgent problems in Latin America and the Caribbean today. The topic is a central concern of citizens in practically all of the countries. Moreover, it is one of the central issues affecting relationships among states and government finances. From the perspective of individuals, it affects the daily life of the population. Moreover, in many of these countries, the institutions affiliated with the security sector have taken on roles beyond those originally assigned to them. In the past, in various countries, security sector institutions have directly intervened in national political life, which with the installation of democratic regimes, has required an effort to “adjust” to new political systems. It is in this context that reform efforts arise that, in many instances, are not in line with the goals of strengthening the rule of law, democracy, and professionalism of the sector.

With USAID funding, The Carter Center conducted a targeted observation for Guyana's Aug. 28, 2006, national elections to demonstrate the Center's interest in and support for Guyana's democratization process. The Center also sought to assess the political and electoral environment in Guyana surrounding the 2006 elections in follow-up to former U.S. President Jimmy Carter's 2004 visit to Guyana. The 2006 elections marked a historic event in the country as Guyana experienced its most peaceful election in recent history.
