2. Operationalizing Growth Models

Abstract:
We present a new methodology for operationalizing growth models based on importadjusted demand components. Applying the methodology to the latest release of OECD Input-Output Tables, we calculate the growth contributions of consumption, investment, government expenditures, and exports for sixty-six countries in the periods 1995 to 2007 and 2009 to 2018 and identify the respective growth models. We find that most countries are export-led or domestic demand-led and that other forms of growth are rare. Our results corroborate previous classifications in comparative political economy but also differ from them in significant respects. Importantly, our classification improves on previous ones by covering not just the advanced capitalist economies but also Central and Eastern European and South-East Asian and Latin American countries. In a further step, we illustrate how the new indicators can be used to analyze the “drivers” of different types of growth. This examination reveals that there is a clear trade-off between consumption- and export-led growth in advanced Western economies in the period 1995 to 2007 and a dependence of export-led growth in these countries on real exchange rate devaluation in the same period, while export complexity is not a significant predictor of export-led growth.

Abstract:
The discipline of International Relations (IR) in Latin American is still dominated by positivist and Westernized research. This creates challenges for international studies such as how to visualise the subjects or ‘sujetas’ who participate in national and international politics but are ignored in this field, and how to value the current postcolonial research, which offers critical perspectives that equilibrate the epistemic balance and help build adequate tools to understand different regional phenomena. By analysing a case study of the Association of Women Domestic Employees of Paraguay, this article clarifies how a postcolonial approach enriches the field of IR. This study argues that postcolonialism contributes to this field by making visible cognitive subjects and ‘sujetas’, who offer an alternative knowledge construction to rethink international relations with a meta-theoretical extension, visible. Postcolonialism is the theoretical basis of this qualitative research. Data was collected through semi-structured interviews and participant observations. This article suggests and concludes that women domestic workers as ‘political subjects’ enrich international relations by offering critical views to the research carried out in the subfields of foreign policy analysis, international political economy, and regionalism.

4. Land Grabbing and International Political Economy: Towards a Critical Neo-Gramscian Theoretical Model of Land Governance in Latin America

Abstract:
The vigorous debate on global land grabbing within Critical Agrarian Studies contrasts with the incipient analyses from International Political Economy (IPE). This divergence has overshadowed the multi-scalar nature of the power relations that shape land governance, and consequently its effects on land grabbing. For this reason, this paper provides a critical theoretical model of land governance based on Robert Cox’s historical structures approach to understand the causes of land grabbing in Latin American countries. It is argued that this model renders visible the articulation of local and global processes driving land grabbing because it foregrounds the power relations at multiple scales that shape decisions on land access, use and control, as well as the conflicts inherent to them. This demonstrates that, on the one hand, land governance structures in Latin America play a hegemonic role since they express and develop the global agricultural model that promotes land grabbing. On the other hand, social resistance highlights that land governance simultaneously possesses a potential for change. As a result, knowledge about land grabbing is enhanced through a dialogue between the two fields of study.

5. Toxic Conflict: Understanding Venezuela's Economic Collapse

This paper discusses the causes of Venezuela’s recent economic collapse, the largest in modern Latin American economic history and one of the largest in modern world history outside of wartime. I argue that Venezuela’s economic implosion is a combination of two crises. The first one reflects the standard unraveling of a populist macroeconomic cycle fed by overspending during a resource boom, while the second one reflects the severing of the country’s trade and financial links with the global economy. This severing is the consequence of the decision by political actors to adopt “scorched earth” strategies with large negative aggregate economic spillovers in their fight for power. I argue that the inability of Venezuela’s high-stakes, winner-take-all political system to deal with the large negative 2014–16 trade shock precipitated the change in political strategies and the descent into economically destructive political conflict.

6. Beyond a Single Model: Explaining Differences in Inequality within Latin America

Abstract:
This paper studies the determinants of income inequality in Latin America over the long run, comparing them with explanations of why the whole region is unequal. I first show how land inequality can account for differences between Latin America and other parts of the world but how it does not explain within-region differences. Using qualitative comparative analysis, I then consider how political institution and actors interact with the economic structure (i.e., type of export specialization) and with the ethnic composition of the population. The paper has several findings. A low indigenous/afrodescendant population is a necessary condition for relatively low inequality. I identify two sufficient-condition paths, both of which include the role of democracy, political equality, and a small indigenous and afrodescendant population. The first path also includes a favorable export specialization, while the second one includes the presence of leftist presidents instead. The paper calls for more explicit comparisons between our analytical models for the whole region and our explanations of between-country differences. Hopefully, the paper can also trigger more research on how the interactions between ethnicity, politics, and the export structure shape inequality in Latin America.

7. COVID-19 and External Shock: Economic Impacts and Policy Options

Abstract:
Latin America is currently suffering from two independent but related shocks: the impact of COVID-19 and the shock of commodity prices. Peru, we argue, is a case in which the strongest impact comes from the pandemic. Peru was the first country in Latin America to react and implement sanitary and economic measures against the coronavirus. The country has been in mandatory quarantine since Monday, March 16. This carries very important challenges for all economic actors. Global and national activity has suffered a sudden stop with direct implications for: (i) the income generating capacity of independent workers, (ii) the jobs of formal and informal and informal workers, and (iii) the survival of small, medium and large companies. In this note we consider the situation of Peruvian households in the face of the pandemic, exploring their vulnerabilities through an analysis of their main source of income generation: work. We also consider the situation of the companies that employ the workers under analysis. We present an overview of what the government’s main action have been so far and offer some recommendations.

8. Life and Death During the First Six Months of the COVID-19 Pandemic

Abstract:
This study carries out a cross-country analysis of changes in quantity and quality of life during the first six months of the COVID-19 pandemic (11 March to 11 September 2020) for 124 countries. Changes in quantity of life are measured as life years lost to COVID-19, including excess deaths not officially reported as COVID-19 deaths. Changes in quality of life are proxied by the average change in daily mobility, compared to a pre-COVID baseline. We find a significant negative correlation between the two, meaning that the countries with the biggest reductions in mobility are also the countries with the biggest losses of life years. We calculate that about 15 million life years were lost during the first six months of the pandemic, corresponding to 0.006% of all expected life years. For comparison, at least three times more life years are lost every six months due to children dying of diarrhea. About 28 million life years are created every day from babies being born, so the first six months of the pandemic set us back about 14 hours in terms of quantity of life. The setbacks in terms of quality of life are several orders of magnitude larger. Some countries have suffered more than a 50% reduction in mobility sustained over half a year, with devastating effects on many aspects of quality of life. Globally, the equivalent of 400 million full-time jobs were lost. GDP is estimated to have been set back about three years, poverty about five years, and the tourism industry about 20 years. The already large inequalities in access to quality education have been further widened, leaving hundreds of millions of disadvantaged children farther behind. Even countries that have managed the pandemic relatively well are suffering large economic contractions due to the negative spill-over effects from other countries. We still have a long way to go before this pandemic is over, and we urgently need to course-correct in order not to cause even more harm than has already been done. The paper provides a series of recommendations on what needs to be done to minimize total harm.

Latin American attempts at regionalism have been pursued through different waves. The last wave, post-liberal or post-hegemonic regionalism, is fading. Building on contributions from International Political Economy, European Studies and International Relations, the paper aims at answering two main questions: how can we characterize the current paths of regional integration in Latin America considering the trends of the last ten years? What can we expect of Latin American regionalism over the next decade? Grounded on a qualitative content analysis, we address three premises based on the past trajectory of Latin American regionalism in order to grasp some of the present and (possible) futures trends: membership of regional organizations, institutional design of regional organizations and the role of the United States. After contrasting these elements with recent Latin American regionalist developments, the paper engages in a creative exercise of forecasting. The purpose is not to pretend to know the future nor to predict it but to present two imaginable scenarios: a short-term scenario and a longer-term scenario. Maybe we are about to witness some “stranger things” in the future of Latin American regionalism, opening up to different realities, different explanations and alternatives.

11. Living with the Neighbors: The Effect of Venezuelan Forced Migration on Wages in Colombia

The aim of this paper is to estimate the causal effect of the migration of Venezuelans to Colombia on the Colombian real wage, since 2016. In the second semester of 2016, the borders between Colombia and Venezuela were reopened after a year of being closed due to a political crisis between the two countries; this re-opening is exploited as an identification strategy. Using data from the Unidad Administrativa Especial de Migraci´on Colombia and the Registro Administrativo de Migrantes Venezolanos in Colombia, it is estimated that the migratory flow of Venezuelans to Colombia increased the Economically Active Population of the border areas of La Guajira and Norte de Santander by approximately 10% and 15%, since its reopening. Differences-in-differences methodology and Synthetic Control Method are implemented and the results show that the increase in labor supply in these regions that resulted from the migratory flow generated a decline in real hourly wages of approximately 6%-9% on average. This decrease in real wages appears to be greater for men as compared to women. There is also evidence of a greater drop in real wages among people with lower levels of qualification and in conditions of informal employment.

12. Gender Gaps in Labor Informality: The Motherhood Effect

Abstract:
Recent work has quantified the large negative effects of motherhood on female labor market outcomes in Europe and the US. But these results may not apply to developing countries, where labor markets work differently and informality is widespread. In less developed countries, informal jobs, which typically include microenterprises and self-employment, offer more time flexibility but poorer social protection and lower labor earnings. These characteristics affect the availability of key inputs in the technology to raise children, and therefore may affect the interplay between parenthood and labor market outcomes. Through an event-study approach we estimate short and long-run labor market impacts of children in Chile, an OECD developing country with a relatively large informal sector. We find that the birth of the first child has strong and long lasting effects on labor market outcomes of Chilean mothers, while fathers remain unaffected. Becoming a mother implies a sharp decline in mothers’ labor supply, both in the extensive and intensive margins, and in hourly wages. We also show that motherhood affects the occupational structure of employed mothers, as the share of jobs in the informal sector increases remarkably. In order to quantify what the motherhood effect would have been in the absence of an informal labor market, we build a quantitative model economy, that includes an informal sector which offers more flexible working hours at the expense of lower wages and weaker social protection, and a technology to produce child quality that combines time, material resources and the quality of social protection services. We perform a counterfactual experiment that indicates that the existence of the informal sector in Chile helps to reduce the drop in LFP after motherhood in about 35%. We conclude that mothers find in the informal sector the flexibility to cope with both family and labor responsibilities, although at the cost of resigning contributory social protection and reducing their labor market prospects.

13. Intra-Household Inequality and Child Welfare in Argentina

Abstract:
Are two parents and single parents allocating household resources to children in the same way? Which factors affect intra-household inequality? Do mothers re-distribute more income to children as they are more empowered? We focus on child welfare in the context of two parent and single parent families, which is relevant for policy recommendation. We model households behavior in a collective framework, which allows us to understand the rule governing the allocation process between adults and children. Using consumption data from Argentina from three consecutive expenditures surveys (1996, 2004 and 2012) we analyze intra-household behavior over three different socio-economic contexts. We estimate a collective quadratic demand system following a structural approach to identify the fraction of total household expenditure that is devoted to children and adults, exploiting the observability of assignable goods. We provide the first evidence of intra-household inequality and individual poverty levels for Argentina. Our results indicate that family structure matters in the intra-household distribution. We find a positive gender bias in expenditure when children are females for both types of families, and we document that children fare better when mothers have a higher bargaining power in the allocation process, measured by their employment status. Further, we find several features of intra-household behavior which are persistent in time.

14. Formal Employment and Organized Crime: Regression Discontinuity Evidence from Colombia

Abstract:
Canonical models of crime emphasize economic incentives. Yet, causal evidence of sorting into criminal occupations in response to individual-level variation in incentives is limited. We link administrative socioeconomic microdata with the universe of arrests in Medellίn over a decade. We exploit exogenous variation in formal-sector employment around a socioeconomic-score cutoff, below which individuals receive benefits if not formally employed, to test whether a higher cost to formal-sector employment induces crime. Regression discontinuity estimates show this policy generated reductions in formal-sector employment and a corresponding spike in organized crime, but no effects on crimes of impulse or opportunity.

15. The Political Economy of Testing in Latin America and Sub-Saharan Africa

Abstract:
Most countries in sub-Saharan Africa have not implemented testing of children’s learning that can be benchmarked regionally or globally. In contrast, in the last two decades, almost all countries in Latin America have participated in regionally and globally benchmarked testing initiatives. Our analysis of the political economy of cross-national learning measurement in Latin America suggests that policymakers perceive the risks of exposing their education system’s performance by joining cross-national assessments, but they also value the quality of the data generated, the strengthening of domestic technical capacity, and the political benefits in using comparative results to argue for reforms or to advertise progress. We document that in Ecuador and Peru cross-national tests played an important role in both stimulating and justifying reforms that have produced major improvements in learning. In sub-Saharan Africa, no cross-national test has been implemented as consistently or widely as the Latin American regional test. The context in Africa makes regional cooperation on cross-national testing more daunting—countries are poorer and more linguistically diverse than in Latin America, raising the relative costs of developing and administering cross-national tests. The experience of Latin America suggests that a coordinated and efficient application of resources in implementing cross-national tests in Africa, on the part of countries and with support of the international community, could help build countries’ national capacity, strengthen focus on learning, support better research, and help diffuse reforms that raise learning.

16. Can Conditional Cash Transfer Programs Improve Collective Action? Lab-in-the-Field Evidence on Coordination and Social Norms

Abstract:
This study tests an unintended benefit of a conditional cash transfer program in Colombia: the ability to overcome coordination failures. Participants interact with fellow beneficiaries, which gives rise to a coordination device. Beneficiaries participate in a minimum effort coordination game. Those enrolled in the program for over a year are exerting the highest level of effort. The improvement in coordination is not due to potential confounds such as willingness to cooperate or connectivity. A structural choice model illustrates that when beliefs about other’s behavior are sufficiently high the Pareto- dominant equilibrium holds. The findings support nascent initiatives to influence beliefs through policy interventions.

17. The Electoral Basis of Ideological Polarization in Latin America

Abstract:
Polarization has been always identified as a problem for Latin American democracies. Yet its determinants remain largely undertheorized and without systematic evidence. This paper tackles this shortcoming with a new explanation where polarization is conceptualized as a mobilizational tool used by parties to deliver unequivocal signals to voters about their location in the policy space. The explanation holds that Parties’ strategies depend on the electoral context in which they compete, making volatility a crucial indicator of their behavior. Low-volatility contexts inhibit parties from seeking polarization due to potential electoral punishments by voters and the internal costs of programmatic change within the party organization. High volatility, however, increases the risk of electoral survival, decreasing the costs of seeking polarization. Here, volatility makes polarization more likely. Using time-series cross-sectional regression analysis for eighteen Latin American countries for 1995–2010, this paper provides robust statistical results to support the causal link between electoral volatility and polarization.

18. From objects of history to agents of change: Retrospective overview of indigenous movements in the Andean Region

There are times where most organizations dedicated to advancing human rights and sustainable development must face the question: What does positive change look like? How does it happen? And, what do we need to understand in order to support these processes effectively? The case of the indigenous movements of the Andean region provides a compelling response to these questions. This book presents a retrospective overview of the social and political movements of indigenous peoples in Ecuador, Peru, and Bolivia between 1980 and 2010. It describes key developments that set the context for the strategies employed by indigenous organizations in the Andean highlands and the western Amazon in order to have a say in decisions that affect their lands and their lives. It also details the ways in which Oxfam America accompanied these movements in the struggle to claim their rights and identifies some key achievements and lessons learned in the course of their long partnership.

The South American continent has experienced a robust economic growth presently overshadowed by an uneven energy integration that fails to meet both an ever-growing industrial and metropolitan demand. Several integration mechanisms co-exist, but a poor integration layout threatens the energy security of the region and individual countries. Several factors contribute to this. Firstly, the very template of regional integration has failed to deliver a valid set of supranational coordination mechanisms aimed at coordinating and sorting out disputes among individual countries. Secondly, national States tie security to self-sufficiency in the face of mutual distrust, thus rendering potential advantages of market and networks integration a less desirable choice. The example of Chile and Peru integration drive reveals many of these dynamics while showing at the same time the windfalls of a transversal sectoral coordination over diplomatic exchange by individual states. What is the potential for an alternative template where the State will play a less intrusive role while consigning territorial disagreements backstage?

Abstract:
The post-crisis administration of Néstor Kirchner (2003-2007) saw significant changes in the political economy of Argentina. After characterising these changes this article attempts to place the evidence within an appropriate meta-theoretical interpretation. The article concludes that while elements of historical forms of political economy exist in Néstor Kirchner's regime - elements of populism, elements of neoliberalism - in its entirety, one must look to other explanations not traditionally associated with Latin America, that is, the developmental regime. Such a conclusion facilitates both an enhanced understanding of post-crisis Argentine political economy, and an opportunity to further develop a developmental regime approach.
