921. Cautious Optimism for Peace in Colombia

Abstract:
The new Colombian administration that took office in early August faces a unique set of peacemaking challenges and opportunities related to the country's internal armed conflict. Following a spate of tensions with neighboring countries regarding the presence of illegal armed groups along Colombia's border areas, newly-inaugurated President Juan Manuel Santos moved quickly to create new mechanisms with his neighbors to ensure that contentious regional issues are addressed before they reach the boiling point. In a surprising video released just before the president-elect was inaugurated, the top leader of the Colombian Revolutionary Armed Forces-People's Army (FARC-EP), called on Santos to enter a dialogue without preconditions, thereby opening a new window of opportunities to pursue peace. President Santos responded that “the door to dialogue is not locked,” insisting however that the guerrillas must lay down their weapons and meet a series of other pre-conditions before talks could occur. Former mediators differ over whether such preconditions will pose an obstacle to talks. In the final days of August, Brazil and Ecuador rejected a FARC-EP request for meeting with the Union of South American Nations (UNASUR) to discuss a political solution to Colombia's conflict. UNASUR leaders said they would not engage in mediating the conflict in the absence of an express invitation from the Colombian government. The Colombian government has rejected UNASUR mediation and underscored its preference to negotiate directly with the FARC-EP once the latter meets the government's preconditions. Concrete good faith efforts—both public and private—will be required from the government and the guerrillas to build confidence, address the legacy of distrust created by decades of violence and set the stage for future talks.

Abstract:
The current paper investigates the cross-national relevance of dependency theory and world systems theory for eight dimensions of development. The main emphasis is on indicators of sustainable development, and our essay comprises in all 36 main dependent variables. They are part of the dimensions of democracy, gender justice, high quality tertiary education, economic growth during the outgone economic cycle until 2008 and projected economic growth after 2009, the environment, human development, employment, and social cohesion on a global scale by a new. Our 175 nation analysis, using 20 main predictors of development tries to confront the very basic pro-globalist assumptions of the “Lisbon process”, the policy target of the European leaders since the EU's Lisbon Council meeting in March 2000 to make Europe the leading knowledge-based economy in the world with a “globalization critical perspective”. A realistic and politically useful analysis of the “Lisbon process” has to be a “Schumpeterian” approach. We analyze the “Lisbon performance” of the world economy by multivariate, quantitative means, looking into the possible contradictions that might exists between the dependent insertion into the global economy and other goals of the “Lisbon process”. Lowering the comparative price levels and increasing the dependency from the large, transnational corporations, as correctly predicted by Latin American social science of the 1960s and 1970s, emerges as one of the most serious development blockades, confronting Europe. It also emerges that failing to develop Europe's own MNC headquarter status in the global economy has very negative effects on development performance. The increase in military expenditures, proposed in article 42,3 of the new EU Lisbon Treaty, is another stumbling block against development. We also present a concluding factor analytical perspective, which again re-iterates the importance of avoiding a “race to the bottom” as an “alternative” in Europe.

Abstract:
A basic assumption in migration studies is that a search for better livelihood conditions is the main cause for migratory movements. Nevertheless, few studies take in-depth research into specific livelihoods and the contexts in which they unfold as their point of departure. Such an approach would focus on the ways in which making a livelihood links up with larger-scale patterns of population movement, the range and variation in mobility that such movements involve, the social institutions, networks and migration industry actors facilitating and sustaining mobile livelihoods, and the shifting physical/environmental and geopolitical contexts in which migration occurs.

924. Colombia: President Santos's Conflict Resolution Opportunity

Abstract:
President Juan Manuel Santos, in office since 7 August 2010, has an opportunity to end Colombia's generations of armed conflict by building on but adjusting and substantially broadening the strategy followed for eight years by his predecessor. Alvaro Uribe's predominantly military approach–the “democratic security policy”–did produce important security gains, but Colombia remains plagued by new illegal armed groups (NIAGs) and other criminal actors. By concentrating mainly on fighting the Revolutionary Armed Forces of Colombia (FARC) and the National Liberation Army (ELN), it neglected other sources of violence and, most importantly, failed to address underlying causes of the conflict. Santos, who was elected with the largest majority in history, should use his political capital to implement a more integrated conflict resolution strategy that advances institutional and structural reforms needed to address illegality and impunity, expand access to services and tackle issues of land and victims' rights.

The 1980s were a hell of a decade. They began with the reverberations of the second OPEC oil shock and ended with the fall of the Berlin Wall. In between, we had the Reagan-Thatcher-Kohl economic policy era in North America and Europe, the Volcker interest rate shock, the Latin American debt crisis, economic collapse in Africa, the start of rapid growth in China and India, and on and on. Oh, and by the way, in 1989 John Williamson coined the term “Washington Consensus.”

Abstract:
This report summarises the analysis from a consultation of specialists on Latin America and the Caribbean applying the concept of sustainable security at a regional level. Hosted by Oxford Research Group (ORG) and the Norwegian Peacebuilding Centre (Noref), the recommendations include: Addressing political fragmentation in order to provide the capacity to respond effectively to the security challenges of climate change, militarisation and increasingly marginalised populations. A number of regional powers - particularly Brazil - are well placed to provide leadership but it would require a national consensus on a regional leadership role at a time when Brazil's focus is on developing a stronger global role; Initiatives such as the South American Defence Council should be given top priority in foreign and defence policies and their institutionalisation should be adequately funded and supported by all member states; New policy options are needed in the short-medium term to combat increasing environmental stresses and resource depletion; States across the region need to regain public confidence in relation to their ability to meet the security needs of their populations without resorting to military force. This will need to include steps to de-militarise the police, intelligence agencies and policies to limit the general remit as well as specific missions of the armed forces; Over the next 5-10 years, a radical shift towards sustainable approaches to security will be hugely important. If there is no change in thinking, security policies will continue to be based on the assumption that an elite minority can maintain its position, environmental problems can be marginalised, and the lid can be kept on dissent and insecurity.

This monograph analyzes Brazilian grand strategy under President Luiz Inácio Lula da Silva. During Lula's nearly 8 years in office, he has pursued a multipronged grand strategy aimed at hastening the transition from unipolarity and Western economic hegemony to a multipolar order in which international rules, norms, and institutions are more favorable to Brazilian interests. Lula has done so by emphasizing three diplomatic strategies: soft balancing against the United States, building coalitions to magnify Brazilian negotiating power, and seeking to position Brazil as the leader of a more united South America.

This article aims to analyze the process of AKP's democratic opening in an historical and comparative perspective with respect to various other experience of transition to democracy in Southern Europe, Latin America and Eastern Europe. With the current democratic opening, first labeled as “Kurdish opening,” and continuing with a large constitutional reform package, the AKP seems to be engaged in a huge task of deeply transforming the post-1980 regime. Comparing with the experiences in Southern Europe, Latin America and Eastern Europe, the consolidation of a new democratic regime introduced by the democratic opening in Turkey will be a governmental enterprise: a matter of political maneuver to reach a compromise among the various sections of the governing elite with the opposition; a matter of institution building to create channels of mobilization for societal demands; and finally a matter of timing.

Abstract:
Legal transplants have traditionally been believed to be the product of reason and informed decision-making that follow arduous deliberations and bargaining between lawmakers. This paper argues that some major legal transformations can be better explained with the help of networks. It delves into the history of the establishment of the Andean Court of Justice and asks who got to decide the major questions in regard to the institutional design of the court. I argue that contrary to dominant assumptions, consultants and think tanks play a decisive role in the shaping of legal transplants. They are the ones that decide which model to follow. They get to choose participants in relevant working groups and it is them who shape the final proposal that will be voted by the lawmaker. As the complexity of the topic increases, professional networks can use technical discourse that makes scrutiny unlikely. The research shows that in case of Andean regional integration, the personal background of consultant is also very relevant, because it determines what models will be considered for eventual benchmarking. However, the mere existence of networks is not enough for producing legal change; a window of opportunity is a necessary condition.

Abstract:
Most countries of Latin America lived through long dictatorships before transitioning to democracy in the late twentieth century. Who keeps the spirit of resistance alive during bleak periods of intense repression? Who reaffirms the principles of democracy when they are violated with impunity? In Panama, a clandestine weekly titled El Grito (The Cry), published during the first four years of the military dictatorship installed in 1968, became a reliable source of information, a vehicle of protest, and a mouthpiece of democratic education. Never divining that those responsible for the clandestine publication were women, the military regime was unable to stop it. Uncovering unknown details of the weekly, this paper retrieves the effort made by a small group of middle-class women who did not identify with any political party and had no financial support other than their own limited resources. We suggest that attention be paid to the actors—often from relegated social groups—who keep the spirit of protest alive in countries during long periods of political repression. We show that, contrary to general expectations, those occupying subordinate positions in society may have an advantage in carrying out resistance activities against authoritarian regimes.

Abstract:
In this paper I examine the little explored historical relationship between advances in “ecotechnical” knowledge of Mexico's scarce and fragile water resources and the state developmental imperatives of agrarian reform from the 1920s to the 1960s. In particular, I focus on how this relationship played out in the Comarca Lagunera of north-central Mexico, which was the emblematic region of Cardenista agrarian reform in the 1930s. Drawing on primary documentation, technical journals, newspapers, and secondary sources, I argue that the key actor in this history, hydraulic engineer-agronomist and Secretary of Agriculture Marte R. Gómez, epitomized the contradictions among advances in scientific understanding of Mexico's hydrology, agricultural development, and business. I further contend that these contradictions were at the heart of Mexican agrarian reform and its long-term ecological as well as social and economic unsustainability.

Economic and financial crises have always impacted on international migration patterns, processes, and policies. The Great Depression (1929- 33) resulted in massive repatriations of Latin Americans from the United States and the introduction of highly restrictive immigration policies in a number of industrialized countries, including France and Canada. The Oil Crisis (1973) resulted in severe restrictions on labour migration, a concomitant growth in asylum applications and irregular migration in Europe, and the emergence of new flows of labour migration to emerging industrial centres in Asia and Latin America. As a result of the Asian financial crisis (1997-99) several South-East Asian countries introduced policies of national preference and sought to expel migrant workers. The Russian financial crisis (1998) accelerated rates of emigration from Russia, in particular of Russian Jews and the highly-skilled. The gravity of the Latin American financial crisis (1998- 2002) also resulted in a significant exodus, in particular from Argentina.

938. Final Report : Observation Mission of the Bolivia Voter Registration 2009

Abstract:
The Dec. 6, 2009, presidential and legislative elections were the first elections held under the new constitution of the Plurinational State of Bolivia. The high rate of citizen participation in the voter registration process and the general elections confirmed that the Bolivian people have a strong commitment to democratic life and that elections are regarded as a legitimate means to settle differences. The Carter Center mission in Bolivia was targeted, focusing on long-term observation of the voter registration process. As such, the mission did not conduct a comprehensive assessment of the entire electoral process. The Carter Center opened a field office in La Paz that operated from Aug. 15 to Dec. 15. During this time, voter registration was assessed through direct observation, as well as technical and legal analysis. The mission also included a limited observation of the Dec. 6 general elections. The mission was conducted in accordance with the Declaration of Principles for International Election Observation. This report covers the findings of The Carter Center mission.

Finally, we discuss cross-national and historical lessons learned from the views of dependency and Schumpeterian perspectives for current policy-making in Europe, and opt for an industrial policy approach in the tradition of former EU-Commission President (1985-1995) Jacques Delors.

940. The New Role of Latin America in Iran's Foreign Policy

Abstract:
The present article intends to explore discernible shift in Iran's foreign policy toward Latin American countries in recent years. Iran's relations with Cuba, Venezuela, Bolivia, Ecuador, Nicaragua, Peru, and more recently, Brazil, have grown warmer in recent years. The ever-increasing scale and scope of diplomatic ties and bilateral economic cooperation agreements between Iran and these Latin American states, most of whom pursue generally radical, anti-US policies, demonstrate the changing orientation in the Iranian policy as well as in the dynamics of the Latin American politics. The emergence of an Iranian president in 2005 with a populist outlook and pronounced anti-US/Anti-Western rhetoric has facilitated the closer ties between Iran and the leftist Latin American governments. This aspect of the Iranian policy has drawn both domestic criticism and outside opposition, particularly from the United States. Given this, a major question that could be raised is whether the new trend will be a long term feature of Iranian foreign policy or a temporary, transient one, especially taking into account the major role played by the personality of these countries' leaders in their policymaking. A related question is whether these heads of states will be able to create the necessary institutions, processes, and coordination mechanisms to remain in place even after they leave office. The author looks at the recent developments in these politicoeconomic relations, and tries to examine the degree of long-term resilience of Tehran's current involvement in Latin America. The main conclusion of the paper is that for as long as the Islamic Republic of Iran feels the need to look for countervailing force in its ongoing conflict with the US and the West, the current policies in seeking close political and economic ties with the anti-Western and radical Latin American states, as part of a larger coalition of like-minded developing countries, will continue.
