Abstract:
January 21, 2026 — Julia Shu-Huah Wang examines how Mainland China, Taiwan, and Hong Kong responded to COVID-19 compared to other countries. Drawing on two projects, she analyzes (1) model family data from East Asia, the U.S., and Europe to trace social policy changes before, during, and after the pandemic, and (2) country-level indicators across two decades from over 140 countries using panel regression. The presentation highlights cross-national differences in the design and effectiveness of social policy responses. Abstract:
A lot has been written about the 2019 protests in Hong Kong and the aggressive police crackdown offered in response. Much less has been written about the more severe assault on liberal values and institutions that followed. In his new book Professor Davis takes a forensic look at both the growing Beijing intervention in Hong Kong affairs from the handover forward and its culmination in the more severe crackdown that followed the 2019 protest, the 2020 passage of the National Security Law, and the 2021 Beijing imposition of a patriots-only electoral system. This talk will highlight the comprehensive impact of these developments on Hong Kong’s rule of law, its criminal justice system, and the many freedoms for which the vibrant city was long known—often previously ranking among the highest in the world. The diminution of basic freedoms has touched nearly all sectors of society, including education, the media, public broadcasting, civil society organizations, legal services, and so on. The city long known for a vibrant public debate, its vigorous media landscape, and some of the largest non-violent protests in the world has gone silent. The sheer comprehensiveness of this imposition raises questions not only for Hong Kong but for liberal democratic values globally, as autocratic regimes such as the PRC seek to advance their illiberal agenda.

Abstract:
Hong Kong’s Article 23 legislation will integrate the PRC’s national security framework into Hong Kong’s legal system, impacting the city’s rule of law and foreign business interests. Broad and vague definitions of national security will create challenges for Hong Kong’s common law system. It will likely contribute to the erosion of legal certainty and judicial independence. Proposed offenses such as “theft of state secrets” and “espionage” are ambiguously defined, creating uncertainty. This may cause issues for foreign businesses collecting information for due diligence and will further chill freedom of expression in the city. The legislation aims to isolate Hong Kong further from the liberal democratic world, granting extensive powers to the government for political control and undermining public oversight and due process rights.

Abstract:
The recent decision by Hong Kong to join China in banning Japanese seafood took many observers by surprise (Reuters, August 23). At first glance, the ban seemed an overblown reaction to Japan’s handling of nuclear wastewater, which many international bodies have deemed safe and compliant with established procedures. And while it is commonly understood that Hong Kong’s government is politically influenced by the Chinese Communist Party (CCP), many still believe in its economic autonomy. Considering the significant economic reliance of Japan on Hong Kong for its seafood trade, among other sectors, the ban startled numerous stakeholders (Nikkei Asia, August 25). However, the move is less shocking when Hong Kong is viewed as an integral cog in China’s economic statecraft machine. Traditionally, Western governments lack strategic foresight regarding Hong Kong’s long-term position. Often, this oversight stems from an inadequate comprehension of Hong Kong’s pivotal financial role relative to China, as well as an underestimation of its potential as a node for strategic leverage, both for and against China. China’s rise as a global superpower is inextricably linked to its adept use of economic statecraft, a fusion of economic might and strategic prowess. Its pressure on South Korea to stop the production of Taiwanese military submarines provides a recent example (Reuters, October 16). Hong Kong is a pulsating metropolis at the heart of this strategy. It not only exemplifies China’s ambitions but also acts as a crucial conduit for realizing them. There are two key strands of Hong Kong’s centrality to Beijing: its function as an economic lifeline to the global financial system and its role in the clandestine acquisition of technology and intellectual assets for China from overseas. The US and its allies must focus more on Beijing’s overt and covert leveraging of Hong Kong and think harder about what the city’s function should be in an era of de-risking, geoeconomic competition, and weaponized interdependence.

5. Using Risk Analysis to Shape Border Management: A Review of Approaches during the COVID-19 Pandemic

Abstract:
The near universal adoption of travel measures by governments to control the spread of COVID-19 has proved controversial during the pandemic. National responses have been highly varied and frequently changing, and the use of travel measures—ranging from advisories and screening to quarantine, testing, immunity certification, and restrictions on entry—has been poorly coordinated across jurisdictions. Particularly in the early stages of the crisis, this created chaos for travelers and the travel sector, and caused significant economic and social harms. Many governments also failed to clearly communicate the rationale for using travel measures, the evidence underpinning them, and the measures’ role within overall pandemic response strategies. There is now substantial evidence that these measures’ early and stringent use by some governments during the initial stages of the pandemic slowed the importation of the virus and reduced its onward transmission. Yet, there is also growing recognition of weaknesses in the quality of evidence available to inform policy decisions. Evaluating the appropriateness of travel measures and applying them effectively during future public-health emergencies will depend on international consensus on methodologies that lead to a more harmonized and coordinated approach and to greater public trust in policy decisions. This report presents a comparative analysis of 11 publicly available methodologies used to assess travel-related risks during the pandemic—those of Hong Kong, New Zealand, South Korea, Taiwan, United Kingdom, United States, International Civil Aviation Organization, International Air Transport Association, World Health Organization, Organization for Economic Cooperation and Development, and European Union. It offers a set of lessons learned and recommendations, including a proposed decision instrument that could improve the use of risk analysis for border management during future public-health emergencies.

Abstract:
In the 20th century and in contemporary Hong Kong, different identities of inhabitants of the region overlap. In that article, through the prism of the attitudes manifested by Hong Kongers during football matches between HK and the PRC teams, two local identities and their evolution are distinguished. The matches until the 1980s aroused tensions on slightly different grounds when compared to the conflicts in the 21st century, which also correlates with the differently built local identity in the 1970s and 1980s and the present one. The article argues that the football rivalry between HK and mainland China reflects the evolution of HK’s local identity based on proud of local achievements toward more nativist form of identity mixed with evident hostility toward mainland China. This article can make a contribution to the studies on sociology of football and shows how identity can be studied through sport events.

Abstract:
During the first decades of the last century, activists with ties to various parts of Asia embraced and then discarded different ideologies and found varying ways to connect with one another, sometimes in exile. What linked them were some shared grievances, such as a dislike of the way their community was being bullied or controlled by people in a distant capital and of the limits on their freedom to speak out on issues that concerned them and organize to bring about change. We have been seeing something similar in some ways but different in others take place now, as activists in and exiles from Hong Kong, Thailand and Burma take part in what is sometimes called "Milk Tea Alliance" struggles. There are obvious contrasts: importance of online connections now is novel; the Chinese state was a weak force a century ago, but is a strong one today; Vietnamese activists were a more central part of the earlier story than the current one; ties between South Asian and East Asian exiles were more notable a century ago; and there is no contemporary counterpart to the Comintern on the scene connecting radicals. And yet, this talk will argue, there are important echoes of the earlier period to be heard today, as well as much to learn about how different struggles in East and Southeast Asia influenced one another at other points in time, such as the 1980s. This talk will focus on Chinese activists of the early 1900s and Hong Kong ones now but place both groups in comparative and transnational perspectives, will move between the two eras with an eye toward reoccurrences, ruptures, and reversals.

9. Twenty Years of One Country Two Systems in China: Evaluation and Future Prospects

Abstract:
This study evaluated China's model of “One Country, Two Systems” (一國兩制) 20 years into operation and the bilateral relationship between Taiwan and Mainland China ‒ focusing on Hong Kong, Macau, and Taiwan ‒ and examined future prospects. The study is meaningful in that it conducts a more objective evaluation than the previous studies by empirically analyzing data accumulated over the past 20 years of implementation of the One Country Two Systems principle from various perspectives. In addition, it is also a timely study in that it analyzes how the One Country Two Systems arrangement is likely to develop in the future, and what impact this would have, making considerations for changes in China's national strategy during the Xi Jinping period and the competition for hegemony between the U.S. and China. The results of the analysis indicate that over the past 20 years China has been experimenting with the possibility of coexisting different systems in one country, and that the One Country Two Systems arrangement, as a new form of unification which has never been attempted in the history of mankind, has actually shown the possibility of success. However, in recent years, various political contradictions have been exposed in the process of implementing the arrangement, mostly in the Hong Kong society, and the resulting conflict has gradually intensified. While maintaining the current capitalist system for 50 years, Macau is expected to gradually progress in its “Sinicization,” with continuing active economic and social exchanges and cooperation with mainland China. As a result, Macau is expected to be fully incorporated into China's socialist system in 2049, 50 years after the return, but it is likely to remain a city of special character considering Macau's region and its economic structure. On the other hand, the One Country Two Systems arrangement with Hong Kong is expected to undergo a difficult process in the future. In the midst of various conflicts surrounding Hong Kong, the guarantee for Hong Kong’s autonomy is expected to end in 2047 amid efforts on the part of the mainland government to sinicize Hong Kong. And China wants to apply the philosophy of “One Country, Two Systems” to its reunification with Taiwan as well, but in reality this remains very low in possibility.

10. The Rollback of Human Rights and the Rule of Law in Hong Kong

Abstract:
After the Hong Kong protest movement exploded in 2019, the world looked on with both hope and trepidation. Protestors made five demands: that a proposed extradition law be withdrawn; that there be an independent investigation of police behavior; that the protests stop being characterized as riots; that any charges against arrested protesters be dropped and that promised universal suffrage be implemented (HKPF, December 25, 2019). After months of protest, Hong Kong Chief Executive Carrie Lam publicly withdrew the extradition bill, fulfilling the first of the protestors’ demands (SCMP, September 4, 2019). But this temporary victory was too little too late and overshadowed by the ongoing and often violent crackdown on the protesters, and then in 2020, with Beijing’s imposition of the new National Security Law (NSL) (China Brief, July 29, 2020).
