Abstract:
The discipline of International Relations (IR) in Latin American is still dominated by positivist and Westernized research. This creates challenges for international studies such as how to visualise the subjects or ‘sujetas’ who participate in national and international politics but are ignored in this field, and how to value the current postcolonial research, which offers critical perspectives that equilibrate the epistemic balance and help build adequate tools to understand different regional phenomena. By analysing a case study of the Association of Women Domestic Employees of Paraguay, this article clarifies how a postcolonial approach enriches the field of IR. This study argues that postcolonialism contributes to this field by making visible cognitive subjects and ‘sujetas’, who offer an alternative knowledge construction to rethink international relations with a meta-theoretical extension, visible. Postcolonialism is the theoretical basis of this qualitative research. Data was collected through semi-structured interviews and participant observations. This article suggests and concludes that women domestic workers as ‘political subjects’ enrich international relations by offering critical views to the research carried out in the subfields of foreign policy analysis, international political economy, and regionalism.

Abstract:
This article seeks to contribute to the current disciplinary discussion about the BRICS from a neoinstitutionalist perspective. Here, we understand BRICS as an international institution which has deepened its technical-bureaucratic dynamics after the trust effect that was created from coordination and consistency experiences around aspects of the international economic agenda during the 2008/2009 economic-financial crisis. Therefore, our analytical proposal approaches the BRICS from its three institutional elements: its deliberation spaces; its information system; and its institutional incentive system. In summary, we consider that the proposed approach will allow us to understand in greater detail what institutional factors and features affect the probability of reaching consensus and cooperation among the BRICS member countries, as well as to identify in greater detail the institutional particularities that differentiate the BRICS from similar institutional experiences.

Abstract:
The Cuban Revolution came about in a country subordinated to the US from all points of view. Although we had the façade of a republic, we were a perfect colony, exemplary in economic, commercial, diplomatic, and political terms, and almost in cultural terms. Our bourgeoisie was constantly looking towards the North: from there, they imported dreams, hopes, fetishes, models of life. They sent their children to study in the North, hoping that they would assimilate the admirable competitive spirit of the Yankee ‘winners’, their style, their unique and superior way of settling in this world and subjugating the ‘losers’. This ‘vice-bourgeoisie’, as Roberto Fernández Retamar baptised them, were not limited to avidly consuming whatever product of the US cultural industry fell into their hands. Not only that – at the same time, they collaborated in disseminating the ‘American way of life’ in the Ibero-American sphere and kept part of the profits for themselves. Cuba was an effective cultural laboratory at the service of the Empire, conceived to multiply the exaltation of the Chosen Nation and its world domination. Cuban actresses and actors dubbed the most popular American television series into Spanish, which would later flood the continent. In fact, we were among the first countries in the region to have television in 1950. It seemed like a leap forward, towards so-called ‘progress’, but it turned out to be poisoned. Very commercial Cuban television programming functioned as a replica of the ‘made in the USA’ pseudo-culture, with soap operas, Major League and National League baseball games, competition and participation programmes copied from American reality shows, and constant advertising. In 1940, the magazine Selections of the Reader’s Digest, published by a company of the same name, began to appear in Spanish in Havana with all of its poison. This symbol of the idealisation of the Yankee model and the demonisation of the USSR and of any idea close to emancipation was translated and printed on the island and distributed from here to all of Latin America and Spain. The very image of Cuba that was spread internationally was reduced to a tropical ‘paradise’ manufactured by the Yankee mafia and its Cuban accomplices. Drugs, gambling, and prostitution were all put at the service of VIP tourism from the North. Remember that the Las Vegas project had been designed for our country and failed because of the revolution.

204. Religious Fundamentalism and Imperialism in Latin America: Action and Resistance

Abstract:
It is impossible to disconnect religion from the political projects of domination and liberation in Latin America. Since the era of colonisation, some movements have used religion to oppress, abuse, and enslave people, while others have used religion to organise and liberate them. Today, the advance of religion and religious rhetoric in institutional politics in Latin America has become a significant trend. An ever-greater number of believers, be they progressives or reactionaries, have worked to spread their beliefs, demands, and projects in daily religious life and in the public sphere. The overwhelming majority of Latin Americans are Christian, including over 80% of the population across the region (Catholic and evangelical combined) and over 90% of the population in countries such as Bolivia, Ecuador, Paraguay, and Peru. All countries in the region have a population that is at least 50% Christian (with the exception of Uruguay, where the figure is 44%), and in many countries there is a shift from Catholicism to forms of Protestantism. Guatemala, Nicaragua, and Honduras have currently narrowed the gap between the number of Catholics and evangelicals; meanwhile, El Salvador, Brazil, Costa Rica, Panama, the Dominican Republic, and Bolivia all have populations that are at least 20% evangelical. This percentage is even higher in working-class areas.2 Habits and practices of faith are crucial to the everyday life of Latin America’s working class. Churches, temples, terreiros3 (yards), and prayer houses are part of the people’s culture; here, they find reception, a sense of community, and the possibility of collectively living out their spirituality. On a continent marked by the legacy of colonialism, social forms of all kinds – including religion – have provided refuge and the basis for resistance. Religion is not only intrinsic to people’s daily lives, but also to their struggles and revolutions. However, since neoliberalism began to advance in Latin America, the right wing has grown in both political and social spheres. This process is reflected not only in the withdrawal of rights from the working class, but also in discourses that seek to weaken democratic institutions. Religious fundamentalism is an instrument used to maintain this neoliberal project by fixating on the idea that there is only a single, immutable, and unquestionable truth. In other words, it is anti-dialogical and anti-pluralistic and strongly idealises a past that never existed. This absolute and dogmatic ideology extends well beyond religion: it also shapes political, economic, and social life. This dossier synthesises the research of the Tricontinental: Institute for Social Research (Brazil) working group on evangelism, politics, and grassroots organising. Examining the history of Christianity and growth of religious fundamentalism in Latin America, with Brazil as a primary case study, the text traces the development of religious fundamentalism from its origins up to its contemporary form and its insertion into regional politics, where it seeks to further misogynist, anti-communist, and anti-democratic agendas as well as imperialist projects on the continent. On the other hand, we also recover the voices and resistance, from the past and the present, that have confronted religious fundamentalism in Latin America. Inspired by the revolutionary practices of Latin America’s many martyrs and influenced by the teachings of the Colombian sociologist Orlando Fals Borda and Brazilian educator Paulo Freire, this dossier is based on interviews with working-class educators and with members of popular movements’ evangelical base.

Abstract:
Latin American and Caribbean (LAC) countries are among the most vulnerable in the world to climate change, experiencing at least one extreme weather-related event per country, on average, every three years over the past two decades. As signers to the Paris Agreement, LAC countries established nationally determined contributions (NDCs), pledging to significantly reduce greenhouse gas (GHG) emissions by 2030 and become net zero by 2050. Over the last two years, many LAC countries, including the six largest economies—Argentina, Brazil, Chile, Colombia, Mexico, and Peru—have updated or submitted new NDCs, raising their climate mitigation ambition. While public opinion surveys show support for climate-related policies among citizens in the region, the transition to a low-emissions economy is extremely challenging, and even out of reach, for LAC countries under current policies. Financing this transition is a key question for the 2022 United Nations Climate Change Conference. As part of the ongoing research on energy transition at Columbia University’s Center on Global Energy Policy, this report analyzes the challenges of climate mitigation in LAC countries. The region has a unique composition of emissions: the Agriculture, Forestry, and Other Land Use (AFOLU) sector accounts for 40 percent of the region’s total emissions, almost double the global average. Deforestation and land-use change, which drive this sector’s emissions, release vast quantities of nitrous oxide and methane emissions in addition to carbon dioxide. Another characteristic of the region is its heavy dependence on fossil fuel revenues, which raises transition costs and risks of financing a low-carbon future.

There are many reasons to believe democracy and democracy promotion are imperative in the great power competition with China, which is occurring with ever-greater intensity in Latin America and the Caribbean (LAC). LAC has played host to great power competition in previous eras, but in grand strategic terms, competition with China in the twenty-first century is fundamentally different than the rivalry of the Cold War against Soviet Russia. Whereas during the Cold War the United States supported friendly, anti-communist military regimes in LAC, success against China in the twenty-first century will necessitate robust support for democracy, liberal institutions, and democracy promotion. The Kirkpatrick Doctrine—which advocated for supporting “friendly authoritarian” regimes that went along with Washington’s aims—applied so deliberately to LAC during the Cold War, is outmoded and likely to be highly counterproductive today. On the contrary, there are many reasons to believe that successfully countering China in great power competition will be intimately linked to the democratic health of LAC as a region. This is the democracy imperative. This paper begins with background on U.S. policy toward LAC during the Cold War. Then, it places the question of a Kirkpatrick Doctrine for the twenty-first century within the context of great power competition with China and Russia’s invasion of Ukraine, which has prompted the Biden administration to consider re-engaging pariah regimes such as the Maduro dictatorship in Venezuela. The paper will then adumbrate reasons why great power competition with China is fundamentally different than previous iterations of competition against Soviet Russia, which saw U.S. support for anti-communist military regimes.

While it is recognized that violence against women and children is a multidimensional problem, it becomes necessary to establish research priorities to achieve better use of available resources and to advance more systematically in response to violence against them. In this way, SVRI promoted with its partner organizations to identify global research priorities on violence against women under an open, collaborative approach so that diverse voices and perspectives were included. Within this framework, a collective set of priorities for the Latin American and Caribbean region was developed based on the findings of the Global Shared Research Agenda, including violence against girls. This research considers different sources of information, both quantitative and qualitative. However, it aims to give visibility, presence, and reason to the voices of the experts consulted, with special attention to non-academic voices. Therefore, the Regional Agenda of research priorities of violence against women and girls considers the needs of civil society organizations working in this field. This, in opposition to traditional methodologies built from the priorities of funders or academia, surpassing the ‘expert’ judgment of a limited group of people. The process itself is as valuable as the results when it comes to a new approach. The following report is structured in three parts. The first section presents the objectives and background, the methodology, the scope and limitations encountered. The second part includes the results of the process of collective construction of the Regional Agenda. Finally, the third part displays the conclusions and recommendations.

This is an executive summary of the original report produced in Spanish that focuses only on violence against artists, like targeted killings related to the exercise of their right to freedom of expression and artistic creativity in Latin America. In 2021, CADAL recorded 378 attacks on freedom of artistic expression, of which 23 were murders. Artists and cultural workers who participated in protests in Colombia and Cuba were harassed, detained, and repressed. Musicians and cultural leaders were also involved in the violence between organized crime groups in countries such as Mexico and Brazil.

Abstract:
When do protests against crime and insecurity take place, regardless of the risks that such mobilization may entail? This paper argues that while violence provides an initial motivation for participating in protests, social networks play a fundamental role in incentivizing citizen mobilization against insecurity. Socialization within networks helps generate solidarity and empathy among participants, while at the same time transforming emotions associated with living in a violent context into potential for action. Also, through networks, individuals share information about opportunities for collective action and change their perceptions about the effectiveness and risks of such activism. These distinct mechanisms are valuable for the activation of protest against crime across levels of violence. Supporting evidence is derived from an original dataset on protest events in reaction to violence in Mexico between 2006 and 2012. Additionally, I rely on qualitative in-depth interviews and participant observation to illustrate the role of networks in protest against crime across several Mexican states. This paper contributes to the growing literature on criminal violence and political participation.

“Democracy,” a word seldom used in public debate at the start of the nineteenth century and negatively associated with tumult, disorder, and direct rule, in a few decades became linked to representative government and increasingly employed with positive connotations. This paper argues that these conceptual changes should be explored in their political and social contexts, since the term “democracy” was invoked to (de)legitimate certain political practices and social sectors. Therefore, in exploring this non-linear process in Spanish America, these pages focus on the interactions between the emerging language of democracy and its varied meanings and uses in urban politics. These interactions were part of the factional disputes on how to implement the principle of popular sovereignty. Starting with an overview of selected emerging political practices during the Independence period, the paper then focuses on Lima and Buenos Aires, two regions with contrasting colonial pasts, responses to Spanish crises, and post-independence paths, showing how the concept of democracy could be put to varied uses according to different contexts and political objectives.

Latin America and Caribbean countries have a long history of effective implementation of national immunization programs (NIPs), which has led to the successful control of infectious diseases such as smallpox, measles, and poliomyelitis, among many others. Yet challenges such as inequity, rising costs, growing population needs, and the fallout of the COVID-19 pandemic have negatively impacted the operation of NIPs in the region. This has led to a significant reduction in vaccine coverage rates (VCRs), putting the population at risk of severe, preventable diseases. Addressing these and other challenges facing NIPs requires sustained sources of funding that are capable of expansion according to national needs. So far, the region has coped with domestic public resources and the important support of international mechanisms including the Pan American Health Organization’s (PAHO) Revolving Fund (RF). Innovative financing is particularly useful in today’s context of fiscal constraints, as it helps public institutions maintain and enhance immunization programs by supplementing available resources with new sources of funding and/ or expanding the impact of existing financing structures. Considering that immunization is a multidimensional endeavor requiring efficient management of demand, supply, delivery, and many other issues, a holistic, health-system approach to immunization is essential to stimulating innovative financing and maximizing its benefits. This issue brief built upon findings from a private, nonpartisan strategy session as part of the Adrienne Arsht Latin America Center’s #FutureofHealth Series, which aims to provide a practical, forward-looking approach to target key policy issues at the intersection of health and the economy in Latin America and the Caribbean.

Latin America and the Caribbean is in the midst of a delicate economic transition, with five of the LAC6 countries attempting a tax reform before their GDPs recovered to pre-pandemic levels.1 As the region confronts rising inflation, the economic spillovers of the war in Ukraine, and budgetary pressures left behind by the pandemic, governments should improve their taxation systems to rebuild fiscal stability, stimulate growth, and enhance equity – a delicate balancing act among overlapping policy priorities. Regional taxes are a heavy administrative burden, requiring nearly twice the time to complete in LAC as in the OECD.2 At the same time, the region struggles with average tax evasion of 5.6 percent of GDP3 and a continued overreliance on corporate income taxes.4 With still-high public debts and fiscal deficits, governments must respond by implementing policies to streamline and modernize revenue collection and management. What are the pros and cons and trade-offs involved in increasing or decreasing the region’s three main taxes (VAT, PIT, and CIT)? How can governments optimize enforcement and collection without resorting to rate changes? What policies outside the tax authority are needed to support tax reforms? How can policymakers better navigate the thorny politics of tax reforms? The following pages provide new analysis and concrete recommendations to address these questions. Drawing on the powerful expertise of its authors in addition to valuable commentary and insight from private, nonpartisan strategy sessions, legal experts, and regional governments, this report is a strong addition to the Adrienne Arsht Latin America Center’s #ProactiveLAC Series, which aims to provide insight and foresight to LAC countries on how to advance economic reactivation and long-term prosperity.

The European Union (EU) and its predecessor, the European Community (EC), is not only well known as the most important regional organization; it is a model for regional integration, which promotes regionalism (Börzel and Risse, 2013) as a distinct European idea (Bicchi 2006). Moreover, the literature has stressed European support for regional integration, which became an objective of its external policy, as shown in the publications of the Directorate Generals (Farrell 2009). Furthermore, some authors underline that Europe has had an influence on regionalism in other parts of the world. For example, Lenz argues that Europe has an ideational influence on regionalism, which consists of an indirect process through socialization and emulation (Lenz 2013). With that in mind, the EU has facilitated regional efforts by supplying aid and by acknowledging other regional groups. Nevertheless, it is essential to ask: Does the EU always act accordingly? As noted above, most of the literature about European influence focuses on how the EU supports regional integration, understanding it in a broader manner “as a multidimensional process which may take the form of coordination, cooperation, convergence and deep integration initiatives and whose scope extends not only to economic and trade issues but to political, social, cultural and environmental ones as well.” (Rosales, Herreros, and Durán 2014, 9) and especially regionalism, defined by Hurrell as constituted by societal integration, regional awareness interstate cooperation, regional integration, and cohesion (Hurrell 1995, 41-44). Nevertheless, it is necessary to consider that external actors, like the EU/EC, can also undermine regional integration, specifically interstate cooperation, a fundamental element of regionalism. For example, by offering extra-regional options which offer benefits for bilateral cooperation, like in Southern Africa (Muntschick 2013, 4). Other examples can be found in EU bilateral agreements signed because of failed interregional negotiations (Dongo 2011). Although there is some literature about the European influence on regional integration, whether positive or negative, there is still a knowledge void about the European influence on this matter. Is it possible that the EU/EC can support and, at the same time, undermine integration efforts?

Abstract:
We assess the extent of discrimination against gay and transgender individuals in the rental housing markets of four Latin American countries. We conducted a large-scale field experiment building on the correspondence study methodology to examine interactions between property managers and fictitious couples engaged in searches in a major online rental housing platform. We find evidence of discriminatory behavior against heterosexual couples where the female partner is a transgender women (trans couples): they receive 19% fewer responses, 27% fewer positive responses, and 23% fewer invitations to showings than heterosexual couples. However, we find no evidence of discrimination against gay male couples. We also assess whether the evidence is consistent with taste-based discrimination or statistical discrimination models by comparing response rates when couples signal a high socioeconomic status (high SES). While we find no significant effect of the signal on call-back rates or the type of response for high-SES heterosexual or gay male couples, trans couples benefit when they signal a high SES. Their call-back, positive-response, and invitation rates increase by 25%, 36% and 29%, respectively. These results suggest the presence of discrimination against trans couples in the Latin American online rental housing market, which seems consistent with statistical discrimination. Moreover, we find no evidence of heterosexual couples being favoured over gay male couples, nor evidence of statistical discrimination for gay male or heterosexual couples.

We estimate, for the first time, long-run trends in intergenerational economic mobility for a multitude of countries in Latin America going beyond parent-child correlations in educational attainment. We use several indicators of well-being, such as the socio-economic situation of individuals, job stability, homeownership and assets. Unlike estimates based on education, which mostly show increasing social mobility trends, we find that opportunities to achieve a certain level of economic well-being and climb up the social ladder are rather unequally distributed and have not changed much over time in Latin America.

Minimum wage (MW) policies are widespread in the developing world and yet their effects are still unclear. In this paper we explore the effect of national MW policies in Latin America’s six largest economies by exploiting the heterogeneity in the bite of the national minimum wage across local labor markets and over time. We find evidence that the MW has a compression effect on the wage distribution of formal workers. The effect was particularly large during the 2000s, a decade of sustained growth and strong labor markets. In contrast, the effect seems to vanish in the 2010s, a decade of much weaker labor markets. We also find suggestive evidence of a lighthouse effect: the MW seems to have an equalizing effect also on the wage distribution of informal workers.

Adopted on October 31, 2000 by the United Nations Security Council (UNSC), Resolution 1325 has since then been one of the main references for the development, strengthening, and expansion of policies aimed at promoting gender equality, giving rise to the so-called Women Peace and Security (WPS) agenda. This Policy Brief aims to map and systematize the diffusion of the WPS agenda in Latin America. This analysis aims to reflect on the contours of the agenda in the region and deepen the understanding of how Latin American countries engage with this global normative framework. Based on an analysis of the National Action Plans (NAPs) adopted so far by countries in the region (Chile, Argentina, Paraguay, Brazil, El Salvador, Guatemala and Mexico), the work reveals how the agenda is being adopted in these different contexts, seeking to identify existing convergences and particularities. The mapping and analysis of the NAPs are organized around three main aspects: (i) their elaboration process and the actors involved; (ii) the content, objectives, and measures adopted; and (iii) implementation and monitoring strategies. The goal is to offer a general diagnosis of the national engagements with the agenda, summarizing the main advances, limitations, and recommendations to promote its implementation in the region.

Abstract:
China’s and Russia’s growing presence in Latin America and the Caribbean undermines democracy and Western influence in the region, along with the international rules-based order. The EU is responding to this threat by attempting to strengthen its relationships with Latin American and Caribbean countries. The bloc is attempting to build on their affinity for European values and rights, as well their preference for sustainable and inclusive development. Cooperation on digital technologies should be a priority in the effort, given the region’s need for greater connectivity. The Spanish presidency of the EU should lead the formation of a Digital Alliance with Latin America and the Caribbean at a summit scheduled for 2023. The EU can make this alliance work by focusing on connectivity investments, cyber-security, and rights to support Latin American countries’ digital transitions. The alliance will also require a long-term vision within the EU, commitments from member states, leadership by several Latin American countries, and public-private investment partnerships.

International Relations (IR) are an interdisciplinary field of study; however, mainstream IR possesses a Western and North-centric focus that neglects or unequivocally reflects Global South perspectives and realities. Global events, including those related to transboundary water relations, are told from a Western and North perspective. That does not provide enough knowledge to understand developments occurring in the Global South, understood here as less economically developed countries, comprising a variety of states with diverse levels of economic, cultural, and political influence in the international order. In this sense, the article exposes some Latin American IR thinking, to offer new contributions to the process of theorizing transboundary water relations and broaden the field of view within IR and transboundary water. Following a qualitative methodology, based on the bibliographic revision of authors from the Global South in IR and hydropolitics, the paper argues that it is necessary to incorporate non-Western and non-Northern actors and thinking to explore how different actors challenge, support, and shape global and regional hydropolitics. The paper calls for more attention to how the analytical framework on transboundary water interactions can include Global South perspectives. The paper concludes with some suggestions for future research and policy discussions.

Ana María Otero-Cleves’s book manuscript examines how Colombian peasants, artisans, formerly enslaved people, bogas (river boatmen), market women, and small landholders became the largest consumers of foreign commodities between the mid-nineteenth century and early twentieth century (1850–1910). It is the first study to argue that the consumption of foreign goods was not solely, nor primarily, an upper-class phenomenon and that the tastes and demands of the country’s popular sectors changed nineteenth-century patterns of production abroad. The manuscript demonstrates that far from being indigenous, the material culture of broad sections of the country’s population was inextricably intertwined with global trends by the end of the nineteenth century. It shows that the appropriation of imported commodities by Colombian popular sectors was in great part due to foreign manufacturers’ willingness to alter or redesign their products to satisfy their demands. Thus, by following the preferences of the popular sectors for English textiles, American machetes, and French patent medicines, among many other foreign commodities, the book demonstrates how, in their capacity as free citizens, Latin American consumers became active agents in the construction of the nation’s marketplace as well as dynamic participants in the global circulation of modern commodities. By methodologically and narratively shifting from the periphery to the centre, the book offers an exciting and original perspective on global interconnectivity in the nineteenth century, where the taste of the popular sectors of apparently isolated countries, such as Colombia, played a key part. Historians, scholars, and students interested in the global history of consumption will find this seemingly marginal case study ideal for testing theories proposed by social scientists on global relationships and on the ability of “peripheral” subjects to transform global dynamics. By examining how popular consumers’ demands affected patterns of exchange and production in Europe and the United States, Otero-Cleves contests the presumption that Colombia’s global relationships in the nineteenth century were dictated solely by outsiders and, even more so, the country’s elites. Moreover, this case study forcefully challenges ongoing stereotypes about Latin America’s peripheral role in the world economy and its unquestionable “dependency” and, furthermore, the lack of agency in the marketplace of the popular classes. By showing how popular consumption was a key broker between political economy and citizenship in the mid-nineteenth century, the manuscript also engages with the burgeoning historiography on subaltern groups and popular politics in nineteenth-century Latin America. The manuscript shows how popular sectors participated in the market economy not only as part of the country’s labour force but as individuals engaged in the consumption and adoption of new needs and comforts; it also explores the extent to which their role as consumers shaped ideas and practices of citizenship in mid-nineteenth-century Colombia. The study not only suggests that citizenship was formed, contested, and recognised in fairs, streets, plazas, tiendas, and local markets but argues that men’s and women’s entry into the market economy and their pursuit of material betterment gave meaning to ideas of citizenship and fashioned practices of political recognition in the second half of the century.

This report—the product of a joint working group convened by the Center for Global Development and the Inter-American Development Bank—focuses on firms and labor markets in Latin America and the Caribbean during the COVID-19 crisis and the highly uncertain recovery phase now underway. The ongoing Russian war in Ukraine, volatility in international financial markets, and fears of global stagflation (low growth and high inflation) combine with the impacts of the pandemic to make the economic environment particularly challenging. Through a balance sheet analysis, the report describes how larger firms have navigated the crisis by cutting back on vari­able costs and investment. It also focuses on small and medi­um-size enterprises (SMEs), which appear to have suffered more in terms of closures and restrictions on credit access. The impacts on labor markets were unprecedented, with steep falls in employment and participation rates. A key question is whether the reallocation of resources, favor­ing firms in sectors that were hit less hard and able to take advantage of digital technologies, will persist. Key dangers are that informality is higher than ever, that productive resources remain trapped in small and less productive or ultimately unviable enterprises, and that firms are not rebuilding their capital stocks quickly. Drawing on an analysis of firms and labor markets, the report provides a set of recommendations for policymakers in the region and suggestions for international financial institutions to assist productive firms to invest, support the growth of new firms, and enhance labor market performance.

The Caribbean is strategically vital as the southeast maritime approach to the United States. It is a key hub and transit area for commercial logistics serving the eastern coast of the United States as well as the Atlantic side of Central and South America. The region is connected to the United States through ties of commerce, geography, and family. Not only is the U.S. territory of Puerto Rico situated centrally in the Caribbean between the Dominican Republic and the Leeward Antilles islands, but significant diasporas of Cubans, Jamaicans, Dominicans, Haitians, and others are found in U.S. communities, from South Florida to New York and New Jersey and beyond. The United States relies on good governance in the Caribbean and partnership on a range of national security issues, including the entry of illegal narcotics (principally moving north from Colombia and Venezuela) and other contraband goods. Even more importantly, the Caribbean touches—or is proximate to—a substantial number of important U.S. ports and military facilities, such as Jacksonville, Florida; Savannah and Kings Bay, Georgia; Charleston, South Carolina; and Norfolk, Virginia. Not only are these facilities critical to U.S. international maritime commerce, but military facilities in some of those areas play important roles in the deployment and sustainment of forces in a range of potential conflicts, be they in Africa, Europe, or Asia. Indeed, during the wars of the previous century, German submarines sought to operate in or near the Caribbean in order to put U.S. facilities and ship convoys at risk.

The literature on social policy expansion and retrenchment in Latin America is vast, but scholars differ in how they explain the outcomes, arriving at different conclusions about the role of democracy, left parties, favorable economic conditions, and social movements in shaping reform. What can welfare state developments since the end of the commodity boom teach us about the theoretical power of these arguments? This paper engages this question, seeking to explain recent incidents of social policy reform in 10 presidential administrations in Argentina, Brazil, Chile, and Uruguay. Using a combination of crisp-set qualitative comparative analysis (csQCA) and case studies, we identify multiple paths toward social policy expansion and retrenchment that involve the absence and presence of electoral competition, economic resources, party ideology and linkage mechanism, social movement pressure, international pressure, and legacies. The results show that while both parties of the left and right expanded social programs, only the right engaged in retrenchment, yet partisanship alone is insufficient for explaining reform outcomes, as the variable must appear in combination with other factors depending on the party’s linkage mechanism. The results provide new insight into the politics of social policy reform in Latin America, showing the relevance of complex forms of causality.

COVID-19 has laid bare the competing strategies and practices of the United States and China to amass further clout in Latin America and the Caribbean (LAC). In many ways, the pandemic is quickly accelerating a regional trend seen over the last decade: China uses its growing economic and diplomatic muscle to provide an alternative to US activities and interests. The implications of diverging COVID-19 responses, notably at the onset of the pandemic’s rise in the region, will reverberate beyond the health sector. What might the differing US and China pandemic approaches portend for future influence in the region? For the United States and China, the pandemic has opened new opportunities to deepen regional ties. Both countries’ assistance eventually centered on vaccine diplomacy, but China was first out of the gates in offering vaccinations beyond its borders. For LAC, its interactions with the United States and China during the pandemic are emblematic of broader trends: China provides an alternative to LAC during crisis moments; and regional leaders use US-Chinese competition to their advantage. Both instances are visible in the region, including in the four geographic areas analyzed in the following pages: Central America, Trinidad and Tobago (T&T), Brazil, and Mexico. In each case, distinct US and Chinese engagement at various stages of the pandemic—along with the host countries’ own actions and reactions—have yielded short-term results and some that are likely to persist. In Central America, China provided strategic diplomatic messaging alongside vaccine shipments, but the United States donated more vaccines. In T&T, Chinese vaccines were accompanied by a new loan, and the country’s prime minister applied a pragmatic approach to acquire vaccines from both the United States and China. For Brazil, laboratory-to-laboratory agreements highlighted a different version of vaccine diplomacy: one that occurs at the subnational level. In Mexico, numerous diplomatic exchanges occurred alongside substantial vaccine purchases from US and Chinese manufacturers. Vaccine-related diplomacy also contributes to an evolving discussion about the different ways China and the United States more broadly engage the region—and vice versa. Starting from a low base, Chinese engagement with LAC has focused on and grown significantly in diplomacy, trade, and investment over the last decade. China is either the first- or second-largest trading partner for many countries in the Americas and a top source of foreign direct investment among its allies. Current US strategy in the region similarly reflects a new sense of deploying diplomatic tools to advance hemispheric prosperity, while doing so as part of a broader vision that reflects partnering to address global challenges—from climate change and the instability that sparks migration to shoring up democracy and addressing corruption. Overall, the region’s proximity, shared peoples, history, and borders with the United States provide greater depth and multidimensionality to the relationship. Consequently, vaccine diplomacy represents a greater marginal opportunity for China to broaden and deepen regional ties.

For the past several years, Russia has been strengthening ties with the authoritarian regimes of Cuba, Nicaragua, and Venezuela, and has developed cooperation with other Latin American countries as an investor in the energy sector, a supplier of weapons and Sputnik-V COVID-19 vaccine, and in other areas. Most Latin American governments have condemned the Russian aggression against Ukraine, but they have not imposed sanctions on Russia. It is in the EU’s interest to persuade its Latin American partners of the validity of the restrictions and to work together to mitigate the negative economic effects of the war.

The United States failed to create a state with the capacity to control its own armed forces or local officials. As early as 2009, eight years into the intervention, Ambassador Karl Eikenberry had already noted that the Afghan government could not carry out most state functions and that its leadership showed little interest in trying. U.S. civilians and soldiers tried to fill the gap.

Abstract:
This paper assesses gender differences in the effects of adverse conditions at labormarket entry in a developing region. Using harmonized microdata from national household surveys for 15 Latin American countries, we build a synthetic panel of cohorts that potentially transition from school to work and observe their labor market outcomes 10 years later. We find that men who faced higher unemployment rates at ages 18-20 suffer a negative effect on employment at ages 27-30. In contrast, women from those same unlucky cohorts have higher employment rates and earnings. Our results are consistent with women acting as secondary workers in downturns. We also find that women from unlucky cohorts control a larger share of family income and are more likely to be the head of household 10 years after labor market entry, and that adverse initial labor market conditions are correlated to more egalitarian perceptions about gender roles later in life.

Abstract:
We study the labor supply impact of the COVID-19 pandemic by gender in four Latin American and Caribbean (LAC) countries: Brazil, Chile, Dominican Republic, and Mexico. To identify the impact, we compare labor market stocks and labor market flows over four quarters for a set of balanced panel samples of comparable workers before and after the pandemic. We find that the pandemic has negatively affected the labor market status of both men and women, but that the effect is significantly stronger for women, magnifying the already large gender gaps that characterize LAC countries. The main channel through which this stronger impact is taking place is the increase in child care work affecting women with school-age children.

Abstract:
This paper proposes a new link relating export destinations and the organization of the firm. We claim that the production of higher-quality varieties exported to rich destinations induces firms to re-structure their production processes, becoming organizationally more complex. We introduce a theoretical model with these features and we explore the mechanisms using a panel of Chilean manufacturing plants. Our identification strategy relies on falling tariffs on Chilean products across destinations caused by the signature of Free Trade Agreements with high-income countries (the European Union, the United States, and South Korea). We find that Chilean plants that were induced by these tariff reductions to start exporting to high-income destinations increased the number of hierarchical layers and upgraded the quality of their products. This involved the addition of qualified supervisors that facilitated the provision of higher product quality. These effects took place at new high-income exporting firms.

Foreign Direct Investment (FDI) has been always associated with a high level of trade openness and freedom environment, and with a lower incidence of institutional corruption. Because it is assumed that a high level of international capital mobility makes foreign investors more cautious when there is a fluctuation in political stability and institutional transparency. Most American countries (except Canada and the USA) have been always related to a lack of transparency in their institutional and bureaucratic procedures, which conduct to important levels of corruption and in consequence, to other serious issues such as prominent level of violence, or even the inequality phenomena. This study investigates whether the variables of corruption indices, trade openness and inflation rates have positive or negative effects on FDI between Turkey and American countries. For analyzing this econometric model, it was gathered information from OECD, COMTRADE, TUIK, Heritage Foundation, UNCTAD, and the World Bank Database. The observed data correspond to a decade (2005-2014) and were only taken a sample of 14 American countries. The empirical results of the present study revealed that there is a positive correlation between the trade openness index and FDI; and, it was found a positive correlation between corruption index, inflation, and FDI. The increase in the corruption index causes a 41% increase in FDI inflow.

The WCAPS Pipeline Fellowship Program provides an opportunity for college and university students, as well as young adults and early career professionals, to develop a broad understanding of the different dimensions of peace, security, and foreign policy through engagement with WCAPS members, to include young, mid-career and senior level women and men. Oftentimes, the WCAPS Pipeline Fellowship program serves as an introduction to these career paths for young women of color and allows them to seamlessly integrate into the WCAPS community and beyond, thus creating the pipeline we aimed for. The program started locally in Washington D.C. and has since expanded to include participants from across the globe. This most recent cohort had participants from four continents. This dynamic group of women learned about a variety of topics to include Redefining National Security (RNS), emotional intelligence, Women Peace and Security (WPS), and international law as it relates to peacebuilding. WCAPS is very proud to present the policy papers these young women wrote, following months of rigorous research, coordination, and collaboration.

Since 1999, more than half of Latin American countries have put in practice inflation targeting regimes with the objective of maintaining price stability within a low inflation environment. Building on previous work, we argue that the adoption of this monetary regime was the result of a policy shift that began with the Washington Consensus, and which materialized sequentially in increased financial openness, greater exchange rate flexibility, leading eventually to the implementation of inflation targeting. We further sustain that in the case of an open economy, the use of inflation targeting leads to incoherent and contradictory results that severely question its alleged superiority over other monetary frameworks. Finally, we posit the need for comprehensive regulatory frameworks to deal with the complex dynamics and transmission mechanisms that characterize economies that have a high degree of financial openness, such as those of Latin America.

In the last 40 years, Critical International Relations Theory (CIRT) has influenced scholars in the Global North as well as the South. Latin America shows particular features. On the one hand, conceptualisation did not divorce the domestic from the international, as in dependency theory. On the other, Gramsci was widely read much before Robert W. Cox and even before International Relations was constituted as a discipline in its own right. In this context, this article aims to present possible contributions of (neo)Gramscian approaches to the understanding of Latin America as a region. It does so by establishing a dialectical relationship between a few topics that offer insights (and the theoretical reflection they provoke) and some (neo)Gramscian concepts. Hence, we want to re-read, in a dialectical vein, both CIRT and some aspects of how Gramscian thought has travelled in Latin America. We intend to analyse how such thinking is thriving, if at all, and discuss the possible relevance of rescuing Gramscian international thought to think about the region.

The vigorous debate on global land grabbing within Critical Agrarian Studies contrasts with the incipient analyses from International Political Economy (IPE). This divergence has overshadowed the multi-scalar nature of the power relations that shape land governance, and consequently its effects on land grabbing. For this reason, this paper provides a critical theoretical model of land governance based on Robert Cox’s historical structures approach to understand the causes of land grabbing in Latin American countries. It is argued that this model renders visible the articulation of local and global processes driving land grabbing because it foregrounds the power relations at multiple scales that shape decisions on land access, use and control, as well as the conflicts inherent to them. This demonstrates that, on the one hand, land governance structures in Latin America play a hegemonic role since they express and develop the global agricultural model that promotes land grabbing. On the other hand, social resistance highlights that land governance simultaneously possesses a potential for change. As a result, knowledge about land grabbing is enhanced through a dialogue between the two fields of study.

The second half of the twentieth century was marked by national liberation struggles in the colonised countries of Africa and Asia. In Latin America, neo-colonial structures had subordinated the republics founded as independent countries at the beginning of the nineteenth century, cementing their subaltern position in the international division of labour. During decades of global crisis (1914–1948), Latin America saw battles between an oligarchy that violently sought to make the working class pay the price of the economic meltdown and a left-wing tendency boosted by two processes: the growing peasant and trade union organisations on the one hand, and a radicalised middle class on the other. Observing the new forms of material dispossession that made the promises of republican democracy impossible, peasant and worker organisations advanced a discourse highlighting class conflict and patriarchal and neo-colonial domination. They also voiced new visions of the nation state and the perspectives for democratic and socialist internationalism against the unfolding fascism, inspired by the mobilisations and transformations of public power achieved by the Mexican Revolution and the Russian Revolution. The fight for equality and liberation under the leadership of working people is ongoing in the anti-imperialist struggles of our time. In a myriad of ways, women powerfully shaped and continue to shape this struggle against oligopolistic, patriarchal, racist, and neo-colonial capitalism. In the Women of Struggle, Women in Struggle series of Tricontinental: Institute for Social Research, we present the stories of women in struggle who contributed not only to the wider arena of politics, but who also pioneered the establishment of women’s organisations, opening up paths of feminist resistance and struggle throughout the twentieth century. Praxis, as a knowledge of theory and of organisational methods of struggle as they change and respond to history, gives sustenance to ongoing struggles to face oppression. As militants, we study the diverse organisational methods of these women not only to better understand their political contributions, but also to inspire us as we build the organisations necessary for our fight against oppression and exploitation today. In this third study, we discuss the life and legacy of Nela Martínez Espinosa, an Ecuadorian fighter for the people. Nela was a writer and communist activist[i] from an early age with extensive internationalist experience. As the first woman elected to Ecuador’s parliament, she created one of the country’s first mass women’s political organisations in 1938 and, as the first woman minister of the interior, she was effectively in charge of the country in the chaotic three days that followed the insurrection known as La Gloriosa, or the Glorious May Revolution, in May 1944. Nela’s rich life-long activism teaches us about the history of women in local, national, and international struggles that linked women’s rights with anti-capitalist, anti-fascist, anti-racist, anti-colonial, and anti-imperialist struggles throughout the twentieth century. In a speech at Ecuador’s National Congress in 2003 (a year before her death), Nela spoke about becoming the first woman legislator in 1945: I came [to the parliament] for the first time in a trance of my love for this homeland, which is still struggling with itself, but by then had been rescued from a dictatorship that intensified its oppression. Those of us who experienced the dangers of demanding a revolution which was subsequently denied to us were simply moved. A woman in Congress among those who spoke and not simply among those who listened? Those who ruled inherited the colonial way of thinking and acting […] which during the colony destroyed the culture […] of indigenous peoples to the point of becoming part of the norm, the way of life for those who later became the leaders of the republic. The practice that we are speaking of persisted in social norms and especially behaviour. That is why my presence was strange in the National Congress and, on welcoming it, political leaders for the first time also recognised women citizens in the upper echelons of power.

The rise of the Popular Republic of China (PRC) is one of the most significant events in contemporary international relations. However, at the global level, the “reemergence of China as a major global power has led to a considerable debate over the likely consequences for the rest of the world” (Jenkins, 2010: 810). China’s growing power raises questions as to the meaning of its superpower status as a nation, and the impact of its newfound influence in not only the Asia-Pacific region, but also the Global South (Dessein, 2015). In the specific case of Latin America and the Caribbean (LAC), the debate centers on the potential disadvantages that China’s vast supply of financial resources might bring for the region. It would be good to write a very optimistic piece at the dawn of 2022—and indeed we do try to focus in this piece not just on trends but on solutions. Yet, overall, it is impossible to avoid “telling it as it is”—internationally and for multilateral action, the year has not had an auspicious start. Omicron is sweeping through communities worldwide, with many hospital systems warning of the risk of being overwhelmed. The political instability of which we and many others have long warned, driven by economic and governance links, is coming to pass. The conflict between the United States and China may be the issue of most importance as well as interest to the world, prior to COVID-19. This conflict between the two countries is appearing not only in the economic sector, but also in various field such as politics, diplomacy, and military affairs. Such competition between the two countries is likely to escalate further as multilateral systems such as the WTO are threatened and protectionism intensifies in the post-COVID-19 world. Even within Latin America, the competition between the two countries frequently appears in a variety of forms. Conflicts between the United States and China in Latin America tend to occur mainly in the infrastructure sectors. Furthermore, the United States pressured Latin American countries to choose between the United States and China, with the results of this pressure depending on the political orientation of the ruling government. In order to investigate the impact of retaliatory tariffs between the two countries on Latin American countries’ exports and welfare, we employ an event analysis for exports and computational general equilibrium (CGE) model for welfare, with Argentina, Brazil, Mexico, and Chile as the subject of our analysis. Based on the outcome of the event study, Brazil’s exports to the United States moderately increased due to the tariff imposition, and such an effect persisted for short term. Its exports to China rose considerably immediately after the tariff imposition, and then the impact tended to decrease over time. By contrast, it is difficult to conclude that the tariff imposition had a statistically significant and lasting effect on the exports of the remaining three countries to the United States and China. As a result of the analysis using the CGE model, meanwhile, the tariffs imposed between the United States and China trivially increased the welfare of Latin American countries.

The International Liaison Department of the Central Committee of the Chinese Communist Party (ILD) (中共中央对外联络部, zhonggong zhongyang duiwai lianluo bu) is one of the many Chinese organizations active in LAC. Although its footprint is relatively small compared to larger trade and governmental organizations, the ILD’s emphasis on ideology and on long-term relationship building in its engagements is noteworthy and should be monitored more closely within the context of China-Latin America relations.

In April 2020, a few weeks after COVID-19 began to wreak havoc across the length and breadth of the globe, the Chinese Communist Party (CCP) hurriedly pressed parties from around the world to make a joint statement promoting international cooperation against the pandemic.1 Behind its constructive rhetoric, the ten-point note drafted by the CCP displayed its true purpose. On the one hand, it emphasized both China’s “open, transparent and responsible attitude” and the assistance offered by the Asiatic country in the form of “medical supplies to the affected countries.”2 On the other, it rejected “stigmatization” and “discriminatory comments and practices” an implicit reference to the international criticism that the Chinese communist regime was already receiving for covering-up the virus.

Abstract:
We study changes in employment by occupations characterized by different degree of exposure to routinization in the six largest Latin American economies over the last two decades. We combine our own indicators of routine task content based on information from the Programme for the International Assessment of Adult Competencies (PIACC) with labor market microdata from harmonized national household surveys. We find that the increase in jobs was decreasing in the automatability of the tasks typically performed in each occupation, and increasing in the initial wage, a pattern more consistent with the traditional skill-biased technological change than with the polarization hypothesis.

Academic literature on US Foreign Policy to South America usually states its lack of atten- tion to the region in the post 9/11 period. I aim to problematize this assertion through an analysis of US regional security policy. Therefore, I consider data referring to military and economic assistance, arms transfers, and the SOUTHCOM position towards its area of responsibility, as well as official documents and diplomatic cables. I conclude that, although the region was not a priority, a waning in US actions or a moment of neglect in its policy towards it was likewise not observed. From a historical perspective, the area was never the main focus of attention, but there is a specialized bu- reaucracy that works on the region to maintain US hegemony. Therefore, the investigation indicates that Latin American assertiveness during the 2000s was caused primarily by the conjunction of the ascension of leftist governments and quest for autonomy, as well as by Chinese and Russian involve- ment in Latin America, but not by US neglect. The article is divided into six sections, including the introduction and final remarks. Following the introduction, I analyse the academic literature regarding USA-Latin American relations in the second section, the US assistance in the third, the SOUTHCOM postures in the fourth, and the strategies deployed by the USA regarding great powers and arms transfers in the fifth. Finally, I present the final remarks.

n February 2020, the Decree 10.222 established Brazil’s National Cybersecurity Strategy (E-Ciber) — the first official document to provide an overview regarding Brazil’s role in cybersecurity, as well as objectives and guiding principles for its development between 2020 and 2023. With the Covid-19 pandemic, thousands of people, governmental agencies, and businesses have rapidly adapted their activities to a largely virtual environment. This sudden migration led to new threats and attack surfaces for exploiting vulnerabilities. More than ever, different sectors must be prepared and trained to respond to and resist these threats. However, this was precisely the period in which Brazil suffered the worst cyber attack in its history – highlighting, yet again, that many challenges remain for ensuring that concerns with security turn into action across different sectors. This strategic paper identifies the main gaps and challenges for cybersecurity governance in Brazil. We unpack the main elements of E-Ciber in order to understand and place the country’s strategic vision historically as well as in relation to other international experiences. We adopt a principles-based approach that seeks to strengthen and inform the implementation of strategic cybersecurity objectives in Brazil, which include: national and international coordination and cooperation; knowledge integration; sustainability of efforts; and cybersecurity-related training.

The Brazilian Amazon is rife with illegal gold mining operations, with 321 identified points of illegal, active and inactive mines arranged in the 9 states that comprise the Brazilian Amazon Basin. This devastation has a price — according to Brazil’s Federal Public Prosecutors Office, 1kg of gold represents roughly R$1.7m in environmental damages, culminating in an environmental cost roughly 10 times greater than the current price of gold. The Amazon is nearing its critical ‘tipping point’, beyond which both the Amazon biome and our global climate will suffer irreversible damages. As such, discussions on illegal mining in the Brazilian Amazon present two interrelated challenges: combating deforestation and protecting the distinct cultures of indigenous populations, who constitute the forests’ principal environmental defenders. Considering the urgency of the discussion, the Igarapé Institute launches the publication Illegal Gold That Undermines Forests and Lives in the Amazon: An Overview of Irregular Mining and its Impacts on Indigenous Populations. The article presents urgent recommendations, in the short and long term, to avoid an irreversible climatic collapse, in which the preservation of the Amazon rainforest plays a fundamental role.

The civic space - the sphere between business, the State, and family where citizens organize, debate, and act to influence public policy and the general direction of the country — is under attack. Attacks against civic space constitute a threat to transparency, to the freedoms of expression, assembly, and protest, and to civil and political rights. They are in direct conflict with the rights and freedoms guaranteed in the Brazilian Constitution and in countless international conventions and treaties. And they are a grave threat to democracy itself. The closure of civic space is not exclusive to Brazil. However, deliberate attempts to diminish it are becoming increasingly common in the country. This is why the Igarapé Institute is launching the “the Civic Space GPS”, a quarterly analysis dedicated to monitor attacks, acts of resistance led by State institutions, as well as reactions from civil society. It considers the typology created by the Igarapé Institute to describe the different strategies and tactics used to close the civic space and described in the Strategic Paper 49: “The ‘Agora’ is Under Attack: assessing the closure of civic space in Brazil and Around the World”.

The Intergovernmental Panel on Climate Change (IPCC) warns that climate change will generate alarming consequences for West Africa. A rise in global temperature between 3°C to 6°C by the end of the century (or earlier) is associated with greater irregularity in rainfall, and a delay in the beginning of the rainy season. Another risk involves higher frequency of extreme weather events such as heat waves, droughts, rainstorms, and flooding. According to some models, sea levels could rise by more than 75cm on average by the end of the century, forcing hundreds of millions of people to move, mostly within their own countries, and often to cities.

279. Operation Condor, The War on Drugs, and Counterinsurgency in the Golden Triangle (1977-1983)

In the late 1960s, the Mexican government launched a series of counternarcotics campaigns characterized by the militarization of drug production zones, particularly in the northwestern region—the so-called Golden Triangle, epicenter of both production and trafficking of marijuana and opium poppy since the 1930s. Operations Canador (1969–1975) and Trizo (1976) served as a laboratory for methods to curb drug production, ranging from harassment of drug growers to the aerial defoliation of illicit crops. Operation Condor (1977–1988) combined and enhanced these strategies, wreaking havoc on communities of alleged drug growers, but without entirely disrupting the drug industry. This paper explores the role of the US government in the militarization of Mexico’s anti-drug policy, underscoring how the ruling party (the Institutional Revolutionary Party, PRI) took advantage of this shift to tackle domestic issues and reassert its hegemony. I argue that Operation Condor functioned as a counterinsurgency campaign oriented to thwart both social and armed movements, eliminate competitors in the narcotics market, and reorganize the drug industry to protect successful drug lords. Operation Condor also caused the decentralization of the drug industry from the northwest and created a new clientelistic pact between drug lords and national security agencies, such as the Federal Security Directorate (DFS), the Office of the Attorney General of Mexico–Federal Judicial Police (PGR-PJF), and the Secretariat of National Defense (SEDENA), which benefited from drug proceeds. Finally, the de facto state of siege imposed in the Golden Triangle produced thousands of victims of harassment, torture, rape, murder, forced-disappearance, and displacement; massive human rights abuses that authorities either concealed or denied.

Despite the formal end of civil war and armed conflict, Mexico continued to experience significant levels of violence during the 1930s and 1940s. This period has traditionally been associated with the process of pacification, institutionalization, and centralization of power that enabled the consolidation of rule in post-revolutionary Mexico; a process epitomized by the marked national decline in levels of homicide that began during the 1940s and continued throughout the second half of the twentieth-century. However, the dynamics of coercion and resistance that characterized state-society relations during this period, particularly at the regional and local levels, reveal that violence pervaded all aspects of society and that it was perpetrated by a multiplicity of actors, including vigilantes, pistoleros, private militias, lynch mobs, military, police, and others, including violent entrepreneurs. Violence was used both as a means to contest the legitimacy of the post-revolutionary state project and as an instrument of control and coercion on behalf of political elites and local power brokers. Conversely, violence superseded the realm of traditional politics and constituted a central force shaping Mexican society. Violence against women in both the public and private sphere, violence driven by economic interests, and violence incurred in citizens’ attempts to control crime and social transgressions, reveal that citizens—and not only state actors—contributed to the reproduction of violence. Although violence in post-revolutionary Mexico was neither centralized nor exercised in a top-down manner, impunity and collusion between criminal and political elements were central to the production and perpetuation of violence, both within the Mexican state and within civil society. When examined in light of these two decades of the post-revolutionary period, the character and levels of violence in contemporary Mexico appear less as an aberration and more as the latest expression of a longer historical trajectory, uneven and nonlinear, of decentralized, multifaceted, and multi-actor forms of violence.

This article addresses the degree of institutional preparedness of Peru to deal with the effects of the pandemic COVID-19. It is argued that the country was not in the best condition to face this health phenomenon, in a context of institutional weakness, economic stagnation and the inability to overcome some of its historical and permanent structural deficiencies. Despite the political efforts made and the measures adopted, all these have failed to have a positive impact on the population due to the structural fragility of the health system. In addition, Peru had to face an internal political crisis that negatively affected the strategic direction of the pandemic. The armed forces have played a limited role essentially reduced to logistical support. All in all, a dissociation between restrictive policies and the results obtained have been identified, due to structural deficiencies. of the health system to cope with the pandemic./El presente artículo aborda el grado de preparación institucional del Perú para enfrentar los efectos de la pandemia conocida como COVID-19. Se plantea que el país no estaba en la mejor condición para hacer frente a este fenómeno sanitario, en un contexto de debilidad institucional, estancamiento económico y con la incapacidad de superar algunas de sus deficiencias estructurales históricas y permanentes. Pese a los esfuerzos políticos desarrollados y las medidas adoptadas, estas no han logrado tener un impacto positivo en la población por la fragilidad estructural del sistema de salud. Adicionalmente, el Perú ha debido enfrentar una crisis política interna que ha afectado negativamente el direccionamiento estratégico de la pandemia en que las fuerzas armadas han tenido un papel limitado a capacidades logísticas. Con todo, se identifica una disociación entre las políticas restrictivas y los resultados obtenidos, producto de la incapacidad de las deficiencias estructurales.

This article tries to reflect on the situation experienced by the security sector in Ecuador during the first 3 months of the COVID-19 pandemic. In this sense, it starts presenting the diffuse strategic planning, the weakness of the strategic intelligence system existing in Ecuador and how as a consequence of the events experienced in October 2019, the security sector was hit by a “strategic surprise” when the pandemic occurred and, as a result, short-term responses were produced without an adequate planning process. It is concluded that although the country has overcome the moment of "strategic surprise", the main challenge lies in the necessity to discuss and make a diagnosis of the situation, through lessons learned, to achieve an understanding of security as a state policy./El presente artículo tiene como principal objetivo reflexionar sobre la situación vivida por el sector securitario en Ecuador, durante el contexto de los primeros 3 meses que el país experimentó los efectos de la pandemia del COVID-19. En este sentido, parte de la hipótesis de que, como consecuencia de los acontecimientos vividos en octubre de 2019, una planificación estratégica difusa, y la debilidad del sistema de inteligencia estratégica, el ámbito securitario se vio envuelto en un proceso de “sorpresa estratégica”, lo que dio como resultado respuestas coyunturales sin el marco de un adecuado proceso de planificación. Se concluye que, si bien el país superó el momento de “sorpresa estratégica”, el principal desafío recae en la necesidad de contar con una discusión sobre el diagnóstico de la situación, por medio de lecciones aprendidas, con el principal objetivo de concebir a la seguridad como una política de Estado.

Abstract:
The COVID19 pandemic has hit Chile in the midst of a social outbreak, consequently, its impact and effect has also had a degree of politicization among the various political actors. Nonetheless, the health crisis has been skillfully managed by the current authorities, with Chile´s efforts being internationally prominent, both in obtaining supplies and in handling the crisis. The foregoing has presented risks, threats and also opportunities, which in the national case have been overcome thanks to the integration and effective coordination of the various state and non-state actors. In this, the participation of the armed forces has played a crucial role together with other organizations, in the search for solutions that in the case of Chile have allowed to adequately face the pandemic. Notwithstanding, at the regional level, cooperation efforts have not been adequately reflected since an individualistic and competitive attitude has prevailed, without prejudice to the existence of some specific actions or events of interstate solidarity./La pandemia COVID19 ha golpeado a Chile en pleno desarrollo de un estallido social, en consecuencia, su impacto y efecto también ha tenido un grado de politización entre los diversos actores políticos. Sin embargo, la crisis sanitaría ha sido hábilmente manejada por las actuales autoridades, siendo el esfuerzo de Chile destacado internacionalmente, tanto en la obtención de insumos, como en el manejo de la crisis. Lo anterior, ha presentado riesgos, amenazas y también oportunidades, que en el caso nacional se han podido sortear gracias a la integración y efectiva coordinación de los diversos actores estatales y no estatales. En ello, la participación de las fuerzas armadas (FFAAs) ha sido clave junto a otros organismos, para la búsqueda de soluciones que han permitido en el caso de Chile enfrentar adecuadamente la pandemia. Sin embargo, en el plano regional no se han podido plasmar adecuadamente los esfuerzos de cooperación ya que ha primado una actitud individualista y de competencia, sin perjuicio de existir algunas acciones o hechos específicos de solidaridad interestatal.

Abstract:
This article argues that Bolivia has been affected, at the same time, by two pandemics, the political and the sanitary. It also argues that institutional fragility and the weakness of health structures and organizations have been a disadvantage in the management of the pandemic, which has not been free of political influences for the benefit of one or the other side, aggravating and harming, in the end, the most disadvantaged population. This, additionally in an economic context of great informality that has been seriously damaged, affecting the weakest who earn their living in this informal sector of the economy. The internal power struggles in Bolivia have been in practice a factor that has negatively affected the management of the pandemic at the national level./Este artículo plantea que Bolivia ha sido afectada, al mismo tiempo, por dos pandemias, la política y la sanitaria. Adicionalmente plantea que la fragilidad institucional y la debilidad de las estructuras y organizaciones sanitarias han sido una desventaja en el manejo de la pandemia, la que no ha estado exenta de influencias políticas para beneficio de uno u otro bando, agravando y perjudicando al final, a la población más desfavorecida. Ello, adicionalmente en un contexto económico de gran informalidad que se ha visto seriamente dañado, afectando a los más débiles que se ganan la vida en este sector informal de la economía. Las luchas internas de poder en Bolivia han sido en la practica un factor que ha afectado negativamente el manejo de la pandemia a nivel nacional.

The article reviews the effects of the pandemic in Argentina, with a special focus on the areas of security and defense, as well as its effects on the country's foreign policy, in view of the regional and global scenario it has to face. The final conclusion shows the challenges that Argentina has to face to operate in this strategic field, under the uncertainties of the world to come./El artículo versa sobre los efectos que tuvo la pandemia en la Argentina y hace un foco especial en las áreas de seguridad y defensa; además sus efectos en la política exterior del país, en vistas del escenario regional y global que enfrenta. La conclusión final da cuenta de los desafíos que enfrenta Argentina para desenvolverse en este campo estratégico, en la incertidumbre del mundo que viene.

Abstract:
Brazil has been hit hard by the new coronavirus pandemic. In such a context, there has been an increasing transference of decision-making and policy-making power to the military, and the Brazilian national response to COVID-19 has eventually come under military authority. Based on the current debate on the on-going securitization of public health in the world following the outbreak of the new coronavirus, we engage with recent literature in an attempt to demonstrate Brazil’s singular pattern of military interference in public health. It is our hypothesis that in Brazil there is a process of militarization of the responses to the pandemic without, however, a concomitant process of securitization. This is possible because the Bolsonaro Administration combines denialism toward the COVID-19 pandemic with the gradual delegation of key political roles to the military. We claim, finally, that the Brazilian case of military response to COVID-19 offers analytical instruments to study other cases of imbalance in civil-military relations throughout the Global South./La pandemia del nuevo coronavirus ha impactado severamente a Brasil. En este contexto, las fuerzas armadas han recibido sustancial aumento en su capacidad de decisión y de elaboración de políticas públicas de respuesta a la COVID-19. A partir del presente debate sobre la creciente securitización de la salud pública global en tiempos de pandemia, nosotros convocamos a la literatura reciente sobre el tema con el objetivo de demostrar la originalidad del caso brasileño respeto a la interferencia militar en salud pública. Nuestra hipótesis destaca que en Brasil ha existido un proceso de militarización de las respuestas a la pandemia sin que haya un simultaneo proceso de securitización. Ello es posible porque el Gobierno Bolsonaro combina negacionismo respeto a la pandemia con una gradual delegación a los militares de puestos claves en la toma de decisiones. Argumentamos que el caso brasileño ofrece instrumentos de análisis importantes para el estudio de otros casos de desequilibrio de las relaciones cívico-militares en el Sur Global.

Abstract:
The following article tries to analyze the transformation of the Salvadoran police from the implications of the 1992 Chapultepec Peace Agreements. In this way, the 25 years between 1992 and 2017 are taken as the period of study, in order to observe the level of transformation experienced by the new National Civil Police. Making use of an in-depth legislative review and different in-depth interviews, the article analyses in particular the scope and meaning of three dimensions in this transformation: police selection and training, the degree of delimitation of the police function and the foundations of the police career. Thus, while it is true that important progress has been made, it is possible to find shortcomings and weaknesses that persit, after more than two decades, in a way that is so worrying that it must be resolved./El siguiente trabajo tiene como objetivo analizar la transformación de la policía salvadoreña a partir de las implicaciones que tuvieron los Acuerdos de Paz de Chapultepec de 1992. De este modo, se toma como tiempo de estudio los 25 años que transcurren entre 1992 y 2017, para así observar el nivel de transformación experimentado por la nueva Policía Nacional Civil. Haciendo uso de una profunda revisión legislativa y de diferentes entrevistas en profundidad, se analiza en concreto el alcance y significado de tres dimensiones en particular: la selección y formación policial, el grado de delimitación de la función policial y los fundamentos de la carrera policial. Así, si bien es cierto que se han conseguido importantes avances, es posible encontrar carencias y debilidades que, tras más de dos décadas, persisten de manera tan preocupante como irresoluta.

288. Economic Crisis and Elections: A Recipe for Turbulence in Latin America

Abstract:
Latin America experienced the second biggest pandemicinduced economic contraction of any region in 2020, just behind the Euro-zone, and Verisk Maplecroft’s Recovery Capacity Index—which measures more than a dozen factors that determine a region’s ability to recover from the crisis—puts Latin America below all but Africa in recovery capability. The resulting social and economic distress has worsened longstanding inequalities and acted as a catalyst for civil unrest. Despite restrictive lockdowns, the pandemic crisis and economic shock sparked demonstrations across the region throughout 2020 as governments proved unable to meet even the most basic needs of their populations. A string of general elections scheduled for 2021 will take place against a backdrop of a surge in poverty and unemployment, setting the stage for another unstable year. With forecasts from the International Monetary Fund projecting the regional economy unlikely to recover to pre-pandemic levels until 2023, and household incomes not until 2025, this situation will continue. Falling tax receipts will cripple governments’ ability to address spiralling demands from already impoverished workers likely to be pushed into even lower-paid, unstable, and informal jobs. Young people and informal workers who average 60 percent of the regional labour force, on data from the Organization for Economic Cooperation and Development, will continue to be disproportionately affected. Dissatisfied and often disenfranchised, these sections of society can be particularly restive, able to mobilise fast in political or anti-establishment protests.

289. Implementing the Peace Agreement in Colombia: Challenges for peacebuilding and reconciliation

In 2016, the Colombian government and the Revolutionary Armed Forces of Colombia (FARC) signed a peace agreement after three years of negotiations and at least four failed peace talks since 1982. The implementation of the peace agreement has been monitored and verified by international actors with technical, humanitarian and financial resources to promote peacebuilding and reconciliation. This Brief examines the challenges of implementing the peace agreement and explores how the European Union can support the implementation process and reconciliation efforts in Colombia. The Brief analyses first the state of play in the implementation of the peace agreement and its main challenges. Secondly, it presents an analysis of local-level violence. Thirdly, it highlights how peacebuilding and reconciliation efforts can mitigate local conflict dynamics. Finally, it concludes with policy implications and recommendations for supporting the implementation of the peace accord and shows how the EU can positively contribute to peacebuilding and reconciliation at the local level.

290. Digital Equity as an Enabling Platform for Equality and Inclusion

The global pandemic has laid bare the digital inequities across vertical (income) and horizontal (social, political, and identity) dimensions, while exposing the extent to which pre-pandemic approaches to bridging the digital divide have been dominated by economic considerations even while they are not universally treated as policy priorities. Access to digital is a product of both material investment and political will. Where there is no conscious effort to include marginalized communities into digitalization plans, these communities can be left behind. In countries where identity-based exclusion is routinely built into political behavior, there can be systematic patterns of exclusion of specific groups (e.g., the indigenous First Peoples of North America, the Roma of Europe, or the Somali of northeast Kenya). Many countries around the world have such communities, and any work to digitalize a country must be founded on politically and socially conscious efforts to include groups that may be left behind by historical marginalization. This brief reviews key aspects of the digital divide, with special attention to exclusion and inequality, emphasizing that poor connectivity isn’t just about wealth—it is also about inequality. This paper examines the following: That COVID-19 has shown how poor policymaking in digital access and use deepens the current inequalities in addition to creating new ones, Digital equity through recent thinking, research—and why it matters, and Experience with digital equity initiatives (pre- and post-pandemic). Finally, the authors provide key recommendations for potential digital policies and interventions that can advance equality and inclusion.

The COVID-19 pandemic has turned all countries’ attention to mitigating the impacts of the crisis, and with this attention has come a wave of finance to address the immediate health risks of the disease and the indirect effects on economies and on well-being. With this influx of spending on welfare and resilience, many have looked on with hope that this collective effort can be done in such a way that the world can ‘build back better.’ But, like any building project, the foundation is critical. This paper sets out to investigate whether countries are investing in the foundational social and economic structures that have led to the vulnerabilities currently upending people’s lives. Failure to address the structural inequalities embedded within societies and across the global political economic structure will ultimately leave the new structure vulnerable to collapse in the long term, and risks exposing marginalized groups to the harshest impacts of the crisis in the short term.

States and societies are in crisis around the world, as questions arise around the nature and quality of existing social contracts. COVID-19 has laid bare profound vulnerabilities within and across societies. The global pandemic is revealing deep failures in policy visions, institutional fragility, and incapacities of states to harness societal compliance where trust and a sense of national belonging is weak. At the same time, our interdependencies have never been so clear, as all countries, developed and underdeveloped alike, confront similar challenges. Crisis, however, offers opportunity to do things better, to build forward better – strengthening social contracts at all levels. How then, can social contracts, and compacting in times of crisis, offer pathways to address inequality and exclusion? This paper considers how social contracts can offer frameworks to foster new thinking and shape transformative policy to build more inclusive societies. Such frameworks should tie bold new policy visions to robust and resilient institutional arrangements that uproot harmful structural legacies with lasting effect for inclusive and peaceful societies. They must also offer means to address material conditions of inequality, and those related to recognition, identity, and dignity. The cases of South Africa, Tunisia, Colombia, and South Korea reveal that, while not easy nor predictable, such pathways exist. Key findings in this briefing include: Inequality and exclusion stem from policy choices and are fueled by corruption; they undermine foundations of inclusive and resilient national social contracts, e.g. trust in government and societal willingness to consent to difficult policy choices; Participation in formal electoral processes is declining while protest is rising, indicating a lack of faith in existing politics and institutional mechanisms for resolving conflict and fostering consensual politics; and Civil society movements in and across countries are advancing more inclusive social contracts that tackle vulnerability and risk through a variety of innovative means that deserve greater support.

Abstract:
The article starts from the hypothesis that the COVID-19 pandemic re-evaluates the concept of multidimensional security, which emerged from the 2003 meeting of the Organization of American States. It is argued that, at the level of hemispheric geopolitics, it is in the three most populous countries, under the nationalist and populist leaderships of Donald Trump, Jair Bolsonaro and Andrés Manuel López Obrador, where the pandemic has wreaked the most havoc. The similarities in the initial handling of the pandemic, its minus-valuation, the so-called Fourth Transformation policy and its characteristics, deployed by President López Obrador in Mexico and its effect on the militarization of the country are analyzed as well as the impact of the pandemic on the population and the great economic crisis induced. It is concluded that Mexico is experiencing a "militarization with popular support", and that the pandemic has favored the public image of the military. / El artículo se desarrolla sobre la hipótesis de que la pandemia COVID-19 revalora el concepto de seguridad multidimensional, desprendido de la reunión de la Organización de Estados Americanos de 2003. Se afirma que, a nivel de la geopolítica del hemisferio, es en los tres países más poblados, los liderazgos nacionalistas y populistas de Donald Trump, Jair Bolsonaro y Andrés Manuel López Obrador, donde la pandemia ha causado más estragos. Se analizan las similitudes en el manejo inicial de la pandemia, su minusvaloración, la llamada política de la Cuarta Transformación y sus características, desplegada por el presidente López Obrador en México y el efecto que tiene en la militarización del país; el impacto de la pandemia en la población y la gran crisis económica inducida. Se concluye que México vive una “militarización con respaldo popular”, y que la pandemia ha sido un elemento que ha favorecido a los militares en su imagen pública.

Abstract:
COVID-19 pandemic has exposed gaps and vulnerabilities around the world and, at the same time, has highlighted the demand for more cooperation and commitment from countries to address global risks and challenges. However, not all nations are in a position to meet these demands. In Latin America, hard hit by the pandemic, Venezuela appears as one of the most critical countries. COVID-19 has arrived in a country whose institutional and economic deterioration has been affected by two decades of steep decline. Its democratic institutions are among the worst evaluated on the planet and its economic and social situation has been dramatically reported with the massive exodus of Venezuelans. This article presents a very general diagnosis of what could be called "the Venezuela factor" in the regional context under the prism of COVID-19. / La pandemia del COVID-19 ha expuesto falencias y vulnerabilidades en todo el mundo y ha advertido la demanda de más cooperación y compromiso por parte de los países para enfrentar los riesgos y desafíos globales. Sin embargo, no todas las naciones están en condiciones de asumir estas exigencias. En América Latina, duramente golpeada por la pandemia, Venezuela aparece como uno de los factores más críticos. El COVID-19 ha llegado a un país cuyo deterioro institucional y económico supera las dos décadas de acentuado declive. Sus instituciones democráticas se encuentran entre las peor evaluadas del planeta y su situación económica y social se ha expresado dramáticamente en el éxodo masivo de venezolanos. En este artículo se presenta un diagnóstico muy general de lo que podría llamarse «el factor Venezuela» en el contexto regional bajo el prisma del COVID-19.

297. Reimagining Regional Governance in Latin America

Abstract:
Latin America’s existing predicament stems from a complex set of interlinked social, economic, and political crises, which have been magnified by the advent of the coronavirus pandemic and a rising tide of isolationism and “antiglobalism.” These crises range from domestic polarization and economic travails, to ideological divergence, personal rivalries among the region’s leaders and U.S.-Chinese geopolitical competition, and all are hampering regional governance and negatively impacting the prospects of cooperation. Latin American governments urgently need to work together to address the manifold challenges they face as events in recent decades have shown that unless better regional mechanisms can be found, domestic and transnational challenges—from organized crime and environmental degradation to migration and anemic economic growth—will become even more difficult to address, with potentially devastating long-term consequences. Yet, despite the high stakes, traditional regional governance mechanisms seem paralyzed, lacking even the capacity to discuss the current untenable situation, let alone address it. The conventional wisdom is that regional cooperation across Latin America is practically nonexistent because its heads of states have insurmountable ideological differences and because the region’s dominant diplomatic institutions have failed to fulfill their purpose. All is not lost in the realm of regional governance, however. While cooperation is either dysfunctional or nonexistent in many dimensions, in others it persists with surprising resilience and vigor, although it is often overlooked or underappreciated. Existing cooperation is for the most part technical and based on the committed work by government officials who, even during the bleakest moments of the pandemic, have shown adherence to principled norms and driven by a refreshing degree of pragmatism. Effective regional governance and cooperation in Latin America is necessary for a broader conversation on the region’s role in a rapidly changing global order, shaped by technological transformation and genuinely global problems such as climate change, migratory pressures, and increasing security threats. As great power competition continues to shape the global order, Latin America often is regarded as a peripheral player. Yet far from being somehow apart or exempt from today’s rising geopolitical currents, Latin America, for better or for worse, is very much affected by them. Regional governance is a fundamental instrument to help Latin America overcome its numerous daunting challenges. Even when ideological differences make cooperation difficult at the high politics level, it is crucial to find avenues of progress at other levels and in informal or less visible ways.

The project was interested in exploring how gender violence and censorship impact their content in this space. A semantic analysis of their posts seeks to establish some topics that appear to be the main issues for individuals who identify as lesbian, gay, bisexual, transgender, queer or questioning and other sexualities on this platform. The findings suggest that they use the platform in different ways to avoid censorship and reinforce the search for freedom of expression online. Abstract:
This paper aims to explain the shift in Latin America’s level of conflict and internal violence relative to other regions in the world. It examines a single regional subsystem, Latin America within the framework of conflict and peace as well as the role of the United Nations. First, it aims to shed lights on main transformations and changes in terms of political, economic, social and cultural issues in Latin America. Second, the concept of the zone of peace is examined within the context of Latin America. The main activities of the United Nations in relation to conflict and peace are investigated in the third section. In conclusion, it underlines the lessons learned from conflict and peace processes in Latin America.

Abstract:
This paper discusses the causes of Venezuela’s recent economic collapse, the largest in modern Latin American economic history and one of the largest in modern world history outside of wartime. I argue that Venezuela’s economic implosion is a combination of two crises. The first one reflects the standard unraveling of a populist macroeconomic cycle fed by overspending during a resource boom, while the second one reflects the severing of the country’s trade and financial links with the global economy. This severing is the consequence of the decision by political actors to adopt “scorched earth” strategies with large negative aggregate economic spillovers in their fight for power. I argue that the inability of Venezuela’s high-stakes, winner-take-all political system to deal with the large negative 2014–16 trade shock precipitated the change in political strategies and the descent into economically destructive political conflict.
