Abstract:
This paper argues that globalization and interdependence has contributed to the “contingent maneuvering” of states with sovereignty from an economic perspective, whilst nuclear non-proliferation, security, survival, and rising nationalism established states as prominent actors on the global stage from a political perspective. The paper proceeds with an Introduction and Background Information of the State in part one. Part two gives a literature review of the state on the global political stage. In part three, the paper theorizes globalization and economic interdependence as the border- less source responsible for the decreasing power of states. Part four ponders how the contentious issues of nuclear proliferation, residual nationalism and non state actors contributed to the erosion of sovereignty for reasons of security and survival. And in part five, I ponder the theoretical implications and give concluding remarks.

Abstract:
It is plausible that terrorism can manifest itself as a form of genocide. Using Raphael Lemkin’s definition of genocide and the UN Genocide Convention’s definition of genocide, non-state and state terrorism are assessed as a form of genocide. Commonalities found in the definitions of both genocide and terrorism supports the argument. The psychology of terrorism and Lemkin’s psychology of genocide describe similar motivations of perpetrators. The September 11th attacks and the U.S. invasion of Iraq are used as case studies to illustrate that terrorism can result in genocide or genocidal acts. Framing acts of terrorism as genocide allows for prosecution in international courts and brings a new perspective to the concept of killing with intent.

The Combating Terrorism Center (CTC) at West Point is pleased to announce the release of a new report entitled “Edges of Radicalization: Ideas, Individuals and Networks in Violent Extremism,” by Scott Helfstein. This paper examines radicalization as a social phenomenon through the behavior of individuals and networks. Violent extremists, individuals pursuing political change through violence, remain committed to striking the U.S. homeland and its interests abroad. It is important to understand how radical ideas spread to counter or contain this immediate and persistent threat. This study argues that the spread of violent extremism cannot be fully understood as an ideological or social phenomenon, but must be viewed as a process that integrates the two forces in a coevolutionary manner. The same forces that make an ideology appealing to some aggrieved group of people are not necessarily the same factors that promote its transfer through social networks of self-interested human beings. This means that there is value in differentiating why radical ideologies resonate among individuals, and how individuals come to adopt and advocate those ideas. This report helps contextualize the current terrorist threat, the role of technology in radicalization, and next steps in decoding radicalization.

Abstract:
This article intends to go beyond the consequentialist utilitarian ap- proaches to forcible regime change by addressing the question of forcing democracy-building from an angle of appropriateness. It aims to analyze the admissibility of pro-democratic military interventions in international society by focusing on the UN and state practice. Is military intervention to remove a tyrannical regime permissible in international law? To what extend does international society condone an outside force to impose a democratic regime? Does the practice of the UN Security Council in promotion of democracy by force point to an emerging norm with regards to expansive concept of humanitarian intervention? To analyze such questions, this article first provides for a discussion of the concept of intervention. Second, it overviews the normative framework of the use of force in international relations. It continues with the analysis of unilateral and multilateral pro-democratic military interventions, and the UN Security Council practice of condemning, authorizing or consequently endorsing democratic regime change in the target states. In the conclusion part, the article assesses the legality and legitimacy issue regarding the pro-democratic intervention and regime change in light of main norms enshrined in the UN Charter and in general international law.

Abstract:
There has scarcely been a day in the last three years when we have not read depressing headlines in the newspapers about the global economic crisis. The current turmoil, which many experts concur in seeing as the worst jolt to the world economy since the Great Depression, is pushing the parameters of the established system to its limits. One could say that we see, in the short-term measures taken against the crisis at the time, an effective anti-crisis strategy. But ironically, the promptness with which these short-term measures were enacted prevented adequate questioning of the dominant paradigm which had caused the crisis. As a result, the structural problems leading to the crisis were not reduced. Despite the occurrence of the deepest economic crisis to be experienced since the Great Depression, the present economic emergency did not shake the neoclassical economic paradigm as strongly as was needed. A puzzle that this study aims to solve arises here: Why and how has the conventional wisdom survived and reproduced its intellectual hegemony even after the “most devastating economic crisis” since the Great Depression?

The Public International Law & Policy Group’s (PILPG) Peace Agreement Drafter’s Handbook is a comprehensive guide on how to draft a peace agreement based upon comparative analysis of more than 60 peace agreements over a period of more than 30 years. This Handbook is intended to assist drafters, mediators, negotiators, and anyone else interested in the substantive and practical contents contained in peace agreements. PILPG designed this Handbook to facilitate drafting peace agreements quickly, efficiently, and effectively. The Handbook does not proffer advice on how to negotiate or otherwise reach an agreement. Rather, the Handbook is designed to facilitate the ability of parties and other actors to translate political agreements into legally-binding treaty language. Emphasis is placed on crafting provisions in such a way as to enhance their full and effective implementation, as well as the durability of the agreement itself. The Handbook sets out the essential components and core elements found in most peace agreements because approximately 60–70 percent of all peace agreements draw on similar components and language. However, every conflict is unique and drafters may have to adjust certain elements to enhance an agreement’s relevancy and applicability to a particular conflict situation or post-conflict environment. Therefore, each chapter should be considered as ad hoc, and reshaping the new agreement to address the nuances of each party’s needs will be necessary. Similarly, the comparative provisions and sample language provided in the Handbook are by no means exclusive, recommended, or mandatory. The purpose of the Handbook is to assist a drafter prepare a well-crafted agreement and enhance the durability of future agreements by drawing upon the best practices from prior agreements. The Handbook consists of several chapters, all of which follow the same basic format. Each chapter focuses on a particular section commonly found in peace agreements, such as ceasefires, economic restructuring, and property restitution. Each chapter first identifies the basic elements in that section of a peace agreement. For instance, in ceasefires, the basic elements include the identification and definition of prohibited acts, separation of forces, and verification, supervision, and monitoring. The primary notes found in each chapter provide a brief overview of a specific element. These elements are then addressed through comparative analysis. The analysis provides for the drafter language found in other peace agreements from which the most relevant to the drafter’s conflict can be selected. Each section then concludes with sample language.

The Public International Law & Policy Group’s (PILPG) Post-Conflict Constitution Drafter’s Handbook is intended to assist drafters of constitutions in post-conflict situations. The Handbook draws from PILPG’s experience in facilitating post-conflict constitution drafting processes, as well as comparative state practice, and is based upon analysis of over 150 constitutions from post- conflict and stable states. The Handbook is divided into sixteen chapters, each of which covers a core section in post-conflict constitutions. The chapters include: the Preamble, State Structure and Devolution of Powers, the Executive, the Legislature, the Judiciary, International Legal Obligations, the Electoral System, Financial Matters and the Central Bank, Human Rights, Minority Rights, Women’s Rights, Defense and Security, the Role of Religion, Customary Law, Natural Resources, and Extraordinary Measures. Within each chapter, the Handbook describes core provisions and provides sample language that may be used as a basis for constitutional provisions. In some instances, the Handbook provides several options that the drafter may choose from. The sample language is identified as “Option One” and “Option Two.” In others, the Handbook provides optional language that drafters may include. In those instances the sample language is identified as “Optional.” The intent of this handbook is to provide the drafter with options in structuring constitutional provisions. Since every post-conflict situation is unique, the drafter may change certain elements to enhance the constitution’s relevance and applicability to a particular context. The purpose of the sample language is merely to provide options from ratified constitutions to assist the drafter. The Handbook also contains two annexes. Annex I provides a list all of the constitutions cited in the footnotes and a link to their location on the World Wide Web. Annex II provides a compilation of all the sample language. PILPG is committed to supporting constitution drafters in fulfilling their roles, and, upon request, can provide additional assistance in considering particular provisions and language.

Abstract:
Rose & Spiegel (2011) find that Olympic Games host countries experience significant positive, lasting effects on exports. They interpret their results as an indication that countries use the hosting of such events to signal openness and competitiveness. We challenge these empirical findings on the grounds that a comparison of structurally different and non-matching groups of countries might suffer from a selection bias. We demonstrate that with an appropriate matching and treatment methodology, the significant Olympic effect disappears.

A large body of empirical work has found that exchange rate movements have only modest effects on inflation. However, the response of an import price index to exchange rate movements may be underestimated because some import price changes are missed when constructing the index. We investigate downward biases that arise when items experiencing a price change are especially likely to exit or to enter the index. We show that, in theoretical pricing models, entry and exit have different implications for the timing and size of these biases. Using Bureau of Labor Statistics (BLS) microdata, we derive empirical bounds on the magnitude of these biases and construct alternative price indexes that are less subject to selection effects. Our analysis suggests that the biases induced by selective exits and entries are modest over typical forecast horizons. As such, the empirical evidence continues to support the conclusion that exchange rate pass-through to U.S. import prices is low.

During the 2008-2009 global financial crisis, emerging market economies (EMEs) loosened monetary policy considerably to cushion the shock. In previous crises episodes, by contrast, EMEs generally had to tighten monetary policy to defend the value of their currencies, to contain capital flight, and to bolster policy credibility. Our study aims to understand the factors that enabled this remarkable shift in monetary policy, and also to assess whether this marks a new era in which EMEs can now conduct countercyclical policy, more in line with advanced economies. The results indicate statistically significant linkages between some characteristics of the economies and their ability to conduct countercyclical monetary policy. We find that macroeconomic fundamentals and lower vulnerabilities, openness to trade, and international capital flows, financial reforms, and the adoption of inflation targeting all facilitated the conduct of countercyclical policy. Of these factors, the most important have been the financial reforms achieved over the past decades and the adoption of inflation targeting. As long as EMEs maintain these strong economic fundamentals, continue to reform their financial sector, and adopt credible and transparent monetary policy frameworks such as inflation targeting, the conduct of countercyclical monetary policy will likely be sustainable.

This paper uses a New Keynesian DSGE model of a small open economy to compare how the e¤ects of fiscal consolidation di¤er depending on whether monetary policy is constrained by currency union membership or by the zero lower bound on policy rates. We show that there are important di¤erences in the impact of fiscal shocks across these monetary regimes that depend both on the duration of the zero lower bound and on features that determine the responsiveness of inflation.

I construct a database that maps the timing of sovereign default decisions into elected politicians' terms of office, that provides an empirical means of investigating political economy theories of sovereign default. I find no robust patterns in the timing of default decisions over terms of office. I also find no evidence in support of the political reputation theory of sovereign debt repayment. Finally, there is some tentative evidence that elected leaders who default are also those more likely to be re-elected. Motivated by anecdotal evidence, I use a stylised model of political leaders with career concerns to demonstrate how this can occur when politicians care about re-election.

We seek to understand how Laffer curves differ across countries in the US and the EU-14, thereby providing insights into fiscal limits for government spending and the service of sovereign debt. As an application, we analyze the consequences for the permanent sustainability of current debt levels, when interest rates are permanently increased e.g. due to default fears. We build on the analysis in Trabandt and Uhlig (2011) and extend it in several ways. To obtain a better fit to the data, we allow for monopolistic competition as well as partial taxation of pure profit income. We update the sample to 2010, thereby including recent increases in government spending and their fiscal consequences. We provide new tax rate data. We conduct an analysis for the pessimistic case that the recent fiscal shifts are permanent. We include a cross-country analysis on consumption taxes as well as a more detailed investigation of the inclusion of human capital considerations for labor taxation.

6169. Exchange Rate Policy and Sovereign Bond Spreads in Developing Countries

Abstract:
This paper empirically analyzes how exchange rate policy affects the issuance and pricing of international bonds for developing countries. We find that countries with less flexible exchange rate regimes pay higher sovereign bond spreads and are less likely to issue bonds. Quantitatively, changing a free-floating regime to a fixed regime decreases the likelihood of bond issuance by 4.6% and increases the bond spread by 1.3% on average. Furthermore, countries with real exchange rate overvaluation have higher bond spreads and higher bond issuance probabilities. Moreover, such positive effects of real exchange rate overvaluation tend to be magnified for countries with fixed exchange rate regimes. Our results suggest that choosing a less flexible exchange rate regime in general leads to higher borrowing costs for developing countries, especially when their currencies are overvalued.

This situation poses a challenge for macroeconomists interested in bridging micro and macro price stickiness. In responding to this challenge, we note that differences in macro price stickiness across pricing mechanisms can often be traced back to price changes that are either triggered or cancelled by shocks. We exploit observed micro price behavior to quantify the importance of this margin of adjustment for the response of inflation to shocks. Across a range of empirical exercises, we find strong evidence that changes in the timing of price adjustments contribute significantly to the flexibility of the aggregate price level.

6172. Commodity Price Movements in a General Equilibrium Model of Storage

Abstract:
We embed the canonical rational expectations competitive storage model into a general equilibrium framework thereby allowing the non-linear commodity price dynamics implied by the competitive storage model to interact with the broader macroeconomy. Our main result is that the endogenous movement in interest rates implied under general equilibrium enhances the effects of competitive storage on commodity prices. Compared to a model in which the real interest rate is fixed, we find that storage in general equilibrium leads to more persistence in commodity prices and somewhat lower volatility. Moreover, the frequency of stockouts is lower in general equilibrium. A key mechanism driving this result is a link between the ability of the household to smooth consumption over time and the level of storage in the stochasic equilibrium. Finally, the model is used to examine the macroeconomic effects of both biofuel subsidies for ethanol producers and, separately, subsidies designed to insulate households from high food prices.

Abstract:
This paper examines the structure of international relative price levels using purchasing power parities (PPP) at the product-level from the 2005 World Bank’s International Comparison Program (ICP). Our examination is motivated by questions arising from two applications using economy-wide PPPs: the measurement of real effective exchange rates (REERs) and the correlation between prices and development. Specifically, how would our view on competitiveness be affected if one were to use PPP measures that exclude non-tradable categories? Is it the case that an increase in per-capita income raises the prices of non-tradable categories? These questions are not new. What is new here is the use of relative price levels (as opposed to indexes) at the product level for 144 countries that differ greatly in their level of development.

Global vector autoregressions (GVARs) have several attractive features: multiple potential channels for the international transmission of macroeconomic and financial shocks, a standardized economically appealing choice of variables for each country or region examined, systematic treatment of long-run properties through cointegration analysis, and flexible dynamic specification through vector error correction modeling. Pesaran, Schuermann, and Smith (2009) generate and evaluate forecasts from a paradigm GVAR with 26 countries, based on Dées, di Mauro, Pesaran, and Smith (2007). The current paper empirically assesses the GVAR in Dées, di Mauro, Pesaran, and Smith (2007) with impulse indicator saturation (IIS)—a new generic procedure for evaluating parameter constancy, which is a central element in model-based forecasting. The empirical results indicate substantial room for an improved, more robust specification of that GVAR. Some tests are suggestive of how to achieve such improvements.

We develop a parsimonious bivariate model of inflation and unemployment that allows for persistent variation in trend inflation and in the non-accelerating inflation rate of unemployment. The model, which consists of five unobserved components including the trends) with stochastic volatility, implies a time-varying vector autoregression model for changes in the rates of inflation and unemployment. The implied backwards-looking Phillips curve has a time-varying slope that is steeper in the 1970s than in the 1990s. Pseudo out-of-sample forecasting experiments indicate improvements upon univariate benchmarks. Since 2008, the implied Phillips curve has become steeper and the the non-accelerating inflation rate of unemployment has increased.

This paper uses a two country DSGE model to examine the effects of tax-based versus expenditure-based fiscal consolidation in a currency union. We find three key results. First, given limited scope for monetary accommodation, tax-based consolidation tends to have smaller adverse effects on output than expenditure-based consolidation in the near-term, though is more costly in the longer-run. Second, a large expenditure-based consolidation may be counterproductive in the near-term if the zero lower bound is binding, reflecting that output losses rise at the margin. Third, a "mixed strategy" that combines a sharp but temporary rise in taxes with gradual spending cuts may be desirable in minimizing the output costs of fiscal consolidation.

We propose a novel explanation for the observed increase in the correlation of commodity prices over the past decade. In contrast to theories that rely on the increased influence of financial speculators, we show that price correlation can increase as a result of a decline in interest rates. More generally, we examine the effect of interest rates on the volatility and correlation of commodity prices, theoretically through the framework of Deaton and Laroque (1992) and empirically via a panel GARCH model. In theory, we show that lower interest rates decrease the volatility of prices, as lower inventory costs promote the smoothing of transient shocks, and can increase price correlation if common shocks are more persistent than idiosyncratic shocks. Empirically, as predicted by theory, we find that price volatility attributable to transitory shocks declines with interest rates, while, particularly for metals prices, price correlation increases as interest rates decline.

A number of previous studies have looked at the effect of financial crises on actual output several years beyond the crisis. The purpose of this paper is to examine whether the growth of potential output also is affected by recessions, whether or not they include financial crises. Trend per capita output growth is calculated using HP filters, and average growth is compared for the two years preceding a recession, the two years immediately following a recession peak, and the two years after that. Panel regressions are run to determine whether characteristics of recessions, including depth, length, extent to which they are synchronized across countries, and whether or not they include a financial crisis, can explain the cumulative four-year loss in the level of potential output following an output peak preceding a recession. The main result is that the depth of a recession has a significant effect on the loss of potential for advanced countries, while the length is important for emerging markets. These results imply that the Great Recession might have resulted in declines in trend output growth averaging about 3 percent for the advanced economies, but appear to have had little effect on emerging market trend growth.

This paper studies the international propagation of sovereign debt default. We posit a two-country economy where capital constrained banks grant loans to firms and invest in bonds issued by the domestic and the foreign government. The model economy is calibrated to data from Europe, with the two countries representing the Periphery (Greece, Italy, Portugal and Spain) and the Core, respectively. Large contractionary shocks in the Periphery trigger sovereign default. We find sizable spillover effects of default from Periphery to the Core through a drop in the volume of credit extended by the banking sector.

This paper presents evidence that the foreign exchange appreciation is predictable by the currency variance risk premium at a medium 6-month horizon and by the stock variance risk premium at a short 1-month horizon. Although currency variance risk premiums are highly correlated with each other over longer horizons, their correlations with stock variance risk premiums are quite low. Interestingly the currency variance risk premium has no predictive power for stock returns. We rationalize these findings in a consumption-based asset pricing model with orthogonal local and global economic uncertainties. In our model the market is incomplete in the sense that the global uncertainty is not priced by local stock markets and is therefore a forex-specific phenomenon—the currency uncertainty’s effects on the expected stock return are off-setting between the cash flow channel and the volatility channel.

Abstract:
We explore the joint effect of expected government support to banks and changes in sovereign credit ratings on bank stock returns using data for banks in 37 countries between 1995 and 2011. We find that sovereign credit rating downgrades have a large negative effect on bank stock returns for those banks that are expected to receive stronger support from their governments. This result is stronger for banks in advanced economies where governments are better-positioned to provide that support. Our results suggest that stock market investors perceive sovereigns and domestic banks as markedly interconnected, partly through government guarantees.

Abstract:
"A three-factor model using the standardized-unexpected-earnings and cashflow-to-price factors explains 15 well-known asset pricing anomalies." Our data-mining experiment provides a backdrop against which such claims can be evaluated. We construct three-factor linear pricing models that match return spreads associated with as many as 15 out of 27 commonly used firm characteristics over the 1971-2011 sample. We form target assets by sorting firms into ten portfolios on each of the chosen characteristics and form candidate pricing factors as long-short positions in the extreme decile portfolios. Our analysis exhausts all possible 351 three-factor models, consisting of two characteristic-based factors in addition to the market portfolio. 65% of the examined factor models match a larger fraction of the target return cross-sections than the CAPM or the Fama-French three-factor model. We find that the relative performance of the complete set of three-factor models is highly sensitive to the sample choice and the factor construction methodology. Our results highlight the challenges of evaluating empirical factor models.

We find substantial herding in U.S. corporate bonds among bond fund managers, much higher than that previously documented for the equity market. Herding is generally stronger among illiquid bonds, and buy herding and sell herding are driven by different factors. In particular, sell herding increases on negative news about bond ratings and corporate earnings. Interestingly, increases in ex-post transparency in corporate bond trading through Trade Reporting and Compliance Engine (TRACE) led to higher buy herding but not to higher sell herding. Finally, we find significant return reversals in the post-herding quarters, especially for sell herding and for junk bonds. Price reversal is most prominent when funds herd to sell illiquid bonds, which suggests that temporary price pressure is the reason behind price reversal.

The unofficial, non-binding referendum in Northern Kosovo and the ongoing debate in the international community about solutions for the Serbian minority bring the problem of self-determination for national minorities back to the fore. The right to vote on national allegiance and sovereign borders has never been a simple matter in European inter-state relations, let alone in international law. such a referendum is not respected unless it holds international backing, even if it is considered a domestic matter. And a referendum on sovereign international borders is usually the result of long and often drawn out geo-political processes, including tediously negotiated settlements after major bellicose conflicts. It is not something national minorities can unilaterally decide to undertake independently. This is at least one of the lessons that European history has taught us. Thus, the case of Northern Kosovo is not likely to be any different than past referenda on national allegiance and sovereign borders. Drawing on the experience of the 1920 referendum in the Danish-German border region, this Issue Brief will put the problem of self-determination for the Serbs in Northern Kosovo in an historical perspective as a basis for a contemporary analysis.

The Comprehensive Test Ban Treaty (CTBT) has already helped to bring an end to nuclear testing, reduced nuclear arms competition, and improved global capabilities to detect and deter nuclear testing in the future. But until the CTBT enters into force, the door to renewed testing is still open. Entry into force requires ratification by a handful of key states. On the occasion of the 15th anniversary of the establishment of the Preparatory Commission for the CTBT Organization (CTBTO), ACA organized a high-level conference on the CTBT in Vienna, Austria involving senior government representatives and leading technical experts. The participants reviewed the progress of the CTBTO and the International Monitoring System, examined the role of the CTBT in advancing disarmament and curbing proliferation, and evaluated the obstacles and pathways to the Treaty’s entry into force. This conference report includes formal conference presentations and summarizes the discussions.

We explore empirically models of aggregate fluctuations with two basic ingredients: agents form anticipations about the future based on noisy sources of information and these anticipations affect spending and output in the short run. Our objective is to separate fluctuations due to actual changes in fundamentals (news) from those due to temporary errors in agents’ estimates of these fundamentals (noise). We use a simple forward-looking model of consumption to address some methodological issues: structural VARs cannot be used to identify news and noise shocks in the data, but identification is possible via a method of moments or maximum likelihood. Next, we use U.S. data to estimate both our simple model and a richer DSGE model with the same information structure. Our estimates suggest that noise shocks play an important role in short-run consumption fluctuations.

Peace and conflict are two of the most newsworthy subjects that can occur but how accurately does the media report on them and are the levels of violence portrayed in countries actually accurate? Media Tenor and the Institute for Economics and Peace (IEP) have come together to jointly create a unique platform that utilizes a fact-based approach for analysing the global media coverage on topics related to peace and conflict. The aim of this study is to better understand the texture of news coverage and its accuracy. This was achieved by analysing Media Tenor’s extensive database consisting of 164,000 news items. These news items have been compiled from 31 news and current affairs programs that air on four continents. The data was further analysed and broken down by country coverage with news stories from 101 different countries. The aggregated country data was then compared to the Global Peace Index (GPI) so as to rate the accuracy of the coverage.

The so-called Global War on Terror (GWOT) is coming to an end after ten years. It has been one of the strangest “wars” in history, one that asked little or no sacrifice from those on whose behalf it was being fought. Nor were the objectives of the “war” ever clearly explained. The GWOT has, therefore, turned out to have been a financial and political disaster for the world’s greatest democracy. War, the great historic change agent, has once again wrought its “magic” on a world that is a considerably different place than it was when the GWOT began. NATO, the greatest military alliance in modern history, could eventually become a casualty of the GWOT. The political and diplomatic price for the GWOT in Afghanistan, Iraq and Pakistan has yet to be fully paid. When it is, it will be far from the triumphal nation building aims that were trumpeted when the invasions of Iraq and Afghanistan began. This “little war” against a third class enemy has not been worth the candle. The “GWOT warriors” spent too much money on the wrong strategies and continually failed to make the Clausewitzian connection between armed conflict and politics. The final political settlement in Afghanistan remains obscure. Fighting the GWOT was indeed an unfortunate way to begin a new century.

This article discusses the development of the anarchy discourse in international relations theory. It questions the main problematiques around which the discourse of anarchy is organised and asks whether anarchy is still a valid concept to understand international relations. The mainstream IR theory analyses anarchy from an institutional framework, and is based on the assumption that state relations is sufficient to describe and understand anarchy. Post-positivist period have developed diverse criticisms to this conceptualisation. The article evaluates the criticisms of postmodernist, historical sociological, postcolonial and feminist approaches to the concept of anarchy. One of the main theses of this article is that the concept of anarchy can meaningfully be used to analyse international relations only if it is connected to social relations (and more specifically to social relations of capitalism with respect to understanding present international system). Therefore, the approach adopted in this article overlaps with many of the criticisms of anarchy by postmodernism, feminism, but more specifically with recent historical sociological approaches and the postcolonial studies. Another argument of the article is that the anarchy/order opposition can not totally be eradicated unless the social relations sustaining them can be altered.

Beginning with the epistemological principle, International Relations (IR) critiques “world politics”, we look at the discipline of International Political Economy (IPE) within IR, considering to what extent IPE re-thinks key IR divides. What does IPE mean when the military-industrial complex is a site of power for the accumulation of resources and knowledge production? Can we critically theorize without understanding the international, the military, or the industrial as contested categories? In the post-Cold War era the changing international system, primordial hate and violence motivated by ethnic and religious conflicts, transnationally operating non-state actors, relativization of the state, and rising democratic and liberal values have prompted an ongoing debate on the nature of war. Those commentators who argue that the “new” wars have fundamentally changed the nature of war are of the opinion that the theory of war by Carl von Clausewitz has lost its analytical relevance as a conceptual framework for understanding and explaining war in the twenty-first century. The major contention of this article is the following: In some respects, “new” wars are different from the “old” (conventional) ones. The depth of this difference, however, falls short in changing the nature of war. The conceptual framework of Clausewitz, therefore, remains relevant to a great extent. Clausewitzian interpretation of contemporary wars would be useful to reevaluate political and strategic alternatives that are developed to control and terminate them.

Th is article seeks to explain two related theoretical questions by looking at the treatment of two related practices of war, pillage and rape, by international law: How does change, particularly legalized regime change, happen in international relations and what is the role of “gender” as a category in this process of change? The argument here is that three conditions are necessary for the emergence of a legalized prohibition regime: Firstly, states must believe that they can comply with the prohibition because non-compliance is costly. Secondly, a normative context conducive to the idea that the particular practice is abnormal/undesirable is necessary. Thirdly, actors actively propagating these ideas to promote the creation of a particular regime should exist. The 100-year temporal difference between the emergence of the regimes against pillage and rape reveals the role of gender in this process.

This article examines the main assumptions of neo-realism and neo-liberalism from the perspective of a critical realist philosophy of science. Although neo-realist and neo-liberal theories of inter- national relations (IR) disagree on some issues, they do have a common ontological understanding of “the international” based heavily on the principle of anarchy. The centrality of and emphasis on anarchy, in turn, creates a monolithic, unhistorical and asocial idea of the international. This article argues that a critical realist philosophy of science, as proposed by Roy Bhaskar, provides a good framework to pursue the ontological interrogation required to deconstruct the anarchy centered idea of the international assumed by rationalist/positivist theories. Critical realism allows us to identify the crucial error that the rationalist/positivist tradition commits: which is to fall into the trap of ‘epistemic fallacy’, where ontological questions concerning the nature of being are posed and answered in epistemological terms. Critical realism not only provides a tool to investigate the ontological assumptions of mainstream IR theories but also to propose a differentiated and stratified ontology that can open the door to the mutual recognition of alternative perspectives.

This article compares the perceptive approach of neoclassical realist security understanding with the discursive constructivist methodology of the Copenhagen School in analyzing the emergence of security threats. It departs from the assumption that these theories divergent in their perspectives on the content of security threats as well as security actors are comparable since they reveal methodological commonalities. The main emphasis of this article is that while partly adopting the perceptive subjectivity of neoclassical realism, the Copenhagen School has further developed an alternative model of discursive intersubjectivity in analyzing security threats. In this context, it will first cover the discussions on the content of security threats in Security Studies literature. It will then compare the assumptions of various realist understandings of security on the content and emergence of security threats, with a particular focus on the perceptive perspective of neoclassical realism. Finally, it will study the threat approach of the Copenhagen School through its securitization theory with insights from the speech-act theory, political theory and discourse analysis, in comparison with neoclassical realism.

Abstract:
In the last few decades, globalization has led to the emergence of complex international problems and new methods of cooperation to deal with them such as Transnational Regulatory Networks (TRNs). In this article I argue that dominant rationalist theories of International Relations such as neorealism and neoliberal institutionalism have difficulty accounting for the emergence of TRNS and their effects on state behavior. Thus, there is an increasing need to rethink our concepts and theories of international cooperation with the spread of TRNs. 6 e article explores this argument by focusing on cooperation on competition policy in the International Competition Network.

Abstract:
The effectiveness of international environmental regimes is a subject that is becoming more and more important within the International Relations discipline. While one of the reasons of that is the increasing interest of the international community in environmental issues, the other reason is that the environmental issues have turned into a problem that has a direct impact on the relations among the states. However, there is no consensus on approaches about the assessment of the effectiveness of the environmental regimes. This study aims to consider the different approaches and views that are important in terms of the assessment of the effectiveness of environmental regimes. In this framework, the approaches related to regime effectiveness are assessed, and the outlines of theoretical and methodological framework that can be used in the analysis of regime effectiveness are tried to be defined.

Abstract:
Due to industrialization, immigration and socio-economical effects cities and their problems are getting developed and they have gained new contents as a natural result of parallel improvement with globalization and localization. With localization, solution suggestions have revived on living problems in cities through urban and urban life perspectives taking part of the focused subjects in the first stage about local values for cities. In this course, it is aimed that city residents will reflect their living styles in harmonious with the city requirements. The facts for responsibility, state of belonging and willingness are basic elements for citizen within the frame of citizen consciousness. Furthermore, there are some city responsibility areas such as the active participation of local people for the management in democratic values, fair benefiting from the city opportunities, living peacefully and security in the city, finding chances to develop themselves and asking for qualified services from the city management etc. Important rolls are given for city management as well as citizens in the area for providing enlargement of the city within the sustainable development, keeping the city opportunities, ownership of citizens for cities, transformation of city to safe places and so on.
