10201. The Language of Democracy: Vernacular Or Esperanto? A Comparison between the Multiculturalist and Cosmopolitan Perspectives

Abstract:
Will Kymlicka has argued “democratic politics is politics in the vernacular.” Does it imply that democratic politics is impossible in a multilingual community, whether at the local, national, regional or global level? This paper discusses this assumption and maintains that democratic politics should imply the willingness of all players to make an effort to understand each other. Democratic politics imply the willingness to overcome the barriers to mutual understanding, including the linguistic ones. Any time that there is a community of fate, a democrat should search for methods that allow deliberation according to the two key conditions of political equality and participation. If linguistic diversity is an obstacle to equality and participation, some methods should be found to overcome it, as exemplified by the Esperanto metaphor. The paper illustrates the argument with four cases of multi-linguistic political communities: a) a school in California with English-speaking and Spanish-speaking students; b) the city of Byelostok in the second half of the nineteenth century, where four different linguistic communities (Polish, Russian, German and Yiddish) coexisted. This led Markus Zamenhof to invent Esperanto; c) the linguistic problems of the Indian state, and the role played by English – a language unspoken by the majority of the Indian population in 1947 – in developing Indian democracy; and d) the case of the European Parliament, with twenty languages and a wealth of interpreters and translators.

Abstract:
The importance of social trust has become widely accepted in the social sciences. A number of explanations have been put forward for the stark variation in social trust among countries. Among these, participation in voluntary associations received most attention. Yet, there is scant evidence that participation can lead to trust. In this paper, we shall examine a variable that has not gotten the attention we think it deserves in the discussion about the sources of generalized trust, namely equality. We conceptualize equality in two dimensions: one is economic equality and the other is equality of opportunity. The omission of both these dimensions of equality in the social capital literature is peculiar for several reasons. One is that it is obvious that the countries that score highest on social trust also rank highest on economic equality, namely the Nordic countries, the Netherlands, and Canada. Secondly, these are countries that have put a lot of effort in creating equality of opportunity, not least in regard to their policies for public education, labor market opportunities and (more recently) gender equality. The argument for increasing social trust by reducing inequality has largely been ignored in the policy debates about social trust. Social capital research has to a large extent been used by several governments and policy organizations to send a message to people that the bad things in their society are caused by too little volunteering. The policy implication that follows from our research is that the low levels of trust and social capital that plague many countries are caused by too little government action to reduce inequality. However, many countries plagued by low levels of social trust and social capital may be stuck in what is known as a social trap. The logic of such a situation is the following. Social trust will not increase because massive social inequality prevails, but the public policies that could remedy this situation cannot be established precisely because there is a genuine lack of trust. This lack of trust concerns both “other people” and the government institutions that are needed to implement universal policies.

10203. Democratic Contestation, Accountability, and Citizen Satisfaction at the Regional Level

Abstract:
Democratic theory tells us that competition between political parties fosters more responsive government by disciplining elected leaders. Yet party competition may not always attain the levels desirable for holding leaders accountable, notably at the sub-national level. This paper hypothesizes that variations in competition-induced accountability affect regional, or state, government behavior, and that this variation is reflected in citizen satisfaction with regional government performance. The hypothesis is confirmed using survey data from sixty-eight German state election studies. Specifically, a widening of the gap between the two main parties of each state is shown to affect subsequent individual-level satisfaction negatively. This finding presents a conjecture that should be generalizable to other countries with strong sub-national units.

10204. Capital, Labor, and the Prospects of the European Social Model in the East

Abstract:
During the past decade of European economic integration vastly worse standards have emerged in work conditions, industrial relations, and social welfare in Eastern Europe than in the West. Area scholars explain this divide by labor weakness caused by the ideological legacy of communism, and do not problematize the impact of transnational capital. In contrast, this essay argues that the reason why the European social model has not traveled to the East is that its socio-economic foundations, the industrial building blocks of the historical compromise between capital and labor, have not traveled either. In the West, the compromise had been rooted in capital-intensive consumer durables industries, such as car-manufacturing, and their suppliers. These sectors brought together organized and vocal labor with businesses willing to accommodate workers' demands, because for them labor had been less a problem as a cost-factor and more important as factor of demand. However, the main driving force of the eastward expansion of European capital has been the relocation of labor-intensive activities where business relies on sweating masses of workers, whose importance as consumers is marginal, and who are weak in the workplace and the marketplace. With this general conceptualization of how the emerging new European division of labor constrains the social aspects of East European market societies as a background, the essay studies the cases of Hungarian electronics and Slovak car industries in order to better understand how particular features of various leading sectors mediate the general pattern.

It uses the integration of Portugal and Spain into the European Union as an opportunity to draw some lessons that may be applicable to East European countries as they pursue their own processes of integration into the European Union. It examines challenges and opportunities that new member states from central and Eastern Europe will face when trying to integrate in the EU. Finally, the paper analyzes the impact the 2004 enlargement will have on the Iberian countries.

10206. Explaining Labor Quiescence in Post-Communist Europe: Historical Legacies and Comparative Perspective

Abstract:
Studies on the changing labor relations in post-communist countries have flourished in recent years, such that a review and analysis of what has been reported is overdue. Yet, interestingly, these studies have not reached a consensus on what they seek to explain. Indeed, some of the main questions remain under contention. First, is labor in post-communist societies weak, or (in at least some countries) strong? What should the referent be in determining strength or weakness? To the extent labor is weak, what would explain this weakness? If labor's power varies throughout the region, what would explain this variation? There have been a number of answers posed to these questions to date, but not a thorough testing of rival hypotheses. This paper will demonstrate, using a variety of measures, that labor is indeed a weak social and political act or in post-communist societies, especially when compared to labor in western Europe. This general weakness is rather surprising when one examines it against the now considerable economic and political diversity that exists in the post-communist world. The paper will then examine a number of hypotheses that have been proposed to explain labor's weakness, concluding that the institutional legacies of post-communist trade unions, and the ideological legacy of the discourse of class, best explain this overall weakness. However, the concept of legacy is itself found wanting, since it is unable to account for the extent of this weakness or the trends that have occurred in the region over time.

10207. Why European Citizens Will Reject the EU Constitution

This study tests competing hypotheses about popular support for European integration. It introduces anti-immigration sentiments as a key variable for understanding reluctance towards integration. Drawing on survey data, it is found that anti-immigration sentiments, economic considerations, and the evaluation of domestic governments are the strongest predictors of both support for integration and individuals' propensity to vote “Yes” in a referendum on the enlargement of the EU. When extrapolating the findings to future referendums on issues of European integration, it may be predicted that such referendums will result in a “No” outcome under the conditions of high levels of anti-immigration sentiments, pessimistic economic outlooks, and/or unpopularity of a government.

10208. The EMU Macroeconomic Policy Regime and the European Social Model

Abstract:
This paper will be a chapter in Euros and Europeans: Monetary Integration and the European Social Model, Andrew Martin and George Ross, eds., Cambridge University Press, 2004. Over time, the impact of EMU on the European social model (ESM) is likely to depend most fundamentally on its effects on unemployment. If EMU makes possible a significant reduction in unemployment, it poses no threat to the ESM. However, EMU is likely to keep unemployment at high levels. This expectation hinges on two propositions: 1) in order to bring unemployment back down after an extended period of disinflation has kept growth below its potential and unemployment high, a period of economic growth above its long-run potential – a growth spurt – is necessary, and 2), the EMU macroeconomic policy regime, as interpreted and implemented by the ECB, blocks such a growth spurt. The first part of the paper describes the policy regime, arguing that the ECB's implementation of it so far and the bank's rationale for doing so indicate an unwillingness to permit the growth spurt needed to significantly reduce unemployment. Its rationale invokes the orthodox view that monetary policy has no long run effects on growth and employment. This view is challenged by an alternative view, described in the second part. The alternative rests mainly on an empirical analysis of cases in which disinflation was and was not followed by growth spurts during the 1980s and 1990s. Showing that in the long run unemployment was lower without higher inflation where monetary policy permitted growth spurts than where it did not, this analysis suggests that the ECB's orthodoxy is fundamentally flawed and that adherence to it will perpetuate Europe's high unemployment.

Against the background of the ECtHR's recent decision in Appleby v UK (a European “counterpart” to the well-known US Supreme Court decision in Marsh v Alabama) the paper addresses, first, the issue of the influence, often perceived as dilemmatic, of human rights norms and constitutional norms on private law. In a second step, then, the paper discusses the promise—and a possible dilemma—of “comparative constitutionalism” as an engine of a more denationalized “constitutional patriotism”: the dilemma that we trade the “closure” of domestic exceptionalism against the new, systemic “closure” of “too much” judicial comity and professionalism, the closure of a new Juristenrecht.

Abstract:
Despite considerable interest in the means by which policy learning occurs, and in how it is that the framework of policy may be subject to radical change, the “black box” of economic policymaking remains surprisingly murky. This article utilizes Peter Hall's concept of “social learning” to develop a more sophisticated model of policy learning; one in which paradigm failure does not necessarily lead to wholesale paradigm replacement, and in which an administrative battle of ideas may be just as important a determinant of paradigm change as a political struggle. It then applies this model in a survey of UK economic policymaking since the 1930s: examining the shift to “Keynesianism” during the 1930s and 1940s; the substantial revision of this framework in the 1960s; the collapse of the “Keynesian-plus” framework in the 1970s; and the major revisions to the new “neo-liberal” policy framework in the 1980s and 1990s.

10211. “Une Messe est Possible”: The Imbroglio of the Catholic Church in Contemporary Latin Europe

Abstract:
Throughout the contemporary period, the Church-State relationship in the nation-states of France, Italy, Spain and Portugal – which we will refer to as Latin Europe in this paper – has been a lively source of political conflict and societal cleavage, both on epistemological, and ontological grounds. Epistemological, in that the person living in Latin Europe has to decide whether his world view will be religious or secular; ontological, in that his mortality has kept some sense of the Catholic religion close to his heart and soul at the critical moments of his human reality. Secular views tend to define the European during ordinary periods of life, (“métro boulot dodo,”) while religious beliefs surge during the extraordinary times of life (birth, marriage, death,) as well as during the traditional ceremonial times (Christmas, Easter). This paper will approach the question on the role of the Catholic church in contemporary Latin Europe by first proposing three models of church-state relations in the region and their historical development, then looking at the role of the Vatican, followed by an examination of some recent Eurobarometer data on the views of contemporary Catholics in each country, and finishing with an analysis of selected public policy issues in each country. Throughout, it is interested in the dual questions of whether religion still plays an important role in Latin Europe, and whether or not the Catholic church is still able to influence the direction of public policies in the now democratic nation-states of France, Italy, Spain and Portugal.

Abstract:
Democratic legitimacy for the EU is problematic if it is seen as a future nation-state. If instead the EU were seen as a regional state—with shared sovereignty, variable boundaries, composite identity, compound governance, and a fragmented democracy in which the EU level assures governance for and with the people through effective governing and interest consultation, leaving to the national level government by and of the people through political participation and citizen representation—the problems of the democratic deficit diminish for the EU level. But they become even greater for the national level, where the changes to national democratic practices demand better ideas and discourses of legitimization. A further complicating factor results from problems of “institutional fit,” because the EU has had a more disruptive impact on “simple” polities, where governing activity has traditionally been channeled through a single authority, than on more “compound” polities, where it has been more dispersed through multiple authorities.

On January 26, 2004, the topic of the CES-Berlin Dialogues was “The 'New World Order': From Unilateralism to Cosmopolitanism.” It was the second in a series of four meetings organized in Berlin under the heading “Redefining Justice.” The session was intended to examine successful and failed arenas of cooperation between the US and Europe; political misunderstandings and conscious manipulation; and models for future transatlantic relations. The presenters were Jeffrey Herf, Professor of History, University of Maryland, and Prof. Dr. Jürgen Neyer, Professor of International Political Economy, Ludwig-Maximilians-University of Munich, and Heisenberg Fellow of the Deutsche Forschungsgemeinschaft at the Department of Political and Social Sciences of the Freie Universität Berlin. Jeffrey Herf was asked to speak on the basic tenets of U.S. foreign policy in the administration of President George W. Bush, and Jürgen Neyer focused on the European view of international relations and conduct in the period since the invasion of Iraq.

There can be no doubt that the Bush Administration's policies have massively contributed to a hitherto unprecedented deterioration in European-American relations. However, European antipathies towards many things American date back at least to July 5, 1776, if not before. Following a conceptual discussion of anti-Americanism, the paper then turns to an account of these historical dislikes and anchors them particularly among Europe's elites. A discussion of anti-Semitism in relation to anti- Americanism follows in the subsequent section. A summary of an analysis of newspaper articles collected in the decade of the 1990s highlights the widespread nature of anti-American sentiments in Britain, France, Germany, Italy. Lastly, anti-Americanism's functionality as a useful ingredient in Europe's burgeoning state building process concludes the paper.

10215. How Can International Organizations Shape National Welfare States? Evidence from Compliance with EU Directives

Abstract:
How can international organizations shape national welfare states? The answer depends on why national governments comply with international organization mandates. International relations scholarship offers two competing compliance models. Enforcement theories emphasize states' utilitarian calculus and predict that states' policy preferences determine implementation, while managerial theories attribute non-compliance to states' capability limitations and emphasize institutional variables. This paper examines the implementation of EU social policy directives through a new quantitative dataset and qualitative case studies of implementation in Greece and Spain. Three proxies for national social policy preferences – low labor costs, high unemployment and early national social legislation – predict implementation delays. At the same time, factors unrelated to national preferences on particular directives have at least as large an impact on timely implementation. Thus, a national bureaucracy's capacity and the absence of veto players reduce implementation delays. These findings suggest that capabilities influence compliance at least as much as preferences, but through mechanisms different from the ones emphasized in existing work. Although international organizations may not be especially successful in overcoming past policy legacies in favor of future commitments, they can reorient the axes of contestation from left-right to supra-sub national and thus shape national policies.

10216. Allons enfants de *quelle* patrie: Breton Nationalism and the French Impressionist Aesthetic

Abstract:
Since its annexation by France in 1532, preserving Brittany's cultural identity has been dependent upon the fluidity of its political relationship with France. As the French Republic came into existence, laws were enacted to suppress minority languages across the Hexagon in favour of French. After the Revolution of 1789, the only language to be used officially, universally and exclusively in matters of education and civic administration became French, at a time when less than half the territory we recognize as France indeed spoke the language. Repressive, violent retaliatory measures were taken whenever linguistic resurgence arose, and such tactics only fueled the flames of nationalism. It was in 1839, at the height of European Celtomania, that the vibrancy of Brittany's ancient culture gained in both stature and appreciation. This revival had been generated by the publication and enormous international success of La Villemarqué's Barzaz Breiz ("Songs and Ballads of Brittany"), the cornerstone of Brittany's cultural renaissance. When France fell to the Germans in 1870, a wounded Republic felt even more artistically vulnerable to the onslaught of German Romanticism that had beset the nation since Wagner's operatic successes of the 1840s. A "national nationalism" came into the fore as Camille Saint-Saëns founded the Société Nationale de Musique, whose mandate became the "de-Germanization" of French music, and a rediscovery of all that was musically French. France's cultural vulnerability opened a window for Breton literati and musical illuminati towards greater artistic expression. Refusing the wave of nationalism to pass them by, Breton composers began to assert their cultural identity by reviving ancient, modal Church canticles, folk melodies and traditionally Celtic instruments. As the tonal matrices of French post- Romanticism congealed into Impressionism, Breton musical Romanticism and Impressionism also entered the foreground of French musical life. By 1910, l'Association des compositeurs bretons was founded by Les Huit (Louis Aubert, Charles-Augustin Collin, Maurice Duhamel, Paul Ladmirault, Paul Le Flem, Paul Martineau, Joseph-Guy Ropartz, and Louis Vuillemin). Affectionately nicknamed La Cohorte bretonne ("The Invading Breton Troop") by critic René Dumesnil, the Association commissioned and launched Breton and Breton-inspired compositions in the national capital until the outbreak of World War I. After the Great War, Paris' greatest fear for the security of the Republic was the festering autonomist movement in Alsace, just regained after the Armistice. In extenso, Breton autonomist movements also presented a threat, and this led to further, violently repressive measures outlawing the speaking of the Breton language and the holding of Mass in Breton. Fearing that the impetus provided the cultural faction of Le Mouvement breton would wane, and coinciding with Maurice Duhamel's political address to the Bretons at the Congrès breton of 1929, Paul Ladmirault composed his own cultural epistle to Breton artists, L'Exemple des Cinq Russes in 1928. Ladmirault heralded the province's cultural originality and independence and aligned her struggles for recognition with those of the Russian musical nationalists, The Mighty Five (Mili Balakirev, Alexander Borodin, César Cui, Modeste Moussorgsky and Rimsky-Korsakov), a generation earlier. Seeing that this movement had, after a half century, finally earned its rightful place within the musical Pantheon, Breton composers finally found the requisite impetus to develop their own, distinct cultural patrimony.

10217. Party Competition in Post-Communist Europe: The Great Electoral Lottery

Abstract:
This article suggests that the academic emphasis on rational choice and political-sociological approaches to party development has led to a misleading impression of convergence with Western patterns of programmatic competition and growing partisan identification in the Central European party political scene. As an alternative thesis, the author argues that the very character of 'transition' politics in Eastern Europe and the necessarily self-referential nature of the parliamentary game has structured party systems in those countries, and that the differences between the party systems in this region are critically related to experiences under communism (–a political-historical explanation). The paper argues that, in order to cope with a practical lack of public policy options in major areas such as the economy, parties have had little choice but to compete over operating 'styles,' rather than over substantive (ideologically based) programmatic alternatives. The development of parties incumbent in government since 1989 may be compared to the development of catch-all parties in Western Europe in terms of the competitive logic of weakening/avoiding ideological positions in order to embrace a large constituency. However, successful parties in Eastern Europe lack the 'baggage' of an ideological past and the history of mass membership and a class or denominational clientele – their defining characteristic is that they try to appeal to all of the people all of the time.

It was Turkish membership in the European Union that the Viennese social worker quoted in the Guardian was against. As the Commission of the European Union has recently delivered a report that suggests the opening up of EU accession negotiations with Turkey, old fears seem to be awakening on the continent; “Turcophobia”, as the Guardian calls it. The liberal Viennese news weekly Profil the same week described the prospect of Turkish membership as “not so much a risk as a danger” in an editorial titled “The Turks at the Gates of Vienna.” But not only Turks are experiencing a resurrection of animosities that many thought were long since buried. In the aftermath of the attacks on September 11, anti-Arab sentiments surged along with verbal and physical attacks on Muslims in both Europe and the U.S. Perhaps the secretly held view of too many in Europe and the “West” is that of Britain's Robert Kilroy-Silk. According to his column in the Sunday Express on September 25 of this year, Arabs are no more than "suicide bombers, limb-amputators, women repressors". This essay digs deep to find the historical roots of today's images of Turks, Arabs, and Muslims.

The Kosovo crisis gave rise to a domestic political crisis in Russia. The NATO bombings called into question the efficiency of Russian foreign policy, which was against them, challenging the worldview that the government conveyed, thereby reinforcing the communist anti-establishment vision. The present article, by analysing the press conferences given by both the Ministry of Foreign Affairs and the Communist Party, argues that each of the two narratives aimed to construct and impose (or defend) its own worldview and dividing principles of the world. In both narratives, this struggle was backed up using very strong political identity myths—namely Russia's relation to the West and the memory of the Second World War—that are referred to in opposite ways. The Kosovo example allows us to highlight the stakes and themes that work their way into Russian foreign policy discourse and contribute to exploiting foreign policy issues in Russian domestic political debate, and also cast light on the distorting effects caused by this instrumentalization.

Since May 1, 2004, the Ukraine and Belarus have become the European Union's new neighbours. Moldova is bound to follow suit with Romania's entrance, scheduled for 2007. Enlargement of the EU to the East has sparked debates on what relations the EU should have with its new border states that are not slated for membership in the near future. The discussion has led to the design of a European Neighbourhood Policy (ENP) that blends a regional approach based on shared values with a process of differentiation taking into account the specific characteristics of each country involved. Since their independence, the Ukraine, Belarus and Moldova have developed different identity-based strategies that the new ENP hopes to address while avoiding the creation of new divisions. These strategies in fact oppose those who wish to incorporate European values into their country's political model and those who, on the contrary, reject these values. The relationship between identity and politics is all the more crucial for the EU's eastern neighbours since it involves practices with a low level of institutionalization, in the areas of nation-building, the political system as well as foreign policy. A comparative approach confirms the idea that the EU's new neighbours constitute a regional specificity due to their common past as Soviet republics and their geostrategic position. It also points up the differences between these states as they gradually transform into discrete political spaces with nationalized modes of identification and politicization.

This article addresses the sensitive question of Church-State relations in Greece. Recent studies have suggested that the Greek Church's discourse was plainly incompatible with modern conceptions of liberal democracy. Populism and nationalism have been the two theoretical concepts used in relation with the Church. Discourse analysis based on public declarations of Church officials has been the main methodological tool. The Greek identity cards' crisis of the nineties has been its testing ground. Through an analysis of this "crisis" this article intends to show that these methods can offer only very limited perspectives of understanding the process for two main reasons. First, they show little interest for sociological analysis and especially for the internal functioning of the Church. Second, discourses are one outcome of the actors' strategies but have to be deciphered and not taken for granted. Analysts disregard one of the main presuppositions of semantics theory: discourses are produced within a specific socio-historical context and according to certain prefabricated schemes. This dual pattern of production allows for continuity as well as for change. Thus, this article also argues that a Church's conservative discourse may be closely related to the efforts of certain actors within this institution to renovate it. While refuting the "clash of civilizations" thesis, this article finally intends to suggest that the renewed interest for religion in general and orthodoxy in particular due to this thesis should be put to use by researchers in order to acquire new and more comprehensive socio-historical accounts of the Greek Church.

The Ministers of Foreign Affairs of the Euro-Mediterranean Partnership (EMP) held their annual meeting in Naples on December 2-3, 2003. The Naples conference was the sixth in the series of such meetings since the founding conference of the partnership, which took place in Barcelona in November 1995. With an annual budget of €1 billion, the EMP is a process of “multi-bilateral” cooperation in the political and security; economic and financial; and social and cultural areas. It involves the European Union (EU), and Cyprus, Israel, Malta, Turkey, as well as seven Mediterranean Arab countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, and Tunisia) and the Palestinian National Authority. In Naples, the Ministers delivered only general declarations regarding contentious issues such as the situation in Iraq, the Israeli-Palestinian road map, and international terrorism. Predictable and incremental as it was, progress was nevertheless achieved on three main “baskets” of the partnership agenda.

The paper, written for a joint project of the Gulf Research Center in Dubai and the Bertelsmann Foundation, explores whether the lessons from the transformation of Europe from a conflict formation into a security community could be transferred to the Persian Gulf region. It records and analyses the European experience with "security models" actually applied such as balance-ofpower, nuclear deterrence, arms control and confidence-building, democratic peace, regional integration etc. as well as various alternative models such as common security and defensive restructuring of the armed forces. The aim of the working paper is to examine similarities and differences between Danish and British sceptical or negative public attitudes towards the European Union. It looks at problems involved with defining and measuring the phenomenon of popular euroscepticism, before turning to characteristics specific for the case countries. The conclusion drawn from the comparison is that the phenomenon differs significantly even between two countries often associated for a discernible euroscepticism. In conclusion, the contemporary relevance of the study of popular euroscepticism is discussed with reference to the increasing use of referenda as a means to settle political questions in today's EU.

The article seeks to map the emergent discursive field of conservatism in Russian politics in the context of the reshapement of the political space in the Putin presidency. In the course of Putin's first presidential term 'conservatism' became a privileged mode of political selfidentification in the Russian discourse, functioning as the nodal point of the hegemonic project of the Presidency. Yet, in accordance with the Foucauldian understanding of discourse as a system of dispersion, the article demonstrates the way the conservative discourse is internally fractured into two antagonistic strands, identified by their practitioners as liberal and left conservatisms. While the liberal-conservative orientation supports and sustains the depoliticising project of the Putin presidency, which orders and stabilises the effects of the anti-communist revolution, left conservatism functions in the modality of radical opposition to the Putinian hegemony, thereby contributing to the pluralisation of political space in contemporary Russia. In the present Russian political constellation 'conservatism' is therefore less a name for a stable hegemonic configuration than a designator of the field of political struggle over the very identity of postcommunist Russia. The article concludes with a critical discussion of the relation the two strands of Russian conservatism establish to the period of the 1990s as the 'moment of the political' in the Russian postcommunist transformation.

The Southern part of the Mediterranean has been put high on the EU-security agenda after 9/11. The Working paper makes the argument that the EU-politics towards its Arab Mediterranean neighbours are staggering between a status quo oriented politics and a politics of export of democracy. The tension is seen as an expression of two conceptualizations of the Mediterranean and the uneasy combination of four contradicting concepts on the relationship between the Mediterranean and the EU. The first conceptualization is about the Mediterranean as a cultural cradle of great civilizations. The other one is about the Mediterranean as a conflict-ridden zone. These conceptualizations are interlinked in the discourses on how to export security to the South and which kind of security the EU has to promote. The inter-linkage between the two conceptualization of the Mediterranean is furthermore linked up to two oppositional representations of the EU: the EU as an exporter of democracy and the EU as being a model to copy but not an empire-builder. This results in the following dilemmas caused by the oppositional relationship between four concepts: Respect for cultural diversity and export of political shared values. Respect for Arab sovereignty and export of European political values. The opposition between the four concepts is sharpened by Islamic terrorism which underlines the uneasy 'marriage' of the four concepts.

In 2003, the Global Development Finance Annual Report took formal notice of remittances as an important source of external development finance for the first time, listing Morocco as the 4th largest remittance recipient among developing countries. This paper examines the positive and negative results of remittances on Moroccan development, as well as of other migration-driven social changes. It offers a brief historical background to Moroccan migration and examines more closely Moroccan emigration to the EU from the early 1960s. Remittance practices are discussed, as is the issue of return migration. The paper concludes by discussing prospects for general development in the country and summarizing policy options in the field.

This paper investigates the debate leading up to the joint Danish-Greenlandic decision to allow the US to upgrade its radar at Thule Air Base, ensuring its integration in the American missile defense. By analyzing how this debate is structured in the Danish Realm, the paper argues that the contentious history of the Air Base strengthens the moral position of the Greenlanders and provides them with valuable argumentative assets in the debate. This debate, the paper concludes, presents the Greenlanders with a window of opportunity facilitating negotiations with the Danish Government, the effect of which is further Greenlandic independence and increasing Greenlandic influence on security policy.

The Northwestern Federal District of the Russian Federation has been particularly active in asserting itself as a macro-regional political subject, transcending the administrative borders of the subjects of the Russian Federation. This affirmation of the Northwest as a macro-region is also characterised by the explicit location of the Federal District within the international regional context and the linkage of the newly elaborated strategic development plans with EU policies in the region, particularly the Northern Dimension. This strategic policy discourse is grounded in the problematisation of the existing format of EU-Russian cooperation on the regional level as marked by the passivity of Russian regions vis-à-vis EU policies. The district-level strategies proceed, on the contrary, from the need to assume a more active and assertive position towards the EU that would allow to integrate the policies of the Northern Dimension with the domestic reform vision in Russia. The paper seeks to analyse the international dimensions of the strategic discourse of the Northwestern 'macro-region', elucidate the conflict episodes and conflict issues that are articulated in this discourse and address the wider implications of the emergence of the Northwestern Federal District for the EU-Russian regional cooperation in the border regions.

This paper argues that the EU's strategy towards the Southern Mediterranean states has been marked by a simultaneous presence of two conflicting and mutually incompatible security discourses. Each of these discourses entail different conceptualisations of how security is to be achieved, who is the referent object of security, and which type of relationship exists between Self/the EU and Other/the Southern Mediterranean. By mid-January 2003 the American Assistant Defence Minister, Paul Wolfowitz, stated that America would work intensively in order to create a Palestinian State as soon as the War in Iraq was over. In Denmark and other European countries a number of politicians issued similar statements, and peace between the Palestinians and the Israelis became an argument to justify a war against Iraq. Even people who were not convinced by the necessity of war began to argue that something positive would eventually emerge from the war – especially in the case of the Palestine Question. Their argument held that the Americans had to do something constructive in the Middle East. They needed to engage more seriously, and they had to demonstrate to the Arab world that although part of the "war against terror" might be taking place in the Arab world, it was not a war against the Arab world, or against Islam, for that matter. Thus, it was only logical to engage the US in the Middle East, and thereby do the utmost in order to force the Israeli occupation to cease. Despite the huge American problems in "post-war" Iraq the question of Palestine is still very high on the agenda not only in the Middle East, but globally.

A key feature of this phase of globalization is a speedy catalyzation of a heretofore unseen degree of human mobility and cultural interpenetration. Unlike the earlier epochs in the making of the modern world (16th through the early 20th-century), when Europeans were the main groups leaving their homelands to find better lives in other parts of the word, the contemporary era is witness to a dramatic reversal movement. Many in Africa, Central and South America, and Asia have come or are earnestly planning to lift their heels for the “old” West (even to Southern and Eastern Europe) and “neo-Europe” (e.g., the United States, Canada, Australia, and New Zealand). The phenomenal arrival of tens of thousands of Somalis in the United States within the last two decades (first as a trickle and then in larger numbers since the 1990s) is to a great extent part of this trend. It is a happening that is, in one sense, part of an old story, as President Roosevelt correctly asserted, and a continuous aspect in the quintessential making of these United States, marked by the settlement of people from almost every region of the world. As a matter of fact, since the passage of the Immigration Act of 1965 and the Refugee Act of 1980, more than twenty million legal immigrants have entered the U.S. A dramatic demographic consequence of these flows of people, according to the 2000 U.S. Census, is this: At present, those Americans who are foreign-born and their children compose around one-fifth of the American population. If the Somali presence in America is one slice of the latest iteration, the potential for a decent, let alone notable success—in both material and mental terms—depends on how, individually and collectively, they assess the complexities of the new environment and, subsequently, snatch any legitimate turns of chance. To state this point is not to under estimate how difficult circumstances have been, are, or could be. The life histories of others who came before Somalis, including some of European ancestry (e.g., the Irish and southerners from around the Mediterranean),testify to the cruel treatment that might await and the bogushindrances that one must struggle against during the transition.

10240. Between Integration and Resettlement: The Meskhetian Turks

The Meskhetian Turks is a population, which was deported to Central Asia, along with seven other ethnic groups in the Soviet Union during World War II. Whilst other deported people, Chechens, Ingush, Balkars, Karachais and Kalmyks were rehabilitated after Stalin's death and allowed to resettle in their pre-deportation territories, three groups were not permitted to return. These included the Crimean Tatars, who were only to be rehabilitated with the demise of the Soviet Union, and have subsequently returned in significant numbers to Crimea in Ukraine over the past 15 years. Another group, the Volga Germans, originally deported from the Soviet Volga German Republic, have largely emigrated to Germany in the post Soviet Era, and do not have territorial aspirations in the Volga region. Hence, the Meskhetian Turks are the last of the 8 deported peoples, for whom rehabilitation and resettlement remains unresolved.

The restoration of the Baltic states' independence, back in 1991, brought about a number of political and legal challenges. The presence of large nontitular communities in Estonia and Latvi has proven to be the most pressing of these. Notwithstanding the fact that the European Commission already in 1997 concluded that 'on the whole the rights of the Russian-speaking minorities are observed and safeguarded', the legal status of these living relics of the Soviet period remains controversial. A resolution of the Council of Europe Committee of Ministers, adopted on 13 June 2002, criticised the protection of national minorities in Estonia. In the lead-up to the December 2003 parliamentary elections, the Russian Duma adopted a resolution 'on gross violations of human and minority rights in the Republic of Latvia'. Dmitry Rogozin, chairman of the Parliamentarian Committee on International Relations, announced that Russia should consider the weapon of economic sanctions to put pressure on the Baltic state, which he described as 'a land of hooligans' where 'Nazis have come to power'. Whereas these statements have to be situated within the context of the ongoing election campaign, the remarks of Alvaro Gil-Robles, European Council Commissioner for Human Rights, are to be taken more serious. During his visit to Riga in October 2003, the High Commissioner criticized the lack of citizenship for more than twenty per cent of Latvia's population and recommended the granting of voting rights to non-citizens in municipal elections. Abstract:
Ethnic politics continue to dominate political discourse and institutions in the post-conflict regions of former Yugoslavia (Bosnia-Herzegovina, Kosovo, Macedonia). This has rendered these regions dependent on external intervention and blocked or delayed political and economic development, including the process of integration into European and Euroatlantic structures. Some of the post-conflict arrangements have rightfully come under criticism—both from within and outside the region—as obstacles in the normalization of ethnic relations. While the status quo needs revision and a different approach to institutional design is required, this paper argues against abandoning groupbased institutions altogether. Instead, it argues for a more dynamic and processoriented approach to accommodate ever-changing interethnic relations.

Abstract:
Following the events of 11 September 2001, Poland emerged as one of the United States's key allies, arguably its protégé, in Central and Eastern Europe. The close affinity of interests on security matters between the United States and Poland became particularly apparent in Iraq, where Warsaw proved to be a strong and highly vocal supporter of Washington. However, at the same time, Poland has been progressively drawn into the internal workings of the EU, and as a consequence its perspectives on European security have evolved towards a more 'EU-positive' attitude. This, coupled with disappointment over the war in Iraq, has meant that Poland's Atlanticism is increasingly questioned, with calls for a more pro-European attitude growing. This paper will reflect upon these debates and argue that Poland's Atlanticism is indeed changing. Focusing on the Iraq conflict and perspectives towards the EU's security ambitions, this paper will show that Warsaw has strived to reconcile its Atlanticism with a concomitant engagement in the European Union's CSFP and ESDP. The paper concludes that Poland's Atlanticism is likely to be toned down in the future as Poland becomes more focused on developing its policies in an EU context and in cooperation with individual member states.

Abstract:
Over the last 25 years, the European regional integration process has advanced very quickly on four different fronts. During the 1980s, the Common Market and its associated freedoms (free movement of goods and of persons, the right to establish and freedom to provide services) were completed. The Maastricht Treaty on European Union (TEU) of 1992 added a second dimension, when it set up a monetary union and established a European Central Bank and shared budgetary rules–a development that was eventually confirmed by the introduction of the euro in January 2002. Also in the 1990s, as a result of the creation of the European Union, which was born on 1 November 1993, a third, political dimension was developed. The Union entailed inter alia a leading role for the European Council and the various councils of ministers, some coordination of member states' foreign policies through a CFSP, and the growing importance of the European Parliament, which gradually enlarged its areas of competence.

The effort to universally promote and apply multilateral disarmament and arms control treaties requires public understanding of the contribution of such treaties to international security. All too often specialized knowledge of disarmament, arms control and non-proliferation treaties remains concentrated with the executive and a few specialized departments of the Ministries of Defense or Foreign Affairs: whilst parliamentarians and the public remain largely ignorant about them. However, without either comprehensively informed and committed parliamentary oversight and guidance, or scrutiny by an empowered civil society, arms control and disarmament treaties will neither be sufficiently understood nor successfully implemented.

Abstract:
For over a thousand years, Ukraine\'s national strength and independence has been linked to democratic self-governance. In the Kyiv Rus, popular assemblies called \'vetches\' elected representatives and provided popular input into governmental policy. In the 15th and 16th centuries, Cossack hetman and foremen were elected by the Cossack Radas, which also debated and approved government policies. Beginning in the 14th century and lasting until the early 19th century, many Ukrainian towns and cities – Lviv, Kyiv, Vinnitsa, Zhytomyr, Chernigiv, Glukhov, Lubny, Poltava – flourished under the political and economic self-government provided by Magdeburg Law, which offered liberation from feudal duties, the election of city authorities, and rule of law. This link continues to the present; the modern Ukrainian state was born out of the convergence of movements for national independence and democracy that brought down the Soviet Union. Although neither of these attributes is yet fully consolidated in the young Ukrainian state, the country\'s best hope for success lies in its democratic elements: a system, albeit imperfect, of electing government officials and legislators, elements within the judiciary willing to uphold human rights and the rule of law, journalists and editors willing to take risks to report the truth, non-governmental organizations that provide a means for citizens to mobilize in order to advance their common interests.

For many Ukrainians today, the possibility of membership in NATO seems like a far-off dream. Yet ten years ago this January, when NATO Heads of State meeting in Brussels confirmed the Alliance's openness to “democratic states to our East,” the goal of NATO membership must have seemed just as unreal to the populations of other Eastern and Central European countries. Who could imagine that a Romania just beginning to recover from the political and economic devastation wrought by Ceausescu's misrule could possibly meet the “principles of democracy, individual liberty and the rule of law” set forth in the North Atlantic Treaty? That NATO would cross Russia's 'red line' and invite the former Soviet republics of Estonia, Latvia, and Lithuania to join the Alliance? Or that the Alliance would accept the candidacy of Bulgaria, considered by many in the Soviet Union as the 'Sixteenth Republic'? Yet all these nations, plus Slovakia and Slovenia, will be joining NATO in June 2004 at the Istanbul Summit. Added to Poland, Hungary, and the Czech Republic, which joined the Alliance at the Washington Summit in 1999, ten Central and Eastern European countries will have joined NATO in the ten years since the Brussels Summit. The success of these Eastern and Central European countries in overcoming scepticism, pessimism, and the burden of their difficult histories – and in the process transforming themselves from post-communist societies into members of the community of Euro-Atlantic democracies – is proof that far-off dreams can come true if a nation's leaders have clear political vision and will, supported by a systematic and resolute approach to implementing reforms.
