1021. Colombia: Making Military Progress Pay Off

Abstract:
Almost six years of intense security operations against the Revolutionary Armed Forces of Colombia (FARC) by the administration of President Álvaro Uribe are beginning to produce tangible results. Government forces killed several important rebel field commanders in 2007 and two members of the central command in March 2008, including second-in-command Raúl Reyes, and have severely disrupted insurgent communications, prompting a loss of internal cohesion and decreasing illegal revenues. However, this progress has come at the cost of severely deteriorating relations with Ecuador and Venezuela and increased risk of political isolation after the controversial bombing raid on Reyes's camp inside Ecuador. Military gains can pay off only if combined with a political strategy that consistently pursues a swap of imprisoned insurgents for hostages in FARC captivity, reestablishes much needed working relations with neighbours along borders and strongly advances integrated rural development to consolidate security and broaden Colombia's international support.

The claim for “memory” and “justice” regarding the crimes of the last military dictatorship took a central place in the agenda of Argentina's former president N. Kirchner (2003 - 2007). The purpose of this work is to analyze the tensions and complexities entailed in any process of construction of a collective memory within democracy: What is the role of the authority and the political decision? How can we find common tolerance principles to establish the limits of the political community? Finally, we wonder about the theoretical and practical possibility of justice, tolerance and pluralism in democracy and, particularly, about the main challenges faced by the Argentinean democracy in order to become a consolidated political community.

Abstract:
President Evo Morales's efforts to consolidate sweeping reforms on the basis of a controversial new constitution have steered Bolivia into a cul-de-sac. On 8 December 2007, his supporters in the Constituent Assembly (CA) provisionally passed the text by running roughshod over procedures and virtually excluding opposition delegates. Weak attempts to bridge the deepening divide have failed, increasing potential for a violent confrontation both sides still seem to wish to avoid. Openly defying Morales in May 2008, however, Santa Cruz massively approved the department's autonomy statutes by referendum. Two other eastern lowland departments followed suit, with the fourth expected to do so on 22 June. Morales is pushing for final adoption of the constitution by referendum and a popular vote of confidence. The Organization of American States (OAS), the European Union (EU) and several European countries, and the Group of Friends (Argentina, Brazil and Colombia) should provide good offices to help the government and opposition reach urgent agreement on a revised constitution that can keep the country together.

1024. Globalization and Formal Sector Migration in Brazil (Revised)

Abstract:
Comprehensive linked employer{employee data allow us to study the relationship between domestic formal sector migration in Brazil and globalization. Considerable worker flows in the formal labor market between 1997 and 2001 are directed toward lower income regions|the reverse flows of those often posited for informal labor markets. Estimation of the worker's multi-choice migration problem shows that previously unobserved employer covariates are significant predictors associated with migration flows. These results support the idea that globalization acts on internal migration through job stability at exporting establishments and employment opportunities at locations with a concentration of foreign owned establishments. A 1% increase in exporter employment predicts a 0.3% reduced probability of migration. A 1% increase in the concentration of foreign owned establishments at potential destinations is associated with a 0.2% increase in the migration rate.

Abstract:
The aim of this thesis is to provide actionable recommendations for banks to target the Mexican immigrant market. To achieve this, I analyze survey data collected from the Mexican immigrant population to amplify a subject commonly seen from a sociological viewpoint – the immigrants' use of bank accounts with the objective of accumulating money to send home. Specifically, the objective of this paper is to answer the following questions: Does having a bank account entail larger amounts of savings sent to Mexico at the end of the migration spell? What is the profile of a bank account user within the Mexican migrant population? What does this mean in terms of targeting the Mexican migrant market?

1027. Political Crises and Democracy in Latin America Since the End of the Cold War

Abstract:
This paper addresses current problems of democratic instability in continental Latin America, assuming that all its countries have been at least “minimalist” democracies during the years 2000–07. To identify essential factors leading to instability, it focuses on the countries' most recent and acute political crises. It considers two periods in the post–cold war years: 1992–99 and 2000–07. The number of crises is similar in both periods, but their nature changes, from mostly “traditional” crises in the first (essentially elite-led affairs) to mostly non-traditional crises in the second (with crucial participation by the population). The data suggest that the main causes of the 2000–07 crises were already in place before the 1990s. Building on the available literature this leads to an explanation based on two medium-to-long term processes: the accumulation of unsatisfied expectations during a generation or so, and the still-precarious nature of these minimalist democracies. A cluster analysis strongly confirms that this model can explain both acute crises and their opposite, cases of democratic consolidation. The model also produces some post-dictions on electoral volatility (empirically confirmed), and some predictions for the years 2008–15. The discussion leads to some conclusions concerning prospects for democracy in the region. First, in spite of the crises, minimalist democracy is helping to impel democracy beyond minimalism. Second, to define “democracy,” it is not necessary to include stronger political requisites than those of “minimalism,” nor socioeconomic requisites. Both are needed, in any case, merely to stabilize minimalist democracies.

1028. Regime Legacies and Democratization: Explaining Variance in the Level of Democracy in Latin America, 1978—2004

In this paper we analyze the level of democracy achieved by 19 Latin American countries after 1977, in the period between the transitions from authoritarian rule and 2004. Our study shows enduring regime legacies: despite authoritarian interruptions in the past, the best predictor of the current level of democracy is the country's experience with competitive politics during the “first” (1900–44) and the “second” (1945–77) waves (and counter waves) of democratization. We document the impact of regime legacies using a fixed-effects vector decomposition model. Our finding resembles, but does not strictly confirm, theoretical claims about “path dependence” in democratization.

Abstract:
The division of Latin America's contemporary left into the “populist” or “social democratic” originated as a disciplinary move by neoliberals. Such dichotomous categorizations derive from an impoverished notion of the political in which a positivist sphere of exalted expertise and enlightenment, based on reason, rationality, and objectivity, is juxtaposed against a lesser sphere of emotion, passion, and personalism. This underlying dualism, which derives from liberalism, permeates academic disciplines and crosses lines of ideology while tracking established markers of hierarchical distinction in a region profoundly divided along multiple lines of race, class, and cultural capital. Politics is better understood as embodied work, done with words, based on real and imagined relationships between flesh-and-blood humans as they are inserted into a larger cultural and symbolic universe.

Abstract:
Since the mid-1990s, worldwide focus on water scarcity has exploded. Attention has moved beyond the technical dimensions of water provision to the political and social contexts in which water management occurs. In many places, especially where water is scarce, control over water confers power. The political analysis of water is then an analysis of power relations. As social scientists have entered the water world, and more and more case studies are carried out in Latin America, Africa and Asia, another facet of the politics of water that has been brought to light is gender differentiation in water usage and water management. In our 2005 book, Opposing Currents: The Politics of Water and Gender in Latin America, we provided a framework for understanding the connection between water and gender and a review of the development of global water policy and gender policy since the early 1990s, using case studies from six Latin American countries to highlight the role of women in water management. We found that substantial change is still needed to overcome pernicious gender bias and imbalances that distort water management and lead to ineffective planning in the water sector.

1031. Privatization of Land and Indigenous Communities in Latin America: Tenure Security or Social Security?

This working paper summarizes the discussions and findings of a recent study of the impacts of contemporary land privatization processes and individual titling programs affecting indigenous communities in Latin America, with particular emphasis on indigenous economies and production systems. The study was informed by case studies from Peru, Bolivia and Honduras and Mexico, with the main focus on the indigenous peasant societies of the highlands, where individualization schemes apply. The neoliberal policies of the 1990s promoted market based legal and administrative reforms, with a strong emphasis on developing a dynamic land market that would eventually have an impact on indigenous communal land tenure systems, whether they were the direct target or not. From the present study it can be seen that there are significant contradictions between indigenous communal land arrangements and tenure systems, and the market-based land and agricultural policy reforms being promoted by the multilateral donor agencies. In the conventional economic development discourse land tenure security is considered a prerequisite for economic growth. The study shows, however, that in relation to indigenous communities the question of tenure security is much more complex and closely related to the security of social reproduction, safeguarding of communal control and of the communal decision-making authority. It shows that privatization and individualization of land tenure per se has not generated the expected results.

Abstract:
Repairing the US relationship with Latin America will be a formidable challenge for the United States, regardless of who is elected president next year. Trust and credibility have to be restored among the region's leaders and ordinary citizens. The anti-Americanism that has taken hold in the region has to be reversed while the practice of political and economic cooperation has to be restored; however, the prospects for success do not depend only on Washington. The governments of Latin America and the Caribbean will also have to do their share to rebuild cooperation in the Americas, despite having lost confidence in the US as a reliable partner.

Latin America is a paradoxical world leader. In the twentieth century, Latin America led the struggle for democracy—and now, Latin America leads in unjust societies that cannot fulfill the promise of universal human rights despite elections and theoretical rule of law. The “citizenship gap” between developed formal entitlements and distorted life conditions, including massive personal insecurity, is greater than in any other region. While Latin America receives the highest scores on electoral democracy and political participation in the developing world, the region has the worst record on effective rule of law, crime, and corruption except for grossly impoverished Africa and South Asia. Latin America's experience demonstrates how the rule of law can be systematically undermined by private and transnational displacement of power, as well as incomplete democratization of state institutions. The persistence of injustice demonstrates the interdependence of democratic processes in the public sphere and democratization of social relations.

Abstract:
The remarkable ascendance of Venezuela's president, Hugo Chávez, has generated new interest in Latin America's recurrent populism. Like the charismatic populists that preceded him, Chávez rose to power rapidly and became a symbol of deepening social polarization. He is seen as a pivotal figure in promoting a sharp leftward shift in Latin American politics and has been criticized for his authoritarian tendencies. In the words of Jorge Castañeda, “Chavismo” is the “wrong left” for Latin America. Hugo Chávez has become a much discussed leader for all these reasons, but he is perhaps most notorious for his aggressive foreign policy and for the strongly confrontational posture he has adopted toward the United States. Chávez has pursued high profile efforts to check US influence in Latin America, assert his own leadership in the region, and demonstrate that developing countries can act more independently of Washington's wishes.

In the democratic opening of the early 1980s, judicial reform appeared on the policy agenda throughout Latin America. Although such efforts were not new to the region, their virtually universal and nearly simultaneous adoption into policy was novel, extending even to the few countries (Colombia, Costa Rica, and Venezuela) without recent de facto regimes. The movement eventually incorporated the entire justice sector (“sector”) rather than the courts alone.

Abstract:
Brazil is an island on its continent, separated from its neighbors by an ocean of history, culture, and language. And yet whither Brazil, so too Latin America. The country accounts for a sixth of the region's trade, and more than a third of its GDP and its population. In addition to its large share in all cross-regional quantitative measures, Brazil's weight is geopolitical as well, with the country playing a central role among leading emerging markets. The state of affairs in Brazil, then, is of enormous concern to its neighbors, and should be of great concern to the rest of the world as well.

Argentina, Bolivia, Brazil, Chile, Ecuador, Nicaragua, Uruguay and Venezuela are currently ruled by governments that are typically considered to be on the left of the political spectrum due to their progressive, reformist stances. Together, these states account for almost two thirds of Latin America's population and roughly half of its combined GDP. In the 2006 presidential election in Mexico, the candidate who shared the political views of the aforementioned states was defeated by less than percent in a contested turnout.

Abstract:
China's economic development over the last three decades has been dazzling critics and supporters alike. Since the launching of the “Four Modernizations” reform process in 1978, growth has averaged 9 percent annually. As a result, according to IMF data released in July 2007, China is poised to overtake Germany as the world's third-largest economy. As growth has slowed in Europe, Japan, and the US the Chinese economy grew at a staggering rate of 11.9 percent in the second quarter of 2007. The IMF report also pointed out that if exchange rates are adjusted to equalize the cost of goods in different countries (purchasing-power parity) China is already the world's second-largest economy.
