4801. Exploring Host Country Capacity for Increasing U.S. Study Abroad

According to the Institute of International Education's most recent data, over 223,000 U.S. students annually study abroad for academic credit, and there are widespread calls to double, triple or even quadruple that number in the coming decade, sending students to more diverse destinations around the globe. Where would another 300,000-700,000 Americans go to study abroad? Which university systems, especially in the non-traditional destinations, have the capacity to absorb large increases when countries like India, China, Egypt, Turkey and Brazil are struggling to accommodate the demand for higher education by their own citizens? To begin addressing these important questions, the Institute of International Education launched Meeting America's Global Education Challenge, a focused policy research initiative which explores from multiple perspectives the challenge of substantially expanding the numbers and destinations of U.S. students studying overseas. In May 2007, IIE published its first White Paper in this series, Current Trends in U.S. Study Abroad the Impact of Strategic Diversity Initiatives.

As major consumers of the world's energy resources, the United States and China are in dire need of secure energy solutions that can keep pace with their large appetites for energy. Enter coal. Both countries possess abundant coal reserves measured in the hundreds of billions of tons. But the approach to coal policy has been one of favoring cheap extraction rather than taking into serious consideration the societal costs of coal. For the United States, coal represents a major source of electrical power—and a major source of pollution. In China, the accessibility of coal has overtaken the environmental and health arguments against its widespread use. China uses more coal than the United States and European Union combined. The damaging side effects of coal mining and consumption have been overlooked in the face of easy availability and undeveloped or less accessible alternatives. In the current context of global energy uncertainty, coal has been forgiven much.

In the strategic policy communities of both the United States and China, there has been a knee-jerk blurring between competition in commerce between U.S. and Chinese energy firms and the potential for strategic competition by one country to deny resources to the other. A senior State Department official has described this sort of reaction as “exaggerated”. But the suspicion is there and it is ill-founded. It serves the interests of neither country. On the contrary, as this EWI Policy Paper suggests, energy security can become a rallying point in an otherwise difficult relationship. The two countries are now intensifying their interest and activities not just in each other's domestic energy sector but also in each other's role in a system of global energy security.

Abstract:
Rapid economic growth in the large developing countries collectively known as BRICSAM (Brazil, Russia, India, China, South Africa and Mexico) has the potential to change the balance of economic power in the world. This paper analyzes this potential building on developments in these economies over the past four decades in the context of the evolution of the world economy. This evolution has two significant features: increasing economic integration and a hiatus in growth. Increasing integration can be observed in the almost universal rise in the share of the exports of goods and services in GDP, and the increase in private capital flows. There has been a hiatus in growth since the 1973-1974 increase in the price of oil.

China's spectacular economic progress has led some security analysts and policy makers in the North and the South to question Beijing's intentions in other parts of the world. This paper examines the extent to which China's engagement with Africa has produced mutual benefits for both and whether Africa is reaping the necessary benefits required for poverty alleviation and economic development. Chinese state-owned enterprises have invested billions of dollars in foreign reserves, construction, and engineering resources assisting African oil-producing exporters. While many in the west have started to question China's extraordinary level of interest in Africa – in particular, its economic engagement with perceived repressive regimes – African leaders view China's entry as a means of pulling Africa onto the path of globalization. It is thus important that African leaders and policy makers ensure that Chinese trade and investment bring reciprocal and tangible benefits for Africans, and contribute to economic stability and good governance.

4806. China's Role as a Trade Bridge for Expanding Regional and World Trade

Abstract:
To understand China's trade relations with the US, Japan, and South Korea, we estimate a vector autoregressive model (VAR) model to investigate the trade interactions among these four countries using data from the period of the first quarter of 1993 to the fourth quarter of 2005. We find substantial Foreign Direct Investment (FDI)-induced indirect trade from Japan and Korea to the US through China, and between Japan and Korea through China. These indirect trade flows lead to increases in China's trade deficit with Japan and Korea as well as China's trade surplus with the US. The indirect trade flows through China also indicate the importance of China's role as a trade bridge. From the viewpoint of world trade growth, as a trade bridge, China contributes to the stable growth of the regional and world economies. However, China's role as a trade bridge may negatively affect its long-run economic growth.

Abstract:
International Relations (IR) needs democratising. Currently, IR theorising remains under the hegemony of a singular worldview ('warre of all against all') with a singular logic ('conversion or discipline') for all actors and activities. This top-down, state-centric, and exclusivist approach is fundamentally anti-democratic for a field of inquiry and practice crowded with multiple worlds. The Humanities, we propose, will help to mitigate these totalitarian tendencies by expressing and examining what hegemonic IR cannot but must: that is, a richness of being in global life. We present Ang Lee's 'Lust/Caution' (2007) as an example. If seen as an allegory for Taiwan-China relations, this film shifts attention from the national security state, a defining concern for hegemonic IR, to the trans-national solidarities that bind peoples and societies despite inter-state conflicts, thereby offering a way out of the statist impasse that incarcerates the region. This approach extends beyond recent calls for a 'linguistic' or 'artistic' turn in IR. Culture, we argue, can serve as a method.

4808. Regional Inequality and Convergence in Europe, 1995 – 2005

The paper presents new results on within-country regional inequality in per capita income for 36 countries during 1995-2005; focusing on Europe but with some non-European countries included for comparison. In 23 of the 36 countries there was a significant increase in regional inequality during the period, and in only three cases there was a reduction. Regional inequality increased in all countries of Central and Eastern Europe, while for most Western European countries there was little change. For the EU-27 as a whole, there was a modest increase in within-country regional inequality, but convergence across countries. The latter effect was quantitatively more important, so on the whole there was income convergence in the EU-27, especially after 2000. Regional inequality is particularly important for some large middle-income countries such as China, Russia and Mexico. In such countries there may however be considerable price differences across regions, and the use of common price deflators for the whole country may lead to a biased assessment of regional inequality.

Abstract:
China's economic development over the last three decades has been dazzling critics and supporters alike. Since the launching of the “Four Modernizations” reform process in 1978, growth has averaged 9 percent annually. As a result, according to IMF data released in July 2007, China is poised to overtake Germany as the world's third-largest economy. As growth has slowed in Europe, Japan, and the US the Chinese economy grew at a staggering rate of 11.9 percent in the second quarter of 2007. The IMF report also pointed out that if exchange rates are adjusted to equalize the cost of goods in different countries (purchasing-power parity) China is already the world's second-largest economy.

China is in a state of universal change—economically, culturally, politically and diplomatically—and the international community is taking note of the Chinese posture as an ascending global power. As a nation, China has economically liberalized and opened up to the world while retaining a government that by some definitions would be considered authoritarian. Previously an aloof international actor, increased participation in international organizations like the United Nations and dramatic increases in contributions to peacekeeping missions are just two examples of the larger soft power network Beijing is establishing. These activities in public diplomacy are aimed at raising international popularity and acceptance of an ascending China through cooperative behavior and international engagement. As Jamie Roth puts it, “China's new public diplomacy seems to have taken careful note of how to strengthen the country's image abroad through cultural relations.”Because the Chinese want to be able to deal with the challenges of a globalized world, they have adopted a strategy of learning from other participants.

Abstract:
The Middle East and its security remains a vital ingredient in international security. The region's tensions, conflicts and stability are of fundamental concern to a wide range of actors, whose interests or proximity make it a priority. The novelty today is the increasing inter-relations of these conflicts and instability and the limitations of outside power influence. This, together with the appearance of new actors in the region, namely India and China, seems likely to transform diplomacy in the future. Regional dynamics, which are increasingly resistant to outside power influence or control, continue to shape the strategic environment. These dynamic forces, ranging from terrorism, sectarianism, and on-going conflicts, intersect and add to the region's instability and fragmentation. The conflict zone (from the Levant to Iran) overlaps the “energy ellipse” (in the Gulf), that is, the dependence of much of the world on this region for energy supplies. Superimposed on this is the related feature of the region, namely the emergence in the GCC of the 'super rich' states, carving out a new niche and economic identity with their newfound wealth. The region is thus complex: unstable, vulnerable, and wealthy in parts. Weak, shattered, or embryonic states (Iraq, Lebanon, Palestine) co-exist with strong states like Egypt, cautious ones like Saudi Arabia, and ambitious ones, notably Iran. What seems clear from the perspective of 2008 is the continuing need for international engagement, combined with a recognition that this engagement must be constructive and cannot substitute for local initiatives or substitute for local forces, which at best, can only be harnessed, not controlled.

Whistleblowers play a vital role in exposing corruption, fraud and mismanagement and in preventing disasters that arise from negligence or wrongdoing. Prominent whistleblowers revealed the cover-up of SARS and other dangerous diseases that threatened millions of people in China; they disclosed corruption and nepotism in the European Commission and helped to avoid environmental hazards in the US.

Abstract:
This paper evaluates the extent to which China adapted its Africa policy to external criticism and expectations. It is found that policy modifications mainly occurred when long-term interests were at risk, with regard to issues of limited importance and non-binding initiatives. The article departs from the vast literature on adaptation and tests this concept on several aspects of China's engagement in Africa. This approach not only allows us to revise the PRC's changing Africa policy but also permits to contribute to the debate whether China is a status quo or revisionist power. In this regard, it turns out that China's ostensible compliance with the demands of other actors is designed to give leeway to its revisionist aspirations.

To construct a coherent account of East Asia's evolving security order, this article treats the United States not as an extra-regional actor, but as the central force in constituting regional stability and order. It proposes that there is a layered regional hierarchy in East Asia, led by the United States, with China, Japan, and India constituting layers underneath its dominance. The major patterns of equilibrium and turbulence in the region since 1945 can be explained by the relative stability of the US position at the top of the regional hierarchy, with periods of greatest insecurity being correlated with greatest uncertainty over the American commitment to managing regional order. Furthermore, relationships of hierarchical assurance and hierarchical deference help to explain critical puzzles about the regional order in the post-Cold War era.

This is an impressive book that makes several major contributions – theoretically, empirically, and pedagogically. Written in a robust and engaging style it distils a wide range of literature in the social sciences, develops the concept of socialization, and links it firmly and productively with explanations of China's foreign policy views and behavior in international institutional settings. China's policy is presented predominantly as a case for understanding how socialization works, but that statement downplays the extent to which, in Johnston's detailed treatment of China, not only is the concept of socialization fundamentally enriched, but also our understanding of aspects of China's behavior and thinking. International Relations scholars will benefit as much from reading this book as those predominantly interested in charting the basis for change in China's security policies.

4818. Realistic yet humanitarian? The comprehensive plan of action and refugee policy in Southeast Asia

Abstract:
The 1989 Comprehensive Plan of Action (CPA) has recently been described as a successful example of how to manage large protracted refugee flows. However, this article revisits the circumstances surrounding the CPA used to resolve the prolonged Indo-Chinese refugee crisis to highlight that part of its development was linked to the fact that Southeast Asian states refused to engage with proposed solutions, which did not include repatriation for the majority of the Indo-Chinese asylum seekers who were deemed to be 'non-genuine' (UNGA, 1989a) refugees. This resulted in the CPA often forcibly repatriating 'non-genuine' refugees, particularly near the end of its program. This article reviews the CPA in order to assess whether its practices and results should be repeated.

Many debates about engagement with North Korea hinge on the precise nature of North Korea's foreign economic relations: whether trade and investment are on commercial or non-commercial terms; the extent of illicit activities, and the changing geographic patterns of North Korea's trade. This article provides an effort to reconstruct North Korea's foreign economic relations, subordinating our estimates to the discipline of the balance of payments accounting framework. Among the most salient findings for the debate about engagement and sanctions is that North Korea's trade and investment have continued to increase despite the onset of the nuclear crisis and a decline in illicit activities. This growth has occurred in part because of the growing weight of China and South Korea in trade, aid, and investment. We also find that economic relations between North and South Korea have a substantially greater non-commercial component than those occurring across the China–North Korea border.

This well-constructed work starts from a rather lengthy, detailed 'Overview' written by three editors to enable readers to clearly understand the purpose and structure of the volume. This part includes a summary of the four periods of Japanese strategic thinking that comprise the main body of the book: the 1980s, the first half of the 1990s, the second half of the 1990s, and the Koizumi era. The volume, published in 2007, even covers the first few months of Abe Shinzo in office. In Part 1, 'Chronology', the afore-mentioned four periods are examined. Part 2, 'Geography', focuses on Japan's strategic thought toward five countries/areas in Asia: China, Taiwan, Korea, Russia, and Central Asia. The final chapter deals with Japan's strategic thinking on regionalism. The chronological and geographical approaches taken in the book give readers a complete picture of the topic. Editors and contributors consist of ten leading experts in Asian studies residing in the United States and other major Asian countries. Most of the contributors are university professors, but there was also a significant contribution from some people with a background in diplomatic services.

4821. How North Korea threatens China's interests: understanding Chinese 'duplicity' on the North Korean nuclear issue

Speaking of the Democratic People's Republic of Korea's (DPRK) test of a nuclear device on 9 October 2006, official statements from the government of one of the permanent five members of the United Nations Security Council (UNSC) claimed that 'the DPRK ignored [the] universal opposition of the international community and flagrantly conducted the nuclear test' and that this government 'is resolutely opposed to it'. Moreover, in 2005, an expert on North Korea working in the defense sector of the same UNSC permanent-five member told the author that he thought the Kim Jong-Il regime was 'scary' and 'despotic' and that Kim maintains his rule by 'brainwashing' his people. It would certainly not be surprising to hear such words about North Korea from a member of the Bush Administration, or perhaps from a Brit. Yet, strange though it might seem to some, the views expressed about North Korea's nuclear test above came from official Chinese statements (People's Daily, October 2006), and the defense expert was one of China's most senior North Korean watchers, one with many years of experience in both Koreas.

4822. Indonesia's foreign policy after Soeharto: international pressure, democratization, and policy change

Indonesian politics opened a new phase of democratization after Soeharto stepped down from his 32 years of authoritarian rule. In this paper, Indonesia's foreign policy changes after Soeharto are systematically examined through an 'international pressure–political legitimacy' model derived from neoclassical realism. This model specifies that Indonesia's foreign policy during democratization is mainly influenced by two factors: international pressure and the political legitimacy of the new democratic government. Four cases of foreign policy decision-making from three post-Soeharto presidencies are examined: (i) Indonesia's East Timor policy under Habibie; (ii) Indonesia's 'silence response' toward China's protest on the anti-Chinese riots under Habibie; (iii) Wahid's 'looking towards Asia' proposal; and (iv) Megawati's anti-terrorism and Aceh military operation. The results show that political legitimacy shapes the nature of state behavior, i.e. balancing or compromising, whereas international pressure determines the pattern of state behavior, i.e. external/internal balancing or compromising in words/in deeds.

This volume is a major contribution to the academic effort to understand the nature of region-making in post-crisis East Asia. Before the monetary and financial crisis, East Asia was praised for a rapid economic development based on market-driven regionalization. The 1997–98 crisis crushed the optimistic image of East Asia. But what is actually the nature of regional processes there? The editors' conclusion is clear: The network-type arrangements still characterize the region-making in East Asia, but different from the pre-crisis era, region-formation in contemporary East Asia is neither based on a single national model nor led by a single country; it is rather the process of hybridization of American, Japanese, Chinese, and any other national model.

Abstract:
The concept of honor has an extensive and distinguished lineage in the study of international relations, although contemporary theory has lost sight of its importance. This study begins to remedy that situation. It does so by first setting out the place of honor in relation to a number of other related concepts, like prestige and status. It then outlines a theory of "negative honor," and situates this in relation to existing theoretical and empirical accounts of honor-related variables. This theory draws on extant work in social psychology, anthropology, economics, political science, and other fields, to set out hypotheses on why, how, and when political leaders of states might respond to certain kinds of challenges in a way that constitutes honor-seeking behavior. The second part of the paper tentatively sets out one way to empirically evaluate these hypotheses. While unsuccessful, this provides a blueprint for further research and a number of soon-to-be-implemented refinements.

Over the past two decades, no two economies have averaged more rapid economic growth than China and Vietnam. But while China's income inequality has risen rapidly over that same time frame, Vietnam's has only grown moderately. Structural and socio-cultural determinants fail to account for these divergent pathways. Existing political variables are also unhelpful. China and Vietnam are coded in exactly the same way, even in the path-breaking work on authoritarian regimes. In this paper, we take a deeper look at political institutions in the two countries, demonstrating that profound differences between the polities directly impact distributional choices. In particular, we find that Vietnamese elite institutions require construction of broader coalitions of policymakers, place more constraints on executive decision making, and have more competitive selection processes. As a result, there are stronger political motivations for Vietnamese leaders to provide equalizing transfers that limit inequality growth.

This study finds that North Korea's nuclear test and the imposition of UN Security Council sanctions have had no perceptible effect on North Korea's trade with its two largest partners, China and South Korea. Before North Korea conducted an underground nuclear test, it was widely believed that such an event would have cataclysmic diplomatic ramifications. However, beginning with visual inspection of data and ending with time-series models, no evidence is found to support the notion that these events have had any effect on North Korea's trade with its two principal partners.

4829. War and Peace in Early Modern East Asia: Hierarchy and Legitimacy in International Systems

Between 1368 and 1841 – almost five centuries – there were only two wars between China, Korea, Vietnam, and Japan. These Sinicized states crafted stable relations with each other, and most of the violence and instability arose between these states and the nomadic peoples to the north and west of China and Korea. Building on the “new sovereignty” research in international relations, I argue that the status quo orientation of China and established boundaries created a loose hierarchy within anarchy that had much to do with the period of peace. Built on a mix of legitimate authority and material power, the China-derived international order provided clear benefits to secondary states, and also contained credible commitments by China not to exploit secondary states that accepted its authority. Korean, Vietnamese, and even Japanese elites consciously copied Chinese institutional and discursive practices to craft stable relations with China, not to challenge it. International systems based on legitimacy and hierarchy are not unique to early modern East Asia, and incorporating these insights into our theories of international society has implications for the contemporary world as well.

An examination of international economic relations in the six decades since World War II reveals many ways in which political factors have shaped economic outcomes. The postwar security system significantly affected the postwar economic system. The creation of a bipolar security system following the outbreak of the Cold War led to the separation of the Eastern and Western economic systems and provided a basis for the dominant role of the United States in the Western system and of the Soviet Union in the Eastern system. The end of the Cold War led in turn to the end of the East-West economic divide and to the integration of the formerly Communist countries and China into the global capitalist economy.

The economic approach of comparative and historical institutional analysis (Aoki 2001, Greif 2006) has virtually never been used in theoretical studies of healthcare incentives. This paper seeks to help fill this gap by exploring the explanatory power of such an approach for understanding incentives in China's healthcare delivery system. It focuses on positive analysis of why China's health system incentives evolved the way they did. The first section analyzes the institution of physician dispensing (MDD) and reforms toward separation of prescribing from dispensing (SPD), in historical and comparative perspective. It shows, for example, how MDD was a self-reinforcing institution; the longer a society remains under MDD, the higher the associated costs of supplier-induced demand can be before implementing SPD becomes the efficient self-enforcing social institution. Rapid technological change and adoption of universal coverage are likely to trigger SPD reforms. The second section seeks to explain the pattern and impact of price regulation and hospital payment reforms in contemporary China, which also reflect the legacy of MDD.

4832. Why Are Saving Rates of Urban Households in China Rising?

From 1995 to 2005, the average urban household saving rate in China rose by 7 percentage points, to about one quarter of disposable income. We use household-level data to explain why households are postponing consumption despite rapid income growth. Tracing cohorts over time indicates a virtual absence of consumption smoothing over the life cycle. Saving rates have increased across all demographic groups although the age profile of savings has an unusual pattern in recent years, with younger and older households having relatively high saving rates. We argue that these patterns are best explained by the rising private burden of expenditures on housing, education, and health care. These effects and precautionary motives may have been amplified by financial underdevelopment, as reflected in constraints on borrowing against future income and low returns on financial assets.

Major developments in Sino-U.S. relations took place on the economic, military, and political fronts this quarter. The fourth U.S.-China Strategic Economic Dialogue was held in Annapolis, Maryland, June 17-18, yielding a 10-year energy and environment cooperation framework. A telephone link was installed between the U.S. Department of Defense and China's Ministry of Defense and talks were launched on nuclear policy and strategy. The U.S. and China held a round of their bilateral dialogue on human rights after a hiatus of six years and vice-foreign minister level talks on security issues were held for the first time in four years. The U.S. provided assistance to China to ensure the security of the 2008 Olympic Games in Beijing. A massive 7.9 magnitude earthquake rocked China's southwestern Sichuan Province and the U.S., along with the rest of the international community, provided aid. Secretary of State Rice visited the quake-hit area and held talks in Beijing focused on North Korea.

Cyclone Nargis briefly put China in the international spotlight as Asian and world leaders sought help from Myanmar's main international backer in order to persuade the junta to be more open in accepting international assistance. The massive Sichuan earthquake of May 12 abruptly shifted international focus to China's exemplary relief efforts and smooth cooperation with international donors. Chinese leadership attention to Southeast Asia this quarter followed established lines. Consultations with Chinese officials showed some apparent slippage in China's previous emphasis on ASEAN playing the leading role in Asian multilateral groups.

The Lee Myung-bak administration committed to the establishment of a “strategic cooperative partnership” with China during Lee's inaugural visit to Beijing as the new president of South Korea. The visit occurred on schedule in late May, coming only weeks after the tragic Sichuan earthquake and in the midst of protests in South Korea over Lee's decision to allow imports of U.S. beef. Those events also quickly overshadowed a late April flap during the Olympic torch relay in Seoul over Chinese students who came to cheer the torch but reacted violently to Korean groups protesting Chinese government treatment of refugees and political suppression in Tibet. PRC Vice President Xi Jinping, China's designated successor to President Hu Jintao, made his maiden international visit to Pyongyang where he met with North Korea's top leaders, including Kim Jong-il and affirmed the importance of the Sino-DPRK relationship. As host of the Six-Party Talks, China received North Korea's declaration of its nuclear programs on June 26 in what really was a formality given the critical role of U.S.-DPRK talks in paving the way for the declaration. Nevertheless, the submission of the declaration did set the stage for the reactivation of Six-Party Talks in Beijing. Hyundai-Kia opened a new factory in Beijing and SK Telecom responded to strategic changes in China's telecommunications market by diversifying its investments in various Chinese multimedia companies in pursuit of a “convergence strategy” for delivery of multimedia, computer, and telecommunications applications to Chinese consumers.

Two events dominated the second quarter of 2008: the visit of President Hu Jintao to Japan and the Sichuan earthquake. Tibet, poisoned gyoza, and the East China Sea dispute set the pre-summit agenda. Although the summit itself failed to provide solutions, both Hu and Prime Minister Fukuda Yasuo renewed commitments to cooperate in resolving the issues, and a month later the two governments announced agreement on a plan for joint development in the East China Sea. Shortly after Hu's return to China, a devastating earthquake hit Sichuan Province. Japan's response, which included sending emergency rescue and medical teams, tents, and emergency supplies, was well received by the Chinese victims. Beijing, however, quickly pulled back from an early but unofficial acceptance of Japan's Air Self- Defense Force participation in relief operations. By the end of May, Japan's contributions to relief efforts totaled 1 billion yen.

May 2008 was a hectic month for both Russia and China. The inauguration of Dmitry Medvedev as Russian president marked the least eventful, albeit the most speculated about, power transition in the history of the Russian Federation. Medvedev's visit to China in late May, his first foreign visit outside the Commonwealth of Independent States (CIS) as president, ran into the devastating earthquake (May 12) in China's Sichuan Province. Medvedev's appearance in China and the largest international rescue mission in Russian history were both symbolic and substantial for the Russian-China strategic partnership, regardless of who controls the Kremlin.

Since market reforms began in 1978, China's economy has shown cyclical fluctuations. These cycles of change appear in obvious statistical patterns-faster growth and then slower growth, higher price inflation and then lower inflation, stronger investment flows and then weaker investment-and all are accompanied by other cyclical fluctuations in a range of variables and policy initiatives. Most of these fluctuations tend to move together. Their beauty is that they allow analysis of which fluctuations influence others and, by extension, which policies might make a difference in managing China's economy. In this regard, the cyclical interaction between China's formal urban economy and its rural economy is particularly relevant for the issues facing Chinese policy makers today.

China welcomed Iran’s desire to strengthen cooperation in all spheres with the Shanghai Cooperation Organization (SCO) following its official application in April 2007 to become a full member. With the SCO currently growing into strategic alliance between several of the worlds leading energy producers and two of its most hungry consumers; the United States saw an opportunity to establish itself in the region and therefore lobbied for observer status in 2005, however the request was denied. Since then, we have seen the SCO assume an ideological mantle of growing anti-Americanism. Committed to establishing a new international political and economic order, the association of East Asian states known as the SCO was founded as an intergovernmental organization in Shanghai on15th June, 2001. Its six founding countries; China, Russia Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, with Iran, Mongolia and Pakistan holding roles as country observers, have asppired to mitigate the influence of US power in the region, therefore Iran’s application for full membbership has crucial, and possibly underlying aspects to its reasoning. Therefore we would like to present some information about the SCO to specifically present the benefits Iran would gain by full membership.

What follows is based on Global Rivalries: from the Cold War to Iraq. In that book and elsewhere I have developed the theory that the global political economy for several centuries now has been characterised by an evolving core structure juxtaposing an expanding, English-speaking 'West' to a succession of contender states-beginning with France in the late 17th and the 18th centuries; Germany, Japan, and Italy and Austria-Hungary from the late 19th; followed by the Soviet Union. In the 1970s, a Third World Coalition rallied behind a tentative New International Economic Order seeking to impose a state-led world economy on global liberalism through the UN (Krasner 1985). Today, China would be the main contender state challenging Western hegemony.

China's dynamic shipbuilding sector now has the attention of key decision makers in Washington. During testimony before the Armed Services Committee of the House of Representatives on 13 December 2007, Chief of Naval Operations (CNO) Admiral Gary Roughead observed, "The fact that our shipbuilding capacity and industry is not as competitive as other builders around the world is cause for concern." Pointing directly to Beijing's new prowess in this area, he concluded, "[China is] very competitive on the world market. There is no question that their shipbuilding capability is increasing rapidly." The present study aims to present a truly comprehensive survey of this key sector of the growing Chinese economy. In doing so, it will provide decision makers and analysts with the clearest possible picture of the extraordinary pace of activity now under way in China's ports, as well as the commercial and strategic implications flowing from this development.

U.S. foreign policy has recently suffered setbacks in Central Asia, where its role had expanded dramatically following the terrorist attacks of September 11, 2001. Recent events appear to indicate growing Sino-Russian cooperation to limit U.S. influence in the region. Although Russia and China have grown closer together in recent years based on convergent strategic views, a number of factors will limit their strategic partnership at the global level. Likewise, their interests in Central Asia mix elements of cooperation with competition, reducing the likelihood of a Sino-Russian condominium in the region. Prudent U.S. foreign policy can prevent anti-American, Sino-Russian power balancing in Central Asia. In order to achieve its goal of a stable, independent Central Asia, the United States should seek to promote a regional concert with Russia, China, and the Central Asian states. If this is not fully achievable, the United States should promote maximum cooperation to address shared interests on issues of security and economic development.

Since the mid-1970s, China (PRC) has experienced a period of unprecedented economic growth. However, the Chinese Communist Party’s hold on power is now predicated upon maintaining their country’s development trajectory, which requires increasing amounts of natural resources, particularly fossil fuels. To secure access to these raw materials, China has begun to deepen its engagement in parts of the world where Washington has enjoyed a near monopoly on influence since the end of the Cold War. Nowhere is this truer than in Africa, where China has pursued an array of new relationships, some of which directly challenge U.S. interests. This article reviews China’s historical relationship with Africa, accounts for its new investments on the continent, and assesses what the implications of China’s renewed interest in Africa are for U.S. policy.

This paper examines the regional environmental co-operation in East Asia at the local government level, focusing on the intercity environmental co-operation between the two cities in Japan and China—Kitakyushu and Dalian—as a case. Theoretically, this case demonstrates the dynamic nature of local government level environmental co-operation in the sense that all the three levels—government, local government, and private—are closely interconnected, and the major actors—the firms—play a role in shaping the outcome of intercity co-operation. Also, in terms of policy implication, this case is important not just for East Asian but also global environmental politics because it is the co-operation between cities in China and Japan—the two most important countries in East Asia that affect regional and global environmental protections efforts seriously. In order to investigate the reasons of success, and the dynamic nature of intercity environmental co-operation, this paper suggests a framework for analysis on the relationship between multiple dimensions of regional environmental co-operation, and then, examines the historical process and the details of the case and explains why this case has been remarkably successful and produced significant outcome. Finally, it draws some theoretical as well as policy implications of this case in terms of possibilities for and limitations of East Asian regional environmental co-operation in the future.
