4851. China's Cross-Regional FTA Initiatives: Towards Comprehensive National Power

Abstract:
This article surveys the recent initiation of free trade talks by China. Of particular interest are the motives driving this innovation, particularly as regards negotiations with distant rather than regional partners, known as cross-regional trade agreements or CRTAs. This investigation is guided by the conceptual analysis presented by Solís and Katada in this issue of Pacific Affairs. The authors find that the initiation of cross-regional preferential trading links allows the Chinese leadership to speed up economic development, to hedge against future trade diversion in other regions of the world, to pursue domestic reform at their own chosen pace, to develop negotiating expertise in a less tense political environment, and to advance core interests in foreign economic policy and security policy by validating the concept of a peaceful rise to power. China's recent pursuit of crossregional FTAs is thus significant not only for the economic benefits they promise but also for their enhancement of China's national power and capacity for international leadership without provoking conflict. As a supplement to China's diplomacy, crossregional FTA negotiations must be recognized as an important new element of China's long-term international strategy.

IN THE 1970S AND 1980S THERE WAS a widespread fear in the west of Japanese economic superiority. Unprecedented growth in its gross domestic product (GDP), exports and outward foreign direct investment suggested an alternative model of market capitalism that was out-performing the United States and European economies. High-profile articles and books fed this fear and research efforts tried to identify what was different about Japan and how such differences might convey sustained competitive advantages.

A large group of smallish countries totalling about a billion people have sheered off from the rest of mankind. As the world becomes more socially integrated this giant pool of poverty will be both unacceptable and explosive. It is the world's biggest economic problem and we need to do something about it. To know what to do we need to start with a diagnosis. While the common fate of the bottom billion has been stagnation and poverty there has been no single cause. In my recently published book The Bottom Billion I propose four distinct traps that between them account for the problem, each requiring a distinct remedy. I also argue that globalization, though it has been benign for the majority of the developing world, is not working for the bottom billion and is not likely to do so. On the contrary, it is liable to make them increasingly marginalized.

Abstract:
Since the fall of the Soviet Union, China has become a source of increased focus for military strategists and policy-makers throughout the West and most especially in the United States. With the largest army in the world and obvious aspirations to, at the very least, regional power they mark one of the most significant potential threats to American military supremacy. Studies of China's martial past have been included in the professional reading of many officers in the United States Armed forces. However, there is still one common misperception with regard to China's military history. China, despite what many have written, has an important naval heritage. This heritage may not have been central to the study of Chinese history in the past; however it is important for study in the future. The Chinese government itself has included examples from this history as inspiration for their modern policy and strategy. With this fact in mind it is of vital importance that historians and strategists understand China's naval past.

Since the turn of the century, China's state and society have focused their efforts on “constructing a harmonious society”. Viewed from the perspective of globalization, these efforts represent a quest for a model of development that deviates fundamentally from neo-liberalism. In particular, state policies and institutional reforms in recent years have tended to target at labor compensation-enhancing economic growth, rather than growth based on “cheap labor”. This paper seeks to clarify the nature of the emerging Chinese economic development model, and, on that basis, to analyze its efficiency and welfare attributes. In conjunction with an analysis of China's economic growth path, which seems to have undergone a transition from labor-intensive growth to capital-deepening growth, it is argued that the new development model does represent a more feasible and desirable pursuit than neo-liberalism. The paper concludes with a discussion on the impact of this new Chinese development model on the future direction of globalization.

Income disparities are rising in China as a consequence of the economic reforms post 1979 which virtually gave unchallenged economic growth and prosperity to the coastal regions whose economic growth increased over the last 30 years at the expense of the interior hinterland. Institutions in China have seen the answer to restoring a rural-urban income balance by redistributing people from the interior regions of China to the prosperous coastal regions. This can be seen as a supply side reaction to the income disparity problem, which will inevitably impose the kinds of social costs, which concentrations of populations normally bring. This paper offers insights into other methods of transforming the urban-rural income disparity problem in China, the economic implications of infrastructure investment, the relevance of Krugmans 'New Economic Geography' to the transformative Economics which China has experienced over the last 30 years; and the close relationship between how Krugman's agglomeration economies arise and the development of SEZ's and HTDZ's in China.

Abstract:
President Vladimir Putin's visit to China in March 2006 was in many respects a spectacular success. The Russian delegation was the largest and most diverse in post-Soviet times. The number of agreements, 29, represented a record in the history of the relationship. And the atmosphere was the most positive of any of Putin's overseas trips. Surveying the landscape of the relationship, there seems nothing not to like. The 4,300 km common border has finally been demarcated in its entirety; Moscow and Beijing agree on practically every regional and international issue of consequence – Chechnya, Taiwan, Iraq, Iran. Official trade has multiplied nearly six-fold during Putin's presidency; and the first ever Sino-Russian joint military exercises took place in August 2005.

Abstract:
This paper attempts to analyze the expanding energy linkages between China, one of the most dynamic major consumers, the Middle East, a leading petroleum producer, and the CIS, a core non-OPEC emerging producer, not only because they are well established oil exporting regions, but also because of their geopolitical relevance to China as key players in a possible energy corridor linking China with the Gulf at some point in the future. The paper concludes that the economics and geopolitics of energy supply for China dictate different approaches to each of these regions, with the CIS territory ensuring that its energy to be transported across the ocean where China could be vulnerable to potential maritime disruption in the event of serious international disputes, and with the Gulf offering more flexible commercial arrangements.

Abstract:
Energy-deficit China and resourceful Russia/Central Asia have been engaged most intensely over the past decade in a complex relationship involving expanded oil and gas trade, cross investment, pipelines and geopolitical ambitions. Today, Central Asia represents for China both a potential market for its growing economy and a source of strategically important raw materials. It is also important for ensuring stability and security in China's restless Xinjiang- Uyghur Autonomous region on the other side of the border. The verdict is not out yet, but clearly China has made significant progress in achieving its goals vis-à-vis Central Asia, namely (i) support regional stability, (ii) obtain access to energy resources on a mutually beneficial basis, and (iii) further develop economic relations with region. The Russia factor is omnipresent and swings from confrontation to co-operation as national interests and regional politics dictate.

Australia's interests in a peaceful and stable Asia-Pacific region are threatened by the risk of intensifying strategic nuclear competition between the US and China. This may seem a little surprising in the post-Cold War world. We have perhaps allowed ourselves to assume a little too easily that nuclear weapons ceased to matter much in relations between major powers after the Cold War was over. We have worried much more about the risk that they will be acquired by new players – rogue states or terrorists – who might not respond to the incentives and threats that shaped nuclear strategy between major powers during the Cold War.

4861. Income Distribution: Effects on Growth and Development

Abstract:
I review the literature on the effects of inequality on growth and development in the developing world. Two stylized facts emerge from empirical studies: inequality is more likely to harm growth in countries at low levels of income (below about $3200 per capita in 2000 dollars); and it is at high levels of inequality (at or above a Gini coefficien t of .45) that a negative association emerges. Between 15 and 40 percent of the developing world's population lives in countries with these characteristics, depending on the inclusion of China, whose level of inequality has recently been measured at almost .45. Theory and evidence suggest that high inequality affects growth: (1) through interaction with incomplete and underdeveloped markets for capital and information; (2) by discouraging the evolution of the economic and political institutions associated with accountable government (which in turn enable a market environment conducive to investment and growth); and (3) by undermining the civic and social life that sustains effective collective decision-making.

4862. Aiding Transparency: What We Can Learn About China Exim Bank's Concessional Loans

Abstract:
The Chinese government, through the China Exim Bank, is pledging billions of dollars worth of concessional lending to the developing world. More information on these lending practices can be gleaned from Chinese language sources than is readily available in English. However, this material is insufficient to draw more than tentative conclusions about the real nature and scope of China's concessional lending. Over 48 countries have agreements with China for concessional loans. An average loan of US$20-30 million is made available to Chinese exporting firms to develop infrastructure and facilities in developing countries. While these loan sizes are not huge when compared to other aid flows, China's status as the dominant lender of concessional loans amongst some recipients makes this program significant. Finally, it is still not clear if the loans could be considered Official Development Assistance according to the DAC definition.

The Commitment to Development Index (CDI) ranks 21 of the world's richest countries on their dedication to policies that benefit the five billion people living in poorer nations. Moving beyond simple comparisons of foreign aid, the CDI ranks countries on seven themes: quantity and quality of foreign aid, openness to developing-country exports, policies that influence investment, migration policies, stewardship of the global environment, security policies and support for creation and dissemination of new technologies.

Abstract:
The goal of this study is to discuss why China and perhaps other developing countries may not need a refuge policy for Bacillus thuringiensis (Bt) cotton. We describe in detail the different elements that a nation—especially a developing one—should be considering when deciding if a refuge policy is needed. Drawing on a review of scientific data, economic analysis of other cases and a simulation exercise using a bio-economic model that we have produced to examine this question, we show that in the case of Bt cotton in China, the approach of not requiring special cotton refuges is defensible.

China's economy has experienced remarkable growth since economic reforms were initiated in the late 1970s and pushed forward by a number of complementary policies. Since the mid-1980s, rural township and village-owned enterprises (TVEs) development; measures to provide a better market environment through domestic market reform; fiscal and financial expansions; the devaluation of exchange rate; trade liberalisation; the expansion of special economic zones to attract foreign direct investment (FDI); the state-owned enterprise (SOE) reform; agricultural market liberalisation, and many other reforms have all contributed to China's economic growth. In response, the annual growth rate of gross domestic product (GDP) was about nearly 10% in 1979–2004 (National Bureau of Statistics of China 2005).

The goal of our paper is to provide an empirical basis for understanding progress (or stagnation) in the evolution of China's village committee elections. To meet this goal, we pursue three specific objectives. First, we seek to identify patterns (and trends) of voting behavior and develop ways to measure participation in the voting process. Second, we analyze who is voting and who is not (and document the process by which their votes are cast). Finally, we see to understand the correlation between propensity to vote and the quality of village elections.

Abstract:
A key issue in political economy concerns the accountability that governance structures impose on public officials and how elections and representative democracy influences the allocation of public resources. In this paper we exploit a unique survey data set from nearly 2450 randomly selected villages describing China's recent progress in village governance reforms and its relationship to the provision of public goods in rural China between 1998 and 2004. Two sets of questions are investigated using an empirical framework based on a theoretical model in which local governments must decide to allocate fiscal resources between public goods investments and other expenditures. First, we find evidence—both in descriptive and econometric analyses—that when the village leader is elected, ceteris paribus, the provision of public goods rises (compared to the case when the leader is appointed by upper level officials). Thus, in this way it is possible to conclude that democratization—at least at the village level in rural China—appears to increase the quantity of public goods investment. Second, we seek to understand the mechanism that is driving the results. Also based on survey data, we find that when village leaders (who had been elected) are able to implement more public projects during their terms of office, they, as the incumbent, are more likely to be reelected. In this way, we argue that the link between elections and investment may be a rural China version of pork barrel politics.

The view toward agricultural and rural development in the modern world has changed dramatically in the past several decades. Traditionally, agriculture was thought of an inferior partner in development. Since the size of the sector falls during development, it was logically considered that it could be ignored. Why is that leaders would ever want to invest in a sector that shrinking? Some academics urged policy makers to treat agriculture like a black box from which resources could be costlessly extracted (Lewis, 1954). All investment was supposed to be targeted at the industry and the cities. As a low productivity sector, it did not deserve investment.

Abstract:
As water becomes scarcer in northern China, designing policies that can induce water users to save water has become one of the most important tasks facing China's leader. Past water policies may not be a solution for the water scarcity problem in the long run. This paper looks at a new water policy: increasing water prices so as to provide water users with direct incentives to save water. Using a methodology that allows us to incorporate the resource constraints, we are able to recover the true price of water with a set of plot level data. Our results show that farmers are quite responsive if the correct price signal is used, unlike estimates of price elasticities that are based on traditional methods. Our estimation results show that water is severely under priced in our sample areas in China. As a result, water users are not likely to respond to increases in water prices. Thus as the first step to establishing an effective water pricing policy, policy makers must increase water price to the level of VMP so that water price reflects the true value of water, the correct price signal. Increases in water prices once they are set at the level of VMP, however, can lead to significant water savings. However, our analysis also shows that higher water prices also affect other aspects of the rural sector. Higher irrigation costs will lower the production of all crops, in general, and that of grain crops, in particular. Furthermore, when facing higher irrigation costs, households suffer income losses. Crop income distribution also worsens with increases in water prices.

Increasing demand for China's limited water resources (across China, but mostly in northern China) from rapidly growing industry, urban populations and agriculture implies potentially dire consequences for the sustainability of water use and drastic changes in cultivation patterns (Zhang, 2001). Problems in the water sector also have significant implications for China's future trade position in key crops and may affect the income of the farming sector (Huang et al., 1999).

Abstract:
This paper explains the puzzling fact that in organizing the management of surface water, village leaders have provided incentives to canal managers in some areas, but not in all. Our study indicates that the optimal contractual choice depends on the relative abilities of the leader and the manager, the design of the cultivated land, the characteristics of the canal system and the opportunity costs of the leader and the pool of managerial candidates. The unifying mechanism is the relative change in the ability of the leader and manager to perform the unmarketable activities that are needed to provide irrigation services.

Abstract:
Water scarcity is one of the key problems that affect northern China, an area that covers 40 percent of the nation's cultivated area and houses almost half of the population. The water availability per capita in North China is only around 300 m per capita, which is less than one seventh of the national average (Ministry of Water Resources, 2002). At the same time, expanding irrigated cultivated area, the rapidly growing industrial sector and an increasingly wealthy urban population demand rising volumes of water (Crook, 2000, Wang, et al., 2005). As a result, groundwater resources are diminishing in large areas of northern China (Wang, et al., 2005). For example, between 1958 and 1998, groundwater levels in the Hai River Basin fell by up to 50 meters in some shallow aquifers and by more than 95 meters in some deep aquifers (Ministry of Water Resource, et al., 2001).

Undoubtedly, the Chinese currently think of Europe, and of the European Union, primarily in economic terms. Since 2004, the EU has been China's first trading partner, accounting for 15% of its overall external trade in 2006, with a bilateral increase of 25% from 2005. Overall, bilateral trade between China and the EU has increased more than sixty-fold since 1978 to reach nearly €255 billion in 2006. In return, China is the EU's second largest trading partner, after the United States, and in 2006 became the largest source of EU imports, amounting to approximately €192 billion, or 14.4% of the total, a 21% increase from 2005. The Association of Southeast Asian Nations (ASEAN) enters its fifth decade of economic cooperation in more favourable circumstances than those experienced at the time of its thirtieth anniversary. Paradoxically, and contrary to expectations at the time, the financial crises of 1997—98 may have strengthened ASEAN. The backlash against what was perceived as an unsympathetic Western response to East Asian difficulties put ASEAN at centrestage in new regional cooperative arrangements. Moreover, rivalry between China and Japan for regional leadership has led them both to seek to negotiate regional partnerships with ASEAN as a whole. ASEAN, however, faces new challenges—particularly from rapid economic growth in China and India, and from the proliferation of preferential trade agreements (PTAs) (including a large number involving individual ASEAN members). ASEAN has made only slow progress in economic cooperation. The complete removal of tariffs has fallen behind schedule and is not due to be realised until 2010. The private sector makes little use of ASEAN's preferential arrangements because they afford little advantage over most-favoured-nation tariffs—certainly not sufficient to offset the costs of complying with paperwork, and the consequent delays experienced. ASEAN has made little progress on 'deeper integration' issues—the removal of 'beyond border' barriers to trade. Some of the bilateral PTAs that ASEAN countries have negotiated with extra-regional partners go further in removing barriers than ASEAN's own arrangements. ASEAN members continue to eschew binding commitments within their own economic collaboration despite making them within the World Trade Organization and in some of their bilateral PTAs. Liberalisation under ASEAN's auspices has not been sufficiently significant to encourage business groups to invest substantial resources in lobbying for deeper integration.

The use of military force to halt or reverse nuclear proliferation is an option that has been much discussed and occasionally exercised. In the 1960s, for example, the United States considered destroying China's nuclear program at an early stage but ultimately decided against it. More recently, the key rationale for the invasion of Iraq in 2003 was the threat posed by Iraq's suspected inventory of weapons of mass destruction (WMD). Although significant evidence of WMD was not found in the Iraq case, the potential utility of military force for counterproliferation remains, particularly in the case of Iran. The possibility of military action against Iranian nuclear facilities has gained prominence in the public discourse, drawing comments from journalists, former military officers, and defense analysts. This makes the Iranian nuclear program a potential test case for military counterproliferation.

On 1 May 2004, the world witnessed the largest expansion in the history of the European Union (EU). This process has lent new weight to the idea of an expanded EU involvement in East Asia. This paper will examine the question of whether there has been a change in the EU's foreign policy with respect to its Taiwan policy after the fifth enlargement. It analyses the EU's policy statements on Asia and China to find evidence. The political behaviour of the EU has not changed, although there has been a slight modification in rhetoric. The EU – notwithstanding its claim to be a global actor – currently continues to keep itself out of one of the biggest conflicts in East Asia. The new members' interests in the East Asia region are too weak to alter the EU's agenda, and their economic priorities are rather linked to the programmes of the EU than vice versa.

In the months running up to the 2004 election the issue of off- shoring—the movement of jobs from the United States to other nations—seemed to be on the front pages of newspapers every day. Some of the concern was about the loss of manufacturing jobs to lower-wage countries such as China and Mexico, a process that had been going on for decades. The offshoring of service jobs, though, was something new. Service workers—including college- educated professionals—who previously thought their jobs immune to foreign competition began to worry about this new source of job in security. Policymakers concerned about the American standard of living wondered whether service offshoring would eliminate the United States' advantage in high technology industries.

Corruption poses one of the most lethal threats to China's future economic development and political stability. Illicit activities such as bribery, kickbacks, theft, and misspending of public funds cost at least 3 percent of GDP. Corruption also undermines the legitimacy of the ruling Chinese Communist Party, fuels social unrest, contributes directly to the rise in socioeconomic inequality, and undermines China's environmental security. The prevalence of corruption in China is rooted in the country's partially reformed economy and absence of genuine political reform. Corruption in China has spillover effects beyond its borders. To protect its own interests and encourage China in its transition toward a more market-based economy and open society, the United States should rely on mutual legal cooperation to assist China in its struggle against corruption.

Surging food prices in China indicate a serious risk of inflationary overheating. Past steps to control inflation caused social protest and deadly unrest. China faces the same risk now. China could avoid severe inflation by learning from its past failures and quickly raising interest rates—but politics make this unlikely. “Cooling off” policies in the future will thus be harsher than necessary. Beyond short-term fixes, China should increase imports of fine grains, with long-term U.S. supply assurances, both to stabilize prices and to promote lucrative farm diversification. U.S. intelligence analysis of this overheating risk should refute the conventional wisdom that China's growth is export-led—it is clearly domestically driven. Policy makers need to realize that China's rapid economic rise is homegrown and sustainable. The United States should quietly remind China that harsh handling of inflation-related unrest could seriously damage U.S.-China relations—especially in a U.S. election year.

Although it is often argued that China's recent antisatellite weapon test was a protest against U.S. space policies, Beijing's counterspace programs are actually part of a considered strategy designed to counter the overall military capability of the United States. In preparing to cope with America's overwhelming conventional might, China has taken aim at its Achilles heel: its space-based capabilities and their related ground installations. Thus, China will continue to invest in space-denial technology rather than be a party to any space-control agreement that eliminates its best chance of asymmetrically defeating U.S. military power. With its dominance of space now at risk, the United States must run and win this offense/defense space race if it is to uphold its security obligations and deter increased Chinese counterspace efforts.

The impact on the rest of the world of economic dynamism on this scale is already being felt. I review the literature on the effects of inequality on growth and development in the developing world. Two stylized facts emerge from empirical studies: inequality is more likely to harm growth in countries at low levels of income (below about $3200 per capita in 2000 dollars); and it is at high levels of inequality (at or above a Gini coefficient of .45) that a negative association emerges. Between 15 and 40 percent of the developing world's population lives in countries with these characteristics, depending on the inclusion of China, whose level of inequality has recently been measured at almost .45. Theory and evidence suggest that high inequality affects growth: (1) through interaction with incomplete and underdeveloped markets for capital and information; (2) by discouraging the evolution of the economic and political institutions associated with accountable government (which in turn enable a market environment conducive to investment and growth); and (3) by undermining the civic and social life that sustains effective collective decision-making.

4894. Burma's Long Road to Democracy

In August and September 2007, nearly twenty years after the 1988 popular uprising in Burma, public anger at the government's economic policies once again spilled into the country's city streets in the form of mass protests. When tens of thousands of Buddhist monks joined the protests, the military regime reacted with brute force, beating, killing, and jailing thousands of people. Although the Saffron Revolution was put down, the regime still faces serious opposition and unrest. Burma's forty-five years of military rule have seen periodic popular uprisings and lingering ethnic insurgencies, which invariably provoke harsh military responses and thereby serve to perpetuate and strengthen military rule. The recent attack on the monks, however, was ill considered and left Burma's devoutly religious population deeply resentful toward the ruling generals. Despite the widespread resentment against the generals, a successful transition to democracy will have to include the military. Positive change is likely to start with the regime's current (though imperfect) plan for return to military-dominated parliamentary government, and achieving real democracy may take many years. When Than Shwe, the current top general, is replaced, prospects for working with more moderate military leaders may improve. In the end, however, only comprehensive political and economic reform will release the military's grip on the country. Creating the conditions for stable, effective democracy in Burma will require decades of political and economic restructuring and reform, including comprehensive macroeconomic reform, developing a democratic constitution and political culture, reestablishing rule of law, rebuilding government structures at national and state levels, and building adequate health and educational institutions. The international community must give its sustained attention to Burma, continuing to press the regime for dialogue with the forces of democracy, beginning with popular democracy leader Aung San Suu Kyi, and insisting on an inclusive constitutional process. International players should also urge the regime immediately to establish a national commission of experts to begin studying and making recommendation economic restructuring to address the underlying concerns that brought about the Saffron Revolution. Though China is concerned about the Burmese regime's incompetence, it has only limited sway with the generals, who are fiercely anticommunist and nationalistic. Nonetheless, Beijing will cautiously support and contribute to an international effort to bring transition, realizing that Burma will be seen as a test of China's responsibility as a world power. The United States should restrain its tendency to reach simply for more unilateral sanctions whenever it focuses on Burma. Because a transition negotiated with opposition parties is still likely to produce an elected government with heavy military influence, the United States must prepare to engage with an imperfect Burmese democracy and participate fully in reconstruction and reform efforts, which will require easing some existing sanction.

The second North Korean nuclear crisis, which climaxed with the test of a nuclear device on October 9, 2006, has influenced the views of Chinese specialists. By revealing the status of North Korean nuclear development, Pyongyang's nuclear test was a poke in the eye of Chinese leaders, who had tried privately and publicly to dissuade North Korean leaders from conducting a test. As a result, China has taken stronger measures to get Pyongyang's attention, including a temporary crackdown on North Korea's illicit financial activities. These changes spotlight an ongoing debate within the Chinese academic community over whether North Korea (DPRK) could become a strategic liability rather than a strategic asset. This debate centers on whether it is necessary to set aside China's loyalty to the current North Korean regime in order to maintain good U.S.-China relations and achieve China's objectives of developing its economy and consolidating its regional and global economic and political influence. Or is maintaining North Korea as a strategic buffer still critical to preserving China's influence on the Korean peninsula? An increasingly vocal minority of Chinese specialists is urging starkly tougher measures in response to North Korea's “brazen” act, including reining in the Kim Jong Il regime or promoting alternative leadership in Pyongyang. Although their sympathy and ideological identification with North Korea has waned, many Chinese policy analysts clearly prefer North Korea's peaceful reform to a U.S.- endorsed path of confrontation or regime change. China's policymakers have sought to forestall North Korean nuclear weapons development, but they continue to blame U.S. inflexibility for contributing to heightened regional tensions over North Korea's nuclear program. Chinese analysts fret that economic and political instability inside North Korea could negatively affect China itself. They have shown more concern about the North Korean regime's stability in recent months than at any time since the food crisis in the late 1990s. Chinese policymakers ask how to encourage North Korea's leaders to embark on economic reform without increasing political instability. Discussions with Chinese experts reveal considerable uncertainty about the future of North Korean reform. The possibilities of military confrontation on the Korean peninsula, involving the United States and either a violent regime change or destabilization through North Korea's failure to maintain political control, are equally threatening to China's fundamental objective of promoting regional stability. These prospects have increased following North Korea's nuclear test and the strong reaction from the international community, as shown by UN Security Council Resolution 1718. China's economic rise has given it new financial tools for promoting stability of weak states on its periphery. Expanded financial capacity to provide aid or new investment in North Korea might help it achieve political and economic stabilization. The Chinese might prefer to use the resumption of benefits temporarily withheld as a way of enhancing their leverage by reminding the North of its dependence on Beijing's largesse. Managing the ongoing six-party talks will pose an increasingly difficult diplomatic challenge for China. Chinese diplomats take credit for mediation and shuttle diplomacy, but their accomplishments thus far have been modest. Talks have been fairly useful in stabilizing the situation, but they have also revealed the limits of China's diplomatic influence on both the United States and North Korea. U.S. intransigence is as much an object of frustration to the Chinese as North Korean stubbornness. Chinese analysts clearly have given thought to potential consequences of regime instability. For example, the Chinese military's contingency plans for preventing the spillover of chaos into China and for seizing loose nukes and fissile material imply that Chinese forces would move into North Korean territory. Without effective coordination, simultaneous interventions in the event of unforeseen crisis inside North Korea could lead to direct military conflict among U.S., Chinese, and South Korean military forces. Rather than accept South Korean intervention backed by the United States as a prelude to reunification, Chinese analysts repeatedly emphasize that “the will of the North Korean people must be considered” in the event of instability. If intervention were necessary, China clearly would prefer insertion of an international peacekeeping force under UN auspices. Such a force would establish a representative government, which would then decide whether to negotiate reunification with South Korea.
