Uno de ellos está formado por las redes ciudadanas que podrían facilitar una participación directa mayor que la de los propios partidos, y que podrían constituir, en ocasiones, grandes masas de individuos dispuestos a integrarse en el sistema político.

Abstract:
Much progress has been achieved over the last decade and a half in the development and use of peace operations as a tool to quell conflicts, but there are limits to how much more progress can be expected. The number of troop contributors and troops deployed to peace operations has recently reached unprecedented highs, but the bulk of troops came from a limited number of states. The relationship between the United Nations and non-UN peacekeepers seems for the most part complementary. Nonetheless, the rise in non-UN peace operations has probably led to the United Nations becoming too dependent on too small a base of lesser-developed states. The characteristics of most troop contributors (e.g., type of governance, national quality of life, ground-force size) correlate with their level of contribution, but even politically willing nations with the “right” characteristics can likely deploy only a small percentage of their troops to operations at any one time. While Europe and Africa have achieved the most progress in developing institutional capacities, each continent confronts problems of interinstitutional relations and resource shortages. Russia's hegemonic role in Eurasia and the United States' historical legacy in Latin America have hindered development of comprehensive institutional capacities for peace operations in each region. East Asia may slowly be moving beyond ideational strictures that crippled efforts to develop regional capacities. Institutional progress is not expected in South Asia and the Middle East, and states of each region should not be expected to send military units to intraregional operations. Nearly all South Asian countries, however, will be major players in UN operations. A few exceptions aside, Mideast states will remain bit players on the world scene. Demand for easy or moderately challenging operations will generally be met, but the hazardous missions most apt to occur will be called for by states possessing the wherewithal to take them on and bring others along.

1045. Latin American Drugs I: Losing the Fight

Abstract:
Coca leaf and cocaine production in the Andean region appear to have set new records in 2007. Cocaine trafficking and use are expanding across the Americas and Europe. Despite the expenditure of great effort and resources, the counter-drug policies of the U.S., the European Union (EU) and its member states and Latin American governments have proved ineffective and, in part, counterproductive, severely jeopardising democracy and stability in Latin America. The international community must rigorously assess its errors and adopt new approaches, starting with reduced reliance on the measures of aerial spraying and military-type forced eradication on the supply side and greater priority for alternative development and effective law enforcement that expands the positive presence of the state. On the demand reduction side, it should aim to incarcerate traffickers and use best treatment and harm reduction methods to avoid revolving and costly jail sentences for chronic users.

1046. Latin American Drugs II- Improving Policy and Reducing Harm

The policies of a decade or more to stop the flow of cocaine from the Andean source countries, Colombia, Peru and Bolivia, to the two largest consumer markets, the U.S. and Europe, have proved insufficient and ineffective. Cocaine availability and demand have essentially remained stable in the U.S. and have been increasing in Europe. Use in Latin American transit countries, in particular Argentina, Brazil and Chile, is on the rise. Flawed counter-drug polices also are causing considerable collateral damage in Latin America, undermining support for democratic governments in some countries, distorting governance and social priorities in others, causing all too frequent human rights violations and fuelling armed and/or social conflicts in Colombia, Bolivia and Peru. A comprehensive shared policy reassessment and a new consensus on the balance between approaches emphasising law enforcement and approaches emphasising alternative development and harm reduction are urgently required.

1047. Minimum Wages, Globalization, and Poverty in Honduras

Abstract:
To be competitive in the global economy, some argue that Latin American countries need to reduce or eliminate labour market regulations such as minimum wage legislation because they constrain job creation and hence increase poverty. On the other hand, minimum wage increases can have a direct positive impact on family income and may therefore help to reduce poverty. We take advantage of a complex minimum wage system in a poor country that has been exposed to the forces of globalization to test whether minimum wages are an effective poverty reduction tool in this environment. We find the net effect of minimum wage increases in Honduras is the reduction of extreme poverty, with an elasticity of -0.18, and all poverty, with an elasticity of -0.10 (using the national poverty lines). These results are driven entirely by the effect on workers in large private sector firms, where minimum wage legislation is enforced. Increases in the minimum do not affect the incidence of poverty among workers in sectors where minimum wages are not enforced (small firms) or do not apply (self-employed and public sector). Hence, we show that minimum wages can be used as a poverty reduction tool in the formal sector. However, we do not endorse minimum wages as the best tool as we have not carried out a complete cost-benefit analysis of this policy vis-à-vis others.

Life was straightforward during the Cold War. There were the big guys in the bi-polar strategic stand-off—the United States and the Soviet Union—and there were the little guys: the Eastern European countries, such as Poland, Hungary, and Yugoslavia; Chile in Latin America; Spain in Southern Europe; Sweden in Scandinavia; Israel in the Middle East; and Singapore in the Far East. All these countries, big or small, capitalist or communist, possessed comprehensive and diversified defense industrial bases. However, times have changed, and in some senses they have changed dramatically. More than anything else, economics does not favor small countries. Previously, Cold War doctrine was premised on mass formations of artillery, main battle groups of tanks and combat aircraft located on the Central European front. In the twenty-first century, these formations have disappeared. Militaries have been transformed by the need to respond to new, emerging, asymmetrical threats arising anywhere across the globe, a shift that is captured under the umbrella term of the “Revolution in Military Affairs” (RMA). Contemporary doctrine focuses on high-intensity warfare, characterized by sophisticated defense systems, such as telemetry and cruise missiles, fiber optic technologies, sensors, modern telecommunication systems, “stealth” coatings of modern weapon platforms, light-weight composite materials, and the miniaturization of technologies in, for instance, unmanned aerial vehicles (UAVs).

This paper tries to link the topic of political finance to the wider question of democracy and political parties in Latin America. By doing so, it aims at providing a conceptual framework within which the subject of political finance could acquire some centrality, hitherto missing in both the academic literature and current debates. The first section examines the extent to which, in spite of renewed democratic developments in Latin America during the last two decades, dominant views of democracy in the region continue to neglect and even undermine the significance of political parties and elections in the workings of democracy. This is followed by a discussion of how prevalent concepts of democracy can impinge on the course of political reform. Admittedly any attempt at establishing such a link is fraught with difficulties, and I only venture a few suggestions by looking at the debate among opinion makers and legislators regarding the prospects for political reform in a single country: Colombia. In the last section, I discuss how public funding—a trend visible in most Latin American countries, apparently adopted to fight corruption and to guarantee equality—may be affecting political parties and party systems in the region. A central, underlying assumption of this paper is that ideas are paramount in shaping the course of policy making, thus conditioning any process of political reform.

1051. Democracy and Populism in Latin America

Abstract:
There appears to be an inherent tension between populism, old and new, and the institutions of representative democracy. This paper focuses on those intrinsic contradictions through a systematic analysis of old and new populism and of its relationship with political democracy. At the core of those tensions is the question of personalization versus institutionalization of power. “Old populism,” as I term it, appears as the most salient and paradigmatic Latin American response to the crisis of oligarchic rule in the 1930s and 1940s. The continuing process of “desoligarquización” may help us to explain the emergence of “neopopulism.” In contrast to old populism, which emerged in the middle of an authoritarian wave, neopopulism has emerged in the middle of a democratic wave, and thus out of the dynamics of electoral democracy. No doubt neopopulist leaders have a formal democratic legitimacy. However, neopopulist regimes appeal to the superior quality of the leader, who appears as the redeemer and the embodiment of the people and the nation. Populism is not the real problem in Latin America; rather, the real problem is the factors that cause populism, namely, the persistence of poverty and inequality, and the decomposition of traditional political institutions and elites in the region. Finally, I shall argue that Hugo Chávez is not Latin America, and Latin America is not Chávez. He may be the most visible and strident political figure, but he is not the most representative one. In fact, he is the exception and not the rule.

In order to delimit this analysis, it is necessary to understand the factors that affect decision making in Latin American parliaments. Many of the theoretical approaches that tackle the study of decision making within legislative bodies maintain that the laws that arise from this decisional process, in addition to depending on the institutional organization of the parliament itself, depends on the political actors taking part, on their strategies when adapting to this institutional framework, and on their interests as well as on their collective and individual preferences.

1053. The Durability of Constitutions in Changing Environments: Explaining Constitutional Replacements in Latin America

Abstract:
Given the costs entailed in replacing a constitution, most works on political institutions assume that constitutions are a stable set of rules that become self-enforcing over time. The durability of constitutions is, however, subject to variation. I argue that this variation depends on specific institutions and on the relative stability of the political environment that the constitution is supposed to regulate. Using a duration analysis of constitutions in eighteen Latin American countries between 1946 and 2000, this paper finds that while the lifespan of constitutions is negatively affected by political and social instability, institutions that diffuse power and make possible the flexible adaptation of the constitution to changing circumstances decrease the risk of constitutional replacement. It also shows that for the Latin American region, the durability of constitutions tends to decrease rather than increase over time.

Abstract:
Comprehensive linked employer{employee data allow us to study the relationship between domestic formal sector migration in Brazil and globalization. Considerable worker flows in the formal labor market between 1997 and 2001 are directed toward lower income regions|the reverse flows of those often posited for informal labor markets. Estimation of the worker's multi-choice migration problem shows that previously unobserved employer covariates are significant predictors associated with migration flows. These results support the idea that globalization acts on internal migration through job stability at exporting establishments and employment opportunities at locations with a concentration of foreign owned establishments. A 1% increase in exporter employment predicts a 0.3% reduced probability of migration. A 1% increase in the concentration of foreign owned establishments at potential destinations is associated with a 0.2% increase in the migration rate.

Abstract:
In order to support poor families in the developing world to seek and use health care, a multi-pronged strategy is needed on both the supply and the demand side of health care. A demand-side program called Conditional Cash Transfer s (CCTs) strives to reduce poverty and also increase food consumption, school attendance, and use of preventive health care. Since 1997, seven countries in Latin America have implemented and evaluated CCT programs with health and nutrition components. The core of the program is based on encouraging poor mothers to seek preventive health services and attend health education talks by providing a cash in centive for their healthy behavior (with healthy behavior representing performance). Evaluations of these programs measured outputs in the utilization of services; health knowledge, attitudes, and practice; food consumption; the supply and quality of services; as well as outcomes in vaccination rates; nutritional status; morbidity; mortality; and fertility.

1058. The Provision of Banking Services in Latin America: Obstacles and Recommendations

The depth of and access to financial services provided by banks throughout Latin America are extremely low in spite of its recognized importance for economic activity, employment and poverty alleviation. Low financial depth and access hurts the poor the most and is due to a variety of obstacles that are presented in this paper in four categories, along with recommendations to overcome them. The first category groups socio-economic obstacles that undercut the demand for financial services of large segments of the population. The second category identifies problems in the operations of the banking sector that impedes the adequate provision of financial services to households and firms. The third category captures institutional deficiencies, with emphasis on the quality of the legal framework and the governability of the countries in the region. The fourth category identifies regulations that tend to distort the provision of banking services. Recommendations to confront these obstacles include innovative proposals that take into consideration the political constraints facing individual countries. Some of the policy recommendations include: public-private partnerships to improve financial literacy, the creation of juries specialized in commercial activities to support the rights of borrowers and creditors, and the approval of regulation to allow widespread usage of technological innovations to permit low-income families and small firms to gain access to financial services.

In this working paper I define inclusive growth as growth conducive to increasing the size and economic command of the middle class. I suggest a definition of the middle class based on absolute and relative measures of country-based income distributions, and present evidence of change in the size of the “middle class” for selected developing countries. I then review how macroeconomic policies shape the environment and incentives for inclusive growth, focusing on three areas: fiscal discipline, the more rule-based the better; a fair tax and redistribution system; and a business friendly exchange rate.
