Abstract:
China's energy policy is traditionally based on self-sufficiency. While energy bottlenecks have often been cited as a limitation to China's economic growth, China has been successful at producing energy using its domestic coal - albeit putting a strain on transport and producing a high degree of pollution. Aggressively after 2001, China has started to search for external resources, both to supply its voracious appetite for oil and to insure its economy against possible geopolitical disruptions - including the threat of sanctions. This has given Chinese companies a life of their own, making them large international actors. Today, China is both saddled with new responsibilities for the developing countries in which it owns sizeable exploitation rights, and influenced by a new thinking on energy security, based on the idea of improving energy efficiency before developing resources. This offers opportunities for the West - and Japan - in cooperating with China, a huge energy importing country, to lessen the dominance of producers, create business opportunities for energy efficiency equipment, and also to cap CO2 and other emissions.

China now holds the world's largest foreign exchange reserves mainly thanks to dynamic export activities. In order to invest and manage these foreign exchange reserves, the Chinese government recently announced the constitution of a new State Foreign Exchange Investment Company (SFEIC) aimed at improving the yield on them. This new investment vehicle will face multiple challenges ranging from showing solid financial gains to establishing effective rules for corporate governance that guarantee transparency in company management. In addition to the legal aspects, numerous economic and political implications will arise from this new government-controlled tool.

Abstract:
No society is free from rape, and China is no exception. This review documents current literature on gender based violence with a particular focus on sexual violence and assault in China, including Mainland China and Hong Kong. The prevalence of and risk factors for various types of sexual violence are reviewed. Women's responses to sexual violence and how cultural beliefs affect reporting and help-seeking behavior of sexual violence survivors are discussed. Existing intervention and prevention strategies are examined and recommendations on future research are made. The review was commissioned by the Sexual Violence Research Initiative (www.svri.org).

While the overall security situation in Southeast Asia is something of a mixed bag with grounds for both optimism and pessimism, one of the most encouraging trends in recent years has been the development of the Association for Southeast Asian Nation's (ASEAN) relations with major external powers. Relations between China and ASEAN in particular have demonstrated a marked improvement over the past decade, thanks to a combination of burgeoning economic ties, perceptions of China as a more constructive and responsible player in regional politics, and Beijing's “charm offensive” toward Southeast Asia. Overall, the development of ASEAN-China relations poses few security challenges to the United States: Good relations between China and ASEAN enhance regional stability, and a stable Southeast Asia is clearly in America's interests, especially with Washington focused on events in the Middle East. Although ASEAN-China relations are very positive, this does not necessarily mean the United States is losing influence in Southeast Asia, or that ASEAN members are “bandwagoning” with China. In fact, they are hedging by keeping America engaged and facilitating a continued U.S. military presence. While ASEAN-China relations are relatively benign today, several sources of potential friction could create problems in Sino-U.S. relations: these are Taiwan, Burma, and the South China Sea dispute. This monograph examines each of these scenarios in turn.

In April 2005 when the Western Hemisphere Subcommittee of the House International Relations Committee met to discuss Chinese involvement in Latin America, administration officials tended to downplay Chinese engagement in the region except in areas related to communications and intelligence. Indeed, globalization, new technologies, and growing Chinese information warfare capabilities make the United States particularly vulnerable to Chinese activity in these strategic areas. China's recent success in Argentina's telecommunications and space industries exemplifies China's increasing effectiveness in strategic developing markets and raises concerns regarding increasing U.S. reliance on international information networks.

Asia has enjoyed a remarkable climate of peace and security in the post-Cold War era. However, there is much that could have gone wrong. Tensions on the Korean peninsula, in the Taiwan Straits, between China and India, India and Pakistan – the hot spots and fault lines of tension are well known and warily watched. Rarely has serious conflict erupted, though. The last major 'conventional' conflict in Asia was the 1979 Soviet invasion of Afghanistan, though smaller wars have been fought between states in Kashmir and along the Chinese border with Vietnam. The region is also wracked by protracted internal disputes that generate sustained fears for internal security and destabilized inter-state relations. All the same, for a region that lacks the kind of sophisticated collective security arrangements that have kept the northern hemisphere at peace for the past sixty years, Asia's security environment is remarkably benign.

Abstract:
The Caucasus and Central Asia – eight countries of the former Soviet Union stretching to the south of Russia and to the west of China – form a chain of weak states, vulnerable to conflict, extremism, and spillover from potential instability in the Middle East, Iran and Afghanistan. Once on the path of the Silk Road, these countries are still transit routes in the world economy rather than major economic players. The overarching problem for the Caucasus countries situated on the eastern fringe of Europe – Armenia, Azerbaijan, and Georgia, as well as the Russian North Caucasus – is unresolved conflicts that hamper development and poison politics. The Caucasus has become a field for latter-day Great Power battles of influence, in which competing policy agendas, sometimes even from within the same state, make for a fragmented international response that hampers regional integration and development. The autocratic states of Central Asia by contrast risk isolating themselves from the wider world, becoming a source of danger because of their deliberate remoteness. Here the globalized threats of drug trafficking and militant Islam are the biggest potential source of instability. Multilateral organizations such as the UN are still struggling to articulate a coherent response to the two regions as a whole, tending to make more narrow interventions that have limited impact.

At China's invitation, The Carter Center sent a seven-person, international team led by Dr. Robert Pastor, a Carter Center Fellow and expert on elections, to observe the village electoral process in Fujian and Hebei provinces. The delegation also held discussions with officials in Beijing on election issues and on future areas of cooperation between The Carter Center and China. The delegation concluded that the village elections are a serious and positive development in empowering China's 900 million villagers, even though many parts of the country might not have fully implemented the election rules yet.

Abstract:
This paper assesses China's role in Asia as an independent engine of growth, as a conduit of demand from the industrial countries, and as a competitor for export markets. We provide both macroeconomic and microeconomic evidence. The macroeconomic analysis focuses on the impact of U.S. and Chinese demand on the output of the Asian economies by estimating growth comovements and VARs. The results suggest an increasing role of China as an independent source of growth. The microeconomic analysis decomposes trade into basic products, parts and components, and finished goods. We find a large role for parts and components trade consistent with China playing an important and increasing role as a conduit. We also estimate some regressions that show that China's increasing presence in export markets has had a negative effect on exports of some products for some other Asian economies, but not for other products, including those of the important electronic high-technology industry.

Abstract:
Few things have changed China's foreign policy toward the United States more subtly than the issue of a nuclear Democratic People's Republic of Korea, commonly known as North Korea. The catalysts of these events were, on the one hand, the July 5, 2006, long-range missile test and the October 9, 2006, nuclear weapon test. On the other hand, the Six Party Talks that had been designed perhaps to prevent these very events have also been a catalyst to changes in US-China relations. In part these changes in Chinese foreign policy toward the US are because of changes within China itself. Partly these changes in Chinese foreign policy toward the US reflect China's changing role in the international system. And partly they are in response to US policy toward China. The nexus of these three elements has been a more respectful and open relationship between the two powers, but one still fraught with nuances and complexities.

Abstract:
Established in 2001 with China, the Russian Federation, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan as members, the Shanghai Cooperation Organization (SCO) has remained one of the world's least-known and least-analysed multilateral groups. It makes little effort itself for transparency and is only patchily institutionalized in any case. Such useful research materials as are available on it are often in Chinese or Russian. Outside its participant countries, the SCO has attracted mainly sceptical and negative comment: some questioning whether it has anything more than symbolic substance, others criticizing the lack of democratic credentials of its members and questioning the legitimacy of their various policies. These points have been made especially strongly by commentators in the United States following the inclusion of Iran—along with India, Pakistan and Mongolia—as an SCO observer state and hints that it may attain full membership.

This paper examines the strategic convergence between Russia and China. Strategic convergence is understood as the overlap of key objectives and interests with regard to long-term developments in world politics, which provides the basis for extensive tactical co-operation between two or more states. The paper focuses on the compatibility of Russia and China in terms of complementary economies, location and political outlook. The match between Russian natural resources and Chinese markets is examined in particular. The paper concludes that a closer relationship between the two countries in many ways would be of mutual advantage, but that it is far from certain that an alliance will develop.

In a laudable about-face, President Bush has decided at last to accept North Korea's longstanding offer to suspend production of plutonium by shutting down and sealing its reactor and reprocess- ing plant at Yongbyon, halting construction of a larger reactor and not restarting a newly refurbished fuel fabrication plant. In so doing, he is rejecting the counsel of American hardliners who have kept the United States from making and living up to earlier agreements while managing to convince much of America that it is North Korea that has been the one at fault. By negotiating in earnest, Bush has achieved an important goal for U.S. and Asian security.

China's so-called rise to great power status is usually taken for granted. Still, a convicning argument can be made that Beijing's post-Cold War grand strategy is based on fear of failure rather than management of success. China only qualifies as a great power by the skin of its teeth, if the lower limit of such status is defined as the ability to decide how to do things in either the economic, military or political sectors of the international system.1 China’s position as a political great power is largely determined by the implosion of the Soviet Union. Its ascendancy to this rank has been based on psychology in that a successor challenging U.S. pre-eminence was expected and pronounced before the fact. While Beijing has convinced the surroundings that China is a great power, it is struggling to catch up both economically and militarily with the United States. Contemporary China faces three major challenges: economically and militarily it con- tinues to lag far behind the United States, U.S. grand strategy threatens its rise, and a Chinese alternative to the liberal model of state-society relations has not been developed. Beijing’s foreign policy is therefore based on the premise of how to avoid China’s descent into the ranks of secondary powers.

Globalisation is having important effects on labour markets in OECD countries. The global supply of labour has increased enormously with the emergence of China and India. At the same time technological advances have contributed to heightened income inequality and changed the nature of globalisation itself, most vividly demonstrated by the rapid growth of offshoring of business services that were previously nontradable. It is argued in this paper that these developments are best characterized as an intensification and broadening of the process of globalisation rather than a fundamental change in the nature of globalisation. They will, nevertheless, have long-lasting effects on OECD labour markets, increasing the urgency of implementing the labour market policies set out in the Restated OECD Job Strategy. The paper concludes that the most important implication of the emergence of China and India in the context of widespread perceptions of increasing economic inequality may be to reduce support for globalisation in OECD countries.

4925. Does China Save and Invest Too Much?

China’s current saving and investment levels are extraordinary— both in terms of its own history, but also by comparison with the current and historical experience of high-saving countries like Japan. The International Monetary Fund’s 2005 World Economic Outlook places China’s gross saving at 50 percent of GDP with gross capital formation, not far behind, at 45 percent of GDP (IMF 2005: 96–97). High levels of saving and investment are usually seen as a good thing. For a developing economy, such as China, a high level of domestic saving and investment means that residents are forgoing current consumption in order to add to the capital stock, thereby increasing growth and labor productivity. For a developed economy like the United States, while absolute levels of saving and investment may not match those in developing economies, a high level of saving and investment would mean that residents are financing most of the increase in the capital stock and are thereby positioning themselves to benefit from future returns earned by the enlarged capital stock. The reality for the United States over the past half-decade—a sharp rise in imports of foreign savings—means that returns from growth in the capital stock are increasingly earmarked for payment to foreign investors. Despite the satisfaction with which most commentators view its high levels of saving and investment, particularly since 2002, China has displayed increasing signs of overinvestment. As used here, the term overinvestment refers to a capital stock either too large or too poorly allocated to generate positive returns at the margin. Misallocated capital and excess capacity in the domestic sector implies a rapid increase in nonperforming loans, which are largely held by China’s state banks. Excess capacity in the tradable goods sector implies a tendency to undervalue the exchange rate in order to maintain the growth of demand for exportables.

It is widely acknowledged that China’s financial system is deeply troubled. Its banks have very high nonperforming loan ratios and its stock market has lost 50 percent of its value since 2001 amidst a GDP growth rate averaging some 9 percent a year. Those facts about the accounting aspects of China’s financial system are becoming better known in the West. However, what has not been sufficiently highlighted is the precise effect of China’s dysfunctional financial system and its broader pattern of allocating resources—in favor of the state sector at the expense of the private sector—on the Chinese economy and society. Probably the only reason economists and business analysts have found it hard to reconcile the accounting aspects of China’s financial system with the performance aspects of the Chinese economy is that China’s GDP growth has been so impressive. Some experts (e.g., Rawski 2001,Young 2003) have argued that China’s economic performance has not been as impressive as the official statistics indicate. Their work in this area delves into rather specialized and arcane areas of Chinese methods of compiling and reporting data. While this work is analytically important and does resolve some of the puzzles of China’s rapid growth, it is very technical and difficult for nonspecialists to understand. Thus, it is unlikely to grab readers’ attention away from newspaper headlines touting the rise of China and the huge trade surpluses that country has accumulated.

I will focus on a familiar issue, the problem of global current account imbalances, and will describe how financial sector reform can help narrow them, using examples from China. The United States is running a current account deficit approaching 6.25 percent of its GDP and over 1.5 percent of world GDP. To help finance it, the United States pulls in 70 percent of all global capital flows. Clearly, such a large deficit is unsustainable in the long run. The current situation has its roots in a series of crises over the last decade that were caused by excessive investment, such as the Japanese asset bubble, the crises in emerging markets in Asia and Latin America, and most recently, the IT bubble. Investment has fallen off sharply since, with only very cautious recovery. This is particularly true of emerging Asia and Japan. The policy response to the slowdown in investment has differed across countries. In the industrial countries, accommodative policies such as expansionary budgets and low interest rates have led to consumption- or credit-fueled growth, particularly in Anglo-Saxon countries. Government savings have fallen, especially in the United States and Japan, and household savings have virtually disappeared in some countries with housing booms. By contrast, the crises were a wake-up call in a number of emerging market countries. Historically lax policies have been tightened, with some countries running primary fiscal surpluses for the first time, and most bringing down inflation through tight monetary policy. With corporations cautious, and governments abandoning the grandiose projects of the past, investment has fallen off. Instead, exports have led growth. Many emerging markets have run current account surpluses for the first time. In emerging Asia, a corollary has been a buildup of international reserves.

Of all the various topics and issues facing observers of the Chinese economy, it is safe to say that none arouses more spirited debate than the role of the financial system, and in particular the state of Chinese banks. Is the mainland on the verge of a financial crisis? Has the recent economic overheating created a new flood of bad loans? Do banks know how to allocate capital, or are they simply quasi-fiscal agencies acting at the mercy of the government? And does the rapidly opening financial system represent a gold mine or a “black hole” for foreign investors? The answers to these questions are not always straightforward, but in our experience the truth lies very much away from the extremes so often presented in the financial press. Chinese banks are by no means “out of the woods,” first and foremost because they remain stateowned institutions, but they are now well advanced from their situation only a decade ago. This means that the economy is protected from the risk of a financial crisis—but, on the other hand, the banking sector is more a sunset industry than an exciting growth sector. There are a number of myths about banks and the financial system in China but the following are the most important and most persistent: (1) China’s cost of capital is far too low; (2) Mainland banks are unreconstructed quasi-fiscal agencies; (3) Bank recapitalization is a sham; (4) Banks are already “out of the woods”; and (5) The Chinese banking system is an exciting growth industry. Let us now examine these five myths.

This paper posits that in the face of uncertainty over China’s rise to power, traditional realist and liberal theories of international relations are impractical for formulating U.S. policy. Instead, this paper outlines a new way of thinking about international order and then uses a game theory model to analyze U.S.-Sino relations in light of this new framework. The model fi nds that a mixed strategy equilibrium exists whereby the United States pursues both competitive and cooperative policies toward China. This U.S. policy of “guarded engagement” could induce Beijing to cooperate but leaves the United States prepared for confl ict if it does not.

In its 2005 Report to Congress, the U.S.-China Economic and Security Review Commission—also known as the U.S.-China Commission (USCC)—recommended that China appreciate its currency, the renminbi (RMB), “by at least 25 percent against the U.S. dollar” or face “an immediate, across-the-board tariff on Chinese imports.” The commission argued that such an action could be justified under Article XXI of the World Trade Organization (WTO), “which allows members to take necessary actions to protect their national security.” The key idea behind the commission’s protectionist policy stance is that “China’s undervalued currency has contributed to a loss of U.S. manufacturing, which is a national security concern” (USCC 2005: 14).

The rise of China’s stock market during the 1990s was nothing short of breathtaking. For more than 30 years after 1949, China was a centrally planned economy in which virtually all enterprises were state owned or collectively owned. Investments were centrally planned and funded by government fiscal grants as well as by loans from the state-owned monobank system as dictated by the government’s central credit plan. In the late 1980s, as part of enterprise reforms that took place during China’s gradual transition to a market economy, local governments in China started experimenting with selling shares of collectively owned enterprises directly to domestic individuals in order to raise equity capital. Curbed trading of enterprise shares soon began and was quickly followed by over-the-counter (OTC) trading in more organized but still informal exchanges. In 1991, two stock exchanges, one created by the Shanghai municipal government and the other by the Shenzhen municipal government, were launched, with the central government’s formal approval. Between 1992 and 2003, the market raised a total of 796.79 billion yuan of equity capital. At the end of 2003, China’s stock market had 1,287 listed enterprises and more than 70 million investor accounts (CSRC 2004).

The record of Japan's diplomacy in the Six-Party Talks (SPT), the key multilateral mechanism to address North Korea's unflagging nuclear ambitions, is unpronounced. Tokyo's position in the SPT process has been often viewed as a secondary one, as if it was functioning as Washington's henchman, and at times as unproductive, thanks to its attempts to address the abductions issue in this multilateral setting. This represents an interesting contrast to China's SPT diplomacy, which has seen Beijing play an indispensable role, projecting itself as an honest broker. Further, the contrast between the two countries is intriguing when their general policies toward regional multilateral institutions over the past decade are taken into account. Both countries made a conspicuous shift in their attitudes toward regional multilateral institution-building, from negative and skeptical to positive and active. In the case of the SPT, a new multilateral institution in Asia, Tokyo's activism appeared to be muted, while Beijing positioned itself in a most visible manner. With this backdrop, the article examines Japanese policy making toward the SPT through a specific comparison with the country's general attitude toward regional institution-building and with China's SPT diplomacy. It argues that three aspects of the decision-making context—the nature of foreign policy questions, the composition of actors, and the type of available diplomatic tools—unique to Japan's dealings with the SPT essentially shaped its diplomacy and thus brought about a conspicuous contrast with its general attitude toward regional institution-building and with Beijing's growing regional activism.

This article examines the changing nature of Australian-American relations in the aftermath of the Iraq imbroglio and China's rise. While many observers see differences in Australian and US approaches toward China as a reflection of different interests, it is the contention of this paper that these different Australian-US perspectives on China are, in fact, premised more on some highly skewed assumptions and fallacious beliefs, misconceptions and myths that have lately come to underlie Australia's China policy than on divergent Australian-US interests. This article looks at the proposition that China's rise has the potential to divide Australia and America but concludes that Beijing is unlikely to succeed in driving a wedge between Washington and Canberra. The shared values and shared strategic interests ensure broad support for the Australia-US alliance in Australia which has now expanded into a global partnership encompassing the transnational security issues as well as the traditional geopolitical issues of managing the rise of new powers.

Australian policymakers have traditionally made cultivating close strategic ties with the dominant power of the era the centerpiece of foreign policy. As Australia's prominent role in the "coalition of the willing" in Iraq demonstrates, this strategy is alive and well. It is, however, no longer clear whether this strategy is in either Australia's national interest or that of the international community more generally. As the Shanghai Cooperation Organisation observed its fifth anniversary in June 2006, the question of where the regime fits within the expanding area of international strategic institutions in Asia and elsewhere assumes an even greater importance. The SCO has begun to establish itself as a more formal actor in the complex area of Eurasian security, and has evolved from a largely consultative grouping into a security community. As well, the SCO has become the cornerstone of China's Central Asian diplomacy and its promotion of "non-alliance" forms of strategic cooperation. However, despite the SCO's endeavours to portray itself as a forum for information-sharing and confidence-building, as well as political and economic cooperation, hard power considerations remain an important part of the organisation's policymaking. Although the SCO was seen as marginalized when Western forces entered Central Asia after September 2001, the organisation plays key roles and should not be dismissed as a strategic actor and source of regional cooperation. Moreover, with American forces remaining in Central Asia for the foreseeable future and Central Asian governments becoming increasingly concerned about the potential after-shocks of the recent "colour revolutions" in the former USSR, there is the greater possibility that a more mature SCO may engage in overt power-balancing behaviour vis-à-vis the West, resulting in rivalries rather than cooperation. To prevent this scenario, it is argued that the international community should take the opportunity to better engage the SCO in the name of promoting peace and stability in Eurasia.

4938. Dilemmas Confronting Social Entrepreneurs: Care Homes for Elderly People in Chinese Cities

In socialist China, rapid aging, severe shortage of public provisions for frail elders, and the state's admitted failure to meet vast unmet needs have led the state to promote the use of non-profits as a key peg of welfare policy for the elderly. To this end, the Chinese government passed the Provisional Regulation on the Registration and Management of Civilian-run Non-enterprise Units in 1998 to set out the legal framework. Using tax exemption and preferential utility charges as baits, the 1998 decree encourages the birth of nonprofits to meet the shortfall in social services. The sharp rise in nonprofit organizations (NPOs) after 1998 suggests the policy is achieving its intended effect. However, the insistence on self-sufficiency and ban on profit taking means that such agencies have to operate as social enterprises, combining their social mission with an entrepreneurial mode of management as they rely on fee charges as the primary income source. The paper begins by examining the policy and demographic contexts for old age care and the concepts of NPOs, social enterprises and social entrepreneurship. It then presents research findings on the agency profiles and operational experiences of 137 non-state care homes in three Chinese cities. This is followed by an analysis of the motives for social entrepreneurship, namely family circumstances, personal attributes, social commitment, and entrepreneurial drive. The final part discusses the link between the nonprofit policy, NPO attributes and social entrepreneurship. It is argued that it is the peculiarity of the existing policy that attracted a very special group of social investors into the old age care business.

China has in a very short time span embraced multilateral mechanisms to address a broad range of issues and avoided confrontation with the United States. Both stances have shaped Asian and European views of a rising China. At present, Asian and European leaders take China's word regarding its peaceful intentions as a rising power. However, Asian and European policy-makers tend to refrain from confronting China too strongly on issues sensitive to Beijing (poor implementation of intellectual property rights, disregard for human rights, etc). The more prosperous China grows, the less influence any other country will have over Beijing's policies. A rising China is a challenge to others because of its sheer size, its great need for imported energy, and the environmental degradation it causes due to its ongoing industrialization. The troubled relationship between China and Japan is one of increasing concern and could lead to aggravated tensions in East Asia.

North Korea's launch of numerous missiles the first week of July raised serious questions about the capabilities of both the U.S. missile defense system and North Korea's ballistic missile program. CDI Analyst Victoria Samson and Senior Advisor Philip Coyle appeared on numerous radio talk shows and TV news programs nationwide, helping viewers, listeners and readers to understand that the missile defense system being deployed in Alaska and California has no demonstrated capability to defend the United Sates against an enemy attack. Meanwhile the Bush administration is losing precious time. As Coyle points out in the article below, it's time to enter into one-on-one talks with North Korea before Pyongyang improves its short and long range missiles further. The six-party talks are important and necessary, but not sufficient to stop North Korea's missiles. And neither, unfortunately, are U.S. missile defenses.

In September 2007, Australia will host the annual Economic Leaders' Meeting of the Asia–Pacific Economic Cooperation (APEC) forum. This will be the culmination of over 100 days of ministerial, official and business group meetings, working groups and dialogues that will be held in various Australian cities from January to August. Fifteen federal government departments will be involved along with a range of other interested actors, predominantly in the private sector. The Australian government will spend considerable sums of money on the leaders' meeting itself, not least to ensure the security of those attending. This will include, if all goes according to plan, the heads of government of 21 countries—member economies in APEC-speak—including the United States, Russia, Japan and China. Security may well be the least of the government's worries. Few would argue that APEC is 'going strong' as a regional economic forum and recent reviews have suggested that at best it faces an uncertain future and that at worst it could be in a state of terminal decline. The forum is argued to have lost its relevance and to have generally been unsuccessful in attaining any of its more ambitious goals such as regional trade liberalisation.

China's transition to a market economy has been a process of basic institutional changes and institution building. The institutional change from a socialist labour regime (SLR) as one of the backbones upholding the traditional leninist system to a new 'socialist' market labour regime (SMLR) became particularly important for the success of economic and political reforms. This analysis is based on the analytical framework of regimes and makes use of the idea of path dependence. An ensemble of institutions, mutually interconnected and influencing each other, forms the regime and shapes its trajectory. Six institutions are identified to constitute the employment regime: (1) the system of social control, (2) the production system, (3) the system of industrial relations, (4) the welfare system, (5) the family order, and (6) the educational system. The SMLR is still characterised by its socialist past and differs from other varieties of transformation labour regimes and bears little resemblance to labour regimes in Western market economies.

The Chinese Communist Party has chosen to base the legitimacy of its rule on its performance as leading national power. Since national identity is based on shared imaginations of and directly tied to territory – hence place, this paper analyses both heterodox models for identification on the national and potentially competing place-based collective identities on the local level. This analysis, based on communication within a number of popular communication forums and on observation of behavior in the physical reality of today's urban China, shows that communication within the virtual and behavior in the real world are not separated realities but form a new virreal spatial continuum consisting of imagined places both online and offline. I argue that ties to place are stronger and identities constructed on shared imaginations of place are more salient the more direct the experience of place is – be the place real, virtual or virreal. Hence in China challenges to one-party rule will probably accrue from competing localized collective identities rather than from heterodox nationalism.

As a Socialist country undergoing rapid social and economic transition, China presents a revealing case study on the role of ideology in the process of institutional change. Based on Douglass North's theory of institutional change and on David Beetham's theory of political legitimation, this paper argues that recent ideological reforms have been a crucial factor in sustaining the legitimacy of Communist party rule. Ideological change is conceived as a path-dependent process which helps to stabilize the social perception of transition and to frame the party's modernization achievements. At the same time, the dominant role of ideology makes the Chinese party-state, despite its economic success, more vulnerable to legitimacy crises compared to other authoritarian regimes.

It is the world's second largest consumer and third largest producer of primary energy. From 2000 to 2005, China's energy consumption rose by 60 percent, accounting for almost half of the growth in world energy consumption. The country is able to meet more than 90 percent of its energy needs with domestic supplies — largely because of abundant coal reserves and a coal-based economy. However, it imports almost half of the oil it consumes.

For decades, Japan dominated Asia's energy picture. At the time of the first oil shock in 1973, it held a 60 percent share of Asia's oil demand. During the 1980s, Japan looked to China for oil and coal as part of its energy import diversification strategy. Today, Japan remains an important energy market but its position in Asia's energy supply and demand balance is rapidly changing. In the wake of surging regional demand, Japan's share of oil consumption is likely to fall below 15 percent of total Asian consumption by 2020. Demand for its major fuel needs — including oil, gas, coal, and uranium — is expected to remain relatively flat or increase only marginally. Meanwhile, the rest of Asia's requirement for these fuels is projected to grow dramatically, leaving Japan to confront a future in which it will be a smaller energy player facing a more crowded field of competitors for these energy supplies.

The efforts of China's national oil companies to secure upstream oil assets abroad have attracted attention from U.S. officials and policymakers. Congress has taken notice, as indicated by the request of the Chairman of the U.S. House of Representatives Resources Committee Richard W. Pombo—triggered by the bid made by China National Offshore Oil Corporation Ltd. for Unocal in 2005—for a study by the Department of Energy of the economic and national security implications of China's energy demand. The report, released in February 2006, concludes that the foreign investments of China's national oil companies do not pose an economic challenge to the U.S. However, one issue the report mentions only in passing that merits further attention is how the Chinese government's financial support for some of these investments can undermine an open and competitive world oil market.

Some U.S. policy makers might welcome unrest in China as a path to democracy and “freedom.” But rather than an opportunity to transform China's political order, China's social unrest should be understood as the unavoidable side effects—worsened by local corruption—of successful market reforms and expanded economic and social choice. Managing this unrest humanely requires accelerated reform of legal and social institutions with special attention to corruption. More violence would generate more suffering, potentially destabilizing East Asia and harming U.S. interests. The United States should encourage China to strengthen its social reconciliation capabilities, without making electoral political reform a prerequisite for intensifying engagement across the board.

Abstract:
Over the past decade China has downplayed its hard power in Southeast Asia, instead creating a strategy to build its soft power. For the first time in post-WWII history, the United States may be facing a situation in which another country's appeal outstrips its own in an important region, a change sure to shock the United States. Before China's appeal spreads to other parts of the developing world, U.S. policy makers need to understand how China exerts soft power, if China's soft power could be dangerous to developing nations, and whether elements of China's charm could threaten U.S. interests.
