Abstract:
The Milosevic regime was a classic example of what has been called a “democradura,” i.e., a system which combined some of the mechanisms of democracy (with the result that Milosevic's Socialists were, at one point, forced to enter into a coalition with Seselj's Radicals, in order to form a government) with many overtly authoritarian features (among which one might mention the constriction of press freedom, the use of the police against the political opposition, and systematic violations of human rights). It was also a regime which drew its energy from the manipulation of Serbian nationalism, even if, as has been argued, Milosevic himself was not an ideological nationalist. To the extent that xenophobia lay at the heart of Serbian nationalism, the regime found itself relying on an ideology which consisted of an explicit repudiation of such values as tolerance, equality of peoples, respect for the harm principle, and individual rights.

The Polish nation had experienced both Nazism and communism. These were not equal experiences, and social memory about them differs to a considerable degree. In order to perform such an operation, it would be necessary to halt history in June 1941. Since it is impossible to stop history in order to examine the period from mid-September 1939 to June 1941, it is helpful to study Polish recollections of their experiences so as to understand their continued impact on national history and memory.

Abstract:
Social changes, which recently occurred in post-communist countries, brought new opportunities for positive developments and offered the possibility of choice. In most countries, the social transition brought an opening of borders, enabling an influx of positive as well as negative influences. However, even the general positive impact of social changes is typically followed by more negative consequences in the everyday life of the people. The most dramatic consequences of social transition, manifested in a significant rise of unemployment and the loss of many social benefits. These developments are directly related to the replacement of planned, centralized economies by the market and the privatization of state property. Most people lost their previous social security benefits and, despite the fact that the general character of communism was “equality in poverty,” the social transition was a source of serious stress and numerous existential problems. This was further intensified by the fact that, at the same time, the growing import of both material goods and the American way of thinking, i.e. consumerism spirit of the West, urged people to achieve their “American dreams” at any cost.

While the regional level of authority has gained much attention in recent years in Western Europe, Eastern Europe is still emerging from decades of centralization and homogenization under communism. Several post-communist countries, however, have taken steps toward administrative decentralization and territorial regionalization. This article explores possible reasons for taking these steps and traces the progress of administrative and territorial reform in two post-communist cases: Poland and the Czech Republic. The conclusion considers several implications of these reforms for domestic politics and foreign relations.

Conditionality has become an increasingly prominent feature of international politics in recent years.1 Once mainly associated with the macroeconomic stabilization programs of the IMF, since the collapse of communism it has been used by the EU, NATO, the OECD, and the Council of Europe to promote a variety of political, economic, and social objectives – everything from abolishing the death penalty to privatizing national monopolies. With increased use has come increased controversy. Critics of conditionality argue that it is often applied in ways that ride roughshod over national sovereignty, ignore local circumstances, and impose economic hardship. Others note the frequent inability of recipients of conditional aid to fulfill commitments to international donors. Even when measured by its own narrow objectives, they argue, conditionality often fails.

As part of NATO's and Europe's continuing and open-ended processes of enlargement and military-political integration, in 1999, NATO presented aspiring members with a Membership Action Plan (MAP) to guide them in their activities preparing their governments and armed forces for membership in NATO. The MAP, if fulfilled according to NATO's requirements and approbation, allegedly would make the aspiring members' military forces more nearly congruent or interoperable with NATO forces. With this document, NATO has arguably created its own version of the EU's acquis communautaire “against which the Alliance can assess the technical preparations and capacities of the nine MAP partners and judge their readiness for membership.”

In a comparative study of Japanese and European trade policy, this paper explains how the institutional context of negotiations affects political outcomes. I examine two pathways by which negotiation structure promotes liberalization: issue linkage and legal framing. Broadening stakes through issue linkage mobilizes domestic lobbying for liberalization. Use of GATT/WTO trade law in dispute settlement legitimizes arguments favoring liberalization. This study on international institutions addresses the theoretical debates in the field regarding how interdependence and the legalization of international affairs change the nature of state interaction.

Abstract:
One of the toughest challenges facing the Department of Defense (DOD) is translating strategic policy into concrete guidelines for preparing U.S. military forces. A defense planning standard is a set of judgments and directives for performing this key function. Normally this standard has three associated roles: to determine the size of forces and their main missions; to establish program and budgetary priorities; and to inform the Congress and the public of the rationale behind the defense strategy and force posture. For example, the Kennedy administration standard was a two and one-half war strategy, and the Nixon administration had a one and one-half war strategy. To guide its planning, the Carter administration used the standard of multitheater war with the Soviet Union in Europe and the Persian Gulf. The Reagan administration applied an Illustrative Planning Scenario that contemplated global war with the Soviet Union and the Warsaw Pact

10809. Renovating U.S. Strategic Arms Control Policy

There has been a tectonic shift in the strategic landscape since the Strategic Arms Reduction Treaty (START) negotiations concluded in the early 1990s. The Soviet Union and the Warsaw Pact are defunct. America and Russia are no longer enemies and the nuclear arms race between the two countries is, for all intents and purposes, over. The threat of a surprise nuclear attack has all but vanished along with any plausible scenario between the two countries that could escalate to a nuclear war. The strategic warning time for reconstitution of a credible conventional military threat to Europe can now be measured in years. The likelihood that Russia could marshal the economic resources for clandestine production of new nuclear weapon systems on a militarily significant scale is extremely remote. The most serious security threats emanating from Russia today—poorly safeguarded nuclear warheads and materials and the potential proliferation of such material and expertise to states of concern—reflect profound weakness. Simply put, the proliferation risks attendant to a Russia in the throes of a long-term structural crisis are a far more serious security threat than SS–18 heavy missiles destroying U.S. intercontinental ballistic missiles (ICBMs) in a preemptive first strike.

10810. The Strategic Implications of a Nuclear-Armed Iran

Abstract:
Scholars and other spcialists on Iran have argued about that country's political intentions and strategic amibitions since the overthrow of Shah Mohammed Reza Pahlavi and the establishment of the Islamic Republic of Iran in 1979. In the 1980s Iran's efforts to export its revolution and support international terrorism raised the question of whether a moderate Islamic republic that was able to deal with the West could ever exist. The death of the Ayatollah Khomeini in 1989 and the succession of Ali Hashimi-Rafsanjani as president raised new issues for the 1990s. As the European and American oil and investment communities considered the race to open Iran commercially, scholars and diplomats debated Iranian efforts to recover from nearly a decade of war and revolution. They compared the merits of the European approach of initiating critical dialogue with the U.S. policy of containing and isolating Iran. Neither approach seemed to have much impact, both conceded, and Iranians continued to sort out their domestic political agenda and to decide how best to protect their strategic and national interests. The U.S. Government, for example, tried to estimate how much time and money Iran would need to modernize its military and to acquire new weapons systems despite projected low oil prices and the country's need to rebuild its damaged and neglected civilian and industrial infrastructure.1 The assumption underlying the U.S. projections was that Iran would be pursuing weapons of mass destruction, especially nuclear technology and longrange missile systems.

Abstract:
This review employs a multidisciplinary approach to consider the effects of conflict and conflict processes on children in the case of Northern Ireland. Conflict process is likely to effect children at multiple and different levels of societal functioning, with each level capturing a unique element of the effects of conflict processes on children. Thus, understanding each part of the process is likely to contribute towards a more complete understanding than is possible by focusing only on any one level of analysis. Various levels of analysis (e.g., economic, political, institutional, educational) of the effects of communal conflict on adults and children in Northern Ireland have been considered elsewhere (INCORE, 1995). The specific gap addressed in this paper is to further the conceptualization of the psychological, sociological, and familial processes in children that may be affected by communal conflict in Northern Ireland. A related goal is to place these conceptualizations in terms of a broader framework for understanding the complexity of the processes underlying the impact of the conflict.

Abstract:
What is the impact of patent citations on patent renewal behaviour? Patent citations are commonly used as an indicator of technology spillovers. For cited patents therefore, patent citations have a potentially ambiguous impact. On the one hand, patent citations may indicate a scientific breakthrough, a high value of the cited patent and therefore a long survival period. On the other hand, patent citations may indicate competing innovations that render the cited patent obsolete. By discriminating patents by technology field, it is demonstrated that patents that receive citations across technology fields survive longer than other patents. Patents that receive citations within the same technology field lapse earlier.

10813. Meet Me Halfway but don't Rush—Absorptive capacity and strategic R investment revisited

In this paper, we analyse how R investment decisions are affected by R spillovers between firms, taking into consideration that more R investment improves the ability to learn from competing firms - the so-called absorptive capacity effect of R The model in this paper is an extension of d'Aspremont and Jacquemin (1988), where they show that exogenous R spillovers reduce the incentive to invest in R when firms compete in a Cournot duopoly. Our model treats R spillovers as endogenous, being a function of absorptive capacity effects. Contrary to earlier studies, we show that absorptive capacity effects do not necessarily drive up the incentive to invest in R This only happens when the market size is small or the absorptive capacity effect is weak. Otherwise firms will actually chose to cut down on R Furthermore, absorptive capacity effects also increase the critical rate of spillovers that determines whether participating in research joint ventures leads to lower or higher R investment. Finally, we show that strong learning effects of own R are not necessarily goodfor welfare. Moreover, if the market size is large, welfare will be at its highest when the learning effect is small.

The paper focuses on interaction of political and economic aspects in Russian-Latvian relations. During the most of the 1990´s, the relationship was dominated by the «conflict manifestation, » which could be witnessed during the protracted Russian troop withdrawal and mutually irreconcilable positioning over NATO expansion and status of Russian-speaking population. However, in the context of EU enlargement and «economisation» of Russian foreign policy, economic factors may play an increasingly important role in Russian-Latvian relations. It is possible to discover a complex web of links and economic interdependence between economic actors in both Russia and Latvia. This especially refers to transit as Latvian ports remain among the major routes of Russian exports, primarily oil, to Western Europe. Yet, certain interests of particular economic groups in Russia as well as economic and political priorities of Russian government generally, in the region and domestically will have influence, not necessarily favourable, on further development of this economic interdependence.

In this working paper Pernille Rieker looks into the relationship between the European integration process and changes in Norway's national security identity. Has the dominant national discourse on security changed since the early 1990s? If so, how are these changes related to the recent acceleration of the European integration process? And to what extent are such European influences on national security identities related to formal membership in the EU? While there is reason to believe that a Europeanisation of national security policies has taken place, the question is whether we may speak of a pro-found change in identity, or merely an instrumental adaptation to external changes. Several researchers have studied the influence of this participation on national institutions and policies; less attention, however, has been given to the Europeanisation of Norway's security identity. This paper is an attempt to fill this gap.

This article presents two models of international trade under monopolistic competition. In increasing returns sectors firms face fixed, in addition to variable, trade costs, therefore both exporters and non-exporters may coexist. While nonexporters benefit from access to large domestic markets, exporters benefit from access to large foreign markets. Consequently, a small country has a higher share of exporting firms than a large one. In contrast to standard models, increasing returns sectors turn out more open in small countries than in large ones, and small countries may be net exporters of such commodities, despite the disadvantage of a smaller home market.

Abstract:
International negotiations on trade (e.g. GATT and TRIPS) have typically been of the package-form, and different issues have therefore been linked to each other. Trade issues have not been linked to e.g. environmental agreements in negotiations, however. This paper studies the outcome of linked bargaining, where two issues are simultaneously negotiated over by two countries. We notice that there always exist gains from linkages in bargaining, and that such linking will always occur in equilibrium if there is a pre-stage where the countries are bargaining over the agenda. The outcome under linked bargaining is compared with the outcome under separate negotiations, and the circumstances where a country will gain or lose from linking are characterized. The results help us to understand different countries' preferences for linkages in bargaining.

Research on economic growth has experienced remarkable progress the last decade. The neoclassical perspective has benefited from development of new mathematical methods and new approaches to market structure, economics of scale and spillover effects. At the same time evolutionary theories on economic development have appeared, partly competing but also complementary to neoclassical theorising. In this paper, the development of the two perspectives on economic growth is reviewed and they are compared with each other. Despite evident differences there seems to be convergence between the two traditions. The two perspectives therefore do not belong to different paradigms in the Kuhnian sense and they can hardly be categorised as two isolated research programmes in the sense of Imre Lakatos. Evolutionary and neoclassical growth economics draw inspiration from similar sources, they are overlapping and to some extent complementary. The two traditions also interact with each other.

The rotating EU presidency this week passed from the Swedish to the Belgian government. The Belgian presidency faces a considerable test of nerve as it attempts to square its constitutional ambitions for further political integration with the increasing unpredictability of European public opinion. The new public mood of caution towards European integration has resulted in a notable ambivalence on the part of Verhofstadt. While stressing the importance of a completely open debate, Verhofstadt is also using the more closed approach of close consultation between governments and their representatives in preparing keynote proposals for the Laeken European Council, which, in reality, is the only way of reaching solutions.

At the Gothenburg European Council on June 15-16, EU leaders set themselves the objective of starting eastward enlargement by 2004. Small but significant changes in the wording of commitments on enlargement were agreed after intensive diplomacy by the Swedish EU presidency. The EU now has a very tight timetable for concluding negotiations with the front-runner candidates for membership. Although the candidates have made good progress, many political obstacles must be surmounted during the next 18 months, with the Irish referendum result creating further complications. However, the most important negotiations will not be those with the candidates, but those between the member states.

Abstract:
The proposed takeover bids directive may be lost unless the differences between the European Parliament (EP) and the Council of Ministers are resolved by June 6. The ongoing negotiations between the Council and the EP in the conciliation committee may be made more difficult by Germany's recent decision to renege on the Council common position on the directive. The move was received with incomprehension in other EU member states. Germany so far stands alone in its attempt to change the directive. Nevertheless, its decision could give MEPs enough ammunition to avoid a compromise in the conciliation committee, and hence to allow the directive to fail. More importantly, Germany's decision also draws attention to the various level-playing field issues still to be addressed in the area of corporate control through greater harmonisation of company law.

The outcome of last Sunday's general election is now clear. Although the centre-right has won substantial majorities in both houses of parliament, both the Alleanza Nazionale and the Northern League suffered setbacks. The League failed to pass the threshold needed to qualify for a share of the quarter of seats in the Chamber of Deputies allocated by proportional representation. For the time being, Forza Italia, and therefore Berlusconi, who dominates the party, is in firm control of the centre-right coalition. If Berlusconi can retain his authority over the coalition for the next five years, it could assist in stabilising a still highly-fractured and potentially unstable party system.

Abstract:
Congressional criticism of 'Plan Colombia's' military component, and the advent of a new administration in Washington, are likely to lead to a strategic review of US policy. The outcome may be a policy that is less military focused, more regionally oriented, and based on closer cooperation with other aid donors. It has become increasingly clear that Plan Colombia can only be implemented if the EU and its member states are prepared to increase their financial contribution. This will give the Europeans considerable leverage, and they are likely to use it to insist on a less militarised approach. However, even with a change in policy emphasis, the prospects of success will remain poor.

Facing commonalities and yet fully aware of differences, this paper addresses the question whether there is a broader regional identity in the Balkans, which transcends national boundaries. It is critical to define what that specific identity means, what its political implications are, what the relationship between things national and regional is. Assuming identities and collective solidarities tend to be “discursively constructed, particularly enacted, and historically situated” (Wendt, 1994) or “plural, malleable, flexible” (Ferguson and Mansbach, 1994), I argue that as far as the Balkans are concerned there are both unexplored possibilities and a number of impediments in the quest for broader and multiple conceptions of belonging. The paper proposes a middle way of dealing with the issue of the relationship between national and regional which focuses on the proposition that a regional system of international relations is gradually emerging, which configures state-to-state interactions in particular ways and provides grounds for new identifications. The first section of the paper underlies the merely practical implications of the project of self-determination and particularisation that has governed Balkan politics for at least 200 years and has triumphed with the last wave of national secessionism in the 1990s. The imperative to come up with modes of interstate co-operation inevitably leads to the question what the primary source of disunity is. Making some preliminary theoretical points (second section) and tracing the emergence of national identities and the demise of broader loyalties (third section), the paper proceeds to elaborate on two strategies attempting to reconcile parochialism and regionalism: the revaluation of the exclusivist narratives of ethnocentrism, and the construction of a specific regional political context that the Balkan states participate in. I consider the latter minimalist understanding superior and suggest that it contains the right explanation of Balkan regional identity.

Abstract:
The Macedonian state is being tested from all sides: by the NLA which is waging guerrilla warfare, by the ethnic Albanians who are presenting great demands, and by the international community which is exercising pressure on it to address ethnic Albanian grievances. But the Macedonian population, too, is being tested on its ability to resist provocation to engage in acts of inter-ethnic hatred; it must therefore demonstrate that the claim to being a model of peaceful inter-ethnic relations is well deserved. At the time of writing, a state of war has been averted. Furthermore, on 14 May, after lengthy negotiations, a new "government of national unity" faced its first day of work. The idea to form a broad coalition was set forth in March 2001 as a means of addressing the crisis with the participation of all political parties with representation in Parliament. However, there were many issues to be resolved between the two main (ethnic) Macedonian parties, the VMRO-DPMNE and the opposition Social Democratic Alliance of Macedonia (SDSM), especially over the issue of early elections and distribution of ministry seats. Negotiations with the PDP were also tough (the PDP was demanding a ceasefire against the NLA before joining the coalition but it was more probably weighing the losses in NLA-sympathiser votes that it might incur by joining the government). While the support of the ethnic Albanian community of Macedonia for the violent tactics of the NLA seems to be quite low still, all will depend on whether the politicians will manage to put personal interests aside and reach an agreement as to how to address their grievances. It would be dangerous on the part of the Macedonian government to underestimate the readiness of ethnic Albanians in Macedonia to take up arms. What is also needed, in addition to high-level political dialogue, is a broad civic debate at the intermediate and grassroots level. Already, many initiatives have been launched to establish roundtables on inter-ethnic relations involving political leaders, minority representatives, experts, civil society, etc. In order to create the right conditions for genuine dialogue, what is needed is a common civic framework for resolving the question of inter-ethnic relations. The MHC calls for a citizen's approach as well as adherence to multiculturalism rather than bi-culturalism which would allow for identification with more than one ethnicity. The urgency of such a broad dialogue on legislative reform, decentralisation and other issues is evident for what is at stake is stability as well as longterm prospects for majority-minority accommodation not only in Macedonia but also in the whole of Southeast Europe. It is unfortunate that violence was needed to place the issue of inter-ethnic relations at the top of the Macedonian political agenda

In addition to these factors contributing to the establishment of the Croat selfgovernment, economic/criminal factors most certainly played a role.22 As the response of the HDZ to the takeover of the Hercegovačka Banka seems to suggest, the economic interests of the party and its leadership were threatened by the change of government in Bosnia and the more assertive policies of the international community in Bosnia. The Croat self-government is beyond doubt a considerable challenge to the Dayton Peace Accords. The demand of the Croat leadership for a third entity can only be dismissed with difficulty in light of the existence of a Serb entity. Despite this development being a challenge to the existing arrangement, the argument can be made that some effects have been positive. The call by the HDZ for Croat soldiers to desert the Federation army and the public display of the parallel Croat power structures have given the High Representative an opportunity to render the Federation more effective by excluding those officials, who have not only now, but throughout the past five and a half year, obstructed the implementation of the Dayton Peace Accords.

July 2000 was the deadline for the withdrawal of two Russian military bases in Vaziani (near Tbilisi) and in Gudauta (Abkhazia). The agreement on Russian military withdrawal was reached at the 1999 OSCE summit in Istanbul, according to which the first two bases would be withdrawn by July 1 of the current year, to be followed by the two remaining bases in Javakheti (Southern Georgia) and Batumi (Western Georgia) in the near future. Russia did not meet the deadline on the Gudauta base, which has become the main source of renewed Georgian-Russian political confrontation over the past few days. However, as the talks on withdrawal intensified, the issue of the Javakheti base also came to the fore. Javakheti is the southernmost region of Georgia where the local population is predominantly Armenian. Similar to Abkhazia, the situation in Javakheti is very sensitive and could be exacerbated by the Russian military withdrawal which is strongly opposed by the local Armenian population. This at first sight benign case of base closure is thus likely to involve broader issues of regional political alliances, competing national interests, minority policies and a potential risk of yet another ethnopolitical confrontation in the region. Among the most common descriptions of Javakheti found in both journalistic and scholarly literature is that of a "potential zone of conflict", "area waiting to explode" and in the more radical accounts 'the second Nagorno-Karabakh'. Despite many contrary predictions, Javakheti managed to maintain peaceful interethnic relations and to survive in peace and relative stability. However, in order to maintain the fragile peace and cooperation much has to be done in terms of minority protection and power-sharing structures within Georgia. What follows is a brief discussion of the Armenian minority in Georgia in the context of ongoing regional geopolitical changes, interests and vulnerabilities of the states involved. In addition, Javakheti here is regarded as a zone of ethnopolitical tension which requires serious efforts, and well-developed preventive measures to avoid its deterioration into a zone of conflict.

Secessionist conflicts have become a major feature of the European political landscape in the 1990s. International response to them has varied from full-scale military intervention to half-hearted mediation, generally providing for freezing of most active hostilities and for addressing most urgent humanitarian needs. Europe in the 1990s saw more “peace” operations on its soil than any other region in the world, but still was not able to find satisfactory answers. Kosovo is a tragic illustration of that and the deployment of NATO troops after a massive use of airpower still lacks the framework of a political plan and appears very tentative and opportunistic. Several specifically European factors define the perspective of a possible new wave of secessionist conflicts in the region.

Integration into the European Union has for many years been one of the top priorities of the Central and Eastern European countries (CEECs), playing a central role in both their foreign and domestic policies. Preparing for membership in the EU is in many ways connected to the development of democracy in these countries. The Union has declared support to democracy in the applicant countries to be one of the main priorities of eastern enlargement. In addition to concrete support, however, I argue that the relevance of the EU for democracy in the CEECs is even more due to indirect influence – integration is a dominant issue in the domestic politics of these countries and therefore an important part of continuous (re)production of democracy. This paper studies what kind of democracy has been constructed in one of the eastern applicant countries, Estonia, in the course of integration into the EU It analyses firstly the different conceptions of democracy that have been presented and put into practice as part of that process. Secondly, it places integration into the EU in the context of democratic politics of Estonia, asking whether preparations for EU membership have left room for more than a formal democracy to function.

A study about Russian grand strategy is certain to raise more than a few eyebrows among observers of Russian foreign policy. How can one possibly assume that in a country with constantly changing prime ministers and an economy on the verge of bankruptcy there could be a commonly accepted Grand Plan about anything? Moreover, the record of post-cold war Russian foreign policy is so full of reckless moves and unpredictable u-turns, that it seems rather far-fetched to suggest that there could be, even in theory, a common logic behind it. Judging by the steady flow of publications on the role of self-interested politicians, parties, business elites, and organizational and bureaucratic actors in the formation of Russian foreign policy, it does indeed seem that most scholars see Russia's external policy driven by the day-to-day power struggles of various groups within the Russian political elite rather than by a common national strategy.

Finland is often seen as a country whose view of Germany has traditionally been more positive than that of the average of the European countries. According to an opinion poll that was conducted in 1996, 42 % of the Finns have a positive view, 47 % a neutral and only 6 % a negative view of Germany and Germans. This positive attitude is not only a result of the large amount of cultural and trade contacts or societal similarities, shared Lutheran religion and German roots of Finnish political thinking but derives also from the historical experience that Germany has been willing to help Finland in bad times. Although this view is not necessarily correct when judged against the historical record and although it is not unanimously shared by all Finns, it provides the necessary starting point when assessing Finland's view of Germany in today's Europe.

Since the end of the Second World War, millions of immigrants have arrived on French shores. Although such an influx of foreigners has not been unusual in French history, the origin of the postwar migrants was of a different character than that of previous eras. Prior to World War II, the vast majority of immigrants to France came from within Europe. Since 1945, however, an important percentage of migrants have come from non- European sources. Whether from former colonies in North Africa, Southeast Asia, or sub- Saharan Africa, from overseas departments and territories, or from countries such as Turkey or Sri Lanka, recent immigration has created a new ethnic and cultural pluralism in France. At the end of the 1990s, the visibly nonwhite population of France totals approximately five percent of all French residents. With millions of ethnic-minority citizens and denizens, the new France wears a substantially different face from that of the prewar era.

In what has been described as its most important vote this year, the U.S. Congress will soon decide whether to provide permanent normal trade relations to China. A vote is required because, after 14 years of negotiations, China is poised to enter the World Trade Organization (WTO). Assuming China concludes its bilateral negotiations with the European Union by June or July, entry is likely before the end of the year. The cornerstone principle of the World Trade Organization is that members provide each other unconditional Most Favored Nation trade status, now called Permanent Normal Trade Relations (PNTR) in U.S. trade law. Current U.S. law precludes granting PNTR to China; as a result President Clinton has asked Congress to amend the law. A negative vote would have no bearing on China's entry into the World Trade Organization, but it would mean that U.S. companies would not benefit from the most important commitments China has made to become a member. Gaining the full range of benefits is particularly important in light of the large and growing deficit the United States faces in its trade with China (Figure 1). A positive vote would give U.S. companies the same advantages that would accrue to companies from Europe, Japan, and all other WTO member states when China enters the World Trade Organization. It would also provide an important boost to China's leadership, that is taking significant economic and political risks in order to meet the demands of the international community for substantial additional economic reforms as a condition for its WTO membership. A positive vote would strengthen bilateral economic relations more generally. That may help place a floor on the broader bilateral relationship, which continues to face critical challenges on security issues, stemming largely from tensions between China and Taiwan, and on human rights issues.

Nothing could be more central to U.S. and world security than ensuring that nuclear warheads and their essential ingredients—plutonium and highly enriched uranium (HEU)—do not fall into the hands of terrorists or proliferating states. If plutonium and HEU become regularly available on a nuclear black market, nothing else we do to prevent the proliferation of nuclear weapons will succeed. Similarly, unless stockpiles of nuclear warheads and fissile materials can be secured, monitored, and verifiably reduced, it will be impossible to achieve deep, transparent, and irreversible reductions in nuclear arms. Measures to control warheads and fissile materials, therefore, are central to the entire global effort to reduce nuclear arms and stem their spread. The tens of thousands of nuclear weapons and hundreds of tons of plutonium and HEU that remain in the U.S. and Russian nuclear stockpiles represent a deadly legacy of the Cold War, and managing them securely must be a top U.S. security policy priority.

Traditionally, strategic offensive arms control and ballistic missile defense have been viewed as mutually exclusive. During the Cold War, the general belief was that anti–ballistic missile (ABM) systems would call into question the ability of the superpowers to successfully survive a first nuclear strike and inflict sufficient damage with a second strike. That is, missile defense could allow one superpower to launch a first strike and then use its defenses to intercept a second strike with the other superpower's surviving warheads—thereby undermining deterrence and stability. Furthermore, the thinking was that this situation would result in a dangerous offensive arms race as each side sought to counter the effects of the other's defenses.

These governmental programs give consumers, rather than home care agencies, control over who provides services and how these services are delivered. The complexity of the multi-level European polity is not adequately represented by the single-level theoretical concepts of competing "intergovernmentalist" and "supranationalist" approaches. By contrast, empirical research focusing on multilevel interactions tends either to emphasize the uniqueness of its objects, or to create novel concepts – which are likely to remain contested even among Europeanists and have the effect of isolating European studies from the political science mainstream in International Relations and Comparative Politics. These difficulties are bound to continue as long as researchers keep proposing holistic concepts that claim to represent the complex reality of the European polity as a whole. It is suggested that the present competition among poorly fitting and contested generalizations could be overcome if European studies made use of a plurality of simpler and complementary concepts, each of which is meant to represent the specific characteristics of certain subsets of multi-level interactions – which could also be applied and tested in other fields of political-science research. The paper goes on to describe four distinct modes of multi-level interaction in the European polity – "mutual adjustment", "intergovernmental negotiations", "joint-decision making", and "hierarchical direction" – and to discuss their characteristics by reference to the criteria of problem-solving capacity and institutional legitimacy.

Abstract:
The Israeli-Palestinian dispute is no longer the main issue on the Islamist agenda. The fall of the Soviet Union in 1990 and the development of national and Muslim-Christian disputes in various parts of Europe and central Asia assisted in the globalization of the Islamist struggle. In addition to the continuing troubles in Afghanistan and Kashmir, the 1990s have seen warfare in Bosnia, Kosovo, Chechnya, and parts of Indonesia (most prominently East Timor). All this brought about a transfer of the main Islamist struggle from the Arab world to the margins of the Middle East. Afghanistan has become the meeting point between the Arab Islamists and their Asian colleagues in the developing globalization of the Islamic radical struggle.

The partial effect of nominal exchange rate volatility on exports from each EMU member to the rest of the EMU is estimated on annual data for 1967-97, using modern time-series methods. The long-run relations between exchange rate volatility and exports are mostly negative and in several cases insignificantly different from zero. Thus, these estimates do not provide much support for the hypothesis that the elimination of nominal exchange rate volatility will significantly increase trade within the EMU. However, the EMU will presumably lead to geographical concentration of production and therefore indirectly to increased trade within the EMU and, during a transitional stage, to increased foreign direct investment, both within the EMU and between the EMU and the rest of the world.

An interesting theory of transition must give a convincing account of structural adjustment and supply side improvement. In this paper, I discuss the incentives for government to undertake costly supply side improvement and how these relate to incentives governing the design of monetary and fiscal policy during transition. The government cares about deviations of inflation, output and government spending from their ideal levels, is subject to a budget constraint in which inflation yields some real revenue, and recognizes the distortionary effects of excess levels of taxation. Costly structural adjustment enhances future output by reducing supply side distortions.

The purpose of this paper is to explore economic and political implications of Europe's Economic and Monetary Union (EMU) for developing countries. In strictly economics terms, influences will be communicated through both trade and financial channels. Economies in the developing world will be affected by changes in European growth rates as well as by EMU's impact on transaction costs and enterprise competitiveness within Europe; they will also be impacted by changes in the structure and efficiency of Europe's capital markets. Modifications may be anticipated in borrowing and investment practices at the private level as well as in reserve and debt-management policies at the official level. In political terms, developing countries will be most directly influences by the anticipated rivalry between Europe's new single currency, the euro, and the dollar, which will compel developing countries to reconsider their own national currency strategies. Three conclusions stand out. First, except for selected groups of countries with particularly close ties to the EU, most economic linkages appear marginal at best. It is much easier to enumerate possible channels of transmission than to find many that appear quantitatively significant. Second, among economic effects of EMU, financial channels seem to matter more than trade channels. And third, across the full range of possible linkages, the most lasting influences for developing countries may well turn out, notably, to be political rather than either trade or financial. Significant changes are likely in exchange-rates regimes in many parts of the developing world.

We analyse the prospects for greater monetary integration in Africa, in the wake of EMU. We argue that the structural characteristics of African economies are quite different to the EMU members but that much can be gained from monetary cooperation, as an external agency of restraint and in promoting stability in the financial sector. EMU has only a marginal impact on the net benefits of monetary cooperation but the euro would be a natural anchor for any African monetary unions. Indeed, the most likely route to new monetary cooperation in Africa is via a common peg to the euro.

In November 1995, the European Union signed a wide-ranging declaration with the twelve littoral states of the South Mediterranean at the end of a major conference in Barcelona. The declaration outlined an agreed policy for future relations between the EU and its Mediterranean partners which sought to create a zone of shared stability, prosperity and peace. This policy is designed to condition relations throughout the Mediterranean on a new basis of partial economic integration and cooperation over mutual security issues, together with support for regional political, cultural and social development. It has extremely ambitious objectives and represents a new departure for the European Union, although the means proposed to achieve it have been modest. Now, almost five years after its inception, it is appropriate to consider to what degree it has begun to realize the objectives it set for itself, given the fact that they should be achieved by the year 2010.

Public projections by the International Energy Agency, the US Energy Information Administration and the European Commission suggest that, with present policies, world consumption of gas will roughly double by 2020, taking about 5% of the primary energy market from other fuels. About half this gain will be at the expense of more carbon-intensive fossil fuels, mainly coal, but the other half will replace carbon-free nuclear energy. The net effect on the growth of greenhouse gas emissions will therefore be small. For comparison, gas consumption increased in the past 20 years by almost 80%, at the expense of other fossil fuels. Half the increased gas demand is projected for developing countries, compared with 45% of the increase over the past 20 years and their present share of about a quarter of total world gas consumption.

The Third ASEM Summit (ASEM 3) was held in Seoul on 20-21 October 2000. Openly, those who participated in the meeting, and several of the Asian newspapers, particularly the Korean papers, were happy to hail the meeting as a "success". What does it mean? With the presence of all heavy-weight European and Asian leaders - Tony Blair, Jacques Chirac, Gerhard Schroeder, Zhu Rongji, Yoshiro Mori, Abdurrahman Wahid, and the adoption of three Documents - The Chairman's Statement; Seoul Declaration for Peace on the Korean Peninsula; and the Asia-Europe Cooperation Framework 2000, it is possibly the best outcome one could hope for under the cloud of rumours of forum-fatigue, acrimonious debates about human rights, increasing divergences and complaints on the slow progress of some key initiatives such as the Trade Facilitation Action Plan (TFAP) during the preparatory process. That the meeting was held smoothly under tight security without any major disruptions from anti-globalisation protestors was another triumph for the Korean government, especially in the wake of a series of street protests and demonstrations that targeted and disrupted several international meetings since the Seattle fiasco in November last year.

Despite all precautions taking by Slobodan Milosevic the Presidential elections held in Yugoslavia 24 September 2000 turned out to be his Waterloo. It is an outspread belief that the political regime in the Federal Republic of Yugoslavia that Slobodan Milosevic represented was one of the last obstacles to bringing peace and stability to the Balkans. Despite this outspread belief, it is in this paper argued that the problems in Kosovo are not just the product of the policy pursued by Milosevic which implies that they not necessarily will be easier solved in the years to come even though a democratic revolution has taken place in Yugoslavia. No solution to the Kosovo problem seems available that will satisfy both the Serbs and the Kosovo-Albanians. But perhaps most interesting, it seems reasonable to argue that even maintaining status quo, i.e. not deciding for the final status of Kosovo, might turn out to be a problem for the current democratic developments in Belgrade.

Abstract:
Nordic Co-operation is an outstanding example of how radically many international institutions changed their functions, working structures and not at least their motives of existence since 1989. It is significant that this regional institution is now aiming to influence developments in third countries and consequently plays its own role in the reconstruction of Europe after the end of the Cold War. This article investigates the motives behind this transformation. After reviewing theoretical and empirical research on institutional adaptation done by other scholars of International Relations, the dimensions of change in Nordic Co-operation will be shown by contrasting its motives, institutions and tasks in the decades before and after 1989. One interesting and quite relevant factor seems to be a certain dynamic of development which is a result of reciprocal interaction with other international institutions in Northern Europe. This aspect will be a special focus of this paper.

'War is never civilised', Prime Minister Tony Blair declared on 10 June 1999 as the Serb government yielded to NATO's bombing campaign, 'but war can be necessary to uphold civilisation' he went on (Blair, 1999a). Thus 79 days of war were brought to an end by the assertion that war had secured for the future the principles on which the post-Cold War European order was founded. For that reason the Kosovo war provides an opportunity to study what the West believed to be the foundation of the new European order. It is important to use this opportunity because the reflexive confusion which followed the end of the Cold War has finally settled in a new order. To understand how the West constructs this order is a major concern for anyone how wants a glimpse of what the twenty-first century has to offer international relations.

There is good reason to take a closer look at NATO. The former Cold War alliance has dominated the international arena for a considerable amount of time. Should NATO have been dissolved long ago? What are the reasons for NATO's revival? Not only is NATO expanding, it has also recently conducted a war in the very heart of Europe. What can this renaissance and hectic NATO-activity lead to? Many politicians, commentators and observers discern the development of a new cold war, not least because of the lack of Russian support for, and understanding of, NATO's bombings in the Balkans. In May 1999, a prominent Russian security expert alleged that “if NATO commits a mistake such as the bombings in Yugoslavia, there would be a risk of Russian retaliation with nuclear weapons.2 Others, on the other hand, predict a collapse of the organisation as a whole because of internal disputes among the member states due to the extremely complex situation in the Balkans.

Abstract:
This working paper is a discussion of the concept of “integration policy” and its application, in particular to the study of policies of individual states towards European integration. The paper takes its point of departure in traditional studies of foreign policy. It illustrates different approaches to the study of foreign policy. It claims that when we are dealing with policy towards integration, for instance European integration, focus has to be redirected from the study of foreign policy to what we might call integration policy. Different dimensions of integration policy are specified. European integration is interpreted at being somewhere between intergovernmental cooperation and supranational decision making. It is shown how integration policy, as integration become more intense, will develop into a proliferated and multidimensional set of policies and possibly develop further into “diffusion”. The overall contribution of the paper is to conceptualise a new, grey area and to contribute to the study of different kinds of integration policy.

One goal of Russia's economic reforms during the last ten years has been to establish a new class of businessmen and owners of private property—people who could form the foundation for a new model post-Soviet citizen. However, the experience of this post-communist economic “revolution” has turned out to be very different from the original expectations. For as people became disillusioned with communism due to its broken promises, the words “democracy” and “reform” quickly became equally as unbearable to large sectors of the Russian public after 1991. Such disillusion was achieved in less than ten years—a record revolutionary burnout that would be the envy of any anti-Bolshevik.

10869. Institutions Structural Unemployment: Do Capital-Market Imperfections Matter?

This paper analyses whether differences in institutional structures on capital markets contribute to explaining why some OECD-countries, in particular the Anglo-Saxon countries, have been much more successful over the last two decades in producing employment growth and in reducing unemployment than most continental-European OECD-countries. It is argued that the often-blamed labour market rigidities alone, while important, do not provide a satisfactory explanation for these differences across countries and over time. Financial constraints are potentially important obstacles against creating new firms and jobs and thus against coping well with structural change and against moving successfully toward the “new economy”. Highly developed venture capital markets should help to alleviate such financial constraints. This view that labour-market institutions should be supplemented by capital market imperfections for explaining differences in employment performances is supported by our panel data analysis, in which venture capital turns out to be a significant institutional variable.

EU trade policies and the environment in which they are determined are now considerably different from when the EU came into being in the 1950s. With the exceptions of agriculture and textiles and clothing, tariffs and quantitative restrictions on trade in goods have been reduced to historically very low levels. But trade policy is now about much more than border restrictions upon trade in goods. Trade in services and the impact of national differences in regulatory regimes are now firmly on the trade policy agenda. This paper describes the current multilateral and preferential trade policies of the EU. It highlights the increasing importance of regulatory issues and the fact that some of these are being addressed outside of both multilateral and standard bilateral free trade agreements. This reflects the mixed motives behind EU trade policies and that for trade with certain regions the typical political economy factors framing trade policy are no longer relevant. For example, liberalisation of transatlantic trade, in the limited form at present of mutual recognition of conformity assessment, is being strongly driven by large corporate business. This trend suggests that the pyramid of preferences usually used to depict EU trade policies is becoming very distorted.

10871. The 'Cyprus Question': Reshaping Community Identities and Elite Interests within a Wider European Framework

Since 1963 the 'Cyprus question' has proved one of the most intractable inter-communal conflicts within the international system. Despite the assiduous involvement of the United Nations, the long list of negotiations and inter-communal talks have failed to yield any concrete agreement. What are the roots and causes of the 'Cyprus question' and what explains the international community's repeated failures to resolve it? This paper argues that the causes of the 'Cyprus question' comprise two crucial dimensions. First, the conflict is caused by the underlying inter-communal dispute between Greek and Turkish Cypriots, which is in turn triggered both by real and by imaginary conditions of division and disparity. Second, the 'Cyprus question' is the product of a delicate balance of elite interests. Clearly, a solution to the problem must reflect both dimensions. An initial settlement that represents preferable payoffs than the current status quo to both community elites, must be brokered. Thereafter it is possible to tackle the real conditions of division and disparity, which cause the underlying inter-communal conflict. The overarching framework of prosperity and stability provided by the European Union could contribute in both respects by facilitating the formulation and implementation of an initial inter-elite settlement and accelerating the ultimate eradication of the underlying conflict between peoples.

Abstract:
The problems surrounding the Chechen conflict are indeed many and difficult to tackle. This paper aims at unveiling some of the mysteries covering the issue of so-called “Islamic fundamentalism” in Chechnya. A comparison of the native Sufi branch of Islam and the imported Wahhaby ideology is made, in order to discover the contradictions and the conflicts that the spreading of the latter inflicted in the Chechen society. Furthermore, the paper investigates the main challenges President Aslan Maskhadov was facing at the beginning of his mandate, and the way he managed to cope with them. The paper does not attempt to cover all the aspects of the Chechen problem; nevertheless, a quick enumeration of other factors influencing the developments in Chechnya in the past three years is made.

What policy objective should a common central bank in a heterogeneous monetary union pursue? Should it base its decisions on the EU-wide average of inflation and growth or should it instead focus on (appropriately weighted) national welfare losses based on national rates of inflation and growth? We find that a central bank that minimises the sum of national welfare losses reacts less to common shocks and that this can lead to higher average union-wide expected welfare, if the variability of common shocks is large relative to the inflation bias. But for countries with a transmission mechanism close to the average, welfare can actually be lower in this case. The inflationary bias depends on the interaction between the transmission mechanism and distortions in labour markets.

Multinational firms are an increasingly important part of international economic integration. In recent years, foreign direct investment has been increasing at a rate that exceeds both the rate of growth of international trade and that of income. For many countries, the sales of affiliates of multinational firms have long dwarfed the value of trade. For example, in 1997, European Union country firms exported $283 billion in products to the United States. In the same year, affiliates of E.U.-based multinational firms sold $816 billion worth of products in the United States, almost three times the value of exports.

With trade in industrial products between the EU and the CEECs now essentially free of tariff and non-tariff restrictions, the principal impact of accession to the EU on trade flows will be through access to the Single Market of the EU. A key element of this will be the removal of technical barriers to trade. In this paper we try and highlight the importance of technical barriers to trade between the EU and the various CEECs, distinguishing sectors according to the different approaches to the removal of these barriers in the EU: mutual recognition, detailed harmonisation (old approach) and minimum requirements (new approach). We utilise two sources of information on technical regulations: a sectoral classification from a previous study of the impact of the Single Market and our own detailed translation of EU product related directives into the relevant tariff codes. The analysis suggests that the importance of technical barriers varies considerably across the CEECs. The adjustment implications of access to the Single Market are likely to be greatest for those most advanced in their accession negotiations.

Abstract:
This paper describes the development of the negotiations from the birth of the Agenda 2000 proposals to the end of the Berlin European Council Summit and discusses the consequences of the outcome. The study shows to what extent net contributions to the EU budget and narrow national interests dominated the negotiations, at the expense of the original aims of the reforms (to prepare the Union for enlargement and for the next round of WTO negotiations), which were practically forgotten. This type of behaviour is by no means unique. On the contrary, it has been recurrent in the history of the EU. Estimates of future expenditures and own resources show that the Berlin European Council conclusions will prove to be far from satisfactory.

Abstract:
This report analyses the European consumer credit markets and their regulation at European level. Its findings are as follows: European consumer credit markets are characterised by deep national differences and strong market segmentation. The report finds no generalised model of consumer credit from the analysis of statistical data. An Anglo-Saxon consumer credit model cannot be identified. The weight of consumer credit is far higher in the US economy than in the EU countries, including the UK. In the US, the share of consumer loans made by banks is much lower, securitisation of consumer credit assets is very developed and the share of revolving credit is much greater than in the EU countries. Nor is it possible, on account of the large differences in the use of consumer credit observed across EU countries, to identify a European model of consumer credit. Consumer credit is very widely used in Sweden, whereas it is underdeveloped in Greece and Italy. The use of consumer credit reaches comparatively high levels in Germany and the UK and an intermediate level in France and Spain. Lending to consumers is carried out through bank intermediation, crossborder provision is non-existent.

Five years after the signing of the Dayton Peace Accords, which brought an end to almost four years of bloody war in Bosnia, many of those believed to have carried out some of the war's worst atrocities remain at large. The continued presence in the municipalities of Republika Srpska (RS) of individuals suspected of war crimes—some indicated either publicly or secretly by the International War Crimes Tribunal for the former Yugoslavia (ICTY)—represents a significant obstacle to the return of ethnic minority refugees. It also undermines seriously Bosnia's chances for building central institutions, generating self-sustainable economic growth, and achieving the political transformation necessary to begin the process of integration with the rest of Europe. Moreover, the continued commitment of most war crimes suspects to the goal of a Greater Serbia, and their willingness to use violence to achieve it, could—in the long term—provoke renewed conflict in Bosnia and continued instability in the Balkans.

The deteriorating relationship between Montenegro and Belgrade has raised the question of whether the Federal Republic of Yugoslavia, with its two constituent republics of Serbia and Montenegro, in fact continues to exist. The global and dynamic e-commerce marketplace will increasingly impact the nature of national and international economic and government relations. This paper highlights three areas where the United States and European Union (EU) governments differ in their approaches as to how best to serve their domestic constituencies: treatment of trade flows, approach to tax regimes, manner of protecting personal data. Because the Internet marketplace is global but policy jurisdictions remain local, policy conflicts can develop. Policymakers on both sides need to harness technology and promote incentives for the private sector to help solve problems caused by the jurisdictional overlap. In addition to cross-border jurisdictional overlap, problems within a country can develop from issue convergence and policy overlap. That is, because the e-commerce marketplace is so integrated, the policy toward handling one issue, even within the national context, has implications for the policy set that is available to policymakers on other issues. Therefore, policies within a country must be more carefully meshed with each other with an eye toward consistency in the face of the forces of electronic commerce..

The initial postwar challenge from East Asia was economic. Japan crashed back into global markets in the 1960s, became the largest surplus and creditor country in the 1980s, and was viewed by many as the world's dominant economy by 1990. The newly industrialized countries (Korea, Taiwan, Hong Kong, Singapore) followed suit on a smaller but still substantial scale shortly thereafter. China only re-entered world commerce in the 1980s but has now become the second largest economy (in purchasing power terms), the second largest recipient of foreign direct investment inflows, and the second largest holder of monetary reserves. Indonesia and most of Southeast Asia grew at 7 percent for two or more decades. The oil crises of the 1970s and the financial crises of the late 1990s injected temporary setbacks but East Asia has clearly become a third major pole of the world economy, along with North America and Western Europe.

Contrary to the United States, the European Union (EU) has established a single technical standard for second generation wireless telecommunications. The successful creation of the pan-European digital standard GSM is of utmost industrial significance. It has provided Europe's equipment manufacturing industry with a market large enough to exploit economies of scale and has thus enabled European manufacturers to become world leaders in the mobile communications industry. Given the centrality and crucial importance of wireless technology for the emerging information society and digital economy, the story of the establishment of GSM is of interest to anybody studying the growth and trajectory of digital technology and its commercial applications. After all, the nature of digital economies implies that control over network evolution translates into control over the architecture of the digital marketplace, as François Bar has argued. Hence, control of and influence over network evolution has global economic ramifications. In addition, however, the political process that enabled GSM featured pivotal supranational leadership in the form of European Commission initiatives in a domain that has traditionally been dominated by national players. Grasping standard setting in the case of GSM thus also contributes to an understanding of the changing governance patterns of the European economy and consequently is of interest to anybody concerned with issues of European integration as a whole.

This essay compares the preferences of France, Italy, and Britain on the creation of the European Monetary System in 1978-1979, especially the Exchange Rate Mechanism, which stabilised nominal exchange rates. My claim is that the different conclusions reached by the governments (France and Italy in, Britain out) cannot be explained by economic circumstances or by interests, and I elaborate an intervening institutional variable which helps explain preferences. Deducing from spatial theory that where decisionmakers 'sit' on the left-right spectrum matters to their position on the EMS, I argue that domestic constitutional power-sharing mechanisms privilege certain actors over others in a predictable and consistent way. Where centrists were in power, the government's decision was to join. Where left or right extremists were privileged, the government's decision was negative. The article measures the centrism of the governments in place at the time, and also reviews the positions taken by the national political parties in and out of government. It is intended to contribute to the growing comparativist literature on the European Union, and to the burgeoning literature on EU-member-state relations.

With the opening of Central Eastern Europe German firms have gained access to low labor costs in close geographical proximity. Intense debate about the impact this has had on the “German model” of capitalism has ensued. This paper argues that, in fact, production shifts are taking place in which cost-cutting motives are an important guideline. German firms, however, hesitate to aggressively utilize this new option in their internal domestic labor policy. Rather, firms tend to avoid confrontations with their employees on “job exports”. The necessity of collaboration on both sides of the border, the relative strength of workers in the domestic high-quality production system, and the constraints of industrial relations provide explanations for the moderate behavior. So far, the outcome of the bargained reorganization is that firms gain more labor flexibility, performance-related differentiation, and labor-cost rationalization without challenging the institutionalized long-term employment commitments for their core workforce.

The argument of this paper is that several empirical puzzles in the citizenship literature are rooted in the failure to distinguish between the mainly legal concept of nationality and the broader, political concept of citizenship. Using this distinction, the paper analysis the evolution of German and American nationality laws over the last 200 years. The historical development of both legal structures shows strong communalities. With the emergence of the modern system of nation states, the attribution of nationality to newborn children is ascribed either via the principle of descent or place of birth. With regard to the naturalization of adults, there is an increasing ethnization of law, which means that the increasing complexities of naturalization criteria are more and more structured along ethnic ideas. Although every nation building process shows some elements of ethnic self-description, it is difficult to use the legal principles of ius sanguinis and ius soli as indicators of ethnic or non-ethnic modes of community building.

The institutionalisation of early retirement has become a universal feature of postwar industrial economies, though there are significant cross-national variations. This paper studies the impact of different types of welfare regimes, production systems and labour relations on early exit from work. After an analysis of the main trends, the paper discusses the costs and benefits of early retirement for the various actors — labour, capital and the state — at different levels. The paper outlines both the “pull” and “push” factors of early exit. It first compares the distinct welfare state regimes and private occupational pensions in their impact on early retirement. Then it looks at the labour-shedding strategies inherent to particular employment regimes, production systems and financial governance structures. Finally, the impact of particular industrial relations systems, and especially the role of unions is discussed. The paper finds intricate “institutional complementarities” between particular welfare states, production regimes and industrial relations systems, and these structure the incentives under which actors make decisions on work and retirement. The paper argues that the “collusion” between capital, labour and the state in pursuing early retirement is not merely following a labour-shedding strategy to ease mass unemployment, but also caused by the need for economic restructuration, the downsizing pressures from financial markets, the maintenance of peaceful labour relations, and the consequences of a seniority employment system.

Old-world ideas accompanied European migrants, and a few changed the globe. An English obsession with landed property was implanted in settlement colonies, so that, between the late 1600s and late 1800s, private initiatives and official planning on British colonial and American frontiers interacted to frame property rights to extensive regions. This paper dwells on that interaction and the tensions between private goals and state sovereignty. The state was essential for framing property rights when these were associated with land and in situ resources. In very recent times, property rights have fostered entirely new industries, for example in software and genetically modified biota. Property rights have changed traditional activities such as art and entertainment. Do new forms of property - "less constrained by physical location" - leave the state with a reduced role in the realm of property rights? Does the paradigm of evolving property rights seen in previous centuries suggest any parallels with struggles over more recent property rights? These are questions for members of the institute to consider. We will offer several concluding thoughts.

The aim of this paper is to undertake a comparative evaluation of autonomy as a method of conflict settlement based on two case studies of insular regions in Western Europe: the Åland Islands and Corsica. It will highlight the factors which have contributed to the success of conflict settlement in the case of Åland and draw some lessons from the failure of conflict regulation thus far in Corsica. It then proceeds to analyse the "Matignon Process" (December 1999-July 2000) which culminated in a compromise document presented by French Government on 20 July 2000 to the Corsican representatives. Although its prospects for success are mixed, this is the most significant effort to date by the French Government to resolve the conflict in Corsica through an open and democratic political dialogue with elected representatives of the Corsican population. The measures proposed will result in a third statute and a limited form of autonomy for Corsica, pending constitutional revisions by 2004. This paper will also offer some thoughts on the potential impact of the Corsican reforms on other French regions and territories.

The 'St Malo process' which has being taking shape since December 1998, will bring a qualitative change in the EU's role as an international institution. Many of the big initiatives that the Union undertakes are not fully understood early on - unexpected, and sometimes unintended consequences can result from the changes that the EU agrees to. It takes time for the institutional implications of major changes to emerge: the Single Act was, in the mid 80s, often seen as the 'elephant that gave birth to a mouse'; and the Maastricht Treaty as at once called too federalist, and too timid. Likewise, the exact configuration of the changes that St Malo may bring will also take time to become clear. 'Militarising' the EU, however, ends one of the last policy taboos of a 'civilian-power' European Union and breaks through the 'glass ceiling' of the EU's self-denying ordinance against the adoption of the instruments of military force which has existed since its inception. This paper assesses how far these changes got by the summer of 2000 and asks whether the last eighteen months are one stage in the messy birth of a post-Cold War pan-European defence and security regime with institutions based around NATO and the EU. Europe's institutional configuration tends to matter more to Europeans than to our transatlantic partners; but institutions are the reality of contemporary European international politics. 'Multilateral institutionalism' too, is inescapable, and how institutions relate to each other has become an increasingly significant question. To accept this does not meant that states do not matter, for states also use institutions, as well as being shaped by institutions.

The North Atlantic Treaty Organization stands at a crossroads. Critical choices lie ahead that will determine its future. I begin my paper this way because it is customary to begin pronouncements on NATO with this kind of statement. Indeed papers and speeches on NATO have been beginning this way through the half-century of the alliance's existence - and yet NATO never quite reaches whatever crisis the speaker or writer has in mind. NATO seems to have a life of its own, which is remarkably detached from the shocks and surprises that dominate most of history, certainly Cold War history. And NATO's members, both actual and aspiring, seem bent on keeping it that way. So what is a crossroad anyway in historical terms? Most of my colleagues, I think, would say that it's a turning point: a moment at which it becomes clear that the status quo can no longer sustain itself, at which decisions have to be made about new courses of action, at which the results of those decisions shape what happens for years to come. The Cold War was full of such moments: the Korean War, Khrushchev's de-Stalinization speech, the Hungarian and Suez crises, the Berlin Wall, the Cuban Missile Crisis, the Six Day War, the Tet offensive, Nixon's trip to China, the invasion of Afghanistan, the reunification of Germany, the collapse of the Soviet Union, the end of the Cold War itself. What strikes me as a historian, though, is how little impact these turning points had on NATO's history - even General deGaulle, who tried to turn himself personally into a turning point. The structure and purposes of the alliance today are not greatly different from what they were when NATO was founded. Which is to say that NATO's history, compared to that of most other Cold War institutions, is uneventful, bland, and even (let us be frank) a little dull. That very uneventfulness, though, is turning out to be one of the more significant aspects of Cold War history. It surprised the historians, who have been able to cite no other example of a multi-national alliance that has had the robustness, the durability, the continuity, some might say the apparent immortality, of this one. It has also surprised the international relations theorists, for it is a fundamental principle of their discipline that alliances form when nations balance against threats. It follows, then, that as threats dissipate, alliances should also - and yet this one shows no signs of doing so. An instrument of statecraft, which is what an alliance normally is, has in this instance come to be regarded as a fundamental interest of statecraft. That requires explanation, which is what I should like to attempt here.

In 1996, ex-NATO Defence College fellow Dmitrii Trenin wrote that "in spite of the numerous public declarations of intention by Russia and the United States, Russia and NATO, and Russia and the European Union, so far no reliable foundation for partnership has been laid." Although the remark is four years old, there is little to argue with here. The proposition remains equally valid today. Four years ago, one might have asked: so what? Given the state of affairs in Russia, it didn't matter much anyway. However, things are changing. For the first time in ten years, secessionist wars, submarine disasters and fires in television towers notwithstanding, NATO and the West face a pivotal moment in the effort to normalize the relationship with Russia. The executive has secured reasonable control over the legislature. It is moving towards the reestablishment of central authority vis-à-vis the regions. The government is restoring a disciplined and reasonably orderly approach to foreign and security policy. There is increasingly strong evidence of sustained Russian economic recovery. This is a moment, consequently, of both opportunity and risk in the West's relations with Russia. It is an appropriate time to review where we have been, where we are, where we want to be, and what the role of NATO is in getting us there.

Abstract:
It will be recalled that Yugoslavia was created in 1918 in the wake of the Austro-Hungarian Empire. The new state was peopled by religiously distinct ethnic groups of Serbs, Croats, Slovenians and Muslims. After World War II and German occupation, Josip Broz Tito, the Croat leader of the Yugoslav resistance, reunited the country as the Socialist Federal Republic of Yugoslavia (SFRY). Member Republics of the SFRY were Serbia, Montenegro, Croatia, Slovenia, Bosnia-Herzegovina, Macedonia and the autonomous provinces of Voyvodina and Kosovo. Kosovo had been incorporated into Yugoslavia in 1945, but unlike the five federal units of Yugoslavia, it did not have the constitutional right to secede from the federation. With its majority Albanian population, it held the same status of Vojvadina with its majority Hungarian population. Tito's rule was harsh. His aim was to establish a public order straddling capitalism and communism in a multi-ethnic society. His foreign policy direction was non-aligned. Tito died in 1980 and SFRY leadership was assumed by a Presidential Council intended to represent the republics and autonomous territories with council chairmanship rotating among members.
