A lot has been written about the 2019 protests in Hong Kong and the aggressive police crackdown offered in response. Much less has been written about the more severe assault on liberal values and institutions that followed. In his new book Professor Davis takes a forensic look at both the growing Beijing intervention in Hong Kong affairs from the handover forward and its culmination in the more severe crackdown that followed the 2019 protest, the 2020 passage of the National Security Law, and the 2021 Beijing imposition of a patriots-only electoral system. This talk will highlight the comprehensive impact of these developments on Hong Kong’s rule of law, its criminal justice system, and the many freedoms for which the vibrant city was long known—often previously ranking among the highest in the world. The diminution of basic freedoms has touched nearly all sectors of society, including education, the media, public broadcasting, civil society organizations, legal services, and so on. The city long known for a vibrant public debate, its vigorous media landscape, and some of the largest non-violent protests in the world has gone silent. The sheer comprehensiveness of this imposition raises questions not only for Hong Kong but for liberal democratic values globally, as autocratic regimes such as the PRC seek to advance their illiberal agenda.

Hong Kong’s Article 23 legislation will integrate the PRC’s national security framework into Hong Kong’s legal system, impacting the city’s rule of law and foreign business interests. Broad and vague definitions of national security will create challenges for Hong Kong’s common law system. It will likely contribute to the erosion of legal certainty and judicial independence. Proposed offenses such as “theft of state secrets” and “espionage” are ambiguously defined, creating uncertainty. This may cause issues for foreign businesses collecting information for due diligence and will further chill freedom of expression in the city. The legislation aims to isolate Hong Kong further from the liberal democratic world, granting extensive powers to the government for political control and undermining public oversight and due process rights.

Abstract:
The recent decision by Hong Kong to join China in banning Japanese seafood took many observers by surprise (Reuters, August 23). At first glance, the ban seemed an overblown reaction to Japan’s handling of nuclear wastewater, which many international bodies have deemed safe and compliant with established procedures. And while it is commonly understood that Hong Kong’s government is politically influenced by the Chinese Communist Party (CCP), many still believe in its economic autonomy. Considering the significant economic reliance of Japan on Hong Kong for its seafood trade, among other sectors, the ban startled numerous stakeholders (Nikkei Asia, August 25). However, the move is less shocking when Hong Kong is viewed as an integral cog in China’s economic statecraft machine. Traditionally, Western governments lack strategic foresight regarding Hong Kong’s long-term position. Often, this oversight stems from an inadequate comprehension of Hong Kong’s pivotal financial role relative to China, as well as an underestimation of its potential as a node for strategic leverage, both for and against China. China’s rise as a global superpower is inextricably linked to its adept use of economic statecraft, a fusion of economic might and strategic prowess. Its pressure on South Korea to stop the production of Taiwanese military submarines provides a recent example (Reuters, October 16). Hong Kong is a pulsating metropolis at the heart of this strategy. It not only exemplifies China’s ambitions but also acts as a crucial conduit for realizing them. There are two key strands of Hong Kong’s centrality to Beijing: its function as an economic lifeline to the global financial system and its role in the clandestine acquisition of technology and intellectual assets for China from overseas. The US and its allies must focus more on Beijing’s overt and covert leveraging of Hong Kong and think harder about what the city’s function should be in an era of de-risking, geoeconomic competition, and weaponized interdependence.

4. Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

Abstract:
The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

Abstract:
During the first decades of the last century, activists with ties to various parts of Asia embraced and then discarded different ideologies and found varying ways to connect with one another, sometimes in exile. What linked them were some shared grievances, such as a dislike of the way their community was being bullied or controlled by people in a distant capital and of the limits on their freedom to speak out on issues that concerned them and organize to bring about change. We have been seeing something similar in some ways but different in others take place now, as activists in and exiles from Hong Kong, Thailand and Burma take part in what is sometimes called "Milk Tea Alliance" struggles. There are obvious contrasts: importance of online connections now is novel; the Chinese state was a weak force a century ago, but is a strong one today; Vietnamese activists were a more central part of the earlier story than the current one; ties between South Asian and East Asian exiles were more notable a century ago; and there is no contemporary counterpart to the Comintern on the scene connecting radicals. And yet, this talk will argue, there are important echoes of the earlier period to be heard today, as well as much to learn about how different struggles in East and Southeast Asia influenced one another at other points in time, such as the 1980s. This talk will focus on Chinese activists of the early 1900s and Hong Kong ones now but place both groups in comparative and transnational perspectives, will move between the two eras with an eye toward reoccurrences, ruptures, and reversals.

Abstract:
In the 20th century and in contemporary Hong Kong, different identities of inhabitants of the region overlap. In that article, through the prism of the attitudes manifested by Hong Kongers during football matches between HK and the PRC teams, two local identities and their evolution are distinguished. The matches until the 1980s aroused tensions on slightly different grounds when compared to the conflicts in the 21st century, which also correlates with the differently built local identity in the 1970s and 1980s and the present one. The article argues that the football rivalry between HK and mainland China reflects the evolution of HK’s local identity based on proud of local achievements toward more nativist form of identity mixed with evident hostility toward mainland China. This article can make a contribution to the studies on sociology of football and shows how identity can be studied through sport events.

After the Hong Kong protest movement exploded in 2019, the world looked on with both hope and trepidation. Protestors made five demands: that a proposed extradition law be withdrawn; that there be an independent investigation of police behavior; that the protests stop being characterized as riots; that any charges against arrested protesters be dropped and that promised universal suffrage be implemented (HKPF, December 25, 2019). After months of protest, Hong Kong Chief Executive Carrie Lam publicly withdrew the extradition bill, fulfilling the first of the protestors’ demands (SCMP, September 4, 2019). But this temporary victory was too little too late and overshadowed by the ongoing and often violent crackdown on the protesters, and then in 2020, with Beijing’s imposition of the new National Security Law (NSL) (China Brief, July 29, 2020).

Over the past seventy-five years, the United States and its allies have constructed and defended a rules-based international system that has provided unprecedented levels of peace, prosperity, and freedom. In recent years, the system has come under increasing strain, as a new era of great power competition has emerged. Despite hopes that China would become a “responsible stakeholder” in a rules-based system, Beijing has grown increasingly assertive, especially under President Xi Jinping. Beijing’s more confrontational path poses a significant challenge to a rules-based system. The challenge presented by China is particularly acute in the context of Hong Kong, where the Chinese Communist Party (CCP) has brashly violated an international treaty and curtailed democratic institutions and human rights. As the world enters an era of strategic competition with China, Beijing’s actions in Hong Kong should be a priority for policymakers in the United States and allied countries. This report addresses the importance of Hong Kong within the context of China’s broader challenge to the rules-based system and offers recommendations for how the United States and its allies can prevent a further erosion of democracy in Hong Kong and, over time, seek to restore it. It suggests that the United States and its allies still have available a range of pragmatic policy tools that can can be used to exert pressure and impose meaningful costs on Beijing. These should be implemented as part of a broader, comprehensive strategy to prevent China from undermining the rules-based system in the security, economic, and governance domains. On June 30, 2020, the CCP imposed a sweeping new National Security Law on Hong Kong, effectively giving Beijing direct control over the autonomous territory. Since then, China has acted to erode Hong Kong’s liberal traditions, in violation of Beijing’s treaty commitments under the Sino-British Joint Declaration. The National Security Law has for all practical purposes outlawed democratic activism, organizing, and speech. Over the past year, Beijing has cracked down on Hong Kong’s democratic institutions and thrown the pro-democracy movement into disarray. Beijing’s crackdown in Hong Kong is aimed at achieving several objectives. First, China’s leaders seek to maintain the legitimacy of the CCP in the face of a pro-democracy movement that it fears could spread to the mainland. Second, they seek to advance the unification of China by harmonizing the cultural, social, and economic aspects of life across the country, including Hong Kong. Third, the CCP aims to achieve a comprehensive modernization of China, while retaining the Party’s leadership, including by reaping economic benefits from the Greater Bay Area Integration Plan. Finally, China’s crackdown is aimed at stemming the advance of a liberal, democratic world order by pushing back on democratic norms that it views as antithetical to the Party and a danger to its efforts to modernize China on its own terms.

In addition to foreign investment absorption, Hong Kong plays a pioneering role in the internationalization of the renminbi (RMB). Despite the lack of comprehensive statistics on the volume of offshore RMB transactions, Hong Kong is for sure one of the largest, if not the largest, global centers for offshore RMB businesses. According to the Triennial Central Bank Survey (BIS 2019), for instance, Hong Kong was the largest global offshore RMB foreign exchange market, with an average daily turnover of US$107.6 billion as of April 2019, considerably higher than the US$56.7 billion for London and the US$42.6 billion for Singapore.

11. Twenty Years of One Country Two Systems in China: Evaluation and Future Prospects

Abstract:
This study evaluated China's model of “One Country, Two Systems” (一國兩制) 20 years into operation and the bilateral relationship between Taiwan and Mainland China ‒ focusing on Hong Kong, Macau, and Taiwan ‒ and examined future prospects. The study is meaningful in that it conducts a more objective evaluation than the previous studies by empirically analyzing data accumulated over the past 20 years of implementation of the One Country Two Systems principle from various perspectives. In addition, it is also a timely study in that it analyzes how the One Country Two Systems arrangement is likely to develop in the future, and what impact this would have, making considerations for changes in China's national strategy during the Xi Jinping period and the competition for hegemony between the U.S. and China. The results of the analysis indicate that over the past 20 years China has been experimenting with the possibility of coexisting different systems in one country, and that the One Country Two Systems arrangement, as a new form of unification which has never been attempted in the history of mankind, has actually shown the possibility of success. However, in recent years, various political contradictions have been exposed in the process of implementing the arrangement, mostly in the Hong Kong society, and the resulting conflict has gradually intensified. While maintaining the current capitalist system for 50 years, Macau is expected to gradually progress in its “Sinicization,” with continuing active economic and social exchanges and cooperation with mainland China. As a result, Macau is expected to be fully incorporated into China's socialist system in 2049, 50 years after the return, but it is likely to remain a city of special character considering Macau's region and its economic structure. On the other hand, the One Country Two Systems arrangement with Hong Kong is expected to undergo a difficult process in the future. In the midst of various conflicts surrounding Hong Kong, the guarantee for Hong Kong’s autonomy is expected to end in 2047 amid efforts on the part of the mainland government to sinicize Hong Kong. And China wants to apply the philosophy of “One Country, Two Systems” to its reunification with Taiwan as well, but in reality this remains very low in possibility.

12. Framing Violence: US and Chinese State-Funded News Outlets during the Hong Kong Protests

Abstract:
State-funded news media outlets and the ways in which they convey the messages of government and government-affiliated officials represent an essential but under-emphasized area of study in the realm of international diplomacy. Through a case study of the Hong Kong protests of 2019, this paper draws on theories from journalism and public diplomacy to analyze articles by state-funded media covering the unrest. This paper argues that the state-funded news outlets of the US and China used the same frame—violence and conflict—but approached the Hong Kong protests differently. Using this frame, state media outlets made themselves channels for government officials during the US-China rivalry, but made different arguments regarding the violence that occurred there. While US government-funded media focused on the violence of the Hong Kong Police Force as a danger to the territory’s democracy, Chinese state media emphasized the violence of the Hong Kong protestors as a danger to national security.

In his first address to employees of the U.S. State Department, President Joe Biden promised to “take on directly the challenges posed [to] our prosperity, security, and democratic values by our most serious competitor, China.” One of the best ways for the United States to show support for democratic values is to welcome victims of repression in Hong Kong to America. Such a step would not only signal America’s commitment to protecting freedom and democracy abroad, but would also strengthen the U.S. economy. Over the last few years, the Communist Party of China has systematically unwound the freedoms the people of Hong Kong once enjoyed. The United States and likeminded partners have responded by placing sanctions and other economic and financial restrictions on the Chinese officials who direct this repression. Yet, Beijing continues to undercut the “one country, two systems” model, which was supposed to guarantee that the rights and liberties of Hongkongers would be protected after the 1997 handover. Indeed, in the last days of the Trump administration, Chinese authorities arrested over 50 key figures in Hong Kong, including an American lawyer and numerous politicians and activists. Although these arrests were appalling, they did not come as a surprise. Since the passage of the national security law on June 30, 2020, the Chinese government has engaged in a series of increasingly harsh crackdowns on pro-democracy forces in Hong Kong. In August, media mogul Jimmy Lai, social activist Agnes Chow, and other prominent dissidents were swept up in a series of arrests. Months later, the central government dismissed four pro-democracy lawmakers from the city legislature, prompting the remaining 15 to resign in protest. This repressive campaign is aided by the vague language of the national security law, which gives mainland authorities great leeway to define the now criminal acts of secession, subversion, terrorism, and collusion with foreign powers.

14. The Climate of Civil Disobedience: Liberal Studies as a Political Instrument under Hong Kong’s Secondary Education Curriculum

In the most recent decade Hong Kong has undergone mass socio-political unrest. The outbreak, and amplification, of citywide civil disobedience has been magnified by the launch and delivery of Liberal Studies as a compulsory subject under the local senior secondary education curriculum. This has raised the political consciousness and awareness of Hong Kong youth. This paper first presents an overview of the anti-national education curriculum campaigns, the Umbrella Movement and the consequent socio-political unrest. It will then explore the political controversies over the delivery of Liberal Studies. Next, it will analyze how Liberal Studies has been subject to curricular reforms, and discuss whether such amendments have been the result of politicization by the pro-Beijing camp to counter the proliferation of anti-government and anti-China sentiments among Hong Kong youth. Lastly, this research will assess whether the aims to offer Liberal Studies as part of the secondary education curriculum have been fulfilled, and discuss how to close the gaps between the expected and actual learning outputs.

In October 2015, People’s Republic of China (PRC) President Xi Jinping visited the United Kingdom at the request of Queen Elizabeth II, marking the first time that the PRC head of state had done so in ten years. In the lead-up to the visit, both Chinese and British officials had publicly acknowledged the significance of this meeting, calling it a “golden era” in relations between the two countries. Five years on, U.K.-China relations remains steady, but there are increasing signs of tension in the relationship. Rising controversies over Huawei’s role in 5G infrastructure, and Beijing’s actions to suppress opposition in Hong Kong—as well as tensions over the origins of the coronavirus pandemic—lie at the heart of this downturn in relations.

Abstract:
Policy makers should implement alterations to the law in order to support women and families in getting back into the workforce. This policy brief reviews how governments in Hong Kong, Japan, South Korea and Taiwan use paid childcare-related leave policies in supporting women to stay in the labour market. It shows that these policies have not been very successful for two main reasons: 1. The leave is not long enough to cover the whole period from birth to the time when the child is entitled to universal state childcare services or school education. 2. These policies do not address the issue of the gender pay gap and hence overlook the financial loss a family may suffer if the father, instead of the mother, takes a substantial period of time off to look after the children.

Experience in Asia suggests that public health and medical capacity are critical for an effective response to an emerging infectious disease. Political will and previous experience with disease outbreaks also play a role. Singapore ignored an important segment of its population and is now experiencing a huge spike in cases. China and Vietnam were able to enforce draconian measures, while in Japan and Hong Kong, civil society had a greater role in initiating effective controls. In several countries, local political outcomes have been affected by the perceived success or failure of leaders in controlling the crisis.

Abstract:
The National Security Law, imposed on Hong Kong by China on 30 June, has reduced protests against China’s policy. The scale of the restrictions, including those potentially affecting foreigners, and China’s supervision over the implementation of the law have already worsened the living conditions of Hong Kong residents and functioning of foreign companies. China’s actions caused an international reaction, mainly from the UK, the U.S. and the EU. Concerned about the safety of its citizens, the EU recommends that Member States suspend their extradition agreements with Hong Kong.

Abstract:
The aim of this article, based on the author’s field research in Hong Kong and critical analysis of publications, is to conceptualize the process of “mainlandization” of the Hong Kong SAR. “Mainlandization” is understood here as the process of transfer and institutionalization of political visions, policy paradigms, procedures, and norms which originate from the PRC. The model is inspired by various theoretical perspectives (e.g. diffusion of regimes, dependence, political convergence, and processes of “Europeanization”). The article differentiates the “top-down” transfer of values and/or policy standards and the “bottom-up” adjustment. All institutions engaged in intermediation (such as the “one country, two systems” principle) are mentioned, as well as the processes connected to the reaction to PRC activity in Hong Kong and their variations (e.g. accommodation, resistance, resignation). Moreover, the concept of “sinoscepticism” is introduced.

Beijing has signaled a much tougher policy toward the Hong Kong Special Administrative Region (SAR) with the announcement on February 13 that Xia Baolong (夏宝龙), the Vice-Chairman of the Chinese People’s Political Consultative Conference (CPPCC), would take up a concurrent appointment as Director of the State Council’s Hong Kong and Macau Affairs Office (HKMAO). In the official pecking order of the People’s Republic of China (PRC), a CPPCC vice-chairman is reckoned as a “state leader”—and therefore, this move portends the raising of the status of the HKMAO and the overall importance of Hong Kong affairs in national policy. Also significant is the fact that from 2002 to 2007, when Chinese Communist Party (CCP) General Secretary Xi Jinping was party secretary of the coastal Zhejiang Province, Xia was deputy party secretary. The fact that Xia, who began his career in the Tianjian municipality, is an important Xi protégé is well-known among China analysts (Ming Pao [Hong Kong], February 14; HK01.com, February 13). The HKMAO is usually headed by a ministerial-level official. Zhang Xiaoming (张晓明), a veteran of the HKMAO whom Xia replaced, is a ministerial-level cadre. After being demoted, Zhang remains the Executive Vice-Director of the HKMAO with the title of minister. However, it seems clear that his job will be to execute policies as directed by Xia—and above Xia, Xi Jinping. With the appointment of a key associate as head of the HKMAO, Xi also indirectly takes over the position of the highest arbiter of Hong Kong and Macau affairs. This is despite the fact that according to division of labor, the Politburo Standing Committee (PBSC) member in charge of Hong Kong—the Head of the Central Coordination Group on Hong Kong and Macau Affairs (CCGHKMA)—is PBSC member and Vice-Premier Han Zheng (韩正). In the past few years, Han has focused on infrastructure programs such as the Belt and Road Initiative and the Greater Bay Area Project, leaving Hong Kong-related political issues to Xi as the “lifelong core” of the party (BBC Chinese Service, February 13; ITN.com [Taipei], December 3, 2019; PRC State Council, March 1, 2019).

As the Covid-19 pandemic strikes hard, protests in Hong Kong appear to have abated. Distant seem the days when yellow umbrellas and balaclavas saturated global media. And yet, just like at the start of what has now come to be known as the 2019 “global protest wave”, Hong Kong remains at the frontline of political contestation worldwide. The protests against the 2019 Hong Kong anti-extradition law unearthed one of the main points of contention between Hong Kong and mainland China. Through the protests, China’s increasingly assertive stance has found a counterweight, revealing how important the city is to Beijing. Apart from Hong Kong’s role as a major global trade and financial area, China’s actions towards Hong Kong might also serve as a litmus test for Beijing’s ability to mediate and pacify its neighbourhood. Meanwhile, the Covid-19 pandemic risks further heightening tensions between the two. What makes Hong Kong special? To what extent have the protests exacerbated or eased over time? How will the city’s role in mainland China’s outward-looking plans change, if the protests continue?

Watching the unfolding drama in the streets of Hong Kong, as police and protestors clash daily over the city-state’s future, brings back vivid memories of another, distant era when, for visitors like me, the then-Crown Colony was a tantalizing, intoxicating, mixture of East and West. It was more than half a century ago, in January of 1967, when I first stopped in Hong Kong en route to Bangkok for my initial assignment in the Foreign Service. I’d never ventured outside the United States before and was bowled over by the sights, sounds, and smells of this teeming island group off the tip of mainland China.

Chinese universities first reopened after the Cultural Revolution in 1977. Since 1949, no academic degrees had been awarded in China. The professors agreed with us that the time had come to invite specialists in American history and American literature to teach about our cultural patrimony rather than just teach English. Were we interested to learn about traditional Chinese opera, recently resurrected from the dead after the Gang of Four's departure? How did he, alone of all the officials I met in my two and a half years in Beijing, remain warm, curious, cheerful, open, enthusiastic, ever flashing a thousand watt smile and above all, so alive? I have photos of Ma grinning as he tried out my colleague's American motorcycle, Ma helping my two-year-old daughter with her chopsticks, Ma joking with the newly arrived Fulbright professors, who ended up relying on Ma as their interlocutor for every request or misunderstanding with the BeiDa authorities.

First association most people have when they think about Asia are countries like China, Japan or India, as they are big countries, present for a long time on the world map. During the past decades, Hong Kong and Singapore have also gained a lot of attraction worldwide as business comprise the world’s most ancient civilizations. So regardless of a country’s geographical size and sustainability, each one is vital in playing a role in the global economic and political order. Unfortunately, more often than not, the South East Asian countries and most specifically and finical hubs of Asia. These are indeed the key players in Asia but the biggest continent in the world is not only composed of these few states. It is home to 48 countries and 4.5 billion people with different ethnicities and cultures that the Philippines, if not forgotten, is commonly underestimated in the contribution that it provides in the international arena due to the multiple misconceptions about the country’s general conditions. But in reality, the Philippines has always been in the global scheme from the earliest times up to today, therefore it is important and relevant to learn more about its history, involvement and influence on relations in Asia and globally.

On August 19th 2019, Twitter released data on a network of accounts which it has identified as being involved in an information operation directed against the protests in Hong Kong. After a tip-off from Twitter, Facebook also dismantled a smaller information network operating on its platform. This network has been identified as being linked to the Chinese government. Researchers from the International Cyber Policy Centre (ICPC) at the Australian Strategic Policy Institute have conducted a preliminary analysis of the dataset. Our research indicates that the information operation targeted at the protests appears to have been a relatively small and hastily assembled operation rather than a sophisticated information campaign planned well in advance. However, our research has also found that the accounts included in the information operation identified by Twitter were active in earlier information operations targeting political opponents of the Chinese government, including an exiled billionaire, a human rights lawyer, a bookseller and protestors in mainland China. The earliest of these operations date back to April 2017. This is significant because—if the attribution to state-backed actors made by Twitter is correct—it indicates that actors linked to the Chinese government may have been running covert information operations on Western social media platforms for at least two years.

Gambling is a regulated market in Hong Kong, with the Hong Kong Jockey Club (HKJC) being the only authorised operator. However, a substantial illegal market, exists alongside the legal market. This report examines the social and economic harms which illegal gambling imposes on Hong Kong. Using survey evidence it finds that illegal gamblers tend to include a high proportion of excessive gamblers amidst their ranks, and therefore tend to be more susceptible to the social harms (e.g. debt, bankruptcy, family problems) that excessive gambling brings. In addition, it explores the financial and economic implications of reducing the size of the illegal gambling market.

This article looks at identity constructions of mainland Chinese undergraduate students in a Hong Kong university. These students shared a “Hong Kong Dream” characterised by a desire for change in individual outlooks, a yearning for international exposure, and rich imaginations about Hong Kong and beyond. However, when their Hong Kong Dream met Hong Kong’s “anti-mainlandisa- tion discourse,” as was partially, yet acutely, reflected in the recent Occupy Central movement, most students constructed the simultan- eous identities of a “free” self that was spatially mobile and ideologi- cally unconfined and an “elite” self that was among the winners of global competition. This article argues that the identity constructions of these mainland Chinese students shed light on global student mo- bilisation and provide a unique, insider’s perspective into the integra- tion process between Hong Kong and the rest of the People’s Re- public of China.

In the 1980s, as the end of the millennium approached, the production of nostalgia exploded all around the world. For Hong Kong, nostalgia became a reminder of the golden age that had trans- formed the city into one of the “Four Asian Tigers” in the decades following the end of the Second World War. While yearning for the better days of the past, Hong Kong coincidentally experienced desta- bilisation. As the rest of the world, especially the “baby boomers,” mourned the end of a productive era, Hong Kong locals were dis- turbed by the affirmation of the handover to China in 1997. In the context of these events, a creative rush to nostalgia in cultural manu- facturing swept across the city. In the hope of highlighting the uniqueness of nostalgic production in Hong Kong, this study analyses two sets of TV commercials produced by local beverage company Vitasoy. Through the deconstruction of selected historical events, Vitasoy successfully reinvented its brand and, in contrast to general criticism of the concept, generated a positive connotation for nostal- gia on the path towards Hong Kong’s search for an identity.

This paper reviews Beijing’s Hong Kong policy, arguing that the policy mirrors China’s policy towards its restive borderlands represented by Tibet and Xinjiang. The rule of Hong Kong and other borderlands in China will be understood in an analytical framework that highlights four broad policies of governing borderlands: prom- ises of a high degree of local autonomy; extension of politico-admin- istrative control; cultural assimilation; and economic integration and domination. These policies may be conceptualised within the term “coercion.” It is argued that before Hong Kong’s retrocession to China in 1997, the PRC’s approach to the territory, in comparison to its approaches to Tibet and Xinjiang, was the least coercive – that is, China initially promised Hong Kong a high degree of autonomy over domestic affairs. The degree of coercion was stepped up when Hongkongers were perceived as becoming increasingly alienated from the new regime.

This paper investigates how Beijing governs its two special administrative regions (SARs) of Hong Kong and Macau through leverages on their local autonomy. First, a conceptual analysis of local autonomy will be provided. Local autonomy is more than a zero-sum game between the central and local authorities over how much power should be granted or taken from the local authorities; it also concerns the space for cultural expression and the use of local customs in public administration. Second, the degree of local autonomy in Hong Kong and Macau will be critically examined. On paper, both SAR governments are able to freely make decisions on a wide range of policies. In practice, however, Beijing has the absolute authority to override the decisions of Hong Kong and Macau. It is argued that the autonomy in cultural expression can compensate for the institutional constraints on the two SARs' decision- making power and is thus able to alleviate public discontent – as long as the constraints do not conflict with the people's core values and ways of life.

This paper aims to highlight the significance of labour issues – namely, the minimum wage (MW) and standard working hours (SWH) – in shaping candidates' electoral platforms in the 2012 chief executive (CE) election of the Hong Kong Special Administrative Region (HKSAR) under the sovereignty of the People's Republic of China (PRC). We first offer a brief review of labour politics regarding the MW case as a precursor to the SWH drafting and enactment process. We then provide an analytical delineation of some of the labour and socio-economic dimensions of the CE electoral contest by comparing the candidates' campaign planks in relation to SWH. We then attempt to predict the likely course of the SWH debate under the leadership of Leung Chun-ying, who eventually won the CE election and assumed power on 1 July 2012. We conclude by examining Leung's social engineering attempts to increase popular support amongst low- and middle-income (LMI) households as part of his long-term strategy for the 2017 CE elections and his broader Beijing-entrusted political agenda.

40. A Comparative Analysis of the Cash Handout Policy of Hong Kong and Macau

In 2011, Hong Kong SAR government announced an unprecedented policy of cash handouts of 6,000 HKD to all permanent residents at the age of 18 or above as a means of defusing public discontent with economic policy and poor governance. Macau SAR has also been distributing similar cash handouts since 2008 to temper public dissatisfaction and widespread demonstrations. Initially, both SAR governments were very reluctant to initiate universal cash handouts. Unlike standard welfare programmes that are budgeted for annually, the cash payment scheme in Hong Kong SAR was a one-off handout. In Macau SAR, however, the payment scheme went from being a short-term policy to a long-term policy, while other welfare programmes were also allocated more public money. This paper argues that although such cash handout policies are avoidable, they are still being adopted by politicians who place self-interest above the public interest.

THIMPHU—A short walk past the shops lining Norzin Lam, the main street in Bhutan's capital Thimphu, reveals most of the merchandise on display is "Made in China"—shoes, silk, toys, heaters, and kitchen utensils. While diplomatic relations between Bhutan and China have yet to be established, the market in the capital city is already flooded with Chinese-made goods. Bhutanese are fast adopting Chinese products and cuisine. Like many countries in the region and beyond, it might not be long before Thimphu has its own little "Chinatown." Thimphu already has a rather cramped section of town popularly known as "Hong Kong market," defined by its narrow alleys, tall buildings, and the proliferation of Hong Kong goods sold there. It was once also a hotspot for street fights, alcohol, and gambling.

With its 2009 report on the state of the discipline of International Relations (IR), the Teaching, Research, and International Policy (TRIP) Project of the Institute for the Theory and Practice of International Relations aimed to tackle directly Ole Wæver's claim that IR 'is and has been an American social science' (Wæver 1998: 687). Driven by the question of whether or not one could see national variations in the way scholars think about the discipline, and if one could agree on the existence of a single IR discipline, the TRIP project engaged in an ambitious ten-country survey about 'the state of the discipline' (Jordan et al. 2009). The choice of the ten countries surveyed then (Australia, Canada, Ireland, Israel, Hong Kong, New Zealand, Singapore, South Africa, United Kingdom, and the United States) reflects an obvious yet unmentioned selection criteria: these countries use English as the main language of scientific communication. If no consensus could be reached as to whether IR was an American discipline per se, there could at least be an implicit consensus that to be considered and acknowledged — and thus evaluated, measured, and assessed — the discipline(s) of IR had to be Anglophone by definition. This presumption also underpinned Stephen Walt's recent commentary on the persistent dominance of Anglo-Saxon scholarship in IR. 'I'm still struck', he admitted, 'by the relative dearth of “big thinking” on global affairs from people outside the trans-Atlantic axis, including continental Europe. And by “big thinking” I mean ideas and arguments that immediately trigger debates that cross national boundaries, and become key elements in a global conversation' (Walt 2011).

43. How Africans Pursue Low-End Globalization in Hong Kong and Mainland China

Abstract:
This article looks at the livelihoods and lives of African traders coming to Hong Kong and Guangzhou. These traders are practising “low-end globalization”, involving small amounts of capital, and semi-legal or illegal transactions under the radar of the law. The article first considers who these traders are, portraying them as, typically, members of the upper crust of their home societies. It then considers these traders in Chungking Mansions, Hong Kong, a building that is an entrepôt between China and the developing world. Finally, it looks at traders' livelihoods and lives in Guangzhou, South China, and traders' efforts to succeed in mainland China. The article argues that one essential economic role China plays today is in manufacturing the cheap, sometimes counterfeit goods that enable Africa and other developing-world regions to experience globalization; the African traders who come to China help make this possible.

Asia's emergence as a key player in the global economy is witnessing intense competition within the region to become Asia's next great international financial centre (IFC). Hong Kong, Singapore and Shanghai, among others, are vying for primacy, attempting to attract dense clusters of financial services firms and reap the lucrative rewards associated with this. This paper explores this emerging competition. It does so from the perspective of attempting to map the parameters necessary to become an IFC, particularly the institutional, political and spatial contexts that facilitate the concentration of international financial services. Why and how financial clustering occurs and the factors that determine the location of financial centres is an important public policy concern, both for established centres eager to maintain their competitive position as well as emerging economies keen to identify the policy levers necessary to support financial sector growth. To that end, the paper explores the experiences and strategies of three of Asia's current contenders: Hong Kong, Shanghai and Singapore. It analyses the policy architecture, financial sector strategies, institutional mechanisms and spatial geographies undergirding financial sector growth, and the constraints, obstacles and challenges each face in developing and or consolidating their IFC.

Abstract:
Although China has made remarkable economic progress over the past few decades, its citizens' health has not improved as much. Since 1980, the country has achieved an average economic growth rate of ten percent and lifted 400–500 million people out of poverty. Yet Chinese official data suggest that average life expectancy in China rose by only about five years between 1981 and 2009, from roughly 68 years to 73 years. (It had increased by almost 33 years between 1949 and 1980.) In countries that had similar life expectancy levels in 1981 but had slower economic growth thereafter -- Colombia, Malaysia, Mexico, and South Korea, for example -- by 2009 life expectancy had increased by 7–14 years. According to the World Bank, even in Australia, Hong Kong, Japan, and Singapore, which had much higher life expectancy figures than China in 1981, those figures rose by 7–10 years during the same period.

Abstract:
Many financial systems were plagued by bank runs or subject to the risk of contagion when the recent financial tsunami unfolded. The runs on the U.S. banks Countrywide and IndyMac, Britain's Northern Rock, and Hong Kong's Bank of East Asia, among others, occurred about a few years ago, but they are still vivid to us. These runs were, of course, the symptoms rather than the root cause of the financial tsunami. In response to the most severe systemic global financial crisis since the Great Depression, policymakers and regulators in many countries have implemented various drastic regulatory measures to rescue the financial systems from meltdowns and to avert deep economic downturns. Such measures vary from country to country, but generally speaking they include governments' takeovers of banks or capital injections, quantitative easing techniques, provisions of liquidity by lax lender-of-last-resort lending, lower discount rates, and more generous deposit insurance.

47. Technologies, Rules, and Progress: The Case for Charter Cities

Abstract:
Non-resident fellow Paul Romer argues that the principal constraint to raising living standards in this century will come neither from scarce resources nor limited technologies. Rather it will come from our limited capacity to discover and implement new rules—new ideas about how to structure interactions among people, such as land titles, patents, and social norms. The central task of reducing global poverty is to find ways for developing countries to adopt new rules that are known to work better than the ones they have. Economists who advise leaders on policy have often overlooked why some good rules get adopted and others do not. But a better understanding of rules-that-change-rules could lead to breakthrough thinking about development policy. The special rules of China's Special Economic Zones, where new cities like Shenzhen could grow up, created small laboratories through which rules from Hong Kong spread to the mainland, helping unleash the largest and fastest reduction of poverty on record. Romer concludes that a new type of development policy would be to voluntarily charter new cities for the purpose of changing rules, using a range of new legal and political structures analogous to the ones that made Hong Kong and Shenzhen possible. The essay is adapted from a talk presented in Mexico City on October 2009, at the conference, “Challenges and Strategies for Promoting Economic Growth,” organized by Banco de México.

After long and awkward negotiations, on November 19, 2009, the heads of state and government of the European Union finally nominated Catherine Ashton as the Union's new High Representative for Foreign Affairs and Security. The next day an Internet user nicknamed ''hoeckt'' posted the following comment on a popular German news site: This morning I listened to an interview with [Ashton] on B5 [radio station] and was flabbergasted. She has already understood how they work at the EU level. She wants to do diplomacy the silent way, which to me means that there will be no transparency; nobody will know what she is doing, and how. And hence nobody will be able to judge success or failure of her actions.

The last month of 2009 was significant for petro-politics on the Eurasian continent. In mid-December, the 1,800 km Turkmenistan-Uzbekistan-Kazakhstan-China natural gas pipeline went into operation. It connects with the 4,500 km West-East trunk line inside China and has an annual capacity of 40 billion cubic meters. Two weeks later, Prime Minister Putin officially commissioned the first section (about 2,700 km from Taishet in eastern Siberia to Skovorodino in the Amur region) of the nearly 5,000 km Eastern Siberia-Pacific-Ocean (ESPO) oil pipeline to the newly built Kozmino oil port near Vladivostok, where the first batch of Siberian crude was being loaded on the 100,000-ton oil tanker Moscow University bound for Hong Kong. Thus, Moscow and Beijing significantly elevated their postures in the global game of energy diversification for both buyers and sellers. Both pipelines were built during the tenure of President-turned-Prime-Minister Putin. His October visit to China resulted in a dozen high-value commercial deals, but also reflected his 10-year legacy in shaping Russian-Chinese relations and their mutual perceptions.

Abstract:
After a relatively smooth period in US-China relations through the first year of the Obama administration, the “honeymoon” ended in the first quarter of 2010. The new year brought new frictions and returned to the spotlight many problem areas. The quarter began with an unexpected announcement from an unlikely player in China-US relations: Google, the internet giant, reported extensive hacking of its networks traced back to China and then redirected Google.cn users to its Hong Kong site to evade Chinese censorship. Tensions were further stoked by the administration's notification to Congress of a major weapons sale to Taiwan and President Obama's meeting with the Dalai Lama. Throughout the quarter, economic frictions intensified, particularly over the valuation of China's currency. Despite these numerous difficulties, the quarter closed with the pendulum swinging back toward the center. At the end of March, President Obama and Deputy Secretary of State James Steinberg both reaffirmed the US commitment to a positive relationship with China; Beijing announced that President Hu would attend a major international nuclear security summit in the US in April 2010; and Obama and Hu, in a friendly phone call, renewed their determination to sustain healthy and stable ties.
