Abstract:
Since China has an interest in delivery systems of Weapons of Mass Destruction, and the main strategic capability available to the country is missile technology, China has a range of ballistic and cruise missile capabilities. China's technology export or proliferation of ballistic missile technology is of particular and serious concern. China has not joined the Missile Technology Control Regime (MTCR), but has applied for membership and pledged to abide by its main control mechanisms. The Brief concludes that it seems unhelpful to deny China's accession to the MTCR on the grounds of inadequate missile export control, instead of seeking ways to bring China's missile technology export control policy and infrastructure to the acceptable level. The MTCR in the present international situation appears increasingly less dependent on exclusively bringing likeminded countries inside the regime and more on inclusiveness.

4822. Changes in the Distribution of Wealth in China, 1995-2002

Abstract:
This paper investigates some major changes in the wealth distribution in China using the data from two national household surveys conducted in 1995 and 2002. The surveys collected rich information on household wealth and its components, enabling a detailed analysis of changes in wealth distribution among Chinese households. Our analysis indicates that the wealth distribution in China as a whole became much more unequal in 2002 than it was in 1995. The housing reform, in which public apartments were sold to urban households at extremely low prices, has accelerated the accumulation of wealth among urban households on the one hand, and widened the wealth gap between urban and rural areas on the other.

This paper depicts the trend of regional inequality in rural China for the period 1985- 2002. The total inequality is decomposed into the so-called within- and between components when China is divided into three regional belts (east, central and west). A regression-based accounting framework is then used to explore root sources of the rising inequality. Policy implications are discussed.

Abstract:
The legal-judicial transformation taking place behind China's Great Wall outpaces most other developing and transitional countries, but is reaching a critical crossroads. If the pace of judicial reform is maintained and implemented, it has the potential to impact on China and the world's future as much as the economic reforms of the last two decades, if not more so. The judicial system is emerging as a key institution in the reform process, and key decisions related to judicial independence in coming years will largely determine China's stature and place within the global community, and the government's relationship with its citizens. In a relatively short period of time, new criminal, civil and administrative law codes, anti- corruption laws, as well as thousands of judicial, economic and administrative regulations have either been passed, repealed or undergone substantial reform. Property rights and institutional reforms have also been enshrined in the constitution, an important Judges Law professionalising the judiciary has been passed and a number of important treaties have now been ratified. For the first time in modern Chinese history, the courts and legal profession are slowly but surely emerging as important, professional institutions with growing power. The main question of the day is whether China's leaders will now make the structural, judicial and political reforms necessary to address corruption and create an independent judiciary – albeit with Chinese characteristics.

Since the mid-1990s the Chinese government has rapidly liberalized the environment facing domestic private firms. As a consequence, many private firms have clarified their ownership relations and acquired stronger organizational boundaries. However, despite this formalization of private sector institutions, informal guanxi networks remain a key component in firm success. Most significant among these guanxi networks are political networks that connect private entrepreneurs with actors in China's political sphere.

Several commentators and analyst have talked about the on ongoing unrest in southern Thailand from the perspective of the engagement of international terrorism, security issues, center ‐ periphery relations, organized crime and the drug industry. But none of them have written about the role of religion and ethnicity in the crisis. This monograph argues that the roots of the crisis in southern Thailand lie in the role of religion viewed from the point of ethnic identity. The phenomena of ethnification of religion is very much evident in Southeast Asia where religions function along ethnic lines; here a Malay is a Muslim, a Siamese/Thai a Buddhist and a Chinese either a Christian or Taoist/Buddhist syncretic. Thus ethnoreligious constructs shape identities. Hence, it is important to look into the blending of ethnicity and religion and how the constant transformation of these two factors alter the shape of the ongoing crisis in southern Thailand.

Media Tenor: Even within the BRIC States one cannot say that all three are on the Media Agenda, not mention developing countries. What could be the reason for this salience? Vojta: My sense is that the four BRIC countries are rising in media visibility as they become more significant players in the global system. Very shortly these four countries will surpass the G7countries in annual absolute growth results.

Abstract:
Reversing the retreat of the Yeltsin era, Russia has returned to Central Asia proactively. Its presence is increasingly felt in the traditional - that is, security - field and in new fields of engagement, such as strategically-placed investment or construction of regionalism. The cultural and "civilisational" role has also gained more prominence. Moscow's policy reflects pragmatic opportunism, aimed at getting the utmost benefits for Russia from a region in which it holds many assets rather than at a revival of the former empire. There are limits however as to how far its engagement can go due to constraints posed by Central Asian realities and Russian domestic developments. So far, the advance has been greatly facilitated by the West's retreat, giving rise to perceptions of an unfolding "great game", while in reality a record of both competition and cooperation between Russia, China and the West is a normal state of affairs. Although Central Asian elites find it easier to deal with Moscow in the current political climate, they view its assertive role with caution and may turn to a rival suitor should the price for the relationship with Russia become too high.

Abstract:
China's continuing rise has brought it to a new stage in its engagement with the outside world. China's growing economic and diplomatic weight has made it an influential player in all parts of the world and it is seeking to consolidate its image as a responsible major player within its own region and in the wider world. The Olympic Games to be held in Beijing next year will offer a major opportunity to show that China has come of age as a modern power. China is reaching a point where the extent and depth of its international interests are not only increasing its stake in the global system, but are also allowing it to begin to make its mark as a potential rule-maker in world affairs. This is particularly noticeable in Africa, where it is successfully challenging the approach of international organisations and Western governments which have made aid and certain other economic exchanges and arms sales conditional on improving the governance of relevant states. China's ''model of development'', which combines rapid economic growth with authoritarian rule, is gaining approval by certain third world governments as a viable alternative to the so-called ''Washington consensus'', which emphasises liberal economics and democratic politics.

Abstract:
In its European Security Strategy, the European Union defined the People's Republic of China (PRC) as a strategic partner and envisaged comprehensive cooperation with it, including in the security sector. China and the EU often use the same terms, but the connotation of these terms differs due to fundamentally different security concerns. This article critically assesses the possibilities, prospects and difficulties from a European point of view of pursuing Sino-European cooperation in security matters. It concludes that given basic differences in perception, cooperation is likely to be successful in such fields as environmental disasters and pandemics, but will remain limited in such areas as non-proliferation, the fight against terrorism and energy security.
