An interstate war in Europe presents new security challenges for humanitarians. Along the 960km Ukraine-Russia frontline, humanitarian infrastructure has been hit by shelling, missiles and drone strikes, and aid delivery disrupted by electronic warfare. Supporting specialised training and removing outdated bureaucratic burdens are some of the ways in which donors and policymakers can help humanitarian organisations adapt to this new context.

Abstract:
Some Western pundits see the ongoing policy push from the European Union to de-risk supply chain dependencies on China as a threat to gains from decades of economic globalisation. Others regard Chinese industrial strengths in green technologies as unbreakable and see attempts to diversify the EU’s reliance as setting back global efforts to fight climate change. Yet, diversifying sources of critical minerals away from China and other large suppliers is a necessity in today’s volatile geopolitical climate. As well as actively pursuing new partnerships overseas to lower large dependencies on single sources, EU member states should fully harness new regulatory tools, such as the Critical Raw Materials Act, to diversify sources of critical minerals and exploit the Net-Zero Industry Act to support the production of green technologies and leverage European resources, capabilities and know-how. Contrary to conventional thinking, Europe is not starting from scratch when it comes to developing strategic supply chains in green, digital and defence technologies. Over time, there is ample potential for de-risking critical minerals to have a positive impact on the EU’s supply chain resilience and its contribution to lowering global emissions.

Abstract:
A few years ago Africa’s Sahel region sat at the top of the EU’s foreign policy and security agenda. European member states were mobilising significant resources to address the security challenges of the region. This changed overnight on the 24th of February 2022 when Putin’s Russia invaded Ukraine and resurrected the spectre of conventional war on the European continent. From that day all Europe’s focus was directed to the Eastern threat, and European presence in the Sahel has since been scaled down. The Russian war in Ukraine is not the only reason why Europe is scaling down ambitions in the Sahel. Indeed, growing anti-Western sentiment amongst Sahelian governments and populations, and increasing resistance to European, and not least French, interference have made it challenging for European countries to stay engaged in the region. The Ukraine War and the European re-focus eastwards is symptomatic of the changing global order, which tells a broader story of European–African relations in crisis. The world is changing – and European governments are struggling to decide how to position themselves within it. In the short term Europe emerges as the primary loser due to its limited readiness to navigate this evolving landscape.

Since July 30, 2024, several British cities and towns have been gripped by a wave of far-right violence described as the worst since World War II. This outbreak followed the killing of three girls in a knife attack at a children's party in Southport, northwest Britain. The violence involved a series of criminal and inflammatory actions in what appear to be coordinated efforts to thwart immigration and intimidate minorities in Britain. This reflects the British far-right's ability to utilize and even evolve its traditional tools to adapt to the current context and available resources.

Russia's full-scale invasion of Ukraine has shaken the world order and has seriously disrupted international peace and security. The geopolitical impact, the causes of the war and the reasons invoked to justify the armed aggression have been widely discussed. Among the many facets of the war, there is one issue that requires special attention, since it constitutes, without a doubt, one of its most serious consequences: the death of hundreds of children and the abduction of thousands of them, in flagrant violation of humanitarian law. We aim to analyze the circumstances and consequences of these actions, which may constitute a war crime, and to evaluate their impact in the medium and the long term.

Abstract:
In two separate speeches—one at the Sorbonne University in April and the other during his visit to Germany at the end of May—French President Emmanuel Macron said that Europe is “fighting to the death” (Macron 2024). Indeed, Europeans who are caught between Xi Jinping’s China, Vladimir Putin’s Russia, and the future possibility of Donald Trump’s USA, are the ones who most need unity at this point, but it is precisely because of this sense of insecurity that European unity is eroding. Macron’s last visit to Germany (Scally 2024) showed that Franco-German relations were only a facade manifestation of friendship and solidarity, and that the French and German governments are no longer able to independently decide on the geopolitical direction of Europe. Moreover, even if they can agree on a specific agenda, it is unlikely that it will be shared by the rest of the European Union. The solution to this dilemma is to strengthen the Franco-German union and add Poland as a third member. This makes sense, given that Russia’s invasion of Ukraine reduced the differences in the three states’ perceptions of European security, and renewed the Weimar format for collaboration in the interest of peace and security in Europe. In our article, we will try to briefly answer the following questions: 1. What is the Weimar Triangle? 2. What political factors led to its activation? and 3. What changes might it undergo in the future?

This Clingendael report analyses the so-called ‘EU enlargement paradox’, which refers to the notion that EU enlargement is both inevitable and impossible at the same time. It is inevitable for geostrategic reasons, given Putin’s Russian imperial revisionism. But at the same time, EU enlargement is impossible for political institutional reasons. At the moment, neither the eligible candidate countries, nor the EU at large, nor the electorates in key EU Member States are ‘enlargement fit’. How could the Dutch government deal with this paradox? This paper aims to set the scene for the forthcoming debate in the Netherlands on the future of EU enlargement. To serve as a basis for risk analysis, it provides a systematic overview of various trade-offs on five policy domains: 1) geopolitics, security and defence; 2) rule of law and democracy; 3) economy and budget; 4) migration and free movement of persons; and 5) EU institutional structure. The report draws on findings from the latest Clingendael Barometer survey, which analysed Dutch public opinion towards enlargement along these dimensions.

Abstract:
UN bureaucratic inertia, weak leadership, Stockholm syndrome and a laissez-faire attitude by donors have allowed structural problems with humanitarian aid delivery in Syria to persist for too long. These problems include regime capture of aid, dependency on Damascus to deliver aid cross-border and, more recently, too much focus on lifesaving aid. The coming humanitarian funding crunch demands that these problems are finally addressed at pain of a rapid increase in the misery of millions of Syrians. This will have consequences both in terms of local predation and international migration. The Aid Fund for Northern Syria (AFNS) could be the vehicle to break existing molds due to its more diverse governance structure, independence of both Damascus and the UN, greater focus on Early Recovery and an innovative, if emergent, localisation strategy. As a bonus, it can support a pragmatic conflict management strategy for northern Syria based on the ‘safe, calm and neutral environment’ concept of the 2012 Geneva Communiqué and UNSCR 2254. Donors should consider the practical actions proposed in this brief to put their money where their mouths are.

163. How Dutch farmers’ protests evolved into political mobilisation

The early signs of the now omnipresent polarisation between farmers’ interests and environmental goals began to appear in the Netherlands in 2019. That year saw both the launch of the European Green Deal as the EU’s overarching growth strategy and the establishment of a political party representing farmers’ interests in the Netherlands, the Farmer-Citizen Movement (BBB). Five years later, the Green Deal has lost its appeal and the BBB is likely to enter government, although electorally the party seems past its peak. Farmers are now protesting across Europe and many oppose, in particular, EU environmental policies they consider overly bureaucratic and damaging to their business. The European Christian democrats (EPP) have clearly repositioned themselves as representatives of agricultural interests. They are keen to keep the rural vote, which is also sensitive to other more conservative and right-wing issues. In the Netherlands, this became clear in the most recent general elections where populist parties managed to attract a large part of the (rural) vote and where Geert Wilders’ anti-migration Freedom Party (PVV) became the biggest with about 25%. In this policy brief, we will zoom in on the events that shaped the rise of the BBB and led to the current political situation in the Netherlands. On that basis, this policy brief looks at how the Dutch case could be a prologue for the forthcoming European Parliament elections.

164. Freedom isn’t Free: A cost-benefit analysis of support for Ukraine

More than ten years after the Russian annexation of Crimea and two years after the large-scale invasion, Ukraine is still holding its own against Russia. This is not only due to the courage and efforts of the Ukrainians themselves, but also thanks to the extensive military, economic, and financial support packages from Europe and the US. For 2024, the government had allocated three billion euros for military support to Ukraine in the fight against Russian aggression and also pledged an additional three billion for 2025. Following the UK, France, and Germany, the Netherlands has entered into a ten-year security cooperation agreement with Ukraine to ensure long-term support. The recently released AIV briefing note and a recent parliamentary letter also advocate for sustained support. However, this Western support is no longer a certainty or uncontested. Particularly in the US, but also in some European NATO countries, calls to halt support to Ukraine are slowly gaining more traction. The American support package of sixty billion dollars was stuck in the House of Representatives for months, causing significant difficulties for the Ukrainian armed forces. President Biden has scaled back his rhetoric from “as long as it takes” to “as long as we can”. New commitments for new aid to Ukraine stalled at the end of 2023 (with a nearly ninety percent drop), while promised ammunition quantities fell far short. A warning from French President Macron that a Western military intervention should not be ruled out received little support from his foreign counterparts. Although the issue of Western ‘boots on the ground’ also requires further attention, it is not addressed within this memo, and ‘support’ encompasses both economic and material assistance, but without the deployment of Western troops in Ukraine. Following Putin’s ‘election victory’ in March, the Kremlin escalated its war rhetoric. Government officials are now openly discussing ‘war,’ whereas previously, using that word could land one in prison. This fits into the rhetoric where NATO, rather than Ukraine, is portrayed as the aggressor. Additionally, the Russian Ministry of Defence announced the formation of two new combined arms Army Corps and accelerated the recruitment of new military personnel. Meanwhile, the Russian war industry is gearing up, producing large quantities of ammunition and equipment for the Russian war effort. The extensive import of artillery ammunition from North Korea and drones from Iran, among other capabilities, further complements Russian stocks. The consequences on the battlefield are already noticeable, as seen in the loss of the city of Avdiivka in February, and developments along the front since. Meanwhile, pressure on Ukrainian troops at the front is mounting. In an interview at the end of March, President Zelensky stated that Ukraine will have to cede more land if Western material support continues to be lacking. The renewed Northern front after the second Russian Kharkiv offensive is likely to further stretch Ukrainian defences and resilience in the near future. Despite overwhelming support in the Dutch parliament for continued support for Ukraine, there are nonetheless questions about the duration and scope of future assistance. The question regarding the costs and benefits of providing political, economic, and military support by the Dutch government is extremely relevant in this context. This constitutes more than a simple calculation where profit or loss is expressed in Euros. It also involves security risks and geopolitical and moral costs and benefits that cannot always be quantified in one-dimensional figures. It is therefore essential to adopt a broader understanding of costs and benefits, reasoned from the perspective of Dutch national security interests and the impact of international support on the outcomes of the conflict. An important consideration here is the extent to which support for Ukraine contributes to a military victory, a military loss, or a protracted conflict.

165. Can Europe and India deepen ties through critical raw materials cooperation?

Abstract:
Europe and India are rapidly embarking on a clean energy transition with the share of renewables skyrocketing in their respective energy mixes. This heightens concerns about dependence on critical raw materials (CRMs), such as cobalt, nickel and graphite, that are needed for renewable energy technologies, and whose supply chains are largely dominated by singular exporters such as China. It is not the case that Europe and India lack reserves of, for instance, lithium, but there are barriers to extracting them, and even if new mining activities are undertaken, it will take time. This policy brief reviews how the two parties are juggling with their dependence on China-dominated CRM dependent value chains. Both realise that derisking, diversification and/or decoupling cannot be easily and quickly achieved. While the EU is nervous about being drawn into a wider regional conflict between the United States and China, India’s attempts to deal with the China threat has drawn it into various issue-based strategic partnerships. It makes sense for the two blocs to reframe the discussion on de-risking and instead cooperate on joint investments into Research & Development into alternatives to some CRMs, developing competitive supply chains for new materials and cooperating on the re-use and recycling of existing materials.

166. NATO Summits: Looking ahead from Washington to The Hague

The July 2024 NATO Summit in Washington DC confirmed that the Alliance is ‘back to the future’. Upon its 75th anniversary NATO took important decisions to further strengthen its political-military power in response to a variety of security challenges, in particular to the threat posed by Russia. Increased defence spending is starting to deliver results in improving the military capabilities of European Allies. NATO’s partnerships with the EU and with countries in the Pacific have been reinforced. Yet, dark clouds are hanging above the Alliance on its way from Washington to its next Summit in The Hague (June 2025). First and foremost, the US presidential elections on 5 November cast a shadow over the transatlantic cooperation, or even worse, may result in a category 5 hurricane for NATO if Donald Trump re-enters the White House. American military support for Ukraine could stop completely, increasing the pressure on European Allies to do more, or to end their ‘whatever it takes’ rhetoric. To ensure the US contribution to NATO, European Allies will need to step up their defence efforts, even under Democratic President Kamala Harris. The American focus on the Indo-Pacific/China is raising questions about the European role and contribution to the Alliance as well as to the Asia-Pacific region. This policy brief will address these major issues for the Alliance on the road from Washington to The Hague.

Abstract:
European seaports and related logistics are a key part of international trade and logistics. In recent years, foreign involvement by third countries has gained greater significance in this sector, especially where China is concerned. The recent calls for a European port strategy in the European Parliament underline this. Individual Member States and the EU as a whole can actively influence future scenarios by managing the degree of foreign involvement in European seaports and logistics, with special attention for China’s influence. However, a lack of EU cooperation concerning foreign involvement negatively impacts the EU’s strategic autonomy. This limits control over future scenarios. The aim of this report is therefore to conceptualise an EU-wide policy framework for strengthening strategic autonomy in the domain of seaports and related logistics sector systems. China serves as a case study.

By invading Ukraine in February 2022 Russia has thrown the European security order into the waste bin. In essence, the Western reaction has been ‘we will not fight, but we will support Ukraine in its war effort’. Western countries have delivered a wide variety of weapon systems. Although this support has been vital for Ukraine’s defence, it has resulted in minimum levels of American and European arms and ammunition stocks. As a consequence, the burning question is how to ramp up the defence industrial production, in particular as the armed confrontation in Ukraine has developed into a war of attrition. The EU has launched several initiatives to support member states in procuring replacement equipment and ammunition to be delivered to Ukraine. At the same time, European countries have to strengthen their own defence capabilities in order to increase their share of the burden of NATO’s collective defence, while also realising more European autonomy. In the EU, there is broad political support for the strengthening of the European Defence Industrial and Technological Base, not only for economic reasons but as a necessary precondition for Europe’s security. However, despite this urgent call, industrial production is lagging behind, endangering both Ukraine’s war effort and the strengthening of European security and defence. This policy brief assesses how the EU is responding to the urgent challenge of adapting its defence industry to the requirements resulting from the new security environment. The central question is what should be done in order to change gear for increasing the production of ammunition and weapon systems. After assessing the consequences of the changed security situation for European capability needs, the author addresses the steps so far taken by the EU and the challenges lying ahead as the war will continue in 2024 and perhaps even beyond. The final section presents ten concrete action lines to overcome the obstacles for ramping and speeding up European defence industrial production.

169. Towards an EU geopolitical approach on transformative terms in the Western Balkans

This policy brief assesses the EU response after Russia’s invasion of Ukraine in Serbia, Montenegro and Bosnia and Herzegovina, asking how the EU can pursue a geopolitical EU enlargement approach while maintaining its transformative objectives. The brief first provides a concise assessment of the instruments that the EU employs to strengthen democratic resilience and to counter Russian influence in the three countries. We argue that the EU has a comprehensive and effective range of instruments available, even if Russia has maintained its ability to project especially ‘soft’ power. However, when looking at the overall EU political approach towards these countries, we observe negative effects of the manner in which geopolitical imperatives for enhanced engagement are currently converted into strategy and discourse. More specifically, an insufficiently overarching firm and confident EU political approach towards the Western Balkans undermines the transformative potential of the EU’s impressive toolbox for the region. The brief concludes that by becoming more confident and upfront, sticking to its values and making use of negative conditionality besides offering positive incentives, the EU can pursue a more effective geopolitical approach on transformative terms towards the Western Balkans.

Against the backdrop of geopolitical tensions, the growing demand for technologies that will accelerate the green transition exposes European countries to risks. Most attention is devoted to strategic dependencies on China for critical raw materials (CRM) and components that are necessary for such technologies. However, the data-driven digital elements and applications used, for instance, to optimise energy use are also relevant, as they intensify cybersecurity and data privacy-related concerns. To de-risk Europe’s strategic dependencies in this field, adopting a balanced approach between ‘promoting’, ‘protecting’ and ‘partnering’ is essential. This Clingendael Policy Brief focuses on the ‘promote’ angle by exploring the role of the Dutch government and private sector in fostering the Dutch digital green-tech industry. With its track record in innovation within the EU, the Netherlands is well placed to boost the commercialisation of digital green technologies through procurement. The environmental, economic and security implications of climate change are unmistakably evident in both the ASEAN and the EU. As building climate resilience is an area where the EU has a solid track record and international outreach, this creates an avenue for closer cooperation with ASEAN. Water management and disaster governance are two promising areas within the field of climate adaptation. This policy brief argues for closer EU-ASEAN cooperation on climate adaptation, emphasising the need for robust institutions, better access to information and improved water infrastructures to increase resilience. To achieve these objectives, currently successful bilateral initiatives could be elevated into broader regional collaboration and the EU could encourage investments in water infrastructures and disaster risk information technologies. Furthermore, the EU could support the creation of regulatory frameworks for improved water management and institutional alignment by providing financial support and technical advice. In the context of US-China rivalry, a strengthened strategic partnership could also serve as a counterbalance to current regional geopolitics.

In February 2020 – the eve of the COVID-19 pandemic – the Project on Middle East Political Science held a preliminary meeting at Columbia University in New York to explore the origins of the Africa-Middle East divides that treat North Africa as part of the Middle East and neglect states such as Sudan and Mauritania. Columbia was an appropriate place to begin such a dialogue. Two decades ago, when two of us (Aidi and Mampilly) were graduate students at Columbia, the Institute of African Studies was in serious crisis. The Ugandan political theorist Mahmood Mamdani arrived and launched an initiative to decolonize the study of Africa to counter Hegel’s partition of Africa by transcending the Saharan and red Sea divides, and by underscoring Africa’s links to Arabia, Asia and the New World. To that end, we co-organized a second conference on racial formations in Africa and the Middle East looking at race-making across these two regions comparatively, including the border zones often left out of both African and Middle Eastern Studies: the Sudans, Amazigh-speaking areas in the Sahel, Arabic speaking areas on the Swahili coast and Zanzibar. This workshop represents the third in our series of transregional studies across the Africa-Middle East divide.

This special issue of POMEPS Studies offers a platform for scholars to think through what feels like a moment of rupture for the Middle East, for Middle East Studies, and for long-standing assumptions about the region’s politics. This POMEPS collection originated as an open call for papers for scholars affected by or invested in these urgent issues, in an initial effort to give a platform and a voice to those in our network who have grappled with these trends. We kept the call intentionally broad, asking potential authors to reflect on the effects of October 7 and the Gaza War on politics or scholarship. As it turned out, most of the contributors wanted to talk about academic freedoms and the conditions of public discourse in their countries – perhaps because of how profoundly they felt this crisis, perhaps because of the availability of other platforms to discuss the war itself. The issues confronting our field have never been more urgent and the need for academic networks and institutions to rise up to defend it has never been greater.

The energy-renewables ecosystem (ERES) plays a particularly important role in the green transition. This paper analyses its relevance in EU member states and the competitiveness for the EU27 as a whole vis-à-vis other global players and identifies structural dependencies and vulnerabilities. It does so by drawing on the Joint Research Centre’s FIGARO dataset and detailed trade data, and by developing a novel approach that adapts input-output indicators to the analysis of industrial ecosystems. A number of key findings emerge from our analysis. First, the ERES is particularly relevant in new member states, Austria and Germany. At the global level, the EU27 is the second most important exporter after China. Second, in 2020 the EU ecosystem was dependent on imports of coal and lignite from Russia, as well as on a variety of other products from China (including medium- and high-tech electronic products). Third, analysis on the basis of detailed trade data indicates that a few products in the ERES supply chain are delivered by only a handful of countries, which could indicate some vulnerability. Most of the partner countries supply some products that may be characterised as ‘risky’, but China is a main source of such products.

Abstract:
This paper investigates the sectoral and export structures as well as the product spaces of 11 economies in Central, East and Southeast Europe (CESEE). We first employ an analysis based on revealed comparative advantages (RCAs) to identify promising sectors for future growth and then combine this analysis with a product space approach to detect related and complex products that could help these economies diversify and upgrade. The RCA analysis shows that the CESEE countries still hold a comparative advantage in manufacturing, although a slightly negative trend emerged between 2013 and 2020. Meanwhile, some services – particularly computer programming, consultancy and information service activities – have emerged as the most successful sectors to date. The product space analysis indicates that for the majority of the CESEE economies, it is possible to identify relatively complex products that could be easily targeted to spur upgrading. We also find that while we run the analysis separately for each of the 11 CESEE countries, the identified opportunities are often the same. While this is intuitively explained by the similar specialisations of these 11 countries, from a policy perspective this finding implies that each country has to deploy a battery of indicators to identify profitable and realistic niches within these broadly defined product categories.

This report revisits the growth and convergence performance of the 11 EU member states in Central, East and Southeast Europe (EU-CEE11) over the past few decades, examining the underlying drivers, structural changes and the outlook. The review aims to assess the sustainability of the current economic model and identify areas for economic policy to focus on boosting growth. The findings show that convergence has significantly slowed since the global financial crisis, with value added growth declining in virtually all industries. This slowdown is attributed to structural rather than cyclical factors, with total factor productivity (TFP) being the main driver as well as the primary culprit behind the deceleration. Since medium-term growth projections for the region are not optimistic, the EU-CEE11 countries must make substantial efforts to improve their economic models. Key areas to focus on include energy, underutilised labour and improving human capital. While still very competitive, the manufacturing sector needs to move towards higher value added activities.

In recent decades, the development of novel technologies has intensified due to globalisation, prompting countries to enhance competitiveness through innovation. These technologies have significantly improved global welfare, particularly in sectors like healthcare, where they have facilitated tasks and boosted productivity, for example playing a crucial role in combating the COVID-19 pandemic. However, certain technologies, such as robots, can negatively impact employment by replacing workers and tasks. Additionally, the emergence of artificial intelligence as digital assets not only replaces specific tasks but also introduces complexities that may displace employees who are unable to adapt. While the existing literature extensively explores the heterogeneous effects of these technologies on labour markets, studies of their impact on migrant workers remain scarce. This paper presents pioneering evidence on the effects of various novel technologies on migrant employment in the European Union. The analysis covers 18 EU member states from 2005 to 2019 focusing on the impact of novel innovations, robot adoption, three types of digital assets, and total factor productivity, on migrant employment. The key findings reveal that innovations measured by the number of granted patents increase both the number and proportion of migrant workers relative to the overall workforce. While robots do replace jobs, their impact on native workers surpasses that of migrant workers, resulting in a higher share of migrant workers following robot adoption. Total factor productivity positively influences migrant workers, while the effects of digital assets are heterogeneous. Moreover, the impacts of these technologies on migrant workers vary significantly across different occupation types and educational levels.

184. Working from Home and Mental Well-being in the EU at Different Stages of the COVID-19 Pandemic: A Gendered Look at Key Mediators

This paper analyses the relationship between working from home (WFH) and mental well-being at different stages during the first two critical years of the COVID-19 pandemic, when governments repeatedly imposed lockdowns and enacted WFH mandates to contain the spread of the virus. Using data from a representative survey conducted at four different time periods in 2020 (first lockdown, subsequent gradual reopening), 2021 (further lockdown) and 2022 (restrictions widely lifted) in the 27 EU member states, it examines the potentially changing role of several mediators over time, such as work-family conflict, family-work conflict, stability, resilience, isolation, the importance of different support networks, workload, physical risk of contracting COVID-19 at work, and housing conditions. For the first lockdown, it also differentiates by previous WFH experience, in terms of WFH novices and experienced WFH workers. It differentiates by gender, in order to take the potential gendered nature and effect of COVID-19 measures into account. The results show that while there was no direct relationship between WFH and mental well-being, there are several important mediators whose relevance was specific not only to certain stages of the pandemic, but also to previous experience with WFH and gender. Stability is the only mediator that was relevant over the entire two-year pandemic period. Work-family conflict and family-work conflict were only relevant during the first lockdown, while resilience and isolation mattered especially when most of the EU economies had lifted most of their restrictions. Unlike established WFH workers, WFH novices had an advantage during the first lockdown, benefiting from lower family-work conflict and more helpful networks of family and friends. Moreover, our results differ by gender: for females who undertook WFH, important mediators were work-family conflict and family-work conflict. Both were related to adjustments they had to make in work and non-work hours in response to the enforced closure of schools and childcare facilities during the lockdowns, especially during the first. For males who undertook WFH, especially WFH novices, support from networks of family and friends was an important mediator.

This paper analyses deviations from full employment in EU countries, compared with the US and the UK. We apply the Beveridge (full-employment-consistent) rate of unemployment (BECRU), derived from the unemployment-vacancies relationship. The BECRU is the level of unemployment that minimises the non-productive use of labour. Based on a novel dataset for the period 1970-2022, we find full employment episodes in selected EU countries (Germany, Sweden, Austria, Finland) during the 1970s. The European unemployment problem emerged in the 1980s and 1990s, as Beveridgean full employment gaps increased. In the run-up to the global financial crisis, full employment gaps declined, then increased during the Great Recession. Slack in labour markets increased initially during the pandemic. Labour markets became tighter when recovering from the COVID-19 crisis, but few countries hit full employment. Panel regressions highlight that hysteresis, labour market institutions, structural factors, macroeconomic factors and political factors contribute to explaining full employment gaps.

This paper examines the socio-demographic disparities evident in the early labour market response to the COVID-19 pandemic in Austria, relying on the register-based labour market career dataset from the Austrian Micro Data Center (AMDC) for the 2018-2021 period. The analysis focuses on the divergences in out-of-unemployment transitions and medium-term employment stability among those who lost their jobs early in the pandemic in contrast to the group of the longer-term unemployed. We document that individuals affected by job loss during the initial phases of the pandemic did not exhibit enduring scarring effects. Unlike their longer-term unemployed counterparts, they did not demonstrate persistent labour market detachment, prolonged periods of unemployment or a diminished success rate in re-employment. However, certain socio-demographic cohorts – notably, women, parents with two or more young children, and individuals with lower levels of education – faced disproportionate challenges during the pandemic. They were more inclined to transition into precarious employment arrangements and experienced lower levels of employment stability in the months following re-employment.

This paper analyses the determinants of outward migration decisions while focusing on CESEE countries and using data from the OeNB Euro Survey conducted by the Oesterrichische Nationalbank (OeNB), a data source that has yet to be exploited at the individual level. Applying a two-stage Heckman procedure, we identify the determinants of the intention to migrate, including age, gender, ties at home, household characteristics and income. In the second stage, we analyse the characteristics of those who expressed a desire to migrate and investigate the determinants of the choice of the respective destination, distinguishing between EU15, EU-CEE and extra-EU countries. The insights in this paper might help to inform fact-based migration and public policies in addition to laying some groundwork for further research (a) concerning the impact of new technologies and demographic trends on the intentions to migrate as well as (b) establishing a firmer link between the intention to migrate and actual migration.

This paper introduces the Granular Trade and Production Activities (GRANTPA) database, which covers international trade flows for 3,124 products and 247 countries over the period 1995-2019 as well as domestic trade flows and production data for the same number of products and years for a subset of 35 European economies. The original data sources that we employ are Eurostat’s Comext and Prodcom databases. A gravity application delivers a large set of product-level ‘home bias’ estimates, which cannot be obtained without domestic trade flows. The average estimates on the standard gravity variables in our model (e.g., distance) are comparable to those from the related literature. However, our disaggregated estimates are very heterogeneous across products, thus highlighting the importance of our new database.

Abstract:
The concept of full employment is associated with diverse economic, political and social aspects. We provide a survey of theory, empirics and policy issues related to full employment. We make a novel contribution by tying together multi-dimensional aspects of full employment regarding definitions, theoretical perspectives, empirical measurements, policy debates and real-world policy programs. We distinguish: concepts of full employment that provide systematic links to price stability; minimum unemployment and maximum employment approaches; and the unfilled vacancies perspective. Furthermore, we provide and discuss different empirical measures of full employment for selected economies, and we propose a new full employment typology. Based on our survey findings, we argue that conceptualising and measuring full employment is not merely a technical task, but inevitably involves normative judgments. Finally, we discuss avenues for future research.

This paper aims to pursue a deeper understanding of gendered within-couple allocation of time into paid work and housework in heterosexual dual-earner couples. Relying on the second wave of Harmonised European Time Use Survey (HETUS) data for 10 European countries, we estimate spousal relative worktime and housework to analyse within-couple time-use arrangements. The results show that the disparity between a wife’s and a husband’s workhours is gradually narrowing, yet housework remains firmly gendered even in couples in which the wife works more hours than the husband. We document strong inertia in the wife’s share of housework. Although it decreases as her labour market commitment increases, the decline is slow. In addition, even if it is approaching a gender-equal split, the within-couple division of housework barely passes the point at which the husband’s contribution to housework surpasses that of his wife. These results suggest that gendered time division aligns broadly with traditional theories of the household, yet the role of the ‘doing-gender’ hypothesis is non-negligible.

Abstract:
This paper analyses (age-adjusted) employment rates by gender and education. We find that male female gender gaps and high-low education gaps in employment vary markedly across European Union (EU) countries and regions, with larger gaps existing in Eastern and Southern Europe than in Nordic and Continental EU countries. We estimate that closing existing education gaps in employment between high and lower education levels would raise the employment rate in the EU for the year 2022 by 10.6 percentage points, whereas closing the gender gaps between men and women would lead to an increase of 2.5 percentage points. At the same time, closing both the gender and education gaps would raise the EU employment rate from 76% to 89% of the population. Furthermore, we provide new evidence on the cyclical behaviour of employment gaps, finding that gender gaps are procyclical. While female employment rates tend to be more resilient than male employment rates during economic downturns, male employment rates tend to grow at a faster pace than female employment rates during upswings. In contrast, education gaps are more countercyclical, as employment risks are more strongly concentrated where education is low.

Abstract:
This brief takes a deep dive into a newly available tranche of data tracking foreign influence in the U.S. political process. The new data was released in early 2024 following reforms to the Foreign Agents Registration Act (FARA), which made access to all foreign registrants’ political activities and campaign contributions publicly available. The brief unearths a complex web of foreign influence in the United States — with countries like Saudi Arabia, Ukraine, the Democratic Republic of Congo and Azerbaijan reaping the benefits of massive political influence campaigns. Influence operations today often follow a standard playbook: outside countries use firms based in Washington to lobby active members of Congress in pursuit of various aims — such as receiving U.S. weapons, currying American favor in regional conflicts, and more general reputation laundering. In 2022 and 2023, FARA registrants reported $14.3 million in political contributions and nearly 130,000 political activities. This relationship between lobbyists representing foreign countries and U.S. policymakers in itself is concerning, raising questions of whether politicians are really prioritizing the interests of their constituents, and of all Americans. To make matters worse, authoritarian regimes represent a majority of the most active countries — including Saudi Arabia and the UAE, which placed first and fourth, respectively, among the countries most engaged in political activities under FARA from 2022–23. Greater FARA transparency is certainly a welcome development, but still more can be done to help Americans understand the who, what, and how of the foreign lobbying industry. For one, FARA registrants should be required to report a unique identifier for each office contacted, making it easier to determine lobbyists’ contacts. Greater language specificity in the descriptions of political activities is also needed. In addition, Congress could pass legislation that would introduce civil fines on the underreporting of political activities, although such a step should be accompanied by protections against the abuse of the FARA process.

Abstract:
When Larry Wolff’s book Inventing Eastern Europe was published in 1994, it gave the world a new set of tools for understanding the half of Europe that had recently emerged from behind the Iron Curtain. Most notably, Wolff’s book showed how the conceptual division of the European continent into two distinct civilizations, East and West, although reinforced by the Realpolitik of the Cold War, actually originated in the discourse of philosophes and travelers in the 18th century. Inventing Eastern Europe was revelatory in the mid-1990s, and it has been required reading for serious students of Eastern European history and culture ever since. 194. A Global History of Hungary: Concept, Implementation, Reflection

Abstract:
The recently released volumes of Magyarország globális története (A Global History of Hungary) are the joint product of 159 scholars from a host of disciplines. Together, they explore the history of an East Central European country in a truly global perspective for the first time. The two volumes cover developments from the formation of the Pannonian Plain and the early spread of human settlement and agriculture, through the emergence of world religions and the era of European colonialism and imperialism, all the way to key issues in the multipolar and contested globalization of our days. This narrative arc already suggests why such a global history of Hungary may be urgently needed today: to reinterpret in a substantial and nuanced manner, for our age of manifold interconnections, the place and various roles of Hungary and Hungarians in the history of the world. More specifically, the 203 chapters included in A Global History of Hungary capitalize on four key insights. First, East Central Europe has tended to be a semi-peripheral area in the global scheme of things, and it has thus been much closer to the global average than some of the parts of the world on which much of recent global historiography has focused. East Central European countries have also developed numerous and still underexplored intercontinental connections outside the Western core that should be of special interest in our age of global multipolarity. At the same time, it can be assumed that this diverse area, as a rather peripheral part of Europe in a formerly largely Eurocentric world, has played the role of a “secondary colonialist” for significant parts of modern history – a topic that needs to be researched in detail and critically scrutinized. Moreover, the predominant transnational orientation of this suburb of Europe has shifted repeatedly and sometimes dramatically, creating a complex pattern of legacies – or “continuities in discontinuity” – that can only be properly analysed through a transnational history on the longue durée. In this presentation, co-editor Ferenc Laczó will reflect on the agenda to embed Hungarian history comprehensively in global frameworks. He will discuss the specific ways in which this agenda has been implemented, not least to explain how the contributing authors have taken up and adapted a recent Western European approach to historiography, what challenges this has entailed, and what opportunities such a process of adaptation to East Central Europe offers.

Abstract:
Political communication is inherently intertwined with social dynamics and cannot be considered a separate field of study. Symbolic elements, slogans, and the leadership of political figures have permeated human history, influencing and often determining political action. This study has analyzed the phenomenon of personalization as compelling evidence in the field of contemporary political communication. The analysis is based on a study of Italian cases, aiming to provide an in-depth insight into the strategies adopted by political parties to personalize their leaders’ image and engage voters. In particular, the focus has primarily been on party symbols incorporating the leader’s name. The research was conducted to identify party personalization mechanisms and their impact on public opinion. The result highlighted the role of political communication in asserting the individual as a brand at the expense of the party organization, with significant implications for democracy and political participation.

This study addresses the urgent need to establish a comprehensive compensation mechanism for damages incurred by Ukraine due to Russian aggression. The research analyzes the legal, procedural, and practical aspects of the Enlarged Partial Agreement on the Register of Damage instituted by the Council of Europe. Methodologically, the study employs existing literature, legal documentation, and various scientific methods to understand the dynamics of compensation mechanisms. The study identifies unresolved issues through a comprehensive literature review and proposes solutions. The study underscores the pivotal role of the Ministry of Justice of Ukraine in meticulously documenting damages and proposes specific categories of compensation claims. Overall, the research highlights the significance of international cooperation and legal frameworks in restoring justice and providing accountability for those affected by the conflict.

Abstract:
Local communities play an essential role in developing and organizing their lives for joint betterment. Local self-government, through local democratic mechanisms, involves the community as part of the public policies, showing the sign of the development of the local democracy. This research aims to analyze the communication and collaboration between the local government and local communities in Kosovo, focusing on their role in the development of education and the reduction of deviant behavior, intending to create a better social environment for the community. The research methodology employed for this paper is as follows: library research, qualitative research, and the analysis of the laws in power related to the topic. There will be field research working with two focus groups belonging to the municipality of Prishtina, considering their ethnic component. General results show that communities are still in the development and organization phase, whereas their participation in the process of public policies is still under the average level. Social audits can be mechanisms for development, organizing the community, and involvement in local government policies.

Abstract:
The objective of this paper is to assess the gap between the EU’s commitment to its values and the fairness of its accession process, in particular the Macedonian journey to the EU, which is not only contradictory to the EU’s core values but also contradictory to the principle of equal rights and self-determination. For this purpose, the methodology consists of conducting qualitative analysis based on two bilateral agreements and analyzing the evolution of EU requirements and their implications. The paper argues that rather than enforcing the Copenhagen criteria and making the country’s pre-accession progress contingent on the strengthening of the rule of law, the EU has expended enormous effort in what was essentially a political bilateral dispute between states, with the resolution of the dispute to be replaced as a pre-accession criterion. The paper concludes that the EU should return to its fundamental values and prioritize merit-based criteria in the enlargement process, not a politically based decision.

Abstract:
The article analyzes the process of normalizing relations between Belgrade and Pristina after adopting the Agreement on the Path to Normalization. The analytical framework of neorealism was used to explain that the normalization process was accelerated due to the war crisis in Eastern Europe. The international legal aspects of the agreement were scrutinized, based on the method of content analysis and comparative studies, to argue that the agreement is a legally binding treaty between two sides that respect each other’s international legal personality. The authors concluded that the European Union and the United States attempted to create new momentum in the decade-long and rather unsuccessful process by adopting the Agreement and the Annex on implementation. Thus, these documents were put in the context of relations between Belgrade and Pristina and broader European and regional levels of complex relations. In addition, the analysis concluded that the documents serve as new impulses in normalization as a continuous legal formalization of relations between the two sides based on international legal rules.

Abstract:
This paper explores the political landscape of war-torn Ukraine, focusing on the country’s core domestic problems. The war in Ukraine has led to a significant deterioration of Ukraine’s political landscape. While victory on the battlefield is Ukraine’s utmost priority, escalating internal problems pose additional challenges. With Ukraine having obtained EU candidate status, these problems have moved to a new level on the EU’s membership agenda. The most urgent of these is endemic corruption, which has gained fresh momentum during the war and has put foreign aid at risk. As the costs of the war grow, international pressure on the Ukrainian authorities to show better results increases. Accountability and transparency should become the guiding principles of the reconstruction and recovery processes to maintain Western support and ensure effective postwar reconstruction.
